To receive new knowledge about civilized city development, progressive urban experience for professional Ukrainian community

Programs should consider social, economic and political situation in the country. Workshop results should give propositions concerning Telychka in general and EM3 as its’ part. To propose restrictions, rules to regulate development. Propositions (Program should include if we add “goals” in tasks) should include such components: 1. Functions to define: - mission of this place in the city, its unicity. - prevailing functions and processes, considering active yearround territory usage - quantitative pressure on the territory - correlation of functions, especially between “commercial” and “local, social, cultural” - territory zoning 2. Realization method to propose the method of development, regulation structure, the way of interaction between process participants on different development stages

3. Right to try to integrate propositions into Strategy of Kyiv development, Kyiv masterplan and other documents regulating Kyiv city development 4. Transport to give propositions concerning pedestrian, bicycle, railway, auto and other kinds of public and individual transport connection of territory with the city and within the territory itself 5. Engineering to give propositions for engineering infrastructure development and territory preparation 6. Economics to propose mechanisms of investments attraction for short and long perspective 7. Dnieper to integrate territory in natural environment To provide the way-out to water, maximal Dnieper involvement into livelihoods of the territory and the city

WORKSHOP ORGANIZATION STRUCTURE 6 foreign and 9 Ukrainian architects who are defined according to the competition will work on the project together in three teams tutor-led by famous architects and urbanists from Europe. Workshop has three working architectural teams that consist of famous and young architects from different countries (USA, Italy, Bulgaria, Ukraine, France, The Netherlands) and Experts group

of the city (according to masterplan documentation) In terms of the realization of“Strategy of Kyiv development till 2025” an initiative “Center near the house” is initiated: creation of new centers of Kyiv business activity. One of the principles of maintaining this direction is the priority of secondary construction (including the territory of industrial zones) over the primary construction. DWELLINGS - 40% of the housing needs sanitation - monopolies in building - no regulation for condominiums and common property - predominance of mass-produced houses - absence of contemporary architecture TRANSPORT - old transport system - a big amount of Kievers are ready to reject theirs private cars for accessible and comfortable public transport. While the public transport in Kiev isn’t developed and rather is degenerated - bicycle infrastructure is absent - masterplan does not contain neither propositionsfor transport nor any bicycle infrastructure INDUSTRIALS ZONES - the great part of industry facilities are obsolete and inefficient - large areas are contaminated - social degradation of industrial areas - monopolies in most of domains - they are cut away from the city by the transport system - absence of all kinds of social infrastructure - contamination of soils and environment as a result of industrial production - location of these zones within the city does not correspond to the needs of postindustrial capital 1.2. Strategy
2.1. Situation Telychka is a historical place in Kyiv, located on the estuary of river Lybed and geologically formed by the hydraulic deposition of soil. This name of the territory is a folksay. First documentary mention about Telychka was in 1694; the area was included in city borders in 1923. The low part of the terrain is called Nyzhnya Telychka, the upper one is located in the Pechersk district. (see maps) The primary function of the Territory Enterprises of construction industry: the factories of concrete and metal-concrete wares, woodworking, plants of mechanization of construction processes. ADVANTAGES : 1. Proximity to the center 2. Developed infrastructure 3. Developed system of the sources of engineering provision 4. Strategic significance for the city 5. Zone of panoramic perception. According to the “Strategy of Kyiv development till 2025” industrial territories are to be taken away. This is caused by unefficiency and a necessity of a place for new constructions. Industrial territories of Kyiv represent a hidden stockpile which takes 24% from the territory

The formation of the territory was done in 30-70-s of the 20th century without having any regulating planning document. Construction in this area was chaotic, so planning structure can be completely changed within reconstruction. The placement of enterprises happened without any architectural planning idea The quantity of sites is about 60 In total around 50 enterprises CJSC «Budplastik», concrete factory for bridge construction, trade center “Silpo” (Inzhenerna Str. 1) A wood-processing facility, the Factory of reinforced concrete onstruction of Kovalska Some e nterprises have high indexes of the density of placing of production funds, the quantity of workers, production which tells about the high intensity of usage of the areas they have. Initially, they are HPP-5, the factory of reinforced concrete constructions of Kovalska, (http://beton.kovalska.com/ en/about/history/522/). The factory is for a long time regarding an opportunity to change the location. The quantity of working places is around 7924 (see the scheme “enterprises”)

Currently on Nyzhnya Telychka operates «Art-factory «Vydubychi» as «City State» LLC project. This project puts into life popular European trend to convert industrial zones in fashionable districts with art studios and galleries, other trendy places of city. Within the project, the premises of the former steel plant after partial reconstruction used as a pavilion for shooting movies and TV shows, and organizing various cultural events. Brutal industrial style of the «art-factory» is ingenious framing and unique ambiance for any event. Among the successful events on the art-factory territory are the numerous performances of «Gogolfest» festival. Two consecutive years its organizers chose «Vydubychi» as basic platform because of its unusual format and convenient transport accessibility. One of the most spectacular action on the artfactory was the final of world tournament «Pickup Red Bull BC ONE» in Eastern Europe, that took place in September 2013.
Next to the Telychka industrial zone the heat electric generation plant - HPP№5 (63 га) is situated. The plant essentially influences climate conditions of the city and is an ecologically dangerous enterprise. HPP features: 1. Activity: production and division of electric energy, gas and water 2. The sources of industrial wastes are partially equipped with gas-cleaning constructions. 3. Main wastes are used fluorescent lamps. HPP-5 belongs to 3d class. So it requires a creation of sanitary-protection zone of 500 m. According to Kyiv development conception 2025 the factory does not plan essential changes.
