FIRST ENERGY:
FirstEnergy Corp. was formed in 1997 through the merger of Ohio Edison Company and Centerior Energy Corporation. Through this merger, FirstEnergy became the holding company for Ohio Edison and its Pennsylvania Power Company subsidiary, as well as The Cleveland Electric Illuminating Company and The Toledo Edison Company.
At that time, FirstEnergy was the 11th largest investor-owned electric system in the nation, based on annual electric sales of 64 billion kilowatt-hours, with total assets of nearly $20 billion. Based in Akron, Ohio, the new company employed some 10,000 employees, served 2.2 million customers within 13,200 square miles of northern and central Ohio and western Pennsylvania, and
had approximately 12,000 megawatts of generating capacity.
FirstEnergy nearly doubled its revenue to more than $12 billion and customers served to more than 4.3 million when it merged with the former GPU, Inc., based in Morristown, N.J., in 2001.
GPU served 2.1 million customers in a 24,000 square-mile service area in Pennsylvania and New Jersey through its three operating companies: Metropolitan Edison Company, Pennsylvania Electric Company, and Jersey Central Power & Light Company.

LILLY BROADCASTING:
Lilly Broadcasting, LLC is a privately owned American broadcasting company owned and operated by the Lilly Brothers. The company was founded in September 1999 with the purchase of WENY-TV and WENY-FM & AM radio.
In 2002, Kevin Lilly purchased WSEE-TV (CBS) in Erie, Pennsylvania and have since added the CBS and The CW affiliates in Puerto Rico, Virgin Islands and ABC in the Virgin Islands. Brian and Kevin Lilly are the sons of George Lilly, whose SJL Broadcast Management (also previously known as the Montecito Broadcast Group) was founded in 1984 and based in Montecito, California. SJL owns WICU-TV in Erie and the two Companies purchased 3 TV stations from Gateway Communications in 2000, and four stations from Emmis Communications in 2005. Lilly Broadcasting most recently with Sankety Advisors purchased KITV (ABC) in Hawaii.
In 2000, it purchased the Gateway Communications stations for $96 million. In 2002, SJL sold off WOWK-TV to West Virginia Media Holdings for $40.5 million. In April 2006, SJL sold off WBNG-TV to Granite Broadcasting for $45 million, this was followed on July 26, 2006, by selling WTAJ-TV and the licensee assets of WLYH-TV to Nexstar Broadcasting Group for $56 million, completely undoing the Gateway/SJL deal. On July 24, 2007, Montecito announced the sale of all of its remaining stations except WICU (KHON-TV, KOIN, KSNW and KSNT) to New Vision Television, ending the partnership between SJL and The Blackstone Group. The Federal Communications Commission (FCC) granted approval of this sale in late-October of that year, and ownership was officially transferred on November 1.
On March 1, 2009, the last station formally owned by SJL, WICU, transferred its copyrights to Lilly Broadcasting when it merged its news operations with crosstown sister station WSEE-TV. Though SJL still technically exists (and still ostensibly owns WICU), its visible operations have now been subsumed by Lilly Broadcasting. Lilly Broadcasting re-entered radio in 2019 by purchasing the threestation cluster in Warren, Pennsylvania, that had previously been owned by Frank Iorio’s Radio Partners.
The company is headquartered in Erie, Pennsylvania and operates multiple television and radio stations, a cable network, and digital platforms. Lilly Broadcasting’s mission statement includes inspiring, entertaining, and informing viewers, and making communities better places to live.

NORTHWEST: PLATINUM MEMBER OF WCCBI
In 1896, the Bradford Building Loan and Savings Association opened its doors in Bradford, Pennsylvania. Although the bank’s name, headquarters and product offering changed over the past 122 years, one thing remains—Northwest has held strong to the hometown banking tradition its customers and communities know and love.
Sixty-six years after its inception, the bank used “Northwest” in its name to become “Northwest Savings and Loan Association”.
In 1969, Northwest moved its main office to Warren to take advantage of certain regulations. This move allowed Northwest to expand to Venango and Erie counties, in addition to McKean, Crawford, Elk and Warren counties. Northwest officially moved its headquarters to Warren in 1974.

PENNSYLVANIA GENERAL ENERGY:
Pennsylvania General Energy was founded in 1978 in the city of Warren by four businessmen. One of the partners purchased exploration acreage from Floyd Clinger, a wellknown oil and natural gas pioneer in the Appalachian Basin. At the time, the partners knew little about the oil and natural gas business but set out to learn all that Mr. Clinger could teach! They began buying wells in Northwestern Pennsylvania and drilling 15 to 20 wells a year to build up production and capital needed to expand their operations.
In the beginning, PGE limited its exploration efforts to shallow wells. Once those operations became more profitable, the company was able to embark on bolder exploration: deep-well drilling. The company relied upon new technology, seismic testing, and experienced personnel to successfully locate rich natural gas and oil reserves. In 1988, PGE was given the opportunity to acquire 80,000 acres of oil, natural gas and mineral rights in New York and Pennsylvania, along with 6,000 acres of timberland and the equipment to manage it.
A second acquisition in 1995 involved the purchase of 1,200 producing oil wells and a smaller number of natural gas wells. Part of that agreement included PGE’s commitment to bring all the wells into compliance with state environmental regulations.
Today, PGE is a leading, privately owned, independent oil and natural gas exploration and production company in the Appalachian Basin. By relying on the right people, advanced
technology and a personal business approach, the business partners who came together in 1978 to take a chance on a new venture have built PGE into a proud and growing organization making positive contributions to the region’s economy and environment.

In addition, PNC introduced many local children to STEM (science, technology, engineering, and math) basics by bringing a mobile planetarium to the school. Inside the inflatable dome, children take an imaginary trip to the moon and back with Sesame Street’s Elmo, Big Bird, and Hu Hu Zhu – a Muppet from the Chinese co-production of Sesame Street. In the process, they explored the night sky and learned basic principles of math, geometry, and physics, and about each other’s culture.

West Penn Oil Inc. is a company specializing in liquid packaging for oils and other automotive liquids. For almost 100 years we’ve been a major supplier throughout the United States!
At West Penn Oil Co., Inc. we have origins going back to the 1860s for oil brokerage until we began packaging and blending in 1940. Since then, we have built our business to help some of the United States major brands like Quaker State, Pennzoil, and American Refining. West Penn Oil Co., Inc. began operations as an oil brokerage company. Unlike other brokerage firms of the time, West Penn always purchased products produced from PA crude oil and established ownership in their own name before selling these products. The discovery of oil in Pithole, Pennsylvania in 1859
sparked an economic boom in Pennsylvania and western Ohio.
Warren is situated on the banks of the Allegheny River so West Penn was able to use the river to transport barrels of crude oil on flat bottom barges to any of the 13 refineries in the area. West Penn continued to operate as a brokerage house until the 1940’s when West Penn moved to North Warren and began blending and packaging Motor Oil for the war effort. It continued packaging primarily oils for the next 30 years. In 1974 three businessmen from Buffalo, NY purchased the company from Ernest C. Miller, the son of one of the founders. West Penn expanded its operations to include packaging product for regional refineries such as Quaker State, Pennzoil and American Refining. West Penn also packaged lighter fluid for Zippo and Gulf Oil.
In 1982 the company changed hands again and was purchased by the son of one of the Buffalo owners. The company continues to package oils as it has in the past, but also has expanded into all areas of the automotive aftermarket. This market includes Oil Treatments, Fuel Injector Cleaners, Radiator Flush, Radiator Stop Leak, Brake Fluid and Power Steering Fluid.

Whirley-DrinkWorks! is a family owned and operated manufacturer with two locations in Warren, Pennsylvania. Our Molding Facility is located across the street from our main office, on Fourth Avenue, and houses both extrusion and stretch blow mold presses. Operating with four teams working 12-hour shifts, our mold facility operates seven days a week and offers a variety of positions including: Packers, Material Handlers, Production Assistants and Mold Setters. Our Harmer Street facility is located about two miles away from our main office. The 257,400 square foot facility houses our final decoration and assembly, warehousing, and shipping processes. The facility operates on the traditional eight-hour shifts with several positions including Assembler, Printer, Material Handlers along with leadership positions such as Supervisors and Shift Managers.
We’ve been in operation since 1960, designing and manufacturing products for the food and beverage industry. Back in 1960, Bob Sokolski and Hal Conarro started a coin-operated laundry business. They called it “Whirley Wash,” after the motion the machines made as they cleaned. Success soon followed! It wasn’t long before Bob and Hal decided to parlay their good fortune into another arena: car washes.

FOURTH OF JULY CELEBRATION, JULY
Every year, thousands of people flock to the Warren County Fourth of July Celebration. Uniting our County with a wide variety of family-friendly festivities. Marching bands, drum corps, dance teams, parade floats and local business community representation is abundant. The annual, one mile and over two and a half hour long, downtown parade has something fun for everyone! Fireworks fill the night sky for a spectacular show at the conclusion of the weekend full of events. A great addition to the 4th of July weekend festivities is the Warren County Food Truck Festival and the Warren’s Got Talent: Drop the Mic competition, all at Betts Park. Warren, PA is the place to be on July 4th!
BENT FEST, APRIL
CRAFT BREWERY AND BEVERAGE TASTING EVENT WITH LIVE MUSIC, AND FOOD TRUCKS ! Held annually in April at Bent Run Brewing Company (located at 20 Clark Street in downtown Warren).
Bent Fest is a support-local event, hosting nearly 30 regional breweries, wineries, distilleries, and vendors from our surrounding area. All attendees can enter their name for door prizes. Funds raised from this event benefit the Warren Police Explorer Post 312 and the Northern Allegheny Outdoor Women’s AssociaNon. Warren County Pride is the non-profit hub for planning and promoting the Pride Day event in Warren County, PA. Warren County Pride Day is a team effort with a variety of individuals of different ages, backgrounds, professions, interests, and identities, parts of the LGBTQ community, others, and allies*, united by common goals. The team works year-round, brainstorming, networking, and planning to make Warren Country Pride Day a reality. The first public Warren County Pride Day was a small event held on June 27th, 2020, in General Joseph Warren Park. The event was organized and hosted by three individuals and approximately 40 - 60 people attended. Now, thousands of people from Warren County and the surrounding area attend the annual Warren County Pride event, held at Betts Park every year. Various local artists and vendors pack Betts Park for the day event. Bounce Houses, Dancing, Drag Queens, Face painting, Food Trucks, Costume Contests for both humans and pets, and much more are all available during this family-friendly all-inclusive event!

Positioned in the picturesque Pennsylvania Wilds, Warren County and its rich, diverse, natural beauty is the ideal location to enjoy the outdoors. The County offers 600 miles of hiking trails suitable for the novice or avid hiker, horseback rider, or mountain biker. Campsites, great fishing (showcased in the annual State Fishing Tournament, held in Tidioute, Pennsylvania) and six state game lands—including two wildlife management units for hunting—make this community an outdoor lover’s paradise! Winter brings plentiful snowfalls: creating snowmobiling, snow shoeing, and cross-country skiing opportunities within the half million-acre national forest. The permanent collection includes early to mid-20thcentury paintings and prints, Japanese prints, and photographs of Edward S. Curtis. The gallery also owns an extensive inventory of Gene and Clare’s own paintings and photographs, some of which are always on display at the gallery. A collection of several Marion Sanford sculptures is on long-term loan from the Warren County Historical Society. The Crary Art Gallery also hosts lectures and events; the facility may be rented for weddings and private meetings or functions.

TRAILS AT JAKES ROCK Pennsylvania’s 2024 Trail of the Year!
TAJR, a concept born in 2013 from the Leadership Warren County initiative, opened for mountain biking enthusiasts in September 2016 with 10 miles of beginner and intermediate level trails being completed.
Since that opening, 22 miles of new trail has been added, expanding the beginner and intermediate level offerings with more challenging and difficult advanced trail features and topography to meet the needs and desires of bikers, hikers, and trail runners of all ages and abilities.
TAJR attracts over 25,000 users annually from across the US and Canada. As a premier stacked-loop mountain biking and hiking trail system, with over 35 miles of expertly designed and professionally built trail, TAJR is located in the heart of the Allegheny National Forest and PA Wilds. Adjacent to the Longhouse National Scenic Byway in Warren County, Pennsylvania, the trails wind through boulders the size of houses and a variety of forested landscapes.
TAJR was developed in partnership with trail development company Trail Solutions, a sister company of IMBA (International Mountain Biking Association), Kay-Linn, LLC, Applied Trail Research, Dirt Artisans, the Warren County Chamber of Business & Industry, and the US Forest Service. With segments designed for riders, hikers, and trail runners of all ages and skill levels, the Trails at Jakes Rocks provides users with a variety of challenges year-round.

During the third full weekend of September, the Warren County Chamber of Business & Industry hosts an annual event to highlight this amazing community resource called the Jakes Rocks Trail Fest. In 2023, 750 mountain bike riders, from across the United States and Canada, descended on Jakes Rocks and Kinzua Beach to attend the Jakes Rocks Trail Fest. With the recent 2024 PA Wilds Champions Event of the Year recognition, attendance is expected to increase dramatically. The festival is a weekend packed with fun, food, music and family-friendly activities for all ages.

Warren County’s industrial heritage played a role in the development of today’s transportation system. In the early 1800s, lumber was the region’s primary industry. After being harvested from the forests of the Allegheny Mountains, timber made its way to Pittsburgh via the Allegheny River to supply the construction needs of our growing country! With the discovery of oil in the region, an extensive network of railroads was developed to move passengers and goods in, and out, of the country. Although Warren County’s waterways are now used more for recreation than transportation, the rail lines remain an important part of the supply chain.

WARREN STATE HOSPITAL
In 1880, the State Hospital opened to care for people with mental illness in the northwestern part of PA. Currently the facility houses a modern support system focused on recovery through shortest possible in-patient stays and a continuum of care after discharge.
Warren State Hospital provides the best opportunity for recovery to persons admitted for treatment. Furthermore, we realize the importance of families or significant others in an individual’s response to treatment, as well as their important role in the person’s support system. Therefore, with the individual’s permission, the hospital makes every effort to include families in treatment and discharge planning activities. This commitment to quality psychiatric care family involvement in treatment is reflected in our mission statement.
We also know the importance of continuity of care in ensuring the shortest stay possible and the continuation of needed care and support after discharge from the hospital. Discharge planning even begins before the individual’s admission and continues throughout their hospitalization, ending with an individualized aftercare plan that guides the person’s return to community living. This comprehensive aftercare plan ensures the identification of needed services and supports after discharge. It also designated who is responsible for providing each service. This aftercare plan is then monitored by the country mental health program and modified or
revised as needed to facilitate the person’s long-term adjustment to community living.
In providing care, Warren State Hospital is just one component in a continuum of comprehensive care that is available to residents of northwestern Pennsylvania with persistent and serious mental illness. Our responsibility to people who need our services and support is to provide the most current and effective inpatient treatment interventions and psycho-rehabilitation activities that will promote recovery. Community services for persons with serious mental illness have improved steadily over the past decade and as a result fewer and fewer persons need our level of care, which is certainly gratifying. ROUSE ESTATE
HISTORY OF ROUSE
Located on nearly 600 acres of the Brokenstraw Valley near Youngsville, Pennsylvania, The Rouse Estate stands as
a tribute to one of the Commonwealth’s little-known heroes of the oil boom, Henry R. Rouse.
In 1861, at age 37, Henry Rouse had already achieved more success than other men twice his age. He was a self-made man, having been a teacher, an entrepreneur, and a mercantile success. His random acts of kindness, civic spirit, leadership, and honesty earned him the respect of his community, and election to two terms in the state legislature.
Only weeks after the world’s first oil well was established in nearby Titusville, Henry Rouse found himself in the thick of the fledgling industry. On the evening of April 17, 1861, a breathless worker ran up to him, telling him to “come quickly” as they’d “hit a big one.” According to the best accounts of the time, the “big one” was the world’s first legitimate oil gusher.
As oil spouted from the ground, Henry Rouse and others stood by wondering how to control the phenomenon. Exactly what happened next remains one of history’s unanswered questions. For reasons unknown, an explosion occurred killing several men and leaving Henry Rouse with severe burns over most of his body.
Somehow, in the last five hours of his life, Henry Rouse managed to dictate a detailed will in which he provided for the establishment of what is today known as the Rouse Estate. Within a few years of his death, land was purchased, a building was raised, and his dream of caring for others was on its way to being realized.

WARREN GENERAL HOSPITAL
Warren General Hospital is a community-centered hospital that was constructed in response to the community’s need for expanded healthcare services. Prior to 1900, unaffiliated, local physicians delivered most of the healthcare services. The Society of Christian Workers provided limited healthcare services at the Door of Hope, a home that provided temporary care for the sick and for unmarried, pregnant females The need for a real hospital became apparent when financial constraints threatened the viability of the Door of Hope. Thus, on March 28, 1898, a local physician paid for a charter for Warren Emergency Hospital, and the community leaders initiated a fundraising campaign to construct the hospital.
The hospital, originally named Warren Emergency Hospital, opened to patients on December 24, 1900. A year later, the hospital constructed an annex for patients with contagious diseases, in response to increase patient utilization. That sam e year saw the establishment of a nursing school, which operated until its financial demise in 1941. The hospital continued to expand beyond the original purpose of providing emergency healthcare services. By 1917, the hospital also provided obstetrical, x-ray, and laboratory services. Therefore, the Board of Directors renamed the hospital “Warren General Hospital,” to more accurately reflect the general medical services provided . As medicine advanced, the hospital quickly outgrew its quarters Through a combination of funding obtained from the community
and the Hill-Burton program, a new hospital was constructed on the same site in 1955.
Warren General Hospital continued to expand and renovate its quarters. Currently, the hospital provides a diverse spectrum of services including cancer care, orthopedic, general, and thoracic surgery, renal care, comprehensive rehabilitation, psychiatric and detoxification care, maternal child health, transitional car e, and home health services, in addition to the services generally found in a community hospital.
Our ambition is to be a Healthcare Baldrige and Truven Top 100 Hospital Award Winner in 2020, placing us among the top one percent of all hospitals nationwide for performance, quality, and service.

EDUCATION
Education is of top priority in Warren County. The Warren County School District (WCSD) is made up of about 4,500 students and spread over 788 square miles. The district takes on the task of preparing the youth of the country extremely seriously, understanding our youth is our future.
The district has a school-wide Positive Behavior Support Program which gets students, parents, and faculty involved in setting essential behavioral expectations that apply at all grades and curriculums. Complementing the SWPBS program at elementary schools, Response to Instruction and Intervention has been implemented. RTII is designed to identify students at the primary level who are struggling academically. Through customized instruction and monitoring progress against benchmarks, the program helps those get caught up to graduation standards.

NORTHERN PA REGIONAL COLLEGE (NPRC):
The Northern Pennsylvania Regional College (NPRC) began with a group of four highly motivated and engaged professionals working with postsecondary education in Northern PA.
Dr. Richard McDowell, Dr. Fran Grandinetti, Ms. Deborah Pontzer, and Ms. Helene Nawrocki, saw the need for accessible and affordable postsecondary options for young people and adults in the rural areas of Pennsylvania. After eight years of feasibility studies and handling all necessary legislation, a college plan was written and approved by the PA Department of Education and the college was officially established in May 2017. Warren County is fortunate that the NPRC Board of Directors chose to place their headquarters here in December 2018. NPRC brings post-secondary education classrooms to communities by providing a flexible, career-focused curriculum and quality instruction using interactive media platforms. NPRC is an open admissions college, student-focused, publicly supported not-for-profit regional college. Students can choose to complete classes on either a part-time or full-time basis, with evening accessibility available. Classes are offered in nine counties in Pennsylvania including: Cameron, Crawford, Elk, Erie, Forest, McKean, Potter, Venango, and Warren.
WARREN COUNTY CAREER CENTER
The mission of the Warren County School District and the Warren County Career Center, where today’s student is our future, is to equip all students with the educational skills necessary to achieve their unique personal potential. The Career Center fully supports this mission with hands-on learning that assists students in understanding that Learning=Earning. Hands-on-learning and the skills allow students to enter the workforce with knowledge that employers are looking for.
Courses offered at the Career Center include: Autobody collision, auto tech, building construction, computer maintenance, electronics, food production and management, health/medical assisting, machine tech, marketing design, power equipment, preengineering, protective services, and welding.
The Cooperative Education Program, or Capstone Program, is a structured method of instruction that combines school-based classroom learning with productive work-based learning. Eligible seniors, within the district, may participate in this to paid work experience. To be released from school the student must work a
minimum of 15 hours, during the school week, in a position related to the student’s career objective. This program is monitored by a certified Cooperative Education Instructor who ensures that the students and employers are following the mandatory guidelines.

The mission of the Warren Forest Higher Education Council (Warren-Forest Hi-Ed) is to enrich and enhance personal and professional growth. The main goal of Warren Worx is to help halt the concerning trend of population decline in Warren County. Per the Center for Rural PA, Warren County is facing an 11% population decrease by the year 2050.
Retaining and growing the population and business base of Warren County is a challenge, but not an insurmountable task. To succeed, we must draw the line and start thinking differently, enacting innovative measures to change our projected trajectory. We have to change our mindset and conclude we are all in this together and that by operating together as one team, we will be able to protect and grow the community we are all proud to call home.
WHY DO WE NEED TO REBRAND WARREN COUNTY?
With so many private, public and non-profit entities working independently across the county to enhance community and economic development, Warren County needs to come together to plan and act collaboratively and efficiently across all sectors to help change the trajectory of our population decline and economic
downturn. This challenge is larger than any one municipality or organization to overcome and a clear disciplined approach needs to be put into place and executed to ensure success.
A new brand platform can be consistently applied in all business and tourism marketing and communication efforts. Communicating consistently with one voice, to those inside and outside of Warren County, with focused messaging, highlighting the strengths and opportunities in Warren County, is critical as we evolve the narrative for our area.

Jenny Phillips
Jenny Rondinelli Phillips was born and raised in Warren, the daughter of Mark and Cheryl Rondinelli. Jenny has been married to her husband, Ryan, for eight years and has a 2-year-old black Lab, Maddie. Jenny graduated from York College of Pennsylvania and received her bachelor’s degree in public relations with a minor in speech communications.
Active in her community, Mrs. Phillips is a committee member for the Special Olympics of Warren County and has recently been named head coach for the Warren Lady Dragons Varsity Basketball team.
Jenny has extensive expertise in managing advertising, office merchandising, promotions and events, and digital marketing channels, including strategy development, creative oversight, budgeting, and campaign execution.

• Welcoming New Members: The Chamber continued to expand its membership base, welcoming new businesses to the fold. We are grateful for the trust and support of our members, who contribute to the vitality of our local economy.

As the Allegheny River was awarded the PA River of the Year, for the third time, 2024 was the perfect time to host the National Championships. Paddlers from across the US, Canada, and even as far away as Australia, raced; ranging in age divisions all the way up from kids to over 90 years old padding down the beautiful and mighty river. The Warren community made them feel welcome yet again, and the impact — staying in hotels, camping, hitting community restaurants – was a huge economic burst into Warren County. Special thanks to all our sponsoring business, the community, Chapman State Park, and the US Army Corp of Engineers, for helping make this another successful event!
A YEAR OF ACHIEVEMENT AND GRATITUDE

Warren WORX is a new way of collaborating for our local municipalities, municipal governments, businesses, and non-profits, to come together to look at opportunities, challenges, and projects to creatively make sure that Warren County is a community of desire for residents and businesses for future generations.
Under the Warren Worx umbrella, we have helped launch a new branding initiative for Warren County, to come together to plan and act collaboratively and efficiently across all sectors to help change the trajectory of our population decline and economic downturn. This challenge is larger than any one municipality or organization to overcome and a clear approach must be implemented to ensure success. To help aid in this initiative, a branding firm from Rochester, New York, called Truth Collective, was hired.
