Jeff Wolfe , CEO | Barbara Wolfe, COOThe Car Park was founded in Boise, Idaho in June of 2003. Prior to forming The Car Park our CEO, Jeff Wolfe, was a Senior Vice President for the largest parking company in the world. The company dominated markets around the globe. While it was easy for the larger cities to receive much of the company’s attention, Jeff believed mid-market cities were often underserved. He also knew we could customize to the services individual cities needed rather than take a one-sizefits-all approach; all with a passionate focus on exceptional service to both clients and customers. Barbara Wolfe’s background was also in senior management, primarily in the tech industry and with a focus on people and culture. They both believed the strongest companies develop a culture of empowerment, focus on innovation, commitment to unquestionable integrity, and most of all, genuine care for every team member. With those principles in mind, The Car Park was formed.
Founder’s stories are almost never about straight lines up. Although we began by obtaining and managing a handful of locations in Boise, it wasn’t enough to pay the bills. Our reputations with our previous jobs resulted in a few consulting gigs that carried us through some of the initial growth challenges. And even as we entered new phases of growth that demonstrated to us the company was viable, those early days taught us the critical importance of re-investing into the company to both prepare for things completely unexpected and to fuel both the company’s growth and the personal and professional growth of team members.
At our most challenging times with both internal and external obstacles, we still believed we couldn’t sacrifice running a strong operational company to grow just for growth’s sake. We would not be able to continue the principles on which we formed the company. As we moved through these challenges there were many sleepless nights as we realized how close we were to
failure. Those lessons we learned have paid off in the long term, producing a strong company that continues to push through obstacles expected and unexpected (such as a pandemic), helping to advance and embrace changes in the industry, and continuing to remain committed to a culture of care for every team member.
A founder’s story is just a beginning. Our company is about so much more than just two people. We all play a role in continuing the vision today, staying the course to focus primarily on the needs of mid-market cities, exceeding our client’s expectations through revenue growth and expense management, making it easier for these clients to get quicker traction on new initiatives or providing customized financial reporting tailored to the needs of their cities, providing outstanding service to the people who park with us, and still most of all, each of us playing a role in producing the culture we all want to see in this organization.

Respectful Workplace

We strongly believe that a work environment where clear boundaries between personal and business interaction are maintained assist in effective business operations. Life insurance provides a financial benefit that your family can depend on. And getting it at work is easier, more convenient and affordable than doing it on your own.
The Car Park provides $10,000, in Basic Life & AD&D coverage for all benefit eligible employees through Guardian.
Employees are eligible to purchase additional coverage up to the plan limits listed below.
• Employee: Increments of $10,000 up to $300,000
• Spouse: Increments of $5,000 up to a $100,000 (not to exceed 100% of the employee election)

Short Term Disability
Short Term Disability Insurance provides partial income replacement in the event of a covered illness or accident that occurs outside of work.
Short Term Disability – Guardian
• Benefits kick in once you have been out of work due to your disability for 14 days.
• Weekly benefits checks will be 60% of your weekly earnings to a maximum of $600 a week.
• You can receive these weekly benefits checks for up to 12 weeks if you continue to be out of work due to your disability.

It takes a lot to beat a serious illness. Unfortunately, it can cost a lot. Critical Illness supplements your medical and your disability income insurance.

Taking time off is not just a policy around here. We believe in living your best life, which means not only enjoying what you do between 8 and 5, but also having meaningful time to do all those other things you are passionate about. Our RYB policy is innovative in that its sole goal is to ensure you take time off and live the other parts of your life.
How it works
RYB time off is front loaded into your time off account on your 1st day of employment and you’re eligible to use it after 30 days of employment. New, full-time employees receive a total of 18 RYB days and part-time employees receive half of these amounts immediately upon hire. Your RYB balance appears on your paycheck stub.
There will be a max of 40 carryover hours between years. We foster a culture of work-life balance and want to ensure you take the time off throughout the year to recharge your batteries.

Parental Leave:
Summary: To provide an opportunity for parents to bond and welcome a new child to their family, The Car Park offers paid parental leave. Parental leave is available to regular, full-time employees, regardless of gender. This policy does not apply to employees who work in states with paid parental leave.
How it works: You have access to a maximum of six (6) work weeks of time for parental leave.
You can only use parental leave one time in the 12 months following the birth/adoption date regardless of whether more than one birth, adoption or foster care placement event occurs within that 12-month time frame.
Parental leave is to be requested at least 60 days prior to the child’s anticipated due date/adoption date.
BABY ON BOARD
Bereavement Leave:
Summary: The loss of a loved one is one of the most impactful events any of us go through. We do not want you to think about work if you lose a loved one. Bereavement leave provides you with paid time off for absences related to the death of immediate family members and fellow employees of The Car Park.
How it works: We provide up to five consecutive days off from regularly scheduled duty with regular pay in the event of the death of your spouse, domestic partner, child, stepchild, parent, stepparent, father-inlaw, mother, mother-in-law, son-in-law, daughter-in-law, brother, sister, stepbrother, stepsister.
We provide one day off from regularly scheduled duty with regular pay in the event of the death of your brother-in-law, sister-in-law, aunt, uncle, grandparent, grandchild or spouse’s grandparent.
Subject to your manager’s approval, you are allowed up to four hours of bereavement leave to attend the funeral of a fellow regular employee, provided such absence from duty will not interfere with normal operations of the company.
If you wish to take time off due to the death of an immediate family member you should notify your supervisor as soon as possible.
e. Performance Evaluation
The Car Park provides you with a performance review at least once every 12 months, typically during the month of your anniversary date. The following should be remembered when conducting/receiving performance reviews and evaluations. They are:
• Not tied to pay increases but can support the process.
• Tied to promotion, demotion, discipline and termination.
• May be conducted more than once per year if needed.
• Can be informal on a quarterly or other schedule.
• Filed in employee’s personnel file.

Call-in/Call-out
The Car Park offers positions that require employees to be “On-Call”. This refers to time outside an employee’s regularly scheduled work hours during which they are away from the worksite yet are expected to be easily reached by telephone, are ready and fit to work, and are expected to respond, within one hour, to a problem or emergency situation on behalf of the Company.
On the other hand, “Call-in” refers to unexpected instances when a non-exempt employee is requested to return to work at a time they were not expected to work or called in to perform work on a day they were not expected to work. If for any reason you are called in and meet the “Call-In” requirements, you are eligible to receive $25.00 as incentive pay. Tuition Reimbursement
The Car Park embodies a learning culture. This means that we demonstrate and encourage individual and organizational learning, and both gaining and sharing knowledge is prioritized, valued, and rewarded. We recognized that in order for you to get to your desired destination experience along with education is needed. Hybrid Work
The Car Park offers a hybrid work environment for eligible full-time employees. Hybrid work is when an employee splits their time between working at a designated onsite location and their home or another pre-approved offsite location. This benefits our employees by allowing them flexibility to work in ways that are most effective for them, and our environment by lessening our carbon footprint. To gain authorization for this benefit, you will need to complete a Hybrid Work Authorization and Agreement Form for manager approval. Leave of Absence Policy
MEDICAL LEAVE
Family Medical Leave (FMLA): The FMLA entitles eligible employees of covered employers to take unpaid, job-protected leave for specified family and medical reasons with continuation of group health insurance coverage under the same terms and conditions as if the employee had not taken leave.
MILITARY LEAVE
Military Leave of Absence: “Military Leave” is any time off that is provided to staff who are members of the National Guard or other reserve component of the United States Armed Services and who are called to active duty, attend scheduled reserve service, and/or temporary training duty.
PERSONAL LEAVE
Personal Leave: A personal leave of absence from work taken for personal reasons not otherwise covered by the FMLA or other protected leave policies.
Areas of Routine Maintenance
1. Attendance
Regular attendance and punctuality are essential to each position at The Car Park. All time should be recorded, and overtime approved. Your work schedule will be established by your supervisor and may vary depending upon customer requirements, account requirements, etc.

2. E-Communication
You should only use company electronics for work purposes and/or emergencies. At any time, The Car Park reserves the rights to access, review, maintain, and disclose all transmissions, messages, search histories, and files over its information systems without notice.
3. Problem Resolution
As an employee with The Car Park, you are empowered to be a problem solver. When working in a group, problems and misunderstanding can occur. For this reason, we expect you to discuss any concerns/or problems with the individuals who can assist in resolving them. The Car Park maintains an open-door policy, and you may and should bring issues to the attention of management at any time.

4. Dress Code
You are expected to maintain the dress code appropriate for the job you are doing. Consult your supervisor/ manager to provide you with information on what is expected for your specific job.

5 Point Safety Inspection
Now that you have decided to purchase your vehicle, here are the self-maintenance tips to keep your vehicle in tip-top shape.
Report any unsafe working conditions in writing to your supervisor.
Be sure to follow all safety guidelines and use the correct protective gear for the job.
Do not attempt to operate, repair, or otherwise tamper with equipment or tools without specific authorization.
When you are operating a company vehicle, please follow all traffic laws.
Your work area and equipment should be maintained in a clean and safe manner.
Accident Reporting
Steps to reporting an accident:
1. Urgent accidents should result in a 911 call first then a call to inform your supervisor.
2. Non-urgent accidents should result in you reaching out with your supervisor.
3. Your supervisor will then complete a workers compensation form.
4. After completing the workers compensation form, your supervisor will then reach out with human resource who will reach out with our workers compensation carrier. Our workers compensation carrier will then assign you an adjuster to make sure you are taken care of.
* Medical fees and weekly loss of time benefits are paid as provided in the state worker’s compensation law. One-hundred percent (100%) of the premium cost is paid by The Car Park.

Acronyms / Glossary
Anti-Passback or Passback Control - A setting that requires ACS users to enter and exit in proper sequence with their parking credential (i.e., entry, exit, entry, exit, etc.) Anti-passback is typically selectable as either “hard” or “soft:”
Hard anti-passback rejects ACS users that are out of sequence, and should be set to send an alarm at the ACS controller and Facility Management System (FMS).
Soft anti-passback allows out-of-sequence ACS users to enter and exit, but reports and records violations with an alarm at the FMS for followup by the parking manager. Soft anti-passback provides a more patronfriendly experience while monitoring for misuse. This setting should be unique for each user.

Deploy - Assign an individual to a location to work.
Egress - This is the end of the event. Guests will be exiting.
EP or ToEP - Town of Estes Park
HPMKT - High Point Market
Ingress - This is the beginning of the event. Guests will be arriving.
IPMI - International Parking and Mobility Institute
LPR - A vehicle identification technology that uses cameras to take pictures of license plates, read the images via character recognition software, and convert the images into text that a computer can use.
LPR is common in access control, tolling, and stolen vehicle detection applications. Sometimes called ANPR (automatic number plate recognition).
MCL - McLaurin
Mobile Payments - Allow parkers to pay for their parking time with a mobile phone. Generally, a parking issuing entity will employ a pay-by-cell-phone vendor to provide this technology to parkers as an additional payment method to facilitate the process of paying for parking.
MPC - McLaurin Parking Company
Nest - A facility contained within another facility (called a “parent”). Nesting is often used to control access to a specific area within a larger parking facility via the use of gates.
NPA - National Parking Association
Off-Street Parking - Refers to all parking not on/along the curbs of streets; includes private and public lots, garages, driveways, etc.
On-Street Parking - Refers to all parking on/along the curb of streets.
PARC - Parking Access and Revenue Control System (machine at entry and exit with a gate arm)
Parking Analytics - Use of technology to collect and analyze parking occupancy and revenue data to plan for rates, hours, enforcement, new technology, and the possibility of dynamic pricing. Real-time data of key indicators are typically displayed on a comment portal through a combination of graphics and key data for easy viewing and analysis by parking management for strategic decision making.
Parking Guidance System/Wayfinding - A system, typically internal to a parking facility, that provides guidance to open parking spaces. These systems can include dynamic signage and individual floor and space availability indicators. Newer generation parking guidance systems detect individual space occupancy with stall sensors and can also share information with GPS-enabled vehicles and smartphone apps, which extend them beyond a garage or surface lot.
Pay-and-Display - A type of parking operation that requires the customer to pay at a pay station in advance and place a receipt on his vehicle. The customer selects the amount of time and makes a payment. Enforcement officers audit by looking in vehicles for receipts.
Pay By Cell - A type of parking operation that enables a customer to pay using a cell phone or mobile application. The pay-by-cell phone provider charges the customer for parking fees and reimburses the parking operator. Enforcement officer’s audit by checking online databases for valid plates.
Pay By Plate - A type of parking operation that requires the customer to pay at a pay station in advance. The customer enters his license plate number at the station and makes payment. Enforcement officers audit by checking the pay station or going online to view a list of license plates marked as paid.
Pay By Space - A type of parking operation that requires the customer to pay at a pay station in advance. The customer selects his parking space location (usually numbered) at the station and makes payment. Enforcement officers audit by checking the pay station for a list of paid-for spaces.
Pay On Foot (POF) - A type of parking operation that requires the customer to pay for parking at a pay station before exiting the facility. Customers insert their tickets into a machine and make payment, and the machine returns their ticket. Customers return to their vehicles and drive to the exit lane, where they insert their tickets into the exit station.
PEO - Parking Enforcement Officer
POC - Park On Call
Scofflaw - A repeat parking offender. Many organizations maintain lists of known scofflaws.
TCO - Traffic Control Officer
TCP - The Car Park
Transient - A parker who pays for parking on a short-term basis, typically daily or less. Transient customers typically pay for the amount of time used versus buying a set period of time to park (i.e., a month, a semester, etc.).
Transportation Demand Management (TDM) - The implementation of policies or best practices that reduce the use of single-occupancy vehicles on public roadways in favor of public transportation. TDM strategies often lead to better ingress or egress of vehicular traffic in an urban or congested environment.
Turnover - How often a parking space goes from being unoccupied to occupied and vice versa within a given period of time; often measured over the course of a day or hours of operation.
