Although there was a dip of 23.42% from January to February 2024, with prices adjusting to $827,500, the market quickly recovered with an 8.14% rise to $895,000 in March. April continued this upward trend with a significant increase of 22.15%, reaching $1,093,000. However, May saw a slight correction with a decrease of 19.92%, bringing average sale prices to $875,000. Despite some depreciating months, the overall trend of sale prices are continuing in an upward direction and pointing to a strong and appreciating Rancho San Diego market.

The California Insurance Crisis

California homeowners are facing an unprecedented crisis with skyrocketing insurance rates and companies canceling policies or leaving the state altogether. This situation has left many San Diego County residents worried and uncertain about the future of their homes and finances.

Why Is This Happening?

The main reason for this crisis is the increased frequency and severity of wildfires, causing significant financial losses for insurance companies. Recent devastating fires have led to billions of dollars in claims, prompting many insurers to reconsider their presence in California. Additionally, the rising costs of rebuilding homes due to inflation, labor shortages, and supply chain issues have further strained these companies, resulting in higher premiums and policy cancellations.

The Role of Mitigation

If you talk about insurance in California these days, you’ll hear a lot about “mitigation.” Fire officials, lawmakers, and insurance agents are urging homeowners to lower wildfire risks by making improvements to their properties, often at great expense, to keep their insurance policies. Over the past seven years, the state has spent about $3.7 billion on forest management, and communities and fire districts are

also contributing.

However, despite these efforts, some insurance companies have paused or stopped writing new policies in California, leading to a crisis of home-insurance affordability and availability. Many homeowners have seen their premiums spike or are being priced out of the market, while others have had to turn to the FAIR Plan, the insurer of last resort with higher premiums.

Legislative and Regulatory Responses

To address this, Insurance Commissioner Ricardo Lara has introduced a plan to reverse the trend. Three state lawmakers are pushing for mitigation efforts to be considered when insurers set premiums or decide whether to offer policies. They believe that if homeowners put in the work to mitigate risks, they should get credit for it. State Senator Josh Becker has introduced Senate Bill 1060, which aims to incorporate mitigation into insurance companies’ underwriting decisions. This bill is awaiting a hearing. Former Insurance Commissioner Dave Jones supports the bill, emphasizing that government spending on forest treatments should benefit homeowners.

Challenges and Industry Perspectives

While mitigation efforts have shown promise, reducing wildfire risk by up to 75%, some experts worry that

incorporating these measures into underwriting shifts more financial risk to insurers. They argue that they already use models that account for mitigation. Sheri Lee Scott, an actuary, believes the bill could worsen the insurance crisis by making compliance more challenging and potentially eroding adequate rates for wildfire risk. Despite these efforts, many feel that current measures aren’t making enough of a dent in the crisis. Fire Chief Bernard Molloy noted that residents don’t receive enough credit for their mitigation efforts. Homeowners have expressed frustration that insurance companies aren’t mandated to consider these efforts.

Looking Ahead

Legislators like Assembly member Freddie Rodriguez and Damon Connolly are working on bills to improve the situation. Rodriguez’s bill, AB 2983, calls for evaluating the effectiveness of mitigation investments, while Connolly’s bill, AB 2416, proposes periodic updates to the Safer from Wildfires regulation.

On the federal level, U.S. Representative Mike

Thompson introduced HR 7849, which would provide grants and tax credits for mitigation efforts.

These actions will determine if the state can create a more resilient and fair insurance market for its residents. Nestled next to Cuyamaca Community College, in the heart of Rancho San Diego, lies the Water Conservation Garden. The grounds stand as a testament to the harmony between landscaping and water conservation. Established through the collaborative efforts of seven water boards, this sixacre garden is dedicated to showcasing that water-wise gardening can be both beautiful and sustainable. Far from being limited to rocks and cacti, the garden demonstrates a vibrant array of landscapes, inspiring visitors to adopt water-efficient practices in their own yards. It may be due to my attendance of Cuyamaca College for two years before moving onto graduate from San Diego State University, but I have a soft spot in my heart for this incredible garden.

The Water Conservation Garden is not just a place to visit; it’s a dynamic educational hub. With its varied themed gardens, such as the native plant garden and the vegetable garden, visitors can learn about drought-tolerant plants and efficient irrigation systems. The garden also features practical how-to displays and offers classes on various techniques, making it an invaluable resource for both novice and experienced gardeners. One of the garden’s highlights is the native butterfly pavilion, which opens its doors in spring and summer, offering a magical experience for nature

enthusiasts. For children, the dinosaur dig area provides an engaging way to learn about the natural world, blending fun with education.

This special feature is all about celebrating the wonderful people who make our community unique. In each edition, we’ll be getting up close and personal, diving into the stories of our neighbors, and learning more about the journeys that have brought them here.

Can you share the story of how you came to settle in Jamul? What were the key factors or events that led you to this community? In the mid-1990s, my origin story began with my parents wanting to look for a home to raise our family in after I was born. They found a great property in the central area of Jamul. Some of the key factors and events that led me to staying in my hometown and having a family of my own was this community - the mentors, coaches, teachers, neighbors and friends that I met growing up here, helped me become the person I am today.

What are some of the most significant changes you have witnessed in the community since you’ve been in Jamul?

Growing up in Jamul the past 30 years, some of the significant changes I have seen have been the destruction and growth caused by wildfires. The closing of Simpsons Nursery in 2008, really missing those free apples they gave and fun events that were hosted by Lee and Kathy Smith (Daughter of Hal Simpson). The battle of some of the community members with the building and growth of Jamul Casino and Hotel located on the Jamul Indian Village Reservation. The work of nonprofits and conservancy groups working together to stop a major development project in Proctor Valley. The absorption of the San Diego Rural Fire Protection District became the start and laying the foundation for Dianne Jacobs (Former District 2, County Supervisor, and Jamul Resident) to create the San Diego County Fire Authority (now San Diego County Fire Protection District). But the two most significant changes I brought to this community was being the Founder of the Jamul Fire Safe Council, a wildfire preparedness and prevention non-

profit, along with serving as a board member and coach for Jamul Little League.

If someone was visiting the area for the first time, what’s one place you would recommend they went?

Our baseball fields, located on the Jamul-Dulzura Union School District Campus. You will find that many of our community members love playing baseball with Jamul Little League and travel ball teams (Spinners), or soccer with our local American Youth Soccer Organization (AYSO). You will find the most amazing people there that treat you like family. I was raised in those fields like many of our residents that grew up in this community, that’s what brought us all back.

What aspects of the community do you value the most, and how have they impacted your life?

Some of the things I’ve valued the most growing up in Jamul are the relationships I’ve made in this community. As a child, I got to watch my parents volunteer at community events like the Jamul Kiwanis chili cook-off and car show, Jamul Fest and Gymkhana’s, the Fall Festivals and Christmas store at the schools. The impacts from natural disasters (wildfires) that started my focus on emergency preparedness later creating the Jamul Fire Safe Council (501c3), but also my coaches. Growing up in sports and positive impact they made for kids building teamwork skills and hand eye coordination skills. Now I get to help coach my kids and other kids playing the same sports as I did. It was the small things like this as a child that made me want to grow up and later gave me the names “Mr. Jamul”, “Mayor of Jamul”, and the “Voice of Jamul Baseball” by the positive impact I made on my fellow Jamul community members, neighbors, friends, and family.

If you were to describe the spirit or character of Jamul to someone who’s never visited, how would you describe it? I would best describe Jamul as “home” - a sense of belonging. The cheers on the sidelines or the bleachers as our children play sports on the fields at our local schools. The willingness and trust to know your neighbors, correction “your Family”, are there to help you in a time of need whether you must evacuate due to an emergency, help fixing the private road, or fixing a leaky pipe.

WHAT’S NEXT FOR HOME PRICES AND MORTGAGE RATES?

IF YOU’RE THINKING OF MAKING A MOVE THIS YEAR, there are two housing market factors that are probably on your mind: home prices and mortgage rates. You’re wondering what’s going to happen next. And if it’s worth it to move now, or better to wait it out.

The only thing you can really do is make the best decision you can based on the latest information available. So, here’s what experts are saying about both prices and rates.

1. What’s Next for Home Prices?

One reliable place you can turn to for information on home price forecasts is the Home Price Expectations Survey from Fannie Mae – a survey of over one hundred economists, real estate experts, and investment and market strategists.

According to the most recent release, experts are projecting home prices will continue to rise at least through 2028 (see the graph below):

While the percent of appreciation varies year-to-year, this survey says we’ll see prices rise (not fall) for at least the next 5 years, and at a much more normal pace.

What does that mean for your move? If you buy now, your home will likely grow in value and you should gain equity in the years ahead. But, based on these forecasts, if you wait and prices continue to climb, the price of a home will only be higher later on.

2. When Will Mortgage Rates Come Down?

This is the million-dollar question in the industry. And there’s no easy way to answer it. That’s because there are a number of factors that are contributing to the volatile mortgage rate environment we’re in. Odeta Kushi, Deputy Chief Economist at First American, explains:

“Every month brings a new set of inflation and labor data that can influence the direction of mortgage rates. Ongoing inflation deceleration, a slowing economy and even geopolitical uncertainty can contribute to lower mortgage rates. On the other hand, data that signals upside risk to inflation may result in higher rates.”

What happens next will depend on where each of those factors goes from here. Experts are optimistic rates should still come down later this year, but acknowledge changing economic indicators will continue to have an impact. As a CNET article says:

“Though mortgage rates could still go down later in the year, housing market predictions change regularly in response to economic data, geopolitical events and more.”
