As we get ready for 2025, what is your prediction for the 92109 market?
Answer:
I have definitely noticed a little softening in our market over the last few months, and the activity in early 2025 will tell us if that was just buyers holding back due to the election, and/or the usual end of the year slow down. My personal prediction revolves around interest rates... and I don’t see a path
where they get below 6% next year for most home buyers. A big impact from that is that home sellers who should and would be in the marketplace, will continue to stay at their current properties and reap the benefits of that comfortable 3% (or less) mortgage rate. Another market prediction coming in early 2025!

PROJECT VELA
(AKA THE TOWER ON TURQUOISE)

The so-called Tower on Turquoise has been the talk of the community, dominating my conversations with PBcians and La Jollans.
So what is it?
Project Vela, at 970 Turquoise Street and adjoining parcels, is a proposed 23-story, 238-foot building with hotel and housing units and on-site parking. Under state law, this project appears to qualify for a ministerial permit, meaning no public hearings are required. No approvals are required by the Pacific Beach Planning Group, Planning Commission, City Council, or the Mayor. Environmental analysis will occur through the Development Services Department (DSD), and CEQA is not required.
Project Vela is located outside the Coastal Zone but within the City’s Coastal Height Limit. California State Density Bonus Law allows waivers for qualifying developments, including low- and moderate-income housing. Accordingly, Project Vela proposed 10 income-restricted units and leveraged those to seek several zoning waivers, including local height requirements.
The applicant’s interpretation of state law is so extreme that Mayor Gloria and I requested the State Housing and Community Development Department (HCD) conduct a technical review. We are awaiting their response, which is expected midNovember. DSD is still early in the review process and waiting for HCD guidance prior to making a final determination.
The Mayor and I are committed to keeping affected communities, including the Pacific Beach Town Council and Planning Group, informed as we navigate this extreme application.
