Rotary Club of Kowloon Golden Mile President’s Message Dear District Officials, Fellow Rotarians, Tonight’s Heroes and Guests, Our Vocational Service Awards dinner event is an annual event that our club has been very honoured to host and organise each year. From selecting the awardees to working with the various departments comprising of Hong Kong’s finest - the Police Force, the Fire Department as well as the Medical fraternity this is an event that recognises and salutes all those who go above and beyond the call of duty to keep us Hong Kongers safe. Vocational Service is one of Rotary’s Avenues of Service. Vocational Service calls every Rotarian to: aspire to high ethical standards in their occupation; recognize the worthiness of all useful occupations, and; contribute their vocational talents to the problems and needs of society. I take this opportunity to congratulate all the awardees tonight and their teams, superiors and departments for working tirelessly and dedicately. Rotary Club of Kowloon Golden Mile Vocational Service Director’s Message There are many unsung heroes in our communities, people who go the extra mile to serve others and make our communities better but do so in a way that doesn’t attract public attention. These Outstanding individuals often go unnoticed due to their humble and professional attitude, not seeking recognition or even avoiding it despite the efforts they make and the risks they face. They simply see it as their duty and expect nothing as a result of it. That is precisely why they should be recognised. Those who give without expecting anything in return should be honoured by the rest of us for their bravery and selflessness. This is one of the fundamental principles of Rotary and with this idea in mind the Rotary Club of Kowloon Golden Mile has been always proud to organize its Annual Vocational Service Awards since the past 18 Years. This event seeks to recognize the vocational excellence and high ethical standards of outstanding individuals within our community who have excelled at their duties. Over the years our club has recognised individuals from all walks of life, from fire-fighters who risked their lives beyond the call of duty, to a bartender who jumped into the harbour waters to save an old lady and after making sure she was fine got changed and got back to work without seeking any praise for his bravery. There are cases of policemen severely injured in the course of their work, even not being on duty who persevered and completed their tasks despite serious threat to their lives. There are nurses, doctors, dozens and dozens of people who make that extra effort, for all of us and who do so anonymously. Tonight, as a token of appreciation, we thank and Honor them for their kindness and good deeds and assure them that such deeds they have exemplified by their outstanding dedication of their call of duty & beyond have not gone unnoticed! These 7 officers of PLN 2 Emergency Unit Kowloon West displayed their exemplary performance in handling a case of ‘Robbery’ that occurred in Tsim Sha Tsui area on 9th February 2018. As a result of this prompt incident response and exceptional teamwork, three male culprits were apprehended with the stolen property of cash Japanese ¥450 million (equivalent to HK$32 million)

At 11.35am on this day, the Emergency Unit resource was deployed to No.13 Bristol Avenue in Tsim Sha Tsui. Upon arrival, the police party swiftly located the victims and witnesses for enquiry. Investigation revealed that five male staff of an money exchange shop brought two suitcases containing a total of HK$32 million in Japanese Yen cash to a nearby bank and were robbed by eight male culprits. During the course of the robbery, all the culprits were wearing surgical masks and one of the culprits was armed with an 18-inch long knife. Then, the culprits boarded a seven-seater getaway vehicle taking the two suitcases with them. Having noted details of the getaway vehicle and the seriousness of the case, the Duty Controller activated Operation EXIGENT Level 2. All emergency cars were tactically deployed and roadblocks were setup. At 12.05pm while Sgt Luk was mounting a roadblock at Mei Foo Flyover, the getaway vehicle appeared. The officers immediately approached the vehicle and attempted to intercept the culprits. At that juncture, four male culprits immediately alighted and fled. The officers successfully subdued one Pakistani male and a Nepalese male threat but the other male culprits fled on foot. Sgt Lam from another car swiftly reinforced and swept the vicinity. Subsequently, they located another Pakistani male in a public bus. The two suitcases with HK$32 million in cash were recovered from the getaway vehicle. All three culprits were successfully arrested. (1) Sgt LUK Hoi-on, Andy led his officers to swiftly set up the roadblock at Mei Foo Flyover, Cheung Sha Wan resulting in the successful interception of the getaway vehicle with four culprits on board. He led his officers to swiftly subdue two culprits and alerted his colleagues to chase the other culprits who jumped from a 10-meter flyover to the ground. As a result, three arrestees were successfully arrested with all stolen property recovered. (2) Sgt LAM Kai-hang led his officers to swiftly reinforce his colleagues at Mei Foo Flyover, Cheung Sha Wan and conducted thorough sweeping the vicinity as the culprits jumped from the flyover to the ground. He was so vigilant to have spotted one of the culprits hopping on a public bus and trying to flee, he led his team with a 30-meter pursuit and finally

managed to arrest the accused aboard the bus. (3) PC CHAN Yiu-kei was the Exhibit Officer in this case. He and his team had mounted a roadblock in a swift manner in Mei Foo Flyover, Cheung Sha Wan resulting in the successful interception of the getaway vehicle. He was so decisive to remove the ignition key from the private car in order to prevent the culprits fleeing in the vehicle. He also took part in cordoning off and securing the crime scene with a view to ensuring the preservation of evidence. (4) PC WONG Wan-chung was the Arresting Officer in this case. (5) PC YAU Lung-kit was the Exhibit Officer in this case. Their teams swiftly reinforced their colleagues at Mei Foo Flyover, Cheung Sha Wan and conducted a thorough sweeping in the vicinity as the culprits jumped from the flyover to the ground. They were so vigilant to have spotted one of the APs hopping on a public bus and trying to flee, they then gave a 30-meter pursuit and finally managed to arrest the AP on board the bus. (5) PC YAU Lung-kit was Exhibit Officer in this case. (6) WPC CHAN Wan-chi, Paul was an Arresting Officer and (7) SPC LO Sen-fai, Reno was also an Arresting Officer. They swiftly reinforced their colleagues at the flyerover, conducted the sweep, chased the culprit aboard the bus and also took part in cordoning off and securing the crime scene, with a view to ensuring the preservation of evidence. They also successfully intercepted of the getaway vehicle as well as were involved in the final arrest.

Sgt CHAN was the Officer in Charge of Car 5 of Emergency Unit of Hong Kong Island and he led his crewmembers to hold their ground in the Island South area during the Severe Typhoon “Mangknut�. With his impressive leadership and devotion to duty, he managed to command his crewmembers effectively to complete all rescue missions one after another in the area of Stanley, Tai Tam and Redhill Peninsula under extreme terrible weather condition. (2) PC HUNG, a crewmember of Car 5, displayed utmost bravery and professionalism in working with his team to perform emergency rescue in the Island South under extreme terrible weather and road conditions. Their team responded to rescue a family of four with young children trapped inside a townhouse at the Redhill Peninsula. The location was remote and the road condition continued to deteriorate, Mr. HUNG maintained contact with the family to comfort them and monitor their safety while on their way to scene. On arrival, the family was found trapped on top of a table surrounding by flooding water. Mr. HUNG tried a rope on his waist and dove into the water to rescue the family and his team also assisted to pull the family members to a safe place.

(3) PC CHOW, also a crewmember of Car 5 displayed bravery and professionalism in working with his team to perform emergency rescue - Mr. CHOW and his team responded to rescue a guard trapped inside his barrack in the Repulse Bay Fresh Water Service Reservoir. Upon arrival, the guard was located and the situation was dangerous. Without thinking twice, Mr. CHOW tied a rope around his waist and dove into the water to rescue the trapped guard, bringing him to safety. (4) SPC CHEUNG was the driver of this rescue car No 5 - he demonstrated professionalism and dedication despite the rigorous circumstances. Whilst his colleagues were fully engaged in rescue missions, he engineed alternative rescue and driving routes and managed the dangerous road conditions while conveying apt and timely information during the storm and ensuring the injured were transported to hospital for medical care. On this day, the wind speed clocked in at a maximum of 195 km/h and affected the city within 100 km. Severe Typhoon “Mangkhut” made it the most powerful storm since records began with a 10-hour long typhoon No 10 signal on September 16th, smashing hundreds of windows, uprooting more than 17,000 trees and blocking more than 1,000 roads. The typhoon had caused torrential rains in low-lying coastal areas as well as serious traffic blockage on key arteries and flooding across the Hong Kong Island Region. The nominated officers were assigned a car during the incident and have all displayed utmost courage and professionalism in the Island South area that was raging with the rainstorm. The fierce storm pervaded throughout their duty and the road conditions continued to deteriorate. As the city continued to be pummeled by the colossal storm, the Crew attended to one emergency call after another. Despite the severity of the situation, the team persisted with rescues in the area whilst clearing fallen trees to relieve the traffic blockage. Despite facing the merciless weather condition, adverse terrain, and unforgiving situations, the team’s perseverance, dedication to duty and professionalism has ultimately led to the saving of lives and the whole crew unharmed. Their dedication to duty is commendable thus is recommended for the Excellence in Vocational Awards by Rotary Club of Kowloon Golden Mile.

The nominees are nominated for their exceptional devotion to duty and bravery displayed during a rescue operation in saving a family of three (a mother with her 8-year-old son and 6-year-old daughter) when Super Typhoon Mangkhut’s Tropical Cyclone Warning Signal was hoisted. On 16th Sep 2018, Hong Kong braced the arrival of Super Typhoon Mangkhut, equivalent to a Category 5 Atlantic hurricane – the highest on a five-tier wind scale for tropical cyclones, which was the most intense storm ever to hit the city. Walls collapsed, bamboo scaffolding was torn down and windows were blown out. The Observatory issued a typhoon signal No. 10 and a red rainstorm warning, the second highest on that scale. The rains brought serious flooding and waves at least three meters high to the coastal areas. These police officers were deployed to respond to 999 calls and to rescue those villagers/residents who were stranded in Lei Yue Mun Village, Ma Wan Tsuen and Ma Pui Tsuen. At noon, the nominated officers were performing typhoon special squad duties and received a 999 call of ‘Dangerous Wooden Hut’ from a mother who was with her 8-year-old son and 6-year-old daughter stating that they were trapped in their flooded squatter hut, and that the walls

had collapsed and roof blown away, on Lei Yue Mun Praya Road, Kwun Tong District. As soon as the assistance was requested from the family concerned, the team immediately coordinated the resources and efforts with firemen to respond and locate those who were trapped. The rescue operation began with a communication problem between the police and the family due to the weak mobile phone connectivity and thus the exact location was unclear to the police. However with the team’s good local knowledge and determination to conduct sweeping, they successfully located the collapsed squatter hut and heard screaming for help coming from the hut. Whilst firemen prevented further structural collapse of the hut, the team rushed into the collapsed hut to take due care of the family and led them to immediate safety from the dangerous area, during which officers held onto the two children tightly and ran for approximately 100 meters in order to reach a non-flooded area. Finally, the trapped family was successfully evacuated from the affected area without injury although one of the officers, namely Sgt WAN Ka-kin, sustained an abrasion on his right knee as he was hit by a hard object during the rescue. He was treated and discharged from hospital on the same day with five days sick leave granted. Mr. WAN was not aware of his injury at the time during the rescue operation until he was seen and told by his supervisor when he reached the police vehicle after the girl was saved. Despite the dangers from collapsed scaffolding, fallen trees and objects falling from height, alongside extensive serious flooding while the serious Tropical Cyclone Signals were hoisted, there were no reported serious casualties to the public and to our officers. Members of the public and people around the world witnessed a number of heroic actions from the Hong Kong Police Force that proved to be the difference between life and death. We value our police officers are in passionate about making our community a safer place to live, work and play. Widespread media coverage both overseas and locally showed the heroic actions of our fine Police Force.

He is now a Station Officer posted at Diving Unit of the Hong Kong Command and has served in the Fire Services Department for over 12 years. They are now posted at Diving Unit of the Hong Kong Command and have served in the Fire Services Department for 9 to 30 years. At 1842 hours, an emergency call was received by the Fire Services Communications Centre requiring the rescue of two male adults who were stranded on a small boat drifting at sea near Tai Wan of Sai Kung with their lives at risk. In response - 3 fire appliances, 2 fire boats and 1 ambulance for search and rescue were dispatched. At the time of incident, Hurricane Signal No.10 had been hoisted for almost 10 hours. Upon arrival, the crews found the scene of incident and the vicinity in total darkness due to failure of electricity supply in that area. The diving team leader, Station Officer CHEUNG Ka-wo (StnO CHEUNG) swiftly appraised the situation and assessed the on-site risk together with the Incident Commander to work out the best tactics for the search and rescue of those persons. Having considered the prevailing sea conditions and unavailability of Fire Service or Police vessels at that time, as well as the condition of persons in distress and the vulnerability of their small boat in the rough sea, StnO CHEUNG decided that the “Go & Tow” strategy for water rescue stood as the best alternative to securing the victims’ safety though it might induce extraordinary personal risk to the rescuers. Rescue swimmers exercised tremendous efforts to struggle against the wave actions and avoid the strike by floating debris while towing the victims back to shore. Under the precise direction of the Diving Supervisor and full support of Standby Divers, the two male adults were eventually rescued from the affected boat and led to place of safety. Both male adults were conscious and uninjured. Station Officer CHEUNG Ka-wo was the leader of the 5-man team in the sea rescue operation and he also engaged directly as rescue swimmer on the front line. His prudent assessment and confidence in the strength, skills and courage of his own and the partners, coupled with an actionable rescue plan, were imperative elements contributing to success of this rescue operation. In spite of the known dangers, the exposure to hidden hazards and limited resources, StnO CHEUNG risked his own life with a strong hope to rescue the persons awaiting emergency assistance. Acting Principal Fireman CHEUNG Po-tat was part of the 5-man team for the sea rescue task and his role was the Diving Supervisor. Battled with the devastating natural power, Ag PFn CHEUNG supervised the execution of rescue plan as devised and meticulously carried out dynamic risk assessment in the progress. He directed the tempo of divers’ approach in the rough sea by giving them appropriate whistle and light signals. Apart from the focus on team safety and effectiveness in water, AgPFn CHEUNG also needed to communicate with Incident Commander as well as other parties for support from the shore side. Fireman CHEUNG Man-ho acted as rescue swimmer on the front line. He was the only team member who swam twice back and forth to the small boat drifting at the rough sea in the rescue operation. In spite of the known dangers, the exposure to hidden hazards and limited resources, Fn CHEUNG risked his own life with a strong hope to rescue the persons awaiting emergency assistance. Fireman CHAN Yuk-fai & Fireman SUNG Pak-ngai were Standby Divers in support of the other two colleagues who stayed in the shallow water area with SCUBA set ready to assist rescue swimmers.They gave guiding light signals to rescue swimmers while they were swimming to and from the small boat. When Fn CHAN and Fn SUNG were in touch with the victims in water at standing height, they shielded them from the pulsating strong waves, escorted and assisted them to paddle across the seabed laid with sharp rocks until safe ashore. To sum up, the exemplary leadership, perseverance, resourcefulness and remarkable professionalism so displayed by Station Officer CHEUNG and the exemplary gallantry, devotion to duty and remarkable professionalism by Acting Principal Fireman CHEUNG, Fireman CHAN, Fireman CHEUNG and Fireman SUNG and all other attending crew members had led to the success of this operation.

Vocational Service Excellence Awards Hong Kong Fire Department - Award 5 Officers: Acting Principal Ambulanceman LO Sze-kit LO Sze-kit is recommended for the award in recognition of his exemplary leadership, perseverance, resourcefulness and remarkable professionalism displayed in the captioned Emergency Childbirth Services 4th July 2018. He was a Senior Ambulanceman at the time of incident and he is now an acting Principal Ambulanceman. He is now posted at Mount Davis Ambulance Depot of the Ambulance Command and has served in the Fire Services Department for 18 years. Ambulanceman LEE Lam-lam & Ambulanceman LEUNG Sik-to They are recommended for the award in recognition of their exemplary gallantry, devotion to duty and remarkable professionalism displayed in this emergency situation. They are now posted at Mount Davis Ambulance Depot of the Ambulance Command and have served in the Fire Services Department for 2 to 6 years. At 1842 hours on 4th July 2018, Ambulance A411 was turned out for an emergency call at Connaught Road West, Sai Ying Pun. The caller claimed that a pregnant woman was about to deliver in a taxi parked at the aforesaid address. Upon arrival at scene at 1849 hours, the crew found that a female patient was lying inside a taxi. After primary examination, the supervisor confirmed that no crowning occurred yet. The patient was still under critical condition so the crew immediately conveyed the patients onto the ambulance. At 1852 hours, Ambulance A411 left scene and proceeded to Queen

Hospital. At about 1854 hours, the supervisor observed that breech (buttock) presentation with an intact amniotic sac was to be seen. The supervisor reported to the hospital promptly and he continued to use his paramedic knowledge to stabilize the patient to prevent the newborn being delivered if the amniotic sac ruptured. the membrane did rupture and the child was competently delivered in the ambulance. As the newborn was facing downward, the supervisor gently positioned the newborn to facilitate the delivery of the shoulders and arms. As soon as delivery occured, the supervisor observed that the umbilical cord was wrapped around the neck of the newborn tightly. He gently pushed the newborn inwards to free-up space to release the umbilical cord from the neck. After the umbilical cord was released, the patient was exhausted. With positive encouragement by the supervisor, the patient continued to push the head of the baby and finally, the newborn was successfully delivered on ambulance at about 1858 hours. The supervisor and attendant clipped the cord, dried and wrapped the newborn immediately. Since the newborn had not started crying and showed cyanotic skin at first, the supervisor stimulated the newborn by wiping its back. At about 1859 hours, the newborn started crying and spontaneously breathing. Ambulance A411 arrived hospital at about 1902 hours, the patient and the newborn were then handed over to the medical staff of hospital. To sum up, the exemplary leadership, perseverance, resourcefulness and remarkable professionalism so displayed by Acting Principal Ambulanceman LO Sze-kit and the exemplary gallantry, devotion to duty and remarkable professionalism by Ambulanceman LEE Lam-lam and Ambulanceman LEUNG Sikto had led to the success of this operation.

Vocational Service Excellence Awards Hong Kong Healthcare - Award 6 Dr YAN Wing Wa, Chief of Service, Intensive Care Unit, Pamela Youde Nethersole Eastern Hospital People-centred Care - Dr Yan has set up a comprehensive intensive care service in PYNEH and has received good comment from other departments. The setting up of a communication system which provides timely information in the period of tight ICU bed status to colleagues of the hospital has also demonstrated very good effect. Dr Yan has an affinity personality and has built up a harmonious and cohesive ICU team. All staff of his Department have cooperated to take care of the psychological needs of the sick patients and their relatives through the formation of the “ICU Family Satisfaction Team”. The team of “Family Satisfaction Team” won the merit award of the HA Outstanding Team Competition in 2016. Professional Service Dr Yan is highly recognized in his specialty of Critical Care Medicine and has been taking a leadership role in the followings: - Specialty Board Chairman of Critical Care Medicine of the Hong Kong College of Physicians from 2009 to 2013 - Chairman of the Hong Kong Society of Critical Care Medicine (HKSCCM) from 2007 to 2012 and has revitalized the Society since then. Under Dr Yan’s leadership, the ICU has been rated very good outcomes of ICU Quality indicators by local and overseas organizations including the Standardized Mortality Ratio and Length of Stay Ratio UK, external auditing organization (ICNARC) and HA internal ICU Outcome Monitoring Program. The service of his department has been well recognized and awarded for its excellent quality. His team organizing “The ECMO Basic & Advance Simulation Courses” won the Excellence Award in Hospital Management Award Asia in 2013 and the “Ventilator associated pneumonia prevention team” won the Excellence Award in Hospital Management Award Asia in 2014 and PYNEH & HKEC Outstanding Team in 2015. Committed Staff Dr Yan has been making the best efforts to provide HBO service to patients in needed and indicated even though this is not yet widely recognized among ICU colleagues in Hong Kong. In recent years, he is dedicated to promote setting up a hospital based HBO service in HA hospital Dr. Yan has put innovation into practice and led his department to become the pioneer of the following aspects: - The first ICU in Hong Kong providing regular ECMO services for critical care patients in Hong Kong - The first ICU provided the inter-hospital retrieval of critically ill patients from other hospital in Hong Kong - The first ICU organizes critical care medicine courses for ICU healthcare professionals - The first ICU broadcasts morning journal club to other HA ICUs every weekday Teamwork 1. Dr Yan has built up an effective and efficient team with the concept of Crew Resource Management. It helps to reduce incidents affecting patients or staff safety. 2. Dr Yan also has been attending to and caring the needs of his ICU staff and this is well reflected in the staff feedback on COS 360 degree review.

Vocational Service Excellence Awards Hong Kong Healthcare - Award 7 Ms CHIU Sau Ying, Nurse Specialist, Paediatric and Adolescent Medicine, Queen Mary Hospital Ms CHIU is a committed staff who has served pediatric patients for the past 31 years with tremendous dedication. She has been the key team leader and facilitator in establishing comprehensive clinical service in the areas of pediatric hematology, oncology and bone marrow transplantation since 1996. She has set and maintained professional standards for pediatric oncology nursing, several pediatric oncology procedures including apheresis, resuscitation, and infection control. She is heavily involved in staff training in all areas related to pediatric oncology nursing and conducts regular audit to ensure and enhance standard and competency of staff. She has also played key roles in several continuous quality improvement projects. In addition, she is a key coordinator of various multidisciplinary teams for people-centred management of complicated pediatric oncology and stem cell transplant patients. Her central role in chemotherapy administration form design and improvement represents a substantial contribution to medication safety. Apart from serving the nursing team and linking medical and allied health, Ms CHIU is also very active in supporting patients and their families throughout the stressful treatment journey of their catastrophic diseases. She is heavily involved in counseling and education programs for patients and their parents, including production of patient education pamphlets and videos. She is the coordinator of patient self-help groups and help organizing fruitful activities for patients and their families. Besides, Ms CHIU is very active in continuous professional development including participation of clinical research. She is one of the nurses who have extensive publications in peer-reviewed journals and oral presentations in scientific congresses.

Vocational Service Excellence Awards Hong Kong Healthcare - Award 8 Ms CHOI Wing Kam Terri, Advanced Practice Nurse, Anaesthesia & Ambulatory Surgery Centre, Tseung Kwan O Hosptial Tseung Kwan O Hospital (TKOH) is the first public hospital introduced nurse-led anaesthetic assessment (NLAA) clinic in Hong Kong. The Department of Anaesthesia & Ambulatory Surgery Centre made reference to overseas experience at the inception of the clinic. With local adaption, the clinic service has proven efficacy in strengthening the roles of anaesthetists and clinic nurses in pre-anaesthetic assessment. NLAA service not only effectively streamlines the perioperative logistics, with the in-depth participation of clinic nurses, patient care, safety and convenience are better taken care of. Ms Terri Choi is one of the cofounders of NLAA service in TKOH. Other than routine nursing care required of in a day centre setting, Terri oversees the NLAA services in the Ambulatory Surgery Centre (ASC). She assists the specialist anaesthetists in developing and revising new guidelines and protocols, takes part in training of clinic nurse trainees, and helps other HA hospitals develop this service. Most notably, she is one of the key local faculty members for Commissioned Training Program of Ambulatory Surgery Service in 2016/17, which focused on NLAA. She also takes up the mentorship role in the Enhancement program on NLAA Service when she selflessly shares her years of experience in the service. Terri has made all-round contributions in day surgery and NLAA services – respective of, in the clinic or outside; in the hospital or outside; and in the nursing specialty or outside! After all, she is one of the champions in the ASC of TKOH who have contributed to the legend of introducing NLAA into Hong Kong, which benefits the patients, the HA, and our community.
