CCTV BY LAW? A new scheme is launched to make CCTV mandatory in new builds. Like the idea?
his month saw a campaign launched calling for mandatory CCTV in all new buildings in the fight against crime, stating that surveillance could save up to £5,000 per incident as theft remains at ‘epidemic’ levels. The company spearheading the scheme, UK installers cctv.co.uk, says that the installation of cameras should be mandatory in all new domestic and commercial premises and subsequently, just like pro-active care initiatives in the NHS, deterring crime before it happens; in turn leading to savings for the Police in the long-term. Supporting data claims that fitting CCTV in homes and businesses as standard will virtually pay for itself as the cost of policing will fall, in the view of the campaigners, as expertly fitted and maintained camera systems are a proven deterrent for criminals, so whole estates and industrial areas with camera coverage will become virtual no-go areas for thieves. “Most importantly it’ll also bring down the fear of crime among householders and business owners,” said company spokesman Jonathan Ratcliffe. “Fear of crime is one of the issues that blight communities across the nation and reliable camera systems restore confidence.” Three quarters of premises were hit despite having burglar alarms and other non-camera measures installed and the average cost of a theft is £1,000 per incident, rising to £5,000 if a vehicle is involved. “These are just the crimes that are reported,” says Ratcliffe. “We’re told over and over again by new clients that they eventually gave up reporting crime as nothing seemed to be done about it without the strong evidence that CCTV cameras provide. It’s clear that crimes against property are the most difficult for the police to solve and they rarely expend energy and tighter budgets chasing crimes where there’s inadequate evidence. That’s why we’re pressing for mandatory CCTV cameras in newly-built premises, as this immediately ups the available court-approved evidence available to police.” The company is convinced that the installation and maintenance of security cameras on all new businesses and homes is an investment that will pay for itself several times over. “Crime against property is at epidemic levels in this country,” said Ratcliffe, “CCTV cameras will help push detection levels up, deter thieves, and push insurance premiums down. Everybody wins, unless you’re a criminal.” And especially if you are an installer as the number of domestic CCTV jobs would rise as a result. It’s likely that new businesses would have CCTV anyway but the mandatory use of surveillance in housing would lead to fresh contract work. While there is an element of added expense to the cost of buying a new home there is merit in the idea if the insurers get on-board with it. Already insurance premiums can be affected by the installation of alarms, window locks and putting a car in a garage, so if the insurers place any stock in the use of CCTV then premiums could well be lowered enough to make the initial cost of the equipment palatable. Of course not all CCTV is the same so there would need to be some consideration made to the technology standard that is made mandatory, but there is certainly something in this idea despite what the civil liberties groups will no doubt bring up. We’ll keep you informed as the campaign develops.

INDUSTRY NEWS Security Section and Enzo Peduzzi, Chairman of the Services Section in Euralarm. After the half day conference, it was concluded that Euralarm will continue its engagement with the European Commission, but that there are still a number of difficulties remaining for the European security industry and for a real panEuropean market. One of the answers to the challenges facing the industry is a pan-European certification, but for this it is necessary to speed up the certification processes. One other topic that was discussed in detail was the way to overcome the fragmentation of the security industry. This topic will remain on the agenda for the next couple of years.
European conference discusses the market
In brief Canon Europe has been accredited by Mirasys as a new Platinum Partner. The partner scheme recognises security surveillance product and technology vendors whose solutions can be successfully integrated globally with Mirasys video management solution (VMS). Raytec has announced its integration with Milestone’s XProtect video management system. The new range of VARIO IP network illuminators is reported to be the first range of CCTV illuminators to be integrated into a video management system. The security division of distributor Midwich has reinforced its product offering with the partnership of UK manufacturer Elmdene.

Euralarm recently organised a conference in cooperation with the European Committee titled ‘Ensuring a Safer Europe for Citizens and Business’. Members of the European Commission discussed the security and safety market together with industry authorities in an exchange of thoughts about the market situation and ways to create a more open but regulated market for the benefit of European citizens. Over 50 participants, coming from the European Commission, European Parliament, media and industry, attended the Conference. Speakers from the European Committee to the conference were Christian Ehler, Member of the European Parliament, Graham Willmott, Head of Unit for Policy and Research in Security, in the European Commission Directorate-General for Enterprise, Christoph Kautz, Deputy Head of Unit for Policy and Research in Security, in the European Commission Directorate-General for Enterprise and Dr Jerneja Jug, from the Services Economic Analysis Unit in the European Commission. Among the contributors from the industry were René Jungbluth, CEO Fire and Security Systems at Siemens and Laurent de Longvilliers, Director General at Delta Security Solutions. Contributions from Euralarm to the conference were delivered by Marc Chabaud, Euralarm President, Rolf Sigg, Vice President of Euralarm and Chairman of its
Fire sector seeing gradual recovery The Fire Industry Association (FIA) has published its first Market Conditions Review. The Review is a ‘snapshot’, taken every six months, of the fire sector providing an independent look at the state of the fire protection market in comparison with the preceding six months. The Review states that: “In comparison with the previous period, over the last six months the fire sector has experienced a gradual recovery with the private sector providing most of the low levels of growth. However competition in the sector remains high as the majority of companies report a fall or no change in tender values, while at the same time their suppliers are putting up prices”. The Review is a result of a survey of both FIA members and non-members acrossa the UK. The FIA’s CEO Graham Ellicott commented: “It is encouraging to see that the call for third party certificated companies is increasing, plus FIA member companies reported a substantial increase in enquiries. Indeed this increase was nearly three times the level reported by nonmembers!”

THE BOTTOM LINE Stefan Hay to leave the industry Long-time security sector stalwart and PSi contributor Stefan Hay has announced that he is leaving the FSA / ECA at the end of January 2014. Stefan began his career in operational security, then SITO, BSIA, Skills for Security, FSA and not to forget secondments to the SIA and CoESS where he worked both as Chairman of its Professional Training Committee and as a Board member. Stefan is moving on to become the new Director of the National Tyre Distributors Association.
100 in 100 success revealed Led by Skills for Security and CSL Dualcom, the 100 in 100 initiative has attracted a record level of interest, succeeding in the recruitment of a total of 1316 young apprentices across several disciplines of the security sector. A total of 1084 apprentices have been recruited via the security guarding sector, with the remainder embarking upon security systems apprenticeships. Jayne Sayle, Head of Commercial Services at Skills for Security, commented: “Demand has been so high this year that two groups in our London-based college were oversubscribed, resulting in new groups being planned to start there in April of next year. In addition, two new training venues have come on board in Exeter and Essex, bringing the total number of venues to ten including Bromley, Chichester, Uxbridge, Exeter, Gloucester, Bradford, Preston, Newark, Birmingham and Hounslow. “We are delighted with the results of this year’s initiative, and would like to thank all of the organisations who have supported us in our drive to attract the next generation of security professionals, ensuring that our industry continues to thrive well into the future.” Among the organisations supporting the 100 in 100 initiative are the British Security Industry Association (BSIA), as well as industry inspectorates the National Security Inspectorate (NSI) and Security Systems and Alarms Inspection Board (SSAIB). For those companies interested in recruiting an apprentice, there is still time to take advantage of the 100 in 100 scheme, with a number of courses starting in January.

The interview that gets the facts from the top This month Simon Banks talks to David McCullough Director of Electronic & Security Services Ltd. ESS are one of the largest independent security specialists in Northern Ireland. You provide both fire and security systems, what are the fundamental differences in maintaining them? While fire alarms primarily protect life and property, intruder alarms focus on protecting the assets within the premises. Intruder alarm systems require maintenance and testing twice per annum if they have a monitoring facility. In comparison, fire alarm systems require maintenance/testing either twice or four times per annum depending on the premises type e.g. a hotel or nursing home would be tested a minimum of four times per annum. What proportion of your business is fire and have you seen an increase in demand for fire monitoring? We are currently in our 40th year of trading and although we started out installing intruder alarm systems we quickly progressed into installing and maintaining fire alarms, CCTV, access control, security lighting and more recently IP and IT/networking solutions. The fire alarm proportion of our business has grown rapidly over the last few years and would currently account for approximately 20% of our sales. What tools could help with the remote servicing of fire systems? In large buildings that have many detection devices fitted each device must be tested throughout the year and it can be very difficult, not only to find the device but also to establish if it was tested on the last visit. An ideal solution would be an electronic record that is accessible by the engineer on his mobile (PDA) device that he can reference while testing. This would be a significant benefit. Maintenance is the biggest cost for fire systems due to the required multi-visits, what is your business doing to reduce this overhead? We try to be as efficient as possible which also helps us to conform to our environmental policy. We carry out all visits that are due in the same area and month to cut down on travelling from one part of the country to another. Many of our engineers are multi-skilled and are trained and competent not only in fire alarms but also in other types of system e.g. intruder alarms, CCTV systems etc. This allows us to carry out multi-purpose visits simultaneously. Can you see technology helping engineers to become more efficient and reduce the overhead of travel? Yes definitely. We are currently using technology available to carry out remote servicing for some intruder alarm systems. Our engineers are also equipped with PDAs which allow them to email a work docket to the customer by the time our vehicle leaves their property which is a great benefit to them.

HITTING TARGETS teve Baker started his working life within the Engineering Department for Eastern Electricity, including two years as a draughtsman. Following a secondment to the Marketing Department he realised that a sales position was where his future lay and so left after 13 years (before privatisation) with no money and with a wife eight months pregnant, to pursue career in sales. At the same time he was also developing a second career as a successful club and mobile DJ throughout London and the Home Counties! Following several positions with several companies selling office and telecommunications equipment, he decided to gamble on a project with an old friend selling video entry systems. This led to him becoming a founder member of Pecan Products in 1992, working as Sales Director. After eight years of hard work, Stortech Electronics acquired Pecan, mainly for the contracts supplying Vista covert cameras. Steve’s own ideas for expansion were not considered, so he left to work for a few competitors. After wearing several different hats he decided to take the plunge and opened Genie CCTV in 2001 to try to initiate all of the ideas which Stortech chose to ignore, and to rekindle an element of customer care. The company bank account was opened on Steve’s 40th Birthday and the business was conducted from his spare room in which he did everything from full assembly of certain cameras to all of the administration work. Over the years, despite Steve’s golf handicap dropping (he’s now at 9) the company has continued to grow and since 2007 has occupied its current 22,000 sq ft headquarters in Welwyn Garden City. We caught up with Steve just after he held a staff meeting and presented his 2014 vision which will see many new changes at Genie including a revamp of the general sales department and an increase in technical support which will assist towards targets for the future.

Growing revenues is the main goal for all companies, and we are no different because growth enables us to move forward 12
recession and a tough time for the industry. However, the recovery isn’t likely to be instantaneous and is made much more difficult by government cut-backs - reductions in spending across the public sector have hit the security industry hard. Growing revenues is the main goal for all companies, and we are no different because growth enables us to move forward which is what we always want to do. Fortunately, with our strategies of focusing on new technologies, together with prudent management I might add, I do think that Genie remains in good shape and we have more new technologies coming on line in 2014 which will help drive us in the market. For me personally the recession has been one of my greatest challenges. Genie was formed towards the end of the last major recession, and obviously we were operating then with very small overheads, which naturally made it much easier to be ultra-competitive. In the last year or so, we’ve seen a further increase in new companies opening up and offering lower cost, lower specification products. This hasn’t affected us too much though, as we always put an emphasis on higher quality equipment and a level of technical support which I believe is second to none. You are currently revamping your sales operation – what brought this on and how are you doing it? We’ve not initiated any changes just for the sake of it. The world is continually evolving and so our Board of Directors decided the company general sales structure needed modernising to make it relevant to today’s business needs. It had been the same since we very first started the company but with today’s fast pace of life it is increasingly difficult to secure quality meetings with our customers and so we feel that by utilising the latest communication technologies, we can instantly react to customer requirements - whether this be pricing, technical or product demonstration enquiries. There will always be a need to visit companies from time to time, and of course site visits to help design suitable

systems, and we have a Key Account Manager, dedicated Business Development Managers, and several Technical Sales Support staff to assist precisely for this purpose. The internal sales staff numbers are also increasing, as well as further increases to our technical support team. Genie has always had a strong team ethos, something we pride ourselves on, and everything possible will be done to further it. Are you seeing any buying trends from customers? During the last couple of years, we’ve definitely seen a steady shift towards IP cameras and systems and I’ve no doubt that this will continue during 2014. Genie showcased a new range of IP cameras and NVR’s at IFSEC earlier this year and we’re all delighted that these products have now been officially launched and the feedback we are getting is exactly as we had envisaged. HDSDI products are also growing in interest, and again we’ve a full offering in place to satisfy this trend. There should be several variations of this technology appearing in 2014, which will no doubt boost our customers’ confidence in using HD cameras for existing traditional coaxial cable applications and also with other cabling structures too. I must also mention that we’ve seen far more acceptance with customers using biometric access control solutions, especially due to integration we developed with other access control manufacturers including Paxton and this area will be one which will feature high in our forecasts next year judging by the reaction we have had so far from the market. We’re also working with several intruder alarm manufacturers, as our biometric cards and tokens provide an alternative solution for setting and un-setting an alarm system. The biometric fob can be stored at the panel, and authorised key holders can activate the alarm with the swipe of a device which cannot be used by anyone else. Using the biometric card there is no need to keep your alarm fob and keys together anymore, which is an obvious security risk for the end-user. The introduction of biometrics in smartphones has definitely raised the awareness of the technology and is showing
how it can be utilised in security applications other than simply opening doors. In 2014 you are running a series of roadshows. How important is “hands-on” in the sale of security equipment? Referring to basic analogue CCTV and standard access control products, customers are quite familiar with the specifications and performances, decisions now seem almost to be made simply on cost and/or aesthetics, however because we’ve made such huge efforts to include really useful features and functions with all of our IP cameras, NVRs and biometric access systems, it’s almost impossible to expect a customer to appreciate and understand them fully from catalogues or datasheets alone. When visitors attend our regular training courses or product presentations at which installers and end-users can learn about the products and play with them at the same time, we achieve a lot of success, so we have decided to organise a structured series of local roadshows in 2014, and we’ll obviously announce dates and venues in due course. Are there any technologies/products that are especially popular? Anything on its way out too? At this precise moment in time our Wish96 range of analogue cameras are proving to be particularly popular, and whilst I’ve already stated that IP and HD products will certainly be increasing in popularity, analogue equipment is still our distributors’ number one seller. Having said that, I do feel this is the area which may suffer most during 2014, as we demonstrate the features and the obvious benefits that HD, IP and SDI products genuinely offer at a price that matches that of the analogue system. As already mentioned, biometrics is a big area for us and our Microlatch mobile devices are adding extra levels of security across a number of industries. In particular, we’ve proven to the banking industry that we have a genuine and more secure way in which to conduct internet banking. The system works via Bluetooth with an application on your phone or tablet, and can be used without the need for clumsy passwords or pin numbers. We are also discussing with the sector about the same technology being used for access to ATMs without the need to insert a card and use a pin number; just a combination of biometrics and a NFC enabled fob/keyring is all that is needed. How do you think the performance and efficiency of the security sector could be improved? It would be nice to see a more recognised form

of official regulation brought in which could greatly professionalise the CCTV industry and eradicate and prevent poor quality equipment and poor installation practices. We welcomed the appointment of a CCTV Commissioner, which appears to be a great first step towards such a regulation, and the subsequent publication from the “Home Office” - Surveillance Camera Code of Practice - is excellent for public areas, however, I would like to see this type of thing extended further and if possible, to cover all types of CCTV systems in all sorts of applications. Furthermore, manufacturers and suppliers should be willing to have all of their equipment fully approved, in an effort to provide complete confidence and stability. You quite often see the footage from CCTV cameras in the media and wonder how on earth such an inappropriate system was originally specified! This needs addressing for the best interests of all parties involved in surveillance. What do you think about IFSEC moving to London? I’m all for it. I was lucky enough to attend UBM’s presentation earlier this year at the Excel centre, and it was clear to see that a lot of thought and effort has gone into the decision to move.
Our expanding Export Division will no doubt benefit from the expected higher than usual level of overseas visitors who will be attracted by London and especially by this vibrant part of the Capital. We’ve booked our stand and are looking forward to meeting all of our customers in a brand new environment. We’ll also be making sure we have access to a TV for next year’s football World Cup!!

Any predictions for the future of the industry? It’s hard to say for sure, but I feel the convergence of IP and HD will undoubtedly continue to gather momentum, including further development of useful video analytics. I believe there will also be far more emphasis on the integration of various security technologies, and at Genie, we will make sure we are at the forefront of these developments. We are working very hard to stay ahead of all new developments and by listening to our customers and our customers’ customers we believe that we can always adapt quickly enough to any future major changes in the industry whatever they might be.

New Cat 5 cable with metre marks Videcon has launched a new Cat 5 cable which has a high specification and a solid copper core. It comes in a 305m reel and has a distinctive purple colour to distinguish it easily from other cables during installation. 360 degree camera covers the whole area Samsung Techwin has added a 360-degree high definition camera to its product range. The SNF7010 360-degree 3 megapixel camera provides users with the option of selecting from a number of display options including 360-degree fisheye, single and double panorama, quad, rectangle or user selectable region. “360-degree cameras are increasingly being specified for projects where there is a requirement to monitor activity 24/7 in environments such as banks, offices, retail and warehouses,” said Tim Biddulph, IP Product Manager for Samsung Techwin Europe. “The advantage they offer is that a single 360-degree camera is all that might be needed to efficiently and cost effectively cover a whole area where a much larger number of standard cameras might normally be required to avoid any blind spots. With no moving parts, savings can also be achieved on maintenance costs.” The ONVIF compliant SNF-7010, which features a digital PTZ, utilises Progressive Scan technology and supports up to six streams of videos using either H.264 and MJPEG compression formats, providing the option to simultaneously transmit images to multiple locations at various frame rates. A number of different users, if authorised, are therefore able to monitor live images at one location, record video evidence at another or view live. A built-in SD/SDHC/SDXC memory slot provides the opportunity for authorised users to remotely access and download video that has been recorded onto a memory card. Other key features include four polygonal motion detection zones, privacy masking, tamper alert and bidirectional audio. Real time door monitoring Assa Abloy Access Control has launched an Aperio sensor with integrated capability to detect and transmit door status information. Aperio is designed to upgrade mechanically locked doors and wirelessly connect them online or offline to new or existing access control systems, with minimal modification to doors and premises, offering a simple security upgrade. The Axis M2014-E Network Camera is put through its paces
he Axis M2014-E is marketed as the world’s smallest HDTV bullet style network camera. This small form factor is achieved by manufacturing the product in two parts, a camera head and separate main unit. The camera head contains a colour ” progressive scan CMOS image sensor providing a maximum resolution of 1280 x720 with a light sensitivity of 1.0 -10,000 lux. The lens is a 2.8mm fixed iris, fixed focus, F2.0 providing an 81° horizontal angle of view. The camera head is provided with a generous 8m tail of cable for connection to the main unit and has an environmental rating of IP66. Within the main unit are an SD memory card slot for edge storage, a factory reset button, terminals for power, a single alarm input and output, an RJ45 network socket and an RJ12 socket for connection to the camera head itself. The unit may be powered using PoE or 12VDC. The camera is ONVIF profile S compliant. Out of the box the M2014-E is supplied with a quick installation guide and CD. The printed guide covers the physical installation of the camera and main unit using illustrations only. The CD is required in order to access the user guide on camera configuration. The M2014-E is supplied with a small bracket assembly that includes both a fixing base and a clamp. Whilst adequate for the weight of the camera head, these are not especially strong so alternative may need to be considered for certain installation locations. The main unit is

supplied with a mounting bracket but is also DIN rail compatible. As outlined above, the camera head itself is supplied with an 8m shielded twisted pair cable tail for connectivity to the main unit. This should enable a suitable mounting location to be found for most applications and instructions are 18
included within the user manual for shortening this if required. Whilst the overall package appeared to be of the quality we have come to expect from Axis, the outer insulation of the STP cable provided with the evaluation unit was split over a length of approximately 500mm, revealing the foil shield. Hopefully, this is just an oversight in terms of quality control. The installation CD provides a detailed user guide for the camera and related software including the Axis IP Utility, Axis Camera Companion (viewing software for 1-16 cameras) and Axis Camera Management (for larger installations). We discovered the M2014-E on our local network using IP Utility and Camera Companion both of which are easy to install and use. Having discovered the camera and logged into its webpage for the first time, you are prompted to set the power supply frequency so as to ensure there is no flicker on the images. This is a welcome change to the webpage as the feature was located within one of the configuration menus with older Axis cameras and could be time consuming to locate if not familiar with the product. For those unfamiliar with configuring Axis cameras, the user manual steps through the process in some detail and the software itself is reasonably intuitive once you find your way around it. There are plenty of options for fine tuning the video streams and the camera has common feature sets for screen overlay, active tampering, multiple motion detection and privacy masking zones. As with most of their camera products, the Axis Corridor Format is included to provide a vertically orientated video stream so as to maximise

coverage of corridors and aisles etc. Multiple video streams may be configured at up to 25 fps using H.264 or MJPEG at 50Hz or 30 fps for locations using 60Hz. Image resolution may be adjusted between 320 x 180 and the maximum 1280 x 720, as required. With a fixed focal length and fixed iris lens, this camera is best suited to applications with stable light conditions but can provide images of good quality. The active tamper feature may be used to generate an alarm if the camera is repositioned or the lens is obstructed or severely defocused. All types of alarm events (hardware, physical input, motion etc.) may be configured to create a desired action via the Event Action menu in the software. Actions may include local or remote recording, email notification, file upload and hardware output. In summary, the M2014-E offers a video surveillance solution that is easy to set up and includes most of the common features we expect with modern IP cameras. The physical size limits it to having a fixed wide angle lens but for certain applications, this unit enables discreet, unobtrusive surveillance to be achieved.

ADDING FUNCTIONALITY With the development and growth in popularity of certain technologies the role of access control systems is changing from simply door security and monitoring
s you will no doubt be fully aware, the introduction and adoption of IP technology has changed the way in which some security systems are utilised and installed. The muchpromised integration of various systems has now become a reality so it is no surprise that the equipment previously used to simply control the opening and closing of a door to restrict access to certain personnel has experienced a bit of a new dawn. You can now do so much more with access control than before. Of course the basic function remains unchanged; who do you allow in and who do you not? But the way in which the systems can now communicate with the customer and the installer has changed the way in which the units are fitted, operated and maintained. And it is these comms developments that are driving new business in the sector as the functionality of modern systems is opening new doors, so to speak. According to David Moran of ACT, the main trends in the market that he is seeing is the adoption of IP into access control, the use of wireless technology and the move into the cloud. “For example our new wireless lock the ACTpro eLock cuts the installation time of protecting a door in half,” says David. “The most important thing to note with wireless technology is the range between the hub or repeater and the reader or lock.” The longer the range the greater the benefit in terms of installation time and cost per door; some locks have a line of sight range of 150 metres which can mean a much faster installation and a lower cost for the contract as less kit is required for the fitting. “The other important point to keep in mind when using wireless technology is the number of hubs or repeaters you will need per system,” explains David. “Again this will greatly effect installation time and cost per door. Our hub technology can accommodate 32 of the ACTpro eLocks per hub as long as they are in range. If you compare that to a typical wired access control door where every reader needs a door controller you can immediately see the cost and time benefit.”

The Cloud Clearly you can’t discuss new technology these days without mentioning the Cloud. Something of a confusing subject given that some

manufacturers have different definitions of what the Cloud actually is but we can’t deny the fact that the world is moving “into” the Cloud, and so will the access control and the security industry in general. “In five to ten years’ time cloud based security will be the norm and server space will go the way of electricity power stations. We will simply use server space as we need it,” predicts David, who has already seen the Cloud utilised in the visitor management sector with great benefits. “There is an end user using ACTvisitor (a Cloud-based visitor management solution) that has 150 visitors per day, so a pretty busy reception area. This customer has been able to give every single one of their 1000 employees their own unique login to the system. If the sales director has a visitor due in a week, he/she can schedule that visitor from their smart phone through their portal.” In real time the guard at the access controlled barrier has an up-to-date list of exactly who is coming to visit. When a visitor arrives to the gate house the guard checks his list, verifies the visitor and clicks print. A badge is automatically printed and the host is sent a text message to notify them of their visitor’s arrival. “With all of that functionality the installation time was just one hour!” says David. “That is the benefit of the cloud. It’s saving the company huge amounts of wasted time running around trying to find the visitors host and has made the facilities manager a star manager having brought the companies first impression, security and professionalism to a new level. On top of all that, the security installer is providing their customer another service increasing the dependency on him and his company thus creating recurring revenues.”

Another function that can be added to an access control system is time and attendance monitoring and using the cloud this can integrates directly into payroll. Naturally, employees clock-in using access control readers. However, this does not cater for those employees whose job takes them away from an office environment. Using the Cloud, employees that are truck drivers, sales people etc can clock in from their mobile phones, employees that work on cargo ships can clock in from a dedicated laptop on-board the ship while the employees at head office can clock in using their access control cards and readers. All this information is reported back in real time to the managers and administrators while seamlessly integrating with payroll. The third main application area for the Cloud is that of remote management as David Moran explains: “Throughout Europe we have numerous applications where the end user has in excess of 150 locations all using access control equipment. Now imagine if those sites didn’t need a server or software installed in each location and you could control (adding cards, users, etc) all of these sites centrally from headquarters even if the sites are 500 miles apart. If the installer, from the comfort of his own office desk, could have a portal whereby he can see all his customers broken down by site and perform remote diagnostics on voltage, battery life and offline doors wouldn’t that be great? Imagine also if bugs were fixed and upgrades occurred overnight and if the facilities manager could manage all of this from his mobile phone. Well, that is the future of access control”
As the expectations of the end users/customers have grown, so too has the sophistication of the access control systems 24
Integration Daniel Wan of Honeywell has seen a huge demand for integrated solutions based on a single platform that provides more visibility and control over multiple systems. “Creating an integrated solution from disparate technologies can prove problematic, especially on a tight budget,” he says. “However, security managers demand and expect security systems (access, intruder, CCTV) not only to talk to one another, but also to enable easy integration with other applications, like HR or building management systems. Having an integrated solution on a single platform overcomes these issues. Security managers only have to deal with one platform and one user interface, so there are benefits in terms of response time and ease of use.” The end users of equipment are also beginning to realise the cost benefit of integrated solutions. They have the peace of mind that their investments are adequately future proofed as integrated solutions provide flexibility and scalability for cost-effective evolution in line with company requirements. And as we’ve mentioned, as cloud technology becomes embraced across the industry, customers with multi-site offices or multi-tenanted buildings are able to reduce costs on physical security by managing access control from a central station or office. “In terms of the 10 to 30-door market we are not seeing that many requirements for integration,” reveals David Moran. “However, as the systems get bigger and bigger, say in the 200door plus region, we are seeing numerous requirements for integration. The main integrations deemed necessary include CCTV integration and to a lesser extent intruder panels. We have end users out there that swipe their card on the front door, this disables the intruder alarm, the CCTV takes footage of them swiping; the same swipe also clocks them in for work which seamlessly integrates into their payroll.” Indeed it’s not all about security as Daniel Wan explains, “Some of the developments we have seen in access control centre on the realisation of non-security benefits. While access control systems still aim to prevent theft and protect people and property, organisations are beginning to see the business benefits of restricting entry to certain areas. Business leaders are finding they are improving the productivity of workers and are being offered extra protection against compensation claims.” As the expectations of the end users, i.e. your customers, have grown and been shaped by the technology they are seeing every day, so too has the sophistication of the systems on offer. Recent strides in technology development have enabled access control manufacturers to produce multifunctional systems which are only now beginning to realise their potential in the market.

EFFECTIVE HMO FIRE SAFETY CHOICES Devising a cost-effective fire alarm system for houses of multiple occupancy (HMOs) that combines reliability with minimum disruption from unwanted alarms has, until now, been an impossible challenge. However recent developments in two-wire alarm systems offer a complete solution
f there is one common factor that applies to virtually all HMOs, it is that the budget for the fire alarm installation is invariably tight. This often leads to the conclusion that a conventional or mixed system (a system comprising of a mix of conventional and mains powered detectors) is the only choice. The chances of the budget running to a sophisticated addressable fire alarm system are, for all practical purposes, virtually zero. However, conventional systems offer very limited functionality and, particularly in HMOs,

this often means that they produce many unnecessary alarms - for instance from burning toast or cigarette smoke. This is a problem, not only because unnecessary alarms are disruptive, if they occur often enough, but there is also a high probability that all alarms will be assumed as unnecessary, and genuine alarms will be ignored. Due to the issues experienced with conventional systems, BS5839 Part 6 was devised to cover the installation and maintenance of fire detection and fire alarm systems in dwellings. This document defines the type, operation and coverage required of systems in HMO applications. It is a common misconception that only BS5839-6 applies in HMO applications, in reality Part 6 must be used in conjunction with BS5839 Part 1 (The general code of practise for fire alarm installations). BS5839-6 describes the minimum system level required for HMO’s. It states that the communal areas of the HMO require a system complying to Grade A (in effect a BS5839-1 compliant system) be fitted to cover all common areas as defined in BS5839-1 for level L2. The dwellings themselves are then given coverage specification within BS5839-6 that depends on the age of the building (new or existing) and physical fire protection installed. Generally this allows for mains interlinked devices to be fitted within the dwelling itself and this has resulted in the uptake of what are commonly defined as, “Mixed Systems”. According to Mark Kendall of Fike, “Mixed systems reduce the effect of unwanted alarms by fitting mains interlinked detectors throughout the flat or apartment. A single heat detector and sounder connected to a conventional fire alarm system are then fitted within the entrance to the apartment. The theory behind this is that the effect of any unwanted alarm is contained within the apartment while a true fire condition will grow to activate the conventional heat detector and evacuate the building. While mixed systems go some way to mitigating the risk of unwanted alarms they do introduce new considerations; a real fire for instance is likely to result in the loss of a large area of the apartment before the main system will activate.” But what if there was a fire alarm system more versatile than a conventional system that offered

the same unwanted alarm mitigation as mixed systems and was far less costly for small installations, than an addressable system? In fact, there is - the twowire or bi-wire system. “Components for twowire fire alarm systems cost only a little more than those for conventional systems, and there are big savings to be made on installation costs,” explains Mark. “This is because two-wire systems use inexpensive cabling and the detectors, manual call points, sounders and beacons all share the same cable.” This means that the overall cost of a two-wire installation is almost invariably lower than that of a conventional system for the same application. The benefits don’t end with the price; the best twowire systems also offer extra functionality that is particularly useful in HMOs. “First of all, the control panels for two-wire systems are typically available with four or eight zones,” says Mark Kendall. “A four-zone panel is a good choice, for example, in an HMO with three apartments, since each apartment can have its own zone, while the fourth zone is allocated to the hallways, stairways and other communal areas. Clearly, an eight-zone panel could be used for a similar property with up to seven apartments.” While it won’t show which individual detector has been operated, this arrangement will show in which apartment the actuation has taken place and, in the best systems, it will also show whether the actuation originates from an automatic detector or a manual call point. In fact, the best two-wire systems can go even further by responding selectively to alarm signals as Mark points out: “In an HMO, one of these sophisticated twowire systems could be configured so that a fire signal from any manual call point or from an automatic detector in the common areas instantly triggers sounders and beacons throughout the premises, whereas a fire signal from an automatic detector in one of the apartments triggers the sounders and beacons in that apartment only,” he says. “If, however, the fire signal from the apartment persists for, say, one minute, the alarm is then raised throughout the premises.”

This is a huge benefit, as a fire signal from a single apartment may well indicate nothing more than someone has burned their supper or lit up a cigarette. In such cases, raising a general alarm is unnecessary and disruptive. Incidentally, this mode of delayed alarm operation complies fully with BS5839-6 Section 9.1.5 Mixed Systems and also allows the communal areas to, at the same time, comply with BS5839-1. “Another valuable feature of good two-wire alarm systems is their use of dual-function detectors that incorporate both smoke and heat sensors,” explains Mark. “These are usually factory set to give a balance between the detection functions that, in typical situations, provides a fast response to real fires while minimising the risk of false operation.” However, not all situations are typical, and the best of these dual function detectors allow the installer to adjust the balance between heat and smoke detection to suit the operating environment. Once again, this can be very useful in HMOs, where a reduced sensitivity to smoke and hence steam - in cooking areas can minimise the risk of false alarms without compromising overall fire detection efficiency. In summary, the latest two-wire fire alarm systems offer important benefits for applications in HMOs. They’re versatile, they can respond selectively to alarm signals, and they use detectors that can be fine-tuned to suit their operating environment. As well as all of these benefits, in most cases they actually cost less to install than a basic conventional system.

efining the right specification for a modern fire safety system can be a real juggling act, with the competing demands of cost, safety and avoiding unwanted alarms all needing to be considered. Once selected, the right equipment must be installed and properly maintained to highlight early warning of any incident, bearing in mind that a fire can start in many different ways. Evacuating buildings once an alarm has been triggered also brings its own problems. For sites that regularly have a large number of visitors, it is especially important to minimise the incidence of unwanted alarms. This will ensure the focus remains on speedy and safe evacuation of the site rather than hesitating in case it is a false alarm, creating unnecessary disruption to the business and its customers. Here, the latest fire safety technologies can go a long way in meeting the need for early, accurate detection and a controlled, phased response to any fire-related incident. From a design perspective, the risks and likely causes of unwanted alarms in each part of the site first have to be identified, before the right detection device is selected. All of this will ensure early warning and cut the cost and inconvenience of false alarms.

Fire triggers Last year fire brigades across the UK responded to around a quarter of a million false alarms, costing the fire and rescue services more than £1 million. Of these, more than 90 per cent were reported as ‘due to apparatus’, highlighting the importance of the right detection technology in reducing unnecessary disruption. In response, manufacturers have developed a range of solutions designed to minimise unwanted alarms from any building. A fire alarm may be activated by a number of events other than a real fire. Steam, smoke, dust build-ups or aerosol sprays can all set alarm bells ringing unnecessarily. Temperature changes and accidental or malicious tampering with ‘break glass’ points can also act as unwanted triggers. A ‘one size fits all’, low-cost approach is therefore unlikely to provide the best answer.
Appropriate detection

Multi-criteria detectors provide a good example of how manufacturers are responding to growing pressure to reduce false alarms. In addition to standard optical smoke detection, a single device can include a heat sensor, infra-red flame sensor and a carbon monoxide gas sensor. The detector contains a ‘brain’ which combines and analyses the data from each sensing element. This ensures a rapid response to a real fire but resists false alarm triggers. Another feature of this technology is the ability to adjust for increased dust or other contamination between cleaning intervals – known
as ‘drift compensation’. This ensures that the same level of sensitivity is consistently maintained at all times and so protection is not compromised. Beam detection continues to offer a costeffective and reliable option for larger areas and those with high ceilings. Latest developments in loop-controlled beam detection also provide intelligent adjustment and drift compensation, ensuring the best possible sensitivity in areas where false alarms are a problem. Aspirating systems offer a number of key differentiators in providing an advanced level of fire detection. First, high-sensitivity technology provides rapid and highly accurate early warning. Second, the ability to provide discreet detection through the use of hidden pipes and capillary tubes is especially valuable where aesthetics are important. Finally, aspiration systems alleviate problems of access, especially during routine maintenance. As a result, the adoption of aspiration detection is ideally-suited to hard-to-reach areas - such as above suspended ceilings - or where safe working is not easy, for example lift shafts or transformer rooms. Business continuity can be maintained, as there is no need to shut down any part of the business while maintenance is carried out. In addition, the latest aspiration devices are IPenabled, providing managers with real time status updates to multiple email addresses, wherever they are in the world, guaranteeing the earliest possible warning regardless of their location. The latest digital protocols also enable aspirating devices to be integrated onto the loop. This ensures that the central control point has full access to all relevant information, without the need to go to the aspiration point to establish the cause of any problem.
The right balance From a design perspective, the control panel which manages the system is key to maximising the benefits of the various detection devices available. Today’s latest control panels offer programming capabilities enabling detection and evacuation strategies to be tailored to the specific installation. This ensures that any alarm is verified and safe procedures are put in place to allow a controlled, appropriate response in each case. More powerful systems using digital protocols to communicate are inherently more efficient, provide better device information and allow more devices to be incorporated on each loop. Backwards compatibility helps cut ongoing management costs and reduces the life cost of the equipment. The result is that flexible detection systems can be tailored to the specific needs of the site, combining rapid early warning of any fire-related incident with strong resilience against unwanted alarms and at an affordable cost to the client.

Contractors should install and maintain systems with an expectation that they will be tampered with 30
Much of the work that needs to be done to install suitable systems for rental and multi-occupancy properties is similar to that required when working for an end user. The usual process of evaluating the risks, considering compliance and consulting all relevant parties still applies. However, as the direct relationship will be with the landlord rather than the occupant of the property , and areas of a building may be off limits to residents, an installer will need to take this into account when drawing up the contract and designing the system. It is important to work closely with the landlord. You should agree with them that you can access all protected areas, and have this clearly specified in the maintenance T&Cs. The landlord should appoint a responsible person who can assist with access, weekly testing and record false alarms in the logbook. If contractors have any difficulties with access once the contract starts, let the landlord, or their nominated representative, know as soon as possible. Contractors should also install and maintain systems with an expectation that they will be tampered with. Any installation should be designed to include locking devices to prevent any alteration or removal of features, and a reporting process should be put in place whereby the landlord is informed immediately if there is any misuse of the system. In addition to these devices, it’s a good idea to include a hush button. This will give a time delay before a false alarm leaves an individual dwelling. Otherwise, the tenants could be left in the unfortunate situation of having their cooking set off a building-

The key to implementing a successful design for these stakeholders is simplicity. If the chosen system is easy to use and does not impinge on everyday living, whilst providing the necessary protection, it will seen as a valuable way of protecting both life and property. Whilst we as an industry are concerned with meeting standards and legislation, and quite rightly too, we can also get caught up in “selling” the features of a system from a commercial standpoint. We must remember that consumers, and that is generally all of us, are really concerned with the benefits such as “what does it do for me?” and “how will it affect my day to day activities?” Decisions made by commercial organisations are always more pragmatic and less emotional whereas tenants are generally much less concerned with fire and security and more about lifestyle. From a fire viewpoint: how many home occupiers remove batteries from smoke detectors because they operate effectively and go into alarm when kitchen s are used for perhaps a late night fry-up? The key then is functionality without the embellishments, and interaction, from a servicing perspective, perhaps coming more from a remote services direction.

Fires in multi-occupancy residential properties are well documented with references to structural design and use of building materials, however delays or lack of time often can make the 32
Fast, reliable detection systems, managed fire evacuation procedures and a reliable method of contacting the emergency services are paramount in reducing the consequences of fire. All these aspects should form part of every risk assessment undertaken to comply with the Fire Reform Order. There are instances where a solution to a known vulnerability does not exist. Ignoring a possible solution would require significant justification. In the case of elderly and care homes, both physical and mental vulnerabilities can make evacuation problematic which can sometimes lead to unfortunate fire-related deaths. Some care homes use their social care alarm technology to send fire alerts in addition to other emergency uses. These often rely upon a single, unmonitored telephone line. When the line is engaged by a resident seeking assistance, fire alarms cannot be reported. Also without monitoring, if the line is faulty no-one will know that communications are unavailable until they are unsuccessful. We are advising our customers in conjunction with Telecare platform solution providers to collectively make backup wireless solutions available by utilising our expertise and critical connectivity pedigree within the security sector.
Clym Brown – Texecom When considering electronic security systems for multioccupancy buildings, there are strong arguments to support the implementation of a single, multiarea security system rather than rely on numerous individual security systems. The main benefit of larger multi-area security systems is that it takes responsibility and control for system performance away from the tenants, and provides a platform for remote diagnostics, remote control and flexible usage. Shared access areas can be automatically protected when the entire system is armed, as some security control panels offer a specific ‘foyer mode’. With this feature, users are assigned to specific areas and can disarm their own area of occupancy, with any shared areas being disarmed automatically. When all occupier-specific areas are armed, the control system arms the common areas as well, enhancing the security of the system. With lower costs of installation, hardware, monitoring, servicing and maintenance, for many installations this is the most compelling route to take. However, every installation should be judged on its own merits, and there are some downsides to this

It’s important to ensure the building’s occupants are aware of how security steps are managed – who is responsible and what form the response to any threat will take
approach that should be considered. Firstly, installing and commissioning a multi-area security control system increases complexity, and care needs to be taken to ensure that the system is set up correctly. A fault on one part of the system could affect the entire system, in contrast to multiple systems whereby a fault would at least be contained to the system in question. Onsite servicing may be more difficult, as all of the tenants would need to be available at the same time. As is often the case, application and site-specific information will determine the optimum security solution. Installers that utilise security systems that offer a high degree of flexibility and options with regards to system design and available peripherals, combined with knowledge and experience of how to use the variety of features on offer, will be the best placed to offer a comprehensive security solution.
Keith Strugnell – SSAIB The Regulatory Reform (Fire Safety) Order requires that, in England and Wales, the Responsible Person (usually the freeholder or managing agents) carries out a fire risk assessment to determine the appropriate fire precautions. In purpose-built blocks of flats there will normally be no need for a fire alarm system in the common

parts, but the individual flats should have smoke alarms (not interlinked with other flats), while smoke detectors are often required in the common parts to operate smoke vents (but not raise the alarm). This is because of the ‘stay put’ policy whereby, if a fire occurs in one flat, it should be safe for all other residents to remain within their own flat. The exception is where compartmentation and means of escape are so deficient that a ‘stay put’ policy is not safe; under these circumstances there is a need for a common fire alarm system, in which there are detectors and sounders in every flat. In the case of buildings converted into flats the fire precautions in a modern conversion (particularly carried out after 1992) will be identical to those in a purpose-built block of flats, so the above principles apply. They may also apply to some older conversions, particularly where compartmentation and means of escape met the standard of the day and, under a fire risk assessment, continue to be regarded as reasonable. However, some older conversions will need a common fire alarm system to evacuate all residents, regardless of where the fire occurs. Houses in multiple occupation (HMOs) also need a fire risk assessment if there are common parts, off which there are independent flats or bedsits. In this case the entire building needs to be treated as a single occupancy with a common fire alarm system extending throughout the dwelling units, common parts, etc. Moving on to security measures for a multioccupancy building, the first priority is to consider the standard of physical security provided by doors and windows at ground level and those above ground level which are easily accessible. Door entry control into the building, usually via a voice/visual access system, should also be examined, as well as surveillance of the area surrounding the building. The extent of these systems will depend on how the building’s protection is managed, for example if it’s done on-site or remotely. Either way, responsibility for initiating a response and/or responding to any security threat must be clearly defined. Equally, it’s important to ensure the building’s occupants are aware of how security steps are managed – who is responsible and what form the response to any threat will take. Finally, consideration could also be given to securing individual flats, such as through an intruder alarm system. Audible sounders could be installed, but a manned response to any activations would require access arrangements into the main building.

AN UPDATE...
By Adrian Mealing – Chairman BSIA Security Equipment Manufacturers Section his month just a quick update on some of the work being carried out in Europe and the UK in relation to the standards we all use every day. The UK has strong representation on the working groups responsible for creating the standards, and it is vital that we push forward to reach our ultimate goal; a full, harmonised suite of standards for intruder and hold up alarm systems.

European Standards EN50131-1 the system standard is currently under review for the purposes of harmonisation. A new standard for setting/un-setting procedures is to be created; this is urgently needed to accommodate changes in technology and to help remove the need for BS8243 in the UK. A draft of a conformation standard has also been floating around Europe for some time, and is very similar to BS8243. The EN50131-2 detection devices working group has published a standard for active infrared beams and is about to start work on a standard for laser scanners. Both of these standards only apply to systems installed inside the premises. The standards relating to contacts and movement detectors are all to be reviewed and amended in 2014. WG3, responsible for the control panel and power supply standards, is working on an interconnections document and also reviewing the power supply standards with a view to making some amendments and updating. A new standard is to be created by this group for junction boxes; work will begin soon. WG5, responsible for the transmission standards, is about to publish a draft “Application Guidelines” document and is still working on the finalisation of the complete suite of ENs for ATS (Alarm Transmission Systems). WG11, responsible for the wireless interconnections standard (EN50131-5-3), spent most of last year reviewing the standard and amending it. The draft is now out for enquiry and should be published next year.
British Standards BS8243 is currently being amended to solve some issues identified since its introduction. DD263 (Commissioning and Maintenance) is due for review and is likely to be converted to a British Standard. This will, hopefully, pave the way for a full-blown EN. Many installers and manufacturers have experienced issues with poor quality and counterfeit alarm cable, as such the BSI has formed a working group to revisit and update BS4737-3:30 bizarrely there is no EN standard for alarm cable performance! So that’s a quick update on some of the work currently underway, there is a lot more. For the UK, none if it is actually relevant unless PD6662 is updated, but this will have to happen if all of the work being done is to be of any benefit. Whilst it may seem that changes are made too often, it is actually necessary if we are to keep up with technology changes and the ever-changing demands of users. New products and solutions need standards with relevant requirements so that systems can be specified and installed correctly. Next month: “What or Who is CERTALARM?”

s we discussed in last month’s edition of PSi, diversifying skills will help installers to be successful in the future, especially in the light of the influx of IP-savvy IT integrators moving into the security market along with a constant stream of new technology. One way to pick up new skills is to attend a training course run by a manufacturer or systems provider, however while they are educational they can sometimes be a bit product oriented and salesy (not to say that all manufacturers’ courses are product promotions, just that they can be). Often these courses can be listed as “free to attend” because the manufacturer hopes to sell equipment to pay for the time and expense of running the course. Another training option is to approach an approved learning provider who will be product agnostic and therefore not be pushing any particular technology in your direction in an attempt to sell the systems they are training you on. It is also possible via such an institution to gain a BTEC qualification through attendance and completion of the training. Of course in theory all of this sounds great, but in practice going “back to school” can be quite daunting. Especially for those of us that have not seen the inside of a classroom since the days of BBC computers, Dunlop Green Flash (first time around), skateboards (first time around) and Marathon bars. A little trepidation is only to be expected. To find out what happens on an established, approved training course I spent the day as a guest of Tavcom Training in Hampshire sitting in on day one of the “Practical CCTV” course along with ten people all keen on picking up new skills. It was actually a bit of an honour as the training facilities had only recently been upgraded and we were among the first attendees to use the dedicated rooms and equipment.

The course is billed as the perfect choice for those looking to enter the world of CCTV installation. There are no prerequisites, all are welcome. Ideal then for someone looking to add CCTV to their portfolio of services. The aim of the course is that by the end of the week, anyone attending will have built a complete CCTV system including a combination of static and manoeuvrable cameras and test signal generators fed over a range of video transmission media. Hosted by tutor and consultant Andy Mussell, the course covers a lot of ground and a flick through the course content notes had me feeling a little worried. In particular about how so much could be crammed in without me forgetting by lunchtime what we covered in the first hour! However the course is structured in such a way that following a talk through each aspect of the CCTV system, the students get hands-on and put the theory into practice. This was a great way to ensure that we took on-board the theory and saw how it could be applied in a real situation. It’s one thing to talk about lenses, for example, but to actually fit one five minutes later really helped those who had never really thought about that side of CCTV before. And speaking to the other students, that was most of them. Of the ten students there was a real diversity in experience and background and all of them were looking to add CCTV installation to their skill set. In the room there was one chap from the Army, two from the Home Office, a couple from various security equipment distributors and a pair from a company that traditionally worked installing fire alarms. Another attendee told me he was there because he normally works as an electrician on cameras that come back to his company as faulty, but had never really had any training on CCTV installation itself. Once we got started Andy Mussell did not blind us with science, but instead with some basic theory and a little history including a look at some different tube cameras of the past. We then spent some time setting up monitors (CRT and LED) and

various cameras from the most basic black and white units onwards discussing different lenses and functions such as zoom, direct drive, fixed focus, varifocal etc and then the use of filters. Each time a new technology was discussed there was a practical exercise soon afterwards. By the time we hit lunch we had covered a lot of subjects and worked on a number of different cameras and techniques. Following what must surely be the best cheese and chutney sandwich in the security industry and a cup of tea, it was back to the training room for more CCTV training. The afternoon session involved more theory and then a chance to get our hands on day/night cameras and domes. Unfortunately at this point it was time for me to leave them to it as they would be spending another four days on the course while I was only doing the single day. However despite only doing a fifth of the training I had certainly learned a lot from my time with Andy Mussell. I guess the most important thing is that the training was not scary! As I said, it can be daunting to walk into a room with people you don’t know to have to sit down and learn new things – especially at an advanced age, but these
courses have been running for some time and have been specifically compiled to meet the needs of those in attendance. There is no need to be concerned about being left behind or not understanding terminology. Furthermore for those with less time on their hands there are other options with shorter courses and online training also available on a range of security subjects. If diversification is what you want then education is what you need and if you can gain qualifications along the way then why not do it? I’d like to thank Tavcom Training for giving me the opportunity to spend the day on the course and wish the lads in attendance all the best for their future in the world of CCTV!

A PLACE FOR PTZS IN A MEGAPIXEL WORLD

t was heard in many security related market discussions over the past 3-4 years that the era of the PTZ (Pan, Tilt, Zoom camera) was over. Megapixel technology would allow the digital zoom and detail in video that would make the mechanical PTZ obsolete. After all, fixed megapixel cameras are a fraction of the cost of mechanical PTZ, often with greater resolution. And with enough of them covering the viewing scene, these fixed cameras would resolve the main issue with mechanical PTZ, which is when it looks in one direction, it misses the action elsewhere. If that wasn’t bad enough for the mechanical stalwart of the analogue era, along comes the emergence of high-megapixel fisheye cameras that can dewarp the curved view and digitally PTZ around a 360 degree view. Now, with one camera, a security professional can see the entire field of view both in real time and in the recorded video. How could a higher cost device that can’t look in all directions at once compete with that? However, as IP camera manufacturers improve their megapixel fixed camera offering, pushing dewarped fisheye technology to 5 megapixels, they are also releasing HD PTZ cameras with longer mechanical zoom and faster rotational speeds. Is it that old habits die hard, or is there still a market that can’t be served by the new fixed camera technology? The answer lies in the evolution of resolution from analogue to IP and the actual customer needs. Mechanical PTZ cameras rose in popularity at a time when analogue resolution was too low to meet much of the need. With mechanical zoom, that resolution shortfall was overcome. And that is what many people think of when they imagine megapixel fixed technology overtaking the mechanical. However, there are several uses that are driving not only the continued use and investment in PTZ, but innovation as well, in areas where fixed technology has yet to gain traction. For security professionals that engage in active surveillance and need to see the detail of activity at distances greater than roughly 10 meters, the mechanical PTZ still is the weapon of choice. Active surveillance is still a core activity in the gaming and higher end retail verticals. The dewarped 3 and 5 megapixel fisheye cameras can zoom in for evidentiary detail of theft to about 10 meters from a camera (depending on the height). Compare that to the capability of a 1080p PTZ

with 20x mechanical zoom, which can achieve this up to 150 meters. Mechanical PTZs have also overcome one of the biggest complaints facing the camera genre as part of the migration from analogue — latency or response lag time. In a monitored surveillance operation, when the operator moves the joystick control to pan, zoom in on and track a subject, the expectation is that the PTZ camera will respond with precision, accuracy and near zero latency. The negative effect of PTZ control latency will typically cause the operator to overshoot the target and continually make adjustments, trying to establish proper tracking on the correct field of view (FOV). The National Aeronautics and Space Administration (NASA) has done extensive studies to establish the maximum acceptable latency for flight control fly-by-wire systems before the delays from latency or control stick lag begin to affect a pilot’s ability to properly control an aircraft. To achieve real-time control so that the lag is imperceptible to human vision and reaction time, the delay must be 200 milliseconds or less. The Illustra 625 PTZ from American Dynamics, part of Tyco Security Products, delivers such precise pan and tilt control with extremely low latency. The camera uses ZAP (zoom adjusted program) technology that automatically controls the pan and tilt speed of the camera, in proportion to the amount of zoom used. For example, when the operator moves the camera to maximum zoom , the camera automatically reduces the pan/ tilt speed. This ensures that the camera can follow a person walking at a distance of 100m at full zoom the same way as if the person were only 5m away. With an accuracy rating of +/- 0.25° the camera will continually return and deliver video of the scenes that are set. By using the freeze frame feature between presets and tours, the Illustra 625 PTZ camera works to economise network bandwidth use and storage costs by automatically eliminating unusable video of a scene created when the camera moves between presets. So in choosing an HD PTZ camera it is necessary to ensure that it has the appropriate high-performance processing power to deliver HD video with speed, accuracy and precision. The deciding factor on HD PTZ cameras should not be listed specifications and pricing, but the camera’s performance and the unique benefits it can deliver.

FIRE DETECTION IN RETAIL DISTRIBUTION CENTRE Wagner UK’s Titanus Pro•Sens Air Sampling Smoke Detection (ASD) systems were chosen to provide advanced fire detection for Tesco’s latest 500,000 sq ft distribution centre, in Dagenham, Essex. The project was designed and installed by Leader Systems, who has completed the majority of fire alarm system installations in these latest generation Tesco distribution centres. ASD provides early smoke detection ensuring rapid response to a fire condition, protecting staff and the valuable logistics operation. A total of 24 Pro•Sens units were installed in a 1°C and a 12°C cold store and a separate recycling plant. The systems draw air samples continuously from the monitored area through a pipe system fitted with sampling holes at regular intervals. The airflow is then analysed for smoke particles and an alarm is raised if smoke is present. The Titanus ASD detection module uses a LED light source as opposed to a conventional laser, providing additional benefits including the ability to operate down to -40°C.
Football club scores with new security system When Milton Keynes Wanderers FC took over residency at Kings Hill four years ago it inherited the responsibility from the local council to maintain and secure the site. But after just two years, the community football club suffered a costly break-in, putting a strain on its resources. As one of the club’s key aims is to provide a safe and secure environment for its members at all times, the management team decided that a new security system was essential. They needed a solution that would combine reliable, faultfree and rapid anti-intrusion detection with cost-

High rise installations in London ISM has completed two high-rise installations in south London tower blocks at Amesbury and Durrington. Working in conjunction with installation partner, SCCI Alphatrack, ISM designed, supplied and commissioned the project for the housing association Lambeth Living. The existing door-entry system, operating across both buildings, comprised 160 flats and has been replaced with ISM’s Ultimate 3000 audio and video telephone system. After many years of use, the old system was deemed non-serviceable, as spare parts were no longer available. Renewal was the only option for the housing association if on-going operational and maintenance costs were to be kept at acceptable levels. Designed and manufactured by ISM, the Ultimate 3000 system is developed to meet the needs of local authorities, housing associations and their tenants. Both towers can be configured as a simple single exchange, but it is also possible to network them using Genesys, ISM’s control room management software. Benefits to the local authority include a reduction in manpower on-site, enhanced resident security and the ability to integrate CCTV, digital recording, fire and intruder alarms. ISM was able to reduce installation costs by making bespoke chassis that could be easily fitted into the decoder boxes on each landing. Video door-entry phones, available with a concierge call button, were replaced in each flat using Cat5e cable. At the entrance to each building, Ultimate 3000 digital vandal-resistant panels were installed.

Device extends cable distances ComNet Europe has revealed a SFP (Small Form Factor Pluggable) device that can be used in any Ethernet device, and can extend distances over COAX or UTP cables to 3000 ft. The ComNet SFP-CL can be used in any Ethernet device that uses MSA-compliant SFPs for connectivity. Two different models are being announced, a 10Mbps and 100MBPS model. These SFP modules can be connected any ComNet CopperLine device. ComNet sees a typical application where existing COAX or UTP is being utilised for IP transmission. Adaptor allows flush mounting Hochiki has announced the availability of a recess adaptor for its FIREscape range of emergency lighting luminaires. The adaptor allows either of the two currently available FIREscape luminaires (corridor and open area) to be mounted flush with the ceiling material, providing a seamless and aesthetically pleasing installation. Software House, part of the Security Products business unit of Tyco, has introduced the iSTAR Edge Single-Reader Controller, a one-reader version of its iSTAR Edge controller, which is a natural extension of the current portfolio of 2- and 4-reader iSTAR Edge models. Suitable for spacesaving placement above or near the door, the controller can be clustered with other iSTAR models to provide peer-to-peer communication, intrusion zones, keypad commands, extended card formats, door monitoring and anti-passback. The Single-Reader utilises Power over Ethernet (PoE) to leverage existing network infrastructure, which reduces installation costs. iSTAR Edge increases overall system reliability by providing localised decisionmaking at each door with a robust local cardholder storage capability of more than 400,000 cardholders, along with local alarm and transaction buffering. Other key features of the iSTAR Edge Single-Reader Controller include four supervised inputs onboard; two wet/dry relay outputs with selectable lock voltage; dedicated input for fire alarm interlock; and local display to assist in startup and diagnostics. Rapid deployment camera with PIR ESP has added a new rapid deployment surveillance camera to its External Area Protection (EAP) portfolio. CanCam is a batteryoperated, high resolution surveillance camera with integral PIR detector, SD card recording and black infra-red illumination. Suited for semi covert, instant deployment security operations and designed for external or internal use, CanCam will detect movement and instantly record images with time and date stamping, in all conditions day and night. Among the user settings the image capture type and resolution is selectable - either video with audio up to HD720P or stills up to 8MP recording directly to the 4GB SD card supplied. When the card is full, there is an overwrite option. Alternatively it is possible to use higher capacity cards up to 32GB. Recordings are taken from the removable SD card using windows media player for simple playback and transfer. Recorded footage can also be viewed directly via a PC or TV. The service life of the CanCam’s battery pack varies according to the resolution and image mode, however an optional plug-in power supply is included for more permanent use. LED light source for security Freeway Lighting has announced a new SMD infrared sensor from Liteon for the security market. The Liteon LTE-R38386-S is an infrared LED light source that listed as ideal for all applications requiring security including CCTV. The LTE-R38386-S features high brightness (typically 300Mw/SR), a 90degree angle, low power consumption for energy efficiency and the SMD provides ease of board mounting. Fewer components are used in this sensor for further efficiency and a reduction in weight. This product is also RoHS compliant. One-step deployment and commission Xtralis has announced Xchange, a proprietary tool designed to deploy and commission applications in one step for the FastTrace 2/2X platform. Xchange simplifies and streamlines the licensing process and reduces overall installation time while ensuring quick and easy commissioning. Xtralis has sold over 26,000 channels of outside motion detection and continues to expand the application base for its customers. As announced earlier this year, IntrusionTrace is an i-LIDS approved primary detection system for operational alert use in sterile zone monitoring applications. Low light video capabilities The GCI-K2505B true day / night box camera is the latest addition to Grundig’s IP range and offers sensitivity at low-light levels remaining in colour mode until 0.03 Lux, before switching to black and white mode, where its sensitivity extends to 0.005 Lux with no additional IR lighting. The GCI-K2505B uses a 2 Megapixel CMOS sensor with dual shutter and Progressive Scan technology to produce quad video streams at the low light levels. Installers can select a range of resolutions for each video stream. Options include a single, 1080p stream at 50 frames per second (FPS) in H.264 or MJPEG formats; dual streams of 1080p and 720p at 50FPS; and Quad streams of 1080p, 2x 720p and CIF, simultaneously at 25 FPS. Look both ways before crossing! Following on from the railway crossing nearmiss we featured last month, here we have footage of a chap crossing a line and waiting for a train to pass through. As we all know, CCTV has a real value in the fight against crime, however once in a while it captures the public doing something that is perhaps not altogether sensible or it catches a real one-off moment. Here we look at a look at CCTV clips from around the world… Officer has wind problem When a Connecticut police officer found his wing mirror on the floor next to his car, it was initially thought to be a case of vandalism. But closer inspection of CCTV footage showed the culprit was a mysterious whirlwind sweeping through the police station car park, breaking the mirror off and sweeping it away around the parking lot. Some officers working at the station came away from the video convinced the station’s parking lot was haunted. Reversing charges Missed your motorway turn off? No worries, just go back to it! In this footage a woman drove for more than a mile, backwards, on a motorway in China zig-zagging along the emergency lane. Other vehicles, including a truck, managed to dodge the car. Dan Clarke & Louise White TDSi has expanded its Customer Care team with the appointment of new members Louise White and Dan Clark. Louise and Dan will play a role directly advising and helping customers - whilst processing orders, managing returns and tracking order progress. Louise’s previous role was as a Mortgage Case Holder at the Nationwide Building Society. She brings a wealth of customer care experience and knowledge to the role, having previously been part of a key customer-facing team. Dan joins TDSi from Astute in Bournemouth, where he was part of the Business Development team.
Rob Clark Sony’s video security division has announced expansion in UK, appointing Rob Clark as Channel Account Manager (CAM). Rob will be responsible for maintaining and developing relationships with installers and integrators for both IP and Analogue solutions in the UK together with the security team. Based at Sony’s UK headquarter in Basingstoke, Rob brings a wealth of technical expertise and customer relationships with him, having spent over 20 years within the CCTV industry. The appointment sees Rob reunited with the video security team at Sony, having left four years ago, where he will work closely with its Regional Sales Manager of North Europe, Bjorn Admeus.
Robin Edmunds Ampac Europe has appointed Robin Edmunds as Regional Director to head up the company’s fire detection and alarm systems business growth in the UK, Europe, Middle East and Africa. Following more than eleven years as an expatriate General Manager working in the Middle East and South-East Asia for an oilfield service company, Robin has worked for a number of fire sector companies with international sales director responsibilities for the development of global sales strategies and the creation of distributor networks for the USA, Europe, Asia, Middle East, Russia and Africa.

Lodge Service has appointed Trevor Turner as Director of Operations. He has almost 35 years’ experience working with both security technology and manned guarding services across retail and distribution sectors as well as the financial services market. Trevor began his security career with Group 4 Total Security before becoming Head of Profit Protection for Comet where he remained for almost 15 years. He has more recently been working within the manned guarding industry where he has held positions of Director of Commercial and Director of Operations.
Jim Gaffney Allcooper has announced the addition of Jim Gaffney to its team of security surveyors. Having worked within the security industry for over 15 years, Jim’s role will see him working with both commercial and domestic customers across Gloucestershire and the UK. Jim began his security career during the late 1990’s, designing domestic security systems for a well-known national provider. A transition into the commercial division at another national provider followed, before he joined a fellow Gloucestershire-based company, where he spent nine years as a sales surveyor. Jim has worked with an array of systems during his career including intruder alarms, CCTV, access control, fire alarms, IP systems as well as many other security and safety devices.
Howard Bradshaw Texecom has announced that Howard Bradshaw is the company’s new Area Sales Manager for the North of the United Kingdom, with responsibility for overseeing the security system manufacturer’s sales activities in Scotland, Northern Ireland and the north of England. Howard has over twenty years’ experience working in the electronic security and telecom systems industries, where he has worked and found success in a range of roles from system design through to sales, business development and management.
A member of the BFPSA Council, Robin is a Chartered Engineer with a B.Eng. (Hons) degree in Electrical and Electronic Engineering from the University of Liverpool and a Masters’ Degree in Business Administration.
