Welcome to PfH Live 2013 Thanks to the success of last year’s event, we are delighted to be co-locating PfH Live with CIH Housing again this year. PfH Live was a brand new event in 2012, it was the first time we had co-located with CIH and the first time the CIH event had been held in Manchester. Yet despite it being a journey into the unknown, it was universally acclaimed and a record breaking success. PfH saw attendance grow by 83% compared to previous conferences and the seminars we hosted were warmly received by our Members. I believe the key to our success was that we provided greater value collectively over the 3 days. It also worked because procurement has become so integral to the success of our organisations and important to a wider spectrum of social housing professionals beyond procurement functions. This year’s event is a case in point, with seminar sessions covering topics that are critical for Chief Executives, Finance Directors, Asset Management and Sustainability professionals as well as procurement teams. We will be looking at how procurement functions can lead from the front across a diverse range of areas such as driving commercialisation and performance; sustainable homes; universal credit and direct payment; training and jobs for tenants; legislation, legal challenge and fraud.
The PfH Live Exhibition will provide you with a fantastic opportunity to meet new PfH suppliers covering a widening range of agreements. Since our 2012 event we have been busy developing new frameworks for Energy Procurement and Consultancy, Japanese Knotweed and Other Invasive Weeds, Office Supplies, Paint and Associated Products, Telecommunications, and Vehicle Fleet Management Services. Many of these suppliers will be showcasing their services on the exhibition floor. PfH staff will be on hand to discuss a wide range of new services, from strategic support and procurement capacity building to bespoke tendering. We will also be demonstrating ‘Quantum’, a new online service for suppliers and Members that will deliver improved management reporting, spend analysis and benchmarking. Identifying and combating procurement fraud Wednesday 26th June 11.45 – 12.30 pm The complex and diverse nature of procurement fraud means it is difficult to detect. Given the tough challenges of recognising procurement fraud, there can be little confidence that detected cases reflect the true extent of the threat. In this session you can learn how it is carried out, how to identify it and most importantly how to prevent it. Colin Cram is an internationally recognized expert on government transformation with a particular focus on public sector procurement. A trained fraud investigator, one of his initiatives in the 1990s led to the continued drive to address UK benefits fraud. Since then, savings have run into many £billions.
How can procurement address the challenges of welfare reform? Thursday 27th June 10.00 – 11.15 am Providers shouldn’t be overwhelmed by the ‘negatives’ of the welfare reform, but turn the situation into an opportunity – not a threat. Innovative new ideas around payment can help social landlords to stay in control of rent collection as reforms are introduced. They can also breed a positive payment culture, reduce the financial burden on tenants and improve a provider’s customer intelligence. Sam Lister, Policy Officer at CIH discusses how opportunities around welfare reform will only be realized if providers co-operate, using their collective intelligence to cut costs and share knowledge.

PfH help Midland Heart achieve their vision
MEMBER PROFILE
As one of the largest social landlords in England, Midland Heart provides over 32,000 homes for 70,000 people across 54 local authorities. More than 100 procurement exercises are conducted every year. This covers everything from repairs and maintenance to temporary labour.
In 2012 Governance and Contracts Director Andrew Foster faced several big challenges. “Midland Heart had a shortage of procurement resource”, he explains. “Due to a number of exceptional factors a gap was emerging between the number of procurement exercises I was being asked to deliver and the number of staff I had in place to physically do the work”. The second challenge was a strategic one. “Around 80 per cent of all procurement spend was going through direct tenders. We were spending too much time doing our own tendering and it was becoming increasingly obvious that this was an inefficient way to purchase many of our goods and services. We needed an alternative approach.” This alternative strategy was provided by national purchasing consortium Procurement for Housing. Andrew and his team appointed PfH to develop and deliver a range of procurement exercises across category areas ranging from Temporary Labour to Japanese Knotweed Removal. Strategic stakeholder engagement formed a critical part of each project enabling PfH to build internal relationships and develop in-depth knowledge of service requirements. This depth of understanding allowed PfH to formulate robust specifications that were then included within tender documents. Throughout the process, PfH adopted an independent approach, using its category expertise and links with other consortia to support the decision making process and get the best value for Midland Heart. For each category area PfH created individual audit documents recommending the proposed procurement approach.
Andrew felt that PfH gave Midland Heart more ‘bandwidth’ when it came to how they could achieve value. “PfH are the biggest provider of agreements in the housing sector but they also have alliances with other procurement framework providers. They have given us multiple framework options which has made it easier to achieve our strategic objective of migrating more of our spend onto frameworks.” This wide ranging, well-researched approach proved crucial to getting the best results for Midland Heart and also links to PfH’s low cost pricing model. Over the past twelve months, PfH has helped Midland Heart to lock in lower unit costs which should in time generate approximately £350,000 of savings. But the benefits don’t end here. “In the longer term, PfH’s engagement work has helped to persuade internal colleagues that they don’t always have to do a direct tender. This has made people open their minds to other ways of serving their procurement requirements and has freed up their time to focus on core work.” “We had a clear vision of where we wanted to get to with procurement activity. PfH have acted as an engine to help us get there. They offer a good range of procurement expertise; they’ve given us lots of information about frameworks and have helped us to deliver on our strategy. Social Telecoms help Severnside drive digital inclusion
Social Telecoms have announced a major deal with Severnside Housing which will reduce the spend on their telecoms contracts by nearly 40% and save them over £44,000 per year. In addition, it will add significant social value by helping to bridge the digital divide in the communities they serve, enabling Severnside to fulfil their social obligations.
This unique partnership has now resulted in the opening of a Digital Den - a local walk-in-centre with a suite of free to use touch screen computers and broadband products. This will prove to be a vital service for tenants when Universal Credit comes in and many benefits services migrate to online platforms. The Den also provides accessible training facilities, open to local community groups and agencies.
Peter Donovan, Resources Director at Severnside Housing, said: “While price was a key factor in the decision to award the contract, Severnside also recognised that Social Telecoms could bring added value by using this partnership to ensure that residents have access to online services, without which they may simply not be able to manage their benefits and rent payments.”
The Digital Den is just the start of a series of initiatives to reduce the digital divide and ensure social housing tenants are not excluded from vital services or access to employment opportunities. The partnership has started to provide low cost, estate-wide Wi-Fi to the local community with Pay As You Go terms and also offers low cost computers, including refurbished equipment, from just £90.

As a social enterprise, we don't pay a dividend to shareholders or owners, so the surplus from the corporate contracts we offer to housing associations is invested back in the community, while still offering excellent value and the latest technology.”

PfH supporting the HouseMark local community Procurement In 2012 PfH launched Aspire, a social Club update value programme where PfH staff can get involved in a wide range of volunteering and fundraising projects that have clear and measurable social objectives. Through Aspire, PfH has helped Warrington Youth Club (WYC) develop the Youth Village, an area in Warrington town centre where young people aged 16-25 will be able to set up social enterprise businesses, from health and beauty salons to cycle repair shops. PfH will assist the young entrepreneurs with their various tasks, such as writing budgets or managing stock levels. Training and development for 150 young people through the National Citizen Service In July this year PfH staff will be assisting WYC in delivering the NCS programme to 150 young people. The National Citizen Service (NCS) is one of the Coalition Government’s flagship initiatives for building a bigger, stronger society. The programme aims to be a rite of passage for all 16 year olds and helps to promote a more cohesive, responsible and active society. We are delivering personal development and business training to support their enterprise projects across 3 areas: CV writing and presentations; project planning and strategy; and engagement with the voluntary sector and the community. The 16 year olds will then be presenting their projects to a ‘Dragons’ Den’ style interview and advice panel.
HouseMark’s Procurement Club has been going from strength to strength over the years since 2010 when it was first established. It provides the opportunity to network, listen to specialist speakers, have open forum discussions, meet HouseMark staff and share good practice on the wide variety of void management issues. If you’re a HouseMark member, you automatically benefit from Procurement Club membership. The club attracts a wide audience, including senior managers, finance team members, housing managers, property managers and, of course, procurement professionals. Typical topics covered in procurement clubs are those such as fraud prevention in procurement, use of shared services to improve purchasing performance, the government’s green deal and its implications for landlords and the implications of the social value act for procurement. The latest round of procurement clubs discussed the changes to the EU Procurement Directives which are due to be introduced in 2014. These changes are intended to streamline and reduce the administrative burden and complexity of the current regulatory regime as well as reducing some of the uncertainties it creates. HouseMark procurement clubs run twice a year (spring and autumn) in London, Coventry and the north of England (Manchester, Leeds or York) and the next round will be in October. Alliance framework creates jobs for Helena residents Alliance, the collaboration between PfH, Fusion 21 and Northern Housing Consortium has made significant strides since its launch in 2011. The collective membership has now access to four Alliance frameworks: Heating Systems, Solar, Insulation and Heat Recovery. Helena Partnerships has used the Alliance Insulation framework to procure external wall insulation and other energy efficiency measures for over 1,038 homes in St Helens, on a project valued at an estimated £9.5M. Martin Roughly, Project Consultancy Manager at Helena Partnerships, talks about their selection of the framework and explains why they chose this route.
What was involved in your original project? The project involved treating over 1,000 properties on the Four Acre Estate in Clock Face with exterior wall insulation. It attracted funding from both the ERDF and CESP and the first phase included 653 homes. How are you assessing the benefits to residents’ homes? We predict that the insulation works undertaken should be cutting down heat loss in residents’ homes by approximately 25 to 30 %. As the works have only been recently completed, we are still collecting data that will go towards evaluating the measures we have taken so far and help us ascertain what we may look to do in the future. What do you feel the benefit of the Alliance Insulation framework is? One of the main benefits of the framework for us was the speed of which we could get delivery going. We had to be on site fairly quickly due to tight timescales determined by CESP, so saw the framework as the best option to facilitate this. Another major factor was to ensure our contracts were OJEU compliant, due to the funding we were awarded being connected to REECH (Renewables and Energy Efficiency in Community Housing) and ERDF.
Why did you choose to the Alliance framework as your procurement route? We typically look at a range of options when procuring goods and services for our organisation. Helena Partnerships adopts a multi-strand procurement strategy that always looks at the most appropriate ways to procure our services and goods. We selected the Alliance framework as this was the best option for us. Within our team our main priority is to ensure the contracts go on site within set timescales, run smoothly and are within budget. The Alliance Framework provides the added bonus of letting us know what social value will be created through our investments. We can concentrate on the contract whilst Alliance partners will deliver measurable job outcomes to local residents, helping us to demonstrate our social value. Has social value through the Alliance framework benefited your community? The majority of work has been undertaken on the Four Acre Estate, and eight local people who were previously unemployed have been given jobs as a result of our investment. More importantly, 80% of the jobs created in phase one went to local Helena residents. It’s fantastic that we can provide our residents with these opportunities and combine social value clauses into our contracts through the Alliance frameworks.

Telecommunications and Associated Services
The Energy Procurement and Consultancy Framework enables you to procure energy using the services of expert energy brokers, manage billing more effectively using bill validation, and receive training and consultancy to help you tackle critical energy challenges.
The Paint and Associated Products Framework enables you to manage your decorating requirements efficiently and effectively. Members can achieve savings of up to 60% off the list price by using this agreement, which was awarded to three suppliers.
The Telecommunications and Associated Services Framework enables you to manage your telecommunications costs efficiently and effectively. You can procure calls, lines, data and unified services and, mobile communications from a wide range of the most competitive providers. You can also take advantage of consultancy and training services.
The agreement was awarded to eight suppliers across 3 lots: • Energy Procurement (Lot 1), • Energy Bill Validation (Lot 2)

The agreement includes the supply of paint and associated products including internal and external paints, masonry paints, road paints, varnishes, paint removal products, and paint brushes. It also includes the provision of paint packs.

The innovative Japanese Knotweed & Other Invasive Weeds Framework enables you to gain access to professional treatment and removal of Japanese knotweed invasions. Our fully EU compliant framework helps you to prevent physical damage to buildings and harm to the environment while achieving savings of up to 40% compared to non-framework pricing.
The agreement for Office Supplies is a fully EU compliant framework which enables PfH Members to procure office supplies whilst achieving savings of over 20%. Items covered under this framework include: paper & paper based products, toner & cartridges, general office supplies and office furniture. The contract was awarded to Office Depot on a sole supply basis.
This agreement provides Members with a wide range of fleet solutions from vehicle lease, short term contract hire and daily rental, to vehicle racking, conversion and telematics. The agreement also covers the provision of fuel cards.

• You have access to 6 market leading specialists, all of whom adhere to the Environment Agency’s Code of Practice; • You can benefit from our suppliers’ professional expertise, market leading technology and qualified teams and receive warranties on completion of the treatment process; • Our procurement professionals at PfH offer on-going contract management and supplier performance monitoring, geographically aligned with Members to provide a local service.
• Supplier Account Managers responsible for managing PfH Members are both vastly experienced and knowledgeable and are dedicated to this PfH Framework • Contract management and supplier performance are constantly being monitored by dedicated procurement professionals at PfH. In addition, PfH can work with Members to develop bespoke service level agreements and key performance indicators.
Benefits of the agreement: • You have access to 6 market leading vehicle experts who will be able to advise and recommend the best possible financial and operational options based on your individual requirements. • You will gain access to preferential prices across all lots. • Fixed excess (under mileage charges) on vehicles up to 3.5t for both maintained and non-maintained contracts with rebates paid to PfH Members for any unutilised mileage at the fixed excess (under mileage rates) for vehicles up to 3.5t. • Fixed early termination charges with any unutilised rentals paid in advance refunded on termination. • “No quibble” tyre policy, only recharged for tyres that have been damaged and charges will be in line with pre-agreed costs.
