THE PSC 2013 ANNUAL REPORT In 2013, chaotic budgeting processes buffeted government and industry alike, affecting every agency’s ability to execute their programs in a timely and efficient manner. That chaos cascaded through our industry and our local economies. Our industry struggled with unprecedented crises—such as the acts of Edward Snowden and Aaron Alexis, and the highly visible contract execution challenges of healthcare.gov—which harmed the public perception of our industry. From contractor security clearances to contract fulfillment, our continued positive relationship with our partners in the federal government required a constant, thoughtful, and vigilant industry-wide voice—PSC was that voice. Driving optimal efficiency and smart business policies and practices has always been our mission. But when chaos surrounds the whole of government, the challenges associated with doing so become increasingly daunting. In 2013, PSC was a constant advocate for strategies that aided the government’s quest for value in the services it procures. PSC was the voice communicating the effects of draconian funding measures on mission and the truth surrounding this year’s most impactful events. Whether through our ability to successfully hold off damaging legislation or regulations, or the ability to have a meaningful, positive impact on other legislation or policies, the list of areas in which we engaged during 2013 is substantial. From combating the improper use of lowest price technically acceptable buying strategies to protecting unclassified data, from cyber policy to the Defense Department’s “Better Buying Power 2.0,” and from human capital challenges to USAID’s proposed process for vetting implementing partners, PSC’s policy leadership has never been more needed or more relevant. On the legislative front, PSC was frequently invited to be the lead industry advocate at hearings on legislation of major consequence, involving the impacts of crisis budgeting, strategic sourcing, information technology acquisition reform, and driving innovation in government. Behind the scenes, our legislative and executive branch colleagues sought out PSC for our expertise and institutional knowledge as they tangled with complex and controversial issues.

An unprecedented amount of substantive media coverage of PSC positions further buttressed our advocacy with appearances on CNBC, NPR, Fox News, CNN, Bloomberg Television, and numerous print media citations, columns and op-eds. As one publication put it, PSC is clearly “the commanding voice” on business and acquisition policy affecting the government contractor community. Beyond the media and the government, PSC served as a critical resource to our members, industry and the financial sector through frequent topical programs, conferences, seminars, members-only market and policy briefings, and dozens of public speaking engagements. Our signature effort in 2013 was the PSC Leadership Commission, comprised of members of the PSC Board of Directors. Led by Robin Lineberger (Deloitte) and Ellen Glover (ICF, and PSC’s 2014 Board chair), the Commission published a universally praised report on innovation and service delivery in government. The report has generated not only interest and discussion across government, but real opportunities for follow-on activity. From OMB to GSA and DHS, actions are already underway to implement the Commission’s recommendations. Throughout 2014, PSC will enact the industry-focused Commission recommendations, including a survey of bid protests and potential reforms. In 2013, our industry faced many challenges, and in each, PSC was the dominant industry voice of insight and reason. As we face another challenging year in 2014, we will continue our proactive, responsive, thoughtful and aggressive advocacy and will continue fulfilling our mission to be the most effective and respected champion and resource for this remarkable community. Statement on IT Investment Strategy

PSC convened a meeting of industry executives to discuss feedback to DoD’s Better Buying Power 2.0 initiative.

PSC submitted written congressional testimony on how federal agencies can better manage IT investments.

We kick off each year with our Leadership Summit, which brings together the C-Suite executives from many member companies to set the course for PSC throughout the year and identify critical upcoming policy challenges.

The Strategic Sourcing of Professional Services PSC, along with The Coalition for Government Procurement, TechAmerica and ACT-IAC, hosted an important discussion on the future and impact of strategic sourcing. Speakers included OFPP Administrator Joe Jordan, the Federal Acquisition Service’s Mary Davie, other senior government officials and a panel of industry experts.

Market Insights: PSC Perspectives on Services Markets for Small and Mid-Tier Firms PSC’s inaugural Market Insights event focused on small and mid-tier business issues affecting all companies. A number of changes in federal policies, from redefinition of certain size standards to an expansion of the use of set-asides, present many challenges and opportunities for our members.

PSC delivered congressional testimony about the detrimental effects of sequestration, a potential shutdown, and consecutive continuing resolutions before the Senate Homeland Security and Governmental Affairs Committee.

Joint Ventures in the Federal Marketplace

PSC, Venable LLP, Republic Capital Access LLC, Aronson LLP and Federal Strategies Group LLC explored how joint ventures have become an effective tool that federal contractors are using to leverage more resources, greater capacity, increased technical expertise and access to established markets and distribution channels.

Marketview 2013: The PSC Spring Conference Over 230 PSC members and government officials gathered in Tampa, Florida for Marketview 2013. Two days of conference sessions generated great dialogue and gave attendees a wide look at the federal market landscape.

The first annual Council of International Development Companies (CIDC) conference gathered over 170 executives to hear from a variety of USAID speakers, including USAID Administrator Raj Shah.

GSA CIO Casey Coleman addressed the annual membership and Board of Directors meeting, where new board members and executive committee members were elected, followed by our annual holiday reception. PSC members also raised $700 and nearly 100 pounds of food for the Arlington Food Assistance Center.

SCA for Executives Realizing the need for corporate-level SCA understanding, PSC implemented its first SCA for Executives program focused on the competitive advantage of compliance.
