Letter from President and CEO Members and Friends, What a year 2019 was for PSC member companies and all government contractors! This report captures some of that excitement and highlights for you what PSC did on your behalf. In late January of 2019, we didn’t know it, but we were about to see the end of a 35-day partial government shutdown, closing nine cabinet departments and numerous other agencies. In December of 2019, Congress and the White House narrowly avoided bookending the year with another shutdown, finally enacting all 12 appropriations bills. The 35-day shutdown threatened many of our members, and PSC was “all hands on deck” for it. I advocated three priorities in Congressional testimony and in more than 1,000 press stories: 1) fund and reopen the government, 2) pay companies for work done and invoices submitted, and 3) offset the negative impacts on companies and workers in the immediate aftermath and in the future. We called this equal treatment “back pay,” though it stood for respect and recognition as well as compensation.
Available funding is the essential underpinning of your business plans, and PSC successfully pushed for that in 2019. In August, Congress and the president agreed to higher budget caps for Fiscal Years 2020 and 2021, and they took effect for FY20 in the full-year appropriations bills signed by the president. PSC now is pushing Congress to use the FY21 budget caps agreement for timely full-year appropriations and avoid a CR or shutdown. But the shutdown and appropriations deal was only part of our story. Our job at PSC is to represent your interests: to the federal government, to the Congress, to the media, and to the interested public. PSC worked to improve security clearance processes through enactment of provisions in the National Defense Authorization Act (NDAA) and the Intelligence Authorization Act (IAA) that will address critical deficiencies and make the security clearance process better, faster, more transparent, and more secure. PSC supported other NDAA provisions that promote a better federal contracting system and improved mission outcomes for the Department of Defense and other federal agencies. PSC worked to shape and fix numerous regulations across the federal government. Our
signature success was capping a decade-long effort to get a procurement rules that constrain improper use of LPTA (lowest price, technically acceptable) contracts. Of course, we will monitor implementation and report problems as they arise. We worked on supply chain risk management matters such as contract bans on certain telecommunications and video surveillance services or equipment. Like most issues, this one is not done yet. One big challenge in 2019 was the DoD Cybersecurity Maturity Model Certification (CMMC) program. PSC sessions focused on the program’s processes as well as the standards with which all prime and subcontractors will have to comply as soon as early 2021. This will continue to be an active effort in 2020, and we will continue to provide external information through our Cybersecurity Working Group to our members for civilian agencies as well as defense. We are continually communicating your issues to all parts of the federal government. To help the government understand what their processes mean for contractors, PSC supported seven Reverse Industry Days with four different civilian departments. PSC also continues our engagement in quarterly Tri-Association sessions with Under Secretary of Defense Ellen Lord and other senior defense acquisition officials.
Sometimes, agencies threaten to rescind existing funding. Last summer, in opposition to the White House and OMB attempts to rescind almost $4 billion in appropriations, PSC quickly formed a coalition of like-minded associations. The White House relented, and no formal rescission was issued. PSC continues to work to ensure that all appropriated funds are obligated, as required by the constitution and federal law. Getting better information from your government customers helps you plan business better. To help with that, PSC issued its first annual Business Forecast Scorecard that graded over two dozen government agencies on the efficacy of their publicly reported business forecasts. We will issue another one in 2020, and quite a few agencies asked us how to improve their score. At PSC, our job is also to make sure we are providing you with value in exchange for your time, your commitment, and your financial support. Last year, PSC held our first monthly Executive Roundtable series, bringing groups of the PSC Board and our member executives together for discussions around the industry’s challenges and opportunities. We use these to identify issues on which we need to increase our efforts.
2019 also saw more member involvement in planning our major conferences, giving you the speakers and activities you most want. If you were at these events last year, you have seen the results. Sign up for a conference planning committee, so we can be even better this year. One of our strategic priorities is to run a worldclass association for you. Thanks to your commitment, membership recruitment, engagement with PSC, and support for our events through your attendance and sponsorships, PSC successfully achieved a small budget surplus for the second year in a row. The actions and results in this report showcase the results of your personal and professional commitment to public service for America. We all know that the government does important work, from national security to citizen services, and every day, you and your team enable that to happen. Demonstrate the Value of Government Contracting and Contractors by Advocating for the Reliance on the Private Sector Testified before the House Oversight and Government Reform Committee on the
impacts of the government shutdown on the contractor community and worked with Congressional leaders on legislation to provide backpay for federal contractors. This testimony contributed to House passage of the Fair Compensation for Low-Wage Contractor Employees Act of 2019
Hosted or participated in four CEO-level tri-association meetings with senior DoD officials Worked with Congressional sponsors to draft and enact legislation to provide accelerated payments to small business prime and subcontractors government-wide

Help the Government Become a Smarter Buyer by Improving Acquisition Outcomes and Promoting Competitive Contracting
Created and published a first-of-its-kind “Business Forecast Scorecard” to assess how agencies are identifying future needs via their public-facing business forecasts
Submitted 15 sets of agency comments on regulations across a variety of issues, including subcontracting requirements, contract financing, supply chain risk management, small business policies, and LPTA
Worked to raise Congressional and public awareness of the adverse impacts of the Fiscal Year 2020 (FY20) Budget Control Act caps, contributing to the August budget deal that significantly increased the spending caps for FY20 and FY21
Proposed a repeal of the prior Congressional mandate to create a duplicative and

Acquisition and Business Policy Council
Overview The Acquisition and Business Policy Council (ABPC) is the principal body for developing PSC’s positions and mobilizing action on major business and buying policy issues and initiatives across government. ABPC fosters formal and informal partnerships with policymakers and allied stakeholders, and works to improve federal services acquisition processes and outcomes through regular meetings, timely programs, and extensive information sharing with government officials and PSC members. Civilian Agencies Council
Overview The Civilian Agencies Council focuses on the acquisition policies and strategies of the civilian agencies, including the departments of Homeland Security, Veterans Affairs, Health and Human Services, Energy and others. The Civilian Agencies Council conducts programs to inform member companies about civilian agencies’ policies and initiatives, and serves as a forum for greater dialogue between PSC and the civilian agencies through advocacy, regular meetings, timely programs, and various other forums. Key Accomplishments • Intervened in a U.S. Marshalls Service procurement leading to a re-issued RFP with substantial edits and a video in plain language • Participated in seven civilian "reverse industry" programs in four different departments, including three within DHS • Provided recommendations to USCG on how to improve approach to sustainment of assets • Led advocacy efforts against SAMHSA's shift away from using contractor support for evaluation of grantee programs • Led continuing discussion with the VA regarding the 2018 PSC whitepaper on how to improve RFIs and evaluation criteria • Hosted successful Law Enforcement and FedHealth Conferences • Conducted FEMA hurricane preparedness program • Supported PSC surveys examining the effectiveness of federal policies and the Vision Forecast • Submitted comments and Hill communications on critical matters affecting contractors in the civilian agencies

Council of International Development Companies
Overview The Council of International Development Companies (CIDC) creates a dynamic and sustainable advocacy platform for U.S. development companies to pursue thought leadership and high-level dialogue with USAID, the Department of State, Millennium Challenge Corporation, PEPFAR, the newly create Development Finance Corporation and other foreign assistance organizations. CIDC aims to educate audiences on the vital role international development companies play in achieving accountable, transparent and sustainable development results in support of U.S. national security, economic, and humanitarian goals overseas. Key Accomplishments Regular, high-level CIDC member engagement with senior federal foreign assistance officials on a wide range of issues including development strategy, innovation, operations, and localization • Held monthly events that brought together leaders of the international development community including: ◦ USAID Counselor ◦ Assistant Administrator for Management ◦ USAID General Counsel, and senior agency GAO officials • Defeated $4 billion White House/OMB Rescission package targeting foreign assistance • Highlighted the excellence of USAID’s Business Forecast with its first award, based on a review of 20+ U.S. government agencies • CIDC continued to engage with USAID General Counsel to help craft the agency's antiexploitation guidelines • Hosted 8th annual Development Conference that heard from the U.S. Development Finance Corporation CEO, USAID Administrator and other key USAID officials

Defense and Intel Council
Overview The Defense and Intelligence Council (D&IC) leads PSC’s activities relating to the intelligence community (IC), the military departments, and the defense agencies. The D&IC is the principal venue for PSC members to interface with key government officials, provide input on acquisition policy issues, and shape upcoming procurements in the defense and intelligence sector. Key Accomplishments • Continued dialogue with the Honorable Ellen Lord, the Under Secretary of Defense for Acquisition & Sustainment (USD(A&S)), and other senior DoD acquisition officials to discuss key industry issues and areas for collaboration • Continued dialogue with Vice Admiral David Lewis, Director of the Defense Contracting & Management Agency (DCMA) regarding cybersecurity policy implementation issues across DoD • Provided extensive feedback regarding DoD’s Cybersecurity Maturity Model Certification program through numerous points of engagement • Hosted Dr. Alexis Ross, Deputy Assistant Secretary of the Army for Strategy and Acquisition Reform regarding the implementation of the Army’s intellectual property (IP) and Advanced Manufacturing policies • Hosted Stacy Cummings, Principal Deputy Assistant Secretary of Defense for Acquisition Enablers on the DoD draft Adaptive Acquisition Framework, including the proposed software acquisition pathway • Hosted the Inaugural Defense Services Conference, a half day event that brought senior executives from across DoD and industry to discuss initiatives aimed at accelerating innovation and delivering capabilities to the Future Force • Hosted Scott Baum, Principal Director, DASD Industrial Policy, regarding DoD’s Small Business Strategy • Continued ongoing partnership with USD(A&S) Human Capital Initiatives (HCI) supporting the pilot program for workforce exchange among DoD acquisition community and industry • Continued partnership with DAU to provide PSC member presentations during IT acquisition and general contracting courses

Technology Council
Overview The Technology Council is PSC’s principal arm for developing PSC’s positions and taking action on crosscutting technology issues from cybersecurity and cloud computing to as-a-service acquisition and beyond. With technology issues increasingly permeating the professional services sector, the Technology Council helps PSC members better navigate the market and policy landscape with reports and events such as the annual Federal CIO Survey and Tech Trends Conference. Key Accomplishments • Highlighted IT issues through summer edition of PSC’s Service Contractor magazine which focused on emerging technology and the Federal AI Adoption report • Provided recommendations and comments on the Department of Defense Draft Cybersecurity Maturity Model Certification (CMMC) framework, OMB’s Federal Cloud Computing Strategy, DIB’s draft for streamlining software development and acquisition and the White House Federal Data Center Optimization Initiative • Held 4th Annual Tech Trends Conference focused on accelerating federal innovation • Hosted joint roundtable with PSC’s Defense and Intel Council to meet with key government officials driving federal IT and procurement policy, including DHS’s CISA and Army’s Computer Hardware Enterprise Software and Solutions (CHESS) • Working with PSC’s Civilian Agency Council, hosted a joint Technology Council and Veterans Affairs Task Force program as part of a series of dialogues with VA executives on IT modernization • Advocated for the codification of the Federal Risk and Authorization Management Program (FedRAMP) and increasing reciprocal use of ATOs • Urged clarification of supply chain regulations, and issues related to LPTA • Urged funding for the Technology Modernization Fund in the President’s FY2020 budget • Organized artificial intelligence (AI), automation and Other Transaction Award (OTA) focused content for PSC events
