$100,000.00!! That's what the team at Property Brokers raised for the Hawkes Bay Cancer society at our annual charity Auction. Thank you to our generous community and everyone who attended / supported the event. As for the property market Hawke’s Bay reached a record median house price in April 2021 of $770,500, this is up 17.6% year-on-year and up 8.5% from March 2021. This represents a $60,500 increase since March in the median price, with Napier hitting a record $810,000. Post the government announcement although activity level

has dropped the market has remained strong, with good levels of attendance at open homes and private viewings, there has been less offers on each house we have sold but the statistics show purchasers are still rushing to secure property with days to sell the lowest for an April month since records began. Volume of houses sold was also low comparably to previous months, school holidays always tend to have an impact on sales volumes too, as

potential purchasers shift their focus temporarily. Overall, the Hawke’s Bay region has begun to steady over the last three months, and this is expected to continue into the winter months where prices will remain strong and supply constrained.

The New, Old Act.

In 1947, the New Zealand Government released legislation that focused explicitly on the quality of rental properties and living standards. Until recently, most of the operators in the industry were not aware that this act even existed. Ironically, 72 years later, we are looking down the barrel of a new version of the same legislation. Only, with a more contemporary twist. We have gone from the Housing Improvement Regulation 1947 to the Healthy Homes Standards 2019. There is an uncanny, and to a degree, concerning similarity between the two acts, and part 1 of the 1947 addition covers ‘Minimum Standards of Fitness for Houses’. The original legislation is relatively primitive compared to the complex heating requirements detailed within the Healthy Homes Standards 2019, but the intent is the same. Healthy, warm, safe homes for tenants. Why has this become relevant again in 2021? As we get closer to the deadline for Healthy Homes Standards, more and more owners (as they are entitled to do) are delaying completing any of the

required work to meet the HHS while they have an existing tenant in the property. However, the issue they are now confronted with is; adjudicators in the Tenancy Tribunal are referencing the Housing Improvement Regulation 1947 to enforce owners to provide minimum standards for their current tenants. For example, to quote Section 6 of the Housing Improvement Regulation 1947; Every living room shall be fitted with a fireplace and chimney or other approved form of heating. In 2021, if you have an existing tenant and your property has no heating source in the living room, then you will find that an order will be made to provide a heating source. Even if the Healthy Homes Standards says you have until July 2024, if you have an existing tenant. As so many of us are now discovering, you’d be naïve in thinking that a tenant

should be able to source and plug in a heater if the living area has no heating source. The 1947 Act has many similarities with the HHS 2019 and, it does not end with just the heating; the 1947 Act also clarifies minimum standards for ventilation in the bathrooms and bedrooms, ground moisture, gutters and drainage. It even references mould and moisture. The list goes on. When you wrap modern-day jargon around the old legislation, it is more or less the same. It raises several important questions – if we are confronted with the same issues again 72 years later, why will the result be different from 1947? Is it wise to continue to enforce landlords to overhaul properties and spend money on addressing areas that have always been there? With all the modern-day technology and innovative building


materials, if the same issues still exist, are we focusing our energy on the right area? If you asked an industry expert whether a house that meets the five areas of the HHS is any less likely to impact health negatively, the answer is no. As part of improving living standards, we must also educate people about healthy living habits and how to heat or ventilate a house. Otherwise, in 72 years, we will be back in the same position.  How can we ensure or significantly mitigate the chances of reinventing the wheel in generations to come? Over the years, governments have integrated new legislation and change into the sector to make improvements. We see three areas of change that are the essential foundations for raising the living standards in New Zealand. Best Home Best People Best Practice Improvements have been made to address the quality of homes through legislation such as the Building Act, Insulation Regulations 2016 and now Healthy Homes Standards 2019. Coupled with improved building materials, the

percentage of best homes will improve. The Residential Tenancies Act 1986 has also recently been overhauled. The new amendments are far more conducive to the best people, creating scope for families to build long-term homes in rental accommodation and landlords to achieve their respective goals. The area not currently clear is best practice. Many people take it for granted and assume it to be common knowledge; however, it still is an entirely foreign concept to more people than you would expect. What are ways to create and maintain a healthy living environment? How can you maximise the thermal envelope of the property to stay warm and healthy during winter? What are ways to offset high humidity in areas like Auckland? When included with best homes and best people, education around best practice would be a great way to realise the full potential of what has been put in place. And as taxpayers, wouldn’t it also be a worthwhile exercise to measure the benefit of all these new initiatives and determine if we are getting it right this time?

Surely, with such a significant focus on the standard of living in New Zealand, the cost of health care in this country would come down per capita. Less sickness, greater productivity and more prosperous lives for all levels of society. No matter how big or small the project is, what gets measured gets done. Will Alexander,

Market confidence reflects both the underlying strength of farmer balance sheets and the competition for land use. No less so than Hawke’s Bay. Rural sales nationally are on the up again; the last 12 months’ REINZ data reflects a billion-dollar growth in the market year on year to $3.2+ billion annualised as at the end of April 2021. There is no question that the season on season, dry East Coast conditions have placed a heavy toll on our pastoral

farmers, though many have taken the lessons from last season and deployed very conservative stocking strategies for this winter. These difficult operating conditions continue to put pressure on seasonal overdrafts, which is always very challenging; however, farmer balance sheets remain in very good

shape in terms of the big picture. Not that that will mean much to those about to head out and do another round of feeding out today!
