First home buyers have been active in recent weeks and even with the governments recently imposed restrictions the team are still busy and

Hawke’s Bay rural market commentary

The recently concluded Primary Industries Summit highlighted the confidence in our Primary sector with food and fibre export receipts forecast to hit $50 billion in coming seasons. Included in the fibre category is forestry, currently forecast at $6.3 billion for the year ending June 2021, up 12.8% on the previous year, reflecting the significant impact of level 4 lockdowns on operations. While logging activity is nothing new for Hawke’s Bay rural life, international and domestic demand for NZ’s timber is likely to see this accelerate over the next 12 months. Farmers will be taking a hard look at their woodlots as prices continue to firm; markets like the US are currently operating at their highest levels since 2008. Timber for construction was a key theme arising from the conference as the world looks at economic options to lower emissions and use sustainable materials. What is also clear is that NZ’s new forest planting has not kept pace with current demand, let alone

future world implications. Hawke’s Bay is well placed with both port and accessible land to take advantage of current central government policy settings. Farmers particularly have an excellent diversification option with woodlots, to sustain their current pastoral business models and enhance the value of their asset long term plus tick a lot of sustainability boxes for their whole farming system along the way. Unlike the past, today, ETS credits for sequestering carbon will significantly offset early-stage development costs associated with a managed woodlot. One significant business constraint, common to all primary sector participants represented at the conference, is attracting and retaining reliable labour. While a national problem, for Hawke’s Bay notably, horticulture, it remains the most

significant barrier to maximising current market opportunities. While there is a myriad of automation scenarios proposed for the future, the current reality is very different. This is likely to restrict new planting for current operators, given big pain points in the interim. Fortunately, belief in the future for horticulture, and current returns, continues to translate into record land values for proven production systems. For those committed to leading and navigating the future for their industries, labour solutions and a sustainable carbon footprint, remain top of the list for 2021.

Spare a thought for Property Managers.

Having sat in a room recently with business owners, naturally, at one point during the day, we openly discussed what is happening in our respective businesses and how we are all coping due to the changes in the last few years. Many of us have been in the industry for long enough to have receipted cash rental payments via a receipt book – and the not-so-safe walk to the local bank to deposit thousands of dollars of cash. In retrospect, we took those times for granted and collectively agreed that much of the fun had left the industry. Our primary concern is the amount of stress the property management team is under and their physical and mental well-being. The rate of attrition with staff is the highest we can all recall. The role of a property manager is attractive due to its autonomous nature and the lure of working within the property sector. Although much of that is still the same, we now feel as though we are doing all the heavy lifting for the government’s ill-planned, poorly executed ideological policies for healthy homes and slower inflation.

The industry is still not recognized as a profession (although regulation is now on the table). Yet, it is one of the most challenging career choices available that also has a massive contribution to society and the neighbourhood. Anyone with longevity in the industry knows a regulatory body plus licensing regime would address many of the issues that all the recent changes have intended to fix. Yet, all of us feel frustrated that there has been no consultation with the industry. Look at what REA did for sales – it has removed 90% of the poor conduct and fraudulent behaviours. It is becoming incredibly specialized, increasingly dangerous, and we’re seeing inconsistent tribunal orders, plus the government keeps moving the goalposts. At crunch time, the primary support mechanism for owners and tenants, Tenancy Services, fell over when

the amendments to the Residential Tenancies Act received Royal Assent in February 2021. People did not get help or answers. Property Managers are getting assaulted, yet adjudicators are letting tenants off. Tribunal orders are coming through with name suppression even though the tenants were wholely unsuccessful – a complete contradiction to the recent amendments to the Residential Tenancy Act. It is frustrating and inconsistent, plus it is allowing potentially dangerous people into properties while the owner or agent or neighbours are entirely unaware. The housing crisis is real. It is becoming challenging to secure a good home. The tribunal (undoubtedly under pressure from the government) know that evicting tenants is only going to add to the problem, so they are ruling in

Now, that is also affected by the proposed tax changes, and we only see this harming both owners and tenants”

their favour. Yet, at the same time, they are condoning the assault of property managers by allowing them to stay. It is only ok if they let it be ok – think about the messages they are sending to property managers! Margins are squeezed; therefore, owners need to lift the rents. If the law is passed in October 2021, although it is grandfathered in slowly over the next four years, we will see every owner maximizing this time to increase rents significantly every 12-months to offset the new tax. The tenants will pay, indirectly, so will property managers. Investors have put a hold on purchasing more rental properties, or selling, resulting in a reduced rental

pool. Therefore, adding to the number of people needing emergency housing. All of this has made property management incredibly challenging, and retaining good staff is tricky. It is not necessarily about paying more; it is more to do with frustration, safety and burnout. Of which no amount of money can address. Many of us are investing significantly in EAP programs, internal training departments and outsourcing specialized defence training to protect our employees. It is a concerning trend, and it is impacting people’s livelihoods.
