Fortune favours the confident and well informed Spring is here – and along with the grass, confidence is growing strongly in our rural economy. Looking around New Zealand today, the countryside has rarely been greener or fuller in productive potential. Spring started well after a generally mild winter. The official long-range forecast is for warmth and average rainfall in most regions until Christmas at least. Unlike this time last year, no-one is predicting summer drought. For all who are involved in farming, there’s something to smile about, starting with milk prices. In late September, Fonterra put its forecast Farmgate Milk Price for 2016-17 at $5.25 per kgMS – a big relief after two years of depressed payout to producers. The most optimistic of dairy sector commentators think the price could go to $6 this season. The global supply-demand imbalance in milk powder seems to be clearing more quickly than expected. Of course, all eyes remain fixed on the fortnightly Global Dairy Trade auction, and the next response from Fonterra and the other milk companies. The financial outlook for dairying is definitely brighter. And the renewed confidence is spilling across to drystock where farmgate beef prices remain favourable. In fact, they’re holding most of the gains made since late 2013 and no-one is foreseeing any sharp reversal while US beef demand remains strong. New Zealand lamb prices, on the other hand, continue to disappoint under the weight of competition for supply into European markets. In its annual outlook (in June), the Ministry for Primary Industries (MPI) doesn’t see lamb schedule prices turning up until 2018. But perspective is required! Today’s sheep meat and wool prices are well above their levels of a decade ago (and actually, wool has been buoyant over the past year). This country remains extremely well positioned to meet demand growth for red meat over the long term in Asia, North America and Europe. That’s true also for venison – and for deer farmers, the upturn has definitely arrived after several years of weak prices and herd reduction. So far this season, venison farmgate prices are up 1015% on the corresponding period in 2015.

Looking across the fence at horticulture, there’s been no downturn at all! MPI reports that our horticulture-based exports surged past $5 billion in the year to 30 June 2016, thanks in particular to higher volumes and higher prices in kiwifruit, pip fruit and wine. The outlook for most horticultural sectors continues to be very positive. Rural economy-wide, people are also drawing confidence from our continued low inflation and interest rates – and signs of that longhoped-for depreciation in the New Zealand Dollar. Our currency index is now down around 5% from its high in late 2014 – and listening to the Reserve Bank, it is clear that further depreciation is coming. When the dollar is down against our major trading partners, as everyone knows, that spells higher returns to farmers and growers. No surprise that Rabobank’s regular survey of farmers is showing confidence at its highest since 2013. The latest survey (September) has 48% of farmers expecting the rural economy to improve over the coming 12 months (and just 13% foreseeing some deterioration).

No surprise either that confidence is returning to the rural property market after two subdued years. Spring has brought a seasonal increase in activity, and we foresee a quickening pace in listings and sales as 2017 approaches. Buyers are seeking opportunities for new investment or expansion in New Zealand agriculture and horticulture at this point in the cycle. Sellers are dusting off plans shelved a year or two ago to scale back or exit their particular sector for business or personal reasons. More than ever, we see all parties putting strong focus on farming fundamentals – global supply and demand trends, farmgate returns, niche market opportunities and production costs. The days of farming just for capital gain in the land are long gone. In addition, the market is paying much closer attention to environmental issues from region-to-region. Climate change is heightening the perennial concerns of all farmers about potential for drought and/or about pressure on water supply for irrigation. Fresh water quality and nutrient management, and their associated costs, are also coming to the fore.

Buyers and sellers are drawn increasingly to take a view on all these factors. The former include more already-established farmers and/or rural investors keen to leverage their knowledge for acquisition of properties in the right locations and at the price for them. Among vendors, succession planning is an increasing driver. The country has an ageing population of farmers and retirement usually means on-sale of farms to the next generation or other buyers.

Water resource management is a live issue in some regions, notably Hawkes Bay and Canterbury. Rural property values will respond as scheme investments unlock the potential for both productivity and environmental gains. Advances in precision irrigation are now having a positive impact on production costs in some regions, and of course that flows through to land valuations. The market is increasing aware of the potential attached to other new farming technologies, along with ongoing investment in New Zealand’s processing capacity and transport infrastructure.

Waikato property values ride the fortunes of New Zealand farming. That’s especially so this spring with the forecast milk price recovery, continued strength in beef and heightened interest in the sector from urban investors. Water issues also loom large, with intense focus on Environment Waikato’s proposals for on-farm nutrient management and pressure on supply for new irrigation. The spring has seen a slower start to new listings and sales than usual, but activity is expected to pick up from now on. All eyes are on several large dairy properties now coming onto the market including one near Hamilton, an operation that uses robotic milking and other technologies at the leading edge of New Zealand dairying. The property will be auctioned on 8 December. Region-wide, dairy farm prices are poised to recover from the impact of two years’ depressed milk pricing. There has not been a deluge of sales as earlier feared but certainly values have been depressed since 2013. Several smaller units have sold recently at prices down around 30% compared with just last autumn. Nonetheless, confidence is now returning on the back of spring grass growth and the forecast upturn in milksolids payout for 2016-17. Recovery in dairying will flow onto drystock land values due to the traditional mixed use of much of the Waikato’s good grazing land. Current beef prices make cattle finishing an attractive option alongside dairy support. The pace of recovery will hinge on the price expectations of buyers and sellers, many of the former still looking to buy at last year’s levels or lower. Vendors, on the other hand, may have to moderate their optimism. The Waikato is beginning to see some structural shift away from dairying, driven by three factors: moderating expectations of return on investment over the longer term, Environment Waikato’s proposals on nutrient and the pressure on irrigation. Conversions from forestry to pasture have slowed in the South Waikato,

including the cancellation of one large project this spring. There is also a general move to reduced herd sizes as farmers increase their focus on cost control. Dairying does, of course, remain a very attractive industry to many investors. The Waikato – northern and central in particular – has an increasing pull on capital from Auckland and further afield. Investors are looking for better returns than now available in local and global debt markets, and other property sectors, especially if dairy farms can be secured at or near the cyclical low point. Lifestyle is also a strong attraction for buyers who have cashed-up in the Auckland market.

Wanganui is excellent sheep and beef country with farms traditionally under tight family ownership.

nationwide – and at the same time, spurred the search for value among the sector’s investors.

Generally listings meet keen interest from farmers within the region – and that continues to be so in 2016. Tirimoana Farm is a good example: This high quality finishing property of 172 hectares near Fordell, came onto the market last autumn and sold well to local farming interests. The winter saw nine farm sales, double the number for the corresponding months in 2015 but still quiet relative to earlier years. The new season is expected to follow the same pattern while lamb prices remain at current depressed levels and existing owners focus on farming through and keeping their options open.

The market saw a quiet start to spring but listing activity has picked up in October. In one indicator of emerging new demand for Manawatu dairy country, Property Brokers sold a prime block of dairy or bull beef grazing land near Palmerston North this winter for $49,000 per hectare, significantly above the prevailing level of recent seasons. There is a broad expectation that more buyers and sellers will come off the sidelines at the next lift in farmgate milk prices.

Wanganui has few dairy farms and only three have sold so far in 2016, one of these for conversion to cropping. In fact, its gentle contour and good rainfall could make this region suitable for dairying in the future, especially given its proximity to Fonterra’s Hawera site and the recent expansion of Open Country’s plant at Wanganui. The Rangitikei is acknowledged as having further potential for dairying in addition to the signficiant number of established operations. There have been a handful only of livestock farms listed so far this season. Honey production is increasingly important to the Rangitikei, access to manuka stands becoming another demand driver. Manawatu is gaining further recognition as a prime region for dairying as milk prices recover in 2016 -17. Further pickup in the forecast payout is expected to invigorate the market for dairy properties in the Manawatu, where prices per hectare have been well down from Waikato, Taranaki or Canterbury. Two years of depressed payout have injected new caution into dairy farming

The market for livestock farms is steady with 21 grazing or finishing properties sold during the September quarter. This is consistent with the corresponding months of 2015, and prices are also little changed. Generally the Manawatu offers buyers a good range of flat and hill country properties, although without farms generally acknowledged as spectacular in size and/or location (of the kind found in various other regions). The Manawatu is advantaged by its typically high rainfall and central location in the lower North Island.

Hawke’s Bay

Hawke’s Bay is having an excellent spring. Activity in the region’s property market has been relatively subdued recently, with 12 livestock grazing or finishing properties changing hands in the September quarter. The dominant theme is strategic buying by farmers who seek to expand or reconfigure production within their own region. The Hawke’s Bay has yet to see the return of many buyers wanting to relocate there after selling bigger properties in other parts of New Zealand, notably Canterbury. This was certainly a factor before 2015. Dairy farms continue to be tightly held, with multiple units under one ownership. There have been no dairy sales in recent months. The market is keenly awaiting next steps on the Ruataniwha Water Storage Scheme, especially given uncertainties over its continued support from the Hawke’s Bay Regional Council post the October local body election and over a legal challenge from conservationists. The scheme includes a dam on the upper Makaroro River to control water flows and to enable irrigation on up to 30,000 hectares of productive land. If it proceeds, the scheme is not expected to bring any substantial shift to dairy conversions but, instead, to support a range of land uses. This will definitely have an impact on values in the Central Hawkes Bay, with activity expected to pick up once the future of the Ruataniwha Scheme is confirmed under any scenario.

Farm sales are up in Tararua this spring as more people recognise the district’s potential in both dairying, and sheep and beef. Rainfall is higher than in the Wairarapa to the south and Hawkes Bay to the north, and land values have traditionally been lower. Tararua is centrally located on the lower North Island east coast. Market activity is currently at its highest level for some years, as several farmers in the district look to upscale and new interest arrives from outside. Most notable so far this season has been the Property Brokers sale of the 1404 hectare Marainanga Station, on the coast. Marainanga, known for its large historic homestead and wool shed, has hill country and river flats with a total carrying capacity of 8000 stock units. The plains between Eketahuna and Norsewood have long been dairy country with a wide diversity of farm sizes. Current and expected listings include properties on which owners have seen this as the time to trade up. Top dairy farm prices in recent years have been around $40,000 per hectare. Fonterra gave the district a boost in 2015 when it invested $235 million in a third milk drying plant at its Pahiatua site. Buying interest is generally from people clearly knowledgeable on farming in the lower North Island and aware of new nutrient management requirements under Horizons Regional Council’s One Plan. Potential purchasers appear to be taking account of the prospect that stocking rates on some country will be restricted and additional costs could arise for effluent disposal and fencing.

Wairarapa

The Wairarapa has seen market activity pick up in recent months, especially with the listing of eight well-presented sheep and beef properties. Farmers’ succession planning is a key theme in the region and excellent spring conditions make this the time to act. It was a generally slow winter for sales although several farms listed since late 2015 did eventually sell after modest adjustment in price expectations. The new season has brought new confidence. So far in 2016, there have been only two dairy blocks sold. The Wairarapa has not seen any sizeable dairy conversions for many years and existing units tend to be tightly held, with little debt. This season is the second for production in the region’s most notable dairy farm expansion of recent times, near Pirinoa. Its success has promoted interest in South Wairarapa dairying. The region has a substantial water management project underway, with indications of interest now being gathered from producers. The scheme involves possible water storage on the upper Ruamahanga River for irrigation of up to 30,000 hectares. The productive potential is huge but the project is in its early stages and returns on the investment that would be required are very long term. The project is not yet having impact on rural property values. Manuka honey production is, however, an active driver of interest in rural blocks Wairarapa-wide, especially where the land has remnant or new manuka stands. Drystock farmers are seeing bees as another source of income and the region also has newcomers looking to buy land primarily for honey production. New Zealand exports of the “liquid gold” jumped 45% last year to $281 million, due mainly to increases in the volume and value of the large manuka honey share of the total. Enthusiasm is a definite feature of the Wairarapa market this season.

Canterbury, West Coast & North Otago

Canterbury farms that are well located and have secure irrigation are back in demand as rural investors look to further recovery in dairying, and more favourable returns on beef and venison. Strategic buyers are being quick to move on the best properties, dairy and drystock, with sale values now back to their level of two years ago. But the demand is very selective – and other properties are still not attracting the interest they did previously. Buyers tend to be other Canterbury farmers with a solid understanding of farming fundamentals in the region, and a keen eye for expansion while interest rates remain low and other types of investor are still largely absent from the market. Like other regions, Canterbury has seen relatively few forced sales of highly-indebted dairy farms during the past two years of depressed milk solids payout. Bank support for individual farmers appears to be a significant feature as everyone awaits further recovery in the payout. There were no dairy sales in the September quarter but 27 grazing or finishing properties were sold which was up slightly on the corresponding period of 2015. As spring continues, the number of listings has picked up and buyers have plenty to choose from. Water remains a major issue in Canterbury, with buyers putting higher value on land that has reliable supply and linkage to a pressurised irrigation scheme. In mid Canterbury, there is keen interest in a large water storage plan for augmenting the Rangitata Diversion Race scheme for further drought-proofing the region. Scheme management recently reported that controlled spray irrigation has reduced water take requirements by around 40% over the past 25 years and this has enabled a much larger area to be irrigated. Low rainfall is generally not an issue on the West Coast and this adds to the farming potential of that large region. Property market activity is low again this spring, with only one grazing farm changing hands during the September quarter.

The West Coast includes areas of very productive dairying land and low farm working costs, attractive to buyers unfazed by the region’s long travel distances and relative isolation.
