Despite a predicted cooling off of the residential market and an easing of price growth in many regions, Commercial sales across the country are going from strength to strength with Property Brokers Commercial experiencing a 70% growth in sales and leasing compared to this time last year. Tighter lending restrictions, endless regulatory changes and higher interest rates are the main reasons for a drop in residential sales with investor confidence in this sector down dramatically on previous periods. Interestingly, a recent Resimac New Zealand Property Investor survey of “small-time residential property investors” (those who own 5 or less properties), reported that 50% of respondents either owned, or are looking at purchasing Commercial property in the near future because of the ease and benefits Commercial property investment pose relative to residential investment now. This is further evidenced by MBIE’s stats showing a rapid decline in the number of rental properties in the market, further evidence residential investors are being chased out, and/or exiting the market. waterfront Holiday Parks/Motor Camps. Holiday Parks/Motor Camps, once the traditional mecca of the great Kiwi holiday and where many a teenage memory was made, are now keenly sort after by developers and investors, not only because of their stunning location (usually beside or close to water), but also as they have a strong infrastructural base (ie water, power, sewage) into the site making subdivision easy and sale prices a premium. The 5.6ha Treasure Island Holiday Park at Whangarei Heads (our feature property in this edition) has a lagoon on one side and the Pacific Ocean on the other. It was granted consent to be subdivided into 28 residential sections in 2010 so most of the hard work has been done for an astute investor/developer. The 3.4ha Coromandel Holiday Park, the 1.2ha Whanganui Seaside Holiday Park, the Kurow Holiday Park and the Lake Ferry Holiday Park, South Wairarapa (Leasehold) are all creating real interest among Holiday Park operators and developers alike keen for a piece of the action.

Garden Centres and Nurseries are another popular target of land developers because of their size, vicinity to town and open space with relatively few buildings on them. The recently closed Landsdowne Nursery in Te Ore Ore Rd, Masterton in the middle of a central residential suburb and opposite Masterton Hospital is prime for redevelopment. The 1.2ha site has been cleared of structures and has the added bonus of a 19,900m2 clear site next door also possibly being available. Both are zoned residential. As can be seen in the regional round-ups, industrial properties are still the most keenly sort after of the Commercial mix, with interest in retail and office space “fair to light” at best in the provinces. The next 24 months will be an interesting time, and will show who has managed to ride the survival wave.

The Hamilton section of the Waikato Expressway is due for completion in mid-2022, and when open will be a key strategic transport corridor between Auckland and the Waikato. The 102km expressway project stretching from Cambridge to the Bombay Hills will improve transport connections and the efficient movement of people and freight between Auckland and the Waikato, and beyond. We have already seen the relocation of several large companies from their bases in Auckland to the Waikato over the past year, and we expect that this trend will continue as savvy business owners take advantage of the opportunities provided by the new industrial developments in the Waikato/BOP. With limited supply of fully developed industrially zoned land and significant

demand, prices are being driven to record levels. The Waikato/BOP region generated 20% of national commercial/industrial sales value in 2021, 50% of this being in the industrial sector. Hamilton CBD has seen several new developments completed, and more are underway. The recently completed 13,000m2 Tristram Precinct is home to the new offices of the Waikato Regional Council, WSP and Kmart. The new Hamilton Union Square development will uniquely combine 23,000m2 of office, retail and lifestyle space to present a world class commerce environment in the Waikato. Further afield, development of the new Sleepyhead Estate has just got underway. Sleepyhead Estate is a $1.2 billion industrial manufacturing and achievable housing development at Ohinewai, in the North Waikato.

Gisborne The Covid situation is continuing to knock Gisborne retail and hospitality businesses around quite badly with more CBD vacancies appearing. Anecdotally the public became somewhat trained to buy online during the lockdowns and the trend has continued. Over the peak summer period the beach campgrounds appeared very well patronised with many campervans around and the camps crammed full of tents. It seems a lot of Kiwis are now travelling our country rather than overseas and locations such as Gisborne are definitely benefitting from it. There is continuing demand for industrial sites and/or buildings. There is virtually no industrial land available for purchase with the new Aerodrome Park Industrial subdivision sold out. A new industrial block in Dunstan Rd has received Resource Consent however development work is likely to have to wait until next summer. The Eastland Port is about to start on a $50 million dollar replacement of one of the berths to compliment the three new

high tech cranes that are now loading directly from the trucks into the ships hold without the need to strop the logs. Investors or end users for industrial properties are supplied in a “hand to mouth” manner with our agents being aware of virtually any owner who is considering expansion or retirement with a reasonable amount of extra rear yard space being snapped up for infill. The forestry side of the district is continuing the activity we have reported previously, a number of farms are being purchased for forestry while others are being consolidated into larger properties. An ongoing problem Gisborne is facing along with many other locations is the shortage of workers. In a recent conversation with a vineyard manager

we were advised that hand picking of grapes this vintage is not going to happen due to staff shortages so the grapes will be machine harvested for the first time in a very long time. All in all while facing similar issues to many other areas, Gisborne is still enjoying a vibrant atmosphere with many instances of people relocating here from the main centres When you enjoy amazing weather, beautiful beaches and a friendly population with a fairly laid back attitude Gisborne is a bit hard to beat.

Central Being a relatively conservative region that is heavily reliant on farming, freight and local businesses, and not the tourism dollar, the Central Region has held up well throughout the “Covid crisis” and hasn’t felt the impact of the lockdowns and shutouts that other regions throughout New Zealand have.

Transport, infrastructure and industrial development are still top of the pops in the Central Region which will provide employment, excitement and growth over the next couple of decades.

The Taranaki region, despite the energy tap being turned off by the current Government is in growth mode with residential and industrial development pushing to the north. Manawatu’s Billion $$ transport and logistics plan is well

underway, Wairarapa’s foodies and grape harvesters are looking forward to Wellingtonians with big fat wallets returning shortly while Horowhenua’s reputation of being the next big thing since Ben-Hur is growing, with bare industrial land that was selling for approximately $100 m2 12 months ago now fetching in excess of $250+m2. And Kapiti…well it continues to be just a great place to live and do business!

Canterbury We are still seeing good levels of activity especially in the industrial market. There is still availability of sites in most of the regional areas of Canterbury and although there is some unease about where the cost of building is going there appears to still be the confidence to build. While the cropping farmers have taken a hit because of the inclement weather this year the rise in the milk price will hopefully offset this and keep

confidence up for those rural support businesses that help the economy of these regional towns. There is still demand from purchasers for good yielding commercial properties with high NBS ratings and good leases in place but with the deadline for strengthening properties to 33% or greater looming it is going to be interesting to see what happens in that space.

Road Metals are developing new purpose-built 3000 sq m head office premises on State Highway 1, just north of the North Oamaru Business Park. Kiwi Concrete will move to the new site, and combine its operations. Road Metals still regards Oamaru as their home, with 50 staff there, and operations in Christchurch, Twizel, Kaikoura, and Central Otago.

While retail has been impacted there are relatively low vacancy rates and there is expected to be an increase in population and tourist spending with the international border opening later in the year. This will give a boost, creating a lift in overall business activity. However high inflation rates and rising interest rates will reduce the level of disposable income and impact on spending habits.

Oamaru and North Otago are weathering the Covid era due to the strong farming sector and resilient local manufacturing.
