Nothing about the Rural Real Estate market in 2023 is business as usual!

Welcome to our latest Property Brokers Rural Outlook; we have some excellent properties on offer to the market, and we have high conviction they will be successfully sold, despite the economic and ‘actual’ headwinds that continue to be such a feature of 2023. This summer is not likely to be forgotten in a hurry, notably because it never arrived in the North Island and, at the time of writing, has yet to leave the South.

Having been part of a leadership team that led the earthquake responses with FMG, if there is one thing I know for certain, it’s our genuine human capacity to work through the issues, and get through the other side of these events. We all have the ability to find that extra low gear when we really need it. And we really do need it just now. On matters of real estate, specifically rural real estate, our Rural Outlook publications in both Spring and Autumn are our flagship promotions, campaigning our vendor’s properties from the far north to the deep South. They also reflect our opportunity to provide a ‘stock take’ on what we see in the market and note the key drivers.

I’ve been contributing to that conversation for the past five years, seeking to reflect the views of our team and the conversations we are having with our clients whilst noting the broader influences impacting our primary sector.

As more time marches on, we’ve got less preoccupied with worrying about if we’re talking the market up or down, we now let the numbers do that, and instead, our focus has been on what seems like a market outlier, trend or impact.

This time last year, we took extra steps to suggest the window available to sell Hill Country looked like the most significant market distortion opportunity in 40 years of rural real estate. We also highlighted in 2020 that dairy farms looked significantly undersold and represented excellent value as the market limped along with 150+ dairy farms sold that season and a median value of $32,600/ha.

To try and provide a perspective on what is actually happening right now, is probably the most challenging commentary to make in the last five years. Hence, I’ve asked the team across key regions (they are all key!) to provide their perspective, to try and emulate what I catch up with, getting around on AirNZ ATR’s burning up the carbon as I do.

For those who want the executive summary and the headline numbers, we can confidently say the market is back a third on last year’s Spring/Summer period, both by number and value of sales. Dairy, which has such a strong influence on the underlying value of the rural property market, is back $310m (-35%) in sales for the seven-month reporting period to the end of January 2023. However, the median price is holding both nationally and regionally on last year’s valuations. Hill Country sales similarly, while back by number, values per hectare have held up, but there is a lot of uncertainty now about how long this will continue. Horticulture valuations have been robust in recent years. Still, the consensus is that valuations are past 12 o’clock and likely to reset this year significantly. That view predates the recent cyclone devastation.

If there was ever a year to talk to my team, this is it. Quoting national median prices is likely to serve you poorly.

As you read the regional reports, you will quickly establish that it’s mainly the tier 1 properties that are selling and flattering the median price, particularly for dairy. It has not been a full clearance in the market this season.

If record-keeping and consenting processes are ambiguous (there are probably less flattering descriptions), buyers continue to discount properties at levels unacceptable to vendors. On past trends, this stand-off could go on for some time, in fact, years. Hence we continue to provide as much vendor support as possible, linking subject matter experts well ahead of time to bridge the gap in terms of understanding and the value gap created.

Our clients have access to a swathe of economic reports, but in the spirit of pointing out the outliers, the current successive increases in the Official Cash Rate are right up there (refer chart). The speed of these increases and their impact has yet to register in Wellington. But it’s had a significant impact, moderating the risk appetite of buyers. The strong commodity cycle has assisted confidence, but nothing trumps doubling the cost of borrowing in less than 12 months combined with a squeeze on operating margins across the entire sector. In our business, property sells either on the way up or the way down of the cycle. The fundamentals of our primary sector are powerful. These are not words; they are facts, as our primary sector is still forecast to contribute $55 billion to NZ exports. Our job is to establish a willing buyer and willing seller. In our experience, if the buyer is not at a level, given the underlying strength of the sector, particularly pastoral, things don’t sell, and buyers historically have missed real opportunities to capture value.

To close where we started, this is not a normal year. Getting advice and understanding what’s happening in your district has never been more important. Our pick is those buyers who step up this year at realistic levels for properties outside the dress circle locations will be rewarded over time. Our industry was built on challenges. That’s what created the opportunities.

Market update

While weather this season has been less than spectacular for everybody, underlying market growth expectations for kiwifruit look solid. Interest rates are having an impact on the sector, too, and it seems to be a case of time and place in terms of where we are in the cycle.

On the flip side, those B and C class properties, particularly those with contour or compliance issues, have attracted little interest and vendors are having to adjust their expectations if they are motivated to sell.

There has been a shift from agri bankers and their willingness to support farmers to grow or change their business, but in general there is an underlying lack of confidence in the agricultural industry currently, and people are adopting a wait and see approach.

However, the fundamental drivers for the sector look to be as solid as they have for a long time. There is less food available globally and I would like to think commodity prices will lift further.

The horticulture sector is facing its own battles and kiwifruit is the big name in the Bay of Plenty, typically Gold variety. The 2022 season was a difficult one for growers in terms of fruit quality and being able to get fruit off the vines. For Green growers, costs have gone ahead of the payout.

There are headwinds in the industry, but it is worth noting that when land values surpassed $2 million/ha, prices were driven by a development phase. Values have come off the dizzy highs and are sitting at levels more related to profit now.

Realistically, the market has come back 2530% from the peak about 12 months ago. We are seeing a rise in vendors checking the pulse of the market. There is a lot of activity, and we anticipate an increase in the number of orchards available this season.

The Property Brokers team completed over $50 million of sales in Bay of Plenty kiwifruit orchards in the last season and the outcomes have been great. The industry may be battling a storm at the moment, but it has a bright future.

In Northland, we are still seeing a number of farms exiting the dairy scene and quite a bit of activity with forestry and carbon. With its port, the North may have longer to run on that front than other regions. There is high attrition from dairy supply either going to beef or forestry.

The port is a key driver for the North, and forests within 100km of the port represent money in the bank for forestry.

Market update

It’s old school, but you can’t sell a secret at the moment, and the tables have turned somewhat in that we have the listings, but we need the buyers. Forestry has underpinned our market for the last six years and, while forestry continues to operate, there is a reduction in forestry interest currently, even prior to the Cyclone. This presents a perfect opportunity for pastoral buyers right now, noting in the aftermath of recent weather events, expanding operations probably hasn’t been to the top of the list. However, the best buying opportunities often coincide with challenging circumstances, it just seems to be the way it goes.

There have been 21 farms (20ha+) sold in the Tararua this year compared to 43 last season. Obviously, the 21/22 period was a reflection of the lower interest rates and farmer confidence to transact on all land classes, including the deconversion of six operational dairy farms to finishing. Grazing to forestry conversion has played a large part in the Tararua market, especially on our eastern hill country, with three sales in each period. Forestry interest continues to be mainly New Zealand-based entities, with our distance to port excluding most OIO purchasers.

We have seen that properties that have been well marketed and presented to purchasers have still attracted interest and sold at similar values to the previous season.

Parts of our region have felt the impact of Cyclone Gabrielle’s wrath, particularly those in the eastern hill country, where farmers were already dealing with a tough 12 months, due to higher-than-normal rainfall and saturated ground. Solid investment in roads and infrastructure will be required to give buyers confidence in these areas.

Our Tararua team have numerous properties currently under campaign, with interest from both local and further afield purchasers. Waiwera Station, which was marketed by our Pahiatua branch, received excellent interest, with a total of 13 individual parties looking over the property, which was sold to a relocating family from Tolaga Bay.

Market update Canterbury

The market is discounting farms with uncertain consents or poor compliance records, and farms in second-tier locations are proving more challenging to move at last year’s prices, given the squeeze on operating margins.

This has reduced the buyer pool for properties offered to market, with one or two genuine buyers operating at tender or auction as the new normal.

Buying interest has ranged from wellestablished local operators to renewed interest from out-of-town buyers. PB has completed several transactions this season where the buyers have originated from the North Island.

As always, quality rural properties sell well, no matter the market forces at play, and this has been clearly evident over both spring and summer with Canterbury rural real estate.

Well-located dairy and dairy support properties with irrigation, land-use consent and quality infrastructure have been met by strong market demand.

Season to date has seen 11 dairy sales for $106m, back a third on last year, but the median price per hectare is still holding at $49,000/ha both this season and last.

All Canterbury rural sales (20ha+) season to date are back a third at 75 sales, season to date on last year (109). However, the median price has strengthened at $39,000/ha, reinforcing that quality properties sell at full value in the Canterbury market.

The arable sector has experienced a muchimproved harvest, helping confidence there. Arable land values are still typically below what is being paid for dairy support. This reflects land use compliance constraints rather than any lack of demand for quality arable land.

Enquiry for sheep and beef properties continues to be strong across the region. Weakening schedules, a softening commodity outlook, and higher interest rates will likely weigh on this market over the second half of this year.

Looking ahead, it is hard to envisage the current pressures on the rural land market changing in a hurry, and we probably should consider this the “New Normal” for buyers. So as buyers seek to gain a competitive advantage over the rest of the market, we should anticipate the due diligence and extended timelines to conclude contracts with vendors.

Southland Market update

Those with steeper contour and a more outlying location have been a challenge. Demand for high quality, well located horticultural land is very strong and selling at premium prices.

We also have demand in the larger scale sheep and beef market, and like other areas, values have been underpinned by forestry up until now, with prices in the range of $10,000 to $13,000/ha. Whether these prices hold is a matter of wait and see.

Those strong sales included five Tier 1 dairy farms. Selling in this tight market has been an exceptional result for our vendors, and it is pleasing to note that these properties have held their value, selling for between $42,000 to $48,000/ha. The balance of sales being a mix of dairy support properties and sheep/beef.

The dairy support and grazing market is essentially a two-tiered market now. The new land use regulations require farms that have no history of grazing dairy stock during the ‘reference years’ (2014-2019) to apply for a consent from Environment Southland. Those with a proven history and of easy contour are in demand and selling well.

In Southland, we face the same headwinds as other regions around obtaining credit, rising costs, and environmental compliance. For the experienced agents, this is nothing new, we have been here before, and we know the market will continue to transact and good buying opportunities will be present.
