Lance Judson Commercial General ManagerDespite what all the doomsayers and naysayers are saying, Commercial, especially in the provinces, is going gangbusters. In fact, Property Brokers has had a strong two months of Commercial sales in March and April! Sure, development funding is tight, there is a shortage of trained and experienced staff, and there is nervousness in the sector. However, deals are still being transacted, specific sectors are growing, businesses are still needing bigger and brighter premises, and the new way of doing business post-Covid is being embraced.
In a recent blog called “The Bust Cycle,” I highlighted stats from the Ministry of Business, Innovation and Employment (MBIE) regarding the number of construction businesses that have gone to the wall from August 2022 to January 2023 - 183 in fact. However, contrary to this, MBIE noted in their 2022 State of the Building and Construction Sector report that “three-quarters of business owners or managers were confident their businesses would still be operating in two years time, with most having plenty of work for the next 12 months”.
Some of the reasons highlighted for the increased number of liquidations recently include easy credit from the Covid era drying up, the cost of materials increasing and the shortage of skilled labour, meaning not only labour shortages within the industry but projects getting behind schedule. This was again highlighted in BDO’s recent report “Beyond Boom and Bust”, where they found that there was plenty of work on. However, 80% of respondents stated that a labour shortage was their biggest challenge. The report found that rather than turn down work due to a lack of labour and materials; businesses were taking longer to finish projects, with only 12% completed on time over the past six months. This, of course, has flow-on effects for the likes of tradies, suppliers of scaffolding and cranes having to remain onsite longer, not to mention cost overruns and penalty payments.
The lack of supply of quality industrial land and product will ensure the industrial sector remains strong in the foreseeable future.
The same can be said for office space. A flight to quality space and hybrid flexibility is resetting the benchmark for what is acceptable to tenants and what is not. Many businesses are now looking for efficient floorplates, flexibility and intuitive fit-outs, with a focus on green builds being the order of the day.
Employee well-being is a key focus for businesses wishing to attract and retain staff. Buildings with gyms, cafes and childcare facilities are becoming more common as workers demand more employee-sympathetic spaces and work environments. B-grade buildings, unless they’ve undergone substantial refurbishment, are struggling to be tenanted, with the void between primary and secondary demand growing.
Its always nice to end a report on a positive note, so here are a few positives:
• “We expect the APAC region to outperform all other markets in 2023. There are significant headwinds in Europe and the US with real risks of recession. As a result, we think APAC will be a haven for property investments. As the debt markets stabilise and volatility fades, we also expect private equity to ramp up M&A activities through 2023.” Adam Woodward, Head of Office Capital Markets
• It looks as though interest rates are close to topping out, and a dip in rates could be on the cards in early 2024
• Online industry monitor Eboss has reported that the cost of building properties appears to have plateaued, and costs may actually fall. This is supported by CoreLogic’s Cordell Construction Cost Index (CCCI), which reported construction costs rose 0.6% in the March quarter, well below the average quarterly increases of 2% recorded in 2021 and 2022
• There is a record number of long-term cranes on construction sites around the country – 157 across the seven main centres compared to the previous record of 150 in the first quarter of last year.
• Ongoing tenant demand in industrial properties has seen vacancy rates at historic low levels despite a softening economy, rising interest rates and strong development activity.

Any investor worth their salt, no matter whether they follow the property market or the stock market, will tell you that when it comes to making or protecting wealth, you have one key ally: diversification.
Diversification comes in all shapes and forms and is a mechanism to manage risk and optimise returns. In its grandest form, it will see investors spread their money across a mix of sectors, industries and asset classes. But the principle applies equally within specific investment classes.
As a property fund manager, we use diversification as a tool to build robust portfolios. For our larger funds, this is primarily through providing exposure to
different asset classes and geographies. Quality buildings will always offer their own protection against risk by attracting quality tenants. But the performance of individual sectors within the commercial property realm is influenced by wider social and economic trends, which means there will be times when certain asset classes outperform others.
For example, two years of a global pandemic have reshaped the way we work and the way we shop, which has a had a profound influence on our three main commercial property asset classes: office, industrial and retail.
The industrial sector, and in particular the logistics sub-sector, has emerged as property’s star performer - and with no obvious headwinds to face despite a changed economic outlook, this seems set to continue.
This has seen us recently add three logistics properties to our largest property fund, supporting long-term performance but also enhancing the fund’s defensive qualities against the shorter-term impact of inflation.
Gain within the logistics sector reflects the pain being felt by more traditional retail as our shopping habits have moved from the physical to the digital space. This is not to say that COVID has killed our retail sector – in fact, suburban retail has performed particularly
strongly through a movement to stay local – rather, city and destination stores need to find ways to adapt to a rapidlychanging world. And they will. But in the meantime, a diversified fund will offer investors protection from these retail headwinds.
Diversification can also be achieved by looking outside of the three main commercial property sectors. In New Zealand, we now have a growing ‘alternatives’ sector, covering the likes of retirement living, build-to-rent apartments and early childhood education centres.
Each of these three subsectors is growing based on evolving social, economic and demographic trends – and they now offer opportunities for property fund investors to access sustainable returns with a managed approach to risk.
Again, underpinned by the foundation of a quality property, we see the early childhood education sector as fundamental to New Zealand’s economy. Parents across the country need to work to cover the mounting cost of living, and they rely on these centres to do so. Through PMG’s Direct Childcare Fund, PMG owns centres from Auckland down to Invercargill, and will shortly be adding to this geographically diversified portfolio to take advantage of a robust, sustainable sector.

Bay of Plenty
Despite the adjusting market, owner-occupiers remain keen to buy, and we are experiencing increasing interest from tenants.
Enquiry is strong at Tauriko Business Estate and primarily comes from a variety of small and medium-sized businesses (SMEs) either relocating from out-of-town or older industrial areas or those who have outgrown home-based businesses and wish to move into small industrial units. The proximity to the Port of Tauranga and the arterial roading network means the Estate enables businesses to get their products to market more efficiently.
Tauriko is a hub for both SMEs and globally competitive businesses. Late last year, the Property Brokers Tauriko Team surveyed 100 clients (Tenants and Landlords). Approximately 60% stated they have some connection to the Port of Tauranga, whether exporting or importing. Tauriko is in a unique bubble. The proximity to the Port, plus the commencement of the Kiwifruit season (picking and exporting), major developing road networks, groundwater capacity for a manufacturing process, economic benefits and job opportunities are shown to be key reasons for choosing to build, buy or lease in the Tauriko Estate. In the CBD, retail leasing still struggles to get back to pre-Covid levels. Businesses valiantly continue to trade, and many landlords have to make concessions to keep tenants in their premises and financially afloat. This is a theme played out in many other cities nationwide.
Waikato
The commercial property market in Waikato is currently experiencing stable yields ranging between 6.5% to 8.5%, property and location dependedent.
The region has seen an influx of new projects and infrastructure developments due to the improved connectivity and reduced travel time between Auckland, Hamilton and regional Waikato/BOP. Industrial development at the Ruakura ‘Superhub’ and Hautapu Industrial estate continues to surge ahead and attract many national and international brands to the region. Further afield, South Waikato has seen significant commercial and industrial development in recent years, with Tirau, Putaruru, and Tokoroa being key locations for businesses to establish themselves.
The region’s strategic central location, with easy access to major highways and ports, has made it an attractive destination for businesses looking to expand or relocate. The area is also well connected to major cities like Auckland, Hamilton, and Tauranga, making it a convenient hub for transportation and logistics.
Lease vacancy rates across Waikato have been relatively low, with demand remaining strong in critical areas such as Hamilton and Tauranga. The retail sector has been performing well, with new commercial spaces being leased quickly due to high demand from businesses seeking prime locations. Industrial spaces are also in demand, particularly for logistics and distribution centres. Overall, the commercial property market in the Waikato region is experiencing steady growth and stability, thanks to a combination of new developments, strong demand, and a diverse local economy.

Similar to Hawke’s Bay, Gisborne has also been impacted by Cyclone Gabrielle. Although there were flood damages to several properties and crops were destroyed, there is some good news to share
Despite the phone and internet services being disrupted for about a week, seven engineering companies worked together to restore the main water supply pipeline from Mangapoike Dam in just five weeks.
This teamwork was unprecedented and worthy of praise. Moreover, Kuru Contracting, an East Coast forestry roading contractor, built a road through neighbouring lands in just a couple of weeks, which restored access to Tokomaru Bay which was completely isolated due to destroyed bridges. Furthermore, Eastland Port has successfully contracted a coastal container shipping service to the south, overcoming a significant transport issue.
Although the sales momentarily stopped during and after the Cyclone, the commercial portfolio is gradually coming back to life, and the inquiry level has increased from 5% to 8%. Although bank mortgage rates are not helping investors, Gisborne is still in good heart, and the district is pretty much back to business as usual.
Hawke’s Bay
Despite the recent challenges faced by the Hawke’s Bay region, there are still some positive developments to report. Although Cyclone Gabrielle caused devastation to the area, the community is coming together to support one another through this difficult time.
While many businesses have suffered, seeing the Mission Hills development progress is heartening. The first stage of the development is already underway, with 184 sections of the 800-lot development being developed. This will create job opportunities for locals who have been adversely affected by the Cyclone and provide new housing options for those who have lost their homes. It’s important to remember that although the road to recovery may be long, the community’s resilience and determination will help them overcome this difficult period.
As the saying goes, “no matter how long and dark the night is, the sun will always come up in the morning,” and the Hawke’s Bay community is showing that they are ready to face whatever challenges come their way.
Whanganui
There is a positive vibe in the Whanganui industrial precinct, with several new factories being built, both tilt slab and steel buildings.
With a minimum area of 300 m2, the demand for sheds to lease continues, with business trades and other industry sectors looking for storage space.
Lease rates currently range from $110 to $120 m2 net for high stud sheds, with smaller units leasing for around $130 m2. While there are insufficient sales to show a definite trend, cap rates are expected to rise 1-1.5% from last year’s levels for solid, well-tenanted properties. Bare land sales range between $250-$340 m2, depending on location, while new, fully serviced sections within the industrial parks range between $260-$280 m2. There is a need for large industrial warehousing in Whanganui, with demand completely outstripping supply.
We have seen both auction and tender campaigns be very successful in the Whanganui Commercial market recently. These campaigns allowed a strong marketing showcase of the properties, resulting in high interest levels.
Manawatu
The big talking point in Manawatu recently has been the sale of the old Post Office building on the Square to Auckland developers Safari Group. The deal brokered by Property Brokers Lance Judson and Kevin Carian will see Palmerston North get their first 5-star hotel and much-needed conference centre, a health spa, gym, retail spaces, and a large office building at the rear of the site.
105-112 The Square had been for sale for many years with different agencies. It is a landmark property within Palmerston North but, over time, has become rundown and derelict. Built in 1905, its heritage status meant significant strings were attached with daunting requirements, including protecting its street-side façade for any developer wanting to develop the site.
The Vendor of the property was an Auckland based investor, and after building rapport with the owner, Property Brokers were given the exclusive right to sell the building.
The key was finding a developer who could take on a project of this magnitude, and one of our team had such a contact - Safari Group. Safari Group are Auckland-based developers with vast experience refurbishing and redeveloping heritage buildings. To “sell” the concept to Safari Group, getting them to the city was essential, not just to look at the building but also at what Palmerston North had to offer.
Safari was very excited about the building, and now an 86-room, $50 million prestige Tryp by Wyndham Hotel is set to breathe new life into the old post office building on The Square from 2025.
Kapiti-Horowhenua
The Kapiti-Horowhenua commercial market can be viewed as part of the Greater Wellington Commercial market. With the exception of a few bright spots,
It faces the same economic headwinds and, over recent months, has deteriorated with a resulting mismatch in buyer and vendor expectations. Sustained interest rate rises, pessimistic economic forecasts, and the stated aim of the Reserve Bank of New Zealand’s Governor Adrian Orr to engineer a recession have combined to produce a widening gap between buyer and seller expectations on price.
This standoff in valuations combined with 10% or greater commercial borrowing rates has held back sales. Still, we are seeing vendor price expectations moving more in line with the market following a period of market-based evidence and vendor conditioning. This is good for investors with solid financial positions who can either take advantage of falling asset prices to increase the quality and size of their portfolios or simply ride out the present downturn and position themselves for a market recovery. When that occurs is anyone’s guess, but from previous cycles, we know the trough in the commercial market is temporary.
However, Kapiti and Horowhenua continue to benefit from the recent opening of Transmission Gully and the new Expressway that now links the region to Wellington via a continuous 4-lane highway. Several businesses have recently taken advantage of this significant transport artery and relocated from Wellington and Lower Hutt; others are considering such a move.
Small retail spaces (<100m2) with good foot traffic and visibility continue to lease well, as do industrial workshops and warehouses. Larger retail is struggling, however, and this can be seen in the vacant retail spaces available for lease in Otaki and, to a lesser extent, Levin and Paraparaumu
Canterbury
February was a reasonable listing month, with nearly 50 commercial properties listed for sale across the Canterbury region.
March was busier, with over 70, and April has been reasonably steady to date. With rising interest rates, we see buyers looking for a higher cap rate when they purchase, ultimately impacting prices. However, as with everything, good properties with strong tenants and good locations will always be sought after. Regarding leasing, April has been busy, with nearly 90 properties being listed to date, while March was extremely busy with over 300 tenancies going online which was quite an increase on February, which had just under 200.
Canterbury is ticking along relatively steadily, and there is still strong demand from buyers who see now as a good time to buy. There is still a good supply of industrial land around, providing stock for regular sales of smaller and larger parcels.
