Market update
Conrad Wilkshire General Manager RuralIn recent seasons, there has been clear data reflecting a significant upswing in rural sales. Reversing a constrained market from 2017 to 2019 as a result of a swath of environmental policy reforms, OIA rule changes, and regulatory pressure to deleverage rural debt. Our dairy sector absorbed the brunt of these pressures, highlighted in 2019 when dairy farm sales dropped to post-GFC levels despite significantly improving payouts.
So, where is the rural property market today? First, we probably need to consider the impact of current government policies and rising interest rates on our primary sector.
The most obvious is the current legislated ETS policy settings and associated forestry land use options for qualifying pastoral land. This ETS scheme has profoundly impacted the valuations of extensive pastoral land across the country; you have to go back to the mid-’70s and early ‘80s of the Muldoon era to find a comparable period of upward rural land revaluations. Back then, it was Livestock Improvement Schemes and Land Development and Encouragement loans, compounded by Supplementary Minimum Price Schemes, all of which was collectively capitalised into forward pricing of rural land that saw farm production assets grow at 20%+ pa. Noting inflation was running away at double digits over that period too.
The salient lesson for today is 1984, when the then Labour government deregulated the market almost overnight, rolling back all farm support, floated the dollar, and let farm interest rates rise to 20% p.a.
Consequently, pastoral valuations crashed by 1987. It was not until the government offered significant tax incentives in the early 1990s for new production forestry that pastoral farm valuations began to recover. Post-2000, it was the million hectares converted to dairy that had the most significant impact on sheep and beef land. Again, the DIRA Act of 2001 was the catalyst, resulting in the formation of Fonterra. On-farm sheep production has improved significantly since, and we export almost the same volume of lamb today (90%), with two-thirds fewer sheep compared to the 1980s.
This 2022/23 rural real estate outlook will be the hardest to pick in the last five years.
Forestry, it could be argued, has not been the enemy many perceive of pastoral farming as the competition for rural land underpinned farm valuations for decades, keeping loanto-value ratios in check. All ships rise on the incoming tide, and this current ETS policy has been a game changer for hill country farm valuations nationwide. But realistically, how long do we think this can last?
The ETS scheme is the most significant market distortion in 40 years, and it’s not going to last forever. The reason we can be so confident of this is quite simple: it was a government policy that created the ETS, and it will likely be a government policy that drastically alters it. We’ve seen signs already this year, as policymakers initially sought to make changes to various ETS forestry settings, particularly around permanent forests, which was then followed by a backdown. Mainly because the property rights associated with carbon sequestration are now much better understood by landowners, notably Iwi, who would have been significantly impacted, given the scale of their land holdings and the long-term stewardship view of their whenua.
However, the political drivers for a change in ETS policy have not gone away, and momentum appears to be building for a change from the current “plant and pollute” policy, as recently described by Climate Change Commission Chair, Dr Rod Carr.
Our view is the same as last season; this is a short-term ETS window for pastoral farmers and for those looking for a farm exit; the inevitable correction is likely to be significant; however, it probably won’t be a crash in values like 1987. Instead, there will be an adjustment where the volume of farm sales reduces significantly. It could take several seasons before vendors are prepared to meet the market again.
Nothing really drops, given a robust commodity cycle and improved production but equally, very little sells unless there is a genuine motivation to do so.
Pastoral sheep and beef farming is in good heart, generating record export receipts; none of this has come easy. Long run, these properties will continue to grow in value, but those contemplating an exit in the next 2-3 years might want to bring the family conference forward. This is the same advice as we offered up last year, but probably don’t wait for Christmas. Much of this will come down to confidence in the home team running the farm, labour constraints, and general frustration with bureaucracy and central government policy red tape. Recent hill country capital gains are without precedent. However, the current cost of borrowing will be a much more significant factor weighing on farmer purchase decisions. So, if forestry conversion slows as many anticipate it will, farmer-tofarmer transactions will have to reflect the significantly higher cost of borrowed capital.
All indications are that ongoing banking support for new rural loan applications continues, and the deleveraging of recent seasons, particularly our dairy sector, places our farmers and growers in a much stronger position compared to the last decade. Interest rate hikes will continue to bite, and some farmers I have spoken to recently are now paying double the interest costs compared to the same time last year. These interest costs, combined with double-digit on-farm inflation, impact the market. For the month of August, farm sales are back 30% on the same time last year, and the rolling 12-month average is back 220 farm sales to 1349 farms sold. Rural values, however, are holding up well, with the market overall up $486m to $4.5b, the best overall rural market result in the post-GFC era despite reduced farm sales activity.
Government policy constraining RSE schemes has hit horticulture production hard and hopefully will improve soon, but it all appears very slow with more cost and red tape. Kiwifruit orchard sales are likely to come off recent seasons ‘momentum buying’ as returns moderate and the real costs of operating rise. However, we continue to see genuine buyer interest for horticultural production systems but expect to see some adjustment in valuations on last season to complete sales.

This season the geopolitical risks, knockon impacts on supply chains, and an international energy crisis all speak to strong inflationary pressures continuing, not to mention pulling back record monetary policy stimulus packages in response to the global pandemic. While inflation is never welcome, historically, our farming sector assets have performed well over these periods; the real value of the debt is devaluing, and the ‘cost of food indexes’ tend to follow the inflation cycle. Hence farmgate returns tend to track up, and inevitably these returns are capitalised into farm asset values over time. This current season the discipline of anticipating buyer information requirements will be a prerequisite to concluding contracts, ensuring they have complete confidence in the representation of the property.

Embracing the unconventional

He leads a company that’s put a market garden in the middle of a Mid Canterbury dairy farm, placed half of it in regenerative farming, and lets their staff choose their own flexible rosters.
Chosen by the judges as the winner of the 2022 New Zealand Zanda McDonald Award, Rhys impressed with his strong focus on a lower environmental footprint and the wellbeing of his two-dozen staff.
As the chief executive of Align Farms, Roberts leads a business with a peak staffing of around 30. A current trial of regenerative practices is running on one of the Align farms, with 148ha farmed conventionally and 148ha being farmed regeneratively.
“There are two vats, two herds, two everything, and we compare the data to get true and accurate data on the effects of low-impact farming - from milk production, grass growth through to profitability. All that data is shared on our website weekly.”
He said that the autonomy is what attracted him to Align Farms and is why they are still there ten years on.
Continuing, “For us, it’s about living by the values. We’ve been led by values from the heart around low-impact farming, being responsible stewards, and working together as one team for the betterment of everyone.
Praising his wife, Kiri, who’s managed the Align Clareview farm for the past five years for much of his development, Roberts said, “My wife is pretty critical with what I do,
and we do. She drives me pretty hard, and I couldn’t do half the things we do without the team here. You have to credit the team because they are critical.”
Some important lessons, such as dropping stock rates while improving per cow performance, are coming out of the trial. Others include the merit in diversifying pastures resulting in the reduction of N fertiliser. N can be reduced in a dairy system by increasing legume content and not simply relying on clover. The other is longer grazing rounds.
“We’ve got 20 years of conventional experience and 20 minutes of regen experience, so it should be more profitable. We’ve got some work to do there, but that’s what we’re about as a trial [to find out] what are some of the levers to pull to lift profitability.”
Roberts said staff wellbeing is important, and his passion for “future workplaces” has led to introducing a market garden and fully flexible rosters.
The market garden was established because of a vision within the business to supply its team with 60% of their diet onfarm, not just milk and meat.
The surplus is sold commercially in farmers’ markets, by eCommerce platforms, or through word of mouth.
Roberts said that the team were all on fully flexible rosters and could manage their own schedules, choosing shifts that suited them. That freed them up for about 1000 hours combined per year, which they reinvested in the community.
“At the end of the day, regen and sustainability are just words - we want to put some data around those words,” said Roberts. “And we’re seeing enough to keep us interested. If it wasn’t working, we wouldn’t be bothering with it.”

Confidence is high in the New Zealand dairy sector as global disruptions hamper its competitors’ ability to supply the market, and consumer sentiment increasingly favours pasture-based milk production.
The Situation and Outlook for Primary Industry (SOPI) June 2022 report forecasts dairy export revenue to increase 13 percent to reach $21.6 billion in the year to June 30 despite an estimated 4 percent decline in milk production.
Fonterra’s farmgate milk price hit a record number at $9.30/kgMS, excluding a dividend of 20 cents per share. And guidance for this season is still tracking at $9+/kgMS.
NZX Dairy reported August milk production has crashed 4.9%, and onfarm conditions remain tough across many parts of the country, with labour and input costs continuing to impact NZ dairy production this season.
Current New Zealand supply constraints will be closely followed over the coming months, notably through GDT trade results and futures markets.
All dairy product categories except infant formula are forecast to outperform their 5-year average in terms of export earnings. This increase in exports is driven by a reduced supply from key dairy exporting regions and firm demand for dairy from importing nations.
Strong export revenue comes in the face of headwinds, especially from rising farm input costs, labour shortages, high freight costs and ongoing supply chain disruptions.
Helping to navigate some of those headwinds is Farmlands’ Tim Bishell and his team. Tim, Head of Merchandise – Animal Nutrition and Health, says field staff are working with the dairy sector to plan ahead as much as possible to cope with these market dynamics.
They know the drill, with supply chain disruption now all too common. In 2021 one of the significant challenges was magnesium. Since the 1970s, when a deficiency was identified, supplementing dairy cows with magnesium in late pregnancy and early lactation has become routine on most New Zealand farms.

All was well until COVID-19 impacted import supply lines from Australia and China. Shipments from Australia were substantially delayed, and China, which accounts for 87 percent of global magnesium manufacturing, slowed output to a trickle in 2021 as part of its efforts to reduce domestic power consumption amid rising energy prices.
The solution this time is the same as it was then - Tim and his team are planning many months ahead and getting supply commitments for key inputs 6 to 12 months out. It’s not just price but certainty of supply as well.
As the international dairy market tightens, consumer expectations are rising, both around animal welfare and sustainability. This places New Zealand in a favourable position, with Kiwi dairy farmers already having the world’s lowest carbon footprint, due in large part to our pasture platform and productivity gains. Farmlands’ nutritionists and agronomists continue to work on supplements and forages that complement the pasture platform, optimising and balancing it at key times in the season.
Their feed formulations are then manufactured at FeedSafeNZ certified sites to ensure the highest quality and controls through the supply chain.
One trend Tim is seeing is the growing use of blends and pellets as part of a balanced feed plan. There’s a move away from using straight-feed commodities, such as PKE, to the more targeted use of customised blends designed to address specific nutrition needs across the dairy cycle. Energy and protein are invariably key factors; however, such feeds also allow for the precise addition of animal health requirements like vitamins and minerals.
Tim stresses that chasing production intensity is not the ultimate goal - that remains healthy, well-fed animals producing high-quality milk in a pasture-based system.
The June 2022 SOPI report also identifies our freshly-inked free trade agreement with the UK as a cause for confidence in the dairy sector. Tariffs will be eliminated over five years for butter and cheese, with substantial new duty-free quotas. Many other dairy products will also become tarifffree at entry into force of the FTA, expected this year, with the remainder over three or seven years.
Market set to operate at similar levels to last season.
New Zealand dairy sales continue to track on similar levels to last season in terms of the number of sales, 266 for $1.4 billion. The dairy median price/ha on a rolling 12-month to August 2022 period is now $41,700, which is 23% ahead of the same time last year.
We continue to see quality dairy listings coming forward this season. Supported with good inquiry, the cost of borrowing this season will be a key consideration for buyers and likely to moderate last season’s valuation gains. We believe the market will operate at similar levels to last season.
However, farms that don’t have their compliance processes well documented are likely to be discounted by buyers. We continue to work hard with vendors in anticipation of these market requirements.

with Mark Daniels, Farmlands Co-operativeThe Situation and Outlook for Primary Industry (SOPI) June 2022 report forecasts horticulture export revenue for the year ending June 30 to increase 2 percent to $6.7 billion. By June 2025 it is forecast to grow to $8 billion.
That optimism is underpinned by consumer demand for fruit and wine remaining strong despite COVID-19 disruptions.
While anticipating good export volumes of kiwifruit and wine for 2022, the authors noted the effect of bad weather on apples, pears and some vegetable production. Labour supply also remains an issue.
Farmlands’ Head of Horticulture, Mark Daniels, says good operators on good properties will cope with such headwinds and find a way through.
“It’s about sticking to the fundamentals of growing good crops,” he says.
He sees several factors pointing to growing horticulture exports. As the world’s population grows and food demand increases, discerning consumers are choosing food that is healthy and nutritious. Vegan and plant-based diets are on the rise. Breeders are developing varieties that meet modern consumer preferences.
The sector’s low carbon footprint and greenhouse gas emissions also give the sector an advantage over others, particularly livestock.
Innovations in automation, both in the field and in packhouses, are bringing efficiency gains as well.
Mark says these factors will contribute to the success of the combined industry and government plan that aims to lift horticulture farmgate returns to $12 billion by 2030. Progress with tariff reductions and free trade deals will be key to improved grower returns.
Since the report, quality issues in some markets with gold kiwifruit have knocked returns. Mark says Zespri is taking a robust approach to resolving the issues.
He sees a bright future for the sector, with Farmlands a key partner in that success.

Horticulture sales are likely to come off recent seasons’ momentum buying as returns moderate and the real costs of operating rise, though improved access to RSE workers this season will assist. Kiwifruit has had a particularly tough production year quality-wise; however, we continue to see genuine buyer interest, albeit more measured. While the underlying sentiment is still positive for horticulture, we expect some adjustment in last season’s valuations to complete sales across most orchard production categories.
