Buying Waterfront Property basic advice for smooth sailing

We are lucky to be surrounded by water in this region and those looking for waterfront properties have so many choices: lake, pond, or river front! Buying waterfront property is not exactly the same as buying non-waterfront homes. There are different factors to work with. One of the biggest is the question what potential use does the buyer want from their new property? Some prefer to just enjoy the beautiful view while others are activity minded and need their property to have very specific requirements. There are so many waterfront lifestyle choices to consider. Those that motor boat or sail, may require water deep enough at the shore to bring their boats in. They additionally, may need docks or the right to build docks without too many problems from the local authorities. Others might be kayakers or canoeing enthusiasts that could prefer a quiet body of water over a very active large body of water like Lake Ontario. Still others might want to step out of their house to fish in the trout stream gurgling by. Many lake front property buyers are looking for a home where they can enjoy our summer seasons by being able to step out their door into sand or stroll down to the beach for a swim or to provide a wonderful place for entertaining family and friends. Once the decision has been made regarding needs the process can begin. If a mortgage is required the first step is to consult with the loan officer regarding possible requirements a property may need to have in order to get the mortgage. Locally the mortgage process is no different than buying a land-locked home, with the exception of whether the property lies in a flood zone - which would require the buyer buy flood insurance. Luckily, we don’t have the problems of downstate - coastal exposure to hurricanes and Tsunamis, so there should be no issue getting basic insurance on a house, unlike with oceanfront properties. Flood insurance for a mortgage, is required if the house sits in a flood zone. FEMA runs the flood insurance program nationwide. It is possible to learn about flood zones and if properties are located in flood zones by going to the FEMA website at: http://www.fema.gov/national-floodinsurance-program. Pricing can be a factor, since often waterfront is expensive, especially on large bodies of water. Canandaigua Lake is one of the premier up-state vacation destinations and multi-million dollar homes are not unusual on this lake. Lake Ontario offers a multitude of pricing possibilities and may be more affordable for some buyers. There

are so many lakes, ponds and other types of water in our region, affordable pricing can be found, albeit, with some concessions on the part of the buyer. No matter the price range, serious consideration must be made of the property itself, not just the structures on the property. The real value is NOT the house, but the land! This is opposite from non-waterfront properties where the house is the most valuable part of the property. The location of the parcel is important. The closer to community, generally the higher the prices, with variables of course. Knowing about waterfront properties is a specialty and finding a Realtor knowledgable with local issues is important. They should know what restrictions are currently in place for the area you are considering, such as your are able to put up a sea wall or if it is forbidden by local ordinance. If they do not know, they should be able to advise you how to find this information. Some of the important attributes of water front properties are: View, Beach, Type of Lot, Closeness to Water, Privacy, Restrictions and Utilities. Buyers should keep this in mind when looking since these are the factors they are paying for. How is the view? Is there a view of the water? If there is obstruction, can it be taken away if so desired? Or, are there restrictions regarding cutting trees and brush away? A beautiful view is often one of the most important things to owners of water property, and will factor heavily into the resale of the property when the time comes. What is the beach like, if there is one. Does the house have a rocky or sandy beach. If buyer wants to swim, they usually prefer a sandy beach. They should find out if a beach front property has an HOA which manages the beach front, if not, they will be responsible for maintaining it. They will need to learn what local rules and regulations are regarding the waterfront. Also, buyers need to find out how fluid the shoreline is. Does it change,

drastically, due to erosion or silt deposits? Buyers should be very careful to make sure that the property they are planning to buy actually extends down to the water line, and if it don’t, what is the possibility that the land between the property and water could be sold off to someone who would potentially build on it? (If that were to happen the “beach front property” is no longer and will significantly devalue!) In some communities the beach front is publicly owned and will not be sold off without first right of refusal going to owner of the property most close, in other communities the beach front is part of the property. Is the beach level with the house or located fifty feet below, and a walk down a set of stairs alongside a cliff is required to access it? The harder it is to access the beach, the less desirable the lot would be, with some exceptions. A Realtor would be able to explain those exceptions since they are always unique to each property. Keep in mind if the beach is not easily accessed, as owners age they may find it more difficult to enjoy their property. Also, if young children live at or visit a cliff side house, there are potential hazards for them too. Closeness to the water is important for waterfront property. If a house is a good distance away from the water, this will affect the value of the property to some extent, in degree to how the water view is affected. If completely obscured by distance or trees, the less like a waterfront property it seems. Many waterfront properties have no privacy. If buyers want privacy their search will probably take longer, but is not impossible. Keep in mind privacy is dictated by the amount of water frontage the property has and where the house is built. The yardage of waterfront will most heavily dictate price. If a property has lots of waterfront as part of the deed it is more expensive than a property with a narrow frontage and deep lot. So privacy, on the waterfront, comes with a price.

While restrictions are not an actual attribute of a property, they are equally important in that they shape the use of the property. For example, if there are no docks allowed on a waterfront, then a serious boater might to chose to by pass a certain property. It is crucial potential buyers learn what conditions, covenants or restrictions might be part and parcel with the property, prior to putting an offer in, or when writing an offer make it a contingency that they be able to opt out if they find out there are restrictions of use that do not fit into their plan. This is why it is important the Realtor be familiar with water front properties and how to buy them. They will be able to advise the buyer how to protect themselves. The buyers attorney is another layer of protection for the buyer and should be an established Real Estate attorney to best advise them, prior to writing the contract. If the buyer is envisioning making changes to the property the attorney should be able to research rules and regulations for them to make sure these are changes that would be allowed. Additionally, the potential buyer could also consult the local zoning board for more information. If there are potential changes, the buyer must research prior to buying! Utilities are not uniform for beach front properties since often they are not connected to public sewers or do not have septic allowances. The buyers should know up front how they will obtain their water, heating fuel, electric, even cable or internet, as well as any additional costs that can arise. Proximity to established communities will influence what utilities are available for a property, never assume the utilities are the same as an adjoining suburb or town! Lastly, the house! The type and cost of the house are personal preference. What is important though, is that buyers understand that houses on the waterfront are more exposed to the elements and will be more costly to maintain. In our area, often waterfront properties see more ice and wind damage than homes in the same area but inland. Buyers should determine if the home is insulated against our cold weather factors since often lake frontage is colder and more extreme. Notice, this article barely touches on buying the house and what to look for - rather everything but that! Waterfront property is it’s own specialty in real estate and must be treated accordingly. How Long Will It Last? As home inspectors and engineers one of the most common questions we are asked is how long a system or component in a house will last. Without being specific to any brand or type, here is a general guide to the average expected lifespan for these components.

Furnaces The most common type of heating system in our area is a gas fired forced air furnace. The life expectancy of a furnace will vary depending on the quality of the unit and how well it is maintained - much like a car. Higher quality cars that are well maintained end up providing more worry free miles. Even a basic brand of gas forced air furnace should last at least 15 years if it is well maintained. Average-to-good quality furnaces should provide 20-25 years of useful life.

Boilers Hot water boilers are also common heating systems in our area, and to a lesser extent, steam boilers. As with furnaces, the quality and materials of the unit and the frequency of routine maintenance can affect overall life. On average, boilers tend to have a long lifespan. Thirty to forty years is not unusual. It should be understood that many heating contractors will push for heating system replacement based strictly on the fuel savings that may be obtained by installing a

new and more efficient unit. It is our experience that it is difficult to justify replacement of a working furnace or boiler based solely on fuel cost savings. We have found that the cost of replacement is such that the “payback” from fuel savings tends to be relatively long, but this can vary widely.

Air Conditioners A typical residential air conditioner will usually provide 15-20 years of reliable service. Once again, proper routine maintenance will result in a reliable and long life. The number of run-hours also has an effect. If the house is in the shade, the air conditioner might not run as often and it can last longer.

Heat Pumps Heat pumps are essentially air conditioning units that work in reverse. They provide both heating and air conditioning. Their life expectancy is shorter than air conditioning units because the number of run hours is significantly higher. Average life of a heat pump is closer to 10 to 15 years.

Water Heaters Residential tank-type water heaters usually last between 10 and 15 years. Unlike furnaces, routine maintenance is less critical; especially with homes on a good municipal water system. Hard well water can adversely affect the life of a water heater, making it much shorter.

Driveway Sealing Alert don't fall for the con

Carmen Santora, Executive Director of the Better Contractors Bureau is warning consumers contemplating having their driveway sealed that there are contractors in our area, some from out of state, using unscrupulous tactics when sealing driveways. Santora says, “The usual rule of thumb when sealer is mixed is, for every 100 gallons of sealer 30-40 gallons of water should be added. The scam artists are doing the opposite and in some cases we have been told that some are mixing as little as 10 gallons of sealer to 100 gallons of water.” In reality all you’re getting is black, colored water that will wash off with a good rain. In one such case a complaint was made saying that the contractor the victim had hired was practically chasing the sealer down the drive way, that’s how much water was in the mix.

The homeowner said he went strictly on price and he should have known better when he paid $45.00 after getting two other estimates for $95.00 and $112.00. He also forgot that when he did his driveway a few years back that it took 4 five gallons pails at approximately $18.00 each along with having to buy a broom/squeegee. His overall cost to do the job himself had been $76.00 for materials alone. Consumers should watch out for special so called deals and especially watch for out of state license plates. One of the most common line used by these con artists is “I’ve got some sealer left over from another job and can give you a really good price”. Don’t fall for it. Remember, a good driveway sealer contractor will blow off the entire driveway, use a weed eater on the edges, cover the sidewalk between the truck and driveway to prevent acciden-

tal spillage from a storage tank and barricade the entrance when finished. Contractors should also carry liability insurance in case of damage to your property, such as splash-over on your garage door or siding. Remember the old saying “you get what you pay for” and know it really applies with driveway sealing. The Lake Look We live in a truly beautiful and scenic area of the country and to say that we have water property in abundance is a reality many communities just wish for. We enjoy Lake Ontario of course, the many adjacent bays, the five major Finger Lakes and the five minor Finger Lakes, the Erie Canal and several man made smaller lakes. If you have always dreamt of owning a lake house or a beachy getaway, but that reality is not within your budget this year, here’s how to get the look without the lake. Let’s decorate your home as if it is by the water’s edge, starting with the exterior. If new siding is needed on your home, think shingles. There are wood shingles and others made from materials that look like wood, but have zero maintenance. Gray would mimic the subtle salt water stained

finishes of a Cape Cod home, use any shade of gray. Use wide white trim, and white framed windows. Plant, in a natural fashion, grasses around your home. Use climbing roses on an arbor. I would select a pale pink or white. A pair of white Adirondack chairs on the porch will add that finishing touch to the exterior. Select soft white paint for the interior trim and the walls could be soft white, natural sand shade or the palest shades of blue and greens. Remove heavy window panels and outdated valances. Yikes! I have seen valances in rooms that date back to 1982. Look for window treatments that are light and airy. They could be simple cotton panels or matchstick blinds. If your ship came in, invest in interior plantation shutters. If your sofa is a solid color, good for you, you

have just won decorating points! Lighten up the sofa with new toss pillows. One popular on line company offers many pillows with designs like shells, shore birds and wide stripes. Perfect on your sofa for a lake look. Even if your coffee table is a dark stained wood, lighten it up with a beach coffee table book or a bowl fitted with sand and shells. Remove your wool area rug and look for one made of sisal or seagrass. They are very inexpensive and can be found even at the big box stores as well as on line. If you have extra rattan chairs on the porch, bring one or two inside for summer. Give them a lift by spraying them white or cream and add new cushions. When looking for accessories, anything reflective will work. Glass candle sticks, silver photo

frames, and mirrors to hang on the walls. If purchasing new furniture, white is the answer. A worn white finish on a kitchen set or headboard is very easily painted at home. Just paint white then sand off lightly and keep repeating the process until you have achieved the look you desire. Having your house feel and look like a beach house could be your summer project.
