Mortgage Bankers Assoc., Genesee Region - The second quarter of 2013 ended with spikes in mortgage rates resulting in the highest levels in almost two years. The average rate for a 30-year, fixed-rate mortgage was 4.51 percent for the period ending Q2-2013, up from 3.56 percent in the year-ago period. The last time the rate was that high was the last week of July 2011, when the average interest rate was 4.55 percent. Meanwhile, the average rate for a 15-year, fixed-rate loan was 3.53 percent. That compares with a rate of 2.86 percent a year ago. “June’s strong employment led to more market speculation that the Federal Reserve will reduce future bond purchases, causing bond yields to rise and mortgage rates followed,” said Frank Nothaft, Freddie Mac’s chief economist, in a statement. He added, though, that minutes released from last month’s Federal Reserve monetary policy meeting indicated that the Fed wanted to see more improvement in the labor market before slowing bond purchases. Overall market conditions in the Greater Rochester area continue to improve and are in balance. Expectations between buyers and sellers have narrowed. Pockets of our fair City are experiencing high demand creating a ‘Seller’s Market.” Homes that are priced competitively and in good condition continue to sell well within reasonable cycle times. help your Realtor price your home right Right out the gate, properly pricing a property is crucial for not only a quick sale, but also a sale that will bring in a fair market value. Sometimes sellers, and or, their Realtors chose an incorrect price point. There are many reasons, among them are; the seller may have insisted that they would only list with an agent that agrees to represent them at a certain price or an agent might have offered an unrealistic price, planning to get the owner to reduce after a period of time - just to get the listing. Sadly two things occur when a property is poorly priced: 1) No one comes to see it or 2) If people do come to see it, there are no forth-coming offers. I gauge the success of pricing on how many people come to see the property in the first two weeks of listing. Usually interest in a property peaks during the first two weeks on the market. Pricing a home for sale can be one of the most difficult parts of taking a listing, (and not because the agent does not know how to price properties!) It is the agent’s job to price a home accurately. A smart agent knows pricing right leads to a sale, and avoids wasting time. Often sellers have pre-conceived ideas of what their property is worth, and when the desired price is unrealistic, it is up to the agent to educate their seller. This can be difficult because some sellers often do not believe, or want to believe what is being told to them by their agent. This scenario is one of the most difficult to deal with as a Realtor. Some Realtors, who are busy or value their time, will refuse listings when owners refuse to take their advice. They know that the property will not sell at the wrong price and showing it is a waste of time. Others may take the listing and just leave it a lock box instead of personally showing the property, hoping that eventually the owner will see the light of day and agree to the right price point. Experienced Realtors know, have learned through the school of hard knocks, that sellers who do not believe the recommended price is right and insist on something else (generally higher), are often the most difficult to deal with. Agents have learned that these sellers often believe that they personally know more than the Realtor, and will refuse to take whatever advice the realtor offers. This behavior continues later on if and when offers do come in, as to determining which are good and reasonable offers. Sellers that “know” more than the professional, often make the experience less than agreeable. Experienced agents know what they will hear when a property does not sell at the
price insisted upon by the seller because according to the seller it is ALWAYS the Realtors fault… “the Realtor did not do enough to promote the property”, “they did not show it right”, “did not hold enough open houses”. The list goes on and on, and the seller gets another Realtor. When I was a novice sales person, I let the owner of a home bully me about price. My CMA came in at $115,000. She insisted it be listed at $125,900. I managed to get her to drop down (in increments) to $119,900 but that was not where the asking price should have been. Eventually the listing ran out and she did not re-list with me, claiming I did not promote the property well enough. Imagine my outrage after all my hard work, to learn that she listed with someone else... at the price point I wanted originally!!! And guess what, the property sold for $112,000, just like I told her it might, with far less promotion than I did! I learned several things with this deal. One was not to allow a seller to bully me into working with an unrealistic price point and the other, that this happens to all Realtors at some point in their careers, it comes with the territory. It just happens less when a Realtor is smart and willing to walk away from a potential listing. Home sellers are often emotionally tied to their home and want to think it is the best and brightest property on the block. While this is sometimes the case, often the house is really average in comparison. Sellers usually peruse the internet and compare their homes to others that they perceive to be similar, that have sold. Sellers-to-be often use one of the on-line price estimators for their homes and derive their desired price that way. What they don’t realize is that often the comparisons used are inaccurate or just plain wrong. Coming up with an accurate price point is more complex than sellers usually imagine. Realtors are schooled in creating what are known as CMA’s. This is short for “Compar-
ative Market Analysis”. I am going to confess here, that when I first became a Real Estate Salesperson, I had the hardest time creating these. I was not confident in the method I was taught and eventually took a class offered by the Greater Rochester Association of Realtors, called “Pricing It Right”, taught by a bank appraiser from Buffalo. I learned how to properly select comparables and use them put together an accurate CMA. My CMA’s are usually dead-on now, and when doing them, I look at the property with a cold detached eye, without consideration of what the prospective client wants. Doing this does my client a favor if they are really serious about selling their property. When considering which agent to use for listing a property, Sellers should evaluate the price the prospective agents want to start at. If only two are with-in range of each other, there should be questions about the large variance with the third. Sellers should not pick an agent solely because they claim to be able to sell at a price much higher than other agents. The high balling agent should be questioned as to the hows and whys of the price. If they cannot give a clear reason as to why they were significantly higher, then they are suspect. Creating CMA’s are not always that easy, and no, we do not use data from Google, Zillow, Frontdoor and the hundreds of other services out there that purport to list accurate information. There are on-line services that will offer to calculate list pricing for homes. Typically there are large inaccuracies when using these services because the data used to create the price is often not properly chosen for analysis. These online tools are computer driven without knowledge of the area and cannot understand the unique features of individual properties used for comparison or how they may affect price. Realtors use sales data out of the MLS and even out of the tax record when necessary. They also use their knowledge of

the given area a property is located in and how that affects the sales price. Realtors have to consider many variables in the process of finding an accurate starting point for an asking price. I start with location, square footage and type of house as well as pulling data from homes sold within the last year. Regarding type of house, a ranch is not comparable to a split level or two story home, type affects which variables are used. I make adjustments on my initial search parameters, dependent on what I find. I usually do not consider number of bedrooms, since sometimes a room could or could not be considered a bedroom, and it would throw the count off. I consider the type of road the house sits on, for example is it a primary road? If it is, that really affects price. If there is a large enough selection, I begin to nit-pick. I add garage, or bathrooms or other desired features. I know as I add things in I will be making adjustments at the end to the final comparables, since it is rare there are identical houses to my subject property. After I make final adjustments for features each home has, I come up with my suggested price. I am able to explain fully why I believe the house should start there and hope the seller sees it my my way! Deb Kesel from Platinum Properties, also cautions sellers to consider the condition of their property when coming to a price point. She points out that improvements are not always fully compensated for full cost, but that they do help in selling the home faster. She stresses cleanliness of the home is paramount. Even if priced right according to comparables, if the home does not show well due to cleanliness issues, it will still not sell at the price point it could reasonably be expected to sell at. Help your agent price your home right! Tell them if you are pressed to sell by a certain date, since that will affect the suggested price. In some parts of the country it is rare to even have a basement. In our region, most homes have basements and many are of considerable size. No matter how many single-story “ranch-style” homes you enter, it’s always amazing how big the basement is. With so much basement space at our disposal, it makes sense to try and use it as additional living space. Using basements as living or utility space is nothing new. Many older homes from the 1800’s used a portion of the basement, which was cooler than other areas of the house, as a summer kitchen. Today’s basements are used as workshops, artist studios, and more. Over the years, building codes and standards for finished basements have developed to improve the safety of these spaces. Unless the house was designed with a walk-out basement, most basements that were finished before the 1980’s don’t have large windows or doors. Low ceiling heights in older finished basements could result in “head-knockers” as well. When finishing a basement today, homeowners should apply for a building permit with the local town building department and get the proper inspections and sign-offs when finishing the space. Most building de-
partments have a pamphlet or document for homeowners to clearly explain the requirements for finished basement living spaces. These requirements are basically the same requirements that apply to all living spaces, including on the main levels of the home. Although they can vary slightly from town to town, New York State residential codes dictate the minimum requirements for new, finished spaces. Some of the main requirements include: • Minimum ceiling height of 7', although beams, ducts or obstructions can project down to 6' 8". • Rooms with a floor area of at least 70 sq ft and at least 7' in length and width. • Natural ventilation of not less than 4% of the floor area or equivalent mechanical ventilation. • Smoke and carbon monoxide alarms (hard wired, with battery backup, and interconnected). • Insulated walls with moisture barrier. • Bottom sill plates for interior walls that are metal or pressure treated lumber. • Permanently installed heat sources (usually supply and return registers). • Emergency egress window or another second means of egress.
From The Ground Up
Obviously, some homes have basements that do not have adequate headroom to properly finish the space. Other basements are damp or wet and need improved drainage and waterproofing so the investment to finish the space isn’t wasted. The most talked about requirement for finished basements is the egress window or the second exit. If a room will be a bedroom (i.e. a sleeping room), then there must be a second means of exiting the room (and a means of allowing fire rescue) directly from the room. If a room will be an office, fitness room, or recreation room, the second means of egress can be through an adjoining room. Although a second stairway and exterior door can provide the necessary second means of egress, the path of egress cannot be through a garage. Egress windows and the exterior window wells can take many forms. However, some of the applicable standards include:

At least 3' in each horizontal direction. • When the window well is deeper than 44", it must have a ladder or steps. • Window wells need proper drainage provisions. When purchasing a home that has a finished basement, it is good practice to check on whether or not the basement was finished with proper permits and approvals. If not, it makes sense to see what would be required to bring it up to modern standards. Many people choose to live with finished basements that are “pre-existing and noncompliant”. However, if the basement was finished more recently, without the correct permits and approvals, you could be opening yourself up to potential costs to finish the job correctly or to “un-finish” the space. Things to know before you hire a contractor you cannot go over the existing roof unless there is only one roof there at present. Any more than one roof means that all layers must come off before a new roof can be installed! The law doesn’t say anything about being able to remove a layer or layers to get down to one roof but I would suggest that if any layers have to come off then you have all the layers taken off down to the wood sheathing. There are other sections of the law too numerous to mention but when reading specifications of a contract you should be sure that an ice and water shielding product is installed on the roof edges a minimum of 3' from the house wall edge up and in all valleys and areas where you may have had a leak problem before. In past years, snow and ice has backed up even farther than the required 3' so I would suggest that you insist that the roofing contractor install the ice and water shield a minimum of 6' up from the house wall for added protection. Another thing to watch out for is proper ventilation of the roof. Without proper ventilation you will have all kinds of problems. In the summer your attic will be too
hot making air conditioning work overtime and in the winter you will have ice back-up problems that can cause all kinds of damage to the interior of your house. The usual rule of thumb is one roof vent for every 150 feet of roof area but I would suggest a continuous roof vent. However, no matter how your roof is vented if you don’t have a good soffit (overhang) venting the ventilation will not work properly. The next step after familiarizing yourself with the information above is the selection of a reputable and professional roofing contractor. There are many so called roofing contractors in the business and because of the many fly-by-night ones you should make sure you do some homework. Get at least three estimates from similar size companies and be sure to check them out with the Better Contractors Bureau at 338-3600. Also have them all bid on similar work specifications. Check to see if they are insured and ask to see a copy of their certificate of insurance showing that they carry enough liability coverage also, if they have employees, evidence of their workmen’s comp. After you decide on a roof-
ing contractor to do the work, you should make sure that the contract meets all requirements under Article 36A of the NYS Business Law. The most important aspects of the contract should be your 72-hour right to cancel, escrow clause, a start and completion date, payment schedule, warranties, and a complete specification list. Be sure the specifications list everything including, if it will be a complete tear-off, type of shingle, debris removal, warranties and guarantees, etc. Remember that if they tell you your roof is warranted for 25 or 30 years it only pertains to the materials and not the workmanship which, is usually guaranteed for only one year. Don’t give a large down payment and by all means don’t make final payment until the job is completed to your satisfaction! Remember the saying, “Let the buyer beware” also pertains to the home improvement business!

There are many factors that you should be aware of before selecting your roofing contractor. Here a just a few. The New York State residential code has requirements dealing with the roofing of a home. First and foremost is article R907.3, which addresses recovering versus replacement. The law states that any new roof coverings shall not be installed without first removing the existing roof coverings where any of the following conditions occur: 1. Where the existing roof covering is wood shake, slate, clay, cement or asbestoscement tile. 2. Where the existing roof covering is water-soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 3. Where the existing roof has two or more applications of any type of roof covering. This particular part of the law is the one that gives the homeowner the most trouble as some contractors may confuse customers as to what should really be done. It’s really very simple. Just Peachy! for peaches that are about to drop from the tree or have very few twigs attached. The fruit is ready for picking when the flesh just gives a bit when squeezed. Peaches can bruise very easily, so never squeeze too hard. Just a gentle squeeze is perfect. If you find peaches that have dents or rough spots, they have fallen victim to the nasty stink bug. The bugs will bother the fruit early in the development stages, but will never alter the taste, so they are fine to eat. If you are shopping at the store for peaches, smell them and feel them. They should not be too soft and should smell like a peach - go figure. They will be fine left in the fridge for 7-10 days. If you want to soften up hard peaches, put them in a brown
bag, they will soften, but will not get any riper. A medium peach has about 40 all good calories. With zero fat, sodium, and cholesterol and plenty of fiber and vitamin A, it is a perfect summer treat. If your kidlet wants to grow his or her personal peach tree, it’s easily done. Eat the peach, save and clean the pit. Place the pit in a plastic bag in the fridge until autumn. On a sunny fall day, when there is nothing to do, reach for your peach pit, dig a hole and bury it 5-6 inches below the soil line, water. In the spring you should see some growth and in a very few years, you will have peaches. I love, love peach salsa, and as my gift to you, here’s the recipe:
- 1/2 cup each green pepper, red pepper diced, - 1/2 red onion diced - 1/2 cup torn cilantro - 1 jalapeno minced - Juice of one lime - 2-3 cups peeled, diced peaches - Salt and pepper to taste, hot sauce to taste I never really follow recipes, just mix chopped peaches with chopped peppers, add acid, then season, it will be delicious.

The world’s oldest cultivated fruit, originally grown in China, the peach is both delicious and nutritious. There are two main types of peaches, the freestone and the clingstone. The freestone peach is much easier to work with, especially for pie making. The flesh of the fruit easily separates from the pit. The clingstone peach can be a pain in the kitchen because it is more difficult to separate from the pit, causing more waste.
