not the same as buying traditional landlocked homes Summer time is finally here! We’re so lucky to be surrounded by water in this region and those looking for water-front properties are lucky to have so many choices, whether lake front, pond, canal or river front! Just imagine owning a home right on the water... But buying waterfront property is not exactly the same as buying non-waterfront homes. There are different factors in play. One of the biggest questions to address is what potential use does the buyer expect from their new property? Some prefer to enjoy a beautiful view while others want the convenience of walking out the door to enjoy water sports. Those that motor boat or sail require deep, wide water. They may want docks or at least the right to build them. Others might be kayakers or canoeing enthusiasts who could prefer a quiet body of water over a very large, active body of water like Lake Ontario. Still others might want to step outside to fish in the trout stream gurgling by their back door. Many lake front property buyers look for a home where they can enjoy summer strolls or swims on the beach and a wonderful place for entertaining family and friends. During the buying process, if a mortgage is required, the first step is to consult with the loan officer regarding possible requirements waterfront properties have to meet to be mortgageable. Locally the mortgage process is no different than buying a land-locked home, with the exception of whether the property lies in a flood zone which requires flood insurance. We do not have the problems like downstate, of coastal exposure to hurricanes and tsunamis, so unlike oceanfront properties, there is no issue with getting basic insurance on a waterfront home. For mortgage purposes, flood insurance is required if the house sits in a flood zone. It’s possible to learn about flood zones and whether properties are located in them by going to the FEMA website - http://www.fema.gov/ national-flood-insurance-program. Price can be a factor since waterfront can be expensive. Canandaigua Lake is one of the premier up-state vacation destinations and multi-million dollar homes are not unusual on this lake. Lake Ontario, being so much larger, offers a multitude of pricing possibilities and may be more affordable depending on the property. Keep in mind that there are so many lakes, ponds and other types of water in our region, affordable pricing can be found, albeit, with some concessions on the part of the buyer. No matter what price range, serious consideration must be given to the land itself, not only the structures on the property. REMEMBER that the real value is NOT the house, but the land! This is opposite of non-waterfront properties, where the house is the most valuable part
of the property. Parcel location is important. The closer to local amenities such as stores, work, schools and more, generally the higher properties are priced. The important attributes of water front properties are: the View, Beach, Type of Lot, Closeness to Water, Privacy, Restrictions and Utilities. Buyers should keep these in mind when looking since these are the factors they are paying for. Utilities are not uniform for beach front properties. What’s available varies according to the property. Often waterfront properties on lakes are not connected to public sewers or do not have septic allowances. Buyers should know up front how they will obtain their water, heating fuel, electric, septic needs and even cable or internet, as well as any additional costs that can arise. While proximity to established communities will influence what utilities are available for a property, buyers should never assume utilities are the same as an adjoining suburb or town! Some of the questions buyers should consider are: How is the view? Is there a view of the water? If there is an obstruction, can it be removed? Are there restrictions regarding the cutting of trees and brush? A beautiful view is often one of the most important things to owners of waterfront property, and will factor heavily into the resale of the property when the time comes. What’s the beach like, if there is one? Does the house have a rocky or sandy beach. (If the buyer likes swimming, they will usually prefer buying a lot with a sandy beach.) Is there a Home Owners Association which manages the beach front, if not, who is responsible for maintaining the beach front? Buyers should find out how fluid the shoreline is. Does it change drastically, due to erosion or silt deposits? Buyers need to be careful to make sure that the property they are planning to buy ACTUALLY extends down to the water line, and if it does not, what is the possibility that the land between the property and water could be sold off to someone who would potentially build on it? (If that were to happen the “beachfront property” is no longer and will significantly devalue!) In some communities beach front is publicly owned and will not be sold off without first right of refusal going to owner of the property most close, in other communities the beachfront is considered part of the property. Is the beach level with the house or is it located fifty feet below requiring stairs
alongside the cliff? The harder it is to access the beach the less desirable the lot is, with some exceptions which are unique to each property. A Realtor should be able to explain those exceptions. Keep in mind if the beach is not easily accessed, owners may find it more difficult to enjoy their property as they age. Also, if young children live at or visit a cliffside house, there are potential hazards for them too. Closeness to the water is important for waterfront property. If a house is a good distance away from the water, this will affect the value of the property to some extent, in degree to how the water view is affected. If completely obscured by distance or trees, the less like a waterfront property it seems. Many waterfront properties have no privacy. If buyers want privacy their search will probably take longer, but again, it’s not impossible. Keep in mind privacy is dictated by the amount of water frontage the property has and where the house is built. The yardage of waterfront will most heavily dictate price. If a property has lots of waterfront as part of the deed it is more expensive than a property with a narrow frontage and deep lot. So privacy, on the waterfront, comes with a price. Brokering and selling waterfront properties is a specialty. Finding a Realtor knowledgable in selling waterfront properties and the issues that come with them is important. They should know or be able to research what restrictions are currently affecting the property under consideration, such as regulations concerning a sea wall. If they don’t know, they should be able to advise you how to find information. While restrictions are not an actual attribute of a property, they are equally important in that they shape the use of the property. For example, if there are no docks allowed on

a waterfront, then serious boaters are likely not buy that property. It is crucial that potential buyers learn what conditions, covenants or restrictions are part and parcel with the property, prior to putting in an offer. Or when writing an offer, their Realtor can write in a contingency that the buyer be able to opt to kill the deal if they find restrictions of use that do not fit into their plan. Buyers should learn local rules and regulations regarding the waterfront property they are considering. It’s important that the Realtor be familiar with the process of buying waterfront properties. They need to be able to advise the buyer how to protect themselves. The buyer’s attorney is another layer of protection for the buyer and should be an established Real Estate attorney to best advise them, prior to writing the contract. If a buyer is envisions making changes to a property their attorney should be able and willing to research rules and regulations for them to make sure these are changes that would be allowed. Additionally, the potential buyer should also consult the local zoning board for information. If there are potential changes anticipated by the buyer, research is a must prior to writing an offer! Lastly, there’s the house! The type and cost of the house are personal preference. What is important though, is that buyers understand that houses on the waterfront are more exposed to the elements and are more costly to maintain. In our area, waterfront properties often see more ice and wind damage than homes further inland. Buyers should determine if the home is insulated against the cold since lake frontage is colder and more extreme. Notice, this article barely touches on buying the house and what to look for, it’s rather, everything but! Waterfront property is it’s own specialty in real estate and must be treated accordingly. Back-Up Sump Pumps With the somewhat porous masonry block basements that are commonplace in our region, along with the floating slab floor drainage systems, a reliable means of pumping water out of the sump is important to protect the basement and all of the items and equipment contained therein. Every year, some part of our region will be the unlucky recipient of a serious storm. When this occurs, the power can be interrupted to thousands of homes throughout the area. These interruptions can last anywhere from a few minutes to a few weeks. Couple this with other “normal” interruptions of electrical power and there is a significant potential for your primary electric sump pump to be out of commission. There are several means of providing a backup sump pump, or at least a backup means of pumping water out of the basement in the event of a power failure. Battery backup pumps, water-powered pumps, portable emergency generator connections and wholehouse gas fired generators are all potential solutions. These methods provide varying degrees of reliability, endurance, and additional benefits. Battery Powered Pumps Perhaps the most economical method of backing up a sump pump is with a battery backup. There are many available and they vary in size and capacity. Costs vary, but are typically in the range of $200 to $400 for the pump and accessories, plus $75 to $300 for the battery. If installing this on your own, the cost would be $300 to $700. If hiring a handyman or plumber, you might spend $600 to $1,000. Basically, these backup pumps consist of a second, individual pump that sits in the sump alongside of the primary electric pump. The
float or actuator for the pump will typically be set several inches above the main pump. That way, if the water level rises above the level that the main pump can typically maintain, the backup pump will automatically turn on. Usually a buzzer or alarm will sound to let occupants know that the battery backup pump is in use, typically due to the main pump needing service or a power outage. Once the battery backup pump is operating, there is a limited run-time for the pump. Typically, this varies from between 6 to 12 hours of run-time. During an extended power failure, this may not provide enough time to fully protect the basement, but it does provide a time “cushion” during which a generator or alternative pumping means could be set up. It is also adequate for power failures lasting for only a few hours. Water Powered Pumps A step above the battery-powered pump is the water-powered backup sump pump. These are popular due to their relatively low first cost, along with the fact that they will run indefinitely, as long as there is a pressurized source of municipal water to the house. Obviously, this is not a good solution for homes with a water well. Although there are different models, the most widely used water-powered pumps only cost $120 to $300. However, there is some water piping necessary, in addition to drain piping. Further, the local water authority requires a type of back-flow preventer on the water supply piping to the pump. This may actually cost as much as the pump. Together, the cost could range from $250 to $450 selfinstalled or $450 to $700 installed by a contractor. There is no alarm to let occupants know
that the water powered pump has activated, as these are typically loud enough for you to hear them engage and disengage. These pumps should be checked periodically for leaks in the piping and valves and a type of flow alarm on the piping is a good accessory to consider to let you or your security provider know when the pump is in use. Water-powered pumps will run as long as the water pressure from the municipal service is adequate (usually 30 psi is required). These pumps also use a lot of water that you will be billed for when the pump is needed. Portable Emergency Generators If the power to the house is interrupted, the best solution is to have a backup source of power. One method is to use portable gasoline powered generators. There are many models available with a huge variation in price based on brand, capacity, features, and more. Prices for a generator can range from $100 to $5,000. There are small generators that can simply be operated outdoors near the basement with an extension cord running to the sump pump. However, for greater reliability, and to power other appliances such as the furnace and the refrigerator, a larger portable generator and a manual transfer switch are a better choice. This allows safe connection and operation of the outdoor generator and eliminates the risk of back-feeding the utility company service. The transfer switch has fuse or circuit breaker protection for the specific circuits as well. Transfer switches can cost from $250 to $400, plus installation by a qualified electrician. There are high water level alarms available for sumps that are battery powered or connected to the security system of the home. These are helpful to alert you when the pump
fails and when you need to get the generator connected and working. As long as you can keep the generator running and working, you can run the sump pump. In homes where constant pump operation is a possibility, having a second primary pump available in the event of a pump failure is a good idea as well. Whole House Generators The Taj Mahal of backup pumping provisions is the whole house generator. Permanently installed natural gas powered generators provide the most reliable backup option. Along with an automatic transfer switch, a whole house generator can automatically supply power to most, if not all, of the house, including the sump pump. High quality comes at a high cost, and the installation of a whole house generator can run from $4,000 to $15,000. As with any mechanical equipment, generators require maintenance. The whole house generator will typically run once per week for several minutes to “exercise” the unit and help charge the internal electric start battery. Similar to a car, there are air filters, oil filters, oil changes, etc. If you are not familiar with changing the oil in your car, you will want to consider a service contract to maintain the generator to make sure it is always ready for operation. A backup means of pumping water out of the basement is not always needed. Some basements have gravity drains and don’t require pumps. Some pumps never run because the sump never accumulates water. Summertime Happy! Awww, do you love to relax by the water sipping a frozen Margarita? Are you reading Gone Girl while catching some rays? Is napping in a lazy hammock your ideal Saturday afternoon? Do you and your SO spend the weekends winery hopping in the Finger Lake area? Is it your time to find that second home on the waterfront? We in the Rochester area are so fortunate to have so many choices of waterfront locations each offering special homes with distinct amenities. I love a charming cottage. My husband and I were lucky to find one a few years ago. Yes, it needed work and still does, but we are seeing the end in sight. We moved walls, changed the carpet and flooring, removed the laminate cabinets and our favorite improvement was to rip out the tub unit and install a large tile shower. We even added a rainfall showerhead, which is a perfect gentile shower when the sun has been harsh on your delicate skin. My quest for the special, small, quaint cottage is over, but if you are looking to purchase one, now is the time. Our weekends are fun! There are so many activities and places to visit in the Finger Lake region. One of my favorite days was driving from Naples to Watkins Glen. We leisurely drove traveling west to east. The views and vistas were breathtaking. We saw the Italy hills looking up and the lakes from high points looking down. We understood how the lakes were formed by glaciers and why this area is so perfect for grape growing. It was a memorable day. Other trips we have made were to Keuka Lake on a Saturday to shop at the Windmill. A gala of small shops offering wares from Kettle Korn to antique furniture and Amish baked goods. One of our favorite stops is Hammondsport, a quaint town at the end of the lake. We never miss the antique
boat and regatta show there. This summer it will be held July 18-19. Stay for lunch on Saturday, the Boy Scouts sponsor a chicken barbecue. We sometimes pack a picnic lunch of egg [and calamata olive] salad sandwiches and pack a couple of chairs to spend the afternoon there. At the Varick Winery in Romulus, on July 18, is a celebration of chocolate. Be kind to your sweet tooth and celebrate National Milk Chocolate Day. Another fun day is to take a boat cruise on Seneca Lake. From Watkins Glen, you can hop aboard and cruise the lake. Seneca Lake is long, deep, and picturesque. Touring Watkins Glen is a treat especially when they host their Italian Fest [we never miss that one]. Cayuga Lake always hosts their 50 mile garage sale the last weekend of July, we never skip it! Treasures and more can be purchased along route 90 from Montezuma to Homer. And while in Montezuma show the kids the eagle’s nests high atop the power lines. Every year we see the nests, never the eagles. Tell the kidlets they must be busy hunting lunch in the Montezuma swamp. We have been to the potato festival, the pirate festival, the strawberry festival, the garlic festival and the biggest pancake in the world festival. And most fun of all is staying home at the cottage, Jamie cutting our strip of grass and me deadheading the geraniums. Life is good in the Finger Lakes or by any water. If this is your year to buy that weekend getaway or your forever family home by the water, do it now, as June Carter sings, ‘times a wasting’!
