Spring is finally herald along with it the spring real estate market. Around the country real estate sales are brisk, but as always “real estate is local”. Rochester’s market is unique in many ways. Traditionally a financially conservative city, Rochester did not experience the large roller-coaster effects of housing bubbles and bursts. During the economic downturn, the market slowed significantly but housing prices did not dip, remaining steady for the most part. The neighborhoods that experienced the largest price declines were mostly older inner-city rental properties in less desirable neighborhoods and in poor condition. This spring is shaping up to be a sellers market. The last few years created a pent-up demand for housing and as the economy continues to improve, this demand should increase. While this sounds great for sellers, not so fast! There are swaths of would-be buyers still locked out of the market, such as millennials. The millennial generation wants to get into their own homes but are struggling with high student debt and not being able to save for down payments. Many do not qualify for mortgages yet due to the slow recovery of the job market. This generation could be considered hardest hit by the circumstances of the last ten years, when it comes to housing.

Those that want to sell to move up face the problem of finding and buying. They may find the perfect house but have to compete to get into it. New construction is an option but that comes with its own set of problems, including being more expensive. New construction had setbacks during the downturn and is now ramping back into full swing. More builders should enter the market in the next year, but until then the new-build housing market is tight. In the last year 62% of single family homes, condo’s and town houses were on the market under 30 days before accepting an offer. 19.75% were sold between 31-60 days. The average sales price to list price was 97%. These statistics show the buyers are there, but also that there is a tight supply of housing available. What does this mean for sellers thinking of selling? Can they

ask whatever they want and expect to sell? No, not in the Rochester market. Buyers might want to buy but are not over-eager or desperate, most are willing to wait until the right home at the right price comes along. What can sellers do to sell quickly and for a good price? 3% for their down payment and there are guidelines that determine eligibility that need to be met. Additionally, buyers must take training on-line to prepare them for home ownership. Also, they can ask for up to 3% sellers concessions, which is half of what is allowed with other mortgage programs. The standard FHA mortgage is also available. Buyers need to come to the table with a 3.5% down payment in addition to other closing costs. They may ask for 6% sellers concessions towards closing costs if they like. This mortgage cannot be used on a home that need serious repairs, like a new roof or new plumbing. Homes must be in fairly good condition to be mortgaged through FHA. Once buyers have their mortgage officer they need a Realtor. Some think buying directly through a listing Realtor gives them an edge since the realtor has the incentive of a double commission, both the buy and sell sides. In this case, the buyer is seriously short-changing themselves since they are not being represented and unless a buyer has lots of experience, meaning buying and selling 4-5 homes in the last year or so, they are at a distinct disadvantage. A good buyers representative knows what to look for and will advise their client accordingly. I always look at the exit strategy for my buyers, should they need or want to sell in the next few years. If there are issues that could prevent a quick or easy sale, I make sure to let the client know. Good buyers representatives will make sure the buyer is not paying too much, that they have an inspection and ask for the items that should be repaired and generally guide the buyer through the process so that they are not taken advantage of in their eagerness to buy. One of the most important things I would like to impart is if the buyer finds their dream home, do not wait to put an offer in! I cannot tell you how many times people wait to see other homes “to make sure” and when they finally want to put their offer in they find they were beaten to the punch. If the buyer finds the perfect home and it works financially then they should immediately put their offer in. The Rochester real estate market has an average inventory of just two months supply of homes on the market. Normal markets will have a 4-6 month inventory. There is much more competition for desirable movein condition homes and this could push home prices up moderately in our area. Buyers need to be ready to act.

It seems lately we have been experiencing more violent storms then ever and with them much more property damage from trees falling. There are not many people that are experienced enough to know whether a tree is rotted or decayed and if it warrants being cut down or not. Carmen Santora, Executive Director of the BCB says, “because of the danger and fear of what falling trees can do to life and property, another scam is starting to develop. It starts with a concerned call from a homeowner to a tree and landscape company.” Most times after a storm the homeowner is worried and only calls one contractor for a price to trim or cut down dangerous trees. They are at a disadvantage and can be taken advantage of very easily, especially senior citizens. The way the scam works is the home owner is told the tree(s) in question are rotted, decayed and very dangerous and must be cut down immediately before they fall and causes damage or injury to themselves or their neighbors.

Prices charged by the scam artists are usually higher than normal and payment is asked for up front preferably by cash or by credit card that is processed immediately. Most times there is no contract and many times nothing is given in writing explaining what will be done and what will not be done. The scammer will tell the customer that they are a NYS Certified Arborist when all they are is a member of an arborist association. Consumers should be warned that when in danger they are the most vulnerable and should make sure they are dealing only with long established reputable tree service companies. If they have questions about trees they can also call a Tree Pathologist. Here are some helpful tips when in need of tree work: Never be pressured into signing a contract or work order only because the threat of danger may be imminent. Unless the tree has already fallen and caused damage to property, always get three estimates for the work. Never pay by cash and only make checks payable to a company name not to a personal individual. If asked to do so that should be a warning that the contractor is operating deceptively. If a contractor says they are a NYS Certified Arborist check to see that they are and not just a member of an arborist association. Make sure everything that is to be done is specified in writing, especially as to who will remove the tree limbs, stump and debris. Ask to see a copy of the contractor’s liability insurance certificate and check if they are insured as a tree contractor not just a landscaper. If in doubt call the insurance com-

pany to verify it, as tree removal insurance is much more costly then landscaping insurance. If it is not an emergency situation check the contractor out with the Better Contractors Bureau at 338-3600.

It’s the time of year when we look at our homes and try to decide what to freshen up first. Everything about our homes seems tired, outdated and just plain blah! We could paint, but we will have to wait a bit to open the windows. We could rearrange the furniture, but we need more than a new traffic pattern. Let’s find some new window treatments. Ones that are beautiful, yet functional. Treatments where we can control the light, control the materials and control the function. Let’s remove all the old draperies, valances and insulated panels and find new, stylish and functional treatments.  The days of balloon valances and lace panels are gone. The look of window treatments these days is clean and textured, while having the ability to easily control them. Nelson Zimmer, who has been in the shade and blind business for nearly twenty years, is an expert in Hunter Douglas blinds and shades. He told me the difference in blinds and shades, a blind tilts

to negotiate the light and a shade is solid, cannot tilt, and you can’t see through it. Hunter Douglas offers the “ettes” in window coverings. I am sure you have heard of Duettes, Vignettes, Luminettes, Silhouettes and Piroettes. The Duettes are a honeycomb shade that have a strong insulation factor. Vignettes are horizontal roman shades. Luminettes are vertical and Silhouettes are horizontal blinds that can move up or down and tilt as well. Piroettes are a hybrid, more like a sheer roman. Every blind and shade has its own properties of what it can do, so it is easy to find what you want it to do.   Very popular these days are solar shades. They are on a roller and use a clutch system to manipulate them. They come in hundreds of fabrics of mostly made of fiberglass threads covered in PVC. They also perform well to control the light. The fabric has small perforations ranging from 1%-15% of openness. The smaller the mini-hole, the more privacy and light control you have.

Nelson also tells me that Plantation shutters are very popular. Once used mainly down south, these shutters are much like furniture, made to fit your windows and come in a variety of slat sizes and colors to match your paint or stain.   What’s super hot right now? Nelson says it is motorized blinds and shades. They can be operated by a remote or you can download an app and control your window treatments from your Iphone or Ipad.
