The Greater Rochester Association of REALTORS® today announced a robust start to the year as Closed Sales increased 15.9 percent from the first quarter of 2015 to 5,944. Pending Sales increased 17.4 percent from the first quarter of 2015 to 7,955 for the period. While new listings increased by 10.1 percent the year-over-year trend in homes for sale is still a concern. Economists, pointing to positive indicators, such as rising employment and wage increases and still-all-time-low mortgage rates, are predicting 2016 will be the best year in a decade for the housing market, expecting total home sales, housing starts, and home prices to reach their highest levels in ten years. “The second quarter is traditionally the best time to list a home for sale and as seller and builder confidence increases, a gradual increase in housing supply tends to follow suit.” Hot spots around Monroe County were Wheatland/Mumford/Scottsville (+ 800.0%) + East Rochester (90.0%) and Hamlin (+54%), which all saw dramatic

gains in terms of closed sales in comparison to the first quarter of 2015. Property values in the communities of Wheatland/ Mumford/Scottsville (+ 32.1%) Ogden/ Spencerport (+ 27.7%) and the City of Rochester (+ 27.4%) all posted showed solid gains in median sales price. Surrounding counties within the listing area were equally busy, all reporting positive sales numbers. Most notably, Steuben County with a 64.7% increase in sales compared to the same period last year.

I Am Venting! As my friends and my readers know, I am the happiest person. So happy that I’ve been called Lana Pollyanna. But lately, I have been involved in situations that have gotten my goat. And it’s time - time to vent. Surely, you will have the same or nearly the same complaints and frustrations. The beautiful grocery store where I shop is undergoing a transformation. It will be overly large soon and many changes have taken place there already. I haven’t measured, but I think the parking spaces are smaller, not as wide. It’s been a struggle to maneuver into some spots. I am not alone, even my hubby has been complaining about how tight the spaces are. My car was hit twice when the spaces were larger, and I had to pay out of pocket to fix the dents,. Now it is a waiting game, waiting for the big bump to my car.
While on the car complaints, a friend told me to go to a new shop to have my oil changed, since he thought the dealer was too pricey. So, I did. When my car was ready, a service manager came to me and said, “sorry to tell you this, but you have an oil leak”. As usual I was bummed and quickly made an appointment with my dealer to check this leak. They examined the engine and wherever the oil goes and very politely said “your car is fine, no leakage.” I was relieved and I will still work with my honest dealer, and I don’t care about the price or saving five dollars. Oh, I am just getting warmed up. Every week I get my car washed, and usually buy the cheaper wash. Isn’t a wash a wash? The past two times, my wheels were still dirty and I asked to go through again. When I asked the associate why
my wheels weren’t clean, she told me that I would have to upgrade to the expensive wash to ensure clean wheels. Does it seem unreasonable to pay for a wash and expect a wash? While watching my morning network news show, I counted how many commercials were on between news stories. There were 14! If I had known that I could have showered or made the bed or vacuumed. Last week during the basketball marathon, my husband would go upstairs to watch. The volume got higher every time a commercial came on downstairs. He’d yell down “can you lower that, please?” and I’d yell up, “I am not making the tv louder, it is doing it on it’s own.” Like the remote has its own personality and is self controlling the volume.
We all have situations that bother us, texting while driving is still a biggie, a wet newspaper on Sunday morning, going through the drive thru and not getting a napkin or a straw, waiting in the express lane while the shopper ahead of you has 25 items in the 10 item lane... I feel better already, thanks for being an ear. One more thing that bothers me... during a Cialis commercial, why are there two people taking separate baths outside in separate tubs?

Many buyers simply do not have the ability to ‘see themselves’ in a home. Staging allows them to envision how they want to live in your home.
What Can Staging Do?
Amenities and condition can be changed, while size of the home and location cannot. Adding cost-effective amenities and improving the general cleanliness, style and condition of the home is what we call “staging.” The staged house is ready for a buyer to move in: it feels more spacious, warm, inviting, clean and updated - more like a model home.

If you have been looking for a home in our area it probably hasn’t taken long for you to realize that there are more buyers than there are homes. Any new listing that makes its way to the market doesn’t last more than a few days if priced correctly and presents itself well. Lack of local inventory has us facing a seller’s market that we haven’t seen in a long time. Combining historically low interest rates and a surplus of first time home buyers, our market is very healthy but more advantageous for sellers than buyers. With competing offers becoming the norm, today’s buyers need to find a way to standout to sellers when making offers; especially when multiple offers exist. Here are some tips on how to boost your chances of homeownership and making your offer stand out in this seller’s market:

Don’t Expect to Bargain

If you like the home, you need to go for it and put your best foot forward. Coming in low adds days of negotiating and ample time for another buyer to swoop in and put in a more compelling offer.
Get into the Listing ASAP

Home Owners Associations
who they are, what they do and why you need to know HOA’s (Home Owners Associations) are designed and set up by the developer of a property during the planning stages of development. Condos and town houses usually have an HOA that either take care of maintenance details or hires a management company to do so. There are some single family home developments in the Rochester area that also have an HOA. When buying into one these developments, the buyer is obligated to join the association. These HOA’s are given “authority to enforce covenants, conditions and restrictions as well as manage common elements of the development” according to NYS Attorney General Eric Schneiderman. This means you cannot buy a property that is situated in a development that has an HOA and refuse to be part of the association. You are also required to abide by the rules and restrictions set forth by the HOA. Usually a democratic run organization, HOA’s are constructed so each owner has a vote either in proposals affecting the development or a vote for a board member to represent their interests. The HOA developes conditions and rules that must be adhered to by all residents. This can include whether you are allowed pets, and if so, how many; where you are allowed to park; if you are allowed to plant flowers or bushes on the property; even extending to whether you may hang a flag and so on. In single family developments, the HOA can regulate your landscaping, house colors permitted, and even what can and cannot be parked in your driveway (for example you may not be able to park your sailboat there). Another facet is whether you would be allowed to rent your house/unit out to someone if you need or want to. The HOA can restrict rentals in an effort to control the quality of residents.
It is important that when buying into a neighborhood or building covered by an HOA that your contract has stipulations that you and or your attorney be given the HOA rules and regulations and other HOA documents for satisfactory review and approval. This means if there is a clause in there that might not be a condition you can live with, that you would be able to exit the deal. This is a legal question of course and must be discussed with your attorney. If you are planning on buying into an HOA development discuss the implications of HOA’s with your attorney and how you can be protected if it turns out there is a serious issue with some of the rules and regulations that could make living in this development unbearable.
Some HOA’s can be full of drama and conflict. If you can get a copy of the minutes for the last meeting, do so. Look for evidence of conflict. If you can go to a HOA meeting before you buy, do that too. See how many people are actually involved with the management of the neighborhood or complex, and how they interact with each other. Keep in mind though, that despite doing all the research, things can change with the next election.

If buying into an HOA community, it is up to you to learn the rules and regulations, as well as to know the penalties for breaking them. If you are an independent person who does not like being told what you can and cannot do, this might be a frustrating experience for you and you should reconsider HOA community living. Perhaps owning a property devoid of HOA rules and regulations is better suited for your independence.
In doing your prepurchase research, find out what the HOA fees (dues) are and when the last increase was made. How often have the fees been raised and by how much? What do the fees cover? Is garbage pick up or cable included? Is roof replacement included? Who pays for the snow plowing and does that also include the pathways from parking to the doorways? One thing to note is with HOA fees and special assessments, owning a condo or town home can end up costing as much as owning a single family home, and sometimes even more. One of the issues that can arise is when members do not pay their fees. There is recourse built in for when that happens that can end in the seizure and auctioning off of that non-payers unit.
But that takes time and in the meantime the other members have to take up the slack. Additional questions to ask include: What is the condition of the buildings in the development? Is everything well maintained? If not, you might get a jolt when and if the reserve fund gets tapped. Is there a reserve fund for large scale maintenance projects? Is it sufficiently funded? If not you can expect some “special assessments” in the future. Special assessments are usually levied for road repair/replacement, roof replacement, siding replacements and other large scale projects. If the HOA elects to put a pool in or club house, if not already done, a special assessment can be levied, whether or not you plan to use the facilities. This is an additional fee to the HOA fee. Special assessments do have a time frame for payments, meaning there is an end for that fee. Living in a condo or town home has advantages, in the headache free maintenance of the property. There can also be a sense of community. Hopefully the neighbors are respectful of each other and understand by buying into the development, they are buying into an established community. The important thing is that buyers consider all aspects and decide what they can live with, and what they can’t, before buying. Their Realtor can advise them but ultimately it is up the buyer to be well informed.
