“What we’re seeing from employers is they want people who have actual skills, who have work experience, who can demonstrate they can actually do something. We think that vocational programs should not be an alternative track for the non-college bound — it should be a track for everybody.” – Lisa Katz, Author Students in Europe have pursued vocational apprenticeships for as long as we can remember. The tradition remains strong in Switzerland today, with 2/3 of young people in Switzerland pursuing dual-track classroom and vocational training tailored to jobs available in the marketplace. Today, here in the US some 18 million people are collecting unemployment benefits, many since the beginning of the pandemic. Many of those who remain unemployed likely were solid employees; they just worked in a field that was particularly hard hit by the pandemic. In manufacturing here in the US, pre-COVID an estimated half a million manufacturing jobs were left open. Finding and retaining reliable workers is one of the most pressing issues in manufacturing these days. What if companies took a tried-and-true approach, one that has worked successfully for many decades in Europe, that of facilitating apprenticeship programs. There is never a better time than today, with such a huge surplus of talent that was employed in other industries just a short year ago. In this issue, there are a few press announcements on apprenticeships. Here is an actual posted ad by a machine tool OEM: “If you have a strong work ethic, like to learn how things work, like hands-on training, and want a career instead of a job, this apprenticeship is for you.” One of the preeminent experts on apprenticeships, Felix Rauner decries that Americans have “stigmatized vocational education.” Because many parents continue to push college as the only positive option a student has, apprenticeships are not regarded as worthwhile pursuits. Many students miss out on opportunities because of this, and the industry suffers as well. The federal government “spends about $165 billion annually on higher education in grants, loans, and tax credits, while the states spend about $74 billion in direct appropriations. Given that government subsidies account for close to 90 percent of revenues at some colleges when you add up grants, loans, and research funds, the federal government certainly should have a big say in how that money is spent nationwide,” argues The Washington Post. Likewise, if an apprenticeship program registers with the U.S. Department of Labor, it may receive state-based tax credits. Additionally, it can receive federal funding and resources for the program as well as federal tax credits on some types of training experiences. Ultimately, though, the money that companies spend on apprenticeship programs benefits them by providing them with highly trained talent with no additional onboarding. Announcements & Releases Big Kaiser Donates to National Robotics League Customers of Big Kaiser helped raise $6,275 to benefit the National Robotics League (NRL) in 2020. This donation marks Big Kaiser’s fifth annual contribution to the program. Big Kaiser’s donation is a 2% match of all qualified orders from National Tooling & Machining Association (NTMA) member companies during the final two months of the 2020 calendar year. Manufacturers placed orders for cutting tools, tool holders, workholding and tool measurement systems, earning funds for the NRL at the same time. The NRL is a manufacturing workforce development program of the NTMA that organizes student teams to design and build remote-controlled robots to face-off in a gladiator-style competition. Through the process of building these robots, students gain practical knowledge of science, technology, engineering and math (STEM) — all essential skills for manufacturing careers. “We’re not just fighting a skills gap in our workforce, we have an ‘interest gap’ too,” says Roger Atkins, president at NTMA. “The NRL helps create excitement about manufacturing technology and STEM careers. We appreciate Big Kaiser’s continued support year over year, and of course all of the NTMA members who participate in the program to support the NRL.”

Machinery Resources International (MRI) Brings Mike Mills On To Manage Its Arizona Office Machinery Resources International, is proud to announce its expansion with the opening of their Scottsdale, Arizona office. Mike Mills is heading up the new locations for MRI. Alan Gottlieb, owner of MRI, says, “I have known Mike since 2003, when he first started selling and buying used machinery. Announcements Continued next three months, but continue to report longer lead times for steel and other materials, according to the March 2021 Precision Metalforming Association (PMA) Business Conditions Report. Prepared monthly, the report provides an economic indicator for manufacturing, sampling 112 metalforming companies in the United States and Canada. PMA’s March report shows that 50% of metalforming companies forecast an improvement in economic activity in the next three months (compared to 37% in February), 41% predict no change (compared to 56% in February) and 9% anticipate a decline in activity (compared to 7% in February).

Administration to terminate the Section 232 steel and aluminum tariffs, which no longer are needed and are one of the main causes for chaos in the market.” The survey reveals an expectation for increased incoming orders in the next three months, with 54% forecasting an increase in orders (up from 48% in February), 33% predicting no change (down from 41% last month) and 13% anticipating a decrease in orders (compared to 11% in February). Current average daily shipping levels rose in March, with 63% reporting an increase (up from 52% in February), 20% reporting no change (compared to 31% last month) and 17% reporting a decrease (the same percentage reported in February).

However, the March report indicates that lead times continue to increase. When asked about lead times compared to the previous three months, 60% of respondents say that they have increased, up from 54% in February. Respondents have continued to report lead-time increases each month since September 2020, when only 16% reported increased lead times.

Five percent of responding metalforming companies had a portion of their workforce on short time or layoff in March, a slight increase from 4% in February. At this time last year, 14% of participants reported workers on short time or layoff.

“Metalforming manufacturers are seeing an uptick in business, but their ability to meet the demands of their customers is threatened by severe and growing supply problems,” said PMA President David Klotz. “Lead times for steel, aluminum, copper, brass and other metals are steadily increasing, and prices continue to rise. PMA continues to call on the Biden

Hurco North America Announces New Apprenticeship Program Hurco North America announced the launch of a new apprenticeship program. The Field Service Apprenticeship (FSA) is a 2-year program that starts with a 12-week industry training that merges hands-on training and repair of CNC machines with classroom materials. While candidates with a degree or working toward one are encouraged to apply, candidates who are mechanically inclined with no industry or engineering experience are also encouraged to apply for the FSA. “We know there are people outside our industry who would excel at a career as a service engineer for machine tools, but might not have been exposed to our industry. We believe the FSA will be important to bridge the skills gap and introduce more people to the machine tool industry, which benefits the industry as a whole,” said Miller. NUNTMA’s 2nd Annual Emerging Leaders Conference a Success! The Northern Utah Chapter of the National Tooling and Machining Association held their 2nd Annual Emerging Leaders Conference. Due to COVID restrictions, the event was held virtually, from January 25-28.

Announcements Continued The conference had over 50 attendees, eager to hear about such topics as “Positioning Yourself as a Leader”,“HR Challenges” and “Teambuilding and Mentoring.”The final day was a question/answer panel with several members of the NUNTMA Board. These business leaders shared their personal experiences in the industry and leadership with the group, prompting discussion about managing and managing peers, maintaining relationships, and giving effective feedback. Many participants mentioned that the Q&A with the panel was their favorite session. Several attendees also mentioned wanting to keep the event virtual in future years. The NUNTMA is looking forward to hosting another great Emerging Leaders Conference next year!

Utah’s COVID-19 Economic Recovery Is At The Top Of The Nation. This Is Why.

In comparison, Utah’s unemployment rate spiked to higher than 10% at the start of the pandemic, but today sits at 3.5%, just 1% higher than its pre-pandemic level—the fifth-lowest unemployment rate in the nation. The COVID-19 PPE Support Grant Program

“The health of the Utah economy is inseparable from the health of the state’s small business community,” reported the Kem C. Gardner Policy Institute. “Over half of all workers in Utah are employed by small businesses. Even very small businesses (<20 employees) account for a sizable share of Utah’s workforce. One out of every six workers in Utah is employed at a firm with fewer than 20 employees.” GOED says taxable sales reports show that Utahns are still spending money through the pandemic, which is critical to keeping small businesses open and thriving. To support small businesses, the Utah Governor’s Office of Economic Development (GOED) has implemented initiatives using federal and state funds to offer critical financial relief. Known as ComRent, this grant awarded $20 million in grants to Utah small businesses to help them cover the rent

This program provided grants to help businesses cover the cost of purchasing PPE for employees, redesigning workspaces to allow for social distancing and providing technology solutions that allowed employees to work from home. The COVID-19 Impacted Businesses Grant Program This grant, known as the “Shop in Utah” grant, has been awarded to businesses that offer a discount or other offer with a value of 50% of the grant amount to its customers. At least 75% of the grant funds for this program were set aside for businesses with 250 or fewer full-time employees. Through this grant, more than $64 million was delivered to Utah small businesses to help them remain open. This grant takes allocated funds from the federal CARES Act to help reimburse small businesses with fewer than 50 employees maintain salaries for those employees who had to quarantine or isolate due to the virus. The world’s largest retailer said Wednesday it is committing to source a wide range of American-made products, including textiles, plastics, small electrical appliances, food processing, and pharmaceutical and medical supplies. The announcement follows a similar commitment from 2013, when it said it would invest $250 billion in products made (or grown or assembled) domestically. President Biden’s executive order reaffirming the “Buy American” policy for federal government contracting is meant to close the loopholes that have permitted some foreign sourcing of goods and services. But can U.S. manufacturers step up the pace of production to take advantage of the action? It

Biden is hardly the first U.S. president to push a Buy American stance; President Trump claimed a similar commitment. But in issuing the new order, Biden claimed that “the previous administration did not take it seriously enough. Federal agencies waived the Buy American requirement without much pushback at all. That is going to change on our watch.” The executive order sets out an arduous procedure for acquiring a waiver from the Buy American requirement, calling for extensive review and justification “for the use of goods, products, or materials that have not been mined, produced or manufactured in the United States.” All such waivers must be approved by the Office of Management and Budget by way of a Made in America Office. Will U.S. Manufacturers Benefit From a Stronger ‘Buy American’ Policy?

whether they have been granted. When it comes to assessing the true origin of a given item, the order replaces a previous “component test” with one that measures the value “that is added to the product through U.S.-based production of U.S. job-supporting economic activity.” And it increases the threshold for domestic-content requirements covering end products and construction materials. In cases where a foreign product is substantially cheaper than its American-made counterpart, the order dictates a determination as to whether the gap is the result of dumped steel, iron or manufactured goods by the foreign supplier. For American workers, the big question is whether the new policy will mean more domestic manufacturing jobs. Steven Kramer, chief executive officer of WorkJam, creator of a digital task-management platform, predicts that it will. “It goes a lot deeper than any other policy,” he says. “We believe it’s going to have a significant impact on the rejuvenation of manufacturing

and distribution in the U.S.” Success won’t come automatically, however. U.S. companies will have to revamp operations in order to accommodate higher production rates and labor requirements while still turning a profit. “For organizations to adapt to what we believe will be significant growth, they will need to be super-organized,” says Kramer. That means optimizing and streamlining systems and business processes, especially with the help of digital technologies. A move in that direction is especially vital in a time of pandemic, when worker safety is paramount. Digital transformation, says Kramer, “has to happen in order to train and upskill the workforce to execute tasks and have compliance around them.”The coming of the coronavirus, he adds, calls for “a whole new set of procedures to be followed.” To a certain degree, “digitization” might be seen as a code word for “robots.” In other words, a resurgence of American manufacturing is unlikely to bring back as many domestic jobs as were lost during decades of offshoring to China and other sources of low-cost production. “Yes, technology will lead to not as many people being required,” Kramer acknowledges, “but people are still an important part of this equation, and they don’t get eliminated.” Humans will be needed in call centers and key logistics roles, and even in some hourly positions that one might expect to be roboticized. Kramer does see an increase in the share of temporary and gig workers versus permanent employs. That’s especially the case in times of low unemployment, which was the norm before the pandemic

At the same time, Kramer says, they’ll continue to push for flexibility in scheduling. Manufacturers and retailers alike want the ability to staff up or down depending on the season or time of day. Some workers will respond favorably to such actions, while others will rebel against the consequent uncertainty and schedule irregularity. Exactly how domestic producers choose to balance these sensitive factors remains to be seen. But one thing seems indisputable: as U.S. manufacturing gears up to meet greater production requirements resulting from tighter Buy American provisions, the sector is going to look dramatically different than it did in its prior heyday. Training Displaced Workers for Jobs in Manufacturing The City of Fre m o n t , California, saw an opportunity to remedy a difficult problem. In the San Francisco Bay area, 20,900 jobs were lost due to the impact of COVID-19. At the same time, companies were ramping up to produce products to fight the pandemic. Manufacturing companies such as Evolve Manufacturing Technologies, Inc, began producing rapid COVID-19 test kits, ventilators, and COVID-19 treatment equipment last spring needed help. The company had hired 100 people but needed more. So the City of Fremont Economic Development Department came up with a solution to begin to address the issue of finding jobs for those displaced by the pandemic. On March 5 it launched the Earn and Learn Fremont (ELF) Pilot Program to help those without jobs - especially people of color and low-income groups - to jumpstart a new career in advanced manufacturing. “Since the onset of the global pandemic last year, we have manufactured more than 2 million COVID-19 tests and doubled our manufacturing workforce in Fremont,” Noreen King Founder and CEO of Evolve Manufacturing told IndustryWeek. “As we continue to make ventilators and antibody testing kits, we’re eager to find more local talent to join us. On the other hand, there are many workers laid off from the service industries that are anxious to start working again. That’s why I’m enthused by this Earn and Learn Fremont Pilot Program. With sufficient on-the-job training and support from the City and broader region, we believe we can open a new avenue for these displaced workers to rejoin the workforce and start a new career in advanced manufacturing.” For this program participants who are eligible through the Workforce Innovation and Opportunity Act will receive eight weeks of paid work experience at Evolve Manufacturing and six weeks of concurrent virtual skills development training via Ohlone College’s Smart Manufacturing Technology Program. Participants will also receive an industryrecognized Certificate of Competency after completing a customized manufacturing skills development training which was developed by Ohlone College. Upon graduation, participants may be offered a full-time job at Evolve or choose to work at another manufacturing company. If participants choose to continue their education at Ohlone College, they will also be able to apply the credits earned through the ELF Pilot Program toward the college’s Smart Manufacturing Technology Program. Creating this program involved a number of organizations including workforce development boards Alameda County Workforce Development Board and work2future. They are providing federal funding and offering case management as well as supportive services for participants. And the city’s Human Services Department’s Family Resource Center has been promoting the program with an eye towards providing wrap-around services to help their clients make a career shift. “In Fremont, we are proud to be home to over 900 manufacturing businesses that provide an abundance of middlewage job opportunities and can lead to better career path trajectories,” Fremont Mayor Lily Mei told IndustryWeek. “We are grateful to have innovative partners such as Ohlone College supporting the ELF Pilot Program, and we are hopeful that it may inspire other manufacturing partners in our region to pursue similar opportunities to diversify their workforces. Likewise, we hope the program incentivizes employees to look beyond misconceptions of the manufacturing industry (e.g., manufacturing jobs are low-wage, low-tech, etc.) to pursue entry-level jobs in the field that could lead to lasting, prosperous careers to replace and better their lives long term.” By: Adrienne Selko

ULA, a joint venture founded of Lockheed Martin Corp. and the Boeing Co., has been the leading space launch vendor to the U.S. government since 2006. It employs nearly 2,600 people nationwide. The company, which for nearly a decade was the sole provider of space launches to the U.S. military, competes with Elon’s Musk’s SpaceX to provide rockets and launch U.S. military and spy agency missions into orbit. To better compete with SpaceX’s reusable Falcon 9 rockets, ULA has been developing its Vulcan Centaur launch vehicle. It will replace ULA’s existing Atlas V and Delta IV lines of rockets. ULA expects to launch the first Vulcan Centaur rocket later this year carrying a commercial lunar lander on a NASA mission to the moon. ULA has a launch of the Dream Chaser space plane, made by SNC Space Systems Corp. in Louisville, that’s booked to fly its first voyage to the International Space Station in early 2022. Dream Chaser’s second cargo resupply flight to the ISS, also using a Vulcan Centaur, could take place next year, too.

Space Force chooses Colorado rocket maker ULA for $224.3M in launch missions United Launch Alliance won $224.3 million in contracts covering two satellite launches for the U.S. Space Force in 2023 and using the Centennial-based company’s newest rocket.

Space Force has two other military satellites scheduled to launch in 2022 using Vulcan Centaurs, though the timing will depend on the Dream Chaser’s second flight. As a new rocket, the Space Force requires two successful launches to certify ULA’s Vulcan Centaur before it qualifies to carry national security payloads. The two new Space Force missions would be Vulcan Centaur’s fifth and sixth launches.The Space Force’s new contracts awarded to SpaceX o totaled $160 million.

Unlike some parts of the economy — like the struggling labor market — manufacturing has been steadily recovering since COVID-19 containment measures halted production in the spring of last year. However, the unsettling of supply chains that haunted the sector last year against a backdrop of lean inventories has persisted into the new year. “The manufacturing economy continued its recovery in January,” said Timothy Fiore, chair of ISM’s Manufacturing Business Survey Committee, in a statement. “Absenteeism, short-term shutdowns to sanitize facilities, and difficulties in returning and hiring workers are continuing to cause strains that limit manufacturing growth potential.” ISM’s supplier deliveries gauge hit a nine-month high in January, indicating longer delivery times, while its index of order backlogs climbed to the highest since June 2018. Producers have been battling with labor constraints, such as workers needing to stay home to quarantine, that are also affecting their suppliers. Transportation and shipping costs have accelerated as well — a combination that is stoking inflationary pressures. Some industries “are hurt and struggling more than others, but generally I think if we could get the material and get the people, we could increase the production output here and start to fill shelves and work off some of

Solid demand continues to support the factory rebound. Though measures of new orders and production showed growth decelerated from the prior month, the indexes remained elevated at 61.1 and 60.7, respectively. Sixteen of 18 manufacturing industries reported growth in January, led by electrical equipment and appliances, machinery and primary metals. Meanwhile, lean inventories indicate further production growth. The ISM measure of customer stockpiles fell to 33.1, the lowest level since December 2009. The ISM factory employment gauge advanced to 52.6 last month, its highest reading since June 2019. That’s a positive sign ahead of Friday’s January jobs report, which is expected to show a small rise in employment, supported in large part by manufacturing hiring. pathway and provide stackable credentials for someone set out to become a CAD/CAM Programmer, a Shop Foreman or a Mechanical Engineer. Machining provides a great wage, and can help pay tuition to attain these other goals. How can someone get involved who is still in High School? Everyone needs to research future employment opportunities, and what a day-in-the-life actually looks like. It’s incredible how different it can be from the promises made by professors or other educators. I made a pivot in my career path after doing an internship, and I’m grateful every day I did that research before it came time to apply for my first grown-up job. Most careers require some sort of post-high school training. In Utah we are fortunate to have the Utah Technical Colleges (UTECH) spread across the Wasatch Front. They provide a valuable service in educating many in the machining workforce. Utah School Districts will pay the tuition for attendance at any UTECH Campus while the student is in high school. What a great way to get started on a future career! CTE Classes, Project Lead-The-Way and other hands-on opportunities can also provide insight into what may be a good fit for a high school student looking at career options. As AM continues to be embraced and grow in popularity in the manufacturing industry, more definitions are added to the standard by the Institute. While some of the definitions might be a bit obscure for the average reader, one new definition, or data type, is a bit easier to understand: humidity. We asked Russell Waddell of the MTConnect Institute to explain in layman’s terms what it means that humidity was added to the standard. He explained, “If a manufacturer is building an AM part in an enclosed, sealed space to provide environmental control over the process, the level of humidity is a critical environmental control, as it will potentially affect the porosity of the part, the propensity to clog a nozzle, and other items. By providing a standard definition of humidity and defining standard measurement units, there will be no uncertainty or ambiguity about the definition and measurement of humidity going forward in the industry.” New data types and subtypes were added for machine tools, including execution states, work offsets, program header subtypes, machine specifications, voltage, and amperage. In the area of robotics, several expanded data items were added, including path orientation, coordinate systems, and joints and axes. “Despite the pandemic, there has been strong and consistent momentum in advancing and expanding the standard over the past year. The committee is coming out with a new release every six months pretty consistently, and we expect Version 1.7.0 to be out in the spring of 2021,” Waddell added.

Ball Aerospace chosen by NASA to build atmospheric research satellite Ball Aerospace has been chosen to build a NASA satellite to study the upper reaches of the earth’s atmosphere, an d th e o rbiter will launch on the same mission as two other small satellites, including one the company also is building. The Boulder-based company will build the satellite, known as the Global Lyman-alpha Imager of the Dynamic Exosphere, or GLIDE, for a $75 million scientific research mission. The GLIDE satellite is expected to launch in 2025 with two others designed to study space weather and interstellar particles. The researchers will use a Ball Aerospace small satellite body that can be readily customized for a variety of instruments attached to it. The GLIDE satellite will use an orbit that almost reaches the moon. Its instruments need to orbit that far from earth in order to look back and measure the ultraviolet light escaping from where the planet’s upper atmosphere touches space, NASA said. Better understanding the interplay between earth’s lower atmosphere and particles coming from the sun will help in forecasting space weather that can affect satellites in

orbit and telecommunications, NASA said. The GLIDE satellite will launch on the same rocket as the Space Weather Follow-on Lagrange 1 mission satellite, which Ball Aerospace is building, and the Interstellar Mapping and Acceleration Probe being built by NASA and 10 universities and research organizations. The IMAP probe, meant to study particles reaching earth from outside the solar system, was commissioned in 2018 and is budgeted to cost up to $492 million. The probe is the anchor mission for the launch and NASA arranged the two smaller satellites to be included as a ride-share. NASA chose Ball Aerospace to build the $96.9 million SWFOL1 satellite last year on behalf of the National Oceanic and Atmospheric Administration, which oversees space weather monitoring. The Space Weather Follow-on Lagrange 1 mission is meant to provide similar solar storm-monitoring that satellites used by the U.S. and European Space Agency handle now. Solar storms can eject particles capable of damaging satellites orbiting earth or electronic infrastructure on the ground. Some of the existing satellites used to track solar storms will start running out of fuel after the middle of the 2020s. NASA last fall awarded Hawthorne, California-based SpaceX a $109 million contract to launch the three satellites using a Falcon 9 rocket. Lockheed Martin Space Lands $1.53 Billon Contract Adding To Hypersonic Weapons Work In Colorado

The U.S. Navy first chose Lockheed Martin Space in 2018 as the lead contractor for the prompt strike weapons system program. Lockheed Martin Space also holds contracts for work on hypersonic missile systems for the U.S. Army. The weapons systems are part of a Pentagon effort to develop precision ballistic missiles carrying non-nuclear explosives at more than five times the speed of sound, Mach 5 or higher. Maneuverable missiles that can fly more than 60 miles per minute give the military the ability to strike targets thousands of miles away with little warning. Russia and China are said to be working on similar types of missiles. Lockheed Martin Space is a division of Bethesda, Marylandbased Lockheed Martin Corp. (NYSE: LMT). The business works on several U.S. military missile programs, including Minuteman missiles, the Trident II. It employs more than 21,000 people worldwide, about 8,500 of whom work at its foothills campus southwest of Denver or other metro-area offices.

The U.S. military is paying Lockheed Martin Space $1.53 billion more to develop a ballistic missile for the Navy that flies faster than the speed of sound.

In 2017, Lockheed Martin Space began moving hundreds of design and engineering jobs to its headquarters campus that are connected to the company’s work on missile systems.
