Editor’s Corner Stop Saying You’re ‘So Busy’ Americans work longer hours than most other nations, including a quarter more than Europeans (per Bloomberg), and they are often not shy about telling people. The phrase ‘I’m so busy’ is familiar to most American ears, but using it recklessly and habitually could be detrimental to your personal and professional life. CNBC writes that for one it looks like you’re bragging and thus puts off people in your work and home life; second, everyone is busy, and could signal your inability to balance tasks; and, third, it could close doors when those around you assume you wouldn’t have time for that professional opportunity or that fun event. Do you catch yourself telling people ‘you’re so busy’ when you don’t need to be? Americans work on average 44 hours per week and, in some industries like manufacturing, it’s more like 60 hours. Constantly harping about how busy you are can actually have adverse consequences. When people ask “How are you?” and you respond “I’m busy,” you might be sending a message that you don’t want to talk to them. Everyone is busy.Your calendar doesn’t make you special. If you’re trying to stand out in your business career, you’re not going to separate from the pack by telling folks how busy you are. Instead of being a badge of success, being too busy may send the signal to your enlightened colleagues and associates that you aren’t working smart.

A study in the Journal of Psychological Science shows that we’re much happier when there’s a lot going on in our life. If keeping active and “busy” is positive for our health, why do we often feel overwhelmed or exhausted by our list of responsibilities? It may not be our “to do list” that is the source of our unhappiness. Instead, our choice of words can have a negative effect on our experience. A study on the psychological aspects of language use tells us that our words have more power than we may think. Being busy implies that you are preoccupied. Right when the word “busy” comes out of your mouth, life becomes more hectic. Instead of enjoying the present moment and your surroundings, the only thing you are doing is running through your to-do list in your head.When I complain about how busy I am, it is as if someone put all these things on my plate without my approval.When in fact, I make my life the way it is. I chose to be in school. I chose to work 3 jobs. I chose to pack my weeks with plans and travel whenever possible. The question is: Is it all worth it? If it is, be grateful and proud of everything you do. If it’s not, make a change. Until next issue, stay thirsty and not too busy! Take time for yourself! Thank you,

The PC-DMIS Users’ Group meeting is designed to help users and managers master new software features, apply best practices, and achieve improved workflows and inspection planning for their individual manufacturing applications. On Tuesday June 12, the entire day is devoted to exclusive training on advanced topics including automated metrology systems, digital data management, embedded geometric dimensioning and tolerancing (GD&T), new programming workflows and much more. Each two-hour training session offers dedicated question and answer time to address involved and difficult metrology questions from participants. The meeting agenda for the following two days includes content-rich sessions from PC-DMIS executives and product specialists. Just two weeks ago, a Qantas Boeing 787 Dreamliner flew nonstop between Australia and London, a flight that lasted more than 17 hours and covered 9,000 miles. The two GE engines that powered the jet have landed in the news again today with an announcement from American Airlines.

American Airlines, which helped launch GE into commercial aviation 45 years ago, said it would power 47 additional new Boeing 787 with GE Aviation’s GEnx-1B engines. The $6.5 billion deal includes a 20-year service agreement.This order follows a previous order for 42 such planes placed several years ago.

The GEnx has already entered the record books. In 2011, a GEnx-1Bpowered Dreamliner flew halfway around the world on a tank of gas, then finished the job on the next tank.The journey set a weight-class distance record for the 10,337-nautical mile first leg and a record for quickest around-the-world flight at an astonishing 42 hours and 27 minutes.

The GEnx engines are the most reliable engine available on the Dreamliner with the lowest fuel burn and longest range, according to GE They also are startlingly quiet compared with their peers. Shortly after they entered service, concerned California residents reportedly called the San Bernardino Port Authority to complain that Boeing was flying a new 747-8 freighter over their homes with the engines off. They could be forgiven — pilots too have been known to glance at their fuel gauges to make sure the engines are still running.

What’s next? GE engineers could upgrade the engines with space-age materials called ceramic matrix composites, or CMCs. CMCs can handle temperatures as high as 2,400 degrees Fahrenheit and withstand the punishing forces inside the engines.They are also a third lighter than the conventional alloys now used to make jet engine parts. Future models also could include 3D-printed fuel nozzles already working inside the LEAP and GE9X, plus other components. A2Z MANUFACTURING WEST COAST •

In 1879, the inventor and GE founder exposed thin slices of bamboo to scorching heat at his lab in Menlo Park, New Jersey.The cellulose inside the bamboo quickly carbonized, transforming the splinters into the first carbon fibers. Edison used the fibers, which could conduct electricity and handle intense heat, as filaments in his early lightbulbs. They were seeking an edge in the space race with the Soviet Union, and carbon fiber’s combination of toughness and light weight made it an ideal space-age material. Designers were soon crafting composite parts made from “prepregs,” layers of carbon-fiber mats impregnated with resin. These parts were tougher, stronger and lighter than steel and aluminum alloys. Composites quickly started replacing metals in the fuselage and other structural parts of cars, planes and missiles. But few companies went further than the one with Edison’s pedigree. GE spent several decades developing a version of carbon-fiber composites that could replace the metal fan blades at the front of jet engines to make

We were starting from scratch and we did not know how carbon-fiber blades will respond to rain, hail, snow and sand, and the large forces inside the engine.” The bet paid off. It allowed GE engineers to shed hundreds of pounds from the fan and build the GE90, the world’s most powerful jet engine; the GEnx for the Dreamliner and Boeing 747-8 aircraft; and now the GE9X, the world’s largest jet engine, whose diameter matches the width of a Boeing 737. largest engine of the three. That’s because the blades will feature several new components, says Nick Kray, a consulting engineer for composite design at GE Aviation. They will use stiffer carbon fibers, so GE can make them longer and thinner. Their trailing edge will be made from a special structural glass-fiber composite that can better absorb impact energy. “Carbon fiber is very stiff and not that flexible, so when a bird or something else hits the blade, it creates a shockwave deep inside it,” Kray told GE Reports. “But the glass composite can deform better and deflect stress on the blade.” Texture of Carbon Fiber Sticker The jet engine fan blades are made from dozens of thin carbon fiber sheets like this one. They are experimenting with carbon-fiber wind turbine blades, riser pipes for the oil and gas industry, and patient tables for X-ray and CT machines that are transparent to radiation and improve image quality. “Over the next 15 years, you are going to see carbon fiber explode across areas where we have not seen them before,” Nath says. GE Invests $4.3 Billion To Build Next-Gen Jet Engines, Open New Factories In The US

The GE9X jet engine that GE Aviation is developing for Boeing’s next-generation widebody passenger jet, the 777X, is wider than the body of a Boeing 737 and more powerful than America’s first manned space rocket. It’s also a big deal for the company’s business. Although the world’s largest engine isn’t scheduled to enter service until around 2020, the company already has recorded some 700 orders and commitments valued at $28 billion at list price. For the first time, the engine will include a variety of 3D-printed parts and the latest composite materials, including the light and heat-resistant space-age materials called ceramic-matrix composites (CMCs). Another new jet engine called LEAP, which was developed by CFM International, a joint venture between GE and France’s Safran Aircraft Engines, has already started flying. It also holds components from CMCs and 3D-printed fuel nozzles. CFM has received orders for 12,200 engines valued at $170 billion at list price. To keep up with all this new business, GE Aviation needs the facilities to accommodate it. The company just revealed it invested $4.3 billion in the U.S. and another $1.1 billion abroad to meet production goals. The U.S. investments include $214 million to build five new high-tech plants, adding about 2 million square feet of new manufacturing floor space. The locations for the plants, some of which are already open, are Ellisville, Mississippi; Auburn, Alabama; Asheville, North Carolina; Lafayette, Indiana; and Huntsville, Alabama. GE Aviation also has upgraded its current plants in West Jefferson, North Carolina, and Hooksett, New Hampshire. Additionally, it created centers for additive manufacturing and other emerging technologies such as digital engine monitoring and CMC development. The LEAP was the first jet engine developed for passenger aircraft with parts from CMCs.To meet demand, the GE Aviation factory in Huntsville will make the raw materials for the composites and send them to Asheville for production. The plants will draw on expertise from CMC research labs in Cincinnati, Ohio, and Newark, Delaware.The company says this is “America’s first fully-integrated supply chain to mass produce components from this advanced material.”

GE Aviation also opened an Additive Development Center in Cincinnati and a component production operation in Auburn, where more than 40 additive machines are mass producing commercial and military engine components. GE Aviation employs 25,000 of its nearly 45,000 employees in the country most of the engines will be exported to customers in Asia, the Middle East, Europe and elsewhere.The company says that two-thirds of its more than $25 billion in annual revenues comes from international sales. “GE Aviation is a global company with significant technology capability around the world,” said Colleen Athans, vice president and general manager of the GE Aviation Supply Chain. “At the same time, we are introducing several highly proprietary technologies that are upping our manufacturing capabilities in the United States.”

Maryland., when Navy test aircraft CF-2 completed a mission to collect loads data while carrying external 2,000-pound GBU-31 Joint Direct Attack Munitions (JDAM) and AIM-9X Sidewinder heat-seeking missiles. From flight sciences to mission systems testing, the critical work completed by F-35 test teams cleared the way for the Block 3F capability to be delivered to the operational warfighter. More than 1,000 SDD flight test engineers, maintainers, pilots and support personnel took the three variants of the F-35 to their full flight envelope to test aircraft performance and flying qualities. The test team conducted six at-sea detachments and performed more than 1,500 vertical landing tests on the F-35B variant. All automakers have to deal with some amount of defective or damaged parts, both from their own factories and from suppliers. But, as previously reported, current and former employees say that Tesla experiences a higher rate of defects than industry norms. A significant number of flawed parts and parts in need of design changes also come from Tesla’s suppliers, they said.

Tesla Ships Flawed Parts From Suppliers To A Local Machine Shop For Fixes Tesla is fighting to reduce the amount of rework it has to do to produce its electric vehicles. Tesla is struggling to manage and fix a significant volume of flawed or damaged parts from its suppliers, sending some to local machine shops for rework, according to several current and former Tesla engineers.The company said it also makes adjustments to the design of some parts after receiving them from suppliers.

Tesla told CNBC it has a rigorous supplier collaboration process that includes on-site audits, manufacturing capability reviews and other common process controls to predict and eliminate quality issues. It also recently expressed appreciation of its suppliers in its first-quarter vehicle deliveries release. Evidence of Tesla’s rework burden stands in plain view in San Jose, California, less than a half-hour drive from the company’s main factory in Fremont. Towering racks and stacks of boxes emblazoned withTesla’s name stood in the lot beside a sheet metal and machine shop called JL Precision earlier this month.

Current and former Tesla engineers explained that some of the flawed parts made by the company’s suppliers will go to JL Precision and other local shops, including paint shops, for quality evaluation or rework.These people declined to be identified because they were not authorized to talk to the press. Labels on the boxes and on racks at JL Precision indicated they contained parts and tooling used to make the Model S, Model X and most of all, the newest Model 3 vehicles. Parts awaiting rework and design tweaks included door frames, doublers, torque boxes, nodes and shock mounts.

CEO Elon Musk promised the company would be profitable and cash-flow positive in the third and fourth quarter of this year. But a high volume of rework and design tweaks could cut into Tesla’s margins and contribute to delays in the delivery of its cars. Tesla’s future as a mass-market car company hinges on efficient, automated production of the Model 3. The Model 3 is currently the best-selling electric car in the U.S. So far more than 400,000 people have already reserved that vehicle, paying $1,000 refundable fees to do so. In January, Tesla projected it would make 2,500 Model 3s per week by the end of the first quarter of 2018. Auto-manufacturing expert Steve Finch, a former GM plant manager with about 40 years of industry experience, said automakers typically deal with some flawed parts from suppliers. Finch said mass-market car companies normally will take a year or more to vet a prospective supplier.This is to ensure the supplier’s factory follows ISO quality management standards and other processes that are on par with the automaker’s own. Former and current employees said Tesla took less time before signing on new suppliers. Tesla employees tasked with vetting suppliers were also not always experienced with ISO quality management standards, said these people. Sound reduction benefits followed after much research and optimization from one generation of the Fenestron to the next. Originally called the “Fenestrou,” which is Provençal for “little window,” the term evolved into the renowned Fenestron. It was first certified on the Gazelle in 1972 and then subsequently integrated into the first singleengine Dauphin prototype, whose first flight was in June 1972. Trials were then conducted with a seventonne Puma in 1975; however, with its diameter of 1m60 and its 11 tail rotor blades, it required too much power for the Fenestron to bring an operational advantage on this class of helicopters.

The second generation came at the end of the 1970s with an all-composite Fenestron, which increased the diameter of the new Dauphin’s Fenestron by 20 percent up to 1m10. This improvement was motivated by the U.S. Coast Guards’ requirement for a highly maneuverable aircraft for search-and-rescue operations. The U.S. Coast Guard’s aircraft are still in service today and have accumulated more than 1.5 million flight hours. In the meantime, research continued to optimize the shape of the Fenestron, blade foils, and to improve sound reduction, especially during certain phases of flight. Between 1987 and 1991 it was successfully tested on an Ecureuil, the prototype of which is still on display at the entrance to Airbus Helicopters’ headquarters in Marignane. In 1994, the third generation was fitted onto the H135 and optimized sound levels by using an uneven setting of the blades.

In 1999 the H130 performed its maiden flight with a Fenestron derived from this version.The H145 followed suit in 2010. Fifty years on, the H160 possesses the latest and largest Fenestron to be built on an Airbus helicopter with a diameter of 1m20. The fact that it is canted to 12 degrees allows for improved performance with an additional payload and increased stability — especially at low speed. With the H160 out to conquer the medium twin market, the Fenestron will be one of Airbus Helicopters’ signatures in the skies for decades to come.

BAE Systems has submitted its proposal to the U.S. Army to build and test the Mobile Protected Firepower (MPF) vehicle for use by the Infantry Brigade Combat Team (IBCT). The MPF is a new combat vehicle required by the Army to provide the IBCT with a protected platform capable of delivering overwhelming precision firepower combined with the ability to move rapidly in a variety of terrain conditions. “Our MPF vehicle is the result of more than 30 years of research and development to build a rapidly deployable, light combat vehicle designed specifically to support the light infantry,” said Jim Miller, director of Business Development at BAE Systems’ Combat Vehicles business. “Our offering integrates the most modern technologies into a non-developmental design based on development, testing, and lessons learned from our portfolio of combat vehicle programs.” BAE Systems leveraged the Army’s earlier investment in, and made improvements on, the type-classified M8 Armored Gun System — as well as other previous programs — into a fully integrated MPF system. By adding modern technology, BAE Systems developed a low-risk solution that has both a mature design and the latest in innovation. It’s been an eventful 12 months at Erickson Inc. — the famed manufacturer of the S-64 Aircrane, operator of the largest S-64 fleet in the world, and vastly experienced maintenance, repair, and overhaul provider. In April 2017, the Portland, Oregon-based company drew a line under the most traumatic period in its almost 50-year history, as it formally exited a Chapter 11 bankruptcy process. Within a week, it then lost its president and CEO. Yet today, restructured and with a new CEO at the helm, the future looks a lot brighter for the company — and its enormous variety of customers around the world. Erickson has 20 S-64s in its fleet, with the aircraft performing various heavy-lift jobs - from firefighting to aerial construction around the world. Heath Moffatt Photo When Vertical last visited Erickson Inc. in October 2014, it was a very different company. At the time, it appeared to be riding high on a wave of growth, following its acquisitions of Evergreen Helicopters and Air Amazonia in 2013. These moves essentially transformed Erickson overnight, taking it from about 700 employees and a fleet of 20 Aircranes, to 1,150 staff and a mixed fleet of 86 rotary- and fixed-wing aircraft, and moving it into new markets, such as disaster relief and military logistics, as well as onshore and offshore oil-and-gas.

However, the acquisitions also saddled the company with a huge debt burden — and this became a major problem as the industry entered a period of unprecedented operational headwinds.The Evergreen purchase also drew close scrutiny from regulatory agencies — and the company’s shareholders. It ultimately became the subject of a shareholders’ classaction lawsuit, alleging a breach of fiduciary duty, which was settled in June 2016 with an $18.5 million payment from Erickson and the private equity company that controlled it.

The reverberations of the expansion continued, and on Nov. 8, 2016, citing “numerous business challenges” impacting its operating results and asset values, Erickson Inc. filed for relief under Chapter 11 of the U.S. Bankruptcy Code. At the helm during this transitional period for the company was Jeff Roberts, who took over as president and CEO after

Udo Rieder retired in March 2015. While the company’s leadership scrambled to restructure the company and confirm its plan of reorganization with the bankruptcy court, business on Erickson’s various front lines continued as normally as possible. Within six months of beginning the process, and under new ownership comprised of a diverse shareholder group, Erickson exited bankruptcy. Roberts then resigned as president and CEO, leaving Andrew Mills, the company’s president of commercial aviation, as its interim president and CEO. On Aug. 31, 2017, the appointment of government services veteran Doug Kitani as CEO allowed it to firmly establish a course for a more positive future.

However, one of his mentors convinced him to have a conversation with the company and the new owners to learn more about the opportunity. It turned out to be the perfect fit. “I’m an aviator, so that was a big part of me getting involved in this,” he said. “And I think we have an opportunity at Erickson to build a diversified aerospace and defense company. It has some great crown jewels inside the portfolio and great people, great assets. I’m looking forward to doing what we can organically to get us growing.” Three key segments Today, Erickson has about 750 employees, and three clear business segments: commercial aviation services (firefighting, powerline and construction); defense and national security (providing aviation support to government services/military); and manufacturing and maintenance, repair, and overhaul (MRO).

India’s Jet Airways Orders 75 Boeing 737 Max Airplanes Edited by Eric Brothers Officials from Boeing and India’s international airline Jet Airways have announced a new order for 75 737 MAX airplanes.The specific version was not identified. Jet Airways announced its first order for 75 MAX airplanes in 2015 as part of a strategy to refresh its fleet with modern and environmentally progressive airplanes. The newest order supports the airline’s future expansion. Jet Airways is set to take direct delivery of its first MAX airplane later this year. “Our new order for the additional 75 Boeing 737 MAX aircraft will allow us to deliver a differentiated and world class customer experience to our guests,” said Vinay Dube, CEO, Jet Airways. “This additional order

The mated vehicles climbed to a launch altitude of around 46,500ft over the Sierra Nevada Mountains and while pointing back at Mojave, Eve released Unity. After a few seconds, Unity’s rocket motor was fired, and the pilots aimed the spaceship into an 80° climb, accelerating to Mach 1.87 during the 30 seconds of rocket burn. The hybrid (nitrous oxide/HTPB compound) rocket motor designed, built, and tested by The Spaceship Company powered Unity through the transonic range and into supersonic flight for the first time. On rocket shutdown, Unity coasted upward to an apogee of 84,271ft before readying for the return. At this stage, the pilots raised the vehicle’s tail booms to a 60° angle to the fuselage, into the feathered configuration. This unique design feature, which is key to a reliable and repeatable reentry capability for a winged vehicle, incorporates the additional safety mechanisms adopted after the 2014 VSS Enterprise accident during its fourth test flight. At around 50,000ft, the tail-booms were lowered again and, while jettisoning the remaining oxidizer, Unity turned towards Mojave for the glide home and a smooth runway landing.

“I believe today is a new beginning for NASA aeronautics,” Jaiwon Shin, associate administrator for NASA’s Aeronautics Research Mission Directorate, said during a televised news conference. “People enjoying affordable, quiet, supersonic flights in the future will say April 3, 2018, was the day it all began.” The development plan, based on early design work done for NASA by Lockheed Martin’s Skunk Works, calls for the 94-foot-long, 29.5-footwingspan plane to be delivered to NASA and start flying in 2021.

The jet will have a fully fueled takeoff weight of 32,300 pounds. Propulsion will be provided by a single General Electric F414 engine, the same powerplant used by F/A-18E/F fighter jets. The single-seat cockpit is modeled after the design for the rear cockpit seat in a T-38 training jet. “What you see in front of you, as far as the airplane, is a brand-new shape,” said Peter Iosifidis, LBFD program manager at Lockheed Martin. “Everything else within the airplane is existing commercially off the shelf, or salvaged from other aircraft.” Construction will be done at Lockheed Martin’s Skunk Works facility in Palmdale, Calif., and the first flight tests will take place at a supersonic test range over nearby Edwards Air Force Base. NASA’s Armstrong Flight Research Center will oversee flight operations, with three other NASA centers playing roles as well.

NASA says Lockheed Martin will be its partner in building a supersonic test plane that’s designed to muffle sonic booms and clear the way for a new boom in faster-than-sound passenger flights. California-based Lockheed Martin Aeronautics Co. won the $247.5 million contract to build the LowBoom Flight Demonstrator, or LBFD, after putting in the sole bid for the project, NASA officials said today. NASA’s acting administrator, Robert Lightfoot, said boom-reducing aerodynamics will be a “game-changer” for civilian flight — a view that was voiced by other officials as well. The plane is designed to be flown at speeds of up to Mach 1.5, or 990 mph, at a cruising altitude of 55,000 feet. Its aerodynamic shape is designed to reduce the “boom-boom” associated with supersonic flight to a muffled “thump-thump.” From 2022 to 2025, flight tests will be conducted in the vicinity of four to six cities around the U.S., roughly twice a year, to assess how the sonic thumps would be perceived by residents in surrounding communities. Those test cities have yet to be selected. Test results would be shared with the Federal Aviation Administration and other aviation authorities around the world, in hopes that the evidence would lead to the easing of limits on commercial supersonic flights over land. Such flights have been banned over the U.S. since 1973, largely due to concerns about sonic booms. Dave Richardson, the director for air vehicle designs and technologies at Lockheed Martin Skunk Works, emphasized that the LBFD would serve merely to prove out the technology for quiet supersonic flight.

“This is a purpose-built experimental research aircraft,” he said. “It is not a prototype for a supersonic business jet. It is not a prototype for some weapons system. It is not a derivative or some other modification of an existing airplane.” The results from the LBFD project could be factored into the designs for commercial supersonic jets, however. Several ventures — including Boom Technology, Spike Aerospace and Aerion Supersonic — already are working on concepts.

For what it’s worth, Lockheed Martin is one of Aerion’s partners on a supersonic business-jet development project. Aerion says it’s expecting to conduct the first flight of its 12-passenger jet in 2023 and get it certified in 2025. That’s when the LBFD project is expected to wrap up.

Bell’s V-280 Soon To Fly In ‘Airplane Mode’ Bell’s V-280 Valor tiltrotor prototype is on track to tilt its nacelles all the way forward and fly in “airplane mode” by the end of April as it proceeds through its testing program, a company official says. The prototype, which made its first flight in December, now has 19 hr. of flight time and run for 75 hr. on the ground, says Scott Clifton, director for Global Military Business Development for Bell. That includes one flight out of the test pattern and around the city of Amarillo, Texas, where Bell’s facility is based. It has flown up to 80 kt.

The V-280 was put together for the U.S. Army’s Joint-Multi-Role Technology Demonstration (JMR-TD), essentially a testbed for nextgeneration rotorcraft technologies that will feed into the Army’s Future Vertical Lift program. T h e Va l o r is the first demonstrator to fly. Sikorsky and Boeing h av e t e a m e d up to build the SB-1 Defiant demonstrator that could fly by

the middle of this year. Karem Aircraft and AVX Aircraft Co., which did not win a JMR-TD contract, have continued working on technologies that could feed into future Army aircraft. Though the fiscal 2019 budget was a boon to most military weapons systems, that was not the case with the FVL. A request for proposals for the FVL-Medium program that was due to be released in 2018 is now not scheduled until 2021, when assured funding is far less certain. Clifton pointed out that FVL remains one of the Army’s top three priorities. “As JMR moves forward, our goal is to continue to fly the V-280 and show that we can provide twice the range and speed and give the Army what it is looking for as a replacement” for the Army’s UH-60 Black Hawk, made by Sikorsky, and the Marine Corps’ UH-1 Huey, also made by Bell, he added. interoperability, shared costs and economies of scale. But the size and complexity of the JPO organization limits management effectiveness and makes it difficult for the U.S. services to have adequate insight and voice, it found. “The JPO organizational structure is not optimized for any single customer or variant, but is instead focused on the common enterprise-level solution,” the report says. “This focus at the enterprise level comes at the expense of focusing on individual customer needs that often do not align perfectly (or at all) with the organization’s current enterprise-level focus.” “The new OUSD (A&S) has an opportunity to introduce a flatter oversight structure that provides greater strategic direction, continuity and leadership for the program, while at the same time equally integrating the perspectives of the SAEs from both Military Departments,” the study says. On the acquisition front, the current structure of reporting through the SAE of just one of the services impedes both departments from participating in strategy development and decision making, the report found. As the fleet expands, including both the Air Force and Navy SAEs in the chain of acquisition authority will be critical, it concludes.

F-35 JPO Is Flying Away, But Not Until 2035 At the direction of Congress, the Department of Defense examined several alternatives to the existing F-35 management structure, the gargantuan operation called the JPO that currently spans three U.S. services and 12 nations. The full report, recently delivered to the undersecretary of defense for acquisition, technology and logistics, lays out the strengths and weaknesses of each alternative, and makes the case for a phased approach to transitioning management of the F-35 program to a service-run structure. “The F-35 Joint Program Office supports this initiative to ensure the Defense Department, U.S. Services, and our international partners have the most effective management structure to deliver warfighting capability,” according to the JPO. “We are implementing improvements to increase transparency, and we’ll continue to assess and evaluate the most efficient ways to support and manage this vital national defense program.” Based on the study’s recommendations, the Pentagon will gradually dissolve the JPO over a period of nearly two decades, while moving to establish two separate U.S. Air Force and U.S. Navy-run program offices that report to their respective program executive officers (PEO)/service acquisition executives (SAE). The department hopes the deliberate, phased approach laid out in the report enables the services to take on a greater role in program oversight while minimizing cost and risk. To move to a service-centered structure, the study recommends implementing a “measured” restructure of the JPO in the near term. This will include establishing “leads” for each of the three variants—the Air Force F-35A, Marine Corps F-35B and Navy F-35C—inside the JPO who report to the program executive officer, as well as “service deputies” co-located with the JPO who report back to their respective departments. The Pentagon also should establish service-led fleet management offices (FMO), located at the Air Force Life Cycle Management Center and Naval Air Systems Command, that report to their respective departments. At the same time, the Air Force and Navy will evaluate disbanding their respective F-35 Integration Offices (IO), currently located in the Pentagon to support initial fielding of each variant. The services initially envisioned that the need for the IOs would diminish soon after reaching initial operating capability—the F-35B and F-35A already have completed this milestone, and the F-35C is set to do so in 2019. The timing of the transition is not yet set, but should be based on the maturity and stability of the F-35 follow-on development effort, C2D2; achieving full-rate production, planned for April 2019; and improving sustainment, the report urges. In the final stage, the department will disband the joint PEO and establish two service PEOs that will oversee the U.S. and international fleets over the remaining life of the program. The study team believes the transition could be completed as early as fiscal 2030-35, but the timing should be based on getting to peak F-35 production and the primary focus shifting to sustainment. The transition will come with a price tag, though not a very large one given the cost of the overall F-35 program.The cost estimate is $552-596 million per year from fiscal 2020 to planned F-35 retirement in 2071, or $63-107 million above the cost to maintain the existing JPO structure.

U.S. Manufacturing: What It Is, Statistics, and Outlook Five Reasons Why America’s Manufacturing Is Growing Again By Kimberly Amadeo U.S. manufacturing is the transformation of raw materials into new products. The process is mechanical, physical, or chemical. The raw materials include commodities or components. It is the second stage of the supply chain. Manufacturing businesses include plants, factories, and mills. They typically make their products with power-driven machines and equipment. It also includes small and home-based businesses that make things by hand. Manufacturing also includes companies that contract with others to make the goods. U.S. manufacturing is the largest in the world. It produces 18.2 percent of the world’s goods.That’s more than the entire economic output of Canada, Korea, or Mexico. But America’s leadership position is threatened by high operating costs. That gives a competitive edge to other countries. First among these is China. Its low-cost factories manufacture 17.6 percent of the world’s products. Importance of Manufacturing in the U.S. Economy A2Z MANUFACTURING WEST COAST •

Manufacturing adds a lot of value to the power of the U.S. economy. Every dollar spent in manufacturing adds $1.48 in business growth in other supporting sectors.These include retailing, transportation, and business services. The United States has 12.5 million manufacturing jobs.That employs 8.5 percent of the workforce.

These jobs pay 12 percent more than all others. In 2015, they earned an average of $82,023 (including benefits) per worker. That’s $26.5 per hour. Nevertheless, more than 600,000 jobs are still waiting for workers with the right skills. Trends Manufacturing used to be a larger component of the U.S. economy. In 1970, it was 24.3 percent of GDP, much larger than it is today. America’s edge as the world’s leading manufacturer has also slipped. In 1985, it produced 28 percent of the world’s goods. That’s because the industry has only grown 1.1 percent a year since then.That’s much slower than the 2.3 percent average growth rate of the economy as a whole. It’s also slower than our major trading partners: China (9.8 percent), India (5.1 percent), Germany (3.6 percent), the U.K (2.8 percent), Canada (2.7 percent), and Japan (1.9 percent). Reasons for Decline The biggest reason is a shift to a service-based economy. Banking and other financial services began growing after 1999, when Congress repealed the Glass-Steagall Act. The health care sector has also grown. It’s grown from 5 percent of the economy in 1960 to 18 percent in 2015. In 1965, the government began subsidizing hospital costs when it created Medicare and Medicaid.

It was one reason for rising health care costs. Health care services also responded to the aging baby boomer generation. The switch to a service sector economy happened to other developed countries for the same reasons. But the United States manufacturing industry has lost global market share. Less developed countries, such as China, have increased their manufacturing capabilities.

Another contributor is the high U.S. standard of living compared to other countries.That makes labor costs much greater than in other nations. U.S. manufacturers cannot compete with low-cost products made by lowerpaid workers in China, Asia, and Mexico. For example, a unionized auto worker in Detroit makes $58 an hour, including wages and benefits. That compares to $8 an hour for a Mexican auto worker. First, complying with regulations costs $180.5 billion, about 11 percent of total sales. Second, the tax rate in 2011 was 37.65 percent.That’s higher than France (34.1 percent) and twice as much as China (16.6 percent). It’s triple that of Taiwan (10.1 percent) with the lowest tax rate. Third, other countries do better at negotiating bilateral free trade agreements. They lower tariffs and export fees. Outlook Manufacturing is forecast to increase faster than the general economy. Production will grow 3.0 percent in 2017, and 2.8 percent in 2018. Growth will slow to 2.6 percent in 2019 and 2.0 percent in 2020. Five new forces drive this growth. First, is increased productivity. Partly that is due to new technologies, such as 3-D printing. Second is the growing domestic production of domestic natural gas and shale oil. Low gas prices attracted many industries that use it for manufacturing of other products. Both productivity gains and low oil prices reduce the U.S. production costs. The third reason is rising wages in emerging markets. As standards of living improve throughout the world, local workers demand higher incomes. Some call centers are leaving India for Nebraska because wages have become comparable, and service is better. For more, see Call Center Outsourcing. Fourth, companies realize the need to protect home-grown intellectual property. Some countries, such as China, allow their factories to copy U.S. manufacturing processes and designs. They use this knowledge to make “knock-offs” that they can sell for less.That’s one reason some manufacturers prefer to remain in America. Last, and probably least, is the awareness among consumers that “Made in America” means jobs for Americans. On the other hand, U.S. shoppers are very interested in getting the best value for their dollar. They are not willing to pay a lot more for that American label. According to a survey from AlixPartners, 37 percent of manufacturers would prefer to locate in the United States. That’s equal to those that would prefer Mexico. That’s because its’s easier to reach the huge North American market.That’s better than in 2011 when only 19 percent would choose the United States. The new jobs that are created require sophisticated computerrelated skills to manage the robots. President Donald Trump promises to bring jobs back to manufacturing. He promised a tax cut for U.S. manufacturers and higher tariffs for those who build overseas. He must make these incentives equal to the additional cost of U.S. manufacturing.
