Editor’s Corner If we make something, not just design it, are we strong vs. another country making it? So why is precision manufacturing, especially manufacturing here in the U.S., so important? Manufacturing helped build the United States. And, the need for domestic manufacturing, as opposed to importing, is becoming more apparent. Additionally, there is a higher sense of pride in “Made in the U.S.A.” products! Manufacturing today remains a crucial industry for America! Not only does it increase employment, but it also boosts our country’s economy. The manufacturing industry provides a wealth of opportunities for all individuals, both young and old, to develop their skills and become experts in their field, whether that is in design, engineering, fabrication, or machining. CNC machining is leading the world in automated manufacturing; the machines can work continually and do not require a shut down. Only in the case of maintenance do these CNC machines need to be retooled, checked or calibrated, other wise they can maintain productivity for a long time without a break in precision production. Production is based on more accurate, consistent processing, to tenths of thousandths, and CNC machines are, of course, programmable. These machines focus on every detail of production with great accuracy where there is little or no margin for error.These machines are so accurate that companies can make the same exact tool paths of a set of parts with literally no down side. And, with CNC machines you can produce tools and parts that are impossible to produce by manual methods consistently. CNC machines have helped minimize the gap in the USA where our labor costs are higher than in many other countries. In short, having a strong domestic manufacturing base is vital to the United States and to maintaining its world leadership in innovation, productivity, and domestic product. That is because advanced manufacturing provides an important institutional foundation for learning and developing process skills and capabilities that are increasingly intertwined with many of the industries most important to the country’s economic future. A study on future global competitiveness, by Deloitte Global and the U.S. Council on Competitiveness, predicts that the U.S. will dislodge China as the most competitive manufacturing nation of the world in 2020. To continue positive momentum, the U.S. will be heavily reliant on the manufacturing industry to grow its exports and continue to boost its position as an economic leader. We are in an era of managing a growing domestic economy. Manufacturing companies must bring back foreign dollars into the U.S. economy in ways that reach the American consumer. This can come in many forms, including further increasing capital in infrastructure investment, continued education for their workforce, and increasing wages through innovation, through precision manufacturing within our domestic mind set, and efforts to making products that are state of the art and better, faster, and higher precision, than our counter parts. Manufacturing is strong in the U.S. It must be stronger to insure our position as the land of the free, the home of the brave, and a continued economic leader.

Announcements & Releases Mazak Adds Automation to Multi-Tasking with the QUICK TURN 250MSY + GR100 To help manufacturers achieve the highest level of overall throughput, Mazak Corporation has designed its Kentucky-built QUICK TURN 200/250 Series of CNC turning centers as a flexible machine base suitable for numerous highly productive configurations. One such example, the QUICK TURN 250MSY Multi-Tasking Turning Center with GR100 Gantry Robot, offers full DONE IN ONE® partprocessing capabilities and fully automated part loading/unloading with the GR100 Gantry Robot for exceptional production efficiency. Mazak pre-engineered the GR100 to easily integrate into any of the QUICK TURN 200/250 Series machine models, including the 2-axis, milling,Y-axis and/or second spindle versions. To interface with these QUICK TURN machines, the GR100 requires no special robot/ machine interface and programs easily via the MAZATROL SmoothG CNC featured on the machines. For application flexibility, two GR100 workpiece-table configurations are available, as is end-of-arm tooling with three-jaw grippers. All GR100 robots come equipped with a simple-to-configure, D3, twosided, three-jaw gripping hand with a part range up to 7” in diameter, 6” in length and total weight of 44 lbs. significantly reduce machine idle time, Mazak complements the GR100 with the integration of a fast, servo-driven automatic door that allows the robot entry into the machine envelope at a 3,937 ipm rapid rate on the robot’s A axis and 7,087 ipm rapid rate on its B axis. The QUICK TURN 250MSY headstock features a 10” main chuck mounted on a 35 hp, 4,000 rpm integrated spindle motor that generates 343 ft-lbs of torque for heavy-duty metal removal. To accurately position parts for square facing/slotting cuts and precisely drilled holes, the machine’s main turning spindle also serves as a fullfunctioning C-axis that is programmable in 0.0001-degree increments. A second spindle with 15 hp, 6,000 rpm and a 6” chuck allows the QUICK TURN 250MSY to automatically transfer parts and perform secondary operations with speed and accuracy.

Ingersoll Rand® QX Series™ Ergonomic Tightening System (ETS) Ingersoll Rand® has released the QX Series™ Ergonomic Tightening System (ETS). The ETS delivers short pulses of energy into the fastener during tightening, so the operator safely retains control of the tool. The ergonomically enhanced motor control algorithm minimizes the average force experienced by the operator, protecting workers from injury. The Ergonomic Tightening System is available on the QX Series cordless fastening tools in pistol and right angle configurations that range from 1.6 to 80 Newton meters of torque.

Workers no longer have to manipulate the fastening tool and a stationary reaction device. ETS tools increase mobility and access for tasks requiring one-handed tool operation or when optimum operator agility is paramount. assistant. Being a quick study, his skillset expanded rapidly and he soon discovered he actually loved the work he was doing. Time passed and eventually he moved on to maintaining and repairing industrial manufacturing machinery. Sergio spends more time in the office than he once did as scheduling and supporting the service team requires a good deal of attention. When time allows you will often find him evaluating and preparing Fahey’s ever-changing inventory of new and used fabricating machines ensuring they are ready for their next owner. Still, on occasion Sergio can be found in the field assisting his team and filling in as needed. Every service tech has a favorite machine to service or repair and for Sergio it just happens to be shears. Originally from Lincoln Heights in Northeast Los Angeles, California Sergio moved to the Portland, Oregon metro area in 2014. He was accompanied by his lovely wife and children. He is a proud father of nine and loves spending time with family outdoors fishing, camping, and playing sports.

Oregon Reaches 10,000 People In Apprenticeships With New Programs, Diversity

The number of people in Oregon’s state-registered apprenticeship programs has more than doubled over the past six years, coming to more than 10,000 people enrolled this June. In 2013, the state had just over 4,600 total apprentices, according to a news release from the Bureau of Labor and Industries.The increase in the amount of people participating in these hands-on programs is largely attributed to a boom in demand for construction workers and the expansion of apprenticeships into industries like information technology and healthcare. “Apprenticeships have traditionally been in the building and construction trades but we’re trying to diversify and one of the things that we started is just looking at other industries ... in IT and healthcare, (and) reaching out to other manufacturers,” Hubbard said.

“There are a lot of people who are getting older in the construction industry and we need to replace that workforce and prepare for all these new jobs,” he said. “So we’re trying to look in different places and diversify our apprentice workforce — our construction workforce — so we’re trying to increase our percentage of minority and women apprentices as well.” “As a workforce board we’re putting out all different types of opportunities, making sure youth as they’re leaving high school know what their opportunities are, and adults as well who may be returning to school,” said Executive Director Kristina Payne. Apprenticeships are for adults of all ages, because the majority of apprenticeships require you to be at least 18 years old, Hubbard said, but there is no maximum age cutoff.

“For the tech industry, in a number of job positions they were having a difficult time finding qualified people,” Payne said. These new programs have added 450 new apprentices over the last two years, according to the release. “It really is hands-on learning,” Payne said. “It has classroom aspects to it ... but you’re applying what you’re learning. I know these moments happen because I hear from former students who are now young professionals working on incredible programs such as Lockheed Martin’s Orion and Blue Origin’s Blue Moon. Space exploration, by virtue of its visionary perspectives and necessarily lengthy project timelines, is one of the few ventures that so heavily relies on the next generation. Knowing this also means understanding how critical it is to have a talented and motivated future workforce. From volunteering and mentoring to supporting STEM programs, I challenge everyone in the space community to consider how, in your own way, you can inspire the next generation. US Manufacturing Output Hits All-Time High The latest Bureau of Economic Analysis data find that U.S. manufacturers produced $2.3852 trillion worth of goods in the first quarter of 2019, up from $2.3845 trillion in the fourth quarter of 2018. This production number represents an all-time high. Manufacturing accounted for 11.3 percent of real GDP in the first quarter of 2019—and the industry continues to have the largest economic multiplier of any major sector. The industry’s continued success has created many new jobs as well. Manufacturing job openings were at an all-time high in May with 509,000 open jobs, according to the Bureau of Labor Statistics’ Job Openings and Labor Turnover Survey. This job creation is actually exacerbating an existing challenge in the industry: a lack of enough skilled workers. Manufacturers could have 2.4 million unfilled jobs by 2028, according to industry experts. The NAM and The Manufacturing Institute recently launched a $10 million Creators Wanted campaign, which plans to fill 600,000 manufacturing jobs by 2025. Semiconductor Supplier Plans $100M Facility In Hillsboro Semiconductor supplier JSR Micro Inc. is building a $100 million materials manufacturing facility not far from its existing Beaverton research and development site. The new operation will be in Hillsboro, where the company recently purchased property, and should be running next year, the company said in a statement. The 25.6-acre property, at 5950 N.E. Starr Blvd., sits in North Hillsboro within the Hillsboro Technology Park. JSR paid $7.1 million for the land in a deal that closed in May, according to Patrick Preston, public affairs manager for the city of Hillsboro. The company, based in Sunnyvale, Calif., is part of Japan-based JSR Corp. It makes chemicals and materials used in the semiconductor industry, as well as plastics and life sciences industries. Here in Oregon, the company has an R&D team working on lithography and patterning for the semiconductor industry, according to job postings on the company’s website. The company said the new facility will have quality assurance and control, engineering and advanced process control capabilities. It did not indicate how many employees would be needed to staff it. News of the new facility was first reported by the Oregonian.

This is a new business line for the company, he told the publication.“We’re always focused on our quality, our customers and the performance of our materials,” said Slezak in a written statement. “State of the art integration schemes have led to significant challenges for our customer in the area of defectivity reduction, which is why JSR is committed to investing in the area of advanced cleans.” Construction of the new facility also provides options for any “future strategic expansion.” Intel has been working closely with suppliers as it rolls out a long-delayed next generation of 10-nanometer chips. The company has said 10nm delays have been tied to manufacturing challenges and it has been most recently working through lowering the defect rate of chips before rolling them out in high volume to customers.The 10nm chips are now making their way into the market. Intel is one of Oregon’s largest private employers with more than 20,000 employees across four campuses inWashington County. The company has noted its large employee base extends beyond its own workers. A 2012 economic impact study showed that for every Intel employee 3.1 jobs are created statewide.

Placement of the facility in Hillsboro may indicate a close relationship with chipmaker Intel, which has its most advanced manufacturing facility at the Ronler Acres campus — also in Hillsboro.That Intel facility is currently being expanded.

JSR Micro isn’t the only Hillsboro semiconductor supplier that is positioning for growth. Dutch manufacturer ASML has seen its Oregon workforce expand to 600 people in the last three years and it expects to double in size in the next five years.

Boeing Awarded Up To $55.5M For Redesign Work On KC-46 Tanker Boeing has been awarded up to $55.5 million from the Air Force for redesign work needed on the refueling boom for the KC-46A Pegasus tanker. According to a notice of the award posted last month, the funds will be for “system level hardware and software critical design review of the boom telescope actuator redesign.” Problems with the boom were among the issues that the Air Force and Boeing (NYSE: BA) knew needed to be resolved at the time the tankers first began being delivered early this year. According to a report from the Government Accountability Office in June, the Air Force expects to spend more than $300 million over the next three or four years on the redesign requirement and to retrofit the aircraft delivered by that point. But Boeing is footing the bill for other work, including related to fixes needed for the RemoteVision System used to guide the boom on the new tanker.The Air Force is withholding as much as 20 percent from the final payment on each tanker until those improvements are made. Boeing has incurred more than $3.6 billion in cost overruns amid delays and technical and production issues on the program.The first 18 KC-46 jets were supposed to have been certified and delivered to the Air Force by August 2017. The first didn’t arrive at McConnell Air Force Base inWichita until January of this year. Deliveries have been stopped twice since then due to debris left behind on the aircraft from the manufacturing process at Boeing. McConnell is the main operating base for the tanker and will eventually be home to 36 of the aircraft. Boeing intends to build 179 of the KC-46 tankers for the Air Force. In order to promote innovation, the state offers favorable tax policies, such as tax credits for pre-production development expenditures, and support for several public-private partnerships. The latest PwC report is its sixth annual ranking aerospace manufacturing attractiveness rankings by countries (or regions) and states in the US. The firm says its rankings are designed to help aerospace companies plan for future growth, enhance their manufacturing supply chains, or examine costs where their operations are now located. A second report also released this week offered a different perspective of manufacturing in Washington state. Ball State University’s Center for Business and Economic Research in Muncie, Indiana, awarded Washington state a “C-” for manufacturing and “C” for logistics. Washington, however, retained its “A” grade in a category called human capital and diversification.The state was given a “B” in the productivity and innovation categories. Ball State — which awarded its home state of Indiana an overall “A” grade — also gave Washington state a “C” in the tax climate category and an “F” for costs of workers’ benefits. July represented the second straight month of strong manufacturing job expansion following slow growth during the first part of 2019. Manufacturing added a revised 12,000 jobs in June. In July, durable goods overall posted a gain of 12,000 jobs. Other industries with employment increases included computers and electronic products, up 2,600, and furniture, up 2,000. The main job loser in durable goods was machinery, down 3,600. Even with the strong numbers for July, job growth in manufacturing lags 2018’s pace. Manufacturing added 55,000 jobs for the first seven months of 2019, compared with 162,000 for the same period last year. Manufacturing totaled 12.864 million in July on a seasonally adjusted basis. That’s up from an adjusted 12.848 million in June and 12.707 million in July 2018. Jobless Rate

The vehicle sector boosted employment by 7,200 jobs, according to a breakdown by industry sector released this morning by the U.S. Bureau of Labor Statistics. That was part of an overall job gain of 9,500 jobs in transportation equipment. The job surge comes amid softening U.S. deliveries of cars and light trucks.The industry recorded four consecutive years with sales of 17 million or more. Total non-farm employment rose by 164,000 in July, the bureau said in a statement. That was near forecasts by economists. The unemployment rate remained unchanged at 3.7 percent, near a 50-year low. Manufacturing jobs peaked in June 1979 (19.6 million on a seasonally adjusted basis, 19.7 million unadjusted). That sank to a low of 11.45 million adjusted and 11.34 million unadjusted in February 2010 following a severe recession caused by the 2008 financial crisis. Siemens Wins $100M Trimet Contract For Light Rail Cars

Transit systems in San Diego and Portland, Oregon, are completing transitions to low-floor light rail systems by buying over $200 million of cars from Siemens Mobility’s Sacramento train factory. The additional sales will continue workflow for years at the factory on French Road in South Sacramento, where more than 1,500 people build locomotives and light and heavy rail cars. These orders are in addition to nearly $1.6 billion in orders announced in December for heavy rail locomotives and cars from Amtrak and the Canadian rail service. San Diego’s Metropolitan Transit System awarded Siemens Mobility a contract for 25 of its S700 low-floor light rail cars. Portland’s TriMet transit system has ordered 26 of the same S700 vehicle, configured to TriMet standards. Siemens spokeswoman Elizabeth Cho said the Portland contract is “over $100 million” and the San Diego contract is just “under $100 million.” The Portland contract has an option for up to 60 more vehicles. In both cases, the transit systems are transitioning away from highfloor to low-floor cars. The low-floor cars are more easily accessible to passengers in wheelchairs, without the need for ramps at stations. The S700 cars also feature wide aisles, making them easier to traverse with wheelchairs and bicycles, Cho said. To give a perspective, a standard press brake that bends metal is normally 6 feet in length. To bend and fabricate very large truck parts OSW had to enlist the help of the experts in metal bending, Fahey Machinery. After consulting with Fahey Machinery, OSW agreed on the very large Accurpress 5150024, a 1500 ton press brake that bends 24 foot pieces of metal. Bending very large pieces of heavy metal requires work holding machinery and tooling to lift, hold and maneuver the metal while in the jaws of the press brake. It takes two people to hold and fabricate the metal while it is suspended by overhead cranes. This cutting, bending, and welding during the fabrication process used to be performed by fabrication suppliers outside of the OSW business model. The progression for OSW to cut, form and fabricate their material to their own specifications has streamlined their business so much that they are able to stop what they are doing and turn on a dime to fabricate an order that may come in on a rush basis. The response time and order minimums have been reestablished in their own hands.What used to take months to receive in from their suppliers and what used to take a minimum order of 5 to 10 units can now be one or ten and it takes weeks instead of months. This affords better response time for OSW customers, and much higher quality, as the OSW team manages every detail of the fabrication operation. With 2 sixty-foot paint booths, OSW can not only design, cut, weld, grind, assemble, and test, they can paint a body in 1 to 5 hours complete. OSW used to outsource some fabrication and painting and now as OSW tells it, “ We no longer farm out anything, no cutting, fabrication and zero paint, we are in complete control of the entire process. Department of Education Marks the Beginning of Perkins V by Approving Every State’s Transition Plan With the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) taking effect on July 1, the Department of Education announced it “received, reviewed, and approved every state’s Perkins V one-year transition plan.” In 2018, One Voice and its members lobbied Congress extensively on passing the law, marking a rare bipartisan victory during an election year. The bill provides $1.2 billion in federal funding for career and technical education (CTE) initiatives, including $160 million in apprenticeship opportunities. With the approval of their transition plans, states now must work on full four-year Perkins V implementation plans, which are due in April 2020.

Feeling The Burn: Inside The Boot Camp For Elite Gas Turbines The state of South Carolina may have practically invented the punishing workout. It is home to The Citadel, the famously tough military academy — and anyone who has seen Stanley Kubrick’s “Full Metal Jacket” will never forget drill instructor Gunnery Sgt. Hartmann inflicting a special kind of purgatory on U.S. Marine Corps recruits at Parris Island.The city of Greenville, which is just a couple hundred miles north of the military installation, is also home to an equally grueling boot camp. But there is a major difference: Greenville’s trainees are not fresh cadets, but a crop of elite power plants. This summer, the 9HA.02, the world’s largest and most efficient heavyduty gas turbine will be put through its paces in the toughest power plant proving course on earth: Greenville’s huge off-grid gas turbine validation facility located behind GE Power’s massive turbine factory here.And the drill sergeant is the calm, genial Bert Stuck, who has worked for GE Aviation and Power departments for 37 years.The veteran engineer laughs at the notion that his turbine test stand is a giant torture chamber. “Not quite: Our motto is ‘test and learn’,” he says. Even so, Stuck and his team of engineers will push the 9HA.02 to its limits before it is deployed in the field, generating power for homes and businesses all over the world. They have got a full program of exercises in store for the turbine, which can generate 571 megawatts, enough to power a city with 650,000 households. “We will explore the turbine’s entire operational envelope — inside and out,” says the veteran engineer. That is jargon for the range of parameters in which the turbine can operate safely and effectively. It’s important to punish the machine in this way because it proves to customers that the turbines — which will one day be the grid’s workhorses — can withstand ultra-stressful conditions that are well beyond what they would encounter in ordinary service. Engineers will test the turbine’s mettle in all areas. Stuck reels off a list: “Performance, efficiency, operational flexibility, mechanical and aeromechanical durability, gas and liquid fuel capability, its response to grid fluctuations, and so on.” For example, engineers will ensure the 9HA.02 delivers top-tier performance and efficiency whatever the location. “We will have units going anywhere from Malaysia to northern Europe,” says Stuck. Engineers have a trick up their sleeves for replicating sweltering hot, and freezing cold days, and it is not turning the thermostat up to maximum, or down to zero. “We play with certain factors such as airflows or fuel splits to make the unit ‘think’ it is operating in different conditions,” says Stuck. This may sound like random tinkering, but in reality, the testing stand is as far away from a mad professor’s laboratory as you can get. Every step taken during the test has been simulated by a team of turbine and plant controls experts before it is run in the test stand. “We want to understand how the

test unit and facility will perform together,” says Stuck. “The simulations give us an excellent idea of what is going to happen.” Although there are rarely big surprises, the testing procedure is still a huge learning experience.There are around 5,000 instruments across the turbine that continually gather data about its operations, performance and efficiency.These sensors ferry about 1 gigabyte of data per second to Greenville’s nerve center, a bank of computers manned by around 75 design engineers that resemble NASA’s mission control. “That’s like streaming a full hour of Netflix in one second,” says Stuck. Safety is paramount, so the engineers stay alert for any data readings which look unusual. “That’s priority No. 1 — although we have a good chance of catching anything before it breaks,” says Stuck. He explains that a test director can return the turbine to a safe operating point before any component failure. “Then they’ll start reviewing the data,” says Stuck. Engineers will dive into data streams on component temperatures, airflow and cooling rates, air pressure, blade vibrations, fuel economy, efficiency and power output. “The design teams can get an idea of how the unit is functioning in real-time, as well as analyzing data streams post-event,” says Stuck. Engineers are hunting for any marginal gain in performance or efficiency that might be up for grabs. It might lead to last-minute fine-tuning, even if it is just a tiny tweak to the shroud or aerofoil of a turbine blade for greater durability, or a small adjustment to the geometry of an extraction port to optimize cooling flows. “We make these kinds of hardware modifications in the factory to actual production units for the benefit of the customer,” says Stuck. Turbines in Greenville train as hard as U.S. marine recruits at Parris Island, whose boot camps usually last 13 weeks. The 9HA.02 will undergo about 200 hours of test time over nearly three months, and those grueling sessions will last between 12 hours and two days. In the test facility, some 5,000 sensors gather data from across the machine before transmitting

It is crucial to test the 9HA.02 at varying load conditions and demonstrate the capability to handle a significant number of starts. The world’s gas turbines are increasingly required to operate across a wide range of loads and operating modes such as cyclic (daily starts and stops) and peaking — the hours of high demand — because of the growth of renewables such as wind and solar. For example, utilities might switch off the 9HA.02 during periods of healthy renewable energy generation and low demand and switch it back on when demand picks up and solar or wind generation have slumped. “From no load conditions, it can reach full power in about 10 minutes,” says Stuck. This kind of special testing simply cannot be done at the customer site. Greenville is like a special indoor soft play area that allows the engineers to push the turbine to its limits risk-free because the site is not connected to the grid. “That means we can replicate oddball conditions without the danger of tripping any grid,” explains Stuck. by Chris Noon A2Z MANUFACTURING WEST COAST •

The purchase of American Railcar Industries, of St. Charles, Mo., gives Greenbrier 4,000 workers, the company said in announcing the move. ARI’s operations, including its 1,600 employees, “will be fully incorporated into Greenbrier’s North American business model both from a manufacturing and commercial perspective,” according to Greenbrier. Greenbrier paid $410 million for ARI, which it actually bought from NewYork-based ITE Management LP.The strategy gives Greenbrier two Arkansas railcar manufacturing facilities, in Paragould and Marmaduke, along with manufacturing and administrative employees in St. Charles. ARI also has two other Missouri locales as well as a site in Longview,Texas. Greenbrier said the deal gives it a more complete product offering in tank cars and covered hoppers.” Bill Furman, Greenbrier’s chairman and CEO, said the move will further enable Greenbrier to grow while developing a solid talent pipeline. Intel and Apple have signed an agreement for Apple to acquire the majority of Intel’s smartphone modem business. Approximately 2,200 Intel employees will join Apple, along with intellectual property, equipment and leases. The transaction, valued at $1 billion, is expected to close in the fourth quarter of 2019, subject to regulatory approvals and other customary conditions, including works council and other relevant consultations in certain jurisdictions. Combining the acquired patents for current and future wireless technology with Apple’s existing portfolio, Apple will hold over 17,000 wireless technology patents, ranging from protocols for cellular standards to modem architecture and modem operation. Intel will retain the option to develop modems for non-smartphone applications, such as PCs, internet of things devices and autonomous vehicles. “This agreement enables us to focus on developing technology for the 5G network while retaining critical intellectual property and modem technology that our team has created,” said Intel CEO Bob Swan. “We have long respected Apple and we’re confident they provide the right environment for this talented team and these important assets moving forward.We’re looking forward to putting our full effort into 5G where it most closely aligns with the needs of our global customer base, including network operators, telecommunications equipment manufacturers and cloud service providers.”

Trump, Pritzker Push To Improve Apprenticeships

They may agree on next to nothing, but Gov. J.B. Pritzker and President Donald Trump are both working to improve the availability of apprenticeship programs to help fill the need for skilled labor. The freshman president, no stranger to apprenticeships, proposed a rule change late last month that would streamline the process for schools and businesses to coordinate on offering the opportunities and increase funding to coordinate the programs. “The apprenticeship model of earning while learning has worked well in many American industries, and today we open opportunities for apprenticeships to flourish in new sectors of our economy,” U.S. Secretary of Labor Alexander Acosta said in a statement. “With 7.4 million open jobs and job creators searching for skilled job seekers, apprenticeship expansion will continue to close the skills gap and strengthen the greatest workforce in the world – the American workforce.” The move is a shift away from some government agencies that had an interest in keeping a robust funnel of young adults entering four-year colleges regardless of whether it was the best fit, said Sam Adolphsen, policy director at the Foundation for Government Accountability. “There were some government entities in the past that, I think, didn’t want

to see these opportunities expanded,” he said. In Illinois, Pritzker signed a bill into law Friday that offers a tax credit to businesses that bring in qualified apprentices. “An important part of my job is to transform our state into one of the most forward-thinking, economically prosperous, and innovative in the nation,” the governor said. “We have the most talented and dedicated workforce in the nation – but we need to produce tens of thousands of new skilled workers each year for the next ten years to replace the highly skilled manufacturing workforce that’s retiring – and to meet the growing demand for quality, talented employees.” The idea was an initiative of the Illinois Manufacturers Association to bolster the number of new skilled workers to replace the growing number of retiring baby boomers. “With 300,000 men and women set to retire from shop floors in the next decade, this new apprenticeship credit will allow manufacturers to jumpstart their efforts to build a pipeline of workers to fill the next generation of manufacturing jobs,” said Illinois Manufacturers Association President and CEO Mark Denzler. “Apprenticeships leave their participants with little to no debt and give them marketable job skills in their industry,” said Sen. Officially, the Boulder, Colorado-based company known as Radia Inc. is in stealth mode. Its website says the company is “bringing technological, environmental, and business innovation to the interface of environment/energy/aerospace.” A review of postings by its senior management team on the LinkedIn professional networking site, along with details in other public records filings, reveals that they are building a cargo airplane. Hulking robots common to assembly line manufacturing tend to be loners. They often cut, bend and weld metal inside cages and behind barriers meant to safely separate them from human workers. “For a long time, the best factory robot has been one that you set up, and you don’t touch for two years. It does the same thing over and over, unchanged, a million times,” says Bilge Mutlu, a University of Wisconsin–Madison professor of computer science, industrial engineering and psychology. “But because those robots are built to be very powerful and very accurate, they are also very dangerous


for people.You can’t get in its way.” With new support from NASA, Mutlu and partners at UW–Madison and Boeing are designing lowerpower robots that can handle a wider range of less-rigidly defined tasks by working more collaboratively with a human operator. The UW researchers have focused on “shared control,” in which a human wired with sensors and controls guides a robot’s arms through the course of a task like sorting objects or mixing ingredients according to a recipe. Even new users are able to operate these robots effectively, because the robots step in to help by applying things they’ve been taught about the way humans deftly coordinate the movement of two arms and hands to corral and lift and pass objects. Mutlu, graduate student Daniel Rakita and computer sciences Professor Michael Gleicher have also published methods for deploying robot-controlled cameras to give the human operator—”whether they’re standing a few feet away or they’re in Houston and the robot is on a space station,” Mutlu says—the best view of the workspace, tools, materials and the robot’s hands. With that core technology and a $3 million grant from NASA Aeronautics, the UW–Madison group—which includes Gleicher, mechanical engineering Professor Michael Zinn and industrial and systems engineering Professor Robert Radwin—will adapt robots to some of the specific types of manufacturing work that piece together a Boeing airliner. “We identified a number of processes in aircraft manufacturing where this shared control could help,” Mutlu says. “Take riveting. There are thousands of rivets that have to be banged in there to join the metal of an airplane together. That’s hard, repetitive work.”

Making composite materials, sanding metal, painting and fitting parts together in confined spaces are other steps in the plane construction process that get safer by moving the relatively fragile human body slightly farther away from the action. Shared control of a robot could make that happen without also removing the human aircraft builder’s skills. “We’re keeping the operator’s expertise, their knowledge of the nuances of the process, in the equation,” Mutlu says. “They can direct the action without being involved manually, and the process gets more ergonomic and efficient.” Over the next three years, Mutlu hopes the collaboration with Boeing will move a new robot manufacturing platform from Madison to the Boeing laboratories, where it will be further developed for the production floor and then to worldwide use. “As we’re building it, we’re going to do a lot of testing here in our lab,” he says. “Eventually we want to take it to Boeing and actually demonstrate it there. That’s Hot: This Lung-Inspired 3D-Printed Part For Cooling CO2 Could Take Power Generation To The Next Level

When Charles Parsons invented the steam turbine in 1884, it was a monumental advance. More than a century later, engineers are still relying on steam to operate the turbines that generate much of the world’s power. Perhaps it’s about time to take the technology to the next level. One way to do that is to draw inspiration from the human body. That’s exactly what Peter deBock and his colleagues at GE Research in Niskayuna, NewYork, did:They devised a heat exchanger — an essential component of the cooling system of a power turbine — that mimics human lungs. Heat exchangers are used in power plants to move energy from the hot exhaust that flows out of the primary gas turbine and transfer it to a secondary turbine power loop, or bottoming cycle, to generate more electricity.This process essentially cools the primary turbine exhaust flow with a “working fluid,” like the antifreeze of a car. Most bottoming cycles use steam as the working fluid. Conventional alloys and manufacturing methods, however, limit operating temperatures to less than 1,200 degrees Fahrenheit. But what if there were another way? By using other alloys, additive manufacturing (commonly known as 3D printing), and a different working fluid for the bottoming cycle, engineers hope to raise the operating temperature and increase thermal efficiency. Higher temperatures and pressures allow them to pack more punch into a smaller area and extract more energy from it.

One promising working fluid candidate is supercritical carbon dioxide, the same gas that makes soda fizzy. When temperature and pressure hit the right conditions, CO2 becomes supercritical — it acquires the density of liquid but flows more like a gas, and holds an enormous amount of heat energy. As a result, a power generator using it as a medium can be 10 times smaller and more efficient than one that uses steam, and also requires fewer parts. (GE Research is involved in a project led by GasTechnology Institute and partnering with Southwest Research Institute to build a $122 million, CO2 demonstration plant capable of generating of 10-megawatts of electricity (MWe).) Supercritical CO2 is a big priority for ARPA-E, the U.S. Department of Energy’s advanced research arm. Recently,ARPA-E put out a call for a new kind of heat exchanger that could help these advanced power plants handle temperatures of 1,650 degrees F — more than 450 degrees higher than current heat exchangers that use steam — at pressures of more than 3,600 pounds per square inch. (Atmospheric pressure at sea level is 14.69 psi.) When deBock and his colleagues heard these requirements, their minds went to two advances simmering at GE Research’s labs in Niskayuna: “extreme design skills and extreme metallurgy skills,” deBock says. Laura Dial, a senior researcher from the metallurgy team, worked to develop an advanced nickel superalloy for use in jet engine parts.The metal is capable of retaining sufficient strength at extreme high temperatures and is also suited for additive manufacturing, a relatively new technology in which a computer-controlled machine fuses together thin layers of material, including high-end metal, to build a part. Objects built by 3D printing can have much more intricate shapes than those made with conventional manufacturing techniques. “With 3D printing,” says deBock, “we can build design architectures that were previously impossible.” 3D printing paved the way for some radical thinking about how to design a heat exchanger for high temperatures and pressures. DeBock’s team took inspiration from human lungs, which play an important role in helping cool the body to about 98 degrees F. ”Lungs,” says deBock, “are the ultimate heat exchanger.” The lung accomplishes its heat-exchange function with a network of capillaries, which split the flow of blood into small streams to maximize their exposure to the cooler air coming in from the outside, releasing heat and absorbing oxygen.The GE heat exchanger, designed by scientist Dan Erno, does something similar. It takes hot airflow that comes out of the gas turbine and splits and recombines it continuously into a trifurcating network of ducts, each less than 2.5 millimeters in diameter, that are interlaced with another network of channels filled with the colder working fluid (in this case, supercritical CO2) that runs in the opposite direction. The hot air and the working fluid are kept physically separate, but their close proximity allows for efficient heat exchange. In April, ARPA-E awarded GE a $2.5 million, 2.5-year grant to develop a 50-kilowatt demonstration heat exchanger using its new design. GE’s partners in the project include Oak Ridge National Laboratory, which will contribute expertise in corrosion science to test and validate the material’s long-term performance, and the University of Maryland, which will aid with heat exchanger design and optimization expertise.

Boeing Submits Plans To Expand 737 Max Production Facilities Despite a worldwide grounding of its bestselling jet, Boeing is developing a $132.9 million project to expand its 737 Max aircraft production facilities in Renton. The project, detailed in land-use documents obtained by the Business Journal, suggests the Chicago-based jet maker is investing big as it prepares to boost production once the Max fallout begins to wane and the plane is certified to fly again. The Max has been grounded across the world since March.

To make room for the new facilities, Boeing has proposed demolishing a parking lot it identified as S-2 lot at 737 Logan Ave. N. that has 1,000 employee spots. The Apron E project also requires Boeing to demolish an existing fire station and rebuild it at an area north of the project site, under another building permit application process. The jet maker’s expansion plans emerged a week after Boeing CEO Dennis Muilenburg said the company may have to cut or halt production of the 737 Max if safety regulators do not soon re-certify it to fly. One aerospace industry source, speaking on condition they weren’t identified to not harm business relationships, said that before the two 737 Max crashes that killed a combined 346 people, Boeing 737 factory planners were quietly studying factory production flows to determine if Max production could be boosted as high as 100 aircraft a month.
