It is the preview of life’s coming attractions. “ by ~ Albert Einstein I know this is a manufacturing magazine, and we make things with our hands, our machines, our software, and our minds! So, I was talking with a very wise businessman and he shared with me he concentrated on a certain project. He wanted it. It would be a game changer for his business. At that time he focused, and went to bed thinking he would win it. Of course there was paperwork involved and a bunch of quoting, but this focused individual wanted this job and he asked the universe through his focused persistence for this job and he won it! “I wanted this aerospace job so bad, I focused on it and made it my mission. I won it and I was not surprised, yet very surprised! My team and I have created a great precision business and I knew we were poised to evolve to the next level. I knew this aerospace job was a top tier level job and this was my goal, to be a “Top Tier Supplier”. With concerted effort and the right team, I made this happen, and with what I would like to call luck, preparedness that meets opportunity, my company won this work and we continue to grow and meet my vision of a World Class Manufacturing Company.” This visualization is one of many for small business owners. They have a vision, they make it happen in their mind and then in their garage, they work to make it happen, assemble a positive team, dream much more, work hard, and the vision becomes a viable business! The stories I like to write about the most are the small garage shop type of start ups, that have a dream, they work it hard, they focus on the outcome, and make it happen almost effortlessly, without too much blood, sweat, and tears. It’s not easy but it’s worth it. And, “At The End Of The Day”, if you can sell your business to Microsoft or some other big fish, you have a big payday. However, most of these companies I’m talking with choose to continue to keep and work the business they have built and pass it on to their hard working sons and daughters.Yes, the boy or girl who swept the floor, deburred parts, and answered the phone, and helped with the books has now many years in the business and though they can move on with their college degree, for some reason choose to continue the legacy and eventually run the business and even take it to the next level! U.S. Manufacturing is everything to the U.S. positive future! Thank you all for your service! I encourage you all to believe in your dream, work it, believe it, and see it as if it is already here in your hands! Then, enjoy it, share it, and be greatful! Gratitude is the icing on the cake! SHARP Industries Introduces New Rotary Table Sharp Industries, Inc of Torrance, California has released its new rotary table, Model SR-6.7. The units will have a table diameter of 6.7” and is designed to provide an optimum way to handle small parts by using the commonly available 5C collet and collet closure system. SHARP Rotary Table accuracy is achieved through quality manufactured parts and custom manufactured Dual Lead Worm Gear System. This system is designed specifically for the SHARP model. It is a one piece unit that is more rugged and accurate than the other Split Worm Gear System. Besides providing a smooth, uninterrupted motion, high worm gear efficiency, and easy adjustment for backlash, it also offers rigidity and excellent wear characteristics. The unit has a continuous type input increment of 0.001 degree. It is compatible with CNC drives from FANUC, SIEMENS, and FAGOR.

What do wiffle balls, robots, and teenagers have in common? All were present at the 2015 FIRST® Tech Challenge (FTC) in Oakland on March 28th – where 72 young engineering teams from 13 states came together at the Western US Teen Robotics Competition. FTC is a global program that ignites an enthusiasm for science, technology, and discovery among students – which fits in perfectly with Treske’s mission of innovation.This year Treske Precision Machining had the honor of helping one of the young teams compete – by manufacturing custom parts for one inventive young team, and seeing them through to the super regional championship! Named for their collective love of Lord of the Rings, “The Fellowship of the Robot” consists of Jackson Friess, Nic Quattromani, AJ Rise, Ethan Schaezler, and Reed Slobodin – all passionately interested in science and engineering. A vast majority of participants leveraged prefabricated parts and kits to design a robot for this competition – where their contestant creations would be tasked with completing a variety of challenges for varying point values. But for a team of five sophomores from Lake Oswego High School, that

Rather than using prefabricated parts, “The Fellowship of the Robot” elected to design their own custom parts in CAD design software (representing only one percent of teams at the competition), and reached out to Treske to help machine and manufacture their original parts for a competitive advantage. Using 3D models provided by the team,Treske fabricated and iterated the parts out of the specified materials – and in turn, played a key role in the development of the bot. “Treske really came through and saved the day,” reflected team mentor, Jim Rise, “Their support has been fantastic and made a real difference for these aspiring engineers.” And the team’s hard work has paid off – they have been the proud recipients of the First-Place Inspire Award at the qualifying tournament, and the Rockwell Collins Innovate Award (granted based on innovative engineering design) at both the super-qualifying and Oregon state championship. Our commitment to the next generation AtTreske, we believe in pushing it forward – and we take this commitment seriously when it comes to nurturing the next generation of our field. We’re thrilled to have contributed the team’s ongoing success, and to have played a role in such a noble cause. We wish The Fellowship the best of luck in their continued endeavors, and look forward to seeing great things from these engineers of tomorrow!

There are six typical methods of bending in the industry: rotary-draw bending, roll bending, plate rolling, point bending / gag pressing, incremental bending, and hot bending (using induction or other heating sources).

Rotary-Draw/Compression Bending Material is bent by rotating it around a bend die (and typically pulled or pushed over mandrel rod). A bend die is formed to fit a specific material size/ type and at a specific diameter to fit the bend requirements. The material to be bent is clamped to the bend die and then is drawn/pulled around the bend die until the desired degree of bend is met. Roll bending (a.k.a.“Pyramid” Rolling) Typical method of curving steel for construction related projects and is usually the most economical bending method for curving members to larger radii. A steel member is placed in a machine and curved as it moves through the three rolls. All three rolls are independently rolling / spinning and two of the rolls can move adjacent to the material creating more or less pressure on the material, resulting in tighter or larger radii. Plate Rolling (Three or Four Roll Configuration) Typical method of curving plate (i.e. sheet of material) into round / cylindrical or conical shapes.This method of rolling is similar to the pyramid rolling method where individual “shafts / rolls” turn independently to form the sheet of material to desired radii. Point Bending or Gag Pressing (i.e. cambering) Used for cambering and sweeping members to very large radii. Bending is achieved by applying a minimal number of point loads with a hydraulic ram or press at selected points. Synchronized Incremental Cold Bending Performed by applying pressure in a highly synchronized fashion (typically in very small sections at a time) over an entire length of material. This can result in tight or large radii bends with minimal distortion. Hot Bending Structural member is heated directly, which can done either internally or externally, and then bent.The heat source could be induction, direct flame or furnace. Hot bending allows one to bend to extremely tight radii and to meet AESS quality standards.

Oregon Small Businesses Could Soon Collect $2M For R&D Work A Beaverton Democrat is pushing a bill that would boost the maximum corporate tax credit for research done within the state. It would also allow smaller businesses the ability to access the credit. A bill before the Oregon legislature aims to broaden the availability of the state’s research and development tax credit to a wider selection of companies. House Bill 2752, could also boost the maximum credit given through the program, according to the measure sponsored by Rep.Tobias Read, a Beaverton Democrat. Read wants to increase the R&D tax credit from its current maximum level of $1 million to $2 million.The bill also proposes to provide “refundability of credit” which would allow companies reporting less than $1 million in Oregon sales to get a refund on credit eligible activities. The idea behind this proposal is to encourage smaller businesses and startups to invest in research and development. Oregon’s R&D tax credit allows companies tax breaks on research conducted within the state. The program follows definitions set out in the federal R&D tax credit statutes. The research is used by companies on future product development and can incur costs well before a product hits the market. “If managed well and facilitated by everyone (economic development) makes everything else possible — investing in education, and infrastructure and quality of life,” Read said. Many states offer these incentives on R&D as a relatively affordable and effective investment for the state to stay competitive. “We need to have the kind of innovation economy that is predicated on innovative companies and innovative people and that exciting collision of interesting tech and people and educational institutions,” he added. Oregon’s tax credit has been around since 1989. It was dropped from $2 million to the $1 million level in 2011 amid other budget priorities.

More than Just Milling for NASA’s Tormach PCNC 1100 The Tormach PCNC 1100 that NASA’s Goddard Spaceflight Center has in their lab is used for all the milling projects you might expect from an aeronautics organization. Alan Kogut, an astrophysicist at the center, explains, “We’re using it for making parts for flight projects, high-altitude

balloons, and prototyping things for an eventual satellite mission.” NASA uses the PCNC 1100 to mill enclosures, brackets, and braces for satellite missions that perform specialized measurements related to quantum gravity and the way physics behaves at energies that are about a trillion times higher than can be reached with the world’s largest atom smasher, the Large Hadron Collider in Switzerland. “We build a fair amount of instrumentation for various projects. One of the things we’re using it for is building a telescope,” Alan continues. “It’s a project called Primordial Inflation Polarization Explorer (PIPER) that’s going to fly in a high-altitude balloon this fall. The balloon will carry the telescope up to where the atmosphere sort of thins out to outer space, about 25 miles up.”

Just Like Dimples On Golf Balls, Reshaping Aircraft In Flight Could Make Planes Fly Better In the not-too-distant future, airplanes will scythe into the wind with an airframe that can virtually streamline its shape using nothing but air. In pursuit of this goal, researchers at NASA and Boeing moved a vertical tail from an old 757 inside the world’s largest wind tunnel at NASA Ames Research Center in California to test technology called active flow control. Active flow uses tiny air jets to reduce friction and turbulence across flight surfaces. The idea is definitely in the air. Last summer, Austrian mathematician Martin Hairer received a Fields Medal, considered to be math’s equivalent of the Nobel Prize, for his study of the flow of air around aircraft wings. The NASA and Boeing teams outfitted the tail with a technology called sweeping jet actuators, which are devices with no moving parts that pump pressurized air across the tail. Just like dimples on golf balls, the actuators create a thin, turbulent layer of air that helps “reattach” air flows to the surface and make flight more efficient.

Once refined, the technology could allow aircraft designers to make smaller and lighter tails that produce less drag, which could translate into more efficient flight, lower fuel burn and save airlines millions of dollars. Boeing plans to conduct flight tests in 2015. Scientists at GE’s Global Research Center have separately been studying active flow control for aviation and to improve wind turbines’ ability to convert wind into electricity. The GE scientists are using a technology called synthetic jet actuators, or SJAs, which have no moving parts but use tiny amounts of energy to breathe in and pump out air jets through small holes along a wing or blade’s surface. SJAs speed up air that naturally slows as it flows over the surface due to friction. “By expanding and contracting a chamber such that air is sucked in and ejected through a single hole, this device works similar to a human lung,” says Seyed Saddoughi, principal engineer in Aero-Thermal & Mechanical Systems, who is leading the actuator’s development. “The advantage is that there is no need for pumps that use external flow, or fans with moving parts.The device is lightweight and very simple in operation, with minimal power usage.” The actuators pump air efficiently by applying an alternating current to two parallel plates separated by a slight space. Employing a phenomenon called the piezoelectric effect, the two plates bend and straighten as electricity moves through them, causing the middle chamber to rapidly pull in and push out air. GE has already licensed the technology to cool consumer electronics and computers, where it will replace bulkier fans that need more energy and space. A2Z MANUFACTURING WEST COAST •

Usher Precision Manufacturing (UPM) was started in 1972 in Darryl and Barbara Usher’s garage. Darryl wanted to build an experimental airplane. He formed a bond with Bob Bushby, the founder of an experimental aircraft kit called the Midget Mustang. Bob was looking for someone to make small aluminum aircraft parts. In those days, all you needed was the will and knowledge to do it, a pair of metal cutting tin snips and a card table. Darryl had all three. That would be the foundation for the start of Usher Precision Manufacturing (formerly Usher Enterprises). Around 1974 Darryl’s good friend Dick Vangrunsven (Van’s Aircraft) had developed an aircraft that was creating great excitement in the experimental aircraft industry.At that time history was being made with theVan’s Aircraft design.Van’s Aircraft was gaining so much popularity that DickVangrunsven needed help, and called on his friend Darryl to help him. Darryl then solicited his son (Karl Usher) to join forces to help him process the many parts for Van’s Aircraft. Darryl was a full time employee for IBM and worked there for 30 years. During his tenure working for IBM, his wife and son were holding down the fort at the recently formed Usher Precision Manufacturing. By 1984 Van’s Aircraft was Usher’s only customer, but had become a sizable customer for just two employees. Through Darryl’s relationships at IBM, the Vice President of Payless Drug Store approached Darryl about manufacturing a design change in a cash register for Payless. Darryl agreed to design this modification and install it on every cash register Payless had. Knowing he bit off more than he could chew, he solicited Karl to graduate early from college to come home and help with this project. Payless was so happy with the modification that Usher Precision did to their existing cash register that Payless asked Usher to develop a new cash register from the ground up and they guaranteed to purchase 7000 registers. Usher tackled this project for the next 7 years. During the time Usher built the 7000 cash registers, Van’s Aircraft was becoming the largest kit manufacturer of experimental aircraft in the world. No. 4 on that list was a job familiar to many Washingtonians: Aerospace engineer. “Aerospace engineers were frequently paid six-figure salaries in 2012,” the report said. “Because many of those employed in this occupation work on national defense projects, prospective employees are also often heavily screened and require security clearances.” Security clearances are difficult and time-consuming to get, so once an organization pays for an employee to get them, it’s unlikely to send that employee packing without some serious thought.

Aerospace engineers had a median salary of $103,720 in 2012, and the report also predicts that sector jobs will grow 7.3 percent by 2022. That’s good news for Washington’s engineers. And as companies like Elon Musk’s SpaceX open offices here, and local space exploration companies expand, the workforce will diversify. Washington will become the home of not only one of the world’s top commercial airline production facilities, but also the place where engineers design the rockets to take us to Mars.

Long-Time Aerospace Innovator Bets On Titanium With Tacoma Acquisition, New Thailand Plant

A central theme of Hoover’s new company will be to produce parts more cheaply, and he said hot-forming titanium, a new manufacturing process, will be key to that.

The creator of one ofWashington state’s most creative aerospace companies is back at it after a four-year “retirement.” Jim Hoover, founder and former CEO of Primus Aerospace, has created a new company he has named “Omada International.”

“I believe it can replace machined parts and composite parts...lower the cost and maintain the performance,” he said.

Last month, Hoover announced that Kirkland-based Omada has acquired Carlson Formetec, a Tacoma company that specializes in a technology for forming titanium for aerospace. The Tacoma company, which now operates in a 25,000-square-foot facility, is the second acquisition for Omada. Hoover, who is CEO of Omada, started building the new company by acquiring an Oklahoma City company called Pro-Fab Inc., which makes precision machined parts for aerospace in a 195,000-square-foot facility. Omada, which was formed in 2013, also is building a 150,000-squarefoot plant in Thailand. That facility will open in 2016. The Thailand plant parallels part of Hoover’s business plan for the former Bellevue-based Primus Aerospace, which included balancing the cost and requirements of manufacturing at plants in Puget Sound region versus plants in Thailand and in China. Portland-based Precision Castparts Corp. bought Primus in 2011, and Hoover remained through the transition, staying on for about 18 months. Hoover has homes in Seattle and in Thailand, and spends half his time in each region. “I failed retirement,” said Hoover, who is 68 years old. “I think there’s a need for a different kind of supplier, and I have an idea what that might look like, based on the volume of work ahead in the industry.” Boeing and Airbus have record backlogs right now, and are ramping up to unprecedented production rates for the smallest models of their planes, the Boeing 737 and Airbus A320. Boeing is now building 42 model 737s monthly, already a record, and that is set to rise to 52 monthly. Hoover said it took him six months to choose the name Omada, which means “teamwork” in Greek. “I’m trying to create something a little different and create an opportunity for some people to be part of it,” he said. “The term is very important to me in how we’re going to be successful.” The new company is being backed by private investors, he said. Jason Wilder, who is the company’s “chief value officer” and who negotiated purchase of the Tacoma plant, said he believes the new hotforming process brought by Formetec will be industry-changing. “Omada and its customers see a significant opportunity to improve the manufacturing buy-to-fly ratio and lower the cost of aircraft production,” he said. “We are excited to build upon Formetec’s decades of experience and help the business capitalize on its numerous growth opportunities.” Hoover plans to move theTacoma factory to a new facility of about 50,000 square feet. The drone maker has grown from its three original founders to 17 fulltime employees and raised $1 million in funding. It has also won attention from John Deere and Case-New Holland, which together operate more than 3,000 dealerships selling agricultural-related gear to farmers. What the rising production rates mean for the Puget Sound region is continued jobs at Boeing and its suppliers, especially for the legacy aircraft, such the 737, that are primarily made of aluminum. A particular bright spot was the delivery of 30 787 Dreamliners, which puts Boeing exactly where it wants to be, pumping out 10 a month of the carbon composite jets. That compares to an average of six a month in the first quarter of 2014. Within the Dreamliner segment, a significant development this year is the increasing volume of 787-9s, the newer, middle-sized version. Ten of the 30 Dreamliners delivered were those 787-9s, which have been coming off the line far more smoothly than the smaller 787-8 did in the early years. So far, Boeing has delivered more than half of the 787-8s ordered, compared to fewer than 5 percent of the newer 787-9s, wrote Uresh Seth, who produces the widely read website All Things 787. “The more of these airplanes (787-9s) that are delivered the better Boeing’s financial results will look,” Seth wrote. Down on the bottom end of its backlog, Boeing (NYSE: BA) delivered four 747s and five 767s in the first quarter. The twin-engine 767s are all freighters, and all will be delivered to FedEX. Three of the 747s are passenger versions destined for Lufthansa, which has supported the model, while the fourth is a Cargolux freighter. While the backlog of freighters for these two models is relatively small, at 38 for the 767 and 14 for the 747, orders might be helped by the 8.2 percent increase in air cargo volumes so far this year, just reported by CargoFacts.

President Obama Witnesses $6.6 billion Deal Between Panama’s Copa Airlines And Boeing For 737s

Copa Airlines has ordered 61 Boeing 737 Max 8 and Max 9 planes. Emily Parkhurst Puget Sound Business Journal A Panama airline announced this week it will buy $6.6 billion worth of Boeing 737s, a significant order for Boeing’s smallest jetliners. Copa Airlines will buy 61 of the single-aisle 737 Max 8 and Max 9 planes to expand its fleet. This is the largest-ever deal between a Panamanian and U.S.-based company, according to Boeing(NYSE: BA). As a result, U.S. President Barack Obama and Panama President Juan Carlos Varela Rodriguez came out to witness the deal. “It is an honor to be joined by Presidents Varela and Obama on this great day. All of us at Boeing are proud to partner with Copa as it works to remain one of the most progressive airlines in the world,” said Boeing CEO Jim McNerney in a statement. “Copa has a history of leading the way for Latin America’s aviation industry, and this order shows their dedication to continuous improvement in performance, customer satisfaction and efficiency.” The order is a big win for Washington state, as the 737 Max planes are built in Renton. Orders for the re-engined 737s helped Boeing edge out Airbus in its number of orders for the first quarter of the year. Oman Airlines recently ordered 20 737s, including some of the new Max planes, and Garuda Indonesia airlines ordered 50 of the 737 Max planes last year. He also knows education. Carson is on the Board of Regents at Washington State University and is the namesake of the school’s Carson College of Business. When Carson was asked how to keep the aerospace industry competitive, his answer was surprisingly straightforward: Get kids, particularly girls, excited about and engaged in STEM (science, technology, engineering and math). “Invest in more STEM,” Carson said in a recent interview. “I’m a big proponent of STEM education. It’s a big challenge and it’s both a general challenge but it’s also a genderspecific challenge.” According to the most recent data available, 30 percent of all employed people worked in the aerospace industry in Washington state. Gross revenue for the hundreds of aerospace businesses in the state – including Boeing was nearly $60 billion in 2014. Of the 93,400 people employed in the aerospace cluster, Boeing employs 80,000. But Washington state has more jobs available in STEM fields than workers to fill them, Carson said.

“We have some 1920s drawings that were pretty much useless. There is no real way to extract much information from those. In addition, in many cases, there are a lot of modifications that have been done over the years, that were not well documented,” said MI Director of Marketing, JeffTomson. “Therefore, you are tying to catch up to what the modifications were for, and what is trying to be achieved now, that may or may not have been applicable at the inception of the part or tool.” “So many of the mechanical principles cross over into the different industries, you can figure how things function,” Tomson said. “We work through what acceptable manufacturing practices are for similar functions.”

“For example, the dynamic balancing and that kind of accuracy wasn’t available back in the times when these units were built,” Tomson said. “We can actually machine more accurately, where the older equipment wasn’t able to achieve the tight tolerances and tighter fits.”

When the order first comes to MI, it is typically fairly generic, giving the MI team lots of flexibility to make the necessary repairs to make the product even better.

Aerojet Rocketdyne Wins NASA Contract For DeepSpace Propulsion Aerojet Rocketdyne announced it won a $18 million contract from NASA to develop a deepspace propulsion system. The company makes all kinds of in-space propulsion for satellites in orbit, but this contract from the Glenn Research Center, near Cleveland, will be for interplanetary propulsion. It opens a potential new line of business for Aerojet Rocketdyne, which is often a subcontractor for defense companies. In this case Aerojet is a direct contractor for NASA. The NASA Evolutionary Xenon ThrusterCommercial -- or NEXT-C -- will be developed for at Aerojet Rocketdyne’s campus in Redmond, Wash., said spokeswoman Lynn Machon. The system has both space and commercial applications for the company, which is the main subsidiary of GenCorp Inc. (NYSE: GY) in Rancho Cordova. The company, the capital region’s largest publicly traded firm, is changing its name to Aerojet Rocketdyne Holdings Inc. at the end of this month. This contract is specifically for an ionic drive that will be faster and more fuel efficient than existing technology. It will use solar power generated by panels to create ionic propulsion.

Pure Grit: Material With Skateboarding Heritage Could Make Planes, Trains and Automobiles Use Less Power Power management chips are like second-born kids. They do a lot of hard work, but don’t always get the recognition they deserve. Like microchips inside computers and laptops, power management chips are pieces of semiconductor as small as a cornflake. But they move electricity (watts), not data (bytes).Their circuits help extend battery life and reduce power consumption for a broad range of devices: from smartphones and tablets to brain scanners and jet engines. They can make machines smaller, lighter, and more efficient. The best ones are made from a hard material called silicon carbide, which was originally used for abrasives like sandpaper and still gives many skateboards their rough grip. It can work at temperatures that are twice the boiling point of water where ordinary silicon chips falter. They handle megawatts of power, an order of magnitude higher than silicon, and operate at much higher frequencies, which makes them much more efficient. But until recently, they’ve also been very difficult to make. Manufacturing a silicon carbide chip requires as many as 300 steps performed in a clean room, and companies have to negotiate pitfalls opened by the complicated interactions between silicon, carbon and metal oxides. (The full name of the device is silicon carbide metal-oxide semiconductor field effect transistor, or SiC MOSFET.)

But scientists at GE Global Research have figured out how to bypass silicon carbide’s limitations and came up with new ways to make power management chips that could revolutionize the power electronics industry and bring in big savings for users. They are providing their technology and intellectual property valued at more than $100 million to a power electronics manufacturing consortium created in Albany, NY, last summer. Ljubisa Stevanovic, chief engineer for energy conversion at the GE lab’s advanced technology office, says that scaling up production from the current four-inch wafers to six inches will nearly triple the number of chips per wafer and reduce manufacturing costs by a factor of two. “This will be revolutionary,” he says. “We could soon compete with existing silicon chips on price with a better technology. Silicon carbide is more robust, requires much less cooling and can deliver cleaner power than ordinary silicon.” GE plans to use the new fabrication plant to manufacture power management chips for its own machines ranging from oil and gas pumps to MRI scanners.The company will license its technology to other companies using the plant to bring products to market. Merfeld and Stevanovic estimate that the chips could make trains, planes and automobiles run up to 10 percent more efficiently, reduce the energy footprint of data centers by 5 percent, and improve the efficiency of wind and solar farms by more than 1 percent. Says Merfeld: “This opens a design window that did not exist before.”

Another high note of the exercise was that it gave the RPA community a chance to demonstrate to operators of other aircraft, the unique capabilities the MQ-9 can bring to the fight. The MQ-9 is able to stay in a potentially hostile area for hours. It can collect intelligence and pass that information on to other aircraft when it becomes a more volatile situation. “As soon as it does become a situation where the shooting happens, we’re the ones with the situational awareness because we’ve been there so long and we’re able to pass that on to other fighters as they check in and build their situational awareness,” Ford said. “That’s our role in a lot of mission sets. It’s nice to be able to prove it in a maritime environment.” Through this exercise, the MQ-9 demonstrated its abilities in destroying sea-going targets, integrating and deconflicting with other aircraft, as well as being able to stay in an area far longer than any other platform. Ford stated, now that they have built relationships with other aircraft

Aegis uses an array of ship-based computers and radar to track and guide interceptor missiles to destroy enemy targets. It has been sold to five navies outside the United States, which have equipped 19 ships with the system. Arms sales of big-ticket systems like Aegis now require substantial industrial incentives and technology transfer, said DougWilhelm, director of international Aegis programs at Lockheed Martin. “One of the constants in international programs is the growing desire for technology transfer and for the local defense industries to have a significant role in the program,” he told reporters.

Brand-name appeal alone, however, is not enough.To open up the Aegis market, Lockheed is sweetening deals not only by offering traditional industrial offsets but also by funding technology upgrades to make it easier for foreign buyers to adapt Aegis to their specific ships models and command-and-control systems. The company is making a big push for international sales amid worries that the U.S. Navy is delaying Aegis upgrades for current and future ships. Although Aegis is a 40-year-old system, it has been updated over the years. Its latest version, baseline 9, is capable of simultaneous anti-air warfare and ballistic missile defense. Aegis tracks, cues and fires automatically. The newest version uses the Standard missile 6, made by Raytheon. The Aegis system includes Lockheed Martin’s SPY radar. Ships can intercept and destroy short and medium-range ballistic missiles. “I would have thought there would have been a greater outcry from the Navy about that,” said Jim Sheridan, director of Aegis U.S. Navy programs at Lockheed Martin. Navy leaders frequently warn about shortages in the sea-based missile defense fleet to meet the demands of regional commanders, Sheridan said. “Yet you look at the president’s budget for 2016 and several ships have been removed.” Of the Navy’s fleet of 62 destroyers and 22 cruisers, just 33 (28 destroyers and five cruisers) are equipped with the Aegis ballistic missile defense system. Sheridan believes the Navy needs at least 40, and some combatant commanders have hinted they need 70.

Sheridan predicts the number might drop below 33 as the Navy begins to temporarily take some aging cruisers out of service until it can modernize them. “And new construction ships are not moving that quickly,” he said. The Navy continues to fund hull, mechanical and electrical ship upgrades but combat systems modernization is slowing down. Navy leaders have asked Congress to restore funding for one destroyer in 2016, but whether


that happens won’t be known for months. Lockheed officials are skeptical. “The way I observe the Navy balance its books is always by reducing the number of modernizations,” Sheridan said. “Back in the day, four to five ships would be modernized per year. Now we are lucky if we get one. Maybe two.” With growing uncertainty about U.S. defense spending, Lockheed is ratcheting up efforts abroad. Besides 19 Aegis ships already in service six in Japan, five in Spain, five in Norwayand three in South Korea there are three more soon to be commissioned by Australia. Two of Japan’s newest ships will be undergoing an Aegis modernization similar to the U.S. Navy’s program, said Wilhelm. This will be the first time that Aegis baseline 9 with the most advanced integrated air and missile defense configuration will be brought to an international partner, he said. These upgrades are scheduled for 2017 and 2018. Lockheed has teamed up with Spain’s largest shipbuilder Navantia, and with other top yards in South Korea, Japan and Australia for Aegis work. “Our designs are adaptable,” said Wilhelm. This is a good deal for everyone, he said, as governments seek advanced military technology while also creating jobs for their countries’ economy, and it could lead to more Aegis sales.The partnership

with Navantia paved the way to the deal with Norway and possibly to more sales in the coming years. Navantia was chosen as the designer for an air warfare missile destroyer in Australia. Spain likely will place additional Aegis orders when it builds a new ship class to replace older frigates, saidWilhelm. “They are interested in what we can do with baseline 9.” Lockheed’s business philosophy: “make it easier to increase the role of our partners,” said Wilhelm. Other foreign partners have developed components for Aegis and for the SPY radar, and sell them to the United States and other countries. “The engineering know-how we transfer helps them improve.They want the benefits to flow back into their economies.” The company invested internal corporate R&D funds to design an “international Aegis fire controller” so foreign navies can use their own computer systems to operate key Aegis components. “It’s really resonating well with customers,” Wilhelm said. Navies want to use command and control systems with which they are familiar, he said.When Aegis was first sold to Japan and Spain, the approach was that the U.S. government would sell them the “whole thing and that’s what was installed,” Wilhelm explained. “That doesn’t allow the use of their own operator look-andfeel systems.” A2Z MANUFACTURING WEST COAST •

A Glass Half Full: These Water Treatment Technologies Are So Powerful They Can Fight Drought In The Desert Water scarcity has again become a hot topic as California and Texas lurch into their fourth year of drought and Brazil’s Sao Paulo may start rationing water in 2015. But in some parts of the world the lack of water has been a problem for as long as anyone can remember. In Algiers, the capital of Algeria, residents could not depend on having enough water in their pipes to fill up their teapots for decades. But in 2008, the North African country built the continent’s largest desalination plant and tapped a huge body of water located on its doorstep: the Mediterranean Sea. Today, the plant, located in the central Hamma neighborhood, is using GE technology to supply the city with 53 million gallons of drinking water every day. That’s enough to satisfy one quarter of Algiers’ daily usage. Engineers at GE’s Power & Water business can tick off many similar examples, where innovation and new technologies helped solve nagging water problems. They say that nano-scale membranes, high-tech filters, bioreactors and other systems are helping process and recycle 5 billion gallons of water every day in 130 countries.There are more projects in the pipeline. Motors, transformers and drives from GE Marine power one of the world’s largest desalination plants near Melbourne, Australia. They will also go inside the world’s largest wastewater treatment facility in Abu Dhabi.

The lack of water is a complex problem that affects almost every country. A recent U.N. report found that two-thirds of the world’s population could be


vulnerable to water shortages and 1.8 billion people would be living in “countries or regions with absolute water scarcity” by 2025. No wonder water is a $450 billion global market. Many water challenges spring from inefficient usage. Nearly 20 percent of global fresh water resources, for example, are swallowed by industrial installations like power plants, and refineries. In the U.S., the number is close to 45 percent.Yet only 6 percent is being reused. That’s changing. In Texas, the U.S. utility Exelon is building two huge 1,000 MW power plants equipped with the latest GE power generation turbines cooled with air, rather than water. As a result, the plants will need just one tenth of the water amount typically required to cool such large installations, and save “millions of g a l l o n s ” eve r y day, according t o E x e l o n ’s spokesman Bill Harris. As much as half the water on Earth is older than the solar system. The tech is also helping the environment. In New Zealand, GE’s ZeeWeed bioreactors are using high-tech membranes riddled with tiny holes just 40 nanometers wide to filter out protozoa, bacteria, sediment, and unwanted nutrients like phosphorus and nitrogen. They treat 50 million gallons of wastewater and agricultural runoff per day that used to threaten the Great Barrier Reef. In Algiers, the Hamma facility has become a model for a dozen other desalination plants strung along the Algerian coast, where a third of country’s population lives. When it opened, it was the first large-scale water treatment facility to strip salt from seawater with a process called reverse osmosis. The process uses huge pressure to push saltwater molecules through a superfine filter that stops the salt and lets fresh water pass.

(Photo courtesy Northrop Grumman) The revolution in unmanned aerial flight has advanced quickly and in dramatic leaps, perhaps none more momentous than the historic landing of an autonomous Navy drone on an aircraft carrier. That happened for the first time two years ago, when Northrop Grumman’s X-47B, which looks more like a UFO than a military aircraft, took off and landed on the USS George H.W. Bush. It made history again last year, when it flew alongside F/A-18 fighter jets, the first time a drone flew in concert with piloted planes off a carrier. And later this month, the X-47B is expected to attempt what would be another aerial triumph: refueling midair by a tanker plane. But despite those breakthroughs, some powerful members of Congress and leading military think tanks say A2Z MANUFACTURING WEST COAST •

the Pentagon is being too cautious in its development of a technology that they think could push the boundaries of unmanned flight—and the future of warfare. In what has become a made-for-Washington drama, a group of Congress’ most influential members are pushing the Pentagon to develop what to some sounds like sci-fi fantasy: drones that could not just take off from carriers, but fly for days at a time, covering hundreds, if not thousands, of miles, and perhaps most importantly, haul a hefty arsenal of bombs deep into enemy territory. That might sound like a tall—and expensive— order, especially at a time when congressionally mandated budget caps are forcing the Pentagon to balance wish lists against necessities. [Don’t look now, but the plan for massive drones on aircraft carriers is coming] But proponents of a more ambitious approach, including Sen. John McCain (R-Ariz.), fear that the Navy’s plan to primarily use the drones as eyes in the sky designed to fly around the carriers and detect incoming threats, is misguided. Potential adversaries have developed advanced anti-ship missiles, pushing aircraft carriers well


off shore, beyond the striking distance of piloted fighter jets, such as the F/A-18 and the F-35 Joint Strike Fighter. To counter that, the carriers need stealthy, unmanned aircraft that can fly long distances, in a combat environment, they say.Without that ability, the U.S.’s long-held air dominance is lost and its fleet of aircraft carriers, long a symbol of the U.S.’s ability to project power from wherever, whenever, is at risk of obsolescence. “If you take the most elementary missiles the Chinese have developed they have already pushed our carriers to a standoff of about 1,000 miles,” said Rep. J. Randy Forbes (R-Va.). “If our carriers get set back that far the F/A-18 and the F-35 are not going to get us where we need to go.” [Meet the most fascinating part of the F-35: The $400,000 helmet] In a letter last month, McCain, chair of the Senate Armed Services Committee, urged Defense Secretary Ashton B. Carter “to ensure that the Navy’s first unmanned combat aircraft is capable of both providing persistent ISR [intelligence, surveillance and reconnaissance] and conducting strike missions from the carrier at standoff distances in contested environments.” But defense consultant LorenThompson said that if the program becomes too expensive, the Navy might decide it can’t afford to pursue it. “If you ask for too much, it either won’t work or it will be the size of a B-52 Bomber,” he said. “Every time Congress tries to add another requirement to this program, it undercuts support in the Navy for what was supposed to be a relatively modest effort.” He also said that the Pentagon has plenty of aircraft that can attack from long distances, and noted that it is close to awarding a contract for what’s known as the Long Range Strike Bomber, which would have nuclear capabilities. [Pentagon’s $55 billion mystery plane is secret but debate over cost is appearing] Last year, Congress held up funding for the X-47B program until the Pentagon figures out what it exactly it wants. And now the Defense Department is doing a review that would determine whether it should be able to strike at long distances or primarily a surveillance aircraft. Bryan Clark, a senior fellow at the Center for Strategic and Budgetary Assessments, predicted that the review would find that there are “a lot of other aircraft that can do surveillance around the carrier.” While creating a drone that can fly long distances, while also carrying a heavy weapons payload, sounds like a massively complicated endeavor, he said that the X-47B “has been so successful it seems like building an aircraft like that is not as risky a proposition as we had thought.” Forbes said he was glad the Pentagon was taking a deliberate approach. The decision it makes “will lock us in to the direction we will go for the next 20, 30 years,” he said. “That’s why it’s so important …we make the right decision now.”

This FeatureCAM software by Delcam is real user-friendly to the point it pretty much does the programing for you automatically. If you have a model the software does automatic features and recognizes everything that is on there.We just generate our own tool list and it will find what tools we have available and picks those tools only (not random tools that you don’t have) to utilize in the program for production. FeatureCAM literally took parts made manually into production from days to an hour.” A-1 Performance will obtaining a 5 axis machine soon and will be upgrading their FeatureCAM to the top end of the milling capabilities shortly. David continued, “Ben Gowers, our Delcam sales engineer that helped us, was great to work with. Ben made it so easy for us to get started and to use the software that we were all truly amazed. Army Orders As Many As 32 Boeing Ch-47 Heavy-Lift Helicopters In $713.9 Million Deal By John Keller U.S. Army aviation experts are ordering as many as 32 Boeing CH-47 Chinook multi-mission, heavy-lift transport helicopters under terms of a $713.9 million contract. Officials of the Army Contracting Command at Redstone Arsenal, Ala., are asking the Boeing Co. Defense, Space & Security segment in Ridley Park, Pa., to provide 26 remanufactured CH47 helicopters, four new CH-47 helicopters, and the option to build two additional CH-47s. The Chinook’s primary mission is to move troops, artillery, ammunition, fuel, water, barrier materials, supplies, and equipment on the battlefield. Its secondary missions include medical evacuation, disaster relief, search and rescue, aircraft recovery, fire fighting, parachute drops, heavy construction, and civil development. Under the U.S. Army Modernization Program, new-build CH-47F began deliveries in 2006. Under the same program, CH-47Ds are being upgraded to remanufactured CH-47F aircraft.

The CH-47F is an advanced multi-mission helicopter for the U.S. Army and international defense forces. It contains an integrated, digital cockpit management system, common aviation architecture cockpit, and advanced cargo-handling.

Boeing Delivers New-Build MH-47G Special Operations Chinook Helicopter The twin-rotor CH-47F Chinook is 52 feet long, 12.4 feet wide, nearly 19 feet tall. It has two 60-foot-diameter rotors and has two Honeywell T55-GA-714A engines.The rotorcraft can lift 24,000 pounds, fly as fast as 170 knots at ranges to 200 nautical miles, and can fly as high as 20,000 feet. With a crew of three, the CH-47s can transport 44 seated troops or 24 casualty litters.The aircraft can carry palletized cargo internally, including the U.S. Army HMMWV, or sling-loaded external cargo, using its triple cargo hooks for stability. The CH-47’s triple-hook system stabilizes large external loads like the 155-millimeter howitzers, and can fly these loads at speeds to 140 knots. The helicopter can deliver external loads like fuel blivets to three separate destinations in one sortie. On this contract Boeing will do the work in Ridley Park, Pa., and should be finished by the end of 2020. Below are a few of my favorite reasons for keeping design and production in the USA, but before I get to it, I want to mention a few things: A) Our production is highly vertically integrated i.e. we own the factory where all our glasses are made.This is an extreme and in many cases, I wouldn’t recommend it. Working with onshore factories that already exist to keeping production close to design has many (if not more) of the benefits with a little less blood, sweat, and dust than doing everything on your own. B) I say “Made in USA” many times in this article but these benefits hold true no matter where you live. For Capital that is the USA, but keeping production in the same location as the design process provides these benefits no matter where you live. 1) Deep Knowledge Improves Design Many jobs today are highly specialized. When designs are made in one place and products are made in a far away land, knowledge of the total process becomes fragmented. Being the best designer possible requires a deep knowledge over the processes used to make that product. You can read about processes all you want, but that will only get you so far. A great way to learn processes is to see them in action. Getting your hands dirty and experimenting is even better. The closer you are to your production, the deeper your knowledge will run and the more ideas you’ll have on how to make your product even better.

3 Major Perks Of Producing In America

My name is Steven, and I’m the founder of Capital. For the last 5 years, I’ve been building a brand and a small factory to make eyewear in the USA. The goal has always been to make the highest quality eyewear in the most responsible way possible. We do this by keeping production in-house and maintaining control over the details. It’s not the easiest way to make glasses, but I believe it’s crucial to making a quality product.

When we started making acetate sunglasses, we needed a way to apply text to our glasses for branding, legal markings, etc.There are a few ways this is typically done on eyeglasses, but today, the most likely candidates are pad printing, foil stamping, or a custom made part that’s attached to the frame. Pad printing and foil stamping don’t last for more than a few years and all of these processes require you to commit to a single mark for a significant run. I don’t like that kind of commitment and I wanted the text to last a lifetime so I had to find a new way. It was time to step out of the office and into the studio.

Building a brand takes hard work.When you have to simultaneously build a factory, the workload is compounded beyond belief. On more than a few occasions, the end of a long day has left me covered in dirt, dust, grease, and a little blood. As I lock up the studio on night like that, I sometimes ask myself “Why am I going to the trouble of building onshore production when it’s never been easier to outsource?”

The obvious choice was to engrave the text into the glasses. A hole doesn’t really exist so it can’t wear off but it didn’t look great either. After a few weeks of tests on different paints, pigments and fillers, I found a way to fill the text so that I could change the color or graphic without any significant investment. Not only is this a really cool detail on our glasses (On the clear frames you can see the depth of the text on the inside of the temples which

I love) but it’s opened doors to other things we can do in- house. By using the same process on other items like displays or signage, we can make beautiful customized text and images on any material without the hassle and cost of custom dies or parts. 2) Faster Product Development When I have a new idea for our product or process, I have to walk about 20 steps from my office to the studio where all our glasses are made. There’s no need for emails to different time zones and no complications from language barriers. This allows us to try new things with incredible ease and speeds up the rate at which we can develop new products or improve existing ones. Modern communication allows us to connect across time zones, but it’s no replacement for a solid face to face relationship with your factory or supplier. “Modern communication is no replacement for a solid face to face relationship with your factory or supplier.” Being in the same time zone as your partners allows multiple communications per day. When dealing with a factory halfway around the world, one exchange per day is pretty normal and extra emails are often necessary to communicate what gets lost in translation. Ultimately, there is no better way to develop and perfect a product than to sit down with the people producing it to make sure every detail is dialed in.

They are developed through an ongoing process.The more you can speed up that process by removing unnecessary complications, the more your product will stand out from your competitors. “There is no better way to develop and perfect a product than to sit down with the people producing it.” A word of warning: Again, our in-house production is an extreme and one that I wouldn’t recommend for most cases. There’s a fine line between simplifying production by doing things in-house and diving into a huge money/time sink.The best case scenario is to find a partner who is willing to sit down with you to help develop and produce your product. If you can make that relationship mutually beneficial, you’ll learn from their

DoD Tech Needs Private Sector

Kendall, Others Stress Need To Better Engage Silicon Valley The US Department of Defense needs to do a better job of engaging Silicon Valley in its acquisition process if the US is to maintain its military technology superiority, Pentagon acquisition head Frank Kendall said. Speaking at an event at The Brookings Institution, Kendall touted the potential of the Pentagon’s new Better Buying Power 3.0 program, which officials unveiled last week. “3.0 is a focus on a culture of technical excellence,” he said, adding that the reform effort would not radically reshape the acquisition process. “This is more about continuity than it is about change. The idea here is a shift in emphasis, not a fundamental break with what we’ve done in the past.” Technology poses a particular challenge, because the DoD’s structure does not make it attractive to many American technology companies, he said. For Silicon Valley giants with global reach, working with the DoD may not be worth the trouble. “We don’t have enough business to make them excited,” Kendall said. Smaller start-ups, where lots of innovation happens, are often put off by the red tape that comes with working with the Pentagon, he said. Kendall pointed to the F-35 joint strike fighter as an example of where the DoD’s slow-moving development process was outstripped by progress in the private sector.Three times during the fighter’s decadeslong development, the project needed technology refreshes to keep it up to date with commercial developments. Bill Lynn, the CEO of Finmeccanica North America and DRS Technologies, said that in the first half of the post-Cold War period, the DoD was a “net exporter” to the private sector of technologies it had developed in-house, like GPS and early Internet breakthroughs. In recent years, the Pentagon has become a net importer of technology that it makes operational for defense applications, with the private sector taking the lead in 3-D printing, nanotechnology and IT, the former deputy secretary of defense said.

“We’re just not agile enough, we’re not fast enough, we’re not modular enough” when it comes to military information technology, Lynn said. Jason Tama, a US Coast Guard commander who is also a Brookings fellow, said part of the issue is the cultural divide between Silicon Valley and the Pentagon. In the private sector, entrepreneurs foster “a culture of trying lots of things and failing fast and failing often,” he said, which allows them to quickly get past ideas that don’t work to ones that do.Too often on large military contracts, developers invest up front in meeting the program’s requirements, then move forward.

Starting now, however, it’s becoming a symbol of one of the biggest changes sweeping jet engine design. The housing for the sensor, known asT25, recently became the first 3D-printed part certified by the U.S. Federal Aviation Administration (FAA) to fly inside GE commercial jet engines. GE Aviation is currently working with Boeing to retrofit more than 400 GE90-94B jet engines – some of the world’s largest and most powerful - with the 3D printed part. The GE90 family of engines powers Boeing’s 777 planes. But the 3D-printed housing won’t be an outlier for long. GE has already started flight tests with the next-generation LEAP jet engine, which holds 19 3D-printed fuel nozzles.The engine, which will power new narrow-body planes like the Boeing 737MAX and the Airbus A320neo, was developed by CFM International, a 50/50 joint venture between GE Aviation and France’s Safran (Snecma). Although the LEAP is still in testing and the GE9X in development, CFM has received more than 8,500 orders for the LEAP, and GE has received 700 for the GE9X. It would normally take GE several years to design and prototype this part, but the GE team was able to shave as much as a year from the process. “The 3D printer allowed us to rapidly prototype the part, find the best design and move it quickly to production,” says Bill Millhaem, general manager for the GE90 and GE9X engine programs at GE Aviation. “We got the final design last October, started production, got it FAA certified in February, and will enter service next week. We could never do this using the traditional casting process, which is how the housing is typically made.”

Technologies, started by 3D printing pioneer Greg Morris. The 3 printer shoots a laser or electron beam into a thin layer of cobaltchrome powder to make the part.

Jonathan Clarke, program manager for the project, says that the team ended up with a faster and simpler design, and superior material properties. “Once we found a workable solution, it went straight to production,” Clarke says. “This technology is a breakthrough.”

Unlike traditional manufacturing methods that mill or cut away material from a metal slab to produce a part, additive manufacturing “grows” components directly from a CAD file using layers of fine metal powder fused together with an electron beam or laser. The method can produce complex parts that would be difficult or even impossible to make otherwise. It creates them in a fraction of the time, compared with traditional methods like machining and welding, and leaves behind little waste. As a result, additive manufacturing allows engineers to replace complex assemblies with single parts that are lighter than previous designs, saving weight and boosting a jet engine’s fuel efficiency. Textron Aviation’s presence at ABACE includes the static display of five aircraft: the Beechcraft Bonanza G36, Beechcraft King Air C90GTx, Beechcraft King Air 350i, Cessna Grand Caravan EX Amphibian, and an XLS-Plus. Textron Aviation said it had taken orders from four companies in China – three general aviation operators and one flight training academy – for 11 single-engine Cessna Skyhawks and two CessnaTurbo Stationair airplanes. It did not disclose the value of those orders. It also said it took an order from FT Business Jets Co. Ltd., based in Shanghai, for a Cessna Citation XLS-Plus.That airplane will be delivered later this year by Textron’s joint venture in China, Cessna-AVIC Aircraft (Zhuhai) Co. Ltd.That joint venture, established in 2012, currently takes assembled XLS-Pluses, installs interiors, paints them and makes them flight ready for delivery. In an interview last month, Bill Schultz, Textron Aviation senior vice president of business development in China, said the joint venture is moving in a “phased approach” toward adding final assembly of the XLSPluses in China for customers based there. He said the deliveries of the first two XLS-Pluses in China last year “is particularly good news for us” because China has generally been a largecabin jet market Textron Aviation, through the joint venture seems to be making inroads into the market with last year’s deliveries of – and a 2015 order for – its super-light business jet, Schultz said. “This represents a new normal in China,” he said, adding the new normal means a “more predictable and steady rate” of growth that will mean “better quality and value in the economic base.” Industry analyst Brian Foley said in a note last week that business aviation in China “has already experienced a full market cycle from frothy peak to today’s quiet trough.” “One leading indicator, the Shanghai Composite index, has nearly doubled in the past year to a seven-year high with a favorable environment for further government stimulus,” Foley wrote. “As investors and companies gain confidence in financial market vitality and stability we’ll begin to see more discretionary income move into general aviation.”

How Industrial 3D Printing Will Transform Business And Save Money There is a widespread, contagious conversation taking place today about Additive Manufacturing (AM), also known as industrial 3D printing. For a manufacturing process to generate this much excitement is pretty rare in contemporary times. The enthusiasm is spreading so broadly because “additive” technologies that “grow” parts and products, rather than “subtract” material (via machining), are being embraced by young entrepreneurs and industry giants alike. From the wings of a Victoria’s Secret angel to patient-specific cranial-plate implants for skull injuries to high-tech nozzles for aircraft jet turbines, the reach and attraction of AM is indisputable. Those who apply themselves can learn to make something unique, be they engineers or artists. And they can do it very quickly and relatively inexpensively at a local service bureau—if not from their home, lab or office. This is why additive manufacturing, industrial 3D printing and all the variations of growing parts by laser, electronic beam and other means, will dramatically change business! Moreover, such innovations can truly be made anywhere in the world—thereby promoting domestic production and greater in-country consumption. Beyond its reshoring possibilities, AM now means build-itwhere-you-sell-it: create to local needs in only the volumes necessary, and radically change supply-chain economics along the way. Additive manufacturing allows more functions of value (things people want a product to do) to be included in a single part.This has huge business and manufacturing implications, as we will see. Part consolidation, as it is called, has been a 30-year industry obsession. Taking individual components of a product, and combining them into fewer, more functional parts and assemblies, lowers their cost and increases quality. Molded plastic was the initial material of choice for executing part-consolidation strategies—and that industry exploded with growth. Machining also worked harder to cut fewer, more complex shapes out of blocks of material. Today AM is the one process that uses most of the common materials, plastics and metals, and accomplishes an almost divine level of this kind of integration. Because AM grows things in layers, it can produce organic shapes that provide more features and greater value. Conceive it, follow a few rules of gravity and access when designing, test it for required strength, and just make it. In terms of the next industrial business model, the ability of AM to transform electronic warehousing and just-in-time-delivery—with parts made to feed the demand stream, one by one, or a dozen at a time—is simply elegant. the old component—skip expensive tooling—and just grow it overnight! And this time why not optimize for less assembly labor and weight? Here is where the new money of AM really starts to take shape. AM embedded in complementary work cells, spread across the globe, allows companies to avoid large capital investments, material and inventory buildup, long-distance shipping, currency-exchange issues, and demands for localization. If a successful product should call for higher volumes, then scaling up using traditional manufacturing and design is much less risky. There are challenges ahead. Designers need to visualize shapes as pure functions of value. This will change the supply chain, too—how they prepare themselves, understand new delivery cycles and formulate design strategies. Many of them are more than ready. AM is the medium that will accelerate a long effort towards better collaboration between the top office, its engineering staff and key suppliers. Make no mistake, AM is already being used for high-end production parts in aerospace and beyond. Its quality is increasingly repeatable and predictable, on par with traditional machining, molding and casting. As the debate moves forward on globalization versus domestic production, AM sheds a different light on how both can co-exist. Making things to serve individual tastes is a trend that AM does well. CONTRACTS: General Dynamics National Steel and Shipbuilding Co., San Diego, California, was awarded a not-to-exceed amount $61,780,484 undefinitized contract action to previously awarded cost-plus-award-fee contract N00024-13-C-4404 on March 31, 2015, for USS Makin Island (LHD 8) fiscal 2015 phased maintenance availability. A phased maintenance availability includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship’s military and technical capabilities. Work will be performed in San Diego, California, and is expected to be completed by November 2015. Fiscal 2015 operations and maintenance (Navy) and fiscal 2015 research, development, test and evaluation funding in the amount of $35,196,683 will be obligated at time of award. Fiscal 2015 operations and maintenance (Navy) funds in the amount of $25,551,329 will expire at the end of the current fiscal year. The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity. Astronics Test Systems Inc., Irvine, California, is being awarded a $36,402,740 firm-fixed-price, indefinite-delivery/indefinite-quantity supply contract for the manufacture, test and delivery of radio frequency distribution and control systems (RFDACS) and system parts which is a major subsystem within the common submarine radio room installed on board all submarine classes. The RFDACS provides a means of routing signals and information between the various antenna systems and other submarine communication subsystems. Work will be performed in Irvine, California, and is expected to be completed by March 2020. Fiscal 2015 other procurement (Navy) funding in the amount of $949,380 will be obligated at time of award and will not expire at the end of the current

fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with two offers received. The Naval Undersea Warfare Center, Division Newport, Newport, Rhode Island, is the contracting activity (N66604-15-D-1083). General Atomics Aeronautical Systems Inc., Poway, California, was awarded a $47,700,000 modification (P00023) to contract W58RGZ13-C-0109 for the full-rate production II Gray Eagle unmanned aircraft system - acquisition of ground equipment. Fiscal 2014 other procurement (Army) funds in the amount of $47,700,000 were obligated at the time of the award. Estimated completion date is July 30, 2017. Work will be performed at Poway, California. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity. Raytheon Missile Systems, Tucson, Arizona, is being awarded a $517,300,000 cost-plus-incentive-fee and cost-plus-fixed-fee contract for the Evolved Seasparrow Missile (ESSM) Block 2 engineering and manufacturing development (EMD) requirements. This contract will procure all necessary efforts to design, qualify and test ESSM Block 2 and prepare the program for a successful ‘Milestone C’ decision, currently planned in FY18. The ESSM Block 2 is an international cooperative effort to design, develop, test, and procure ESSM Block 2 missiles. ESSM Block 2 provides enhanced ship self-defense.
