A text message sent by mobile phone is much quicker to send and receive than an e-mail; it happens in real time. For very urgent or important communications, texting can be useful, as it allows for quick viewing of attached photos or videos. Because they are usually short in length, texts are a convenient way of imparting business information in a concise way.

While email and even texting have their place in the business world, when you receive a voice mail message, a text, or an email from an unhappy business partner, whether it’s your customer or your supplier, it is almost always best to ‘pick up the phone’. Both texting and email allow the recipient to interpret (or misinterpret) the message tone and intention.

In a difficult situation, talking is the only right way to communicate, and when an in-person conversation isn’t possible or necessary, the phone should be your tool of choice.

Actually picking up the phone can be the fastest way to handle something. Email, text, and online chat are half-duplex -- like a walkie-talkie -- the conversation can only go in one direction at one time: Question, send. Answer, send. Reply, send. Comment, send...and so on. Other than a face-to-face conversation, the phone is the only full-duplex means of communication, where two or more people can speak simultaneously.

Studies have shown that of all customer service options, phone support consistently yields the best results. Tony Hsieh of Zappos.com, says in his bestselling book, “The telephone is one of the best branding devices out there.” It is particularly beneficial in a situation where there is a risk of “tone” being misunderstood. We’ve all been there, having written or received an email that was taken in a completely different spirit than intended.This misinterpretation can lead to anything from awkwardness to disaster. If there is any chance that the tone of your message will be misunderstood, it doesn’t belong in an email.

We’ve all done it —utilizing inpersonal emails and texts to address a difficult situation. But in the end, it is nearly always better to ‘pick up the phone’. Until next issue, I wish you the best and God Bless our Troops!

Announcements & Releases Faustson VP Hostetter Named to 2020 Governors Fellowship Class Faustson, a worldwide leader in machining and additive manufacturing, is pleased to announce that its VP Heidi Hostetter has been named to the 2020 class of Colorado Governors Fellows. This group of 23 business and community leaders will spend the next year studying issues and preparing to help shape policy and perception of life and public service in Colorado. On June 25, the Labor Department introduced a proposed rule under the National Apprenticeship Act (NAA) to establish a process for recognizing Standards Recognition Entities (SREs), which will in turn recognize Industry-Recognized Apprenticeship Programs (IRAPs). The Department also announced the awardees of 23 grants totaling $183.8 million, creating partnerships between education institutions, firms, and trade associations. The grant awardees included the National Institute for Metalworking Skills (NIMS), of which PMA and NTMA are founding members, in the states of Arizona, Missouri, and Ohio. Also of importance, NTMA joined in a successful partnership that was awarded a grant of its own in Arizona.

Commerce Launches New 232 Steel, Aluminum Tariff Exclusion Portal The Commerce Department’s Bureau of Industry and Security has launched a new online portal for companies who import steel or aluminum subject to tariffs to submit exclusion requests, objections to exclusion requests, rebuttals, and surrebuttals for the Section 232 steel and aluminum tariffs, replacing the process through regulations.gov.

120,000 filings.The 232 Exclusions Portal was created to streamline the process by including standard web-based forms for submission as well as easily viewing all documents (exclusion request, objection, rebuttal, and surrebuttal documents) in one location, allowing parties to track requests throughout the entire process. The Department will not be migrating all requests that have already been filed into the new system, however, so there will be a transition period. When the portal went live on June 13, the Department stopped accepting requests filed through regulations.gov but the site is still being used for the processing of all exclusion requests initiated through June 12, 2019. Objections, rebuttals, and surrebuttals must always be filed on the system where the exclusion request was submitted, whether in www.regulations.gov or in the 232 Exclusions Portal. The Department has published a user guide for the 232 Exclusion Portal which includes step-by-step instructions on how to file and can be found here. Additionally, the Department will be accepting comments through August 9, 2019, on the 232 Exclusions Portal and whether the portal addresses concerns with the use of regulations.gov for the 232 exclusion process.

Growth In Factory Jobs Skips Traditional Hubs In President Donald Trump’s first two years in office, factory job growth accelerated, an achievement he has been claiming credit for ahead of the 2020 election, particularly in the industrial Midwest. His administration is “restoring American manufacturing,” Trump told workers at an Ohio factory in March. Some of the 465,000 factory jobs that the country created in 2017 and 2018 are in the most economically beleaguered counties that voted for Trump in 2016. But the biggest winners have not been the traditional manufacturing hubs where workers have been hammered this century by outsourcing and automation, federal statistics show. Instead, factory job creation has flowed to frontiers of the advanced manufacturing economy — like Nevada, home to a Tesla factory that churns out batteries for electric cars, homes and utilities — and oil-patch epicenters like Tulsa, Oklahoma. The strong growth includes large contributions from the booming craft brewing, wine and spirits industries, which the federal government classifies as manufacturing and added nearly 30,000 jobs in that time. A combination of tax cuts and deregulation pushed by the Trump administration appears to have fueled a widespread, though possibly temporary, increase in the pace of job creation in manufacturing. Production jobs increased in many more counties in Trump’s first two years than under President Barack Obama from 2010 to 2016. Those gains have started slowing this year, in part under strain from the president’s trade wars with China and other countries. And it appears doubtful that Trump will achieve his campaign promise of restoring the millions of factory jobs that many states and counties lost over the last two decades. The United States lost nearly 6 million manufacturing jobs from 2000 to 2010 as companies moved production to China and other low-cost countries, increased use of machines on factory floors and scaled back operations after the 2008 financial crisis. The economy has regained just under 1.5 million, but not always in the places that lost the most. The Mountain West and the energy-rich Great Plains have


experienced much faster factory job growth than the Great Lakes states that are crucial to Trump’s hopes of winning a second term. Nearly every state west of the Mississippi added manufacturing jobs faster than the national average in 2017 and 2018, the analysis shows. Ohio,Wisconsin and Pennsylvania were all at or below average. And several Northeastern states, including New York, Massachusetts and Vermont, lost factory jobs. As a result, Nevada, the Dakotas and Utah have regained the manufacturing jobs they lost after 2000 — and then some. Pennsylvania still has only two-thirds of the factory jobs it had at the turn of the century, and Michigan is down nearly as much. Rhode Island has recovered the fewest production jobs of any state. Nearly half the counties that had more manufacturing employment in 2018 than in 2010 are in the West. But not all Western counties fared well. Los Angeles lost more than 11,000 factory jobs and nearby Ventura County nearly 4,000 in Trump’s first two years in office. Administration officials celebrate job growth in manufacturing — and credit Trump’s policies — but acknowledge that it has mostly helped more prosperous parts of the country, at least so far. “If you look, there are a heck of a lot of successful manufacturing parts of the country right now,” Kevin Hassett, the departing chairman of the White House Council of Economic Advisers, said . “But look at where they’re being created.” Hassett drew a distinction between “creative destruction” parts of the country, where the Great Recession wiped out jobs but others sprung up to replace them, and “destruction-destruction” parts, where jobs have been slow to return. Recent factory job growth,

The list of counties that added the most manufacturing jobs in 2017 and 2018 highlights that divide. It is led by Harris County, Texas, which includes Houston and factories that supply the oil and gas industry. It also includes Alameda County, California, in the Bay Area, and Storey County, Nevada, which are home to Tesla plants that added jobs after Trump took office. Only two of the top 10 counties are in the industrial Midwest: Macomb County, Michigan, near Detroit, and Peoria County in western Illinois. Nearly half the job gains were in the most prosperous quintile of counties in America, according to the Economic Innovation Group, even though those counties accounted for just 40% of the nation’s factory jobs before Trump took office. Sharing Control With Robots May Make Manufacturing Safer, More Efficient A connected robot reaches for a colander in Bilge Mutlu’s UW– Madison lab, where studies have made robots better at working with remote human controllers. Hulking robots common to assembly line manufacturing tend to be loners.They often cut, bend and weld metal inside cages and behind barriers meant to safely separate them from human workers. “For a long time, the best factory robot has been one that you set up, and you don’t touch for two years. It does the same thing over and over, unchanged, a million times,” says Bilge Mutlu, a University of Wisconsin–Madison professor of computer science, industrial engineering and psychology. “But because those robots are built to be very powerful and very accurate, they are also very dangerous for people.You can’t get in its way.” With newly won support from NASA, Mutlu and partners at UW–Madison and Boeing are designing lower-power robots that can handle a wider range of less-rigidly defined tasks by working more collaboratively with a human operator. The UW researchers have focused on “shared control,” in which a human wired with

sensors and controls guides a robot’s arms through the course of a task like sorting objects or mixing ingredients according to a recipe. Even new users are able to operate these robots effectively, because the robots step in to help by applying things they’ve been taught about the way humans deftly coordinate the movement of two arms and hands to corral and lift and pass objects. Mutlu, graduate student Daniel Rakita and computer sciences Professor Michael Gleicher have also published methods for deploying robot-controlled cameras to give the human operator—”whether they’re standing a few feet away or they’re in Houston and the robot is on a space station,” Mutlu says—the best view of the workspace, tools, materials and the robot’s hands. The Guardian S is a surveillance and inspection robot capable of traversing over challenging terrain and through small, confined spaces. The Guardian GT is a human-controlled, dual-armed robot that can lift 1,000 pounds. And the Guardian XO resembles something from the next Iron Man movie, a wearable exoskeleton suit that can amplify a wearer’s strength and endurance. “The Guardian S is small,” explains Martindale. “It can go into an area that is less than seven inches in diameter, and it only weighs around 17 pounds. . . . Because of its camera capabilities, the Guardian S can inspect and show a 360-degree visual of an area without disruption, including manufacturing environments.” She continues, “For example, if a customer needs to inspect an HVAC system for build-up or combustible contaminants, historically that had to be done by a team of people, or at least one human worker with a flashlight in a very confined space. But with the Guardian S, our robotic system can navigate through and get an understanding of whether or not there is a problem without the risk to the manufacturing team or without having to shut the entire system down.” Salt Lake is where all assembly occurs, a major undertaking at Sarcos. “One robot could have 40 to 50 different component vendors. Denver Keeps ClimbingThe Ranks As ATop Tech City Denver continues to climb in the rankings of the top tech talent cities in North America. After cracking the top 10 last year of CBRE’s annual list, the Denver-Boulder region advanced two spots this year to become the eighth-best market for technology workers. The annual Scoring Tech Talent Report ranks 50 U.S. and Canadian markets according to their ability to attract and grow tech talent. Metro Denver is seeing its tech job creation outpace local supply. Over the past five years, Denver-Boulder added more than 25,000 tech jobs — representing 30.9% growth in that sector. Meanwhile, it surpassed the tech talent produced from local universities by nearly 6,500, which is resulting in an influx of tech workers coming to Colorado from other states. Denver falls behind the Bay Area and Seattle in terms of tech labor market competitiveness. As the Front Range’s demand for tech talent outpaces the local supply from area universities, quick and efficient solutions have popped up to help fill the need for tech workers. One of the major solutions has been coding boot camps, which quickly and cheaply train people how to be software developers and designers. There are many boot camps in the area, including, Galvanize, General Assembly, Flatiron School, among others. Nationally, boot camps represent about a $240 million market.

Denver ranks No. 8, with a score of 59.43, ahead of Atlanta and Raleigh-Durham in North Carolina. The San Francisco Bay Area comes in at the top with a score of 84.79, followed by Seattle (73.82); Toronto (69.88); Washington, D.C. (69.83); New York City (65.12); Austin (62.10); and Boston (60.26). The scorecard uses 13 metrics to measure each market’s attractiveness and depth of talent. Each metric is weighted by the relative importance to job creation and innovation. Last year, when Denver ranked No. 10, it had a score of 56.72. In addition to scoring well overall, the Denver region also ranked No. 5 for top markets for educational attainment. About 53% of residents hold a bachelor’s degree or higher. It also ranked well on a “Brain Drain or Gain” scale: By adding about 6,500 more jobs in the area than available tech graduates, it ranked in the “Brain Gain” zone. The Greater Denver area, which includes Boulder, is the 13th largest tech talent market in North America. It has a tech talent labor pool of 107,170. Tech represents 6.5% of total employment, compared to a national average of 3.7%. This deal is a foreign military sale. That means Lockheed Martin sells weapons to the U.S. government, which then decides which countries to sell them to. Each weapons program has different countries which are and are not allowed to buy specific products. Work on these two missile systems is for the militaries of Poland, Romania and Bahrain, a small island nation off the coast of Saudi Arabia in the Persian Gulf, according to the DOD. In addition to Boulder and Camden, Lockheed Martin locations in Grand Prairie, Texas; Clearwater, Florida; St. Louis, Missouri; Lufkin, Texas; Windsor Locks, Connecticut; and Williston, Vermont will also see work from this deal. As part of the contract, Lockheed Martin is expanding its operations in Arkansas to be able to match demand for the ATACMS program, the company said. The expansion means a $140 million investment from the company and over 300 additional jobs for the Arkansas community. The facility currently employs about 700 people in Camden.

Apple mulling $1B deal for Intel modem business Chip giant IntelCorp. is reportedly back in talks to sell its smartphone modem business to Apple Inc., according to the Wall Street Journal. Citing unnamed sources the paper said the deal includes intellectual property as well as staff and could be $1 billion or more. Intel has been looking for a buyer for its smartphone modem business since at least April when the company said it would exit the smartphone modem business. At the time it said it would meet obligations for 4G modems but would not be releasing its forthcoming 5G smartphone modem in 2020. Intel famously missed out on supplying Apple’s original iPhone and struggled to catch up in the mobile chip business ever since. It had only recently started supplying modems to Apple after the company split from longtime supplier Qualcomm. The Qualcomm-Apple feud opened the door a bit for Intel, but the company’s modem business was reportedly losing about $1 billion a year. Apple was the only major customer for Intel’s 5G smartphone modems, and according to recent reports Intel was having trouble meeting Apple’s timelines. Plus, Apple has reportedly been working on bringing more of its chip needs in-house. The day that Qualcomm and Apple settled their dispute, Intel said it would exit the smartphone modem business. Since Intel announced its exit plans, analysts have predicted Apple would be a likely buyer.

Despite exiting the 5G smartphone modem business, Intel has said it will continue to develop products for the wider 5G ecosystem. The company, which has part of its 5G research team in Oregon, has been working with telecommunication partners and standardization bodies to ensure its technology is part of the new network infrastructure. The lab where Intel engineers develop and test new 5G technology looks more like a submarine or aircraft carrier, thanks to the steel and copper walls and heavy doors needed to keep out stray radio waves that could interfere with testing. According to the Wall Street Journal report, a deal between Intel and Apple could come in the next week. In July, Intel paused the bidding process on its modem portfolio, according to a report in IAM, a publication that tracks IP news. Enhanced or automatic virtual metrology — Quality assurance is a huge deal in the manufacturing field and has a lot more to do with the machines and equipment in use than one might think. When a device experiences a malfunction, loses its efficiency or is just plain inaccurate, the developed goods suffer as a result. That’s why manufacturers always have a quality assurance process in place to inspect the goods or components for defects or minor errors. What may truly separate this facility, though, is the roadmap it provides for other communities. There’s a model here, with lessons to be learned. But first, what Doug and Dave Dragoo, owners of Ross parent Mayfly Outdoors, have accomplished in Montrose is eye-opening. The Dragoos celebrated the official grand opening of the new building with employees and a couple hundred of local notables, pleased as they seem not only with the new physical space but with the city’s support of the project and vision of a modern business cluster focused on the outdoor industry. Manufacturing for two of fly-fishing’s most respected brands -- Ross Reels and Abel Reels -- is now consolidated in Montrose at the Mayfly headquarters. It’s part of the Colorado Outdoors development, with a plan that envisions an outdoor industry cluster of light manufacturing, along with new workforce housing, retail, logistics, and hospitality tenants. The end goal is to foster a destination for outdoor enthusiasts and new business and commerce from the region and around the world. It’s a vision shared by the private and public sector, and here, public action has meant the difference between idea and reality. The city has offset hard expenses on roads and infrastructure and provided financial incentives for incoming firms, but it’s also a co-developer of the river assets and adjacent open space. is partnering to improve an already spectacular fishery in Montrose’s city limits. Overall, the development is a multi-institutional collaboration, with manufacturing jobs at its core. If it sounds straightforward, or easy, it’s not. The type of willful pursuit of manufacturing jobs on display in Montrose runs headlong into economic and social barriers that frame the economic development conversation in other towns in western Colorado. One involves growth -- economic growth of any kind. A strong anti-growth sentiment informs local and regional deliberations in tourism- and recreationfueled communities like Durango, Telluride, and Steamboat Springs. One consequence is that building consensus around the idea of investing city and county resources in roads, infrastructure, and other new assets to recruit new manufacturing companies is often hard. To be fair, some communities have no interest in manufacturing, even outdoor industry- related manufacturing. They prefer stronger tourism and recreation service economies, or seek a place in the new technology economy, where Google campuses and tech startups, not light manufacturing clusters, dot the landscape. It’s a worthy, modern goal. In Grand Junction, this seems to be on the minds of some. But the Makers and Producers track in Techstars’ first West Slope Startup Week points to the undercurrent of interest in the Grand Valley to combine a legacy of manufacturing with a tech-savvy future. In theory, it’s a powerful combination. New manufacturing can be a breathtaking mix of


technology, automation, and innovation. Industry clusters in the future will include companies flashing enabling software, automation, tech-driven logistics, and other advanced services. Alongside more advanced CNC shops and other new forms of prototyping and fabricating, these ‘centers of manufacturing excellence’ will be the destination for future for brands and OEMs. It won’t happen by accident. A new development in Grand Junction, Riverfront at Los Colonias Park, promises similar outcomes as Colorado Outdoors. But how aggressive will the city be in offsetting the costs of roads and infrastructure, moves that are critical to attracting new companies? Is affordable housing and workforce development tuned to the needs of manufacturing brands? These and other questions seem open. The stakes are enormous. An outdoor industry-focused commerce and manufacturing corridor, with major hubs in Grand Junction and Montrose, would put the region on the national map. NTMA and PMA Applaud Federal Workforce Development Grant The U.S. manufacturing industry recently received $183.8 million in workforce development grants from the U.S. Department of Labor to help create and promote partnerships among educational institutions, companies and trade associations. The grants, together with the Labor Department’s plans to award an additional $100 million in grants to further promote apprenticeships, were applauded by the National Tooling and Machining Association (NTMA) and the Precision Metalforming Association (PMA). “There will be an estimated two million vacant manufacturing jobs by 2025, and the industry cannot close this gap on its own,” says PMA president David Klotz. “The federal programs announced mean that the government is listening to our message, that for manufacturing to continue to drive the economy, this country must invest in helping manufacturers train the next generation of workers. On the SCALE OF IMPORTANCE, the PERFORMANCE TO OBJECTIVES outweighs MEANINGLESS DATA COLLECTION! There are requirements in the ISO 9001:2015 Standard for defining measurable objectives and key process indicators, while also measuring your performance against said metrics. Many times, companies will dedicate too much time and energy to data collection and graph aesthetics and lose track of why they are collecting the data in the first place. The actual requirements from the ISO 9001:2015 Standard are: 6.2 Quality Objectives and Planning to Achieve Them 6.2.1 The organization shall establish quality objectives at relevant functions, levels, and processes needed for the quality management system. The quality objectives shall: a. be consistent with the quality policy; b. be measurable; c. take into account applicable requirements; d. be relevant to conformity of products and services and to enhancement of customer satisfaction; e. be monitored; f. be communicated; g. be updated, as appropriate. The organization shall maintain documented information on the quality objectives. 6.2.2 When planning how to achieve its quality objectives, the organization shall determine: a. what will be done; b. what resources will be required; c. who will be responsible; d. when it will be completed;


e. how the results will be evaluated. When you are defining the objectives for your company and how to measure the effectiveness of your processes in your organization, you have to start at the very top: your Quality Policy. The main goal is to deliver quality products and services to your customers, so as to assure they are satisfied. The common-sense approach to setting and measuring meaningful objectives How each company measures their delivery performance, quality performance and performance to measure the effectiveness of each of their processes should be dependent to the company’s products, services, and data collection tools already in place. If you have an ERP system that already evaluates the data for delivery and quality, then you should automate the reporting as frequently as possible. If you are spending precious time scrubbing information that was downloaded from your ERP system to eliminate inaccurate data, then consider moving towards a discrepancy reporting system. If you do not have an ERP or Quality Management System (QMS) Software program, then Excel workbooks are usually the ideal way to collect data for your QMS. Again, we suggest a discrepancy reporting system. For example, if every late delivery to a customer is tracked in the spreadsheet with reasoning for why it is late, at the end of the month all a company would have to do is determine the fraction of late deliveries out of the total number of shipments for the month to determine the delivery performance. The reasons why it was late can be used to calculate key process performance (example; four deliveries were late due to production issues, three deliveries were late due to inaccurate quotes on lead time, etc.). These process indicators would be calculated the same way (Three quote issues for the total number of shipments for the month is the metric for quote performance).

Weather Satellite Startup Begins Production In Colorado

Officially, the Boulder, Colorado-based company known as Radia Inc. is in stealth mode. Its website says the company is “bringing technological, environmental, and business innovation to the interface of environment/ energy/aerospace.” A review of postings by its senior management team on the LinkedIn professional networking site, along with details in other public records filings, reveals that they are building a cargo airplane. Radia was founded in 2016 and has around 30 employees. Many are ex-Boeing staffers and nine attended the Massachusetts Institute of Technology. Mark Lundstrom, Radia Aerospace’s founder and CEO, is a self-described serial entrepreneur, an MIT graduate and Rhodes Scholar. A one-time Boeing staffer, Lundstrom has founded several companies, including software developer Ripcord Systems of Seattle and ProterixBio of Boston, a health care startup that’s raised more than $100 million. Lundstrom, who didn’t respond to interview requests, is a former fellow of the Aspen Institute. He serves on the advisory board of Columbia University’s Center on Global Energy Policy. James Vana, a Seattle attorney with Perkins Coie, handled a trademark application for Radia in 2017. A company aiming to build and launch a fleet of satellites collecting private weather data is starting to build its satellites locally and will hire more employees as it develops its business. PlanetiQ, formed in Bethesda, Maryland in 2012, will produce its first two “micro-satellites” in Boulder and aims to eventually build 10 more to have a constellation of satellites about 500,000 miles above the earth. PlanetiQ plans a satellite constellation that can see through and into clouds and have worldwide coverage, improving weather forecasts from what’s available today.
