Editors Corner Treasury Advisor Sees Detroit Automakers As Metaphor For US Manufacturing Recovery TomWalsh writes in the Detroit Free Press, “Ron Bloom, the USTreasury’s advisor on manufacturing and the auto industry said that the recovery of Ford, Chrysler and General Motors over the past two years is a metaphor for what can happen in all of US manufacturing.” Bloom says, “I think the lesson is about people working together. There is a role for government, but it is a limited role. When you’re in a crisis like we were in two years ago, obviously there was a level of intervention required.” He added, “Government is there to provide a measure of help, but the private sector needs to lead ... Pentagon Gets Approval for Modest Growth in Budget Plan U.S. Defense Secretary Robert Gates has won White House approval for modest growth in the base Pentagon budget in the fiscal 2012 budget, according to officials and analysts. Gates, who plans to brief congressional leaders tomorrow, has received guidance from the White House that about $554 billion for defense, not including war spending, will be part of the budget that the administration will submit to Congress for the fiscal year that begins Oct. 1. That figure is $12 billion less than what the Pentagon planned, yet still allows for real growth over the fiscal 2011 budget, an analyst said. If implemented, the five-year cut would represent about a 2.67 percent reduction to what is a $2.99 trillion defense plan, not including war spending, according to Office of Management and Budget long-range figures released last February. Gates has committed to reducing overhead and inefficiencies by about $102 billion through 2016. He is seeking to forestall deep cuts in weapons and research while holding the line on overall defense spending. The Pentagon’s base budget has doubled since the Sept. 11, 2001, terrorist attacks. Tighter budgets, Gates has said, mean that the military won’t get the overall annual budget growth of 2 percent to 3 percent above inflation needed to sustain current weapons programs, so dollars saved elsewhere must be shifted from into those accounts. “After a decade of growth, however, it now seems to be leveling off, and it may begin to decline if defense is included in measures to rein in federal budget deficits,” said Stephen Daggett, defense budget analyst at the nonpartisan Congressional Research Service. Gates probably will outline additional specifics for reporters tomorrow afternoon, officials said, after a scheduled briefing for senior defense committee lawmakers in the morning in the U.S. Capitol office of Senator Daniel Inouye, a Hawaii Democrat and chairman of both the Senate Appropriations Committee and its defense appropriations subcommittee.
Spokesmen for Senator John McCain of Arizona, senior Republican on the Senate Armed Services Committee, and Representative Norm Dicks of Washington state, senior Democrat on the House Appropriations subcommittee on defense, confirmed that their bosses will be attending a meeting of the so-called Big 8 lawmakers -- the top Democrats and Republicans on the Senate and House armed services and defense appropriations panels -- with Gates. The $12 billion reduction for fiscal 2012 includes efficiency savings, reduced inflation assumptions and savings from civilian pay freezes mandated last month by Congress, officials said. Calculating exactly to what extent the $554 billion represents real growth for the Pentagon is difficult because there has not been final passage of a fiscal 2011 funding bill. The Pentagon is operating under stopgap legislation through March 4 that keeps spending at approximately the fiscal 2010 level, or about $530.8 billion, Daggett said. The unfinished fiscal 2011 appropriations legislation now totals about $525.2 billion, Daggett said. That’s about $24 billion less than what the Pentagon requested. Congress may add some of that money back in. An increase to $554 billion would represent growth of about 4.5 percent in nominal terms, or about 2.5 percent after adjusting for inflation, Daggett said.

CIT, Boeing Announce New Order CIT Group Inc. and Boeing announced that CIT Aerospace placed an order for 38 Next-Generation 737 airplanes and purchase rights for seven additional 737s. The order, with deliveries into 2017, includes 15 737-900ER (extended range) and 23 737-800 airplanes. It is the largest order placed by a leasing company for the 737-900ER, the largest and newest member of the Boeing Next-Generation 737 family.This is also the largest order placed by CIT for Boeing airplanes. “This order of Next-Generation Boeing aircraft reflects our efforts to maintain one of the youngest and most technologically advanced fleets in the industry,” said C. Jeffrey Knittel, president of Transportation Finance at CIT. “As a leading aircraft lessor, it is important that we continue to maintain a portfolio of operationally dependable and fuel-efficient aircraft for our customers.” “CIT’s choice of the Next Generation 737 shows its confidence in the product family and especially in its newest member, the 737-900ER, which features incredible economics and operational capability,” said Marlin Dailey, vice president of Sales & Marketing, Boeing Commercial Airplanes. “CIT is one of the leading companies in global transportation finance, and clearly recognizes the value that the Next Generation 737 will bring to its airline customers. F135 Engine Reaches Testing Milestone Pratt & Whitney’s F135 engine used in the Joint Strike Fighter, an aircraft that can take off and land vertically, has passed a testing milestone known as initial service release. There have been 540 flight tests, including 12 vertical landings, of the aircraft known as STOVL, for Short Take Off and Vertical Landing. This version of the engine is the third developed by Pratt & Whitney. “We are one step closer to powering operational flights,” said Bennett Croswell, vice president of F135/F119 Engine Programs, Pratt & Whitney. “I am proud of the F135 STOVL team and our partners at Rolls-Royce, Hamilton Sundstrand and Lockheed Martin for this great program accomplishment. We look forward to seeing the F135powered Lightning II in operational flight.” To date, Pratt has delivered 12 Joint Strike Fighter engines, all assembled in Middletown. “To date, trade studies performed by the agency have yet to identify heavy-lift and capsule architectures that would both meet all SLS requirements and these goals,” states the report sent to Congress under the authorization act President Barack Obama signed last year. “For example, a 2016 first flight of the SLS does not appear to be possible within projected FY 2011 and out-year funding levels.” Cris Guidi, an engineer who focuses on launch vehicles as deputy director of the Constellation Systems Div. at NASA headquarters, said the results of the company and internal-NASA studies will drive the final vehicle design. The reference design was picked because it made maximum use of shuttle hardware and work already done under the Constellation Program that was building the Ares I and Orion until Obama’s Fiscal 2011 budget request and the subsequent authorization act killed it.
NASA Next-Gen Vehicle Builds on Past Engineers planning NASA’s next effort to build a vehicle to replace the retiring space shuttle fleet will start with an amalgam of the shuttle and its moribund Ares I and Orion follow-ons. As before, money remains a problem. The U.S. space agency’s “reference vehicle design” for a heavy-lift space launch system (SLS) incorporates five space shuttle main engines (SSMEs); a core stage based on the 27.5-ft.-dia. shuttle external tank; two five-segment versions of the four-segment solid-fuel shuttle booster rockets and an upper stage powered by one or two J-2X engines in development for the Ares I crew launch vehicle. For the new multipurpose crew vehicle (MPCV), crews ranging in size from two to four would ride in the deep-space version of the Orion crew exploration vehicle, adapted to provide backup flight capability to the International Space Station in case commercial crew vehicles being developed separately do not materialize. NASA officials stress that while the designs meet congressional requirements that the government’s shuttle follow-ons use existing hardware, contracts and workforce as much as possible, the reference vehicles are not necessarily the final choice. Internal NASA teams also are studying a kerosene-fueled alternative to the liquid-hydrogen-fueled SSME, and a modular approach that would array three smaller-diameter stages in parallel—comparable to the approach followed by the Delta IV Heavy. In addition, 13 companies are conducting six-month studies of technologies that might help NASA refine its heavy lifter. Administrator Charles Bolden has insisted that any future vehicles be “affordable, sustainable and realistic,” specifications the reference launch vehicle does not meet given the $6.5 billion authorization for its development and 2016 deadline for its first flight. “Administrator Bolden is very, very strongly emphasizing that we’re going to develop a credible plan,” she says. “We’re not going to break any laws, but the key thing that NASA needs to go off and do is build a credible plan for the SLS development; make sure it’s affordable, sustainable and realistic or practical.” The final vehicle also will be shaped by final Fiscal 2011 NASA funding that emerges from the newly convened Congress. The agency is currently funded under a continuing resolution that expires March 4, which contains money for work on Constellation programs like the J-2X and the five-segment solid-fuel booster originally intended as the first stage for the Ares I.

Xtreme Power Inc., provider of Dynamic Power Resources™ (DPRs) for utility-scale energy storage, and Xcel Energy announced a partnership to install a 1 megawatt (MW) system to collect operational data on the integration of energy storage and solar energy systems at the Solar Technology Acceleration Center (SolarTAC).
SolarTAC is a private facility in Aurora, Colo. that serves as a solar industry test bed to validate and demonstrate a variety of solar technologies. The role of Xtreme Power’s DPR is to perform a number of energy storage and grid asset functions, including output smoothing, time shifting and forecast error mitigation for solar energy generated at the site. The project aims to display the real-world results of integrating storage systems with solar installations, to more efficiently incorporate energy output from renewable sources onto the power grid. Results will be made public to reflect the system’s performance over the course of three years. “Taking part in the SolarTAC project with Xcel Energy affords us an opportunity to work alongside one of the most progressive utilities in the industry,” said Carlos Coe, CEO of Xtreme Power. “We expect the results to highlight the broad range of benefits battery energy storage brings to PV manufacturers, project developers and power producers, ultimately enabling a more effective utilization of clean energy around the world.” “We hope that this demonstration will prove to be a pivotal point for PV solar energy combined with energy storage, and in turn underscore for utilities and other electricity providers that viable energy storage systems can become a commercial reality,” said Frank Novachek, Xcel Energy director for business planning. US Army Awards Light Armoured Vehicles Contract to GD The US Army TACOM lifecycle management command has awarded a $138m contract to General Dynamics Land Systems for 82 light armored vehicles (LAVs). Under the contract, GD will produce LAV II version vehicles in four different variants for a foreign military sale (FMS). The LAV II version is a 300hp 8×8 vehicle with a gross vehicle weight of up to 32,000lb.

Deliveries under this order are scheduled to be completed in summer 2011. The order has a ceiling price of $80 million.

Business continued to flourish, as the company added sales/service representatives to support the business throughout the United States, and today, the company has a total of 70 employees with 30 in the field supporting Prescott’s Inc.’s customers. John Barnes, President of Prescott’s Mfg says, “Prescott’s Inc. was dependent upon a variety of suppliers in the Front Range, as we outsourced all of our machining and special processes. As business continued to grow, we were seeing quoted turn-around times of 9-10 weeks from our suppliers, and our business dictates 3-4 week turnarounds. So we started developing and or acquiring our own in-house competencies. The first step towards self sufficiency was the purchase of a machine shop. John says, “We were outsourcing our machining to a number of shops, and one of our superior suppliers was Dan Schloesser, owner of Schloesser’s Precision Machine. 6 years ago we purchased Dan’s company, complete with Dan, his customers, and his machine tools.” Today, Dan remains with the company as the operations manager. Dan brought to the new division more than 25 years of machining experience, and a number of customers in the aerospace and medical industry. Which Comes First, the Brand or the Advertising? As a small business in the process of creating a brand, or rebranding your existing materials, you are juggling logo designs, brand impact surveys and demographic studies – plus trying to manage your everyday business. Simply put, traditional advertising is too expensive to get wrong...or only half-right for that matter. The Case for Both: Lots of ideas and messages are going to take shape over the course of a branding process. Some will hinge on a specific context — maybe clever concepts for street marketing or other unconventional media placement. Every creative idea can help generate or buttress strong foundational brand recognition, which is the goal. Keeping in mind a consumer’s real world experience of media is always a good thing. Maintain a record of the ideas that come up during the process. If you can’t implement them now, you may be able to execute them in Phase Two of your marketing campaign.

The defense industry, keeping a close eye on programs vulnerable to cancellation, is now positioning itself for these repair efforts.
When Defense Secretary Robert M. Gates announced funding cuts last month, some in the defense industry shuddered. But for others, the announced cuts will generate new opportunities to revitalize older systems. It’s not unusual for a program termination to refocus attention on an older program, but analysts said this shift may become more common as the Pentagon’s budget tightens and it is forced to work with the equipment it already owns. This time around, Gates announced the Defense Department will end a Marine Corps vehicle program with prime contractor General Dynamics and will instead direct money toward repairing and upgrading its existing amphibious assault vehicle, built by BAE Systems.Additionally, he delayed part of Lockheed Martin’s F-35 strike-fighter aircraft program and said the Pentagon would buy more of Boeing’s F/A-18 aircraft.
BAE Systems is hoping to win work repairing its amphibious assault vehicle, but the company anticipates competition. “We don’t expect to get any favoritism out of the customer because we are the [original manufacturer], but I do think there are some advantages of being the designer of this vehicle,” said Ann Hoholick, BAE’s vice president of new vehicles and amphibious systems. Faced with a tighter budget, BAE has tried to be equally prepared to bid on a new program or a competition to modernize older systems, said Bob Murphy, the company’s executive vice president for product sectors. “You can’t get wed to any one thing, because all I can tell you is, as the future unfolds, what looks like a very high priority today . . . can change very rapidly,” Murphy said. “You’ve got to be prepared for the change.”
“I think that there are going to be more and more examples like that,” said Todd Harrison, a defense analyst with the Center for Strategic and Budgetary Assessments.
LorenThompson, a defense industry consultant at the Lexington Institute, said it’s common for a program termination to create new work on an existing piece of equipment. But, often “the company that benefits from a cancellation is not the company whose program is canceled,” he said.

unless the Air Force picks the 767 as its air-to-air refueling tanker. The decision on that $40 billion contract is likely next month, and some defense-industry analysts predict the competing Airbus A330 tanker will win. Boeing’s 747 jumbo jet, which launched a dozen years before the 767, is still being built after more than 1,400 deliveries. The other large wide-body program, the 777, has delivered more than 900 just 16 years after that jet first flew. Even as it awaits word on whether the 767 has a future, Boeing has invested in major changes to the plane’s production. Pastega said the production rate increased from one per month to oneand-a-half per month in the last months of 2010 and is in the process of increasing to two per month. At the same time, Pastega’s team has finalized a complex move of production to a new area at the rear of the assembly plant to make room for an extra 787 Dreamliner line. A new door has been constructed at the back of the giant building through which the 1001st 767 will exit from the new assembly area onto the Paine Field flight line. Even before the 767 work moves out of the current assembly bay, the area is already being used for rework on a couple 787 Dreamliners.
Boeing Hits 767 Milestone And Preps For Second Everett 787 Line
As Boeing scrambles to make up for all the Dreamliner delays and deliver the 850 planes on order, it could use three production lines if it can get them operational. And once the second Everett line is running well, it would make little sense to close it down.
At a ceremony recently inside Boeing’s jet plant in Everett, about 100 employees marked the imminent completion of the 1,000th 767 widebody jet.
But first, Boeing has to get its initial 787 line running well.
The landmark arrives as the fate of the airplane program hangs in the balance, dependent on the outcome of the U.S. Air Force tanker competition. As soon as this 767 is rolled out, engineers will begin converting the bay to accommodate a new 787 assembly line. This “surge” line is supposed to be temporary, aiding the production ramp-up until the assembly line being built in Charleston, S.C., is fully operational. However, many Boeing observers, including Machinists union district President Tom Wroblewski, hope the second line in Everett will become permanent. Thirty years after the first 767 rolled out, the 1,000th jet will go to All Nippon Airways (ANA) of Japan, which ordered nine 767s to cover its needs as the airline waits for its delayed 787 Dreamliners to arrive. Boeing has 50 orders for the 767 still to deliver, and several hundred people in Everett currently work to assemble the plane. After those jets roll out, the program will close in less than two years A2Z METALWORKER

Among those on hand for the ceremony was Boeing manufacturing engineer Duncan T. Moore, who worked on the first 767 in 1981 and today works on the 787 Dreamliner. Moore recalled a couple of late glitches on that first 767. When a fuselage panel failed after a frozen fowl was test-fired at the jet to assess vulnerability to a live bird strike, engineers ordered a retrofit to stiffen the panel in the crown of the fuselage of the jets already built. Moore helped manage the cascade of out-of-sequence work from that last-minute change and from another decision to standardize the flight crew at two rather than three people. It worked out fine in the end.The 767 became a favored trans-Atlantic wide-body. But now those workers building the 787 are overwhelmed with outof-sequence work. Does Moore think Boeing is on top of it this time around on the Dreamliner? “There’s work to be done,” said Moore. “But it’ll be a good airplane, too.”

Advisory services companies in many cases face daunting business risks, according to Bob Kipps, managing director of McLean-based investment firm KippsDeSanto, as the Pentagon vows to reduce spending on support services contractors, to bring more work in-house and to generally decrease the number of major programs these companies support. To trim that risk, some of the newly stand-alone businesses and their financial sponsors are seeking to acquire other companies that offer highly technical support, rather than general administrative assistance, to bulk up their capabilities. “There’s an active marketplace for those kinds of companies,” Kipps said.

Private-Equity Firms Grab Divested Defense Units The government’s growing interest in avoiding conflicts of interest when it hires companies that provide multiple services has created a new crop of private-equity owned contractors.
The Pentagon has crafted rules that would prevent what are known as organizational conflicts of interest, barring, for instance, one company from both building a new system and then assuming responsibility for its testing. Facing greater scrutiny, traditional weapons makers, such as Lockheed Martin and Northrop Grumman, have moved to divest their advisory services businesses, setting them free on the market. Several private-equity firms have been quick to snap them up. An investor group led by General Atlantic and Kohlberg Kravis Roberts & Co. affiliates paid $1.65 billion for Northrop Grumman’s TASC,Veritas Capital bought Lockheed Martin’s Enterprise Integration Group and Court Square Capital Partners-backed Wyle purchased ITT’s CAS. “The natural buyers now are the private-equity groups that know the space,” said Mitchell Martin, a senior managing director with the investment firm McLean Group. But even as private-equity-backed companies make acquisitions, their sponsors have to plan an exit. For many companies, that will mean going public because they are unlikely to find potential buyers in contractors like Lockheed or General Dynamics, which fear a deal could create new organizational conflicts. For instance, Carlyle Group-backed Booz Allen Hamilton, a contracting giant that provides consulting to the government, chose to launch an initial public offering last year. However, when the Carlyle Group tried to sell ARINC, which provides engineering for the aerospace and defense industries, it found that prospective buyers wanted to break the company up to avoid buying work that could create potential conflicts of interest. Uninterested, Carlyle took ARINC off the market last fall. Private-equity companies “still have to have an exit strategy at some point -- they’re not going to be owning these things forever,” said Byron Callan, a director at Washington-based investment research firm Capital Alpha Partners.
Survey Indicates Stronger Hiring In 2011 1Q For Leading Economies The Financial Times reports Manpower’s Employment Outlook Survey indicates that hiring in the US, Japan, Germany, UK, Canada, France, and Italy will increase in the first quarter of 2011.This is the first time in over two years the survey has found improved optimism among employers. The survey also suggests that economic rebound is accelerating in the biggest developing economies. Similarly, the Wall Street Journal “The RealTime Economics” blog noted that firms in emerging countries like China and India anticipate stronger hiring during the same period than their counterparts in the US.

Lockheed Martin’s F-35 Fighter Jet “Slightly Exceeded” Flight-Test Goals The three variants of the program’s aircraft flew a total of 427 test sorties, or 37 more than planned, says Michael Gilmore, Pentagon director of operational test and evaluation, in his annual report released recently. Cumulatively, the test program also accomplished 4,614 “test points,” or individual objectives, within those flights, or 210 more than planned, Gilmore wrote. Goals were met by the Air Force and Navy versions but not the Marine Corps short-takeoff and vertical landing version, said Gilmore. That model flew 216 sorties out of a planned total of 254. Lockheed Martin officials have acknowledged throughout the year that the Marine model was behind schedule. Purchases through 2016 of the Marine Corps version were cut to 50 from 110, reflecting two years of additional development testing, Defense Secretary Robert Gates said. He directed that aircraft be put on a two-year “probation.” The Marine model “is experiencing significant testing problems” that “could lead to a redesign of the aircraft’s structure and propulsion -changes that could add yet more weight and more cost to an aircraft that has little capacity to absorb,” Gates told reporters. Overall, the test report indicated progress over 2009, when all three models flew only about 10 percent of their planned test flights because of delays in delivering aircraft. A2Z METALWORKER

And software to slow the electric engine will make it mimic the oldfashioned engine’s performance, helping both the pilot and the rotor’s bearings. Project Firefly: Sikorsky Starts Small With Electric-Powered Helicopter Even pairing the smallest, lightest helicopter with a state-of-the-art electric motor and lithium-ion batteries, there is no way yet to make a commercially viable electric helicopter. Batteries just weigh too darn much for the power they supply. Sikorsky Aircraft has been working for more than two years on Project Firefly, the only research program in the world aiming to make an allelectric helicopter. The company is working with engineers at Virginia-based Eagle Aviation Technologies who are modifying the airframe and motor mount of a Sikorsky helicopter built in 1993, a two-seat Schweizer S-300C model. The heavy lifting is done by California engineers at U.S. Hybrid, who have designed the motor and are putting together battery packs with cells made by Gaia, a German company. Among the three U.S. companies, the team of about 10 engineers has developed a 180-horsepower electric engine, a little less powerful than the one in a Crown Victoria sedan. That engine has progressed enough in testing that Jonathan Hartman, the program manager, said he’s sure a test flight will happen in 2011. Sikorsky will not say how much it’s spending on the project. “We start with the nascent technology and learn about all the integration issues,” Hartman said. Once the kinks are ironed out, he said, the team members will think about ways to reduce weight, possibly in the aircraft itself, thereby allowing more weight for more energy storage. Maybe a lithium ion capacitor, which provides a quick surge of power, could help, because helicopters need more power as they lift off and land than they do in flight. Researchers also are looking at developing lithium air batteries, rather than lithium-ion batteries. If those succeed, they could reduce batteries’ weight by half. But that kind of advance could be five to 10 years away, if it ever happens, Hartman said. “It’s a very exciting time just in general for us,” he said. “We’re at the start of a new era for propulsion.” Just as jet engines taking over from propellers allowed planes to get bigger, going to electric engines could have all kinds of benefits beyond a reduction in emissions. Helicopters are noisy, but an electric engine wouldn’t be. Pilots and passengers would no longer have to wear noise-canceling headphones and microphones to communicate. Other advantages include far less vibration and less heat loss, which could help in military applications. Hartman said electric engines would make helicopters cheaper to operate over the life of the aircraft, even if they’re more expensive up front. Hartman, who finished his degree in mechanical engineering at Yale University a year and a half ago, said quiet choppers could fly over the Grand Canyon. “Just you and the pilot, no noise and no headphones,” he said.

The all-composite, 175-ft.wingspan vehicle climbed to 5,000 ft. above sea level over Edwards AFB, Calif., driven by four propellers and flew for 4 hr. Unlike GO-1’s previous test flights in August and September, in which the propellers were battery-driven, the latest flight marked the first time electrical power was supplied by a liquid hydrogen-fueled internal combustion engine.The engine, in turn, drives a generator that powers the propellers, payload and batteries. Rechargeable and non-rechargable batteries are currently used as power sources for portable warfighter devices such as field radios, night vision devices, weapon sights, GPS units, etc.
In terms of battery capacity, average warfighter electronics consume power equivalent to that of 88 AA batteries over the course of an average 5 day mission. The burden and distraction of using battery based power sources in the field is at best a nuisance, and can become deadly under the worst of circumstances. a l l a t t h e l owe s t possible costs. What characteristics would be desirable for an ideal power source for warfighter portable electronic devices? First, the source would self-generate or harvest enough energy from the environment and/ or other sources to keep electronic devices running indefinitely. Secondly, the ideal source would require little, if any, inter vention from the user, be wearable, lightweight, small, rugged, and low in cost. Lastly, the ideal power source would be low profile, making it easy to integrate into the device that it powers.
The development and use of solar and fuel cells over the past few years has aimed at producing an ideal power source for portable devices. These attempts, however, have fallen dismally short of the characteristics described above. Solar cells have been shown to have the highest energy density of the known energy harvesting technologies. They are generally rugged, lightweight, low in cost, but suffer from efficiencies of less than 20%. To obtain enough power to re-charge battlefield electronics, one must build large arrays of these cells, making them impractical in wearable, portable applications. REPPS, Rucksack Enhanced Portable Power System is an example of a “portable” system and the size solar arrays must be to charge battlefield electronics. The system is portable, and folds out to obtain enough solar energy to re-charge batteries in the field. However, this usage model presupposes that one must monitor the battery energy level in portable warfighter equipment,
and periodically change the battery and/ or recharge it, requiring maximum use intervention on the part of the user. Also, the system is useless at night, thus requiring the user to charge reserve batteries in daylight hours, for nighttime use. Fuel cells are portable, but are generally large, heavy, and are presently about 2 years from available deployment. When they are available, they will solve the nighttime use problem, however, they will still require intervention by the user, to replace and refill fuel reservoirs, thus only moving the intervention problem from charging a battery to refilling a reservoir. Again, using fuel cells presupposes that one must monitor the battery energy level in portable warfighter equipment, periodically change or recharge the fuel cell, requiring maximum use intervention on the part of the user. Lastly, when available, they are likely to be high in cost. A very attractive alternative to solar and fuel cell technologies is a methodology and technique recently developed called the Light Engine. The Light Engine is an energy harvesting technique that can harvest energy from any available source, store that captured energy, keeping the rechargeable batteries in a portable warfighter device continually recharged.The technique can also be used to extend the battery life in non-rechargeable battery systems. The Light Engine technique is totally autonomous and operates in the background, and requires little if any user intervention in re-chargeable battery systems. So what’s the price? Making an argument for quality. Dear friends, Generally when a customer purchases a metalworking fluid, they are most concerned about the upfront price of the product being considered. But I must tell you; most don’t take into consideration of the overall cost of the fluid over its life expectancy. It is always good to feel like you’re getting a good deal, but consider this, are you really? If your metalworking fluid goes bad every four to five months, and then you have to dispose of it, incurring even more costs, are you really money ahead? When considering which metalworking fluid to use in your shop, take into consideration the quality of the product you are about to purchase. If the price of the product and the benefits, which the manufacturer proclaims seems too good to be true, well… I hate to tell you, it most likely is. The old saying still rings true; you get what you pay for. I’m a firm believer in proper coolant maintenance. Keeping your concentration within the factory recommended range, skimming your coolant of free oils, using quality water and mixing the metalworking fluid properly, is paramount to getting the most out of your metalworking fluid investment. Higher end fluids cost more because of the quality of the ingredients used to manufacture them. There is a reason why a $30.00 per gallon fluid costs more than a $15.00 per gallon fluid. If you invest in a high quality fluid, and properly maintain it, you could expect to get one to two years or more life from that product before ultimately having to dispose of it. If a customer chooses to neglect and misuse their metalworking fluid, sooner or later instead of paying twenty to forty cents per gallon of mixed coolant, now you’re going to end up paying two to three dollars per gallon additional cost to just get rid of it! So as you can see, it pays to purchase a high quality fluid and maintain the fluid to the specifications that the manufacturer recommends. There’s another old saying in the sales industry when it comes to quality; you’ve might even have heard of it, either you pay me now, or pay me later, but one way or another, you’re going to pay me. Metalforming Companies Optimistic About 2011 Business Conditions According to the January 2011 Precision Metalforming Association (PMA) Business Conditions Report, “metalforming companies are optimistic about business conditions during the next three months. Conducted monthly, the report is an economic indicator for manufacturing, sampling 119 metalforming companies in the United States and Canada. The January report shows that 47% of participants forecast an improvement in economic activity during the next three months (up from 40% in December), 43% predict that activity will remain unchanged (compared to 46% last month) and only 10% report that activity will decline (down from 14% in December). Metalforming companies also expect improvement in incoming orders for the next three months. Average daily shipping levels remained steady in January. Twenty-six percent of participants report that shipping levels are above levels of three months ago (compared to 27% in December), 50% report that shipping levels are the same as three months ago (up from 38% last month), and 24% report a decrease in shipping levels. The percentage of metalforming companies with a portion of their workforce on short time or layoff decreased to 12% in January from 16% in December.The number is at its lowest level since October 2007. And, a current poll conducted by MetalForming magazine reports that 31 percent of respondents are ‘hiring back in a big way to handle rapid growth in orders’.

Abound Solar to Build Largest Thin-Film Solar Module Manufacturing Plant in the United States Abound Solar, a manufacturer of next-generation, cadmium telluride, thin-film photovoltaic solar modules, recently announced that it has leased a 781,750 square foot facility in Tipton, Ind., where it will be establishing a solar module manufacturing plant. Abound Solar was able to complete the transaction following the closing of a previously announced $400 million U.S. Department of Energy loan guarantee and $110 million equity investment. The facility, located at the intersection of U.S. 31 and Ind. 28 and comprising 104 acres in total, has been purchased by an investment group led by the W.W. Reynolds Companies, a real estate development firm based in Boulder, Colo., from the trust of contractors that has held the property since the 2009 bankruptcy of the former owner, Getrag Transmission Manufacturing LLC. Force Protection Announces Over $1 Billion in New Orders During 2010 Force Protection Industries, Inc. announced that it has reached a significant milestone during 2010 with the receipt to date of more than $1 billion in new orders. While the conclusion was based on many factors, it was mostly determined according to how much sunlight the state receives and how much electricity is currently costing the state’s residents. Because electricity is more expensive in some states than others, cash-strapped residents are more likely to be interested in alternate energy sources. Colorado’s number-two slot is a clear indication that the solar initiatives that Governor Bill Ritter has backed in the past year are helping. The progress comes mostly from the Colorado Industrial Energy Challenge, which has encouraged state companies with high energy bills to turn to solar energy to cut costs. Individual consumers have also been able to catch a break with state- and utility-sponsored rebates for new solar installations. Major players in the solar energy game include Denver public schools, Colorado State University at Boulder, and Denver International Airport. And with 300+ days of sunshine a year, it’s only a short time before these installations will be making a mark on the local energy grid. Georgia residents, on the other hand, aren’t quite as willing to take advantage of their prime solar-generating conditions. This is in large part due to the state’s already low energy costs—a factor that will undoubtedly slow progress for now.

USA Today reports the $858 billion tax plan “approved by Congress in December included a surprise 2% reduction in payroll taxes for 2011, in what amounts to a $120 billion bet that Americans will spend the money and help juice the economy.” If “you earn $100,000 a year or more, that temporary tax reduction will mean an extra $2,000 this year - almost $40 more in your paycheck every week.” Economists “are estimating that by putting more cash in our pockets - ready to spend - the tax package taken altogether could add between 0.5% to a full point to GDP growth this year.”
L-3 Awarded U.S. Air Force Aircraft Maintenance Contract L-3 Communications announced that its Systems Field Support (SFS) division was awarded an initial$8.6 million contract from the U.S. Air Force Air Education and Training Command (AETC) to provide trainer maintenance and precision measurement and equipment laboratory (PMEL) support. The total value of the contract with options is approximately $53 million over five years. Under this competitively awarded contract, L-3 will support AETC’s 82nd Training Wing at Sheppard AFB, Texas with maintenance and operations support of aircraft trainers, ground instructional training aircraft, civil engineering trainers, PMEL, munitions storage areas, aerospace ground equipment (AGE) and associated support equipment. The L-3 SFS has been providing trainer and equipment maintenance services at Sheppard AFB for more than 20 years. Another new contract was awarded to Lockheed Martin and Sikorsky Aircraft to sustain the Navy’s fleet of H-60 helicopters. This contract -- worth $179 million -- will improve the fleet’s performance at costs lower than replacing the helicopters, according to Hinchey. In early December, Lockheed Martin got a $45 million contract from the Navy to develop various air vehicles and ground control systems for the U.S. Marine Corps. Lockheed Martin is also teaming with Sikorsky in a bid on the U.S. Air Force’s HH-60 Personnel Recovery Recapitalization Program to replace 112 HH-60G Pave Hawks with an equal number of new state-of-the art aircraft. Inertial Measurement Unit (IMU), a highly versatile device which can be used for instrument stabilization, motion compensation and as a backup navigation sensor. “Our LN-200 product is unique in its ability to provide highly reliable measurement data for a diverse range of customer needs and operating environments,” said Gorik Hossepian, vice president of navigation and positioning systems, Navigation Systems Division. “Its high demand is testament to its superior performance and versatility.” In high-rate production since 1994, the LN-200 has been delivered to more than 100 customers worldwide and is in use aboard platforms ranging from fighter aircraft to missiles to the Mars Rover. In 2010, Northrop Grumman built and delivered a record 3,200 LN-200 units, twice the number produced three years ago. The LN-200 is a small, lightweight, highly reliable fiber-optic IMU. It is comprised of three fiber optic gyros and three silicon MicroElectro-Mechanical System (MEMS) accelerometers in a compact package that measures velocity and angle changes. The LN-200 is hermetically sealed and contains no moving parts, ensuring low noise, high reliability and extended shelf life. Northrop Grumman has experience in development and support of all current production gyro technologies.
BAE to Upgrade US Army Bradley Fighting Vehicle BAE Systems has received a contract modification to provide engineering enhancements and technological updates for the US Army’s Bradley fighting vehicle. Under the $34m contract, BAE will support engineering enhancements that include improved digital architecture, embedded maintenance training and integrated survivability improvements. The upgrades will allow soldiers to operate vehicle combat systems to their maximum potential in providing survivability, mobility, lethality, protection and safety to soldiers. The Bradley was designed to operate as an infantry fighting vehicle, cavalry fighting vehicle, fire support vehicle, command vehicle and engineer squad vehicle for US Army heavy brigade combat teams.

Announcing Immelt’s appointment to take the helm of the newly renamed President’s Council on Jobs and Competitiveness, Obama said the economy is “in a different place” from where it was during the economic crisis, and new ideas are needed to keep the momentum going. “The past two years was about moving our economy back from the brink,” Obama said alongside Immelt in Schenectady, New York, home to the birthplace of GE’s energy business. “Our job now is putting our economy into overdrive.” He called Immelt “one of the nation’s most respected and admired business leaders.” As head of the world’s biggest maker of jet engines, medical-imaging equipment and power-plant turbines, Immelt gives the White House a corporate heavyweight to help burnish Obama’s pro-business credentials. Immelt, 54, GE’s CEO since 2001, is an original member of the panel, which was formed as the President’s Economic Recovery Advisory Board in February 2009. Immelt said while more than half of GE’s
