Beginning in June 2011, solar leasing in California began to outpace purchased systems. In December 2011 alone, over 70% of solar installations in the Golden State were leased systems.
The PV report not only looked at the number of solar installations added, but the fastest-growing California solar cities, such as Hemet and Apple Valley.
The appeal of leasing reaches beyond lower monthly electric bills. Many Californians are glad to find affordable ways to support technologies that reduce the nation’s reliance on fossil fuels.
“We thought it was important to not just look at which cities have the most solar installations,” said PV Report founder Stephen Torres, “but also those that are growing the fastest.”
San Jose residents can take advantage of incentive programs as well, including the federal tax credit program that can cut installation costs by up to 30%.

For a 4 kilowatt-sized home PV system in San Jose, rebates can cut the upfront costs from $33,000 to $22,000, with a payback period of about eleven years.
These services will provide electro-optical/infra red and mid-wave infrared imagery in support of land-based operations in Operation Enduring Freedom to provide real-time imagery and data.
PG&E customers in San Jose can take advantage of net-metering, too. By reducing their conventional electrical use, they can often stay in the base-rate range, avoiding higher rates during peak demand periods.
Work will be performed in Bingen, Wash., and is expected to be completed in February 2013.

Unemployment Rate Continues To Fall Employers went on a hiring spree in January and drove down the unemployment rate for a fifth straight month to 8.3 percent, its lowest point in nearly three years. The result pointed to a resurgent job market, and it sent stock futures surging. The Dow Jones industrial average futures, which were flat before the report, jumped 95 points. The economy created 243,000 net jobs in January, the most in nine months, and the unemployment rate fell two ticks. Employers have added an average of 201,000 jobs a month in the past three months. The unemployment rate is nearly a percentage point lower than over the summer, when many feared a recession was imminent. The last time the unemployment rate has dropped for five straight months was in late 1994. More jobs and higher incomes should help consumers boost spending and increase economic growth. Job gains in November and December were revised upward to show that an additional 60,000 jobs were created in those two months. The government also issued its annual revisions to jobs data going back five years. They showed that hiring was stronger over the past two years than previously thought. The economy added about 1.82 million jobs last year, nearly twice as many as in 2010. Even with the gains, the job market faces a long way back to full health. The nation has about 5.6 million fewer jobs than it did when the recession began in late 2007. Last month, manufacturers added 50,000 jobs, the most in a year. Even the beleaguered construction sector added 21,000 jobs, its second month of strong gains. That has likely been aided by unseasonably warm weather this winter. Leisure and hospitality, which includes restaurants and hotels, added 44,000 jobs. Retailers added nearly 11,000. And professional and

Great Western Registrar Offers ISO9001:2008/ AS9100. 9110, 9120 Certification Recomendations Aerospace Standards and Their Effect on Small Business It has now been 2 years since the Aerospace family of Standards (9100/9110/9210) have been in publication. Since 2009, organizations that have been maintaining a Quality Management system to their respective standards have had to undergo or are scheduled to undergo “transition assessments” to the newly revised standards. Aerospace component manufacturers, maintenance and overhaul organizations and distributors of components have had to make tough decisions regarding the transition of their system and applying the necessary resources to support the transition. During this time of transition the IAQG (International Aerospace Quality Group) and their strategy working groups have tried to communicate the changes and expectations for transition through the deployment of support materials, requirements documents, FAQ’s and resolutions. In this article, I hope to clarify some of these expectations for the supply base from a Certification/Registration Body (CB) perspective. CB’s were required to inform their current client base of the need to increase the duration of audit time during surveillance and recertification activities if their client chooses to transition during their current registration cycle. Certified organizations were then required by their CB to provide a formal declaration of readiness. Once this declaration is received, the scheduling process could begin. The IAQG published a new reporting tool that the CB’s are to utilize for all AS audits. The AS9101D contains appendices, forms and requirements that affect not only the CB’s audit approach, but contains specific requirements for the supplier with regard to non-conformance and data collection. I strongly suggest that suppliers obtain a copy of the 9101D document for review prior to any on-site transition audit. The 9101D was developed with the aim of helping CB’s and their auditors more effectively audit to the “process approach”. The scoring system has now been removed, and the Process Effectiveness Assessment Report (PEAR) must be utilized. All AS audits must include the 9101D as part of the records. This should help reduce the inconsistencies in reporting methods from CB to CB. With PEARs, core processes must have specific outputs and metrics established. The expectation is that those processes that are identified within the requirements of section 7.0 will have a PEAR so that measuring effectiveness can be accomplished.
are limited, management may be feeling a little stressed with the additional requirements found in the new revisions, however, if an organization has been effectively using the AS standards as a tool for business management, they may have already been meeting the requirements for risk assessments and project management, just to mention a couple. It would be a good business strategy to look at the inputs to processes within the organization and determine if Risk is being assessed and Project management has been implemented. They just now need to be formally managed and evidence provided. When the new standards were published, the IAQG set forth a timeline for transition for all certified suppliers. It was required that all suppliers be audited, transitioned and certified to the new revisions by July 1, 2012 or their certification would be withdrawn. There are now new timelines set forth by the IAQG. A certified organization must have their transition audit “scheduled” by July 1, 2012 or their cert would be suspended. The actual audit must take place by January 1, 2013 or their cert will be withdrawn. It is very important that the certified organization keep in close contact with their current CB, as to prevent their certification being suspended or withdrawn. In the case of suspension, all claims of certification must cease and the supplier will shown suspended in OASIS. Should the certification be withdrawn, the supplier must start completely over. If an organizations current CB cannot support their clients with necessary resources and are unable to get them on a schedule, it is important for an organization to understand that they have the availability and the RIGHT to transfer their current and valid certification to another CB that can support the transition timelines. In closing, during this time of transition, keep in mind, we are all in this together. Missile Defense Agency Awards contract to Lockheed Martin The Missile Defense Agency is announcing the award of a sole-source indefinite-delivery/indefinite-quantity contract to Lockheed Martin Corp., Sunnyvale, Calif. The total ceiling award value is $515,400,000. Under this follow-on contract, the contractor will be responsible for development, integration, and testing of any upgrades to the Terminal High Altitude Area Defense (THAAD) system. Task orders issued under this contract will address the continued development, enhancement, and testing of the THAAD components/system. The THAAD element is comprised of the following components: interceptor, THAAD fire control and communication, launcher, peculiar support equipment, and AN/TPY-2 radar integrated into a weapon system. Examples of task orders include, but are not limited to, communications upgrades, obsolescence mitigation, flight and ground testing, and spiral development to further integrate THAAD in the BMDS architecture through development of unifying missile defense functions. The work will be performed in Sunnyvale, Calif., and Huntsville, Ala. Fiscal 2012 research, development, test and evaluation funds will be used to incrementally fund the initial orders. The firm cited better US market conditions and a drive to produce cars where they are sold. But they have also been hit by the record strength of the yen, which makes exports more expensive to foreign buyers. Production is expected to begin in late-2013, the Indiana Economic Development Commission said. Production will include a hybrid version. AeroDef Interviews Scott Walker, president of Mitsui Seiki USA In this AeroDef exclusive, Scott Walker discusses some of the challenges and opportunities for machine tool builders serving the aerospace industry. From your perspective, what do you think are the major challenges in the aerospace industry today? The current ramp-up of aircraft production with parts made from new materials is a challenge to the OEMs and the supply chain. Boeing needs to make 60 737s a month to meet sales figures, 10 787s per month, and Airbus needs to make 40-plus aircraft a month to keep up with demand. On the military side, one Joint Strike Fighter, the F-35, needs to be produced each month. To meet the demand, the OEMs must use more external sources for aircraft building and are looking to their top tier providers to fill the gap. This boom is further complicated by the use of new materials for structural and engine components. Engines are smaller and hotter; the aircraft are lighter. As such, composite carbon fibers, difficult-to-machine titanium grades, tough stainless blends, ceramics, and high nickel-based alloys are required. Parts producers need new machine tool technology to machine these hard metals efficiently, and the capital to make purchases is very tight right now, which adds to the current set of challenges in aerospace. How has the machining/machine tool industry in general responded to these challenges? Boeing has held several seminars for contract manufacturers over the last couple of years, outlining to them what is required to machine these difficult materials. We have been pleased to be included in their recommendations as a resource for titanium and hard-metal cutting machine tool technology. There is a demand right now for multifunction machine tool technology. Several builders are meeting that challenge. Likewise, cutting tool manufacturers are also responding with cutters and inserts that can cut the new materials effectively and with relatively long life. New coolant formulas are also available. All aspects of the cutting process need to work together for an efficient solution. As for the capital issues, some contract shops are resorting to buying gently used equipment or rebuilding their large gantry-style machines. Leasing is an option many are turning to, also, if they can find a financial institution in a lending mood. Some machine tool builders are extending short term payment plans for new purchases, but that is for rare cases only as it’s risky. I’m also seeing a trend of large, Tier One suppliers acquiring smaller specialized shops to create a conglomerate type of business model to fulfill the upcoming demand from the large aerospace OEMs.

F-35 Program Procurement Slowed As Program Proceeds
We have also developed VMCs that can grind with up to 10’’ (254mm) wheels for tough nickel-based alloys for engines. This trend toward multifunction technology is to reduce work-in-progress (WIP), which is a significant issue in shops right now. Also in the shops, there is a trend toward creating proactive maintenance strategies so that machine downtime can be better planned with the least amount of disruption.
Will there be an F-35 program? Yes, according to the Defense Secretary. Just not so fast. “The department remains committed to the JSF program of record,” said Leon Panetta “But in this budget, what we’ve done is slowed the procurement to be able to complete more testing and allow for developmental changes before we buy in significant quantities. We want to make sure before we go into full production that we are ready.” (Full Text of Budget Decisions.)
How does working with the aerospace industry differ in general from other industries your company serves? Our global markets are 35% aerospace, 25% automotive, 15% precision components, 10% mold and die, and 15% “other.” In North America aerospace represents 80% of our sales. We are obviously and most certainly committed to this industry and know it extremely well.
The Pentagon will propose spending about $9.2 billion to buy 29 F-35 jets in FY 2013, which is 13 fewer than planned, according to Bloomberg.The same article reports, “Beyond the next budget year, the Pentagon’s previous plan to purchase 62 F-35s in fiscal 2014 is being reduced to 29, according to budget data.The request for 2015 is dropping to 44 from 81, and the planned purchase for 2016 will decline to 61 from 108.”

According to Lockheed Martin, the first two production models of the F-35B STOVL aircraft were delivered to the Marine Corps on January 11, 2012. The AP article also notes the cost growth of the program. “Ten years in, the total F-35 program cost has jumped from $233 billion to an estimated $385 billion. And, recent estimates say, the entire program could exceed $1 trillion over 50 years.” According to the prime contractor for the F-35, Lockheed Martin, global participation is a centerpiece of the program and essential for its success and affordability through economies of scale. The program is comprised of nine partner nations: the US, United Kingdom, Italy, Netherlands, Turkey, Canada, Australia, Denmark and Norway. The UK and Netherlands have ordered test aircraft, and Italy and Australia have committed long-lead funding for their initial operational aircraft. Lockheed Martin also says Israel has selected the F-35A as its next generation fighter and is scheduled to receive the F-35 through the US government’s Foreign Military Sales process. Japan has also, according to the defense contractor, chosen the aircraft as Japan Air Self Defense Force’s next generation fighter aircraft. The award win resulted from the F-X competitive bid process. In addition, Pratt and Whitney reports that the Defense Department has awarded it an undefinitized contract award (UCA) not to exceed $1,122,306,649 for F135 production engines to power the F-35. Pratt & Whitney and the DoD have reached a tentative agreement on key terms for the low-rate initial production (LRIP) 5 contract which contains fixed-price and cost-plus incentive fee elements. A total of $358,597,078 is being obligated at time of award, in addition to the $138,800,000 obligated in 2011 for advanced acquisition materials. Avcorp says in a recent release that it has delivered the first outboard wing production unit for the fighter. Avcorp is currently the single source for this critical assembly. The outboard wing is the foldable portion of the wing on the carrier version of the F-35. It allows for easier handling and storage of the aircraft on carriers decks and hangers, while keeping its long-range and low-landing speed flight characteristics. The Outboard Wing will be fitted onto the first production standard F-35 carrier version, according to the company. Source DoD

The Institute for Supply Management (ISM, Tempe, Ariz., USA) on Feb. 1 reported that economic activity in the U.S. manufacturing sector expanded in January 2012 for the 30th consecutive month, and the overall economy grew for the 32nd consecutive month. ISM’s Purchasing Managers Index (PMI) registered 54.1 percent, following a December value of 53.9 percent. A reading of more than 50 percent
indicates that the manufacturing economy is generally expanding; less than 50 percent indicates that it is generally contracting. The report was issued by Bradley J. Holcomb, CPSM, CPSD, chair of the Institute for Supply Management Manufacturing Business Survey Committee. “The PMI registered 54.1 percent, an increase of 1 percentage point from December’s seasonally adjusted reading of 53.1 percent, indicating expansion in the manufacturing sector for the 30th consecutive month. The New Orders Index increased 2.8 percentage points from December’s seasonally adjusted reading to 57.6 percent, reflecting the 33rd consecutive month of growth in new orders. Prices of raw materials increased for the first time in the last four months. Manufacturing is starting out the year on a positive note, with new orders, production and employment all growing in January.”

Pentagon Punts on Major Program Cuts The U.S. Defense Department’s fiscal 2013 budget plan to cut $259 billion from spending over the next five years is unlikely to damage America’s defense industrial base largely because it sidesteps major program cuts in a presidential election year, according to analysts.

Part of the justification for leaving the larger programs in place, analysts said, is the potential to use them as bargaining chips during upcoming negotiations over sequestration, the $500 billion in automatic budget cuts that would take effect in January 2013 absent agreement to a broader debt deal between Congress and the Obama administration. In a Jan. 26 preview of the DoD spending request to be submitted to Congress on Feb. 13, only a handful of programs were canceled or deferred, moves that were far less dramatic than widely anticipated. A big problem, analysts expect, is that Pentagon cuts could go deeper than envisioned by the administration, which means that many of the programs that dodged a bullet this time around likely will be targeted in a post-election future, like cutting an aircraft carrier, one of three systems that can deliver nuclear weapons; or trimming the most expensive program in history, the multinational F-35 Joint Strike Fighter.
“There are lots of big cuts out there,” said Clark Murdock, an analyst with the Center for Strategic and International Studies, at a Jan. 27 event. “They could have taken off the 11th carrier, they could have done deeper cuts in ground forces.” Instead, by slipping purchase decisions for a number of programs, DoD created short-term cost savings that will inevitably increase the need for more dramatic cuts in coming years, according to analysts. Global demand for the current and next generation of large commercial airplanes is growing, and that bodes well for Spirit’s future, company officials said. Spirit recorded fourth-quarter revenue of $1.22 billion, up from $1.07 billion a year ago, beating analyst expectations. At the same time, it recorded net income of $60 million for the quarter, down from $62 million a year ago, missing expectations. For the year, Spirit recorded revenue of $4.86 billion, up 17 percent from a year ago, while net income fell 12 percent for the year from charges related to development programs. Net income totaled $192 million for the year, down from $219 million.

In an analyst report, RBC Capital Markets analyst Robert Stallard referred to Spirit’s “inconsistent execution and meager cash flow” as “headwinds” for the company.

Despite that, “we are seeing early evidence that underlying operations on core programs has improved,” Stallard wrote. “For the long term, we think Spirit remains well placed to benefit from the large aircraft OEM ramp up. However, their record of program charges is likely to keep the valuation rooted at the bottom of the aerospace peer group.”
Turner said he’s disappointed with the losses but knows the programs will be positioned to return value in the long term to shareholders.
Spirit’s backlog at the end of the fourth quarter increased more than 5 percent to $32 billion as orders exceeded deliveries, the company said. The company recorded forward loss charges on the Gulfstream G280 program from a new manufacturing plan and higher-thanexpected assembly and supply chain costs. Spirit also took charges
The company delivered 25 Boeing 787 forward fuselages last year. That will increase to about 40 units this year, Phil Anderson, Spirit’s chief financial officer, told analysts. In all, Spirit has delivered a total of 56 of the nose sections, which it stuffs with all the components in place. Spirit is expected to break even on the units sometime between delivery of unit 125 and unit 150, which should occur in 2013, Anderson said. “We are pushing to do better than that,” Anderson said. He’s the point man for a company on a hiring spree, looking for top-flight engineers, vehicle technicians, sales experts and even an executive chef. “We’re going to have hundreds of openings at the Tesla Factory,” Geshuri said in an interview at Tesla’s Palo Alto, Calif., headquarters. “We’re going to bring manufacturing back to California, and it’s going to stay.” But landing a job at Tesla is not easy -- it’s looking for the best of the best. “Do you question tradition and constantly think of ways to improve status quo? Do you thrive in environments where brilliance is common and challenge is the norm?” its website asks. “Are you excited by challenge because you’re among the best in your field? If so, you’d be in good company at Tesla Motors.” Geshuri, 42, has a track record for assembling great teams and putting people to work. His reputation as a Silicon Valley legend in the realm of staffing and recruiting was cemented at Google, where he oversaw a recruiting staff of 900 that fielded 2.5 million job applications in one year.
He got his first job in human resources while still a graduate student in industrial and organizational psychology at San Jose State, when the former NUMMI auto plant, a joint venture between General Motors and Toyota, hired him as a consultant. Geshuri held frank discussions with line workers to find out what would make a better working environment and zeroed in on the need for better communication within the plant. From there, Geshuri went on to Applied Materials, E-Trade Financial and his own start-up. He’s always been fascinated by the intersection of business and human behavior and likes to cultivate talented people around a common cause. He’s rarely had to look for work himself: Google came knocking in 2004, when the company was about to go public and explode in size. Geshuri met with Larry Page, Sergey Brin and Eric Schmidt weekly as they sought to hire the best engineers from around the world. From 2004 to 2009, the employee head count skyrocketed from 2,500 to more than 20,000. Continued Page 36

On average, Tesla receives 300 applications for every opening.

The 15-person lab will explore new ways to connect cars and drivers to the Internet cloud, as well as to other cars and drivers The lab won’t develop these technologies on its own. Instead, its staff will search Silicon Valley and the West Coast for potential partners and investments. “Ford integrates technologies, software and electronics at the same pace as the most innovative companies in the world - our platform just happens to be the car,” said Paul Mascarenas, Ford’s chief technical officer. Ford President Alan Mulally will provide more details about the tech lab at the International Consumer Electronics Show.

As cars become more connected, many large auto companies have established footholds in Silicon Valley. Last year, the Renault-Nissan Alliance opened a research center next to Google’s campus in Mountain View, focusing on information technology and user-interface displays for dashboards. General Motors set up shop in Palo Alto in 2006 with an office that hunts for new consumer-oriented technologies that will work in cars. BMW andVolkswagen also have offices here. Although these operations tend to be small, they give automakers a way to attract talented engineers from tech companies, as well as Stanford University and UC Berkeley. Some of the employees at the new Ford lab will be local hires, while some will be transferred from other Ford facilities, according to the company. While far removed from the U.S. auto industry’s Midwestern base, California has recently become a hotbed for the development of next-generation cars. Tesla Motors plans to begin producing its electric Model S sedan in Fremont this year, while ElectricVehicles International in Stockton already sells electric trucks. In Southern California, Fisker Automotive makes an advanced hybrid luxury car, while Coda Automotive is developing an electric sedan.
