Roosevelt The ‘New Colossus’, a poem by Emma Lazarus, is engraved on the base of the Statute of Liberty. Its most famous line, declaring to the world that America is ready to accept the “huddled masses” who are “yearning to breathe free”, has long been referenced to show America’s appreciation of immigrants.

Lately, we can’t stop talking about immigration. It’s a topic that spurs political debates and sensationalized headlines, creates conflict and opportunity, and affects the world over. Though the topic has been largely focused on negativity, it is clear that in our great country, we are a better nation for it. Immigrants have brought blue jeans, Google, tacos, Apple, hip-hop, and way too many other things to the US than we can list here. And in America, according to a report put together by the United Nations Department of Economic and Social Affairs, the United States far and away leads the world in total immigrant population. Indeed, the United States has more than 46 million total immigrants, making up nearly 20 percent of the world’s total immigrant population. Just what has immigration done for us? Here are just a few key statistics that demonstrate the value of immigrants. • Immigrants start businesses. According to the Small Business Administration, immigrants are 30 percent more likely to start a business in the United States than non-immigrants, and 18 percent of all small business owners in the United States are immigrants. • Immigrants develop cutting-edge technologies and companies. According to the National Venture Capital Association, immigrants have started 25 percent of public U.S. companies that were backed by venture capital investors. This list includes Google, eBay,Yahoo!, Sun Microsystems, and Intel. • Immigrants are our engineers, scientists, and innovators. According to the Census Bureau, despite making up only 16 percent of the resident population holding a bachelor’s degree or higher, immigrants represent 33 percent of engineers, 27 percent of mathematicians, statisticians, and computer scientist, and 24 percent of physical scientists. Additionally, according to the Partnership for a New American Economy, in 2011, foreign-born inventors were credited with contributing to more than 75 percent of patents issued to the top 10 patent-producing universities. We are all immigrants or descendants of immigrants — and we are all one of the reasons that America is exceptional. Even after two centuries, America is always young, always looking to the future, always confident that our greatest days are still to come.We celebrate the contributions of all Americans to building our nation and its economy, including the generations of immigrants. On 25th September 2015, leaders from 193 member states of the United Nations met to discuss the world’s problems and decide on a plan to tackle them.They named this plan the 17 Sustainable Development Goals (commonly known as the Global Goals). These Global Goals have a provision that specifically calls on countries to promote humane immigration laws.Let us celebrate our diversity in the United States as one of our greatest strengths! Utah Hosts The First Ever Machining And Welding Workforce Summit The first ever Machining and Welding Workforce Summit will be held November 19, 2019 at the Salt Lake Community College (Karen G. Miller Conference Center). This half-day event is a joint effort of the manufacturing industry, state government and education to address the critical shortage of machinists and welders in Utah. Attendees will learn about the resources available for training employees, and best practices in workforce development. Opportunities will be provided to network with other employers to build collaborative relationships. These relationships are key in improving the perception of the manufacturing industry and constructing individual pipelines of talented young people. Having a strong economic climate in Utah provides many opportunities for manufacturing, however it also comes with a critically low unemployment rate. According to the Economic Development Corporation of Utah, the number of manufacturing jobs in the state has grown by 11 percent over the past five years. Meanwhile, medical equipment manufacturing jobs increased by 27 percent during that same time period. Filling those jobs presents a challenge for many companies in Utah, which struggle to find enough qualified candidates for both entry-level jobs, as well as those that require more advanced training and experience. (Utah Business Magazine, January 2017) Together we can overcome the challenges facing the manufacturing industry, and continue to provide safe, technical, rewarding jobs for generations to come.

Last year, President Donald Trump ordered NASA to focus on a lunar landing as a step to an eventual Mars mission, and to put U.S. astronauts on the moon in 2024. The Artemis moon-return mission includes plans to establish an unmanned lunar-orbiting outpost, known as the Gateway, as a precursor to landing on the moon surface. The Gateway would serve as a place where astronauts arriving in one of NASA’s Orion capsules, built by Jefferson County-based Lockheed Martin Space, can dock and board a lunar lander craft they can take to the moon’s surface. The automated positioning technology developed by Advanced Space allows spacecraft to communicate to determine their positions relative to each other and the moon’s surface — functions that will be important as NASA plans to establish a sustainable presence on and around the moon, Cheetham said. In 2018, the company won a $250,000 state of Colorado Advanced Industries Accelerator Grant that helped develop the technology. Low-earth orbit satellites can use GPS signals or use contact from ground stations on earth to determine position, but GPS signals aren’t available at the moon, and clogging up the limited capacity for ground-station communications from the moon with positioning signals would become unnecessary, Cheetham said. The system is designed to be able to work with multiple craft, such the Gateway, a lunar landing craft, and other spacecraft. “There hasn’t been a lot of disruption and innovation in how we position and manage missions in orbit, both in lunar orbit or around earth, but this would change how we do it,” he said. In the CAPSTONE experiment flight, the satellite will communicate with NASA’s Lunar Reconnaissance Orbiter spacecraft that circles the moon. The 16-employee company is partnering with Tyvak Nano-Satellite Systems, of Irvine, California, which will build the CAPSTONE satellite body. Advanced Space’s CAPSTONE satellite will be launched into an orbit looping as close as 1,000 miles above the


lunar surface before swinging out 43,500 miles from the moon. That’s the kind of orbit NASA envisions for the Gateway, and using the same orbit for the CAPSTONE experiment helps reduce uncertainty, NASA said. The space agency is also using the CAPSTONE mission to demonstrate that it can procure technologies for the Artemis program quickly and affordably.

Advanced Energy CEO explains the manufacturer’s transformative $400M deal

It isn’t just the scale of the $400 million deal Advanced Energy Industries Inc. closed that excites Yuval Wasserman.

“The enabler for all that are the data centers that store and process data,” he said, “as well as the telecommunications infrastructure that transmits data.”

Buying the power-supply manufacturing business of Artesyn Embedded Technologies is the biggest of Advanced Energy’s eight acquisitions since Wasserman became president and CEO. It caps a five-year rise in the Fort Collins-based company’s annual revenue, from $385 million to $1.3 billion, and triples the size of the market Advance Energy sells into to $7.5 billion. “It’s a significant amount of growth, but, more than the revenue, it transforms the company,” Wasserman told the Denver Business Journal. “It puts us at the center of the data economy.” Advanced Energy announced the cash deal to buy Tempe, Arizona-based Artesyn in May, and the transaction closed Tuesday afternoon. Founded in 1981, the company makes devices that convert raw electricity into power suitable for use in manufacturing or specialized products.

With the merger closed, Advanced Energy now employs about 11,000 people worldwide. It owns factories in China, Malaysia, the Philippines, and in the U.S. Its major research, development, design and engineering hub is in Fort Collins, where the company started, with some R&D sites in Europe as well. The geographic reach puts Advanced Energy “close to the products we serve, and close to customers,” Wasserman said.

Buying Artesyn makes Advanced Energy one of the largest makers of internal power supply technologies for “hyperscale” data centers, 5G telecommunications infrastructure, and in power supplies used in surgical and medical devices.That’s in addition to Advanced Energy’s traditional business of power supplies used in semiconductor manufacturing.

Advanced Energy this year has moved into the top two floors of 1595 Wynkoop St. in downtown Denver, an office for executives and company administrative functions.

The semiconductor industry will still be significant customers in a market Advanced Energy wants to expand in, but the company’s growth won’t be so dependent on it.

Advanced Energy and Artesyn had a lot of overlap in technical expertise, and in the cultural values shared by the companies, Wasserman said. Each of the companies holds about 300 key patents related to their products, he said. When he became CEO of Advanced Energy in 2014, Wasserman sold the company’s solar inverter manufacturing business to avoid the flood of cheaper, commoditized solar products from China, he said. It was a stark move, but worthwhile and made business more profitable, Wasserman said. The company’s revenue dropped by a third, but its earnings per-share jumped 64%, he said. Wasserman began eyeing acquisitions to diversify the business into selling more broadly across the technology, industrial and life science industries, and to stay away from the sale of more simple power supply technologies for consumer products such as electric shavers. “Wherever there’s a need for highly engineered power supplies for critical markets, that’s where we want to be,” he said. “It’s not a commodity business.” By Greg Avery – Reporter, Denver Business Journal

Colt To Suspend Production Of AR-15 Rifles For Civilian Market Gun maker Colt said that it would effectively suspend production of sporting rifles, including the AR-15, for the civilian market but continue to manufacture rifles for government weapons contracts. In a statement on its website, Colt emphasized that the company remained “committed to the Second Amendment” but cited market conditions for its decision. “Over the last few years, the market for modern sporting rifles has ex-


perienced significant excess manufacturing capacity,” Dennis Veilleux, the company’s chief executive, said in the statement. “Given this level of manufacturing capacity, we believe there is adequate supply for modern sporting rifles for the foreseeable future.” Colt’s decision is unlikely to make it more difficult for gun buyers to get their hands on powerful semi-automatic weapons, said Timothy Lytton, an expert on the gun industry at Georgia State University. “If there’s market demand,” he said, “I’m sure there are other companies with the capacity to fill it.” The AR-15, a military-style weapon, has been used in several recent mass shootings, including in Newtown, Connecticut; Orlando, Florida; and Parkland, Florida. Major retailers and other businesses linked to the gun industry have faced growing public pressure to take steps to curb gun violence in response to recent mass shootings. After a shooting in August at one of its stores in El Paso,Texas,Walmart said it would stop selling ammunition that could be used in military-style assault rifles. The financial effect of the decision is unclear. Colt, a private company, does not list sales for its sporting rifles on its website. While Colt has framed it as an economic decision, Lytton said, the public pressure may have influenced the company. 4 Steps to Finding the Female Candidates You Need For Your Manufacturing Team While the U.S. population is 50% women, they comprise only 30% of the manufacturing workforce. Manufacturers are increasingly recognizing the value of hiring and promoting women into roles in production, engineering, project management, executive leadership, and across the industry – but they don’t always know where to start. Thomas Insights spoke with Karen Norheim, executive vice president at American Crane and Equipment Corporation and chair of the Women in Manufacturing (WiM) Board of Directors, and Allison Grealis, president of Women in Manufacturing and vice president of membership and association services at Precision Metalforming Association, about how industrial businesses can improve their inclusion and support of women in manufacturing. “Women represent a huge untapped resource for our workforce needs,” Norheim said. Considering the constant demand for skilled employees as the industry continues to grow and Industry 4.0 gains momentum, women could be key to the hiring challenges many industrial companies currently face.

Additionally, “women bring a different perspective and add to cognitive diversity, which is essentially this concept that we all come with our age, gender, background, experience, education,” she explained. “All of these things help us create our cognitive diversity, which we can then leverage to solve problems more effectively. To find skilled female candidates and support female employees at your manufacturing company: 1. Educate Women About the Opportunities for – and Benefits of – a Manufacturing Career Unfortunately, “most women are just unaware of the opportunity that manufacturing provides,” Norheim noted. Women can be extremely successful in manufacturing roles, but many aren’t informed of the ample opportunities available or encouraged to pursue such a career path in the first place. Another hesitation many women have about pursuing a manufacturing career is their negative view of the industry based on “some antiquated stereotypes,” explained Grealis. But “companies are getting more creative in how they share the story of what they’re manufacturing and how they’re impacting the economy, the world, and the consumers,” helping to improve women’s understanding of the industry and encouraging them to explore opportunities. National Manufacturing Day, celebrated annually on the first Friday of October, is one way to correct these misconceptions. Some manufacturers, Grealis explained, “are trying to make Manufacturing Day [into a daily event]; they’re more open to [offering] public plant tours and influencing career counselors,” which expose both parents and students to the high-tech, fast-paced world of manufacturing. These hands-on, in-person learning opportunities help attendees recognize

Finally, a critical factor for many recent graduates or professionals looking to change their career trajectories is salary; while often overlooked, manufacturing is actually a very lucrative option. “I’m always shocked when you look comparatively at the average salary in manufacturing versus a non-manufacturing salary – there’s a huge difference. Manufacturing careers can create wonderful pipelines for profit for individuals,” Grealis said. “I wish more people knew the money they could be making – and the types of benefits and support that these manufacturing companies give to increase the educational opportunities for their individuals and their employees.” 2. Improve Recruiting Efforts to Find Qualified Female Candidates Instead of waiting for qualified candidates – especially women – to apply for open roles, industrial businesses should take the initiative to actively reach out to candidates themselves. “At American Crane, one of our biggest issues is that we just don’t get female applicants,” Norheim explained. To find more qualified candidates, “I’ve really been trying to double down and get the word out about us and our local community” to drive interest in open roles. Instead of simply reaching out to qualified candidates using a cookie cutter approach, companies should tailor their messaging to the future employees they’re trying to attract. “It’s really critical for companies to evaluate how are they showcasing and selling their story,” Grealis said.“When I started my career in this industry 18 years ago, you didn’t see directors of talent. You didn’t see people leaders.You didn’t see those types of things,” Grealis said. “Companies are now investing very differently in how they manage the people component of their business and how they develop them and retain them. I think companies have finally realized that people are really your biggest asset.” 3. Develop a Strong Company Culture To ensure all employees – both female and male – feel like an involved part of the team regardless of age, background, or industrial experience, focus on developing an inclusive, supportive company culture. In 2016, millennials became the largest generation in the workforce. As industrial businesses realize they need to quickly adapt to this shift toward a multigenerational workforce, “companies are becoming more mindful of the fact that culture is really important,” said Grealis. At American Crane, for example, “we’ve got millennials coming in, and we have people who have been with us for 40, 30, 20, 10 years, so we have a whole breadth of generations in our workforce,” Norheim explains. Regardless of differences among colleagues, “I think it still all comes down to culture.You want to feel respected and you want to have purpose, no matter your age.” As team dynamics shifted, Norheim realized she needed to reinvigorate the company’s culture “and solidify it with actual words, values, and a mission statement to encompass who we are,” she said. “That turned into our new mantra, which is ‘grit matters’ — perseverance,

Offer Ongoing Training Opportunities and Educational Resources After recruiting and hiring a new employee, industrial companies often train the new hire on the essentials of her role and the basics tenets of the business but fail to offer opportunities for continued education. Without further coaching, employees – especially women – can become stuck in a role without opportunities for career advancement. When WiM began offering tailored educational resources to its members, “many of the training needs we found were not the ones that you might expect,” Grealis said. “We thought for sure there would be some technical gaps or a few soft skills that needed sharpening – but what we heard loud and clear was that leadership skills are one of the biggest areas that women needed support in.” Compared to the demographics of industrial businesses ten or twenty years ago, manufacturing has made substantial progress in hiring and promoting more female employees than ever before.“We’ve made great strides.There are more women in all levels of manufacturing, from management to the shop floor, than when I started,” Norheim said. Defense Contractor Expects To Hire Hundreds For Software And Aerospace Work In Colorado

That’s an estimate of how many more jobs Raytheon’s site is expected to employ by 2022 or 2023, he said. That growth comes against a backdrop of Raytheon Co. merging in an all-stock deal with Farmington, Connecticut-based United Technologies, maker of military and aviation communications technology and other gear. The merger is projected to close next year, making the combined company the nation’s second-largest military defense contractor. Raytheon Intelligence & Information Services division employs just over 2,500 people in Aurora today.The staff growing 16% or more means looking for additional office space in the area, just west of Buckley Air Force Base. The IIS division, which generated $3.6 billion in revenue in the first half of 2019, has offices around the country.

Raytheon had healthy growth expectations for its satellite ground control and software office in Aurora, but the expectations weren’t high enough.

Defense budgets and the company’s expansion in satellite-related software development likely makes the Waltham, Massachusetts-based company’s previous projection of adding up to 300 jobs in Aurora conservative. “Honestly, I think that’s a little on the low end,” said David Wajsgras, president of the Raytheon IIS division of which the Aurora office is part. “It will be more in the 400- to 500-person range.” A2Z Manufacturing Rocky Mountain •

That’s where Raytheon IIS works on a multibillion-dollar project designing and making the ground-control systems and software that will manage the U.S. Air Force’s new global positioning satellite system. and that’s driving a lot of the Aurora site’s expansion, Wajsgras said. “In the classified area, for the intelligence communities, we’re seeing tremendous opportunities for growth in the near term, and the long term,” he said. It wasn’t automatic that Raytheon’s Aurora site would grow so much in the near future. The company’s biggest job, the ground systems development for the Air Force’s GPS III satellites, known as the Next-Generation Operational Control System, or GPS OCX, has matured. The development and coding of software was giving way to testing and integration.That requires hundreds fewer people than earlier phases of GPS III work, but Raytheon ISS’s successes related to the GPS OCX system are helping the defense contractor attract more work. Raytheon’s OCX work was considered an Air Force contract boondoggle, a project that ballooned from an $866 million project to be completed 2016 to being completed near five years behind schedule with estimates of the final price tag for the Air Force surpassing $5 billion.

Raytheon embraced the change, making agile software development a focus and organizing some of its sites, including Aurora, as specialized software development “dojos” meant to attract the brightest developers to the company. The second of the GPS III satellites, built nearby in Jefferson County by Lockheed Martin Space, launched in August. A Raytheon-made software system is helping with the satellites’ on-orbit checkout. In a few months, the whole GPS OCX software system is slated to be turned over the Air Force. “All that work has been completed,” Sullivan said. “What we’re doing now, is integrating the various systems and testing.”

In 2017, the Air Force made Raytheon IIS adopt software-development style and developer-operations approaches that had become common in commercial software development.

Meanwhile, last week, the first antenna for 17 remote ground-monitoring stations, was shipped to Fairbanks, Alaska, where the station should be set up this fall, he said.

Raytheon replaced its old-fashioned software development with iterative, or “agile,” software development. And Raytheon brought on a new executive in Aurora, Bill Sullivan, to lead the transformation.The change meant adapting a style of work and updating the company’s software development culture.The GPS OCX project has stayed on track and budget, attracting new employees to Raytheon too.

“This milestone marks a major achievement for all of us at Northrop Grumman and NASA,” said Scott Willoughby, vice president and program manager, James Webb Space Telescope, Northrop Grumman. “Seeing the full observatory for the first time further reinforces our commitment to mission success. There is still more work to be done, but it is a great feeling seeing something that was once a concept, become reality.” Earlier this year, Webb’s SCE completed its final environmental tests in preparation for the milestone. To date, both halves have undergone environmental testing separately. The fully assembled observatory will complete the next steps of the integration process in the coming months in preparation for acoustic and vibration environmental testing next year. The James Webb Space Telescope will be the world’s premier space science observatory when it launches in 2021. Webb will solve mysteries in our solar system, look beyond to distant worlds around other stars, and probe the mysterious structures and origins of our universe and our place in it. Lockheed Martin Lands New Hypersonic Weapons Contract; Some More Work Coming To Colorado Lockheed Mar tin won another hypersonic weapons contract from the U.S. military, this one an Army award estimated to be worth $347 million and bolstering the company’s exposure in the emerging technology. Hypersonic missiles reach speeds of Mach 5 or faster. The technology is gaining attention as defense contractors like Lockheed Martin Corp. help make ultra-fast missiles a reality. Across the company’s different business units, Lockheed Martin said it’s been awarded more than $2.5 billion worth of hypersonic strike work. “Lockheed Martin is driving rapid technical development for these national priority programs,” Eric Scherff, vice president for Hypersonic Strike Programs for Lockheed Martin Space, said in a prepared statement. The defense contractor’s Jefferson County-based space division has been tapped to develop and integrate a landbased hypersonic missile for the Army under the a latest contract. The company has previous awards to develop intermediate-range hypersonic missiles for the U.S. Navy and a similar Army award for rocket motors and other intermediate-range hypersonic missile parts.

ULA Rocket Launches Lockheed Martin-Built GPS Satellite For The Air Force

GPS III satellites are designed to be three times more accurate than existing GPS satellites, and to have eight times more powerful anti-jamming capabilities.

A United Launch Alliance’s last Delta IV Medium rocket carried a global positioning satellite built by Lockheed Martin Space into orbit recently in a sun-drenched launch from the Florida coast.

The ULA rocket for the Thursday’s launch was last of 29 successful launches of the Delta IV Medium rocket, which has a single liquid hydrogen and liquid oxygenfueled main stage with two strap-on, solid-fuel rocket motors for extra lift, and a four-meter-wide fairing protecting the payload.

The Centennial-based rocket company successfully released the U.S. Air Force’s GPS III satellite nearly two hours after the 7:06 a.m. MT liftoff, and the orbiter started its climb under its own power to its operating orbit 12,550 miles above the planet.

“We are proud of the strong legacy of the Delta IV Medium program, and look forward to the future with our purpose-built Vulcan Centaur,” said Gary Wentz, ULA vice president of government and commercial programs, in a press release.

The launch marked the 135th consecutive successful mission for ULA, a joint venture owned by Bethesda, Maryland-based Lockheed Martin and Chicago-based Boeing Co. .

ULA has started manufacturing parts for its new Vulcan rocket, which is scheduled to start flying in 2021 and will eventually replace the company’s Atlas V rockets and the Delta IVs. ULA will continue to use the larger Delta IV Heavy rocket for the biggest payloads well into the 2020s.

Engineers at Lockheed Martin Space’s 5,300-employee headquarters southwest of Denver controlled the satellite, using software and ground-control technology developed in Aurora by Raytheon Co. The satellite is the second of as many as 32 GPS III satellites that Lockheed Martin Space is building for the Air Force under contracts worth $12.6 billion. The first GPS III satellite launched Dec. 23, atop a SpaceX rocket, and on July 12 the company finished testing and checkout of the spacecraft.

The company postponed GPS III launch from from July 25 to examine an unidentified component of the rocket’s upper stage.

“We are excited to see this satellite move to the next phase and perform in an operational environment,” Johnathon Caldwell, Lockheed Martin Space vice president for navigation systems, in a statement.

A different version of the component experienced an anomaly during testing at a ULA supplier. Both the GPS III mission and the AEHF-5 satellite launch, on an Atlas V rocket earlier this month, were delayed to make sure the hardware would perform as expected.

The Air Force maintains the U.S. fleet of GPS satellites and the signal-timing system that billions of civilians around the world also use in navigation and location finding.

Google Touts ‘Biggest Ever’ Wind And Solar Deals Google has struck 18 wind and solar energy deals across the US, Europe and Latin America, the company announced on Thursday, together comprising what it said was the “biggest corporate purchase of renewable energy in history”. The internet group said the package would secure a total of 1,600 megawatts of renewable energy for its facilities around the world and spur $2bn in new investment in wind and solar infrastructure around the world.

Google’s move was hailed by one industry expert as a “step change” in corporate commitments to green energy. The deals were announced ahead of next week’s UN climate change summit in New York and on the eve of worldwide environmental protests planned for Friday, some of which will include Google’s own employees. Google has now signed long-term power purchase agreements, or PPAs, encompassing 52 projects and generating 5,500MW of energy. As government funding for renewables has receded in many parts of the world, corporate PPAs have emerged as a crucial way to secure long-term investment in creating new wind and solar capacity. “Once all these projects come online, our carbon-free energy portfolio will produce more electricity than places like Washington DC or entire countries like Lithuania or Uruguay use each year,” Google chief executive Sundar Pichai said in a blog post. Since 2017, Google has been purchasing enough renewable energy to cover 100 per cent of its global operations. However, due to the variability of supply, not all of the electricity it uses flows directly from green sources. Its new commitments are a step towards its longer-term goal of “carbon-free” operations, meaning that renewable energy is being used 24 hours a day, every day, without the company having to fall back on coal- or gas-fired power stations. For now, wind and solar power is not reliable or widely available enough to achieve that objective, making investment in new capacity critical. Other Silicon Valley companies are also striving to reduce the vast environmental impact of their data centres and devices. Last month, Facebook pledged to power its global operations using 100 per cent renewable energy by the end of 2020, saying that it had signed deals worth 2,500MW over the previous 12 months. Earlier,Amazon said it planned to be carbon neutral by 2040 and would order 100,000 electric delivery trucks to help it meet that goal. Apple said in April last year that its own facilities are now 100 per cent powered by renewables. It is urging its manufacturing suppliers — which, through production of its iPhones and Macs, account for the lion’s share of its overall environmental impact — towards the same objective. Colorado Manufacturing Expected To See 1,700 New Jobs In 2019 Manufacturing in Colorado may not typically receive the attention that’s often directed toward sectors such as tech and real estate.

Manufacturing accounts for 5.5% of the total number of jobs in the Denver metro, but it’s continuing to grow in the state. The Colorado Business Economic Outlook projects manufacturing to grow 1.2% in 2019, the equivalent of 1,700 new jobs. The Bureau of Labor Statistics releases quarterly data on gross job losses (which come from private-sector employers either closing or shrinking their workforces) and gross job gains (which are derived from employers opening or expanding).The difference between gains and losses is the net change in employment, and provides a measuring stick for the growth of a sector. Colorado saw a net gain of 2,486 manufacturing jobs in 2018, more than double the 1,049 net gain in the previous year. There were 152,724 manufacturing jobs in Colorado at the beginning of the third quarter of 2018, according to data from the U.S. Census Bureau. Roughly 61%, or 92,699 of those jobs, were located in the seven-county Denver metro. Manufacturer’s Edge marketing director Jessica Cowden said.“By and large I think we’re seeing much of the same thing as we were seeing in 2018,” Cowden said. “Our clients are hungry right now. In the last year or so, our client base has ratcheted up significantly.” Cowden pointed to CareerWise Colorado, a youth apprenticeship program, and Skillful, a platform that enables job seekers to find jobs and the necessary training, as innovative methods companies are using to grow the workforce in the state. Community colleges are another avenue that Cowden said is proving useful. “Community colleges have really stepped up in recent years to say, ‘Not everybody needs a four-year degree and not everyone wants to go to trade school,’” Cowden said. “Community college really fills that gap.” By James Rodriguez – Data Reporter, Denver Business Journal

Industry Voice: FRCC’s new Center for Integrated Manufacturing takes flight Front Range Community College (FRCC) just recently opened its new training center for careers in high-tech manufacturing. Colorado has a serious shortage of skilled workers for advanced manufacturing jobs. As the only college facility in the state with four advanced


manufacturing programs under one roof, the new Center for Integrated Manufacturing (CIM) will help meet the needs of local businesses, while giving students access to lucrative careers. “Advanced manufacturing is booming in Colorado but many local companies can’t find enough workers with the right skills and training to fill these well-paying jobs,” says Andy Dorsey, president of Front Range Community College. “By educating people in our community, we can help local companies meet their critical need for employees, and provide students strong career opportunities.” The shortage of trained manufacturing workers is the single greatest threat to Colorado’s vital manufacturing industry. Ignored, this shortfall will lead to significant economic headwinds for Colorado manufacturers and the state’s economy. An FRCC analysis of 2017 Colorado labor-market data revealed that industrial maintenance, electronics technology, and engineering technology positions are predicted to grow faster than any other manufacturing-related occupational categories. In 2013, the college responded to industry’s need for more machinists and manufacturing technicians. The college started a new Precision Machining Technology program at its Boulder County Campus. Since then, the demand for trained manufacturing workers has continued to grow, and additional programs are needed. In 2016 and 2017, FRCC staff heard repeatedly from manufacturing representatives about serious shortages of skilled workers in industrial maintenance, automation technology, electronics, optics, and machining. Working with industry partners, FRCC has now created two new programs, set to open this fall: • Automation and Engineering Technology • Electronics Engineering Technology Both will train workers for the types of manufacturing jobs prevalent along the Front Range and in northern Colorado. These two new programs will be housed at the CIM, joining the college’s two existing manufacturing programs: Optics Technology; Precision Machining.

been reported, as of February 2019, that U.S. trade with Mexico increased 3.36%, while trade with Canada decreased by 4.12% and with China by 13.52%. This illustrates the direct impact of the current administration’s trade war with China in particular, which ultimately has had negative repercussions for the U.S. Generally speaking, products manufactured in Mexico are high-mix, lowvolume, such as automotive and aerospace parts. This level of product is more expensive to move from China to North America when compared to shipping from Mexico. They also require more engineering skills than many products manufactured in China, which trend toward low-mix, highvolume, such as sunglasses or clothing. As a result of Mexico’s cost-effectiveness, global companies with a stake in the North American market, including Nestle and the BMW Group, have increased investments in their Mexican factories in recent months. In 2014, Nestle planned a $1 billion investment over five years to build and expand three of its factories in Mexico. And earlier this year, the BMW Group announced its new automotive plant in San Luis Potosi, Mexico as a boost to their “regional production flexibility in the Americas.” Manufacturers that have not expanded operations internationally or have previously looked to China as their sole trading partner have started to consider manufacturing in Mexico as an alternative. For enterprises considering such a move, it’s important to understand the benefits and drawbacks of expanding operations to Mexico as opposed to China. First, Mexico’s proximity to the U.S. means lower shipping costs and the ability to work in similar, or the same, time zones. Conversely, A2Z Manufacturing Rocky Mountain •

manufacturers that already have foreign business relations with other countries may be less inclined to learn new processes and compliance measures necessary to operate in Mexico. For example, in Mexico, companies maintain independent operational control. Whereas, in China, manufacturers must partner with a local company or investor, which can lead to challenges regarding confidentiality and bureaucratic decisions. Second, manufacturers can benefit from Mexico’s skilled trade workforce at a lower labor cost relative to the U.S. or, at times, China. Currently, Mexico’s minimum wage is equivalent to $4.70 per day. Among China’s main provinces the monthly minimum salary is equal to $364 or approximately $12 per day. Additionally, it’s far easier for companies to travel south of the border for training, quality control, logistical matters and to maintain communications, limiting potential disruptions in production. Third, U.S. companies can take advantage of the cost-effectiveness of manufacturing in Mexico under the country’s IMMEX program. Formerly known as the maquiladora program, IMMEX offers tax benefits to foreign companies that are manufacturing in Mexico. Namely, they aren’t required to pay value-added tax (VAT) on temporarily imported materials, as well as machinery and other equipment, since they will be delivered back to the U.S. as a finished product. This is only applicable for companies that operate under the IMMEX program as a standalone entity or as a shelter operation. Those that decide to create a standalone entity in Mexico must pay the 16% VAT while they wait for their VAT certification to be approved. With regards to perceived disadvantages, maintaining compliance under the IMMEX program is one of the biggest challenges that most companies that operate under this program face. Foreign manufacturers operating as a standalone entity must track and report all goods that are temporarily imported. In addition, they must understand and follow all program regulations and pay the accompanying taxes as they are updated. The Trump administration stated in May 2019 that it would impose a 25% tax on all Mexican goods. This increase would have had major implications for both the U.S. and Mexico. As of now, the scheduled tariffs have been “indefinitely suspended,” according to President Trump, but it is a factor manufacturers consider when deciding where to expand operations. However, it’s important to keep in mind theTrump administration’s tariff plan, if implemented, wouldn’t incur changes overnight. It would happen incrementally with the opportunity for a compromise or resolution to take place at any point during the process. Mexico continues to be an optimal foreign manufacturing choice for firms due to its proximity to the U.S., access to a skilled labor force, and historical competitive advantage for the automotive, aerospace, electronics, medical device and other industries. Many U.S. manufacturers have experienced the benefits of working with Mexican shelter companies for years and more are considering the advantages this trade relationship provides, especially amidst the ongoing trade war with China
