Grocery stores did well during the current Pandemic, as families weren’t going out to restaurants for meals. Online retailers, entertainment companies like Netflix, PPE manufacturers and liquor stores benefited in higher revenues during this time.There are just a handful of companies and industries that actually grew their revenues during the pandemic. Restaurants as an industry suffered more than most. Yes, those that could easily transition to delivery or drive up service fared better than most. But their ability to diversify is clearly limited, and sales reflected this. In other industries, and particularly in manufacturing, many companies have been at least surviving, and many more are doing better than just eking by. Sure the Payroll Protection Program helped nearly all small manufacturers, and if you were manufacturing ‘essential products’, often those in the medical and defense industries, you were able to remain open throughout the pandemic. Some in our industry came up with creative workforce options to manage their teams’ safety coupled with getting product out. Some added a shift or staggered workers so that social distancing could be managed. Others added weekend shifts, and most likely implemented new cleaning and safety procedures.These creative companies likely fared better than others.

Generally speaking, the more diversified a business was, the better it fared. Diversification is about building new products, exploring new markets, and taking new risks. But as risky as it can be, it may also be a great way to maintain a measure of stability.

In finance, diversification is the process of allocating capital in a way that reduces the exposure to any one particular asset or risk. A common path towards diversification is to reduce risk or volatility by investing in a variety of assets. If asset prices do not change in perfect synchrony, a diversified portfolio will have less variance than the weighted average variance of its constituent assets, and often less volatility than the least volatile of its constituents.This same premise can be applied to manufacturing, but in different ways.

A company can diversify in several ways, including acquiring a new business, adding a new market segment or selling new products or services. A special processing house might add anodize to its heat treat facility to garner more business from their existing customers who use both services. A business can diversify by providing the same product or service for a different market segment, such as a machine shop certifying to AS9100 to target aerospace as a new industry, or certifying to ISO 13485 certification in order to manufacture medical devices. This is known as horizontal market segmentation. Not only does diversification enable increased sales and revenues, but also it reduces your dependency on any given client. Many small businesses rely on only one or a small number of large clients for most of their revenue, making the company extremely vulnerable to failure if one client leaves or encounters a downturn. Even if diversification does not increase your profits exponentially, it can provide you with enough of a cushion to withstand losing a key customer while you seek a replacement. Our cover article, J.M. Grisley, based their article on some positive things that are happening with their customers.You will read about companies who prepared for a downturn through diversification. They strategically added diverse industries to their portfolio before the pandemic. Diversification is always a good strategy for a small business, and it’s not too late for you to pursue. Announcements & Releases UNITED GRINDING Launches Summer Promotion 2020 Program To ensure North American manufacturers have the machines they need to stay productive and ahead of the competition, UNITED GRINDING North America is offering a summer of savings through discounts and incentives that run from May 1 through August 31.The company’s Summer Promotion 2020 program encompasses highly versatile tool grinding systems from WALTER, extremely precise cylindrical grinding machines from STUDER and the ultra-productive flexLoad automation system. Grant Program (funded with federal CARES Act monies) An applicant determined to meet eligibility requirements will receive an amount, not to exceed $10,000, between 25% and 100% of a single month of its business lease amount. The percentage will be based on a formula that takes into account the company’s loss of gross revenue and whether the company received funds from the CARES Act Paycheck Protection Program (PPP) managed by the U.S. Small Business Administration. For applicants that did not receive PPP funds, grant amounts will be the lowest of 1) $10,000, or 2) 100% of monthly rent with a monthly gross revenue loss of 71% or more, or 3) 50% of monthly rent with a monthly gross revenue loss between 50% and 70%.

Qualifying businesses and nonprofits may apply at coronavirus.utah. gov. Completed applications are accepted on a first-come, first-served basis. The application process will remain open until all grant funds are used. A grant request is not a guarantee of funding.

Utah small businesses that rent commercial property may receive pandemic relief from the Legislature.Today, following a legislative special session and appropriation, the Utah Governor’s Office of Economic Development (GOED) announces the COVID-19 Commercial Rental Assistance Program.

As part of S.B. 3006, the COVID-19 Commercial Rental Assistance Program includes $40 million in commercial property rental assistance. GOED will administer the grants providing rental relief to Utah small businesses — including nonprofits, sole proprietors, independent contractors and those that are self-employed — that have lost revenue as a result of measures taken to minimize the public’s exposure to COVID-19. The COVID-19 Commercial Rental Assistance Program was created on April 30, 2020, when Gov. Herbert signed S.B. 3006. Since then, GOED has worked to compile grant information, eligibility, required documentation, and to prepare an online application process. To be eligible for the Commercial Rental Assistance Program, applicants must: • • • • •

Newly Formed Utah Alliance Provides Manufacturers With Expert Resources The Utah Industry Resource Alliance (UIRA) announced its official launch to provide Utah manufacturers with a single, expert resource to improve their bottom line. UIRA delivers industry-specific training, mentoring and coaching. “Manufacturing is a vital part of the state’s economy,” said Stephen Reed, director of USU’s Utah Manufacturing Extension Service. “It is essential that manufacturers have access to every tool they need to succeed, grow and thrive. The Utah Industry Resource Alliance provides a unified resource for these tools.” UIRA is a vital economic development organization, chartered to help Utah manufacturers.The alliance pools the expertise of the University of Utah Manufacturing Extension Partnership, Utah State University’s Manufacturing Extension Service and its Manufacturing and Outdoor Products Support Hub, iMpact Utah, Utah Manufacturers Association, World Trade Center Utah and the Utah Advanced Materials and Manufacturing Initiative. When benchmarking internally, a company compares its current and projected performance against its own historical performance. The comparison of data is often day-over-day, month-over-month, or year-over-year. When benchmarking externally, industry trade associations and peer groups are good sources of data. Additionally, there are several third-party companies that collect financial data from tax returns and financial statements submitted to lending institutions. Your accounting firm should have access to these databases. No matter the source of benchmarking data, the goal is to benchmark against the most current information available from companies like yours in terms of industry, size, and geographic territory. Conclusion Once you have identified the key metrics to benchmark, you can convert this information into higher profitability and cash flow by analyzing the data. Corporate Expansions Will Be in Suburbs, Mid-Sized Cities While 61% of projects are moving forward, the location choices at the top of the list include Boise, Colorado Springs and Columbia, S.C. The impact of COVID-19 has extended into the decision-making process that determines where a company will locate. Suburban areas and mid-size cities, followed by rural areas, will be the biggest winners of new corporate expansions and relocations, with large urban areas falling to the bottom of the list, according to a survey releads on July 16 by the Site Selectors Guild. “Everything from physical distancing to changing transit preferences has affected the way that corporations view location decisions,” said Rick Weddle, CEO of the Site Selectors Guild. When members were asked about locations that are “likely” or “very likely” to be considered by corporations looking to expand, relocate or open new facilities in the next 12 months, 64% chose suburban areas, 57% chose mid-size cities, 31% chose rural areas, and just 10% chose large urban areas. Consultants indicated that NewYork would be hit especially hard among the nation’s largest cities. Of the consultants who agreed that large urban centers are “not at all” or “unlikely” to be considered for future projects, 100% said that NewYork City would be among the least likely locations to be considered for future projects in the next 12 months. Los Angeles and Chicago followed with 63% and 42%, respectively. • Kansas City, MO • Raleigh-Durham, NC • Reno, NV • Tucson, AZ Consultants Report 61% of Site Selection Projects are Moving Forward Consultants reported an uptick in projects moving forward in June compared to April, with 61% of Guild members reporting that companies are moving forward with site selection projects, a 16% increase since April. Of Guild members surveyed, 34% said that companies are pausing site selection projects, and 5% reported companies are consolidating facilities or canceling site selection projects. There was also a general consensus that office projects will remain on hold until there is a clearer understanding on what the “office of the future” will look like and footprint requirements. Guild members also indicated that manufacturing will continue to be driven by the need to de-risk the global supply chain. There will be an accelerated rate of reshoring as well as more, smaller regional facilities to mitigate risk. Majority of Project Activity Predicted To Resume in 2021 When asked to predict when client companies will restart expanding or adding new facilities, 13% of consultants reported that projects had already started moving forward in Q2 2020; however, with a rapid rise in COVID-19 cases across the U.S. in June when the survey was conducted, none of the Guild members predicted paused projects would restart in Q3 2020. Twenty-two percent indicated companies will restart projects in Q4 2020, 39% indicated Q1 2021 and 26% indicated after Q1 2021. As was reported in the April survey, Guild members believe an economic development organization’s (EDO) priority focus in the COVID-19 environment should be on business retention and workforce development/talent attraction. However, there has been a shift in thinking that EDOs can begin to elevate their focus on business attraction as well. When asked what the priorities should be for EDOs - on a scale from 1 (not a priority) to 5 (high priority) - Guild members assigned a rating of 3.6 to business attraction, a considerable increase from the rating of 2.9 in the April survey.

Industry Group Coalition Suppor ts Reshoring PPE Manufacturing Late in July, a coalition of 21 groups asked the U.S. government to support efforts to invest in domestic production of PPE, or personal protection equipment.The coalition included several manufacturing trade groups and unions, including the AFL-CIO, the Alliance for American Manufacturing, the American Iron and Steel Institute, and the American Steelworkers. medical supplies. “Our continuing reliance on foreign sources for these vital public health resources is a severe vulnerability to both our public health and national security,” the directive reads. In addition to calling for financial incentives for private purchases of U.S.-made PPE and federal grants for companies that repurposed their facilities and supply chains to manufacture PPE, the coalition called for new rules for federal PPE purchases similar to the Berry Amendment. The Berry Amendment restricts the Department of Defense from purchasing certain goods—especially food, textiles, and flatware— that were not grown, reprocessed, reused, or produced in the United States. “New federal government domestic purchasing requirements for PPE will create the stable demand for U.S.-made PPE that will incentivize investment in domestic PPE manufacturing,” said the statement. In a separate request, the letter writers advocated that the Berry Amendment itself needs refurbishing: “Congress must permanently re-set the Berry threshold to $150,000 and eliminate loopholes for foreign-made products,” it said. The authors of the letter also said the Strategic National Stockpile must be “better prepared” to respond to a public health emergency in the future. Recycling Metals, Conserving Resources, Since 1961 Federal Reserve Findings Show Signs of Improvement in Manufacturing The Federal Reserve reported June 16 that total industrial production increased by 1.4% in May as many factories around the country returned from lockdowns to reopen production at reduced rates. Nationally, the industrial production rate remains below its level in February, before the COVID-19 pandemic began negatively impacting production in March. Output rose 3.8% in May as most major industries posted increases, including motor vehicles and parts. Capacity utilization in industry rose 0.8 points to 64.8%, 1.9 points beneath its lowest Great Recession point; Capacity utilization in manufacturing rose 2.2 points from April to 62.2%, 1.5 points beneath its Great Recession trough from June 2009. Durable manufactured goods saw output rise by 3.8% last month, with significant gains in motor vehicles and parts that still left output more than 60% below February levels. Other durable goods categories’ output rose by less than 10%, including nonmetallic mineral products, aerospace and miscellaneous transportation equipment, and furniture and related products. Output of nondurable products rose 2.1%, including raises of 10% or more in textiles, apparel, printing and support, and plastics and rubber. Respondents to the Federal Reserve Bank of Philadelphia’s June 2020 Manufacturing Business Outlook Survey, issued June 18, also indicated that manufacturing conditions in the region improved. Figures indexing general activity, new orders, shipments, and were all positive.The diffusion index for general activity went from -43.1 to 27.5 in June, its first positive rating since February; the metric measures perceived turning points in the economy. The general business conditions index, which tracks manufacturer sentiment, climbed almost 50 points to -0.2. While 36% of respondents reported improved conditions, the survey showed about the same percentage reporting worsened conditions month-over-month. In general, though, the Empire State report notes that companies are far more optimistic than previously, as the index for future business conditions jumped to 56.5%, reportedly its highest level in more than ten years. And, although employment levels edged slightly lower in June, the index for future employment rose to 19.0: According to the Empire State Bank, this likely indicates companies expect to increase employment in the coming months.

SBA Sets Date To Open PPP Loan Forgiveness Platform Lenders can begin submitting applications for Paycheck Protection Program loan forgiveness Aug. 10.

The Small Business Administration announced the update Thursday in a document outlining procedures for the loan forgiveness process. The notice confirmed the agency would open a portal specific to loan forgiveness. The SBA said it is working with financial services technology provider Goldschmitt-CRI, a firm based near Washington, D.C., to provide the platform. Only lenders will have access to the portal, the notice says. PPP lenders can use the platform to submit data and documentation, monitor the status of forgiveness requests and interact with the SBA in case of an inquiry or a loan review. PPP lenders registered in E-TRAN, the system the SBA used to accept the loan requests, will receive a welcome email from the agency with instructions on how to access the portal, according to the notice. The SBA initially released a forgiveness application for PPP loans May 15. The agency then updated the form, and released an “EZ A2Z Manufacturing Rocky Mountain •

version” for certain borrowers, about a month later. Businesses are encouraged businesses that have spent all their PPP proceeds to start working with their lender on the forgiveness application.. A bill in Congress, the Paycheck Protection Small Business Forgiveness Act, proposes blanket forgiveness for loans of up to $150,000. The American Bankers Association, Bank Policy Institute and Consumer Bankers Association asked in a joint letter for blanket forgiveness for loans of up to $350,000. Because lawmakers extended the time in which businesses can spend their PPP funds and expanded how the loan can be used, lenders now largely expect full forgiveness of the loans they granted. To achieve full forgiveness, a PPP borrower had to spend at least 60% of their loan dollars on payroll expenses. The rest could be used for overhead costs, such as mortgage interest, rent or utilities. “Once the change was made by Congress to extend the eligible period from eight weeks to 24 weeks, it really changed the landscape for the PPP borrowers and made many, many more eligible for full forgiveness,” one banker said. The PPP has been the centerpiece of the federal government’s efforts to support small businesses hurt by the pandemic. The program was intended to incentivize employers to keep workers on the payroll. As of late last month, the SBA said it had guaranteed $519.02 billion to serve close to five million borrowers. The National Council of ISACs (NCI) has welcomed the Space Information Sharing and Analysis Center (Space ISAC) to its list of members. The NCI, formed in 2003, is a true cross-sector partnership, providing a forum for sharing cyber and physical threats and mitigation strategies among the various critical infrastructure Information Sharing and Analysis Centers (ISACs) and with partners such as government.

“The Space ISAC is honored to be recognized by the National Council of ISACs,” said Frank Backes, chairman of the Space ISAC Board and senior vice president of Kratos Space Federal. “Participation with the NCI will accelerate the development of the Space ISAC and improve our ability to exchange security best practices, vulnerability information, and mitigation techniques across national critical infrastructure communities.”

Emerson Electric Shares Details Of $100M Investment In Boulder What started as a small company grown out of a garage in North Boulder has turned into a $100 million investment and 180,000-square-foot expansion project for Fortune 500 manufacturing company Emerson Electric Co. Last month, St. Louis-headquartered Emerson announced that it selected Boulder for the project, which will include a new laboratory, more production space and an innovation center. In turn, the company was awarded $4.2 million in incentives from the state of Colorado tied to the 250 jobs it plans to add over eight years. Emerson is an $18 billion company with 88,000 employees and two primary divisions: automation solutions and commercial/ residential services.The company’s Boulder site is its headquarters for flow measurement, which is part of the company’s $12 billion automation solutions segment. “The work we do with customers is to help them run their plants or operations more safely,” said Andy Dudiak, president of the flow measurement business for Emerson, adding that it serves industries like food and beverage, pharmaceuticals and chemicals, among others. “We help them to be leaders in their respective industries and help them automate.” Emerson’s flow management division can be critical to breweries or chemical plants, for example, which rely on measuring the

The brand name Micro Motion is still in use, Dudiak said. Now, the company, which is ranked No. 176 on the Fortune 500, is looking to expand by adding 90,000 square feet to its existing facilities and building out an additional 90,000 square feet on adjacent land it purchased four years ago, for a total of 180,000 square feet. The expansion will include adding to its production facility and building out lab space for product development and prototyping, said Dudiak. The new buildout will include an innovation center, where Emerson can showcase its equipment from across its divisions, showing how flow measurement devices can help clients with automation. It will also include training facilities so clients can learn how to use their new Emerson equipment. “There will also be additional collaboration space, to bring together customers and

Emerson expects to break ground on the project in the next few weeks, with completion expected in late 2021 or early 2022. Despite the complications Covid-19 is causing in the economy, Dudiak said that he expects the project to start on time. Covid-19 has, however, caused some changes to the Boulder location’s operations. The site is considered critical to support industries like food and beverage, refineries and power plants, so it is continuing to operate. Many of its production workers are still on site, but others are working remotely. Dudiak said Emerson is starting to work on a phased return to the office. J.M. Grisley Presents Good News! Letter from Lars In these strange times I reflect on how fortunate we are to be in manufacturing in the mountain states. I am sure we all had a day or two like the cover, but overall machining has held strong for us and we have been able to continue to produce. I believe all the manufacturers and suppliers deserve a huge credit for the industriousness and fortitude in the face of the unknown. Machine Tool consumption and the business of machine shops are key indicators of how the machine tool industry views the current economic environment. Rocky Mountain states are buying more machine tools than the rest of the country – even during this pandemic. Machine tool orders are up slightly in the Rockies this year, but they’re down nearly 30% in the rest of the country. We’re lucky to have high-demand and non-cyclical industries that do well, even when the economy is not. Machine shops and other manufacturers see the great opportunities in our region and are investing in new equipment to grow and prosper. As a machine tool supplier, I would like to thank you. No matter the machine tools, tooling or other investments you have made, you are doing good for our community and the people in it. Without the opportunity to see so many friends in Chicago due to the cancellation of IMTS, we thought it appropriate to highlight some good things happening for those in our community. The Colorado Springs company has a team of 10, and they work in a 10,000 square foot building. Larry says, “Among other products, we manufacture a number of products for the medical industry. For this reason, when COVID-19 happened, we remained open as we are deemed an essential business. With our workforce and square footage, we are easily able to distance ourselves.” Larry says that until about a year ago, the company had a number of older entrée level machines that were making life difficult with regular service issues. “Last year we purchased 3 Doosan 3 axis vertical machining centers (DNM4500s). When we transitioned our parts from the older entrée level machines to the DNM4500s, we literally cut our part times in half.” Steve Goodman, Sales Engineer for J.M. Grisley, supporting Larry and his team, says, “The Doosan DNM4500s are reliable and accurate. Justin had placed an order for a new Doosan Horizontal, a Doosan NHP 4000, just before the pandemic was identified in the US. “The machine delivery was delayed due to COVID-19, and it gave me the opportunity to really think about making such a major capital investment during such uncertain economic times.” Justin made the decision to proceed with the purchase. “Once I got over the initial concerns about investing during an economic crisis, I realized that bringing automation into Focused On Machining was exactly what our business needed to ensure our ongoing success. COVID-19 actually made the decision to invest in automation all the more critical. The Doosan Linear Pallet System (LPS) that we ordered with our Doosan NHP 4000 provides an automated pallet storage system with an optimized AGV (Automated Guided Vehicle) that moves pallets in and out of the machine.” He continued, “Our Doosan Horizontal with a 12 station pallet system expands our capacity. We are a small batch production shop, and with our new machine we can set up several jobs and let them run well into the night unattended. Clint says, “It was scary when this happened, but then just a couple of weeks later, at the end of March, business picked up again and for the past months we are having record breaking sales. It is just amazing.” Clint and RJ were outsourcing machining of their trailer hitches until last year. Clint says, “It was too expensive and we couldn’t get our parts on time.” Last year, the company made the decision to bring machining in-house. Clint says, “RJ was very familiar with the Doosan machine tool line and he was extremely impressed with its capabilities. The U.S. Department of Education approved $7.6 million in funds for 2021 to improve Idaho’s career and technical education (CTE). Idaho will receive the funding to improve academic and technical achievement for CTE students and strengthen connections between Idaho’s secondary and post secondary education. Manufacturing Added 365,000 Jobs in June, Department of Labor Reports According to the latest employment situation report released by the Department of Labor, total nonfarm employment in the United States rose by 4.8 million in June and the unemployment rate fell 2.2 points to 11.1%. Manufacturing added 356,000 new jobs, mostly in durable goods. The Bureau of Labor Statistics reported that the reopening of the economy after quarantine orders were allowed to expire in April and May contributed to the influx. Troublingly, though, the report, based on two surveys distributed during the second week of June, could not take into consideration more recent economic actions made by states seeing dramatically spiking cases of COVID-19 in recent weeks. In manufacturing, jobs in durable manufacturing making motor vehicles and parts saw gains of 196,000, constituting almost two-

Miscellaneous durable good manufacturing and machinery accounted for 26,000 and 18,000 new jobs, respectively. The best-performing division of nondurable manufacturing, plastics and rubber products, saw 22,000 new jobs. The transportation and warehousing sector saw an increase of 99,000 jobs in June after losses in April and May. The best-performing sector, leisure and hospitality, added 2.1 million new jobs after losing millions more to COVID-19 related lack of demand and closings. Although the Bureau’s report shows an economy on the path to recovery, its analysis does not include data from the second half of June, when multiple states began reporting disturbing new spikes in the rate of new COVID-19 cases. Johns Hopkins University of Medicine reports that July 1 was a new all-time high in the number of positive tests in one day, with 45,690 testing positive for the virus on that day alone. Another worrying feature of the jobs market is the rate of initial unemployment claims. The number of people applying for unemployment benefits skyrocketed in March to more than 6 million people.That number has fallen for each successive week, but the rate at which it is slowing is slowing itself. Earlier figures from April and May showed the number of new applicants dropping by roughly a million per week, but on July 2, the Department of Labor said that 1,427,000 people applied for unemployment benefits during the week of June 27, a drop of only 55,000 from the revised number for the week previous. Manufacturing Recovering from Virus, Reports ISM “The growth cycle has returned after 3 months of COVID-19 disruptions,” says ISM CEO Timothy Fiore. Manufacturing grew in June, turning a corner on the sharp COVID-19-related contraction that started in March. The Institute for Supply Management reported that its pricing manager’s index for manufacturing rose to 52.6%, up almost ten points from May’s PMI of 43.1%. June is the first time since March that the index has risen above 50%. The overall economy grew for a second month. New orders rose to 56.4%, up 24.6 points from May’s 31.8% index. The production index shot up 24.1 points to 57.3%. The prices index rose to 51.3%, up 10.5 points since May, and the ISM’s inventories index edged up 0.1 points to 50.5%. The indexes for employment and trade rose but remained below 50%, indicating slowing rates of contraction: the employment index rose 10 points to 42.1%, new export orders rose 8.1 points to 47.6% and imports rose 7.5 points to 48.8%.

NIST Announces $50 Million in Emergency Funding to Support U.S. Manufacturers In a victory for One Voice members, on July 8, the U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) announced it awarded $50 million in emergency funding to support U.S. manufacturers in response to the COVID-19 pandemic. NIST distributed this funding to its Manufacturing Extension Partnership (MEP) centers in every state and Puerto Rico. The funding awards range from $91,000 to $6.1 million and represent a one-time allocation from the Coronavirus Aid, Relief, and Economic Security (CARES) Act, for which One Voice lobbied. Because of the CARES Act, MEP centers can accept this funding without having to match the award amount in private contributions. MEP centers will use the funds to help manufacturers increase production of personal protective equipment (PPE), reach new suppliers or markets, and recover from workforce and supply chain interruptions. More broadly, MEP centers can use the funds to support a national manufacturing recovery from the COVID-19 crisis. According to Timothy Fiore, CEO of the ISM, the month’s results indicate an expansion cycle beginning to counteract the short-term impact of COVID-19: “June signifies manufacturing entering an expected expansion cycle after the disruption caused by the coronavirus (COVID-19) pandemic,” he wrote. He added that the manufacturing sector was recovering month-over-month at a rate unseen since April 1980. Demand, as measured by the new orders, customer inventory, and order backlog indexes expanded, as did measures of market consumption. In March, the ISM’s manufacturing PMI fell unexpectedly to 49.1%, just below growth levels. The trend hit its nadir in April, when it fell further to 41.5%, before creeping up to 43.1% in May.
