“Manufacturers Play Down Tariffs” read a WSJ article in late July, adding that strong demand at home and abroad is yielding stronger than expected Q2 profits. Manufacturers are booking more orders and delivering higher profits in a strong US economy, many helped by a rebound in oil prices, as well as a weaker US dollar. We can’t help but hear about tariffs on a daily basis now. It has spurred my interest in their history in the US. In fact, our tariff history spans from colonial times to present. The first tariff law passed by the U.S. Congress was the Tariff of 1789. Its purpose was to generate revenue for the federal government (to run the government and to pay the interest on its debt), and also to act as a protective barrier around domestic industries. Tariffs have historically served a key role in the nation’s foreign trade policy. They were the greatest (approaching 95% at times) source of federal revenue until the Federal income tax began after 1913. For well over a century the federal government was largely financed by tariffs averaging about 20% on foreign imports. So how do Americans feel today about tarriffs? A poll released by Quinnipiac University in June found that a majority (52%) of registered voters support a generic question on raising tariffs on products imported from China, with a third in opposition and 12% who aren’t sure. But what will tariffs mean to us? Marketwatch says that very few Americans have paid a price from the latest escalating U.S. tariffs, but if trade fights get worse, the first big bill will come due shortly after the school year starts. For now most consumers don’t have to worry much. The economy accelerated rapidly in the spring and is expected to remain strong through the summer months. Come fall, though, and the price of many imported consumer goods in the crosshairs of the White House could begin to rise. China exported about $500 billion in products to the U.S. in 2017.They encompass a vast range of goods such as fabrics, clothing, vacuum cleaners, refrigerators, computers, lighting and so forth — the kind of goods that are no longer made in America or are only made in small quantities. Absent another source of supply, prices on these goods are sure to rise. On a bigger stage, a round of tit-for-tat tariffs on steel and autos could substantially raise the price for new cars and trucks. The auto-buying service AutoWise estimates the cost of top-selling vehicles such as a Toyota Corolla, Honda CR-V or Ford F150 could rise by up to $1,000 each. How will tariffs affect the Aerospace industry? The US aerospace industry is a world leader that employs 1.4 million people across all 50 states. It also contributes an enormous amount to America’s GDP each year and is one of the single largest factors working to level our trade imbalance with other countries. Let’s hope this industry remains a strong one for our country. I think it is safe to say we all want a great country where our people thrive. Let’s hope our Government wants the same thing. Verdant Commercial Capital has acquired Intech Funding Verdant Commercial Capital, LLC (Verdant) of Cincinnati, Ohio announced that it has acquired Intech Funding Corp (Intech) of Monrovia, California. Intech is focused on financing and leasing for manufacturing companies nationwide. Intech will operate as a wholly owned subsidiary of Verdant and maintain its operations in Monrovia. Denver Precision Products Announces New Machinery Purchases Denver Precision Products upgraded two pieces of equipment at the end of 2017. We purchased a Miyano BNA-MSY42 and a Miyano BNA-42S. These two machines replaced our older machines, 1983 Miyano BNC- 34 and 1993 Miyano BND34S-2. Although our older machines were still holding tolerances of +/-.001, our new BNA machines can hold tighter tolerances with a CPK of 3.30 for +/-.0005. These two machines have also increased our productivity for many of our existing parts and have created more capabilities for new parts. Synonyms for consultant include: advisor, mentor, counselor, expert, professional, and specialist, amongst others. Heidi Hostetter, owner of ‘Manufacturing Advisory Specialty’ firm H2 Manufacturing Solutions, dislikes the word consultant. She says, “If you were to ask me what H2 Manufacturing Solutions does, I would say it is best summed up by, “We make day-to-day challenges that manufacturers face a little more manageable and a lot less frustrating to achieve the best possible outcome.” And though Heidi doesn’t especially like the term consultant, the true definition says that you have to be a specialist or an expert. If you live in the Front Range and you are even remotely involved in manufacturing, you will undoubtedly have heard of Heidi. Adam says, “Our fees are negotiated based upon the clients’ business model. In many cases, when we help our client to win a new account, they pay us a percentage of the sale.This is attractive to some clients who appreciate that they only pay if they win the contract.” Heidi says, “H2 is not always the right solution for our clients. We had a client engage with us to help diversify their customer base. Once we fully understood what they were trying to accomplish, we determined that they needed to hire a full time sales executive; H2 wasn’t the answer.” Adam adds, “We do technical training classes on a regular basis. We’re #3, Says Global Manufacturing Scorecard

The United States ranks near the top for overall manufacturing environment in a new Brookings Institution report that evaluated nations on the basis of policies and regulations, taxes, costs, workforce quality and infrastructure and innovation. The U.S. ranked third, edged out by the United Kingdom (#2) and Switzerland (#1) in Brookings’ 2018 Global Manufacturing Scorecard, released last month. The survey took the long view, using data from 2011 to 2015 and comparing it to years prior. In addition to the above categories, it also analyzed data on manufacturing output, manufacturing employment, and changes over time. China ranked #1 in manufacturing output (U.S. #2), while Poland had the largest percentage of its workforce, 20.2%, employed in manufacturing (U.S. #16, 10.5%). In developed countries, the study found, manufacturing overall dropped from employing 16.8% of the workforce in 1970, to 12.8% in 2011. During that period, East Asia (including China and South Korea), Southeast Asia, and India, increased their manufacturing employment as a percentage of the workforce. The high corporate tax rate, the lack of availability of government grants/loans and the high costs of healthcare kept the U.S. out of the top spot. American manufacturing drives 35 percent of productivity growth, 60 percent of exports, and 70 percent of private sector R&D nationwide, the study found. Manufacturers contribute $2.17 trillion to the United States economy, which is nearly 12.1 percent of the U.S. GDP. “Moreover, the gap in labor costs found in the United States in comparison to other countries has started to drop and likely will continue to drop as the cost of industrial robots falls,” the study authors stated, with additive manufacturing, advanced robotics, the Internet of Things and Big Data driving this. Unemployment tax credits Qualified Long-term Unemployment: This is a credit for new hires that begin work on or after January 1, 2016 through December 31, 2019, during which the individual is employed no less than 27 consecutive weeks, and includes a period in which the individual was receiving unemployment compensation under state or federal law. For WOTC-certified new hires working at least 120 hours, employers can claim 25 percent of the first year wages paid up to $6,000, for a maximum income tax credit of up to $1,500. ForWOTC-certified new hires working 400 hours or more, employers can claim 40 percent of the first year wages up to $6,000, for a maximum income tax credit of up to $2,400. Short-term Unemployment: A credit of 40 percent of the first $6,000 of wages (up to $2,400) for employers who hire veterans who have been in receipt of unemployment compensation for at least four weeks. Ball Corp. said it’s forming a new packaging company with a Los Angeles investment firm in a $675 million joint venture deal. The Broomfield can manufacturing giant said it will contribute its U.S. steel food and aerosol packaging manufacturing assets to the joint venture, called Ball Metalpack, which will make steel containers for aerosol products, food, household consumables, pet food, nutritional and other products. Platinum Equity of Los Angeles will own 51 percent of Ball Metalpack and Ball Corporation will own 49 percent. According to Ball, it will receive more than $600 million in pre-tax proceeds from the transaction and will retain a 49 percent interest in Ball Metalpack, for a total value of approximately $675 million. About 1,300 employees will move from Ball to Ball Metalpack, which will have U.S. steel food and aerosol packaging manufacturing assets operations in Canton (Brookline and Warner Rd.) and Columbus, Ohio; Milwaukee and Deforest,Wisconsin; Chestnut Hill,Tennessee; Horsham, Pennsylvania; Springdale,Arkansas,

U.S. Cutting Tool Consumption Up 10.1% in 2018, Tracks Economy’s Strength U.S. cutting tool consumption totaled $215.13 million, according to the U.S. Cutting Tool Institute (USCTI) and AMT—The Association For Manufacturing Technology. This total, as reported by companies participating in the Cutting Tool Market Report (CTMR) collaboration, was up 5.6% from April’s $203.68 million and up 12.1% when compared with the $191.93 million reported for May 2017. With a year-to-date total of $999.82 million, 2018 is up 10.1% when compared with 2017. Totals represent the majority of the U.S. market for cutting tools. “The cutting tool industry continues to show improved growth in 2018. The ball is still rolling with positive numbers despite the chaos with global trade agreements,” said Brad Lawton, chairman of AMT’s Cutting Tool Product Group.

Pilot Program Makes Way For Electric Scooters To Stay In Denver The City of Denver announced it will try to play nice with the companies that dropped off those dockless e-scooters that appeared in Denver seemingly overnight. Bird and Lime, the companies responsible for the scooters, were notified of the city’s intention to create a pilot program that would make way for the scooters to have a permanent home in Denver. The pilot program, the city says, will be modeled in a way that meets “Denver’s mobility goals” which goals include: • Offering people more options to et around town in ways that meet their day to day needs. • Decreasing the percentage of people taking single-occupancy vehicle trips Increasing the percentage of people who take transit by helping them get to and from transit hubs and solving what is known as the first mile, last mile problem. • Increasing access to smart technologies and mobility services for everyone, including low-income residents and underserved neighborhoods. In the meantime, LimeBikes and Bird have been asked to remove their scooters from the public right of way until the permit system is established. Boulder-Based Aerospace Company Gets Two-Year NASA Contract Advance Space LLC, which designs software and provides specialized services for the aerospace industry, has signed a two-year contract with NASA to continue developing a peer-to-peer navigation system for the moon. The goal is for the system to scale with increased demand and to be used for government and commercial space missions. “As we increase the number of vehicles in space and missions to the Moon, we must equally advance the technology used to figure out where they are and where they are going,” Bradley Cheetham, CEO of Advanced Space, said in a prepared statement. “As space becomes busier, we are working to reduce the cost and congestion associated with mission planning and operations.” The contract builds one a six-month Phase 1 effort. Airbus, Boeing Forecast Doubling In Aircraft Demand, Services By 2037 Airbus and Boeing each released 20-year market forecasts at the Farnborough Air Show, with the European manufacturer focusing largely on the commercial aircraft services market and the US manufacturer highlighting fleet projections. Boeing’s updated 20-year market forecast predicts demand for 42,730 commercial jets with 90-plus seats by 2037, valued at $6.3 trillion.Airbus is predicting $4.6 trillion in cumulative value for the aircraft services market sector through 2037. For the first time, Boeing added services to its annual long-term forecast, which has been renamed as the Commercial Market Outlook (CMO). Boeing’s aircraft demand forecast is about 4.1% up on the figures released in 2017. “That shouldn’t be a surprise, because the market has grown by about 4%,”Tinseth said. Within those figures, the outlook for regional jets is “down a bit,” while the numbers for single aisles, widebodies and freighters were all up, based on passenger traffic growth and aircraft retirements. Boeing sees a need for 31,360 single aisles, valued at $3.5 trillion, up 6.1% over last year. This will be driven by continued low-cost carrier (LCC) growth and replacements in markets such as China and Southeast Asia. “Single aisles will continue to be the backbone of the fleet,” he said. In the widebody segment, Boeing forecasts demand for 8,070 new aircraft worth nearly $2.5 trillion, triggered by a “large wave of replacements” from early next decade. “In the past, we segmented widebodies into different sizes, but that gets harder and harder, so we’ve just taken all that stuff out and tried to make it simpler,”Tinseth said. Today’s global fleet includes more than 900 aircraft that are over 25 years old. By the mid-2020sTinseth said more than 500 aircraft a year will reach 25 years old, double the current rate and fuelling the retirement wave. Helium In The Four Corners? This Denver Company Thinks So A Canadian company with its U.S. headquarters in Denver believes that there’s helium to be found in the Four Corners. American Helium Inc. said it’s partnering with a Golden company, Holbrook Basin Energy LLC, in an exploratory drilling effort in the Holbrook Basin in Arizona, near the Four Corners where Colorado, Utah, New Mexico and Arizona meet. American Helium said the “Holbrook Basin (is) a well-established helium production district where concentrations of the gas range from trace amounts up to 10 percent. The area has good potential for additional discovery and production,” adding that “Arizona is the Saudi Arabia of helium.” Last month, American Helium of Vancouver, British Columbia said it’s opening a new Denver office and will look at Colorado helium opportunities. Colorado’S Economy Ranks 5Th In Nation Colorado has the nation’s fifth-best state economy, tying for first in lowest unemployment rate and ranking second in highest GDP growth, according to a new report. Washington, Utah, Massachusetts and California took the first four state economy rankings, whileWestVirginia,Alaska and Mississippi brought up the rear, with Louisiana in last place. The report, “2018’s Best & Worst State Economies,” released by personal finance website WalletHub, compared the 50 states and the District of Columbia across 28 key indicators of economic performance and strength. States surrounding Colorado received mixed rankings: Wyoming was 40th

overall; Nebraska 36th; Kansas 39th; Oklahoma 44th; and New Mexico came in 42nd. The data set included GDP growth, median annual household income, startup activity, share of jobs in high-tech industries, unemployment rate, highest state government surplus, building permit activity, highest educational attainment of recent immigrants, and highest change in non-farm payrolls, according to the report. Colorado has the nation’s fifth-highest median annual household income but doesn’t do so well with exports, ranking 49th in exports per capita. For the report’s three overall “key dimensions,” Colorado ranked third in the nation for economic health, eighth for economic activity, and fourth for innovation potential. For Manufacturers, A Complex Mix Can Determine Location John Saunders had an unlikely path to becoming a manufacturer.Born in rural Ohio, he ventured east to study entrepreneurship at Babson College in Boston and then moved to NewYork, where he worked in the finance industry focusing on real estate. Small manufacturers — those employing fewer than 100 people — comprise 94 percent of all domestic manufacturers, according to statistics from the Manufacturing Institute, which helps employers build skilled workforces. Rural manufacturers often stay in their original location because of historic roots, according to Steven Deller, a professor at the University ofWisconsin who specializes in economic growth and development patterns. The manufacturers who remain close to — or return to — their roots often play a significant role in their local communities. On average, they are the second-largest regional employer after a category that includes education and social services, according to statistics from the Economic Research Service of the Department of Agriculture. But the rural labor force is not necessarily less expensive.Bob Hess, a vice chairman of Newmark Knight Frank, the global real estate company, explained that labor costs were no longer significantly lower in rural parts of the country. With the advent of lean manufacturing that relies more heavily on automation and robotics, compensation is a smaller portion of overall expenditures. Salaries amount to, on average, 10 percent to 15 percent of the cost of manufacturing a product, according to John Molinaro, the president and chief executive of the Appalachian Partnership. Other costs, like real estate, energy and taxes, for example, can differ significantly, even within a region. According to a Newmark Knight Frank analysis, property costs can vary by as much 500 percent from one location to another in the Midwest. Energy — whether electricity or natural gas — can deviate by as much as 45 to 60 percent. These variations make the calculus of factory location difficult, whether the manufacturer wants to expand or cut costs. Essentially, Deller said, “If you’re a startup manufacturer, it may make more sense to be in an urban area where you have more access to infrastructure as well as industry clusters and thicker labor markets. But the disadvantage is the cost of operation.” Apart from historical location, workforce availability sometimes drives site selection.With low unemployment and a need for highly skilled employees, competition can be fierce for a relatively small pool of potential workers.Yet, while urban manufacturers may be able to find a larger pool of skilled workers, clusters of related industries sometimes can result in higher wages and the ability of workers to leave one company for another that pays more. The workforce shortfall can disproportionately affect smaller manufacturers.To fulfill orders, some, like Dana Jordan, the chief executive of the Cascade Rescue Co. in Sandpoint, Idaho, which makes search-and-rescue equipment, have employees work longer hours until they can hire more people.

Manufacturers are also watching the new tariffs imposed by the Trump administration and their effect on costs.The often thin margins of smaller companies can be wiped out if costs rise, but cannot be offset by higher sales prices. For small manufacturers, no matter where they are, volatility is especially troublesome. Many factory owners rely on predictable expenses, and sudden spikes can cause disruption to a consistent cash flow. Randy Altschuler, the chief executive of Xometry, an online marketplace based in Maryland that connects small manufacturers with customers, hopes to help bridge that gap. His company, which recently raised $25 million in new financing and bought MakeTime, a competitor based in Kentucky, uses a proprietary algorithm to help its customers find manufacturers that can fill orders quickly. “Many of these companies are second- or third-generation businesses, but they’re scattered throughout the country,” he said. “There’s so much capability and capacity, but often there’s no access” to other customers outside of their immediate industry. “It gives you a low cost per shot against quadcopters and a deep magazine,” Dauk says. “As long as there is power, it can keep firing.” Power for the electric laser can come from a battery, generator or the platform that the system is mounted on. Systems supplied to the Marine Corps are being used by active warfighters, and are packaged in a Quadcon quarter-size intermodal container. Multiple systems can be operated remotely from a command-and-control center. With power levels of 2, 5 or 10 kW, the CLWS is effective against small drones 1-3 km (0.6-1.9 mi.) away, he says. Boeing’s core directed-energy technology is in acquisition, tracking and pointing, Dauk says, and it has provided the beam director for the U.S. Army’s High-Energy Laser Mobile Test Truck (HELMTT). This will soon begin testing with a 60-kW fiber laser developed by Lockheed Martin. “We are integrating the laser now and will test in the very near future,” Dauk says.

mand on plans to test a high-energy laser in an AC-130J gunship. In the mid-2000s, the company developed the Advanced Tactical Laser, a chemical laser that was test-fired from a C-130. “Since then the technology has matured with the development of electric lasers,” Dauk says. In the strategic arena, Boeing’s Phantom Works is one of three companies working on the U.S. Missile Defense Agency’s Low Power Laser Demonstrator. This is a multi-kilowatt laser payload mounted on an unmanned aircraft to demonstrate precision tracking as a step toward shooting down ballistic missiles. “This is the next step in pointing and tracking,” he says. Dauk says Boeing is now “actively engaged” with all the services on laser weapons. “The technology is ready. Jeffrey helped organize the flight of a ScanEagle during the Royal International Air Tattoo in 2005 – effectively laying the foundation for the MQ-9B flight last week. Yet plans were also in an advanced stage that year to fly a Global Hawk over the Atlantic to Fairford, before airframe unavailability led to the flight’s cancellation. “We successfully put in requests for the airspace from the point Global Hawk would transition into the UK FIR [flight information region], and got it cleared by the CAA from where it was going to cross the border into the UK,” he recalls. “We had a temporary restricted area near RIAT where the aircraft would fly during the show and use its sensors to view the airfield, so it could sit there, deconflicted from the displaying aircraft, and downlink its footage in real time.” The USAF “were very, very happy to help – very proactive,” he says. “But I was pretty sure that ops would have to take priority. However, the exercise in getting the airspace in place allowed all to be confident this could be done safely.” A flight such as this could have taken place at Farnborough, too, according to Farnborough International Ltd.’s chairman, Paul Everitt. The only reason it hasn’t so far is that no UAS operator has wanted to. “It’s perfectly possible,” Everitt says. “There’s a cost, and it takes time – it isn’t something you can decide to do a month out. Jeff came to LV Swiss more than 5 years ago with a strong medical manufacturing background. He was well versed in the Star precision machine line. Today, LV Swiss owns 12 Star machines that complement their other CNC machines and their CNC mills. Jeff stated that the service on the Star machines has been outstanding. Richard adds, “If we have an issue (which is rare), they are here typically by the next day. Additionally, their phone support is excellent, so frequently the issue is fixed remotely.”

Jeff says, “Where we could do 4-5 set ups per week with our older machines, today we can do 15-20 set ups in this same time with our Star machines.” LV Swiss is nearly paperless today. Darren spearheaded the development of LV Swiss’ MRP system a few years ago. Darren designed the system so LV Swiss has the ability to trace the manufacturing of a part from drawing to engineering to manufacturing, to shipping to delivery, all with real-time up to date information. This allows Customer Service to easily check on the status of a part or answer questions when a customer calls. Richard stated, “We didn’t realize just how superior our custom MRP system was until we had the auditors for AS9100 Rev D recently come to our facility, where they remarked how outstanding it was.” The owners hired Margo Jordan (pictured to the right) to expand the company’s customer base. “Margo has a very strong manufacturing and sales background, with prior experience in the aerospace industry,” Richard stated. PMI Shows 22 Consecutive Months Of Manufacturing Sector Growth The Institute for Supply Management (ISM) has released its monthly Purchasing Managers Index (PMI) for June, and the story told is another positive one with the PMI at 60.2% — up from May’s reading of 58.7%. The number is well above the reading of 50% that indicates the manufacturing economy is generally expanding. Below 50% indicates it is generally contracting. A PMI above 50%, over a period of time, generally indicates an expansion of the overall economy.Therefore, the June PMI indicates growth for the 110th consecutive month in the overall economy, and indicates growth in the manufacturing sector for the 22nd consecutive month. According to Timothy Fiore, chair of the ISM Manufacturing Business Survey Committee, “Comments from the panel reflect continued expanding business strength. Demand remains strong, with the New Orders Index at 60% or above for the 14th straight month, and the Customers’ Inventories Index remaining low. The Backlog of Orders Index continued to expand, reading at 60% of higher for the third consecutive month. Consumption, described as production and employment, continues to expand in spite of labor, skill and material shortages. Inputs, expressed as supplier deliveries, inventories and imports, had expansion increases, due primarily to negative supply chain issues. Lead-time extensions, steel and aluminum disruptions, supplier labor issues, and transportation difficulties continue. Export orders expanded at higher rates. Price pressure remains strong, but the index saw its first expansion softening since November 2017. Demand remains robust, but the nation’s employment resources and supply chains continue to struggle. Respondents are overwhelmingly concerned about how tariff related activity is and will continue to affect their business.”

The New Orders Index registered 63.5%, a decrease of 0.2 percentage point from the May reading of 63.7%. The Production Index registered 62.3%, a 0.8 percentage point increase compared to the May reading of 61.5%. The Employment Index registered 56%, a decrease of 0.3 percentage point from the May reading of 56.3%. The Supplier Deliveries Index registered 68.2%, a 6.2 percentage point increase from the May reading of 62%. The Inventories Index registered 50.8%, an increase of 0.6 percentage point from the May reading of 50.2%.The Prices Index registered 76.8% in June, a 2.7 percentage point decrease from the May reading of 79.5%, indicating higher raw materials prices for the 28th consecutive month. The aircraft engine unit of United Technologies is hiring thousands of manufacturing employees in the U.S. as its breakthrough Geared Turbofan technology transforms the global aircraft propulsion market. Pratt & Whitney has brought on 4,500 new employees over the last 18 months at plants in Connecticut, Florida, Georgia, Michigan, New York, Pennsylvania and elsewhere, and says the number of new hires will rise to 25,000 by 2025. Part of this surge is due to increased demand for high-performance turbofan engines on the tri-service F-35 fighter. Production of that aircraft’s engines doubled over the last two years, and will double again by 2020 (to 170 units) as more and more allies buy the stealthy fighter. Pratt engines also will power the Air Force’s next-generation bombers and tankers. But the biggest driver of Pratt’s hiring spree is the Geared Turbofan (GTF) engine for civil aircraft, which is estimated to have a lifetime revenue value to the company of $500 billion. It took Pratt &Whitney 20 years and $10 billion to perfect GTF technology, but now the company enjoys a performance advantage over rivals General Electric and Rolls Royce that will likely make it the dominant global provider of jet engines through mid-century.The basic idea behind the GTF design is to introduce 3:1 reduction gears on the shaft between the fan at the front of the engine and rotating elements (compressors and turbines) in the rear so that each component turns at optimum speed.
