For one, the magazine grew with more pages than this edition has seen in years. You can read about exciting companies, new to the publication, that you can contact to explore as potential new suppliers. Secondly, you will read so many articles about companies/industry associations that are doing more than their fare share to help our next generation of skilled employees entering manufacturing. And third, there are so many trends/ growth areas in manufacturing that you so often read about that are actually being implemented in the Rocky Mountain region. I am proud to be a part of this industry! There is no question that drones represent a new industry that will impact many shops that are today building precision manufacturing parts. In this issue, we share an article about the FAA (Federal Aviation Administration), who is issuing permits for the commercial use of drones at a rate of about 250 a month as it tries to meet the growing demand for unmanned aircraft. Couple this with the announcement made by the Air Force, where they will offer bonuses to lure drone pilots, and the monies are significant, at the tune of $15,000 per year per pilot. A key takeaway from this for our small manufacturers is to explore the possiblity of adding this new industry to your portfolio of customers! You can’t read news about manufacturing anywhere without seeing articles on 3D printing. 3D metal printing is even more astonishing to imagine, and you will read an article on a small manufacturing company in the suburbs of Denver, Colorado, that has taken the bold, yet calculated step to purchase their own 3D metal printer! Last year’s TIME magazine ‘annual round-up of the best inventions that make the world better’ included ‘3D Printing’, which they voted #5 of the best 25 inventions for the year. Just a few years ago, a small number of machine shop owners started up the Northern Utah Tooling and Machining Association (NUTMA), the local entity of the National Tooling and Machining Association (NTMA). Just this issue, they announced that they had secured a grant of $150,000 to help train our next generation machinists. Congrats to the NUTMA! RAM Company and Faustson, both feature articles in this edition, make supporting manufacturing in their communities and through the local colleges a key initiative that their management team members support.These are small businesses – there often isn’t a dedicated Marketing or Community Outreach department – and this means that on top of running the day to day business that supports the well being of their employees and their customers – these people are making a commitment to ensuring our industry thrives through the next decades. Successful small businesses like Faustson, RAM Company, and RP Machining all have one thing in common – they take risks.The company often begins with a bold owner mortgaging their house to build their dream. And when you ask these small business owners when did they stop losing sleep about their next business purchase, the answer is almost invariably, “Never, I still lose sleep.” Whether you are a small business owner or an engineer, or a manager, I encourage you to participate in the training of our next generation. ing machine tools in the Mountain States for several years and has excellent knowledge with turning, milling and EDM technologies. He says he is “passionate about manufacturing”. Many of you know David, but here’s some information about his experience, why he wanted to work for Smith Machinery and what his interests are. David, was born in Sunnyvale California, but he grew up in Utah after his family moved to the city of Layton. After school, David served his church with a 2-year mission to Manchester, England. Upon his return, David had the opportunity to work in the manufacturing industry as a machine tool sales engineer. “Eventually, after having competed directly with Smith Machinery over the years, on many occasions,” David recalls, “and having always received good feedback from customers about Smith Machinery, I connected with Clark Smith to advance my career in the machine tool industry. One of the things I love about working in machine tools is the relationships I get to build and helping customers find the right machine to assist with the growth in their business. It is very satisfying to me, especially when I look back and see the difference it made.” David has an Associates Degree from LDS Business College and has been working on his BS degree in Mfg. Eng. at Weber State University in Ogden, UT. When not selling machine tools David generally spends his time working on projects at home, helping a friend or family member, going to watch the rocket cars at Rocky Mountain SpeedWay, mountain biking, snowboarding, rock climbing or cliff jumping. “I’m certain that I will be successful because of the company I’m working with

Arvada, Colorado’s Weiser Engineering Expands Metal Fabrication Capabilities To Meet Increasing Customer Demand In an effort to meet the ever-increasing demand for quality metal fabrication and quick-turn prototypes, Weiser Engineering, a full-service metal fabrication shop with machining, sheet metal and welding capabilities, has recently added another HAAS VM-3 Mill which will be used to increase capacity and focus on fast turnaround of prototypes. The recertification comes on the heels of Mazak adopting what it refers to as the iSMART Factory concept, an all-encompassing manufacturing vision set to further improve the production efficiency of its Kentucky-based North American Manufacturing Plant. A Comprehensive Look At Lockheed Martin’s Hybrid Airships One of the bigger announcements that came out of the Paris Air Show was the launch of Lockheed Martin’s hybrid airship LMH-1.The LMH-1 has created significant buzz about potentially revolutionizing the way the heavy-haulage industry operates. It will help transport heavy cargo at a fraction of the cost of doing the same using helicopters. It will also facilitate deliveries to remote areas that are not easily accessible by land. However, there are some notable limitations and concerns that emerge when its application in the real world is considered. These include the rising price of Helium, a key component of the hybrid airship, along with issues related to storing the airship that could be as large as the size of a football field. The success of this program will help Lockheed diversify its portfolio and help the company create a new niche for itself. It will also change the way the industry processes heavy goods and cargo transportation by facilitating point-to-point delivery at the fraction of the cost of helicopters used for the same purpose. In the future, it could eliminate the requirement of the combination of ships, trucks and ports to facilitate such deliveries otherwise. . The LMH-1 has evolved out of Lockheed Martin’s advanced secret development programs Skunk Works. The airships are considered “hybrid” in nature because they apply both aerostatic (i.e., buoyant) and aerodynamic technologies to achieve lift, thereby exceeding dirigibles in speed and planes in economy. Lockheed’s Hybrid Airships as they exist today are a build up of the P-791 prototype developed by Skunk Works that witnessed first flight in 2006. P-791 was developed primarily for a military transport program, Project “Walrus”, that demanded a giant airship that could transport a battalion of over 500 troops along with their vehicles and heavy weapons in a single lift. However, the military soon contended that at an altitude of 10,000 feet, which was what the project was specced for in terms of technological feasibility, the airship would become an easy target even for shoulder-launched missiles. The military consequently cancelled the project and Lockheed Martin rebranded the P-791 as SkyTug for
civil cargo hauling and sold it to Canadian oil companies. Lockheed Martin, who is the biggest supplier to the Pentagon, is using the LMH-1 to venture out into the commercial sector. The aerial vehicles don’t require runways to take off. To take off the LMH-1 will require 2,400 feet of clear space, which is a fifth of the length of a runway at Heathrow airport. The clear space does not need to be paved either and just needs to be clear obstacles that could hamper the airship’s process of taking off. The airship is also equipped such that when not fully-loaded it can takeoff vertically. Since the LMH-1, like other hybrid airships, is heavier than air it does not require being tied-down and secured to the ground during the loading and unloading processes. Instead, it relies on suction to better secure it during loading and unloading. The airship is also equipped with the Air Cushion Landing System that allows it to maneuver on the ground. Navy Hopes To Develop 3D Printing For Shipboard Use The U.S. Navy will be calling on industry in September to advance 3D-printing technology with the goal of creating shipboard printers to produce spare parts only as needed. “We’re developing quality [additive manufacturing] metal processes for naval applications with titanium, aluminum and stainless-steel alloys,” said program manager Billy Short. Orbital ATK Begins Production Of Next Generation 120mm Tank Ammunition Orbital ATK, Inc., a global leader in aerospace and defense technologies, announced that the M829E4 Advanced Kinetic Energy 120mm tactical tank cartridge has passed First Article Acceptance Testing and is entering into production. A full material release decision is expected prior to government fiscal year 2016. Orbital ATK’s current M829E4 production contract includes this first year’s production and exercisable options for two follow-on production years with a total value of $80 million. An additional five-year, production contract is expected to fulfill Army inventory requirements. Ammunition contracts are awarded through the U.S. Army Maneuver Ammunition Systems through its role as the Single Manager for Conventional Ammunition, the organization responsible for the procurement of ammunition for all U.S. Armed Services. “During our more than 30 years of large caliber ammunition program experience with the Army, we have now partnered with the U.S. Army to type classify 11 of the 13, 120mm tactical and training rounds for the Abrams tank,” said Dan Olson, vice president and general manager for Orbital ATK’s Armament Systems division of the Defense Systems Group. The M829E4 Armor Piercing Fin Stabilized, Discarding Sabot with Tracer Cartridge is the Army’s fifth generation, 120mm kinetic energy cartridge that features a penetrator capable of defeating all current, modern armor protection suites as well as future armor protection concepts.

More than 3 years ago, Alicia and Heidi began evaluating the metal additive manufacturers in the market. said Heidi. “The part required 80 hours of 5-axis machining plus the time required for welding. It was originally spec’d for 303SS and the customer agreed to us utilizing CL92PH from Concept Laser which is the industry equivalent of 17-4 Stainless Steel.” Faustson accepted the challenge to 3D print the part. The part took approximately 10 hours to ‘3D print’ on the M2 cusing and while it still required 5-axis machining it no longer required welding. Faustson reduced the time required to machine the part from 80 hours to 10 hours.

In the end, the decision was made to purchase the LaserCUSING® technology from Concept Laser, specifically the M2 cusing machine.
“Off the M2 cusing we achieved surface finish of RA165, approximately,” continued Heidi. “From this, we did minor secondary processing and produced a part surface finish of RA100, approximately. This emphasizes the importance of combining secondary operations with metal additive manufacturing to enhance parts to specification. With the LaserCUSING technology, we were able to 3D print metal parts with an overall total cost savings per part of $2000.00 while reducing production lead-times. The customer received the parts within days, rather than months.” Since their first successful 3D printed metal parts for the bio-medical customer, Faustson has produced 3D printed metal parts for some of their existing customers, including Ball Aerospace,Woodward, and even for a customer in the ammunition industry.

Concept Laser Describes The Process The LaserCUSING process is used to create mechanically and thermally stable metallic components with high precision. Depending on the application, it can be used with stainless and tool steels, aluminum and titanium alloys, nickel-based super alloys, cobalt-chromium alloys or precious metals such as gold or silver alloys. With LaserCUSING, finely pulverized metal is fused using a high-energy fiber laser. After cooling, the material solidifies. Component contour is achieved by directing the laser beam with a mirror deflection unit (scanner). Construction takes place layer by layer (with each layer measuring 15-100 microns) by lowering the bottom surface of the construction space, then applying and fusing more powder. The process offers the following advantages:
Freedom of geometry – complex component geometries or component geometries that cannot be produced by conventional means can be produced without using any tools with the laser melting process.There are no limits on the fabrication of components with hollow or grid structures on the inside with this technology.
Near net shape – The production of components with a near net shape or ready-to-install geometry shortens the fabrication time and saves costs.
Lighter parts - Innovative 3D-printing technology used by Airbus is beginning
to shape the future of aircraft component manufacture for its jetliners. Parts produced with this method are beginning to appear on a range of the company’s aircraft – from the next-generation A350 XWB to in-service jetliners form the cornerstone A300/ A310 Family. Airbus is now producing aircraft parts that weigh 30 to 55 % less than they weighed when they were machined.
Reduced raw material -The LaserCUSING process is a production process
which produces almost no waste. Metal powder that has not been melted can be fully reused without any material being lost for further processes. Airbus estimates that its 3D printed parts are resulting in up to 90% reduction in raw material usage.
Green technology - The laser process is almost emission-free.Thanks to the
high level of efficiency of the laser systems that are used at Concept Laser, the energy that is introduced is efficiently converted into working capacity. Airbus estimates that it is decreasing total energy used in production by up to 90% compared to traditional methods.

BE-4 Engine Remains Front Runner For ULA’s Next Rocket Blue Origin continues to have the upper hand in a competition with Aerojet Rocketdyne to build a new engine for United Launch Alliance’s next-generation rocket, ULA chief executive Tory Bruno said June 27. Testifying before the U.S. House Armed Services committee strategic forces subcommittee, Bruno said Blue Origin’s BE-4 engine development program is 16 months ahead of Aerojet Rocketdyne’s AR1 effort.

ULA announced in September that its first choice for a replacement is the BE-4, a liquid-natural-gas fueled engine that cannot be used on the Atlas 5 as currently designed. Blue Origin of Kent,Washington, the secretive company owned by Amazon.com founder Jeff Bezos, is developing that engine using its own funds. Sacramento, California-based Aerojet Rocketdyne has since stepped up its internal investment in the AR1, components of which have been developed in part with government funding. ULA has a contract with Aerojet to retain the AR1 as a backup in case the BE-4 effort falters. ULA expects to make a final decision on which engine to pursue in late 2016. Unlike the AR1, which is designed to fit into the Atlas 5, the BE-4 would require ULA to develop a new rocket — essentially an Atlas 5 with a new first stage — called Vulcan. “[The AR1] is at present 16 months behind the [BE-4] engine simply because it started later and it does require significant government funding in order to continue,” Bruno told the subcommittee during a hearing. “Both programs are currently on plan. They are meeting their program and technical milestones.” The Air Force has raised doubts that it can meet Congress’ 2019 deadline for fielding a new U.S.-built engine. Aerojet Rocketdyne and Blue Origin executives are more optimistic.

Congress mandated last year that the Defense Department develop a kerosene-fueled main rocket engine to replace the Russian RD-180, which powers the main stage of the ULA’s Atlas 5 rocket, by 2019. The Atlas 5 launches a majority of the Defense Department’s national security satellites.

“Aerojet Rocketdyne is on-track to deliver our AR1 engine in 2019,” Julie Van Kleeck, vice president of advanced space and launch systems, said in a July 1 email to SpaceNews. “We are slated to test our first development engine in 2017, followed by additional testing in 2018 to provide a certified engine in 2019.” Rob Meyerson, president of Blue Origin, noted in written testimony that the BE-4 has been in development for more than three years.
“Most importantly, it is on schedule to be qualified for flight in 2017 and ready to support the first Vulcan flight in 2019, two years ahead of any alternatives,” he said. Congress appropriated $220 million this year for RD-180 replacement work, and the Air Force is planning to start awarding engine technology development contracts this year. Among the companies expected to bid, at least for a piece of the funding, are Aerojet Rocketdyne and Orbital ATK of Dulles,Virginia. SpaceX, the Hawthorne, California, company whose Falcon 9 rocket was certified in June to launch U.S. military payloads, has not indicated whether it will compete for a share of the money. Key members of Congress and the Air Force, meanwhile, differ on the strategy for ending U.S. reliance on Russian engine technology. These lawmakers want the Air Force to proceed immediately on a direct replacement for the RD-180, while the service plans to invest in various rocket and propulsion technologies.

Aerojet Rocketdyne (AJR) is using the technology to speed development of the AR-1 engine it is proposing as a replacement for the Russian RD-180 on the Atlas V. Lockheed Martin has been studying large-scale AM for the F-35 warplane for about a decade, and is moving the technology into spacecraft with a new $6 million AM center near Denver. Of that sum, more than $4 million went to buy a “Direct Manufacturing” system from Sciaky Inc., the Chicago-based aerospace supplier that turned its expertise in electron-beam welding into large-scale AM tools. Using the Sciaky system to build spacecraft-propellant tanks from titanium wire, as well as laser-sintering techniques that turn metal powders into brackets and other parts, Lockheed Martin Space Systems Co. hopes to cut the time to manufacture a satellite from as long as 48 months to 18, according to Dennis Little, vice president for production.

Space-Component Manufacturers Turn To 3-D Printing Peter Beck flew here from New Zealand with a rocket engine in his luggage. The tiny powerplant, dubbed Rutherford, drew a lot of interest at the annual Space Symposium with its battery-powered turbomachinery. More to the point was the low launch cost—less than $5 million to orbit—that Beck’s Rocket Lab company promised for the Electron smallsat launcher it will power with the Rutherford.
One key feature of the tiny engine was almost a throwaway. The regeneratively cooled Rutherford was built using additive manufacturing (AM), essentially 3-D-printed in Inconel and titanium. As the traditional government customers for space vehicles see their budgets flatten or shrink, industry is taking a deep dive into AM to keep its products competitive in an increasingly commercial marketplace. That includes companies that have traditionally counted governments as their only customers as well as more-entrepreneurial startups like Rocket Lab and Space Exploration Technologies (SpaceX). “If you’re going to build a titanium tank for a satellite that we currently build, you have to buy a billet of forged titanium, and the latent time is 14 to 18 months to get it from the supplier, and then you have to machine it down to its final geometry,” Little says. “This machine, the Sciaky, lays it up bead by bead, and then you machine it to the final thickness, and you have two spheres and probably a barrel section for the final tank geometry. So you get a tank for a small satellite, machined in three pieces, and within a week’s time.” Lockheed Martin engineers worked with Sciaky to design the satellite-tank AM tool, which uses an electron beam in vacuum to melt the titanium wire and lay it up onto the spinning article (photo). It already has produced 35-in. tanks, and is moving on to 40-in. and ultimately 48-in. tanks. The hardware will go into the company’s A2100 satellite-bus “technology refresh” already underway, and perhaps the planned
Jupiter space tug in contention for NASA’s next International Space Station cargo resupply service contract. SpaceX uses laser-sintering AM to make impellers and other parts for the Merlin engines that drive its Falcon 9 launch vehicle, which is now in the process of being certificated for human spaceflight under a NASA Commercial Crew Transportation Capability contract. Aerojet Rocketdyne is using the same technique, applying some “engineering rigor” to ensure the resulting engine parts have performance comparable to parts produced with the traditional subtractive machining. “In general, we’re using it across the board on traditional products to bring the cost down for those types of geometries that lend themselves to it, and then we’re also exploring what type of new products you can build, because it is a very different way of building and thinking about things,” says Julie Van Kleeck, the company’s vice president of advanced space and launch systems. Given the high speeds and pressures and low temperatures that rocket engine parts must withstand, materials properties of parts produced with AM are particularly important.An engineer may be able to design a part for additive production that would be impossible to create with traditional machining, but it still must meet fatigue and hydrogen-embrittlement specifications before it can fly.

Colorado’s community colleges put a badge on workforce development Community college students with a “badge” will take coursework specifically related to what the manufacturing industry needs in Colorado. Colorado’s plan to enhance workforce development to meet the demand of growing industries in the state took another step forward with the announcement of a new “badge” system for community college students. Students can earn a “badge” designation during traditional college coursework or on the job that’s designed to meet a specific demand or need in an industry, the Colorado Community College System (CCCS) announced last month. CCCS’s first focus will be in the manufacturing industry, where students with badges will attend school to acquire the specific skill set needed by a potential employer.
SME Education Foundation Continues its Investment to Support Students Pursuing Advanced Manufacturing Degrees The SME Education Foundation recently awarded over $100,000 in scholarships to high school and college-enrolled students pursuing advanced manufacturing degrees. This investment is part of the Foundation’s overall efforts to inspire, prepare and support the next generation of manufacturing engineers and technologists by awarding student scholarships. One of the largest scholarships the SME Education Foundation gives out, the four-year, $70,000 SME Education Family Scholarship, was given to Zachary Bibik, who will be attending Colorado State University in the fall to pursue a degree in mechanical engineering. Bibik’s interest in mechanical engineering began while working in his grandfather’s machine shop. So rather than saying,‘I took an introductory welding course,’ you have these badges that tell the employer exactly what the student can do.” Last month, the Colorado Advanced Manufacturing Alliance (CAMA) and Denver-based Intertech Plastics, undertook a similar task, creating a “digital badge” program for high school students that tells employers exactly what skills they have. CCCS also developed its badge program through CAMA’s grant project, which is funded by the Department of Labor. attained record levels of production. “Changes in productivity, domestic demand and foreign trade all impact manufacturing employment in the U.S.,” Hicks says, “and it’s important to clarify those impacts in order to understand what is happening in the manufacturing/ logistics industries.” The study also found that: • More than 87% of manufacturing job losses are due to productivity gains, including better supply chains, more capital investment, and advanced technology. • Only 4% of manufacturing jobs have been lost to international trade since 2000. • Since the end of the Great Recession in 2009, the economy has added 750,000 manufacturing jobs. • The biggest job losses occurred in low productivity sectors with low transportation costs.

American Manufacturing Is Alive and Well “The Myth and the Reality of Manufacturing in America,” issued in late June by Ball State’s Center for Business and Economic Research (CBER) and Conexus Indiana, the state’s advanced manufacturing and logistics initiative, found that openings for new manufacturing jobs will range from 80,000 to 150,000 a year over the next decade. “There are major misunderstandings among the public and the media about the manufacturing sector,” says Michael Hicks, Director of CBER and the George and Frances Ball Distinguished Professor of Economics at Ball State. “The U.S. manufacturing base is not in decline, and we have recovered from the recession. Nor are jobs being outsourced because American manufacturing can’t compete internationally. Moreover, new jobs in manufacturing pay well above the average wage.” Hicks co-authored the study with Srikant Devaraj, MS, MBA, PMP, Senior Research Associate and Project Manager, Center for Business and Economic Research, Ball State University. The report points out baby boom generation retirees are leaving behind good, well-paying jobs in those sectors, and younger workers are filling those jobs at an unprecedented rate. Recent new hire salaries averaged $20.06 per hour—almost $42,000 a year. As millennials move into the workforce, wage gaps between new and existing jobs are primarily age- and tenure-related. Hicks found that Indiana has been leading the nation in key industrial sectors for the last seven years. He grades all 50 states on these sectors. Hicks says that with the growth of international and domestic trade it will increase demand for packaging of all types. The use of automation and IT will also play a role. The report notes that manufacturing has continued to grow, and it remains a large, important, and
growing sector of the U.S. economy. Employment in manufacturing has stagnated for some time, primarily due to growth in productivity of manufacturing production processes. Three factors have contributed to changes in manufacturing employment in recent years: Productivity, trade, and domestic demand. Overwhelmingly, the largest impact is productivity. Almost 88% of job losses in manufacturing in recent years can be attributable to productivity growth, and the long-term changes to manufacturing employment are mostly linked to the productivity of American factories. Growing demand for manufacturing goods in the U.S. has offset some of those job losses, but the effect is modest, accounting for a 1.2% increase in jobs beyond what we would expect if consumer demand for domestically manufactured goods was flat. Other notes from the report include the following: • Manufacturing production remains robust. Productivity growth is the largest contributor to job displacement over the past several decades. • Sustainable manufacturing employment growth requires high levels of human capital. The nation and individual states should actively support education reforms at the secondary and tertiary level that prepare students for employment opportunities in manufacturing, which will be large due to job turnover among the baby boom share of the manufacturing labor force. Vestas Wind Systems is racking up more orders from customers eager to put the Danish manufacturer’s wind turbines to work across the United States. Recently, Vestas has announced orders for more than 250 of its wind turbines for U.S. wind farms. And Vestas’ factories in Colorado will be building components for those wind farms, according to a company spokesman. Vestas employs nearly 3,000 people in the state and has four factories: a towers factory in Pueblo, a nacelles factory and a blade factory in Brighton and another blade plant in Windsor. The wind industry has been revving lately in the United States, following an extension of the federal wind Production Tax Credit, worth $23 for every megawatt-hour of power produced for 10 years. New wind farms where at least 5 percent of the budget was spent in 2014 will qualify for the credit. Vestas announced it had locked in an order from SunEdison for 83 of its V117-3.3 megawatt wind turbines, capable of delivering 274 megawatts of power. The turbines are destined for a Texas wind farm and expected to be commissioned in the first half of 2016, according to Vestas. Lockheed Martin To Buy Sikorsky Aircraft For $9 Billion Lockheed Martin, the Pentagon’s l ar ge st ar ms su p plier, reported a better-than-expected 4.5 percent rise in quarterly profit and said it could spin off or sell its government IT and technical services businesses. The company also said it would buy Black Hawk helicopter maker Sikorsky Aircraft from United Technologies for $9 billion. The strategic review of its businesses represents about $6 billion in expected 2015 sales and 17,000 employees, Lockheed said. The company, which had 112,000 employees as of Dec. 31, said it ex-
pects to complete the review in 2015. Lockheed, which reported quarterly results a day earlier than scheduled to coincide with the announcement of the Sikorsky acquisition, raised its earnings per share forecast for 2015 to $11.00 to $11.30 from $10.85 to $11.15. U.S. weapons makers have been increasing sales to international markets to offset weak government spending at home. Lockheed said in February foreign sales would account for about 25 percent of overall revenue in the next few years, compared with 20 percent in 2014. The company’s net income rose to $929 million, or $2.94 per share, in the second quarter ended June 28, from $889 million, or $2.76 per share, a year earlier.

It may sound like something from “Star Wars,” but Waltham-based defense contractor Raytheon Co. is developing hologram technology that could change how wars are fought. In a patent application published recently for “digital infrared holograms,” Raytheon said its technology could be used to generate “dynamic scenes for purposes of simulations or tutorials, such as training exercises for military personnel.” But the technology could also be used in other ways, such as creating hologram decoy versions of tanks, for example, which “may cause the enemy to be reluctant to fire-on or attack as a result of a strong showing of force, or if the enemy does attack, may cause the enemy to fire-on the decoy tanks initially, thereby providing military personnel additional time to prepare to engage the enemy.”

Raytheon’s hologram technology involves projecting infrared scenes using a series of “micro-mirrors” — and it doesn’t consume a lot of power. The patent lists the inventor as Rigel Woida-O’Brien, a graduate of the University of Arizona’s College of Optical Sciences and a former engineer for NASA’s Phoenix Mars Mission. Battlefield hologram technology has been a goal for the U.S. military for some time, but the development of such tech has been happening slowly. That’s according to the midyear report released last month from Colorado economist Richard Wobbekind, executive director of the Business Research Division at the University of Colorado Boulder’s Leeds School of Business. “GDP is strong, our personal income is strong, and a lot of the sectors are doing very well,” he said.“Right now we’re very, very close to our forecast released in December,”Wobbekind added. “At this point we’re pretty comfortable, staying at the overall projected job level.” Colorado employment is up by 2.5 percent year-over-year from May 2014 to May 2015. A total gain of 61,300 jobs in Colorado is expected for 2015, reaffirming December estimates. “We are very comfortable saying it will be the same job level as forecasted — a little over 61,000,” he said.

Health care and social assistance, which make up a majority of the education and health services sector, added 14,500 jobs, or grew by 5.6 percent, year-over-year in May, “very strong job growth there, probably relating to Affordable Care Act,” Wobbekind said. The long-term economic impacts of the Affordable Care Act remain to be seen, he said, but the health care exchange and pent-up demand for health care is credited for a 10 percent jump in national health care spending that added $43.3 billion in national consumer spending, according to the midyear report.

The leisure and hospitality sector is showing strong growth with a year-over-year increase in employment of 4.5 percent in May. “There has been good traffic through DIA,” he said. Government employment is trending slightly below December estimates as of May, though increases at the state and local levels ultimately should outweigh losses in jobs at the federal level, according to the midyear report.
And finally, in international trade, Colorado exports increased by 5.6 percent year-over-year in March. The state’s top-five import markets in order are Canada, Mexico, China, Japan and the Netherlands. Colorado’s GDP will come down to 3 to 3.5 percent in the second half of the year.The U.S. number looks like it will hover at 2 percent.

Air Force Will Offer Bonuses To Lure Drone Pilots The Air Force is taking steps to address a chronic shortage of drone pilots, sweetening the allure of flying the unmanned planes as part of a plan to alleviate the strains as it tries to meet demands for drones and the video intelligence they provide. Secretary of the Air Force Deborah Lee James is expected to announce a plan to give Air Force pilots thousands of dollars in bonus pay if they sign up to fly the remotely piloted craft for five years or more. Ms. James also is directing that for the next year, some Air Force pilots graduating from flight school automatically be assigned to drone duty to bolster its ranks. The Air Force plan in addition includes a pledge to spend more than $100 million to buy more equipment to help increase the service’s capacity to use drones to provide video surveillance. A range of world-wide security crises, including Iraq, Syria and Afghanistan, and security situations in places like Yemen, North Korea and China, have resulted in a high demand among military commanders for the kind of intelligence, surveillance and reconnaissance—or ISR—that only drones, some of which have strike capabilities, provide. But the Air Force, which flies Predator, Reaper and Global Hawk drones, has struggled to keep up with that demand largely due to the service’s inability to identify, train and retain enough drone pilots.The service trains about 180 such pilots a year, but loses about 230. As a result, the pilots complain of being overworked and overstressed. On average, drone pilots fly up to 900 hours a year, compared with fighter pilots, who are in the cockpit an average of 250 hours a year, according to Air Force officials. Ms. James will announce a program whereby drone pilots finishing their initial commitments could choose to extend for either five years or nine years. Under both plans, they would receive a retention bonus of $15,000 every year, with the option to receive half the total bonus up front. The service this year also will automatically assign 80 graduates from the Air Force’s flight schools directly into drone duty. Up until now, all pilots finishing training chose among any a number of conventional aircraft, including C-17 cargo planes or F-16 fighters. The service trains about 1,000 active-duty pilots a year, with additional pilots schooled for drone duty. Under the plan, the Air Force expects to train and retain about 300 drone pilots a year and return the drone roster to a more robust state by 2017. Ash Carter directed that the number of daily flights drones fly each year be decreased from 65 a day to 60 by October. Currently, there are about 61 drone flights world-wide each day.That drop has helped the Air Force to “catch its breath” as one defense official said, and focus on preparing the drone force for the future. Despite the struggle to recruit and retain enough drone pilots, the Air Force has been reluctant to make a major change that some believe would help alleviate the stress on the pilot force: opening up the job to enlisted personnel. Now, pilots must be Air Force officers. Expanding the pool would create another career path within the enlisted ranks, some note. But it also could undermine the Air Force’s efforts to change the narrative about drone operators, who can be perceived, even within the Air Force, as doing a lesser job when compared with pilots who fly conventional aircraft.
Boeing Patents An Engine Run By Laser Generated Fusion Explosions Boeing has had a patent approved for an aircraft engine that uses laser generated nuclear fusion as a power source, according to a story in Business Insider. The idea is already generating a great deal of controversy, according to the left leaning website Counter Punch. The patent has generated fears of what might happen if an aircraft containing radioactive material as fuel were to crash, spreading such
fuel across the crash site. The engine works by using laser beams focused on a series of pellets made of deuterium or tritium. The result is a miniature nuclear explosion that sprays hydrogen or helium through a nozzle, thus creating thrust.The explosion also creates neutrons that bombard an inner wall of the combustion chamber coated with Uranium 238, creating heat that is harnessed by coolant on the other side of the inner wall that runs a turbine and a generator that powers the lasers. The bombardment of the Uranium 238 has the unhappy side effect of turning part of it into Plutonium 239, a fissile material. The idea is actually derived from an old idea to create a laser generated fusion rocket to provide quick flights to destinations throughout the solar system and even interstellar voyages. That idea is based on an older concept, called Orion (not to be confused with the NASA spaceship now under development) that would have used the force of nuclear bombs to propel spacecraft. The concept is just in the patent stage and is a long way from even being a design, not to speak of a prototype. Considering the real environmental risks of having an aircraft engine using a fissile material as fuel, it is doubtful that it will ever be used as an aircraft engine. On the other hand, the idea has real possibilities for propelling spacecraft.The possibilities are beguiling, considering the renewed interest in deep space exploration. Wal-Mart’s Self-Interested Shot At Reviving The American Factory Buying more Made-in-the-USA goods helps burnish its image — but domestic manufacturing helps Wal-Mart’s bottom line, too. The group cheer at Wal-Mart’s third annual U.S. manufacturing summit — convened to find more American-made products — was greeted with a voice from another era. “Almost anything can be made by Americans, in this country, and be done efficiently,” said founder Sam Walton, in a grainy black-and-white video clip from the 1980s, explaining Wal-Mart’s new mission to buy more products at home. Ultimately, Walton failed. American factories that might have fueled the effort instead closed. Critics blamed Walmart’s insistence on low costs for driving the U.S. supply chain to China, where cheap labor overwhelmed American rivals, and the nation’s manufacturing base hollowed out. Now, Wal-Mart is trying to revive it. Two years into a ten-year plan to buy $250 billion more in products from U.S. factories, the retailer is heavily hyping its effort, which comes as it struggles with flagging sales and labor strife. Skeptics, citing the company’s history, say it’s just a glitzy PR stunt. This time, though, the retailer might break though where its founder couldn’t. Advances in technology and a rising standard of living (and thus wages) in China help. And just asWal-Mart originally used its gargantuan scale to send supply chains overseas, it can redirect that purchasing power into hauling them back onshore, while sticking to its every-day-low-prices raison d’être. “This is a way for them to save money. This is at the core of Wal-Mart’s mission,” says Darrell Rosen, who heads a Bentonville consultancy for Wal-Mart suppliers. “Sam had the vision long before he had the means or the processes figured out.” Of course, helping America make stuff again is also a way for Walmart to return to the country’s good graces. In that way, it resembles previous efforts to become more energy efficient — might as well use something that helps the bottom line to burnish your credentials as a corporate citizen. while Wal-Mart could be successful in its bid to bring some production home, it’s going to have to buy a whole lot more from the U.S. than it ever did before in order to replace the jobs that have already been lost. After the speeches, Wal-Mart’s Open Call meeting for would-be suppliers began in earnest. At the company’s low-slung “home office,” narrow hallways lined with tiny rooms buzzed with people pitching their wares: Hand lotions, cooking ingredients, a grill extension used to cook pizza, a tee-ball set. In one, a black plastic owl with green-white-painted feathers sat on a table in front of a Wal-Mart buyer. Last year, a lawn and garden company called Dalen had worked with Wal-Mart’s buying team to bring back to the U.S. an owl with a rotating head — the kind used to scare pigeons away — as well as tree stakes it had been producing in China.With a purchase commitment from Walmart, sales and marketing director Nancy Taylor explained, they were able to make them at their factory in Knoxville, Tenn. This time around, she was hoping to get into a different department — holiday decorations — where almost nothing is made in America. The labor-related slowdown at the West Coast ports this past winter, which had delayed product delivery for weeks, strengthens the pitch for time-sensitive products. “I think that’s made some retailers a little more aware that they should have some kind of domestic backup,” Taylor says. Walmart didn’t buy the spooky owl on the spot, but prospects look good. Not every product was something that used to be produced overseas, however, or even something long produced in the U.S. that had just come to Wal-Mart’s attention. Much of it would appear in the grocery aisles, which the U.S. already dominates. In that category, the Open Call served as a vehicle to pressure suppliers for their lowest possible price.

Wal-Mart is still by far the nation’s biggest importer, and a strong proponent of a trade deal with Asia that would allow it to import even more at lower prices.

Smaller, more productive machines are able to churn out inventory closer to the consumer, allowing for faster turnaround times.
“I would feel a lot better about Wal-Mart’s commitment if they would look at the mix” of products, says Scott Paul, director of the Alliance for American Manufacturing. “It’s entirely possible for Walmart to meet its commitment and not increase that percentage.”
Most important for the American worker, though, is the part that has to do with labor costs. Average wages in China — which were 17.5 percent of U.S. wages in 2000 — are now 61 percent of U.S. wages, according to an analysis by the Boston Consulting Group. And above all, cutting-edge manufacturing technology — in which Wal-Mart has directly invested $10 million in grants — are able to cut out much of the labor that made U.S. production more expensive in the first place, closing the last of that gap.
It will be difficult to hold Wal-Mart accountable to its commitment. Right now, Walmart isn’t saying how many companies have “reshored” products, or how much more U.S.-made stuff they’ve bought. (The Reshoring Initiative, an independent non-profit that helps companies help bring production to the U.S., counted 40 reported projects that have yielded 4,748 jobs.) “We’re going great,” says Cindi Marsiglio, Wal-Mart’s vice president of U.S. manufacturing. “We’re on plan.” But even if they don’t have a massive volume of new U.S. sales, they do have plenty of projects that show what’s possible. Like Emilia PC, a cosmetics company that was able to buy a near-death factory in Mississippi and get bank loans to purchase productivity-boosting systems, with the help of a longer-term purchase commitment from Walmart. Or Ferrara, a candy company company that, when asked to produce more of Wal-Mart’s private-label sweets here, transferred some jobs from Mexico to Chicago. In some cases, the “Made in USA” product might cost marginally more than the imported one.Wal-Mart’s own consumer base, which used to skew lower-income, now represents more of an economic cross-section of America — potentially allowing them to offer products that are higher quality and higher cost. But the company has doubled down on its suppliers to cut prices in recent months. But usually, Walmart asks the company to stretch and deliver at the same price domestically what they would by going overseas. “There are skeptics that say, ‘if you make it in the U.S., it’s going to cost more.’ And our customers even say, ‘I’m willing to pay more,’” said Michelle Gloeckler, who is leading Wal-Mart’s U.S. manufacturing initiative, on a stage set with U.S.made goods. “But that’s the thing. We don’t think they should have to pay more.” For some products, with smart management, economic fundamentals now sup-

Big shifts, like investing in machinery and hiring more local workers, are risky and expensive. That’s where a push from Wal-Mart, which sees U.S. manufacturing as being in its long-term interest — and will almost always offer suppliers the biggest potential market — can make the difference. “Say I’m selling widgets, and I’m making them anywhere but the U.S., and Wal-Mart says ‘we’d really like you to bring this product back,’” says Harry Moser, who runs the Reshoring Initiative. “And I say, ‘I can’t at the price you’re offering.’ Walmart’s going to say ‘well, we’re looking for somebody that can.’ And until they find someone that can, I’m probably okay. A business aircraft forecast released today by analyst Frost & Sullivan predicts the market will be a $27.94 billion business in 2020, a 13.8-percent increase over the $24.55 billion in billings reported last year. “Charter, lease and fractional business models will be affected as companies look to reduce costs,” said Frost & Sullivan aerospace and defense director Wayne Plucker. “As the economy stabilizes, the operating efficiency of innovative designs will push sales and pilot the global business aircraft market to new heights.” While the global business aircraft market fell after the economic downturn in 2008 and was largley sustained by large-cabin jet sales, Plucker said the market is now showing “substantial signs of recovery” thanks to the midsize jet segment. According to the forecast, North America and Europe will remain the largest markets, even as Asia-Pacific, China, India and the Middle East become “significant” growth centers. Pentagon Eyes Airborne Lasers for Missile Defense

The U.S. Defense Department recently began testing a laser that might someday be affixed to drones to knock incoming missiles out of the sky. Marine Corps Gen. Joseph Dunford, nominated by the Obama administration to replace Army Gen. Martin Dempsey as chairman of the Joint Chiefs of Staff, said he agrees 2:51 PM with Navy Adm. William Gortney, head of U.S. Northern Command, on the need for the military to develop ways to thwart ballistic missiles earlier in flight, possibly with lasers. “Current capabilities are limited to denial in the mid-course and beyond phases; we need to look for solutions across the entire ballistic missile kill chain,” Dunford said in written remarks submitted as part of his confirmation hearing last week before the Senate Armed Services Committee. “The science shows a ballistic missile is comparatively easy to detect and track while boosting.” He added, “Further, countermeasures on a missile, such as decoys designed to distract defensive systems, are not typically deployed until after the booster burns out. As such, boost-phase intercept is an attractive missile defense alternative.” Dunford said he would support more funding to develop a boost-phase airborne laser weapon system for missile defense in the next decade, “but only if operationally, technically and economically practical.The current budget supports pursuit of a laser demonstrator.A laser potentially would be capable of acquiring, tracking, and eventually destroying an enemy missile at a much lower cost than existing systems.” Indeed, the Air Force and the Defense Advanced Research Projects Agency have already begun testing a version of the technology for eventual deployment on airborne platforms.

The service and the Pentagon’s research arm this summer began ground testing a 150-kilowatt-class electric laser built by General Atomics against rockets, mortars, vehicles and surrogate surface-to-air missiles at White Sands Missile Range in New Mexico. The project, known as the Demonstrator LaserWeapon System, or DLWS, is based on Darpa’s High Energy Liquid Laser Area Defense System, or Hellads.

The point of the work over the next decade is to show the laser can be integrated as a weapon system on aircraft in the fleet, from drones such as the MQ-9 Reaper to bombers such as the B-1B Lancer. Indeed, by 2021, the service expects to fire laser weapons from larger platforms such as C-17 cargo planes — until miniaturization efforts can configure the weapon to fire from smaller aircraft such as F-15, F-16 or F-35 fighter jets, Mica Endsley, the Air Force’s former top scientist, has said. “A laser is basically a thermal weapon,” Hardy said. “Its great advantage is all the power gets applied to a very small spot. You basically drill holes through material … If I want to defeat a missile, if I drill a hole through the side of it, get to its electronics, the missile is defeated. But there are lots of targets for which we want to be able to do that.” The technology is attractive from a military standpoint because it has the potential for virtually unlimited magazines, he said. “You’re converting jet fuel into electricity, electricity into laser power, laser power into defeating the target,” Hardy said. “So as long as I have fuel, I can keep firing the laser. So its magazine is as deep as I have fuel to keep running it and when I’m done, I can go put more fuel on it and the same laser weapon is there and I can use it again.” The Air Force is taking a different approach with DLWS than it did with a previous acquisition program called the Airborne Laser. The megawatt-class chemical oxygen iodine laser was installed and successfully tested in a Boeing 747–400 Freighter, but the system took up the entire aircraft and the acquisition effort was canceled in 2009 amid questions about its cost and feasibility.

This is just what happened shortly after Roger and Kimala Powers launched their new business, called RP Machining, Inc. Roger was having a quick bite to eat at a local sandwich shop and he ran into a guy that he had worked with years ago. Of course, Roger mentioned that he had just launched his new machining business. This gentleman was in charge of new development at his company and his company was always trying to develop new and improved airplane seats. From that fateful lunch, Roger was given some prototype work to run and performed the task quickly and successfully to the engineer’s satisfaction, so he continued to get more and more work. Literally, RP Machining’s first customer was a Tier 1 OEM in aerospace! Roger says, “We do a lot of hard prototype work, it’s what we really excel at, because really no one wants to do it, and this helps us win production work. Prototype work is time consuming, and changes in a heartbeat so you really need to tool up for it with fixturing that can be modified in a moments notice. My team and I have been lucky enough to have made many prototypes with the companies we have worked for in the past and we
have made tooling that is really versatile and multifaceted so it works well in a changing environment.” The proto work that RP Machining did was so good that the Purchasing Manager Roger had worked with at a different company caught wind of the fact that Roger had started up his own company, and he literally showed up at RP Machining’s door step with a ‘big ugly part’. Roger says, “Here is what he told me — I need your help, our machines are down and I need some of these in 4 days, can you help me?” Roger continued, “Well, I almost never say no and I took the part and drawings home and programed them into the wee hours of the night. Then, my team and I set the Doosan machine tools up with material and we made those parts perfectly, and to the company’s satisfaction, and of course, on time. We have been making parts ever since, on time with very high quality. If you do quality work and you deliver it when you say you’re going to deliver it, they will give you more.” How It All Began
Roger and Kimala started the RP Machining, Inc. in their garage just about a decade ago, in 2005. And, like many success stories, there were many long days with Kimala working her regular full time job to start and coming back A2Z Manufacturing Rocky Mountain

after work to do the books and take care of her household as well. The Powers team mortgaged their house, bought some precision machine tools and worked like there was no tomorrow. The first machine tool the Powers team bought was a Doosan DMV 4020 vertical machining center. Roger said, “When I worked at Aero Tech Industries as a foreman for the machine shop the owner Phred would ask me to go over to Foothills Machinery Sales to pick out the best machine for our business. As time went on Phred liked the way I ran the shop and programed all the parts so he basically let me run the place and I really enjoyed running his business.” Roger continued, “After he sold the business and retired the new owner made a lot of personnel changes and basically I didn’t feel I was running things any longer so I talked it over with my wife and we decided to start our own business.” Kimala was responsible for all of the office and accounting, HR, and quality aspects of the business and Roger ran the shop. She worked a job during the day as it had the health benefits she was looking for but after two years of coming home to more work for the RP business she decided to come into the business full time. The company is a Woman-Owned business and Kimala is very active in the day-to-day operations of the organization. ISO certification is one of the
many things Kimala keeps running through the organization and while interviewing them for this story, Kimala was in with ISO auditors going through a re-certification for maintaining their ISO status. The company first certified to the rigorous ISO standard in 2007. The first facility RP Machine moved into was a 2,000 sq. ft. industrial building, but Roger said it didn’t take very long to fill that location up so they moved again after a year or so to a 5,000 sq. ft. building. “We didn’t like paying rent and it didn’t make sense to us to pay someone else’s mortgage so we started looking real hard for a building we could buy of our own. We found this current location and made the bank an offer and they took it. It proved to be the best thing we have done because it helps keep our overhead stable and we are paying ourselves instead of someone else.” About The Best Team Members
Roger has been in the industry for a number of years now, and so he knew the caliber of the machinists who came to him looking for a job. In fact, Roger was the boss to every one of his current employees, back before he began running his wife’s business. The team today on average has more than 20 years of experience in the machining industry. Roger said, “I already knew how well each of my employees worked when they came to me for a job so it was real easy. I hired them, and most of them are still here putting in 50 hours a week — they love working here, and we value their contributions.” He continued, “Kimala and I pay our people well and we treat them all like family. I trust these people to do what they do best, so I really don’t have to be the boss, I can just guide them when they ask me for direction. They are all great machinists, so I just count on them to do the right thing because they always have.” While all employees are treated like family, the Powers do have an actual family member in the business now, with son Dustyn running the shipping/receiving and debur departments. That represents a more than 70 percent increase over today’s $5.7 billion market. Boeing Jet Deliver ies Up From A Year Ago Boeing said last month that its second quarter 2015 commercial airplane deliveries were up from a year ago. The Chicago-based company said it delivered 197 commercial airliners in the second quarter of 2015, and 381 jets in the first half of the year. That compares with 181 jet deliveries in the second quarter of 2014 and 342 in the first six months of 2014. Delivieries were led by the single-aisle 737 — the fuselage of which is made by Spirit AeroSystems in Wichita — with 128 of the airplanes delivered in the second quarter of 2015 and 249 in the first half.

Lockheed Martin Space Creates Satellite R&D Lab, Bringing New Jobs To Colorado Lockheed Martin Space Systems Co. has opened a national radio frequency communications research and development lab focused on satellites, bringing dozens of experts in the field to its Jefferson County headquarters.
LMSS’ RF Payload Center of Excellence opened in May but is still expanding. The idea is to concentrate in one place the expertise and new equipment used in creating and testing communications technologies for satellites and satellite components, speeding up production and innovation. “Our new facility and network of experts position us to support these missions at high rates of production,” said Rick Ambrose, LMSS’ executive vice president. “We will also be applying new technology to develop reconfigurable payloads in orbit, creating more capable and affordable RF systems than ever before.” LMSS, based at Waterton Canyon, is a division of aerospace and defense contractor Lockheed Martin, based in Bethesda, Maryland. So far, 142 engineers and technicians transferred to the RF Payload Center of Excellence from Newtown, Pennsylvania, where LMSS is closing a campus. The formerly Newtown-based commercial satellite division of LMSS moved to Jefferson County last year. The RF lab, when completed, will use feature 3-D printing as part of a streamline manufacturing process, digital design technologies and automated assembly and testing capabilities. LMSS predicts it will reduce the expense and logistical difficulties of moving satellites between campuses in metro Denver; Sunnyvale, California; and elsewhere as satellites are being built. Drone Permits Soar Even as FAA Develops Rules for Their Use The Federal Aviation Administration is issuing permits for the commercial use of drones at a rate of about 250 a month as it tries to meet the growing demand for unmanned aircraft while it develops rules for their use. Through the end of June, the agency had approved 714 permits, a 14-fold increase from 51 at the end of March, according to a database compiled by Bloomberg News using federal data. The FAA says it won’t have permanent rules in place until next year but in April instituted an expedited approval process using temporary standards. “We’ve got more people flying, which is great,” said Brian Wynne, president and chief executive officer of the Association for Unmanned A2Z Manufacturing Rocky Mountain

Vehicle Systems International. “The FAA’s streamlined exemption process is certainly welcomed, but regulating on a case-by-case basis is not a long-term solution.” Most exemptions grant permission to capture aerial images, either by still or video camera or by using more advanced equipment such as infrared sensors and scanners. Photography and videography was listed on 50 percent of requests, followed by 27 percent for inspections and 24 percent for mapping and surveying. Most applicants listed multiple potential uses. The FAA in February proposed rules that would permit commercial flights by drones weighing 55 pounds or less. The operator must agree to keep them in sight, below 400 feet and away from airports and aircraft flight paths. The proposal bars flights to deliver goods to homes as envisioned by Amazon.com Inc., although the FAA is working with the online company and others to develop technology necessary to permit deliveries. In the meantime, the FAA said it’s been able to speed issuing exemptions because in April it began granting near-automatic approval when a request is for a use that was previously authorized. Congress in 2012 ordered the FAA to set up a waiver program for safe drone use while permanent rules were being drafted. The first waivers were granted in September to six film-making companies. Waivers for commercial use generally follow the proposed regulations, though go further and require the operator to have a pilot license. Transportation Secretary Anthony Foxx said the agency is learning how to integrate drones into the national airspace from the waivers it is issuing. “While our proposed rule for small unmanned aircraft goes through analysis and approval, we’ve created a way for hundreds of these unmanned aircraft operations to occur under controlled conditions,” Foxx said. Liberty Mutual Insurance Co. won a swift FAA exemption in June, and plans to start flying drones to survey roof damage after disasters, said Glenn Greenberg, a spokesman for the Boston-based company.“Right now we send inspectors, and when it’s safe to do so they get up on the roof themselves,” Greenberg said. “The ability to keep our inspectors off ladders, off roofs is paramount.” Several other insurers, including State Farm Mutual Automobile Insurance Co. and Travelers Companies Inc., have won exemptions to use drones for property inspections.
