West Midlands Police: Leading the Way in Emergency Drone Services
Uncover the story of the West Midlands Police Drone Team, setting new standards in public safety and leaving a lasting impact on modern policing and aviation.
Keith is an experienced UAV pilot (GVC) and has operated in some of the most challenging environments. As a nationally accredited Counter UAS/Drone operator, trainer and tactical advisor. RPAS are revolutionising the battlefield and the British Army is fielding Open and Specified class RPAS at scale and pace. Their operation is increasingly an all-arms sport and the Army is generating an appropriate governance and assurance regime, underpinned by cultural growth, to enable their safe and effective operation.
Craig Palmer has nearly 20 years of RPAS experience with the British Army. He commands the recently created Surveillance Group and is the Aviation Delivery Duty Holder (DDH) for Army Specified Class 2 systems. He previously commanded an RPAS Regiment on operations in Afghanistan and was the first Programme Manager for the WATCHKEEPER system, bringing it in to service and deploying it on operations.

UK UAS Regulations in the Specific category are deliberately broad and allow for wide-ranging applications. When designing an oversight regime, maintaining proportionality while still ensuring that safety objectives are met is the regulator’s primary challenge. How can proportionality be maintained with aircraft from under 250g to over 10 tonnes, and with hundreds of authorisations issued annually?
Mark Wharry has managed RPAS safety and oversight for the UK CAA since 2020, responsible for an expanding Inspectorate who handle all complex RPAS applications and external oversight activities for the UK’s UAS Operators. The Future Flight Challenge proposal forms one of the UK Government’s Challenge programmes executed by UKRI. It involves a £300m programme through to 2023/24 to research, plan and demonstrate new integrated systems of aviation using low-carbon and autonomous technologies. The intent is to create a system-of-systems demonstration covering innovative regulation/airspace management, ground-to-air infrastructure and new service concepts for novel aircraft such as drones and Advanced Air Mobility vehicles. It will create a real-world development environment for the 3rd revolution of aviation.
Gary has 30 years’ experience in the Aviation industry, mainly working on complex engineering systems, but with experience in business development, customer consultancy and services creation. He has held global leadership positions in Rolls-Royce working across the product lifecycle including creating the System Design function and leading the digital transformation of Engineering for the group. He has also been a board member at the Centre for Modelling and Simulation. Gary is now leading the UK government’s £300m Future Flight Challenge programme working across government and industry to create innovative new aviation systems encompassing drones and Advanced Air Mobility vehicles.
