2nd Annual Field of Honor November 10 - 12, 2017

To commemorate Veterans Day this November, the City of Lawndale will host a beautiful Field of Honor® display of United States flags for the South Bay Area. This inspirational posting of the Stars and Stripes will feature more than one hundred flags standing in a solemn formation. Flags may be sponsored for $25, and the sponsors will retain the flags at the close of the event to be displayed in Lawndale and surrounding communities as mementos of this memorable event. To sponsor a flag, please contact the Municipal Services Department at (310) 973-3220 or visit the City website: lawndalecity.org There will be no charge to visit the Lawndale Field of Honor® display, and all are invited to walk with us through the ordered rows of flags. Public Works Department NEWS

COMPLETED Projects

The Public Works Department is located at 4722 Manhattan Beach Boulevard and can be reached by calling (310) 973-3260, Monday through Thursday between the hours of 7:00 a.m. and 6:00 p.m.

City-wide Asphalt Repairs Project: Due to the heavy rainfall this past winter and spring, numerous potholes in city streets and alley-ways were found and patched.

The work completed consisted of asphalt repairs and some concrete repairs at various city streets.

Fall Capital Improvements Program Update The Public Works Department is pleased to provide you with this quarterly update of the City’s Capital Improvement Program (CIP). The program covers: street, concrete, and traffic improvements (including sidewalk, curb and gutter), parks, and city facilities improvements. Projects are currently under construction or are in the planning and design phases.

Current Projects Inglewood Avenue Widening Project: Phase I and II of the project boundary will be from Manhattan Beach Boulevard to the I-405 Freeway northbound on-ramp, as well as the Marine Avenue intersection.

The project will include construction of a right turn pocket, pavement resurfacing, crosswalk and traffic signal replacements, utility relocation, curb, gutter, traffic striping and other roadway modifications that will complete the traffic improvements throughout the project limits.

Phase III of the project will widen Inglewood Avenue to provide a third southbound traffic lane from south of 147th Street to Marine Avenue. The project will also provide a continuous 10 foot wide sidewalk from Lawndale High School to Marine Avenue, a raised landscaped median island, traffic synchronization, street striping, and other roadway modifications that will complete the traffic improvements throughout the project limits.

The project is in the design phase and is anticipated to be completed in 2018. Funding sources include Measure R, Prop C and other federal funds (SAFETEA-LU).

FY 2016-17 Annual Street Improvements Projects: The City’s Capital Improvement Program identified the following streets for improvement during the past fiscal year of 2016-17: W. 162nd Street (Firmona Avenue to Hawthorne Boulevard) W. 164th Street (Inglewood Avenue to Freeman Avenue) W. 168th Street (Inglewood Avenue to Prairie Avenue) W. 170th Street (Inglewood Avenue to Hawthorne Boulevard) Larch Avenue (Marine Avenue to Manhattan Beach Boulevard) Prairie Avenue (Northern City Limit to south of 149th Street) Osage Avenue (Firmona Avenue to 167th Street) Alleyway west of Hawthorne Blvd (166th Street to 167th Street) Alleyway east of Hawthorne Blvd (166th Street to 169th Street) Street Improvements addressed the following: asphalt pavement repairs; restored roadway gutter-drainage flows to eliminate and diminish street and cross-gutter nuisance water; removal of existing slotted cross-gutters; repaired damaged sidewalks, curbs and gutters, cross-gutters, alley gutters, curb return ramps, and driveway approaches; re-established traffic striping, pavement markers, and signage.

The project entered the design phase in January 2017 and is anticipated to be completed in the fall of 2017. Funding sources included Measure R, State Gas Tax Revenues, Prop C, TDA, and STP-L. W. 145th Street Improvements: The project will include street improvements on W. 145th Street from Condon Avenue to Hawthorne Boulevard. Construction is expected to begin in October 2017 with anticipated completion in December 2017. The project will address street infrastructure deficiencies such as: poor pavement conditions; drainage issues resulting from damaged gutters; outdated wheelchair ramps; and damaged driveway approaches and sidewalks. The project is funded by CDBG and Measure R funds.

Repairs were completed during July & August. The project was funded using Fiscal Year 2016-17 Public Works Administrative and Street Maintenance Gas Tax Funds. Please contact the Public Work Department if new potholes are found.

SHARPS Collection Program The City’s waste hauler, Republic Services, is now offering residents of Lawndale, at no additional charge, the collection of used SHARPS. Within one week of request, a pre-paid, postage-paid mail-back container to safely collect used SHARPS and to send them for proper disposal will be delivered to each resident making a request. Each container shall be of adequate volume to accommodate the needs of a diabetic person for a three month period.

Contact Republic Services at (800) 299-4898 to request your SHARPS container, or visit the City’s Public Works Yard Monday through Thursday between the hours of 7:00 a.m. and 5:30 p.m. to get yours, its free! Residents are limited to four containers per year.

Keep Lawndale Clean and Schedule Your Bulky Items Pickup – It’s Free!

Republic Services can help you dispose of your large and bulky items responsibly. Bulky items include refrigerators, sofas, mattresses, computers, toilets and many other items. City of Lawndale single-family residents are offered four “bulky item” pickups each year. Each pickup may include up to four items.

Single family residents that exceed the number of pickups, place more than four items out per pickup, or do not schedule their pickup in advance with Republic Services, will be charged a fee of $22.22 for each additional item collected. Residents living in multi-family complexes may receive one bulky item pickup per year, per unit. Bulky items are limited to items that can be lifted by two men.

Call Republic Services’ customer service at least 24 hours in advance of your regular trash collection day at (800) 299-4898 to schedule your free pickup.

Do You Have a Green Thumb? Lawndale is Calling All Gardeners to McKenzie Garden in 2018!

The Community Services Department is calling all gardeners to McKenzie Garden and will be accepting applications for new and returning gardeners in November.

Dan McKenzie Community Garden is a 44-plot garden located at 4324 W. 160th Street in Lawndale. Each garden plot is approximately four hundred (400) square feet and provides the opportunity for gardeners to grow their own food for personal use and get some exercise while doing so. A garden plot can be leased for a nominal cost for a term of one year beginning on January 1, 2018 and ending on December 31, 2018.

If you have a green thumb and want to become a gardener, or if you are a real gardener, and are interested in applying for a garden plot, the Community Services Department will begin accepting applications on Monday, November 6, 2017, at 7:30 a.m. and continuing through Thursday, December 7, 2017, at 3:30 p.m.

Beginning the week of Monday, December 11, 2017, garden plots will be assigned based on a system of priority until all plots have been assigned. Applications can be obtained by visiting the City’s website at www.lawndalecity.org, City Hall Online, Forms, Community Services. Back to School Safety Checklist: Transportation Safety: Whether your children walk to school, ride their bicycle or take the bus, it is extremely important that they take proper safety precautions.

Below are some tips to make sure your child travels safely to school.

When Walking to School: Review your family’s walking safety rules.

Walk on the sidewalk if one is available. When on a street with no sidewalk, walk facing traffic so you can see the motorists as they travel towards you.

Before you cross the street, stop, look left, right and left again to see if cars are coming.

Never dart out in front of a parked car.

Practice walking to school with your child.

Cross streets at crosswalks and controlled intersections when available.

When Riding a Bicycle to School: Make sure your child always wears his/her helmet when leaving the house.

Make sure the helmet is fitted and secured properly.

Teach your children the rules of the road.

When riding with others, ride on the right side of the road, with traffic, and in a single file.

Come to a complete stop before crossing the street and walk your bike when crossing any street.

When Riding the Bus to School: Go to the bus stop with your child to teach them the proper way to get on and off the bus.

Make sure your children stand six feet away (or 3 giant steps) from the curb.

If your child and you need to cross the street in front of the bus, walk on the side of the road until you are at least 10 feet ahead of the bus. You always should be able to see the bus driver, and the bus driver should always be able to see you.

School Safety: Many school-related injuries are preventable. Follow these steps to ensure your child’s safety at school.

Preventing backpack-related injuries Chose a backpack for your child carefully. It should have ergonomically designed features to enhance safety and comfort.

Don’t overstuff a backpack; it should weigh no more than 10 to 20 percent of your child’s body weight. For example, a child that weighs 60 pounds should carry a backpack no heavier than 12 pounds.

Have your children use both straps when wearing their backpack to evenly distribute the weight on their shoulders.

Preventing playground-related injuries Encourage your child to use playgrounds with a soft surface if available. Be extra careful on playgrounds with concrete surfaces.

Children under the age of four should use climbing equipment with assistance and adult supervision. Watch out for older children when they’re climbing, especially on monkey bars.

COMMUNITY NEWS AND ANNOUNCEMENTS Attention All Lawndale Business Owners As we close in on the end of another year, the City of Lawndale would like to remind all Lawndale business owners that business licenses expire on December 31, 2017. Business license renewal fees are due on or before January 1, 2018. Please be aware beginning February 1, 2018 for each subsequent month in which the license renewal fee is unpaid, an additional penalty of twenty-five percent (25%) of the value of the license, up to ten dollars, or whichever is greater, to a maximum of 200%, shall be added to the balance (LMC 5.07.030).

Renewal statements will be mailed to all Lawndale business owners no later than November 1, 2017; payments can be mailed or hand delivered.

If you choose to mail your payment, simply complete your renewal statement by making any corrections and sign and date the form. Please make personal checks, money orders or cashier’s checks payable to “City of Lawndale” and write the business license account number on the check. Payments can be mailed to City of Lawndale, Attn: Finance Department, 14717 Burin Avenue, Lawndale, CA 90260.

If hand delivering your payment, cash, credit or debit card, personal checks, cashier’s checks and money orders will be accepted. Should you have any questions, please feel free to contact the Finance Department at (310) 973-3246 Monday through Thursday 7:00 a.m. to 5:30 p.m.

USDA Food Distribution Program The City of Lawndale Free Food Program is open to all adults who qualify. The food is provided by the Food Bank of Southern California and the United States Department of Agriculture (USDA). The food bank obtains and distributes donations of nutritious food that the City of Lawndale picks up from the warehouse and packs and distributes weekly. The food received each week varies and oftentimes consists of canned goods and some type of fresh produce.

Food Distribution Information: Food distribution takes place at the Harold E. Hofmann Community Center, located at 14700 Burin Avenue at the third floor Main Event Room. Food is distributed every Wednesday at 10:00 a.m. on a first come, first served basis to those who qualify until all food is gone. Lines to obtain food form early. Those obtaining food must provide signature confirming that Emergency Food Assistance Program (EFAP) guidelines are met. Recent Actions:

CASE NO. 14-11: SPECIAL USE PERMIT, DESIGN REVIEW, VESTING TENTATIVE TRACT MAP NO. 73502, DENSITY BONUS, MITIGATED NEGATIVE DECLARATION AND MITIGATION MONITORING AND REPORTING PROGRAM: The project entails the construction of a mixed-use development consisting of 41 residential condominium units and approximately 2,000 square feet of retail/ commercial space on a combined 1.2-acre site. On June 5th, 2017, the City Council approved the proposed project and denied the appeal.

PLANNING FEES UPDATE: The Community Development Department fees have not been updated since 2006 and are inadequate to cover services rendered by the City. Staff is currently drafting a comprehensive fee study update for review and consideration by City Council in late August or early September 2017.

AN ORDINANCE UPDATING DENSITY BONUS STANDARDS FOR AFFORDABLE RESIDENTIAL UNITS TO REFLECT RECENT CHANGES IN STATE LAW (CITYWIDE): On June 5, 2017, the City Council approved Ordinance No. 1140-17 amending the Lawndale Municipal Code updating density bonus standards for affordable residential units to reflect recent changes in state law.

AN ORDINANCE TO PROHIBIT SHORT TERM RENTALS (LESS THAN 30 DAYS) IN ALL RESIDENTIAL ZONES (CITY-WIDE): On June 5, 2017, the City Council approved Ordinance No. 1139-17 amending the Lawndale Municipal Code to prohibit Short Term rentals (less than 30 days) in all residential zones.

AN ORDINANCE ADOPTING REGULATIONS IN THE HAWTHORNE BOULEVARD SPECIFIC PLAN AND LAWNDALE MUNICIPAL CODE FOR MEDICAL AND DENTAL USES WITHIN THE GENERAL COMMERCIAL AND NEIGHBORHOOD COMMERCIAL ZONES: On May 1, 2017, the City Council approved Ordinance No. 1137-17 amending the Hawthorne Boulevard Specific Plan and Lawndale Municipal Code to limit new medical and dental establishments to second or higher floors in the General Commercial (GC) and Neighborhood Commercial (NC) zones, requiring a Special Use Permit, and changing parking requirements.

AN ORDINANCE FOR CITY MARIJUANA REGULATIONS TO ADDRESS PROPOSITION 64 (ADULT USE OF MARIJUANA ACT): On May 1, 2017, the City Council approved Ordinance No. 1138-17 amending the Lawndale Municipal Code to prohibit: (1) all commercial marijuana uses licensed under the Adult Use of Marijuana Act, (2) the outdoor personal cultivation of marijuana, and (3) the smoking of marijuana in and around public parks and City-owned buildings.

AN ORDINANCE FOR THE REGULATION OF ACCESSORY DWELLING UNITS WITHIN RESIDENTIAL ZONES TO COMPLY WITH NEW STATE LAWS: On February 21, 2017, the City Council approved Ordinance No. 1131-17 to amend the Lawndale Municipal Code to adopt regulations for Accessory Dwelling Units within residential zones to comply with new state laws.

Cell Phone Safety Tips Cellular phones are popular targets for criminals.

When people are walking on a public street talking on their phones, they are often so occupied with their phone call that they are not paying attention to people around them. This can make them an easy target for a criminal. Suspects have been known to take advantage of this inattention and steal the victim’s cell phone before the victim can react. Here are some tips to reduce the chances of being a victim: Conceal your phone. When you are not using your phone, have it in your pocket, or in a phone case.

If you need to make a call while walking on a public street, pay attention to your surroundings. When you have completed your call, put the phone away.

Do not text or carry the phone in your hands for long periods of time. Send your text, then secure your phone out of sight.

These are just a few suggestions intended to lessen the likelihood of you becoming a target of would be criminals and becoming a victim of theft.

A los residentes de una sola familia que excedan la cantidad de recolecciones o que pongan más de 4 artículos para su recolección, o que no pidan la recolección por adelantado con Republic Services, se les cobrará una cuota de $22.22 por cada artículo adicional recolectado. Los residentes viviendo en complejos multi-familiares, pueden recibir una recolección de un artículo voluminoso, por año, por unidad. Los artículos voluminosos están limitados a artículos que puedan levantarse entre dos personas.

El Jardín Comunitario Dan McKenzie es un jardín de 44 parcelas ubicado en el 4324 al oeste de la calle 160 en Lawndale. Cada parcela es de aproximadamente cuatrocientos (400) pies cuadrados y brinda la oportunidad a los jardineros de cosechar sus propios vegetales para uso personal y al mismo tiempo, hacer un poco de ejercicio.

Una parcela se puede rentar por un costo nominal por un año, comenzando el 1o de enero de 2018 y terminando el 31 de diciembre del 2018.

Al ir con otros, deben andar en el lado derecho de la calle, con el tráfico y en una sola fila.

Párese completamente antes de cruzar la calle y camine junto a su bicicleta al cruzar cualquier calle.

Cuando vaya en autobús a la escuela: Vaya a la parada del autobús con su hijo(a) y enséñele la manera apropiada de subirse y bajarse del autobús.

Asegúrese que sus hijos se paren a seis pies (o 3 pasos gigantes) de la orilla de la banqueta.

Si su hijo(a) y usted necesitan cruzar la calle en frente del autobús, camine al lado de la calle hasta que esté por lo menos a 10 pies adelante del autobús. Siempre debe poder ver al chofer del autobús, y el chofer del autobús siempre los debe poder ver a ustedes.

Haga que su hijo se ponga los dos tirantes al cargar su mochila, para distribuir uniformemente el peso en sus hombros.

Prevención de lesiones relacionadas con las áreas de juego Anime a su hijo(a) a que use las áreas de juego con superficies suaves cuando las haya disponibles. Tenga mucho cuidado con las áreas de juegos con superficies de concreto.

Los niños menores de cuatro años, deben subirse a los juegos con la ayuda y supervisión de un adulto. Cuidado con los niños mayores cuando se suban a los juegos especialmente cuando se cuelguen de las barras de mono.

ANUNCIOS Y NOTICIAS DE LA COMUNIDAD Atención todos los propietarios de negocios de Lawndale Conforme cerramos el final de otro año, la Ciudad de Lawndale le recuerda a todos los propietarios de negocios de Lawndale que las licencias de negocios se vencen el 31 de diciembre de 2017. Las cuotas para la renovación de las licencias se deben pagar el 1o de enero de 2018. Le recordamos que comenzando el 1o de febrero de 2018, por cada mes subsecuente que no se pague la renovación de la licencia, hay una sanción adicional del veinticinco por ciento (25%) del valor de la licencia, hasta diez dólares o lo que sea mayor, hasta llegar a un máximo de 200%, que será agregado al saldo (LMC 5.07.030).

Las renovaciones se enviarán por correo a los propietarios de negocios de Lawndale, a más tardar el 1º de noviembre de 2017; los pagos pueden enviarse por correo o pagarse personalmente. El Programa de Distribución de Alimentos USDA El Programa de Alimentos Gratuitos de la Ciudad de Lawndale está abierto al público de todas las edades que califiquen y que se encuentran necesitados de alimentos. Los alimentos son suministrados por el Banco de Alimentos del Sur de California y la Secretaría de Agricultura (USDA, por sus siglas en inglés). El banco de alimentos obtiene y distribuye donaciones de alimentos nutritivos que la Ciudad de Lawndale recoge de bodegas, los empaca y los distribuye semanalmente. Los alimentos recibidos cada semana, varían y frecuentemente consisten en alimentos enlatados y frutas y verduras frescas.

CASO NO. 14-11: PERMISO PARA USOS ESPECIALES, REVISIÓN DE DISEÑO, PLAN PRELIMINAR DE SUBDIVISIÓN DE HABILITACIONES NO. 73502, BONOS DE DENSIDAD, PROGRAMA DE REPORTE Y MITIGACIÓN DE MONITOREO Y VIGILANCIA: El proyecto comprende la construcción de un desarrollo de uso mixto, consistente de 41 unidades de condominio residencial y aproximadamente 2,000 pies cuadrados de espacio comercial en un área combinada de 1.2 acres. El 5 de junio de 2017, el Consejo de la Ciudad aprobó el proyecto propuesto y negó la apelación.

ACTUALIZACIÓN DE LAS CUOTAS DE PLANEACIÓN: Las cuotas del Departamento de Desarrollo Comunitario no han sido actualizadas desde el 2006 y no son adecuadas para cubrir los servicios brindados por la ciudad. ORDENANZA ACTUALIZANDO LAS NORMAS DE DENSIDAD DE BONOS PARA UNIDADES RESIDENCIALES ASEQUIBLES PARA REFLEJAR LOS CAMBIOS RECIENTES A LA LEY ESTATAL (POR TODA LA CIUDAD): El 5 de junio del 2017, el Consejo de la Ciudad aprobó la ordenanza No. 1140-17 modificando la actualización de normas municipales de Lawndale, de bonos de densidad para las unidades residenciales asequibles reflejan los cambios recientes a la ley estatal.

ORDENANZA PARA PROHIBIR ALQUILIERES A CORTO PLAZO, (MENOS DE TREINTA DÍAS) EN TODAS LAS ZONAS RESIDENCIALES (POR TODA LA CIUDAD): El 5 de junio de 2017, el consejo de la ciudad aprobó la Ordenanza No. 1139-17 modificó el Código Municipal de Lawndale Municipal para prohibir los alquileres a corto plazo (menos de 30 días) en todas las zonas residenciales.

ORDENANZA QUE ADOPTA REGLAMENTOS AL PLAN ESPECÍFICO DEL BOULEVARD HAWTHORNE Y AL CÓDIGO MUNICIPAL DE LAWNDALE PARA USO MÉDICO Y DENTAL, QUE SE UTILIZA DENTRO DE LAS ZONAS COMERCIALES GENERALES: El 1o de mayo, el consejo de la ciudad aprobó la Ordenanza No. 1137-17 modificando el plan específico del Boulevard Hawthorne y del Código Municipal de Lawndale para limitar los nuevos establecimientos médicos y dentales, a un segundo piso o más alto en las zonas Comerciales generales (NC), requiriendo un permiso especial para su uso, y requisitos de cambio de estacionamientos.

ORDENANZA POR LOS REGLAMENTOS SOBRE MARIJUANA EN LA CIUDAD PARA ADOPTAR LA PROPUESTA 64 (LEY DE MARIJUANA PARA USO DE ADULTOS): El 1o de mayo de 2017, el Consejo de la Ciudad aprobó la Ordenanza No. 1138-17 que modifica el Código Municipal de Lawndale prohibiendo: (1) todos los usos comerciales de marijuana con licencia bajo la ley de marijuana para uso de adultos, (2) el cultivo personal al exterior de marijuana, y (3) fumar marijuana en, y alrededor de parques públicos y edificios propiedad de la ciudad.

ORDENANZA PARA LA REGULACIÓN DE LAS UNIDADES DE VIVIENDA DE ACCESORIOS DENTRO DE LAS ZONAS RESIDENCIALES PARA CUMPLIR CON LA NUEVAS LEYES ESTATALES: El 21 de febrero de 2017, el Consejo de la Ciudad aprobó la Ordenanza No. 1131-17 para modificar el Código Municipal de Lawndale para adoptar los reglamentos de las viviendas de accesorios dentro de las zonas residenciales, para cumplir con las nuevas leyes estatales.
