Registrations for the following classes and programs begin Monday, March 4, 2019, and will be accepted exclusively at the Harold E. Hofmann Community Center, second floor reception office. Walk-in program registration hours and acceptable forms of payment are as follows: Monday – Thursday, 7:30 a.m. to 5:30 p.m. Cash, personal checks, money orders, cashier’s checks, credit and debit cards. Visa, MasterCard, Discover and American Express accepted. Monday – Thursday, 5:30 p.m. to 7:30 p.m. Credit and debit cards only. Visa, MasterCard, Discover and American Express accepted. USDA Free Food Program The City of Lawndale Free Food Program is open to all adults who qualify. The food is provided by the Food Bank of Southern California and the United States Department of Agriculture (USDA). The food bank obtains and distributes donations of nutritious food that the City of Lawndale picks up from the warehouse and packs and distributes weekly. The food received each week varies and oftentimes consists of canned goods and some type of fresh produce. Food Distribution Information: Food distribution takes place at the Harold E. Hofmann Community Center located at 14700 Burin Avenue at the third floor Main Event Room. Food is distributed every Wednesday at 10:00 a.m. on a first come, first served basis to those who qualify until all food is gone. Lines to obtain food form early. Those obtaining food must provide signature confirming that Emergency Food Assistance Program (EFAP) guidelines are met. Planned and organized by Will Rogers Middle School leadership students, the Spring Extravaganza is a free community event that will include face painting, talent shows, musical performances, community resource booths and much more. The City is searching for enthusiastic groups interested in this fun annual event celebrating the youth of Lawndale and the surrounding communities. Come out and join the fun! School bands, youth groups, civic groups, sports teams, church groups, classic cars, local businesses and all others are invited to join us. Registration for the event is easy, and it’s free! However, move fast the registration deadline is Thursday, March 8th at 5:00 p.m. and is fast approaching! 2019 Spring and Summer Capital Improvements Program Update The Public Works Department is pleased to provide you with this quarterly update of the City’s Capital Improvement Program (CIP). The program covers: street, concrete, and traffic improvements (including sidewalk, curb and gutter), parks, and city facilities improvements. Projects are currently under construction or are in the planning and design phases.
Current Projects Traffic Signal Installation Project, Marine and Osage Avenue Intersection: Staff performed a traffic safety study to review vehicle and pedestrian traffic volumes at Marine and Osage avenues. Currently, Marine Avenue has two lanes of travel in each direction and is classified as an eastwest minor arterial roadway. There is a marked yellow crosswalk across Marine Avenue on the westerly side of the intersection, along with advanced Slow School Xing markings, overhead flashing beacons, and pedestrian crossing signage. Hartzog and Crabill, Inc., the City’s traffic engineering consultant, is working with staff to design a fully actuated traffic signal at the intersection of Marine and Osage avenues. The scope of work for design will include utility research and coordination, potholing, survey, traffic signal plans, signing and striping plans, traffic signal timing and construction cost estimates. The construction phase for this project is anticipated to begin in the latter part of Spring. The project is being funded with STP-L funds. Traffic Signal Modification Project, Intersection of Manhattan Beach and Hawthorne Boulevards: The City of Lawndale awarded a contract to Hartzog & Crabill, Inc. for the design modification of the traffic signal at the intersection of Manhattan Beach Boulevard and Hawthorne Boulevard. This project will provide a protected, permissive left-turn signal that will improve the operational effectiveness and safety of the current leftturn configuration on Manhattan Beach Boulevard for both eastbound and westbound directions. The project is funded with Measure R funds. Road Maintenance and Rehabilitation Project, W. 149th, W. 160 th and W. 167th Streets: This project is an investment in our local streets and roads infrastructure with a focus on basic maintenance and safety and includes pavement improvements, street striping, street reconstruction, repairing damaged sidewalk, driveway, curb and gutter. The improvements will be on W. 149th Street from Hawthorne Boulevard to Larch Avenue, W. 160 th Street from Hawthorne Boulevard to Freeman Avenue, and on W. 167th Street from Hawthorne Boulevard to Freeman Avenue. This project is funded with Gas Tax (SB1), TDA and Measure R funds. The project is anticipated to begin in the Spring. Concrete Repair Project: The project includes repairing damaged sidewalks, curbs and gutters, cross gutters, alley gutters, curb return ramps, driveways and alley approaches. The project boundaries are as follows: east of Hawthorne Boulevard, south of W. 166th Street, west of 405 Freeway and north of Redondo Beach Boulevard. The project will be funded using Redevelopment Agency Bond Proceeds. The construction phase is anticipated to begin in February.

Inglewood Avenue Widening Project: Phase I and II of the project is from Manhattan Beach Boulevard north to the I-405 Freeway northbound on-ramp including the Marine Avenue intersection. The project will include construction of a right turn pocket, pavement resurfacing, crosswalk and traffic signal replacements, utility relocation, curb, gutter, traffic striping and other roadway modifications. Phase III of the project will resurface Inglewood Avenue from Rosecrans Avenue south to W. 153rd Street. Inglewood Avenue will be improved using rubberized asphalt and street striping as well as traffic signal modification at the intersection of W. 147th street and Inglewood Avenue. The project will also provide a continuous sidewalk that will be 10 feet in width spanning from Lawndale High School northern limits to Marine Avenue. Also included will be a raised landscaped median island with attractive landscaping and irrigation elements, traffic signal synchronization, street striping, and other roadway modifications. The project is in the final design phase and is expected to be completed this coming February. Staff is in the process of seeking an extension of the funding window for phase III of the project at which time the project timeline will be amended to meet the established project schedule. Phases I and II of this project will be completed using the following grant funds: Los Angeles County Measure R, California State Proposition C and other federal grant funds.
Solid Waste and Recycling Collection Services The city’s solid waste agreement is currently with Republic Services to provide residential, commercial and industrial solid waste and recycling services throughout the city. The current agreement expires on December 31, 2019. The City is in the process of preparing a Request for Proposal (RFP) and subsequent new contract services agreement for a term beginning January 1, 2020, in preparation for a new solid waste and recycling services agreement with a vendor that will give residents quality service at the lowest possible rates.

Organics/Food Waste Recycling for Lawndale Businesses Assembly Bill 1826 requires certain businesses and multi-family complexes with 5 or more units to recycle their organic waste. Organic waste is defined as food waste, food-soiled paper, landscaping waste, and compostable utensils. Multi-family complexes are not required to recycle food waste, but are required to recycle landscaping waste. Republic Services has an organics recycling program that is available to Lawndale businesses and multi-family complexes at no additional charge. Businesses and multi-family complexes can sign up for landscape and/or organics recycling service by contacting Republic Services at (800) 299-4898.
Do You Have Large, Bulky Items to Get Rid Of? Call Republic Services for Help! Republic Services can help you dispose of your large and bulky items responsibly. These items include refrigerators, sofas, mattresses, tables, televisions, computers, toilets and many other items. Bulky items are limited to items that can be lifted by two people. Lawndale single-family residents are offered four “bulky item” pickups each year. Each pickup can include up to four items. Single family residents that exceed the number of pickups, or place more than 4 items out per pickup, or do not schedule their pickup in advance with Republic Services, will be charged a fee of $23.26 per item. Residents living in multi-family complexes can receive one bulky item pickup per year per unit. Call Republic Services’ customer service at least 24 hours in advance of your regular trash collection day at (800) 299-4898 to schedule your pickup.

Historic Election in Lawndale The November 6, 2018 General Municipal Election was a historic election for the City of Lawndale that saw record numbers in voter turnout. On that day, Lawndale voters selected the following: MAYOR: Robert Pullen-Miles TWO COUNCIL MEMBERS: Pat Kearney and Bernadette Suarez CITY CLERK: Rhonda Hofmann Gorman MEASURE L: Approved Out of 13,957 registered voters in the City of Lawndale, 7,696 ballots were cast translating to a 55% voter turnout. This was the most ballots ever cast in a Lawndale local election and the highest turnout for a non-presidential election going back 10 years. Well done Lawndale voters!

Wall of Distinction Adds Longtime Resident and Volunteer After recently passing away on December 17, 2018, the Lawndale City Council moved to induct longtime resident and volunteer, Charmaine Doty, to the Wall of Distinction. Ms. Doty moved to Lawndale in 1968 and remained in Lawndale for the next 50 years. Outside of being a competitive race car driver in the late 60’s and 70’s, Ms. Doty was a dedicated volunteer for the City of Lawndale for approximately three decades. Her volunteer efforts for the City included planning and organizing Lawndale’s free food distribution program which she took great joy in participating in. As well, Ms. Doty was a longtime member of the City’s Beautification Committee and regularly attended City special event programs representing the committee. Ms. Doty was also a member of the City’s Youth Day Parade Volunteer Committee for 12 years and rarely missed a meeting. In 2001, Ms. Doty was acknowledged for her extensive volunteer efforts and was the 27th recipient of the Los Angeles County Commission on Aging Outstanding Older American Award recognized by the Los Angeles County Board of Supervisor’s second district for her dedication to volunteerism. The Wall of Distinction program posthumously honors individuals who had distinguished themselves in the City of Lawndale by providing exemplary volunteer service to the City.
Wall of Distinction Nominations Taking Place this Spring Beginning on Monday, April 1st , 2019 through Thursday, May 30th, 2019, the City of Lawndale will be accepting applications for the Wall of Distinction. The Wall of Distinction program posthumously honors up to four (4) individuals annually who had distinguished themselves in the city by providing exemplary volunteer service to the City of Lawndale and its residents while a Lawndale resident. As we embark on the Wall of Distinction’s fourth year of existence, the City of Lawndale would like to encourage residents of Lawndale to submit nominations for deserving residents for potential induction in 2019. 2018 Holiday Home Decorating Contest Award Winners The Beautification Committee conducted the 2018 Holiday Home Decorating Contest on Thursday, December 20 th, 2018 to recognize and celebrate our resident’s efforts to make their homes festive for the holiday season. Planned and organized by the City’s Beautification Committee, the contest included approximately 50 entrants. Short-Term Rentals Not Permitted in Lawndale With the ever increasing amount of short-term rental properties becoming more common, local municipalities have been faced with new challenges stemming from the rise of people seeking short-term rentals for extended periods of time. Some common problems associated with short-term rentals may include, reduction of available street parking, decreased usage of hotel and motels, and the removal of permanent housing from long term renters, potentially driving up rental prices on traditional rental units. Additionally, communities which allow short-term rentals often see increased calls for service from residents for complaints stemming from noise, foot traffic and trash. This upswing in nuisance calls further drains public safety resources by taking away Sheriff’s department personnel from more pertinent day to day tasks. In response to these issues, the City of Lawndale passed an ordinance in 2017 prohibiting short-term rentals within the community. Lawndale Municipal Code 17.48.065 prohibits short-term rentals from being made available by property owners in all city residential zones. Code Enforcement Officers who become aware of property owners violating this ordinance will open code enforcement cases and require property owners to demonstrate that properties have not been altered to accommodate short-term housing. Code Enforcement Officers will also confirm that the lease terms of any properties being rented will be for longer than the 30 day minimum terms allowable by this ordinance. Code Officers will also require property owners to obtain a business license from the city to operate their property as a rental. If you suspect any residences or businesses are using their properties as short-term rentals, please contact the Municipal Services Department and report the situation so the code enforcement team can investigate. Ganadores del Premio de Decoración de Hogares de las Fiestas Decembrinas del 2018 El jueves 20 de diciembre del 2018, el Comité de Embellecimiento llevó a cabo su concurso de Decoración de Hogares por las Fiestas Decembrinas del 2018, para reconocer y celebrar los esfuerzos de nuestros residentes de adornar sus hogares durante las festividades. Planeado y organizado por el Comité de Embellecimiento de la Ciudad, el concurso incluyó aproximadamente a 50 participantes. El 20 de diciembre, los miembros del Comité de Embellecimiento visitaron cada uno de los hogares decorados y seleccionaron a algunos de ellos para premios en seis categorías competitivas. ¡Adelante! Las viviendas de renta a corto plazo, no están permitidas en Lawndale Con el continuo incremento de propiedades de alquiler a corto plazo, las municipalidades locales se han enfrentado a nuevos retos los cuales surgen de gente que busca propiedades de alquiler a corto plazo, por largos períodos de tiempo. Algunos problemas comunes asociados con las propiedades de alquiler a corto plazo pueden incluir reducción de estacionamiento disponible en la calle, disminución del uso de hoteles y moteles (por lo tanto, afectando los ingresos fiscales de la ciudad), y la eliminación de propiedades de alquiler a largo plazo, lo que podría incrementar el costo del alquiler en las unidades de alquiler tradicionales. Además, las comunidades que permiten alquileres a corto plazo, frecuentemente ven un aumento en las llamadas de servicio por parte de los residentes, por quejas que surgen por ruido, tráfico peatonal y basura. Este aumento en molestia de llamadas, hace que los recursos de seguridad pública y el personal del departamento del Sheriff, se vean aún más afectados por las tareas diarias más pertinentes. Actualización del Programa de Mejoras Importantes de Primavera y Verano de 2019 El Departamento de Obras Públicas se complace en brindarle a usted este reporte trimestral del Programa de Mejoras Importantes de la Ciudad (CIP). El programa comprende: calles, concreto, mejoras al tráfico (incluyendo banquetas y coladeras), parques y mejoras a los servicios de la ciudad. Los proyectos se encuentran actualmente bajo construcción o están en la etapa de planeación y diseño.
Proyectos Actuales Proyecto de Instalación de Señales de Tránsito, Intersección de las Avenidas Marine y Osage: El personal llevó a cabo un estudio de tráfico seguro para revisar los volúmenes de tráfico vehicular y peatonal en las avenidas Marine y Osage. Actualmente la Avenida Marine cuenta con dos carriles de tránsito en cada dirección y está clasificada como una avenida arterial menor de este a oeste. Tiene crucero peatonal marcado en amarillo para atravesar la Avenida Marine en el lado oeste de la intersección, contando también con marcas de Slow School Xing, y faros intermitentes sobre el cruce, y señalamientos para el cruce peatonal. Hartzog y Crabill, Inc., el ingeniero consultor de tráfico de la ciudad, está trabajando con el personal, para diseñar una señal de tránsito completamente accionada, en la intersección de las Avenidas Marine y Osage. El diseño del trabajo comprenderá la búsqueda y coordinación de los servicios públicos, reparación de baches, topografía, planes de señales de tránsito, letreros y las rayas pintadas en el pavimento, ritmo de las señales de tránsito y presupuestos de costo de construcción. La fase de construcción para este proyecto se anticipa que comenzará a finales de la primavera. Este proyecto está siendo financiado por los fondos STP-L. Proyecto de Modificación de Señales de Tránsito, Intersección de los Boulevares Manhattan Beach y Hawthorne: La ciudad de Lawndale le dio el contrato a Hartzog & Crabill, Inc., para la modificación del diseño de la señal de tránsito de la intersección del Bulevar Manhattan Beach y el Bulevar Hawthorne. Las mejoras serán en la calle W. 149, desde el Bulevar Hawthorne, hasta la Avenida Larch. Calle W. 160 desde el Bulevar Hawthorne hasta la Avenida Freeman, y de la Calle 167, desde el Bulevar Hawthorne hasta la Avenida Freeman. Este proyecto es financiado con fondos de los impuestos de gas Gas Tax (SB1), TDA y los fondos de la Medida R. Se planea que el proyecto comenzará en la primavera. Proyecto de Reparación de Concreto: El proyecto incluye reparación de banquetas y coladeras, desagües, accesos viales, acceso a los callejones. El proyecto está limitado de la siguiente manera: al este por el Bulevar Hawthorne, al sur por la Calle W. 166, al oeste por la autopista 405 y al norte por el Bulevar Redondo Beach. El proyecto será financiado usando los Bonos de la Agencia de Redesarrollo. La fase de construcción se planea que comenzará en febrero.

Proyecto de Ensanchamiento de la Avenida Inglewood: La Fase I y II del proyecto, es desde el Bulevar Manhattan Beach al norte de la autopista I-405, al norte de la rampa de acceso, incluyendo la intersección de la Avenida Marine. El proyecto incluirá la construcción de un pequeño carril para dar vuelta a la derecha, rejuvenecimiento del pavimento, cruce peatonal, y reposición de señales de tránsito, reubicación de servicios de la ciudad, banquetas, coladeras, rayas pintadas en el pavimento, y otras modificaciones a las calles. La Fase III del proyecto renovará la Avenida Inglewood, desde la Avenida Rosecrans al sur, hasta la Calle W. 153. Se mejorará la Avenida Inglewood, usando asfalto de goma y rayado de calles, así como modificación de señales de tránsito en la intersección de la Calle W. 147 y la Avenida Inglewood. El proyecto también brindará una banqueta continua de 10 pies de ancho de Lawndale High School hasta llegar al límite al norte de la Avenida Marine. También incluye levantar la isla del camellón con un atractivo jardín y elementos de irrigación, sincronización de señales de tránsito, rayado de calles y otras modificaciones a la calle. Este proyecto se encuentra en la fase final de diseño y se espera que se complete en febrero. El personal está en proceso de buscar una extensión en la ventana de fondos para la fase III del proyecto en cuyo momento el tiempo del proyecto se modificará para cumplir con el tiempo anticipado. Las Fases I y II de este proyecto se completarán financiadas por los siguientes fondos: Medida R del Condado de Los Ángeles, Propuesta C del Estado de California y otros fondos de subvención federal.
Servicios de Recolección y Reciclado de Desechos Sólidos El contrato para el desecho sólido de la ciudad está actualmente con Republic Services, para brindar los servicios residenciales, comerciales e industriales por toda la ciudad. El contrato actual se vence el 31 diciembre de 2019. La Ciudad está en proceso de preparar la Petición para la Propuesta (RFP) y subsecuentemente, nuevo contrato para servicios, para el término que comienza el 1 de enero de 2020, para prepararse para un nuevo contrato para servicios de desecho sólido y servicios de reciclaje con una compañía que dé a los residentes calidad de servicio a las cuotas más bajas posibles.

Reciclaje de desecho de alimentos/ orgánicos de los comercios de Lawndale
El Muro de Distinción Agrega una Residente y Voluntaria a largo plazo
El Proyecto de Ley 1826 requiere que ciertos comercios y complejos multifamiliares con 5 o más unidades, reciclen su desecho orgánico. El desecho orgánico se define como desecho de alimentos, restos de alimentos como papel, desecho de jardín y utensilios de abono. Los complejos multifamiliares no requieren que se recicle el desecho de alimentos, pero sí se requiere que se reciclen los desechos de jardín.
Después de fallecer recientemente el 17 de diciembre de 2018, el Consejo de la Ciudad de Lawndale agregó a la residente y voluntaria de muchos años, Charmaine Doty, al Muro de la Distinción. La Sra. Doty se mudó a vivir a Lawndale en 1968 y permaneció en Lawndale por los siguientes 50 años. Aparte de ser corredora de carros de competencia a finales de los 60’s y 70’s, la señora Doty fue una voluntaria dedicada de la ciudad de Lawndale por aproximadamente tres décadas. Sus esfuerzos de voluntaria con la Ciudad incluían planear y organizar el programa de alimentos gratuitos de Lawndale de lo que estaba muy orgullosa de participar. También la Sra. Doty fue un miembro a largo plazo del Comité de Embellecimiento de la Ciudad y regularmente asistía a los programas de eventos especiales de la Ciudad, representando al comité. La señora Doty también era un miembro del comité de Voluntarios del Desfile del Día de la Juventud de la Ciudad por 12 años y raramente faltó a una junta. En el 2001, la Sra. Doty fue reconocida por sus extensivos esfuerzos voluntarios y fue la 27ª receptora del Premio de la Comisión del Condado de Los Ángeles por la Americana Mayor de Envejecimiento más Sobresaliente, reconocida por la el segundo distrito de la Junta de Supervisores del Condado de Los Ángeles, por su dedicación y servicio voluntario. El Programa del Muro de Distinción honra póstumamente a individuos que se distinguen en la Ciudad de Lawndale al brindar servicio voluntario ejemplar a la Ciudad.
