Public Works Department NEWS The Public Works Department is located at 4722 Manhattan Beach Boulevard and can be reached by calling (310) 973-3260, Monday through Thursday between the hours of 7:00 a.m. and 6:00 p.m.

2018 Fall and 2019 Winter Capital Improvements Program Update The Public Works Department is pleased to provide you with this quarterly update of the City’s Capital Improvement Program (CIP). The program covers: street, concrete, and traffic improvements (including sidewalk, curb and gutter), parks, and city facilities improvements. Projects are currently under construction or in the planning and design phases.

Current Projects Traffic Signal Installation Project, Marine and Osage Avenue Intersection: Staff performed a traffic safety study to review vehicle and pedestrian traffic volumes at Marine and Osage avenues. Currently, Marine Avenue has two lanes of travel in each direction and is classified as an east-west minor arterial roadway. There is a marked yellow crosswalk across Marine Avenue on the westerly side of the intersection, along with advanced Slow School Xing markings, overhead flashing beacons, and pedestrian crossing signage. Hartzog and Crabill, Inc., the City’s traffic engineering consultant, is working with staff to design a fully actuated traffic signal at the intersection of Marine and Osage avenues. The scope of work for design will include utility research and coordination, potholing, survey, traffic signal plans, signing and striping plans, traffic signal timing and construction cost estimates. The construction phase for this project is anticipated to begin in the latter part of 2018.

Burin House Demolition: The demolition and removal of the City’s residential property located at 14720 Burin Avenue (Burin House) has been longtime programmed into the City’s Capital Improvement Program. The removal was a requirement established during the development of the City’s Harold E. Hofmann Community Center. The project includes demolition and construction of a masonry wall around the property perimeter extending the existing Community Center parking lot. The project is in the design phase and will be funded using Bond Proceeds. The construction phase for this project is anticipated to begin this fall.

Jane Addams Park, Parking Lot Rehabilitation Project: The project includes re-grading of the uneven parking lot surface, removal and replacement of damaged/uneven curbs and sidewalks, and re-striping the parking lot. The project will be funded by the City’s general fund. The construction phase for this project is anticipated to begin this coming winter.

Traffic Signal Modification Project, Intersection of Manhattan Beach and Hawthorne Boulevards: Currently, the traffic signal on Manhattan Beach Boulevard does not have a left-turn signal phase for vehicles turning northbound or southbound onto Hawthorne Boulevard. This intersection and signal improvements project will add a protected, permissive left turn in the west and eastbound direction, establish a safer intersection and will enhance traffic mobility on Manhattan Beach Boulevard and Hawthorne Boulevard. The project is currently in the design phase. The construction phase is anticipated to begin in Spring 2019. The project is funded by a Los Angeles County Measure R grant funds.

Grevillea Avenue Street Improvements: This project consists of pavement improvements, street striping, street reconstruction, repair of damaged sidewalks, curb and gutters, and driveways. The project area will be solely along Grevillea Avenue extending from Manhattan Beach Boulevard to Marine Avenue. The project is funded by Community Development Block Grant (CDBG) and Los Angeles County Measure R funds. The project is expected to begin this coming winter.

Road Maintenance and Rehabilitation Project, 2017-18: This road maintenance project includes the reconstruction of pavement for a number of alleys in the city on the easterly side of Hawthorne Boulevard between W. 163rd Street and W. 166th Streets and W. 167th Street to W. 168th Street. This project will be with funded using Gas Tax Rehab (SB-1) funds. This project is funded by Senate Bill 1, Road Repair and Accountability Act (RRA) road rehabilitation funding, Transportation Development Act (TDA) transportation funding and city general funds. The project is expected to begin this coming winter.

Road Maintenance and Rehabilitation Project, 2018-19: This project is an investment in the infrastructure of our local streets and roads with a special emphasis on basic maintenance and safety as it relates to pavement improvements, street striping, street reconstruction, repair of damaged sidewalks, driveways and curb and gutter. The project scope will include road work on the following street segments: W. 149th Street from Hawthorne Boulevard to Larch Avenue; W. 160th Street from Hawthorne Boulevard to Freeman Avenue; and W. 167th Street from Hawthorne Boulevard to Freeman Avenue. This project is funded by Senate Bill 1, Road Repair and Accountability Act (RRA) road rehabilitation funding, Transportation Development Act (TDA) transportation funding and Los Angeles County Measure R funds. The project is anticipated to begin this fall.

Concrete Repair Project: The project includes repairing damaged sidewalks, curbs and gutters, cross gutters, alley gutters, curb return ramps, driveways and alley approaches.

The project boundaries are as follows: east of Hawthorne Boulevard, south of W. 166th Street, west of 405 Freeway and north of Redondo Beach Boulevard. The project will be funded using Redevelopment Agency Bond Proceeds. The construction phase is anticipated to begin in the fall.

Inglewood Avenue Widening Project: Phase I of the project involves striping of Inglewood Avenue to create a new northbound third lane on Inglewood Avenue from approximately 140 feet south of the railroad tracks. The project also includes upgrades and modifications of traffic signals and signage, driveway approaches, sidewalks, curb ramps, and striping.

Phase II of the project involves improvements to the Inglewood Avenue and Marine Avenue intersection which includes: construction of a new 13 feet wide westbound right turn only lane at the northwest corner of Inglewood and Marine avenues, and an extension of the lane approximately 350 feet north. The new right-turn lane requires 15 feet of right-of-way acquisition, relocation of a number of Southern California Edison power poles and street lights, removal and replacement of an existing catch basin and associated piping, driveway approach(es), curb and gutter, and sidewalk, and relocation of existing aboveground features such as signs, bollard posts, private parking light poles, electrical cabinets, pull boxes and a number of other features.

As well, minor improvements within privately owned properties where construction impacts are anticipated for the new right turn only lane will be made. The project also consists of grind and overlay of asphalt pavement; upgrade of curb ramps, and street striping. Phase III of the project will widen Inglewood Avenue to provide a third southbound traffic lane from south of W. 147th Street to Marine Avenue. The project will also provide a continuous 10-foot sidewalk from Lawndale High School to Marine Avenue, a raised landscaped median island, traffic synchronization, street striping, and other roadway modifications.

The project is currently in the design phase. It is anticipated that the project will be completed in 2019. Funding sources include Los Angeles County Measure R, California State Proposition C and other federal funds.

Capital Improvements Program Update (continued) Completed Projects W. 145th Street Improvement Project: This project was identified in the City’s Capital Improvement Program for Fiscal Year 2017/2018 and includes road work at W. 145th Street from Condon Avenue to Hawthorne Boulevard. Construction for this project was completed

by Sequel Contractors. The project scope addressed poor roadway conditions (extensive alligator cracking and failing base material at several locations), reconstruction of damaged curb and gutter and sidewalk and driveway approaches. In addition, the street was striped and upgrades to the wheelchair ramps were completed to comply with Americans with Disability Act (ADA) standards. The project was funded with Los Angeles County Measure R and Community Development Block Grants (CDBG) funds.

Street Improvement Project: The City’s Capital Improvement Program (CIP) identified the following streets for improvements: W. 164th Street from Inglewood Avenue to Freeman Avenue W. 168th Street from Inglewood Avenue to Prairie Avenue W. 170th Street from Inglewood Avenue to Hawthorne Boulevard Larch Avenue from Marine Avenue to Manhattan Beach Boulevard Osage Avenue from Manhattan Beach Boulevard to W. 167th Street Prairie Avenue from North City Limits to south of W. 149th Street W. 162nd Street from Firmona Avenue to Hawthorne Boulevard Grevillea Avenue alley from W. 166th Street to W. 169th Street, west of Hawthorne Boulevard Hawthorne Avenue alley from W. 166th Street to W. 167th Street, east of Hawthorne Boulevard Street Improvements addressed asphalt pavement repairs, restored roadway gutter-drainage flows and modified as needed to eliminate/ diminish street and cross-gutter nuisance water. Repaired damaged sidewalks, curbs and gutters, cross-gutters, alley gutters, curb return ramps, driveway and alley approaches and re-establishment of traffic striping, pavement markers, and signage. The project was completed in March 2018. Funding sources included Measure R, State Gas Tax Revenues, Proposition C, TDA, and STP-L.

Within one week of requesting such, a pre-paid, postage-paid mail-back container to safely collect used SHARPS and send SHARPS for proper disposal will be delivered to each person requesting a container. Vehicle Safety Tips Seasons have the effect of wreaking havoc on the perishable parts of our automobiles. Deferred maintenance of these parts may seem benign, but they may actually be vital to your roadway safety.

For a safe winter and holiday season, follow these tips for “winterizing” your vehicle.

1. W indshield wipers: As a rule, windshield wipers should be replaced every six months, or when you notice a difference in driving visibility.

When the rubber is compromised from the elements, it becomes more rigid and shrinks, sacrificing complete wiper blade coverage on the curved auto windshields. When wiper blades no longer make proper contact with the windshield surface, they begin to squeak, smear, or streak, reducing driving visibility.

2. T ires: Check the wear on your tires. Balding tires make maneuverability and stopping a greater challenge on wet roadways. How to check your tires: Place a penny, head first, into the tread grooves across the tire.

If you see the top of Lincoln’s head, then your tire treads are shallow and worn and need to be replaced. Additionally, tire manufacturers recommend that you change your tires every 10 years. A good tire option, especially if you are traveling to diverse winter climates, is all season tires. The tread rubber, tread depth, patterns and biting edges are unique to these tires that increase maneuverability, response and braking in winter and summer seasons.

3. K eep your windshield washer fluid tank full. This will help you keep your windshield free of debris and visible.

4. P ack a winter safety kit including: Pack of matches, first aid kit, flares, flashlight and batteries, warm clothing (extra jacket, socks, boots, hat, blanket), non-perishable food and beverage, jumper cables, and car tool kit.

5. Service your vehicle regularly.

6. M aintain proper tire pressure. Proper tire pressure guidelines can be found on the tire placard in the driver’s door jamb, or in the owner’s manual.

The Community Services Department is calling all gardeners to McKenzie Gardens and will be accepting applications for new and returning gardeners for the Dan McKenzie Community Garden program.

Dan McKenzie Community Garden is a 44-plot garden located at 4324 W. 160 th Street in Lawndale. Each garden plot is approximately four hundred (400) square feet and provides the opportunity for gardeners to grow their own food for personal use and get some exercise while doing so. A garden plot can be leased for a nominal cost for a term of one year beginning on January 1, 2019 and ending on December 31, 2019.

If you have a green thumb and want to become a gardener, or if you are a real gardener and are interested in applying for a garden plot, the Community Services Department will begin accepting applications on Monday, November 5, 2018, at 7:30 a.m. and continuing through Thursday, December 6, 2018, at 3:30 p.m.

Beginning the week of Monday, December 10, 2018, garden plots will be assigned based on a system of priority until all plots have been assigned. Applications can be obtained by visiting the City’s website at www.lawndalecity.org, mouse over City Hall Online, mouse click on Forms, scroll down to Community Services and click on McKenzie Garden Application.

Applications can also be obtained by visiting the Community Services Department. Over the past few months, the department has received numerous complaints from the public that some are working outside the City’s designated construction hours.

Per Lawndale Municipal Code (LMC), construction activities must take place within the following days and hours: Monday through Friday, 7:00 a.m. to 7:00 p.m.

Saturday, 8:00 a.m. to 5:00 p.m.

Construction activities are prohibited on Sundays and Holidays

CASE NO. 18-03: AMENDMENTS TO THE CITY’S REGULATIONS REGARDING ACCESSORY DWELLING UNITS APPROVED BY CITY COUNCIL ON APRIL 2, 2018: The goal of the amendments was to further refine the City’s Accessory Dwelling Units (ADU) regulations and ensure consistency with State law (Assembly Bill 494 and Senate Bill 229).

AMENDMENTS TO PLANNING COMMISSION POLICY AND PROCEDURES BYLAWS APPROVED BY PLANNING COMMISSION ON MAY 23, 2018: The Planning Commission's Policy and Procedures Bylaws establishes policies and procedures for conducting regular Planning Commission meetings. To improve its operational efficiencies staff periodically reviews the adopted policies and procedures to ensure that operations meet mandated state laws and best practice guidelines.

NO. 1146-18: ADOPTING AMENDMENTS TO THE CITY’S REGULATIONS REGARDING COVENANTS OF EASEMENTS APPROVED BY CITY COUNCIL ON JUNE 4, 2018: The ordinance allows for the creation of easement for parcels that are owned by the same property owner. There are situations in which landlocked parcels can be created, such as road abandonment, parcel mergers, and parcel subdivisions. The ordinance protects property owner’s property rights by creating an exception to the general rule and allowing for the creation of easements on properties held by a common ownership.

CLIMATE ACTION PLAN (CAP) TO COMPLY WITH ASSEMBLY BILL (AB) 32, THE CALIFORNIA GLOBAL WARMING SOLUTIONS ACT OF 2006, WITHIN THE CITY OF LAWNDALE APPROVED BY CITY COUNCIL ON DECEMBER 18, 2017: Staff completed its work in coordination with the South Bay Cities Council of Governments (SBCCOG) to identify programs and undertake activities to develop a non-binding Climate Action Plan (CAP) that includes strategies to reduce the City’s greenhouse gas emissions (GHG).

CASE NO: 17-35, CLOSURE OF THE BLUE BONNET MOBILE PARK LOCATED AT 4432 MANHATTAN BEACH BOULEVARD, WITHIN THE CITY OF LAWNDALE, CALIFORNIA APPROVED

BY CITY COUNCIL ON DECEMBER 4, 2017: The applicant, the Lawndale Successor Agency, formerly the Lawndale Redevelopment Agency, received approval to close down the Blue Bonnet Mobile Home Park which is located at 4432 Manhattan Beach Boulevard on a .41 acre parcel. The Lawndale Redevelopment Agency purchased the Blue Bonnet Mobile Home Park in 2010.

After the dissolution of redevelopment agencies statewide in 2012, the mobile home park was transferred to the Successor Agency.

The parcel is designated under the City’s General Plan Land Use Element as Commercial (C) and zoned Regional Commercial (RC) and is designated on the Agency’s Long Range Property Management Plan for sale for redevelopment. Currently, the project site has three (3) residential units, two (2) mobile homes and one (1) single family residential home, occupying the site.

Short Term Rentals Not Permitted in Lawndale

With the ever increasing amount of short-term rental properties becoming more common, local municipalities have been faced with new challenges stemming from the rise of people seeking shortterm rentals for extended periods of time. Some common problems associated with short-term rentals may include, reduction of available street parking, decreased usage of hotel and motels, (thereby affecting the city’s tax revenue), and the removal of permanent housing from long term renters, potentially driving up rental prices on traditional rental units.

Additionally, communities which allow short-term rentals often see increased calls for service from residents for complaints stemming from noise, foot traffic and trash. This upswing in nuisance calls further drains public safety resources and Sheriff’s department personnel from more pertinent day to day tasks.

In response to these issues, the City of Lawndale passed an ordinance in 2017 prohibiting short-term rentals within the community. Lawndale Municipal Code 17.48.065 prohibits shortterm rentals from being made available by property owners in all city residential zones. Code Enforcement Officers who become aware of property owners violating this ordinance will open code enforcement cases and require property owners to demonstrate that properties have not been altered to accommodate short-term housing. Code Enforcement Officers will also confirm that the lease terms of any properties being rented will be for longer than the 30 day minimum terms allowable by this ordinance. Code Officers will also require property owners to obtain a business license from the city to operate their property as a rental.

If you suspect any residences or businesses are using their properties as short-term rentals, please feel free to contact the Municipal Services Department at (310) 973-3220 and advise the Code Enforcement team so that they may investigate.

Attention All Lawndale Business Owners As we close in on the end of another year, the City of Lawndale would like to remind all Lawndale business owners that business licenses expire on December 31, 2018. Business license renewal fees are due on or before January 1, 2019. Please be aware beginning February 1, 2019 for each subsequent month in which the license renewal fee is unpaid, an additional penalty of twenty-five percent (25%) of the value of the license, up to ten dollars, or whichever is greater, to a maximum of 200%, shall be added to the balance (LMC 5.07.030).

Renewal statements will be mailed to all Lawndale business owners no later than November 1, 2018; payments can be mailed or hand delivered. If you choose to mail your payment, simply complete your renewal statement by making any corrections and sign and date the form. Please make personal checks, money orders or cashier’s checks payable to “City of Lawndale” and write the business license account number on the check. Payments can be mailed to City of Lawndale, Attn: Finance Department, 14717 Burin Avenue, Lawndale, CA 90260.

USDA Free Food Program

Please Clean Up After Your Pet! The Lawndale Municipal Code (LMC), Section 6.04.020, Animal Defecation, states that it is unlawful for pet owners to allow their dog to defecate and allow that waste to remain upon any public or private property unless the pet owner immediately (1) encloses all waste from the pet in a bag, wrapper or other container and (2) disposes of it in a sanitary manner. The Lawndale Municipal Code also requires that pet owners shall have “doggie bags” in their possession while walking and tending to their pets in public. Please be a good neighbor and clean up after you pet. Violators will be cited and fined.

The City of Lawndale Free Food Program is open to all adults who qualify. The food is provided by the Food Bank of Southern California and the United States Department of Agriculture (USDA). Food Distribution takes place at the Harold E. Hofmann Community Center located at 14700 Burin Avenue at the third floor Main Event Room. Food is distributed every Wednesday at 10:00 a.m. on a first come, first served basis to those who qualify until all food is gone. Lines to obtain food form early. Those obtaining food must provide signature confirming that Emergency Food Assistance Program (EFAP) guidelines are met. Actualización del Programa de Mejoras Importantes de Otoño del 2018 y de Invierno del 2019 El Departamento de Obras Públicas se complace en comunicarles la actualización trimestral del Programa de Mejoras Importantes de la Ciudad (CIP). El programa cubre: calles, concreto, mejoras al tráfico (incluyendo banquetas, aceras y coladeras), mejoras a los parques e instalaciones de la ciudad. Los proyectos se encuentran actualmente en construcción o están en su fase de planeación y diseño.

Proyectos Actuales Proyecto de instalación de señales de tránsito, intersección de las Avenidas Marine y Osage: El personal realizó un estudio en cuanto a la seguridad de tránsito para revisar los volúmenes de tráfico de vehículos y peatones en las avenidas Marine y Osage.

Actualmente, la Avenida Marine tiene dos carriles de tráfico en cada dirección y está clasificada como una vía arterial menor este-oeste. Cuenta con un cruce de peatones marcado en amarillo en la Avenida Marine en el lado oeste de la intersección, junto con modernas marcas para bajar la velocidad por escuela, Slow School Xing, luces intermitentes arriba del cruce, y señalamiento del cruce de peatones. Hartzog y Crabill, Inc., consultores de ingeniería de tráfico de la ciudad, están trabajando con el personal para diseñar una señal de tráfico completamente activada, en la intersección de las avenidas Marine y Osage. El diseño del trabajo incluirá investigación y coordinación de servicios públicos, reparación de baches, encuesta, planes de señales de tránsito, planeación de señalamientos y pinta de las rallas de las calles y presupuestos de costos de construcción.

Se espera que la fase de construcción de este proyecto, comenzará a finales del 2018.

Demolición de la Casa Burin: La demolición y remoción de la propiedad de la ciudad está ubicada en el 14720 de la Avenida Burin (Casa Burin) se había programado ya por largo tiempo en el programa de Mejoras Importantes de la Ciudad. La remoción fue un requisito impuesto durante el desarrollo del Centro Comunitario de la Ciudad, Harold E. Hofmann. Proyecto de modificación de señales de tránsito, intersección de los Bulevares Manhattan Beach y Hawthorne: Actualmente la señal de tránsito del Bulevar Manhattan Beach no tiene señal para dar vuelta a la izquierda para los vehículos que van hacia el norte o hacia el sur en el Bulevar Hawthorne. Este proyecto de mejoras a la intersección y la señal, agregará una vuelta a la izquierda permitida y protegida en dirección oeste y este, teniendo una intersección más segura y mejorará la movilidad del tráfico en el Bulevar Manhattan Beach y el Bulevar Hawthorne.

Este proyecto será financiado con fondos de Gas Tax Rehab (SB-1). No se requiere que los complejos multifamiliares reciclen desecho de alimentos, pero deben reciclar desecho de jardín.

Para tener un invierno seguro, así como para las fiestas Navideñas, siga los siguientes consejos para mantener su vehículo en buenas condiciones para este invierno.

1. L impiaparabrisas: Como una regla, los limpiaparabrisas deben ser repuestos cada seis meses o cuando note una diferencia en su visibilidad al manejar. Cuando el hule se vea dañado por los elementos, si se pone rígido o encoje, comprometiendo completamente la cobertura para limpiar el parabrisas. Cuando las escobillas ya no hagan contacto adecuado con la curva del parabrisas, si empiezan a rechinar, a rallar o a reducir la visibilidad al manejar.

2. L as llantas/los neumáticos: Revisar el desgaste de las llantas. Los neumáticos lisos hacen que el maniobrar y detener el auto sea un reto mayor en carreteras mojadas. ¿Cómo revisar sus llantas? Meta una moneda de un centavo, con la cabeza de Lincoln hacia el frente, entre las ranuras del neumático. Si ve la parte de arriba de la cabeza de Lincoln, es que la suela del neumático es poco profunda y está desgastada y tiene que ser repuesta.

Además los fabricantes de los neumáticos recomiendan que cambie sus llantas cada 10 años. Una buena opción de un neumático, especialmente si maneja por diferentes climas invernales, es usar neumáticos para toda temporada. La rodada del neumático, la profundidad, los patrones y las orillas del neumático son únicas en estas llantas que aumentan la maniobrabilidad, la respuesta y el frenado durante las estaciones de invierno y verano.

3. M antenga lleno el tanque de líquido del limpiaparabrisas. Esto ayudará a mantener su parabrisas visible y sin basura.

4. E mpaque un estuche de seguridad para el invierno incluyendo: Una cajita de cerillos, un botiquín de primeros auxilios, linterna y pilas, ropa para frío (chamarra extra, calcetines, botas, gorro, cobija), alimentos y bebidas que no perezcan, cables para pasar carga a la batería y un estuche de herramientas para auto.

5. Dele mantenimiento a su vehículo regularmente.

Las Propiedades de Alquiler a Corto Plazo no se Permiten en Lawndale Con el continuo incremento de propiedades de alquiler a corto plazo, las municipalidades locales se han enfrentado a nuevos retos los cuales surgen de gente que busca propiedades de alquiler a corto plazo, por largos períodos de tiempo. Algunos problemas comunes asociados con las propiedades de alquiler a corto plazo pueden incluir reducción de estacionamiento disponible en la calle, disminución del uso de hoteles y moteles (por lo tanto afectando los ingresos fiscales de la ciudad), y la eliminación de propiedades de alquiler a largo plazo, lo que podría incrementar el costo del alquiler en las unidades de alquiler tradicionales.

Además, las comunidades que permiten alquileres a corto plazo, frecuentemente ven un aumento en las llamadas de servicio por parte de los residentes, por quejas que surgen por ruido, tráfico peatonal y basura. En respuesta el a estos problemas, la Ciudad de Lawndale aprobó una ordenanza en 2017, prohibiendo las propiedades de alquiler a corto plazo en la comunidad. El Código Municipal 17.48.065 de Lawndale prohíbe que los propietarios de viviendas de alquiler a corto plazo las hagan disponibles en todas las zonas residenciales de la ciudad.

Cuando los oficiales encargados de hacer cumplir los códigos, sepan de propietarios que estén violando esta ordenanza, abrirán casos de cumplimiento de códigos y requerirán que los propietarios de viviendas demuestren que sus propiedades no han sido modificadas para acomodar una vivienda de alquiler a corto plazo. Los oficiales encargados de hacer cumplir los códigos también confirmarán que los términos del arrendamiento de cualquier propiedad alquilada, será mayor a los 30 días mínimos permitidos por esta ordenanza.

El Código Municipal de Lawndale (LMC), Sección 6.04.020, Defecación de Animales, establece que es ilegal que los dueños de mascotas permitan que su mascota defeque y que usted permita que la suciedad quede en cualquier propiedad pública o privada, a menos que el dueño de la mascota, inmediatamente (1) levante la suciedad en una bolsa para suciedades de mascotas, o envueltas en algo o en otro tipo de envase y (2) disponga de las mismas, en una manera sanitaria. El Código Municipal de Lawndale también requiere que los dueños de las mascotas, traigan “bolsas para las suciedades de los perros”, cuando estén caminando y cuidando a sus mascotas en público.
