Public Works Department NEWS The Public Works Department is located at 4722 Manhattan Beach Boulevard and can be reached by calling (310) 973-3260, Monday through Thursday between the hours of 7:00 a.m. and 6:00 p.m.

2020 Winter Capital Improvements Program Update The Public Works Department is pleased to provide you with this quarterly update of the City’s Capital Improvement Program (CIP). The program covers: street, concrete, and traffic improvements (including sidewalk, curb and gutter), parks, and city facilities improvements. Projects are currently under construction or in the planning and design phases.

Current Projects Traffic Signal Installation Project, Marine and Osage Avenue Intersection: Staff performed a traffic safety study to review vehicle and pedestrian traffic volumes at Marine and Osage avenues. Currently, Marine Avenue has two lanes of travel in each direction and is classified as an east-west minor arterial roadway. There is a marked yellow crosswalk across Marine Avenue on the westerly side of the intersection, along with advanced Slow School Xing markings, overhead flashing beacons, and pedestrian crossing signage. Hartzog and Crabill, Inc., the City’s traffic engineering consultant, is working with staff to design a fully actuated traffic signal at the intersection of Marine and Osage avenues. The scope of work for design will include utility research and coordination, potholing, survey, traffic signal plans, signing and striping plans, traffic signal timing and construction cost estimates. The construction phase for this project is anticipated to begin in the latter part of winter. Jane Addams Park, Parking Lot Rehabilitation Project: The NEW project includes re-grading of the uneven parking lot surface, removal and replacement of damaged/uneven curbs and sidewalks, and re-striping the parking lot. The project will be funded by the City’s general fund. The construction phase for this project is anticipated to begin this coming winter. Traffic Signal Modification Project, Intersection of Manhattan Beach and Hawthorne Boulevards: Currently, the traffic signal on Manhattan Beach Boulevard does not have a left-turn signal phase for vehicles turning northbound or southbound onto Hawthorne Boulevard. This intersection and signal improvements project will add a protected, permissive left turn in the west and eastbound direction, establish a safer intersection and will enhance traffic mobility on Manhattan Beach Boulevard and Hawthorne Boulevard. The construction phase is anticipated to begin in the winter. The project is funded by Los Angeles County Measure R grant funds. Grevillea Avenue Street Improvements: This project consists of pavement improvements, street striping, street reconstruction, repair of damaged sidewalks, curb and gutters, and driveways. The project area will be solely along Grevillea Avenue extending from Manhattan Beach Boulevard to Marine Avenue. The project is funded by Community Development Block Grant (CDBG) and Los Angeles County Measure R funds. The project is expected to begin this coming winter. Road Maintenance and Rehabilitation Project, 2018-19: This road maintenance project includes the reconstruction of pavement for a number of alleys in the city on the easterly side of Hawthorne Boulevard between W. 163rd and W. 166th Streets and W. 167th Street to W. 168th Street. This project will be with funded using Gas Tax Rehab (SB-1) funds. This project is funded by Senate Bill 1, Road Repair and Accountability Act (RRA) road rehabilitation funding, Transportation Development Act (TDA) transportation funding and city general funds. The project is expected to begin this coming winter.

Road Maintenance and Rehabilitation Project, 2019-20: This project is an investment in the infrastructure of our local streets and roads with a special emphasis on basic maintenance and safety as it relates to pavement improvements, street striping, street reconstruction, repair of damaged sidewalks, driveways and curb and gutter. The project scope will include road work on the following street segments: W. 149th Street from Hawthorne Boulevard to Larch Avenue; W. 160th Street from Hawthorne Boulevard to Freeman Avenue; and W. 167th Street from Hawthorne Boulevard to Freeman Avenue. This project is funded by Senate Bill 1, Road Repair and Accountability Act (RRA) road rehabilitation funding, Transportation Development Act (TDA) transportation funding and Los Angeles County Measure R funds. The project is anticipated to begin this winter. Inglewood Avenue Widening Project: Phase I of NEW the project involves striping of Inglewood Avenue to create a new northbound third lane on Inglewood Avenue from approximately 140 feet south of the railroad tracks. The project also includes upgrades and modifications of traffic signals and signage, driveway approaches, sidewalks, curb ramps, and striping. Phase II of the project involves improvements to the Inglewood Avenue and Marine Avenue intersection which includes: construction of a new 13 feet wide westbound right turn only lane at the northwest corner of Inglewood and Marine avenues, and an extension of the lane approximately 350 feet north. The new right-turn lane requires 15 feet of right-ofway acquisition, relocation of a number of Southern California Edison power poles and street lights, removal and replacement of an existing catch basin and associated piping, driveway approach(es), curb gutter, and sidewalk, and relocation of existing aboveground features such as signs, bollard posts, private parking light poles, electrical cabinets, pull boxes and a number of other features. As well, minor improvements within privately owned properties where construction impacts are anticipated for the new right turn only lane will be made. The project also consists of grind and overlay of asphalt pavement; upgrade of curb ramps, and street striping.

Completed Projects Inglewood Avenue Rehabilitation Project: Phase III of the project rehabilitated Inglewood Avenue to provide a dedicated left turn southbound onto Marine Avenue. The project also includes a raised landscaped median island, traffic synchronization, traffic signal improvements at the intersection of Inglewood and Marine and intersection of 147th and Inglewood, street striping, and other roadway modifications to complete the traffic improvements throughout the project limits. The project was completed in October 2019. Funding sources included Measure R, Prop C and Prop C-25%.

SHARPS Collection Program Republic Services offers the residents of Lawndale, at no additional charge, the collection of used SHARPS. Within one week of requesting such, a pre-paid, postage-paid mail-back container to safely collect used SHARPS and send SHARPS for proper disposal will be delivered to each person requesting a container. Holiday Tree Collection Beginning December 26th, 2019, through January 10 th, 2020, holiday trees will be collected curbside for single family homes and next to the main dumpster at multi-family properties on regularly scheduled trash collection days. Please remove all stands and ornaments before placing trees on the curb for collection. If a tree is larger than 7 feet in length please cut it in half for an easy and safe collection. After the two weeks, trees will be collected as a bulky item and it will count toward the 4 bulky item collections allowed at no additional charge per year. Organics/Food Waste Recycling for Lawndale Businesses Assembly Bill 1826 requires certain businesses and multi-family complexes with 5 units or more to recycle their organic waste. Organics are defined as food waste, food-soiled paper, landscaping waste, and compostable utensils. Multi-family complexes are not required to recycle food waste, but are required to recycle landscaping waste.

Just a reminder that building plan check services are available each Tuesday from 7:30 a.m. to 11:30 a.m. Please come in early and sign in so we may assist you with questions/ comments/concerns. Mr. Tim Chen is our plan checker and would be happy to serve you.

If you plan on constructing a fence on your property, a parking pad in your front yard, or plan on changing out your front yard landscaping, please contact the Community Development Department for zoning requirements. Staff is here to assist you with your questions and concerns.

Republic Services has an organics recycling program that is available to Lawndale businesses and multi-family complexes at no additional charge. Businesses and multi-family complexes can sign up for landscape and or organics recycling service by contacting Republic Services at (800) 299-4898.

Lawndale is Calling All Gardeners to McKenzie Gardens in 2020!

Find a New Home for Your Bulky Items! Schedule Your Bulky Item Pickup with Republic Services Today!

The Community Services Department will be accepting applications for new and returning gardeners for the Dan McKenzie Community Garden program beginning November 4th, 2019. Dan McKenzie Community Garden is a 44-plot garden located at 4324 W. 160th Street in Lawndale. Each garden plot is approximately four hundred (400) square feet and provides the opportunity for gardeners to grow their own food for personal use and get some exercise while doing so. A garden plot can be leased for a nominal cost for a term of one year beginning on January 1st , 2020 and ending on December 31st , 2020. Contact the Community Services Department for more information.

Republic Services can help you dispose of your large and bulky items responsibly. These items include refrigerators, sofas, mattresses, tables, televisions, computers, toilets and many other items. Bulky items are limited to items that can be lifted by two men. Lawndale single-family residents are offered four “bulky item” pickups each year. Each pickup can include up to four items. Single family residents that exceed the number of pickups or place more than 4 items out per pickup, or do not schedule their pickup in advance with Republic Services, will be charged a fee of $23.26 for each additional item collected. Residents living in multi-family complexes can receive one bulky item pickup per year per unit. Call Republic Services’ customer service at least 24 hours in advance of your regular trash collection day at (800) 299-4898 to schedule your collection.

Lawndale Community Bike Ride and Open Street Event Mark your calendars, get your bicycle tuned up, oil the chain and plan to join us on Saturday, April 25th, 2020, at 8:30 a.m. for the Lawndale Community Bike Ride and Open Street Event. The square 2.2 mile route is along Manhattan Beach Boulevard and Marine Avenue between Prairie Avenue and Hawthorne Boulevard and along Hawthorne Boulevard and Prairie Avenue between Manhattan Beach Boulevard and Marine Avenue. This free drop-in event is open to bicycle riders, walkers, joggers, strollers, skateboarders, scooters and roller blades and those with other nonmotorized wheeled equipment. Please be aware that helmet laws for all minors will be in effect. Minors on any type of wheeled equipment must wear a helmet – no exceptions! Bicycles or other equipment that is modified in any are discouraged. Children 13 years of age and below are required to ride with an adult or legal guardian. No competitive cycling please. The Lawndale Beat Fixed-Route Transit offers effective transportation solutions within the City of Lawndale at a reasonable cost, and in many cases free of charge. The Lawndale Beat is a seven day per week service consisting of two routes, the Residential and the Express. The Beat will get you nearly anywhere you want to go in Lawndale and links to neighboring transportation systems, such as: Metro, Torrance Transit and Beach Cities (Redondo) Transit at the Metro Green Line Station and the South Bay Galleria. The Lawndale Beat operates Monday thru Friday, 7:00 a.m. to 6:35 p.m.; Saturdays, 8:40 a.m. to 5:55 p.m.; and Sundays, 9:20 a.m. to 5:45 p.m. Fares are an incredible $0.75! Seniors 62 years of age and older, disabled, children 6 years and younger (with a paying adult) may ride free of charge. Crime Prevention and Safety Tips The holidays are coming upon us real soon. Many people will be taking vacations and NEW ARTICLE leaving their homes and their vehicles unattended for days or weeks at a time. Here are some tips to help you from becoming a victim of a theft: Have the local post office hold your mail while you are away. Avoid posting on social media that you are away from your house and traveling. There are many instances of victims posting where they are at and their home is burglarized during that time. No one says you can’t post, but try delaying a post until you’re home or post in private. Ensure your outside lighting is in working order. Thieves like to work in the dark. Have light timers for your exterior and interior lights, which cuts down on your electricity bill and makes your place look as if someone is home. Double-checking to make sure your house or vehicle’s doors are securely locked. Not surprisingly, thieves will enter your house or vehicle if the door is unlocked. The path of least resistance is what they will usually take. Keep valuables out of view whether in your home or in your vehicle. Thieves love looking into people’s houses or vehicles. Close the shades or curtains to your windows. Secure valuables in your vehicle’s trunk or, if you don’t have a trunk, secure the item in your glovebox, under your seat, or cover them. Install a home or vehicle alarm and post the alarm signs in the front and the back of your house. Post signs that you have an alarm or a dog. Install surveillance cameras which you can access through your mobile phone with an internet connection. There are many kinds available; some allow you to view what’s occurring at your house and talk with potential thieves. Very handy when you’re thousands of miles away. Surveillance footage is certainly helpful to law enforcement if a crime does occur.

Residents Learn Life-Saving Skills This summer the City of Lawndale hosted its first ever CERT program for residents NEW ARTICLE of Lawndale. CERT stands for Community Emergency Response Team and the program is designed to train citizens how to keep their families and loved ones safe in the event of a large scale emergency. The course consisted of three eight hour trainings taught by firefighters from the Los Angeles County Fire Department, who taught important life-saving skills such as how to dress an injury in a triage situation, light search and rescue procedures, and planning and preparation techniques for survival during disasters. Fourteen residents took the inaugural course and graduated with knowledge of how to survive in all manner of emergencies including earthquakes, wildfires, floods, and manmade disasters. The City of Lawndale hopes to offer future trainings to residents and guests of the city. The classes are free of charge and open to anyone interested in learning how to protect themselves in the event of an emergency. Attention Lawndale Business Owners The City of Lawndale is in the process of implementing a new online business license system. This new service will allow all businesses operating in the City of Lawndale to renew or apply for a new business license online. The portal will be accessible from the City website (www. lawndalecity.org) beginning February 1st , 2020. In order to apply for a new license or renew an existing license, businesses will be required to create an online user name and secured password. This will allow secured confidential information between you and the City on a 24hours a day, seven days a week basis. Online payments can be made at your convenience and location. As a result of implementing this new service, business licenses for the 2020 calendar year will be due March 1st , 2020. If not paid by April 1st , 2020, a twenty-five percent (25%) penalty per month, up to a maximum of two-hundred percent (200%) of the delinquent balance due, will be applied. Business license renewal notices will be mailed by February 1st , 2020. The City will continue to accept payments made by mail or during office hours in the Finance Department, Monday through Thursday, from 7:00 a.m. to 5:30 p.m. A customer service kiosk will also be open for your convenience at City Hall to accept online payments when the new system is operating.

Please Clean Up After Your Pet! The Lawndale Municipal Code (LMC), Section 6.04.020, Animal Defecation, NEW ARTICLE states that it is unlawful for pet owners to allow their dog to defecate and allow that waste to remain upon any public or private property unless the pet owner immediately (1) encloses all waste from the pet in a bag, wrapper or other container and (2) disposes of it in a sanitary manner. The Lawndale Municipal Code also requires that pet owners shall have “doggie bags” in their possession while walking and tending to their pets in public. Please be a good neighbor and clean up after your pet. Violators will be cited and fined. The City of Lawndale Free Food Program is open to all adults who qualify. The food is provided by the Food Bank of Southern California and the United States Department of Agriculture (USDA). Food Distribution takes place at the Harold E. Hofmann Community Center located at 14700 Burin Avenue at the third floor Main Event Room. Food is distributed every Wednesday at 10:00 a.m. on a first come, first served basis to those who qualify until all food is gone. Lines to obtain food form early. Those obtaining food must provide signature confirming that Emergency Food Assistance Program (EFAP) guidelines are met. NEW ARTICLE Volunteer Opportunity! Volunteers Needed for the 2020 Greater LA Homeless Count The City of Lawndale, in partnership with the Los Angeles Homeless Services Authority (LAHSA), is participating in the 2020 Greater Los Angeles Homeless Count. This will be the fourth year the City has participated directly with LAHSA using our Community Center. The Lawndale count will take place on Wednesday, January 22, 2020 and will deploy from the Harold E. Hofmann Community Center in the evening. Training will be provided. For the Lawndale count, we will need about 20-25 adult volunteers (18 years and older). During the count, volunteers do not have interaction with the homeless population. There are strict instructions and training provided so that the count is done in a safe and respectful manner to everyone concerned.
