Conference center projects advance; waste shipments plan fades

BY DAVE BURGESS qvpreditor@gmail.com Several of the Port of Quincy’s projects are visibly advancing, while another, the proposed shipment of municipal solid waste in containers through the port’s intermodal facility, has come to a halt.

Waste Management Inc. in November 2016 proposed to the port and Quincy public to bring the containers of waste in by rail, move them to trucks at the Quincy intermodal yard, and drive them up to the company’s landfill east of East Wenatchee. After being emptied at the landfill, the containers were to be trucked back to Quincy and shipped out by rail.

The company’s proposal was in preparation for its bid for waste from Snohomish County, in Western Washington. Port commissioners were ready to work with the company and signed an interim

contract in January. The plan met with some controversy locally, mainly over traffic concerns.

Company officials confirmed Tuesday that Waste Management did not get the contract with Snohomish County. So, those containers won’t be coming through Quincy.

Meanwhile, port commissioners pushed ahead on plans for a road into the port’s industrial park in George. At the board’s meeting Aug. 9, all three commissioners were present, and they discussed the construction plan and timeline with Larry Julius of Gray & Osborne Inc., a consulting engineering firm. Julius expressed a bit of concern over the bidding climate, noting some recent increases in material costs.

Bids on the road project will be accepted Aug. 24 at the port office until 2 p.m.

Commissioners also held a public hearing Aug. 9 on the proposed sale of approximately 5 acres in the industrial park to Ancient Lake Wine Co., a growing company located there. There were no comments about the sale.

A vote on it is expected at the next board meeting.

In other port business, Chris Dowd, grounds superintendent at Colockum Ridge Golf Course, brought up a project to bring in gravel for the parking area at the pro shop. Commissioners and Dowd discussed how much gravel would be

needed and what it might cost.

Commissioner Patric Connelly suggested getting three truckloads of rock and seeing how much it covers, and that plan was agreed to.

Dowd also presented an estimate to pave the cart paths on the golf course with asphalt, but that was not acted on.

At the Aug. 9 meeting, commissioners considered adding a heating and cooling air duct that would serve the Quincy Valley Chamber of Commerce’s office space, which occupies the southwest corner of the Quincy Valley Business & Conference Center.

Also, the floor covering that commissioners had approved for the Quincy Valley Business & Conference Center was installed Aug. 14-15.

The planned project to connect the port’s two side-byside buildings on F Street SW is also well underway, with construction of the passage appearing about half complete.

Commissioners noted that some of the trees out front along F Street SW are dead.

The port will wait to remove them until after Nick Parker double-checks the ownership of the trees.

“I think we are all in concurrence that those trees out there have got to go,” said Commissioner Curt Morris.

Quincy voters will choose between Worley, Lybbert

Cari Mathews, executive director of the Quincy Valley Chamber of Commerce, said that the chamber is working on putting together a public forum for the candidates, but as of last week she had no details of the event.

Coding contest open to students in region Post-Register Staff Rep. Dan Newhouse, R-Wash., recently announced the launch of the 4th Congressional District’s third Congressional App Challenge, a nationwide competition for students in high school and below.

“The Congressional App Challenge is a great opportunity for our high school students to highlight their creativity while building upon their STEM skills,” Newhouse said in a press release. “I encourage all students in Central Washington who are interested in coding to participate.”

The competition will run through Nov. 1, 2017, and is open to all students who meet the eligibility requirements,

regardless of coding experience, according to information in a press release. Students of all skill levels are encouraged to participate and to learn how to create their own apps.

Winners will be selected by a panel of judges and be given congressional recognition for their achievements in STEM and computer science. Their apps will be featured on a display in the U.S. Capitol in Washington, D.C., on house. gov, and on the Congressional App Challenge website.

Last year’s App Challenge winners, Tobias Williams, Elijah Stidham, and Jamas Middleton, students at TriTech Skills Center, won the challenge with the app they designed called “Trinity Complex.”

American Red Cross names new regional CEO Post-Register Staff The American Red Cross, Northwest Region, welcomed Alex Dieffenbach as its new chief executive officer in an announcement July 31. Dieffenbach will oversee Red Cross operations in seven chapters that span Washington and five northern counties of Idaho.

He comes to the Red Cross following more t h a n two decades of service with the Muscular Dyst r o p h y Alex Association, Dieffenbach most recently as vice president of the Mountain West Division.

His first day with the Red Cross was July 26.

“I’m incredibly excited to now be part of the Red Cross mission, one that provides critical programs and services to our local communities,” Dieffenbach said in a press release.

Dieffenbach was born and raised in Edmonds and graduated from San Diego State

University. He enjoys the outdoor activities that the Northwest has to offer.

According to information in a press release, last year, the Northwest Region of the American Red Cross: • Provided disaster relief assistance to more than 1,500 local families • Installed more than 6,000 free smoke alarms • Collected more than 27,000 blood donations • Trained more than 4,000 children in disaster preparedness • Provided nearly 10,000 case services assisting military members and their families • Trained nearly 70,000 people in life-saving skills such as CPR, first aid and water safety One of the first efforts Dieffenbach will help lead is, “Sound the Alarm, Save A Life,” a series of smoke alarm installation events this fall. The Northwest Region will install more than 3,000 alarms in a three-week period, part of a nationwide push to install 100,000 alarms and reach the 1 millionth alarm installed as part of the Red Cross Home Fire Campaign.

Under new name, health fair still a family favorite

BY SEBASTIAN MORAGA qvprsports@gmail.com Nothing spoils summer vacation like talk of returning to school. Unless you do it Quincy’s way.

For 14 years, Quincy’s children have looked forward to returning to school thanks to the Back to School Fair, which this year changed its name to the Family Health Fair, celebrated like clockwork every August outside the Quincy Community Health Center building.

With music, games, food, plenty of information and also, brand-new backpacks filled with new school supplies, children celebrate – yes, celebrate – the fact that summer is more than halfway over. The only people happier than the children are their parents, who also look forward to the fair.

A resident of Quincy for 11 years, Zoelia Isordia says the fair helps her as much as it helps her children. Financially, it helps her save money on school supplies, not having to buy as much stuff for her four children. The fair also helps her learn about labor laws for immigrant families, health topics, higher education and family safety. It also helps that it’s a TV-free afternoon for her brood.

“When they come here, they don’t want to leave,” she said in Spanish. “They like everything.”

Last year, she was pregnant and could not take her children to the fair.

“They got mad,” she said, “But when you can, you can.

When you can’t, you can’t.”

Anabel Aguilera, is relatively new to the fair, having attended only the last three years. Still, this 10-year resident of Quincy gives the fair high marks for helpfulness.

“A 10,” she said. “They help me with the supplies for school.”

Aguilera has three children, two of them in Quincy schools. She calculated she saves at least $60 in supplies by coming to the fair.

It’s not just moms who are happy to be there. The dads also relish the opportunity to save a few bucks and learn a few things, while their children play.

“There are many things one doesn’t know,” said Omar Garcia, a father of three children, “like workers’ rights.

With the information we get, we learn a lot.”

The information is available in both English and Spanish, said Garcia, who has attended the fair ever since his oldest child, age 7, was a baby.

Back in its earliest days, the fair was not even a fair.

It was, in a way, a reward.

Vaccination numbers and Well-Child exam numbers were low. As a way to get parents to bring their children in

and bring those numbers up, they offered them backpacks filled with school supplies in exchange for their son’s or daughter’s rolled up sleeve.

“If they were up-to-date in their immunization, they got a free backpack,” said Stephanie Melcher, the communications and marketing manager for the Quincy Valley Community Health Center. “Over the years, we have started adding things to it, and it has evolved into a community event.”

The numbers of immunizations and Well-Child exams are back to healthy levels, Melcher said. One thing, though, has remained the same. The stylish-looking accessories of the children leaving the fair and heading back home.

“They love the backpacks,” Melcher said.

Hemberry honored by association of cities Post-Register Staff Quincy’s mayor, Jim Hemberry, was recently recognized as an Advocacy All-Star for his contributions to improving Washington’s Public Records Act through two bills, HB 1594 and HB 1595, according to information in a press release.

Hemberry received the award June 21 at the annual conference of the Association of Washington Cities in Vancouver, Wash.

AWC is a private, nonprofit, nonpartisan corporation that represents all 281 Washington cities and towns before the state legislature, executive branch and regulatory agencies.

Advocacy All-Star awards recognize and celebrate actions by city elected officials who demonstrate a commitment to advocating on behalf of all cities, according to the AWC website. The AWC officials receiving the Advocacy All-Star award conducted advocacy efforts throughout the 2016 interim and 2017 legislative session.

Upon receiving the award,

Hemberry stated in a press release, “We encourage public interest and access to city activities, and the majority of our public record requests are reasonable and appropriate. There have been more public records r e q u e s t s Jim Hemberry than ever before to local agencies. Small agencies struggle to afford the investment in new technology that is often necessary to better manage those records and respond to requests. Our goal was to help local jurisdictions better manage and address public records requests. I think these bills were a good step in the right direction.”

HB 1594 creates a competitive state grant program to improve local agency information technology systems for public records management.

“The grant program in the bill is critical to supporting technology efforts for small agencies and increasing trans-

parency,” Hemberry said in a press release.

Hemberry acknowledged the efforts of Quincy City Administrator Tim Snead and Administrative Assistant Stephanie Keller, who manage the city’s public records requests. Snead and Keller attended the meetings and hearings pertaining to the two bills in Olympia.

“These bills are the result of several months of collaborative work among stakeholders and legislators. Both Tim and Stephanie deserve to be recognized for their participation and assistance. Stephanie generated an overview of the city’s records requests with specific examples that served to illustrate some of the challenges we and other public entities routinely face,” Hemberry said in a press release.

During the year, Hemberry led multiple meetings with legislators in Olympia, Moses Lake, Ellensburg and Quincy to discuss the city’s legislative priorities, including making improvements to the Public Records Act. Reflecting on the experience, Hemberry stated in a

press release, “We've advocated for changes to the Public Records Act for many years.

This year, in Olympia, there was more legislative recognition of the problem facing communities across the state and momentum to get something accomplished. The legislation is really a win-win because it benefits both those making requests and the responding public agencies by improving their efficiency and technical capabilities. It was an honor to be a part of the team effort that made it happen.”

Hemberry was recognized with four other public officials who advocated for the passage of the two public records bills as AWC 2017 Public Records Team of Advocacy All-Stars:

Sara Di Vittorio, Snohomish County public records deputy prosecutor; Mary Perry, Seattle Police Department director of transparency and privacy; Jamie Stephens, a San Juan County council member; and Whitney Stevens, a Snohomish County former public records officer.

Where do we go from here for a Hirst fix?

“W

here do we go from here?” seems to be the question at the top of everyone’s minds, after the failure of the Legislature to find a solution to the problems caused by the Hirst decision.

The third special legislative session concluded unceremoniously on July 20 and our elected officials left Olympia without a capital budget and without a Hirst fix.

Stemming from a Washington state Supreme Court decision in October 2016, the Hirst decision has effectively stopped rural development throughout Washington. Many landowners, construction workers and rural communities have looked to the Legislature to provide a “Hirst fix” for Washington state citizens affected by this ruling, that is described by Justice Stephens in the dissenting opinion as, “This is not a policy decision we (the court) are at liberty to make.”

Madilynne Clark, Washington Policy Center Commentary Hoping to provide a much needed and requested Hirst fix to Washington state families, Senate leadership promised the capital budget would not be passed unless a fair compromise was reached on Hirst between the two chambers and the governor. The capital budget is a $4.2 billion dollar funding source passed every biennium and is part of the normal state budgeting process. The capital budget would fund major infrastructure investments and projects in communities throughout Washington like school construction, housing and water projects. However, a compromise was never reached for Hirst even after three special sessions.

Rumors abound on what the next few months have in store for these

issues. The possibilities boil down to three main options, and it is unclear which the Legislature and the governor will choose.

No. 1. The governor’s office will recall the House and Senate to provide a capital budget and Hirst solution. If the governor were to call another special session this would make the fourth special session he has called this year, and would be for a 30-day period.

However, the governor’s repeated minimization of the impacts of Hirst, as just a water issue, makes it unlikely that he will place as much emphasis on the need for a permanent solution. Instead, it is more likely he will pressure Republicans that this “water issue” can be dealt with by postponing the ruling for a couple years in exchange for passing the capital budget.

No. 2. Leadership from both the House and Senate could call a special session. However, for legislators to call

a special session, the motion must be supported by two-thirds of each chamber. Supporters of this theory believe leadership will only request a special session if an agreement is close to being reached. The House and Senate would likely only call the session for a short period of time to pass a solution to Hirst and adopt the capital budget.

No. 3. No special session is called and decisions on Hirst and the capital budget are postponed until the 2018 legislative session, which is only five months away. This may be attractive to some Democrats who hope the special election in the 45th District Senate race will give them a majority in that chamber. However, the capital budget requires a 60 percent vote to pass the bonds. Any capital budget would require some Republican support. Additionally,

Letters to the Editor Thanks to Quincy voters A huge “Thanks!” to Quincy voters that pushed us into the general election; I can’t thank you enough. It was a bittersweet experience for my wife (Janet) and I, spending the three hottest weeks of our campaign knocking on doors. We met so many great people that truly care for our community, sharing their comments and concerns.

Visiting with mayoral candidates Ric Garces and Ric Ruesga and understanding better what drove them to want to be mayor was important for me. Both are great (and classy) guys, and I look forward to addressing some of their concerns once I’m mayor.

All four ran a good race, but the two candidates with the most votes will be on the November ballot, Scott Lybbert and Paul Worley. Ballots will be mailed October 18-20.

Scott Lybbert is my choice for mayor of Quincy for the following reasons.

First, a mayor should have experi-

ence in city government and a vision for the future of Quincy that reflects input from the people that live here.

Also he would be a mayor that encourages community involvement and would work with law enforcement and citizens to provide a safe community. Aug. 13, 2003 Reyes relates Iraq experience Marine Sergeant Ben Reyes is home in Quincy on a 30-day leave shortly after returning from a mission in Iraq. While home, he has been sharing his experiences in the Middle East with family and friends. When Reyes’ company, Echo Company, arrived in Kuwait, they began training to take over a key port facility in Az Zabayr.

Echo Company was just 20 minutes into Iraq when they started engaging the enemy. Most of the enemy soldiers were from the Republican Guard, Saddam Hussein’s personal army. Reyes said his company of 80-90 Marines captured between 460-470 enemy prisoners of war that first day.

Massive wildfires are affecting prices for homes

M

assive forest fires in western parts of Canada and the U.S. are not only choking us with layers of smoke, but are cutting off lumber supplies around our country.

The result is the cost of a new home is rising because of the growing shortage of framing lumber and laminated decking.

The Wall Street Journal reported that the combination of the wildfires and the 30 percent tariff President Trump slapped on Canadian lumber producers are causing lumber shortages and have driven up the nationwide average price of a new single-family home to $406,400 in May. “More than a half-dozen lumber mills, which produce about 14% of the province’s (British Columbia) timber and 3% of North American output, according to industry newsletter Random Lengths, have closed.

Forest fires haven’t affected prices so dramatically since 2003, said Jon Anderson, the newsletter’s publisher,” WSJ stated.

In terms of public health, calculations by researchers at Canada’s National Forest Carbon Accounting System, indicated that last year’s mammoth fire, which led to the evacuation of Fort McMurray, released the

Massive forest fires have been around for centuries in western parts of the U.S. and Canada. For thousands of years, semi-arid forests, which stretch the length of western U.S. and Canada’s interior, have operated on a cycle of growth, fire and regrowth.

Huge fires are part of Washington’s Cascade Range history as well. For example, in a single week in September 1902, the Yacolt Burn engulfed more than a half-million acres and killed 56 people in the Columbia Riv-

er Gorge and around Mt. St. Helens.

The choking smoke was so thick that ships on the Columbia River were forced to navigate by compass and the street lights in Seattle, 160 miles to the north, glowed at noon.

The Yacolt fires actually forced Weyerhaeuser into lumber milling, particularly in the Longview area, where it built a massive forest products processing complex. The company needed to find a way to recover as much value from its charred trees as possible. That complex also processed salvageable trees from its Mt. St. Helens tree farm following the 1980 volcanic eruption.

Logging burned over acres of public lands makes sense. A 2015 U.S. Forest Service study of federal forests in the Wenatchee area found that large wildfires can leave behind thousands of acres of fire-killed trees that eventually become fuels for future fires.

In the past, logging fire-damaged forests was viewed only for recovery of their economic worth. Now it has a fire-prevention value.

Salvage logging was part of President George W. Bush’s proposed “Healthy Forests” initiative 15 years ago, but critics viewed the program

as just a way to increase logging in public forests and killed it.

Bush’s plan called for removing dead and diseased trees before they could fuel large wildfires. Those fires cost hundreds of millions to suppress. (At the time, huge fires in the Wenatchee-Lake Chelan area were fresh on people’s minds.)

The logging, milling and replanting logged land with young trees would create thousands of jobs and add to our nation’s timber supply. It is a way to maintain a healthy growing forest that stores carbon and emits oxygen.

The bottom line is clearing dead trees and debris from the forest floor reduces some of the risk of massive wildfires that pump millions of tons of CO2 into our air.

Global warming seems to be accelerating the number of wildfires across the planet. Those fires are public health threats. Robbing them of their fuel makes sense. Department of Ecology begins study of air quality in Quincy Post-Register Staff

The air monitoring station set up by Washington Department of Ecology is off of C Street NE in Quincy.

Washington state scientists will collect data on several types of air pollution in Quincy, following significant increases in population and economic development, including 10 new industrial facilities, according to information released by the Washington Department of Ecology.

The Department of Ecology is conducting a one-year air monitoring study to better understand general air quality and contributions from the different types of pollution that may affect the commu-

nity, the department said in a July press release.

Ecology installed a monitoring station in northeast Quincy, at approximately 330 C St. NE. Department personnel will gather information on weather conditions and measure fine particle pollution.

Air monitors will also collect data on pollution associated with diesel engine exhaust that comes from sources like vehicles, trains and generators.

Fine particle pollution, like what’s found in smoke and diesel exhaust, can harm people’s health, the press release said. Generally, young chil-

dren, older adults, and people with lung or heart diseases are most at risk from exposure.

“We recognized that Quincy had seen a lot of changes that could affect pollution levels,” said Eastern Region Air Quality Section Manager Karen Wood in the press release. “Studying air quality will improve how we develop clean air permits and help the community with planning for growth.”

Ecology has completed similar studies in other Washington communities, including Coulee City in 2010 and Metaline Falls in 2016. Projects are selected as funding becomes available.

Data from the air monitoring site will be available on Ecology’s real-time air monitoring network. Scientists will evaluate the data, update computer models used to make air permit decisions, and share the study conclusions late next year.

Lucky break: Prosser student gets Quincy Rotary support for exchange

BY DAVE BURGESS qvpreditor@gmail.com Jenna Knight got a call the day before winter break in school last year that let her know she would not be attending classes at Prosser High School for her junior year. She would be in France.

The 16-year-old, who has lived in Prosser her whole life and has been to Canada once, said in July that she was very excited and also a little bit nervous thinking about flying to France, living with a French family and attending school there as an exchange student.

“I am quite adventurous, I would say. I do really enjoy traveling,” she said. “This is definitely outside of my comfort zone, but I think this will be a good challenge for myself.”

Jenna got the chance to go because the Quincy Rotary Club’s youth exchange program didn’t have a student from the Quincy area to send.

Jenna needs to be in France around Aug. 28, said Angela Knight, Jenna’s mother. As a “Rotary outbound parent,” Knight said she is very proud of Jenna for wanting to do this and spread her wings – Jenna has been interested in going on an exchange since about eighth grade.

Jenna was referred instead to the Yakima Rotary; she applied and was named the first alternate – she was not initially chosen to go.

her to the opening at the Quincy club.

“I am super grateful to get this opportunity to go,” Jenna said.

The price tag is about $25,000 for a Rotary exchange, and a large part of that is covered by Rotary. The portion that youth exchange families cover is about $6,700.

Angela Knight said that her daughter had about a third of that saved from things like her 4-H Club activities, and her family covered the rest.

Knight said that when Jenna applied, she had put down Italy as her first choice of destination. But she is happy about going to France and is trying to learn some of the language before she leaves home.

In school in Prosser, Jenna said she has enjoyed soccer and track, history and Spanish. Now she is interested in French history and architecture.

“I am really hoping to get a bigger perspective on culture, on the world, a new culture,” she said, “and I am hoping, definitely, this will be a difficult and good challenge for myself.”

She is looking forward to learning another language by immersing herself in it and making friends and connections around the world.

While she is up for the challenge, she has some natural apprehensions.

John Rylaarsdam, the youth exchange officer for the club, is enthusiastic about the program and how rewarding it is.

“It’s a real bright spot in the Quincy Rotary Club,” he said.

Student exchange programs were started in the 1950s by the U.S. State Department, Rylaarsdam explained, as the U.S. needed to start creating ambassadors after World War II. By having young people come over and stay with families and vice versa, there would be an interchange of culture and communication.

He and his wife have hosted four kids at their home.

Rotary is not the only organization that does student exchanges, “but I do think we are the best,” Rylaarsdam said. “We really plug them into the club and the community.”

Adults at Quincy High School also help, Rylaarsdam said, mentioning Michael Benedict and Chris Trevino. Benedict “is a great advocate for these students, he really interacts well with them,” Rylaarsdam said. “Our school has been so great, so accommodating about getting these kids plugged in.”

Rylaarsdam also recalled how good the experiences have been for outbound students – local kids sent overseas – in recent years, students such as Fiona Koehnen (who went to Germany), Tyler Landin (who went to Brazil) and Daisy Villela (who went to Denmark).

“We have had this great

While the student’s share is a lot of money to anybody and can be intimidating, he said, “For the parent or student … this a great bargain, a great opportunity.”

Typically, students leave in August and come back in June. Students are age 15 to 18 at the time of departure. Rylaarsdam said kids who are open to the challenge of a new experience and have an inquisitive mind are successful on exchange. Guests are also welcome to find out more over lunch at club meetings, Thursdays at noon at the Quincy Senior Center.

“I think we need our own kids to take advantage of this opportunity,” he said. “These kids come back changed in a positive way, and I’d like to think they are changing hearts and minds (overseas) too. … It’s just going to make the world a better place to live.”

Snoqualmie Falls: not as far as you think

BY SEBASTIAN MORAGA qvprsports@gmail.com Nestled between the pretty rows of houses of Snoqualmie Ridge and the old-town flavor of Downtown Snoqualmie, lies a tourist attraction almost without parallel in Washington.

Snoqualmie Falls, two hours and 15 minutes away from Quincy, is the thirdmost visited tourist spot in Washington, behind Deception Pass, near Anacortes, and a certain mountain southeast of Seattle, featured on most license plates.

Elizabeth Dubreuil is the consulting cultural resource scientist for Puget Sound Energy, which administers and owns the park, its museums, and the hydroelectric plants at the falls.

Dubreuil says Snoqualmie Falls offers a snapshot both of the history of the region and of the potential of it.

The first time someone saw the potential of Snoqualmie Falls water as a way to collect hydroelectric energy was 1898, Dubreuil said. The underground power plant built there around that time was the world’s first of its kind, she said.

“That was the initial development of the site as a hydroelectric facility,” she said.

Since those early days, the facility has developed into a popular visitor spot as well as a favorite of newlyweds, marriage proposals, and

Snoqualmie Falls, just a mile from Downtown Snoqualmie, is one of the top three tourist attractions in the state. birthday trips.

In the early part of the 20th century, a highway was built along the northwest edge, which increased its popularity. Nowadays, more than 2 million people visit the falls each year, Dubreuil said.

“Through the years we have talked to the public and gotten their ideas of what the park should be like,” Dubreuil said.

The latest renovation occurred in 2010, with staircases, more orientation signage, more native plants, and a walkable trail connecting the lower and higher plateaus of the park.

When 2 million people visit you, certain issues will likely arise, Dubreuil said. PSE has had to encourage people to use elevated walkways in-

stead of crossing the road and use parking lots instead of parking alongside the road.

Once known as a high carprowl area, Snoqualmie Falls is safer these days, mostly because of awareness of the problem, Dubreuil said. Still, the responsibility to care for valuables still falls on the visitor’s shoulders, she said.

Some people still try to climb over fences to get closer, which is forbidden by law.

The falls are considered sacred by members of the Snoqualmie Tribe, and PSE operates it under a federal license to preserve historical spots.

“One of the things we try to do is keep people from going down to the base of the falls, not only because it’s sacred but because it’s dangerous,” she said.

5. Add a pinch of red pepper flakes and basil/parsley if desired and dig in!

Library art exhibit a first for 93-year-old Quincy man

Call him blessed, call him lucky. Call him whatever you wish. Just don’t call him one thing.

“I’m not an artist,” he said.

“I just put the paint where they say to put it.”

For the past 20-plus years, Meyer, of Quincy, has been proving himself wrong, creating impressive paintings by the time-honored method of painting by numbers. And now, he has his first exhibit, at the Quincy branch of the North Central Regional Library.

“To me, it’s just my pastime,” he said. “It’s what I do to fill time.”

Most of his works depict animals and/or landscapes.

“I enjoy doing a good scenic picture,” he said. “I prefer that there be some life in it, some animal, some bird,

something like that.”

Few of his works stay with him, Meyer instead choosing to give them away. Now some of them are up on the walls of the library, something he acquiesced to after some badgering from friends.

“The idea didn’t appeal to me at all,” the 93-year-old Meyer said with a laugh, later adding, “I just hope other people enjoy ’em.”

It all started with a Christmas present he once received, many years ago: a paint-bynumbers kit. Now, some of his works take him weeks to complete. Such is the detail and dedication required, and such, says Meyer, is the required focus, as well.

“I like to do it when I’m in the mood to do it,” he said.

“It’s not a job.”

He says he doesn’t want it to feel like a chore, he wants it to remain enjoyable, and when something requires deep concentration, being in

the right mood is essential.

“For example, on a wolf’s head, the eyes have to be just right,” he said, “and you only get one shot at it. Once that paint is on, it’s pretty hard to do it over.”

He may not call himself an artist, but he sounds a lot like one, especially when talking about how satisfying it is to finish a picture and realize it came out just like he wanted it to.

Unlike many artists, though, he says he has no favorites, no piece of art that he must keep. At the same time, he refuses to sell any, choosing instead to give them away.

Well into his 10th decade of life, Meyer relishes the chance to keep painting for as long as he can. He says he has no regrets about not picking up the brush any sooner.

“I was busy before that,” the retired farmer said with a chuckle.

It’s the largest gathering of wineries in the region, and the only professionally-judged wine event dedicated to wines produced in Chelan, Douglas, Grant and Okanogan counties.

What are some of your hobbies or interests outside of work? My wife and I play some golf, but not often enough. I ride my motorcycle, but not often enough. I spend as much of my free time reading as I can manage. I also give back to the community through service on several boards (Quincy Chamber of Commerce; Columbia Basin Foundation).

Do you have family in the area? My parents moved to Quincy from Montana in 1958.

Quincy student wins scholarship

The National FFA Organization awarded a $2,000 John Deere Dealer scholarship to Tanner Wallace of the Quincy FFA. The scholarship is

sponsored by Evergreen Implement Inc. Wallace plans to use the funds to pursue a degree at Washington State University.

This scholarship is one of 1,888 awarded through the National FFA Organization’s scholarship program this year.

Currently, 115 sponsors contribute more than $2.7 million to support scholarships for

students.

The 2017 scholarship recipients were selected from 8,337 applicants from across the country. Selections were based on the applicant’s leadership, academic record, FFA and other school and community activities, supervised agricultural or work experience in agricultural education and future goals.

OBITUARIES Henry A. Beckemeier

It is with great sadness that the family of Henry Alfred Beckemeier announces his passing on Sunday, July 30, 2017, at the age of 83. Henry was born to Harold V. and Nora J.L. (Larson) Beckemeier on Jan. 5, 1934, in Norborne, Mo. After graduating in 1951 from Quincy High School, he continued his education at Central Washington University, graduating with a degree in economics. He worked overseas for numerous years, but his real love was working with wood. Although he built several houses, he was a finished carpenter by trade and many called him a master craftsman. He found humor in the fact that he started making furniture after he lost his sight in one eye and his hands shook.

He and his wife, Lana, traveled quite a bit in their last few years. They visited all 50 states and numerous foreign countries.

After buying a book on pie making from the Mineral Springs Café on Blewett Pass, he started baking pies. He made pies of all sorts, and for every family, church or friend gathering, he served at least one of his pies. Many wondered why he made so many

Henry is survived by his wife and best friend, Lana, of Chelan; two precious daughters, Lauri and Heather; five grandchildren, JD, Kellen, Guess, Austin and Scout; his sister, Norma (Bill) Watson, of Quincy; four nieces, Christine, Jody, Billie and Pat (Sam) Coumbs and their children Jimmy and Shelly; and a nephew, Warren (Daphne) Beckemeier, of Quincy, and their children, Eric and Greg.

He was preceded in death by his parents and a brother, Harold V. Beckemeier Jr., and a nephew, Stuart Beckemeier.

A Celebration of Life will be held at 11 a.m., Saturday, Aug. 19, 2017, at the Christian Church in Mansfield. In lieu of flowers, the family requests donations be made to the Lake Chelan Bach Fest. Arrangements are in the care of Jones & Jones-Betts Funeral Home in Wenatchee.

He enjoyed the outdoors and camping trips with family and friends. Fishing trips with his wife and daughters were common. Rick was not fond of cold winters. He enjoyed sitting with his wife on the front porch during warmer months, watching the birds.

Ina “Louise” Westover, of Quincy, passed away on July 30, 2017, in Wenatchee.

Ina “Louise” was born in Sleeper, Mo., to Troy and Ethel Jennings on Jan. 22, 1943. She married Quinn “Vernell” Westover on July 2, 1979. She was employed as a CNA for many years.

She was a meticulous homemaker, loved gardening, and was an amazing cook. She also took immense pride in her children and grandchildren, as well as the numerous children she babysat throughout many years. Louise especially loved sunflowers, and could often be found outside

Rick A. Moyser, 58, of Quincy, was called home on Aug. 9, 2017, following an extended illness.

He was born to Richard A. Moyser Sr. and Shirley A. Moyser at Camp Pendleton, Calif., on July 11, 1959. Rick graduated from Quincy High School in 1978. Two years later, Rick married his high school sweetheart, Deanna Benz, on July 18, 1980. They have two daughters, Charity and Angela.

Rick began his work with the Quincy Police Department in 1982 serving as a reserve officer. He also worked as a reserve sheriff’s deputy for the Grant County Sheriff’s Department. Rick also

River Dogs’ season ends with loss to Texas team

BY SEBASTIAN MORAGA qvprsports@gmail.com The Columbia Basin River Dogs dropped out of the Babe Ruth World Series with a 6-2 semifinal loss to eventual champions Mid-County, Texas.

The River Dogs jumped to an early 1-0 lead in the top of the second inning, with Quincy’s Nic Lopez scoring the lone run on a sac fly.

They could have done more damage but left two runners stranded.

Then, in the bottom of the inning, Mid-County pounced on some defensive gaffes and laid a six-spot on the River Dogs.

The local boys threatened a few times but could not get the clutch hit they needed to close the gap. They scored a late run in the top of the seventh, but stopped there.

“I’m actually really proud of these guys,” said Lopez who played his last game as a River Dog in the loss to Mid-County. “At the beginning of the season we really didn’t know what was going to happen, team-wise, we didn’t know how good we were going to be, and we turned out to be really good.”

Lopez called being a River Dog “an amazing experience.”

Randy Boruff, the skipper of the team, said the team

“probably overachieved a little bit, taking third place.”

The clutch hits went missing, Boruff said and that hurt the squad, which scored one run in the quarterfinals and two in the semifinals.

“We had seven hits and they (Mid-County) had seven hits,” Boruff said. “They had the one big inning and that’s what got us in trouble.”

Mid-County “is probably a better team than we are, across the board,” Boruff added.

The River Dogs reached the semifinals after beating Tucson, Ariz. in a terrific game

by Quincy product Kaeden Murphy, who pitched six innings of shutout baseball before reaching the Ruth series’ 105-pitch limit. Brewster’s Joe Taylor loaded the bases before closing the game and giving the River Dogs a 1-0 win.

Another Quincy player, Lopez, helped keep Tucson scoreless in the quarterfinal game.

In the top of the sixth, with a runner on first, Tucson’s Sean Fanning hit a grounder to shortstop, where Taylor bobbled the ball. The next batter, Danny Perez also grounded to short.

Taylor fielded the ball and threw to Lopez at first base.

Lopez bobbled the ball, then caught it in midair, and fired home, where the catcher tagged out Ayden Madero.

Quincy boy returns from baseball tournament in Kissimmee, Fla. Evander Stephens, a 10-year-old from Quincy had his first taste of national-caliber youth baseball last month, when he traveled to Kissimmee, Fla., for a showcase tournament hosted by the United States Specialty Sports Association.

Evander went 5-for-8 with a double in the tournament, in which his team of players from around the Northwest, won one game and lost three.

The one win was against the team that ended up winning the tournament, mounting a rally from four runs down to win 8-7.

The Quincy resident tried out in Tacoma alongside players from as far away as Colorado and California before qualifying to travel to Orlando with about 14 other players. About 80 tried out.

Since the group had never played together, the first days in Kissimmee, near Orlando, were spent helping the players

get used to one another, then the games started. The team lost the first two before winning one and then losing the last one.

For the boy and for his family, the trip to Orlando was a reward for years of practicing and sacrifice.

Patricia Esparza, Evander’s mom, says her son has been playing baseball since he was 2, and organized baseball since he was 7 years old.

For the past two years, the family has been traveling to East Wenatchee so Evander can play with a team there.

“Quincy doesn’t have a program,” she said, adding that Evander will try out for next year’s version of the tournament, as well.

This was Evander’s third trip to Florida but first trip for baseball.

“I never thought I would make it that far,” he said.

Esparza, her eyes brimming with tears, echoes her son’s sentiment.

“He loves the game, and he’s a good boy, and I’m just

really happy for him,” she said. “He was happy, so I was happy. I’m just so grateful to the community for their help.

He made it, and that makes me happy.”

Parents had six weeks notice that their child had made the team and was expected in Florida.

Thanks to the help of the community, Esparza said, the trip was never in doubt.

“We are very grateful,” she reiterated.

Playing baseball in the Florida heat and humidity was no problem, Evander said, despite Mom’s claims that his cheeks were red most of the time.

Watching the sport in the heat and humidity was a different story, Esparza says.

“With the baby, it was horrible,” she said, holding Evander’s 20-month-old sibling.

An incoming fifth-grader, Evander says his grades are good and his favorite subject is physical education.

“He’s really good at math,” his mom said.

The Moses Lake River Dogs bowed out of the Babe Ruth World Series with a marathon-like, 10-inning loss to eventual tourney runners-up Cape Cod 2-0 in the quarterfinals.

Cape Cod loaded the bases with one out in the top of the 10th inning, and then second baseman Michael Fraser scored on a wild pitch. A batter later, outfielder Nathan Amaker scored on a sac fly.

The River Dogs went down in order in the bottom of the 10th inning with the first batter grounding out to third base, the second batter striking out and the last one fouling out.

Thus ended a charmed season that saw the River Dogs be crowned as the top team in the state, qualify for the Babe Ruth World Series and then qualify to the bracket round of the Series with the No. 2 seed.

Against Cape Cod, the River Dogs struggled to get the ball past their opponents’ infield, getting their first hit into the outfield in the bottom of the fifth inning, a liner to centerfield by Dax Lindgren.

They went on to load the bases before infielderEmmitt

Tatum flied out to centerfield.

Evan McLean, a Moses Lake product, pitched for the River Dogs, and he pitched eight innings of shutout ball, surrendering nine hits, striking out three and walking one. Electric City’s Dalton Kentner pitched the ninth and the 10th innings, allowing two runs on two hits with a strikeout and two walks.

Kentner also had one of the oddest hits of the tournament, bunting to first with one on in the bottom of the third. He collided with the Cape Cod pitcher on the basepath, both players fell and a prone Kentner touched first base, with Lindgren advancing to second. Umpires ruled it a hit.

Right-hander Judson Morris started for Cape Cod, and he pitched nine innings, giving up no runs on five hits, two strikeouts and no walks.

Reliever and shortstop Samuel Majewski pitched the 10th inning for Cape Cod, yielding no hits and no walks, with one strikeout.

The starting pitchers’ performances were astounding in their symmetry, with both laying strings of zeroes on the scoreboard, both starters hitting the seven-inning mark at 89 pitches each, and both pitching into extra innings.

JOB DESCRIPTION: The Food Safety Compliance Coordinator will develop and oversee all of the food safety regulations, policies, and procedures for an orchard. The successful candidate will help to develop, implement and enforce security and food safety standards, policies, and programs including HACCP, Global GAP, SQF and GFSI, regulatory audits, food safety training programs, standard operating procedures (SOP’s), product inspections, and standardized work instructions. Assists the Office Manager by providing secretarial and clerical support.

Responsibilities & Duties: Specific Responsibilities will include, but not be limited to the following: • Develop and provide training for food safety and quality requirements • Develop and maintain documentation such as Standard Operating Procedures (SOP's), as well as maintenance of manuals, policies and procedures as relate to any food safety concerns • Conduct facility food safety audits as well as manage third party audits • Monitor and verify activities to ensure that all products coming in and out of the farming sites meet food safety standards in addition to quality standards • Update existing food safety procedures and documentation to keep up with changing requirements • Work closely with Operations Manager and/or General Manager on any food safety or quality assurance issues • Oversee proper maintenance and sanitation of all facility to comply with food safety requirements • Ensure that all company food safety and quality assurance procedures are followed and documented correctly at all times Qualifications(preferred but not required): • Food safety experience is preferred but not a requirement.

• Experience with Global GAP, SQF, GFSI, BRC and/or USDA audits desirable • Bilingual English/Spanish preferred • Able to work unsupervised and manage independently • Have strong communication skills and proficiency in English/Spanish reading and writing • Must be flexible with work hours and days (32 - 40 Hours a week) Skills: Detail oriented, and possess strong computer skills, including MS Office and Excel Send resume to carla@suncurepelletmill.com.
