1. What are your expectations for the Rabat 2013 World Summit? For us 1996 (Habitat II in Istanbul) was an important milestone. This event marked the beginning of the unification process of the global movement that culminated in 2004 in the birth of UCLG that is the unified voice of local and regional governments. In 2013 the Rabat summit also represents an important date because we are on the verge of two crucial deadlines for local and regional governments. The first one is 2015 with the revision of the United Nations' Millennium Development Goals (MDG), and the Habitat III Conference in 2016, and this, represents the purpose of our presence within the High Level Panel on Development agenda, that was established by Ban Ki-Moon, the UN Secretary General. In Rabat we must lay the foundations of our own development agenda. This is why I ask all our members and partners to be present in Rabat for this great landmark event that will mark the history of our movement. 2. As President of UCLG, what is your role in the High Level Panel on the Post-2015 Development Agenda? In the last few years, local and regional governments have taken very important steps in recognizing their key role in the global development agenda. In July 2012, the UN Secretary General, Ban Ki-moon created a High Level Panel in which I represent the voice of cities and regions, for a unique and universal agenda of development that focuses on human development. In that regard, we put in place within UCLG, the international Taskforce of local and regional

governments with a view to strengthening cities and regions in the post-2015, Rio +20 and Habitat III processes. At our last meeting in New York in May, the statement of the Secretary-General Ban Ki-moon was very positive for us. I quote: "As the world struggles to define a more sustainable path for the coming years, particularly for the post-2015, the local voices and actions will represent crucial elements in this quest. It is important to preserve and encourage political spaces where local authorities may have an impact on decision-making at the global level.”
3. “Strengthening Solidarity among Territories” will be one of the main themes of Rabat 2013: is it an attainable goal in this context of global economic crisis and therefore, of increased territorial competitiveness? Competitiveness and solidarity are not antinomic notions. In these times of crisis that strongly affect local governments in certain regions of the world, we need positive competitiveness that generates resources and also solidarity between territories. Cities and regions are the engines of economic and development dynamics. In certain regions of the world, more than 65% of public investment is financed by local and regional governments. Therefore, the development dynamics lie in the territorial level. The economic crisis has deeply affected the local and regional governments and has disturbed priorities, which urges us to innovate, to seek other solutions and

strengthen solidarity. This theme imposed itself and we will try to debate it in Rabat.
Focus: The main highlights of Rabat 2013 World Summit Over 3000 participants from more than 100 countries, local and regional leaders, representatives from international organizations and financial institutions, and partners from civil society organizations as well as the public and private sectors, are expected at the Summit for a rich and varied program that is designed to meet the expectations of each of you. Meetings of all committees and thematic and regional working groups of UCLG organization, as well as several statutory meetings will be held from 1st to 4th October 2013 in Rabat, with the goal of renewing their mandates. A General Assembly, a World Council, an Executive Bureau will define the strategic priorities of the global organization for the coming three years and this will also be an opportunity to renew the mandates of the governing bodies.

The Rabat Expo Fair from 1st to 5th October 2013
The « Rabat Expo » Fair will take place over 5 days, from 1st to 5th October 2013, on an exhibition space of 10,000 m² that meets quality standards of international business fairs. It will allow companies, governments, regions and their associations, consulting firms, universities, professional associations, NGO’s and international institutions of cooperation, to present a diversified offer of equipment , technologies, services, methodologies and know-how that meets the specific needs of the local authorities. The fair will be installed on the plaza in front of the Sofitel Jardin des Roses and will include three pavilions:
A Moroccan pavilion dedicated to Moroccan cities, regions, culture and arts.
A pavilion for cities, foreign regions and International Institutions
An industry pavilion for Moroccan and foreign companies

The celebration of the 100th anniversary of the International Municipal Movement The 100th anniversary of the International Municipal Movement will be celebrated during the World Summit of Local and Regional Leaders with a large scale exhibition. This timeline will trace and illustrate the events of the last one hundred years of direct cooperation between municipalities: successes, challenges and achievements, historical impact, etc.

A ceremony will also be held, during which key figures of the International Municipal Movement will be honored.

NewsFlash : Participation of a delegation from the Rabat 2013 Association, led by its President and Mayor of Rabat, Mr. Fathallah OUALALOU, during the Executive Bureau of UCLG in Lyon from 5th to June 7th 2013 in the context of a communication campaign carried out to promote the 4th UCLG World Congress.
In parallel with the meetings of the Executive Bureau of UCLG, the Rabat 2013 Association organized at the headquarters of the Rhône-Alpes Region an exhibition that consists of 31 paintings of the city of Rabat. As part of the preparation of the World Summit, the Rabat 2013 Association organized a meeting of Heads of Diplomatic Missions accredited to Morocco, in order to present the progress of the Summit preparations and encourage them to mobilize local communities of their countries. Prior to that, the Heads of African Diplomatic Missions were invited by Mr. OUALALOU to a meeting at the Urban Municipality. In order to promote the World Summit of Local and Regional leaders and the Rabat Expo Fair, the Rabat 2013 Association took part in the 4th Forum of the international action of local authorities, organized in Paris the 1st and 2nd July 2013 by United Cities France and Media Contact Services. The implication of this event was very important as Moroccan and French local authorities have enjoyed a very close relationship for many years. Mr. Abdelkbir BERKIA, who is personally involved in the Franco-Moroccan decentralized cooperation, and as President of the Regional Council of Rabat Salé Zemmour Zaër, partner of the Regional Council of Rhône-Alpes and the city of Mantes-la-Jolie, and Vice-President of the Rabat 2013 Association, led the Moroccan delegation, along with the Wali Director General of Local Authorities of the Ministry of Interior, Mr. Allal SEKROUHI.

According to a UN report, in 2050, the world population will reach 9.6 billion people, 2.4 billion Africans; in other words, one in 4 people will be African in 2050. On the occasion of the participation of Mr. OUALALOU in a meeting between Chinese and African Mayors and Governors, a letter of intent developed for the establishment of a friendly partnership between Rabat and Jinan in China, with the goal of consolidating and developing friendly cooperation between the two cities. Organization in Brussels of the Third Interim Meeting of the Policy Forum on Development. The PFD is a partnership between the Brussels-based think-tank Friends of Europe, the Agence Française de Développement (AFD), the United Nations, the World Bank and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). On this occasion, the EU program “Civil Society Organizations and local authorities 2014-2020”, the successor of the thematic program “Non-State Actors and Local Authorities in Development (2007-2013)”, is currently being implemented.

Puerto Iguazú in Argentina, hosted the 7th Congress of the Latin American Federation of Cities, Municipalities and local government associations (FLACMA), in the presence of more than 2000 participants, including participants from Europe and North America On the occasion of the official of His Majesty King Juan Carlos I of Spain, Mr. OUALALOU, Mayor of Rabat, handed the keys of the city of Rabat to the Spanish sovereign as a sign of respect for this illustrious guest and to affirm the friendship and trust between the Moroccan and the Spanish peoples and the two neighboring countries. After evoking the human and historical ties that link the capital of Morocco and Spain, particularly Andalusia, the Mayor of Rabat called for the presence of a number of Spanish local governments at the World Summit of Local and Regional Leaders.
The third and last steering committee of the next report Of the Global Observatory on Local Democracy and Decentralization (GOLD) on the local governance of basic services was organized in the UCLG World Secretariat in Barcelona to discuss the latest version of the contributions and recommendations of all regional sections. Following the success of GOLD I and II, the GOLD III report on basic local services, that will be presented at the World Summit in Rabat, aims to reinforce the message of local and regional administration in debates on the MDG’s and in the context of the Post-2015 United Nations Development Agenda. More than 2200 people representing more than 200 local authorities from 30 countries and 5 continents met in Porto Alegre, Brazil, in the framework of the 3rd Congress of the network of Peripheral Local Authorities Forum (FALP), organized under the theme "Rights & Democracy interdependent metropolises". The new President of the Federation of Canadian Municipalities is Mr. Claude DAUPHIN replaces Karen LEIBOVICI.
