#RIAConf20 Alasdair Reisner | Chief Executive, Civil Engineering Contractors Association (CECA) CECA is the representative body for the UK’s civil engineering contractors, who build and maintain the nation’s critical infrastructure networks in the key sectors of transport, energy, water, waste, and communications. CECA represents over 300 contractors of all sizes, covering approximately 80% of the civil engineering market in Great Britain, including 80p in every pound spent on rail construction. CECA members employ close to 200,000 people and deliver work worth around £15 billion every year. David Bennett, Delivery Director, HS2 Ltd David Bennett is the Delivery Director for Phase One. He joined HS2 from global engineering firm Jacobs and has wide ranging experience of delivering complex projects across the globe. Following the recent publication of our proposed operating model with a focus on construction, David will play a key role in leading and developing the detailed design of the new construction directorate. John Larkinson | Chief Executive, Office of Rail and Road (ORR) John has been Chief Executive of the Office of Rail and Road (ORR) since October 2018. Prior to this, he was ORR Director of Railway Markets and Economics, responsible for the 2018 periodic review of Network Rail, the ORR’s consumer role, decisions on track and station access and industry financial analysis, and leading on policy issues for Scotland and Wales. He previously held a number of other senior roles at ORR, having joined ORR from the Strategic Rail Authority where his final role was as Director of Network Regulation & Affordability.
