2014 was the year when we strengthened our volunteers structures at local level and increased the feeling of an active network through the projects planned and implemented by the board members, by the TON professionals and mainly, by the active organizations in the network. 2014 brought the challenge of materializing the idea of regional trainings that we will continue to develop in 2015, by strengthening the management capacity of local groups and the training capacity of regional trainers.

As in November 2014 we celebrated in Iasi 25 Years of Romanian-Belgian Cooperation, we are thus obliged to “immortality”, from a historical, temporal and human achievement perspective. 2014 was dedicated to the development and standardizing the network activities. 2015 will bring us the challenge to think our ”immortality” in concrete management and structural development steps, in order to integrate the TON strategic development plan at cross-national and European level. We thank all our devoted volunteers, all the local groups and all our institutional partners, all our sponsors, the members of TON Board and all our professional workers! Without your contribution, TON would not be what it is today: a network of people who want a better life through real community actions and cross-border cooperation.

Retrospective
In 2014, ADR-Vlaanderen celebrated its 25 years of existence. A range of celebrations on different locations in Belgium were organised and this gave us many opportunities to introduce and present TON. In Romania, the 25 years of collaboration between Belgium and Romania were highlighted during a four day event in Iasi, an initiative of the ‘Complexul Muzeal National Moldova Iasi’ together with TON and ADR-Vlaanderen. This event emphasized the importance of the last 25 years of BelgianRomanian cooperation against the background of 175 years of Belgian-Romanian diplomacy as well as the influence of Belgian immigrants in Romania throughout the middle ages. Finally, Marc Verhaert, co-founder of ADR-Vlaanderen, presented his book “25 years of Romanian revolution, stories with a Belgian flavour”. TON is now existing for 2 years and the foundation came at a crossroads. We did what we had to do and we grew as a reliable organization with a broad network. In the last year, we focused on further training of our regional trainers. This created a strong team of skilled and motivated trainers who grew in their position. Moreover, the structure of The Open Network was strengthened by the deepening of the different departments. Key responsibles were appointed per department, which will be further trained to expand the TON network. During the spring trainings in 2015, we will focus on the broadening of our local groups, active in the different departments as to strengthen the network. The whole TON Board met in Cluj in July 2014 for a full weekend of planning, discussion and teambuilding. Topics on the agenda ranged from our vision and mission to our plans for the upcoming years. This was an inspiring weekend where we also grew as a group. A TON Trainer Appointment manual has been created in order to facilitate and improve the contacts between Belgian and Romanian partners and the TON regional trainers. In the same time, a monthly TON activity report has been introduced for regional trainers to report about their activities. Also, the professional TON team expanded. We managed to get Cristina Vladu on board as a consultant on health policies and we were happy to welcome Alina Scanteie to the team as office manager. The ‘Social mapping’ project was picked up anew and enlarged. Besides collecting statistical information, we piloted a qualitative analysis through the interviewing of local stakeholders. This resulted in a bunch of interesting material to work with on a local level. The project has also been developed simultaneously with ADR-Vlaanderen in Belgium. A training course has started for local volunteers to introduce the method of social mapping. We are excited to further strengthen our cooperation with the Belgian Romanian Business Association (BEROBA). Through this collaboration we can also further promote the importance of social economy. TON is an important player and advocate in the field of

President of TON President of ADR-Vlaanderen ‘social economy’, a field which will be more and more important in the future. In 2014, we started to develop our connections in the field of ‘social economy’ through the organization of round tables with Belgian companies . 2014 was the year in which the idea of a TON Masterplan emerged and this idea quickly gained flesh on the bones. The TON Masterplan encompasses plans for the upcoming 10 years in the field of the different TON departments. We will start with the departments of healthcare, civil society and youth. The method of ‘social mapping’ will hereby be crucial. First drafts are being prepared and budgets added. Herefore, we are working together with a consultant office on healthcare, HICT (Bruges, Belgium). The developed Masterplan will provide a basis for fundraising starting in 2015 in order to further professionalize and extend TON. In that perspective, first project applications have been written and will be further followed up upon. Beside the professional and dedicated work of our TON employees, regional trainers and board members, the very extended cooperation with the Belgian and Romanian embassies and their support were very important to achieve the results we present in this annual report for 2014. To conclude, I would still like to bring to your attention this very special moment in 2014. Ioan Suru, local coordinator of ADAM Slatina-Timis and vice-president of TON, was given the award “Knight in the Order of the Crown” by the Belgian government, represented by H.E. ambassador Philippe Beke ). This is a exceptional recognition for a TON fieldworker who attempts to create change in the local Romanian society but who also advocates on different policy levels for the replication of successful TON best practices in other places in Romania.
Retrospective Even though The Open Network is a young organization, it is inseparably intertwined with the history of Actie Dorpen Roemenië – ADR. Indeed, ADR as a non-governmental organization has started in 1989 cooperation activities in support of Romanian municipalities and later on in 2012 stood at the cradle of TON. The 25 years of support, solidarity and more recently of partnership have provided a strong backbone to the activities of ADR and by deduction of TON. It was recognized in 2014 as an active partner in the organization of the solidarity week that took place from 16th till 19th of November in Iasi, highlighting the key moments in the history of Flemish Romanian cooperation in the field of civil society. At the same occasion it took the advantage of articulating its options in the planning and implementing future activities. In many ways TON can be praised for its dynamism and interconnection throughout its activities in 2014. Foremost it succeeded to strengthen its own administrative capacities by organizing training sessions and information seminars for its members but also by involving prominent experts in its action. In this sense, the entrance of Cristina Vladu in the organization provides TON internally with a stronger know-how in public health and medical care in particular next to professional visibility and credibility in the relations with its external partners. The better interaction and interconnection between the different partners, the better also the outcome in results. The conclusions of the Decentralized Forum of 2013 have set for the participants ambitious goals in achieving results in the identified areas of cooperation and partnership. TON has delivered an appropriate response in 2014 as well internally as externally. While internally the cohesion has grown, a significant outreach

towards external partners was registered. Exchanges of views and of best practices with Omenia insurances or with Swiss partners in health and fire brigade management laid a foundation for extended cooperation by widening the scope of activities. As a result of its partnership with the Belgian Romanian Business Association – BEROBA, TON could participate in the activities of Coalitia pentru Dezvoltarea Romaniei, in particular in the working group health care. In this way TON also got involved in policy making while it equally widened its horizon by initiating cross-border cooperation with Moldova and Bulgaria. The 2014 results are a promising prelude for the fifth Decentralized Forum that is scheduled for November 2015 in Iasi, the hometown of TON. Under the capable management of Cristina Chert, the challenge of a solid outcome of the upcoming Decentralized Forum and its build-up to an even stronger presence in the Romanian civil society must meet success in order to guarantee to its members performance, trust and excellence for the years to come.

2014.Training and Development in the Network Regional Trainings
In 2014, TON decentralized the training process for the network volunteers and coordinators, by organizing regional trainings under aegis of “Development through projects”. We followed the training calendar below: - May 2nd-4th - Babadag, Tulcea; - May 9th-11th - Slatina-Timis, Caras-Severin; - May 16th-18th - Viscri, Brasov; - May 30th – June 1st - Moldovita, Suceava. As they were designed as information and training meetings open to the local public authorities and the civil society representatives in each development region, these events were organized by our regional trainers, supervised by the Foundation staff, and facilitated the promotion of the community development models used in the network and the extension of the collaborators number, the exchange of good practices and the establishment of partnerships that shall be implemented through hared projects. The “Work Groups – Departments – Development

Strategies” Regional Training within the TON Open Network was held in October 17th-19th, 2014, in Taut, Bihor County. The training was attended by 35 regional trainers and local coordinators of the informal groups and network organizations. The training agenda consisted in the design of a qualitative and quantitative development strategy for the activities within the network, the configuration of the network organizations and the establishment of thfe shared activities calendar of TON Departments.
National Training
TON National Training was held between August 29 - 30th in Constanta. The training was attended by regional trainers and local coordinators of informal groups and organizations within the RomanianBelgian network. The training program included various hands-on workshops, on topics like first aid, how to attract resources, health policies, photography and handmade jewelry.
TON Board Meetings
The Foundation Board Meetings are biannual and are designed to the internal analysis of the financial status, the activities and trainings calendar, TON structure (members, fees, sponsorship awards) and to explore the self-sufficiency options. The meetings are attended by both Romanian and Belgian members. In 2014, the Board had 2 meetings: February 8th (Iasi) and July 4th-6th (Baisoara).
Micro-funding for local initiatives “Promote Yourself!” - SAMDAM & TON Grants SAMDAM (www.samdam.ro) and TON signed an agreement for the award of micro-grants to local groups, in order to locally implement an activity or a project. In 2014, this agreement provided 10 grants of EUR 300 each. Thus, a total amount of EUR 3,000 was used for projects that promoted community development and implicitly the organizational development of various structures of TON Network.

STRUCTURES IN THE NETWORK
Between November 16th and 19th, 2014, Iasi hosted a week of RomanianBelgian events to celebrate “25 Years of Romanian-Belgian Cooperation”. The Romanian-Belgian week was launched by the “2014 – 25 Years of Romanian-Belgian Cooperation” exhibit, an oral history event that consisted in the presentations of testimonials of those who contributed to the rescue of Romanian villages by twinning Romanian and Belgian communities. Each day of the Romanian-Belgian week revealed a historical and cultural cooperation journey between the two countries, based on the existing testimonials (mobile and fixed). The topics of the daily workshops contributed to the awareness of a modern relations history between the two nations. Their purpose was to develop future cooperation ways, by involving various stakeholders from Romania and Belgium. Each day was reflected in the media, by the development and cooperation opportunities for the civil society, business environment and the international cultural representatives.

Therefore, a CDL may develop various activities, considering the community priorities and needs, receiving help from TON for the design of social organization models in various fields: community development, healthcare (CLS, ADAM), (social) tourism, civil society development (OLF, OLB and GLT), educational programs (workshops, training courses, entrepreneurship) etc.

CLS (Local Health Committee) is a formal or informal group made up by stakeholders at community level (school, church, county council, local entrepreneurs, hospital etc.), with its major objective to improve – in a participative way – the health condition in the community by integrated actions (starting from punctual initiatives that address concrete needs, up to changing the healthcare policies).
GLT (Local Youth Group) is formed by youth and adults from the same community, who meet-up to organize activities aiming at the local community development and personal development. A GLT may be a formal or informal group. The GLTs may benefit from the support of an adult member and they develop activities based on the “learning by doing” method: play days for children. All Local Youth Groups are part of the Local Youth Groups Association (AGLT), the national umbrella organization.

ADAM (Mutual Help Association) is a nonprofit organization that provides medical and social services at community level, according to the identified needs of its members. The structure of each ADAM is strengthened by the development of OLF, OLB and/ or GLT and by delivering social and medical activities. The mission of each ADAM is based on medical and social services, mutual respect and volunteering.
Exhibit: 25 Years Limburg – Romania in ZolGenk ZOL Genk exhibit was organized on April 27th - May 27th, around the topic of 25 years of Limburg assistance in Romania. The exhibition was opened by Mr. Igor Philtjens, Deputy, and His Excellency Mr. Stefan Tinca, the Romanian Ambassador in Belgium. As a part of celebrating 25 years of cooperation, the Limburg-Romania LimPro platform launched the book “Travelling through 25 Years of Limburg Romania Cooperation.

OLF (Local Women Organizations) or OLB (Local Men Organizations) are informal or formal groups (associations) of women/men from a community that deliver activities aiming the personal development of the association’s members or the development of the whole community. Each OLF/OLB has its own agenda and organizes an activity each month at least. A.D.A.M. Slatina-Timiș Mutual Help Association Slatina-Timis Objectives The Mutual Help Association is an association that guarantees the welfare of its members, by providing them access to quality healthcare and social assistance services, committed to combat social inequity, to fight for social and economic systems that contribute to the people’s integration into the society in a more effective and deep way, and to promote social justice. It is a social movement based on equality and solidarity of its members. The people in need may be supported only by a solidarity platform. This is a mutual help movement that proves that the community is able to solve its own problems. Thus, the association is and independent movement, with no political or religious affiliation, as the association membership is not related to any of these elements. The association is not a humanitarian organization, but a mutual help movement, in the widest sense of the word.
Areas of Intervention After 15 years of operation, we may say that ADAM Slatina-Timis is actively involved in all the fields related to the community welfare: Community Development — Education – Leadership — Healthcare — Culture and Heritage — Youth – Gender Equality Promotion — Civil Society — Social Inclusion — Environment and Waste Management — Sustainable Tourism - Agriculture - Entrepreneurship.

Another set of discussions referred to the leaving of the Romanian healthcare system by increasing numbers of doctors. Possible solutions – contracting various hospitals even since the academic studies. Volunteering in these hospitals and turning the volunteering contracts into work agreements. • February 17th – 20th, Miercurea Ciuc – Meeting within the SENIORINET project, in order to create an information group that puts together NGOs active in the field of home healthcare services. The project is funded by the Swiss-Romanian Cooperation Program, and the Caritas Confederation was the applicant. Project partners: the White-Yellow Cross Bucharest, A.D.A.M. Bucharest, 4 Change, Habilitas. • February 20th- 22nd, Bucharest – Conference and workshop “Integrated Healthcare and Social Community Services”. Ioan Suru had a successful presentation in front of approx. 100 participants. The project is funded by the Swiss-Romanian Cooperation Program and the Health Department, and the CRED Foundation (Swiss Intermediary Organism for Healthcare Fund) was the applicant. The project approaches communities in rural areas and small towns in Botosani, Salaj and Tulcea counties and its purpose is to develop functional models of healthcare and social services integrated and managed at local level. Possible cooperation with the Romanian Public Health and Healthcare Management Association (ARSPMS Bucharest). • February 24th, Resita – “The Recession Changes the Food Habits of Romanians”. Participants and new members: 17. • April 23rd, Visit to TMD Friction Caransebes, a company with 437 employees. Ioan Suru presents ADAM Slatina-Timis and discusses the cooperation opportunities. A cooperation of 3 stakeholders is proposed, including Anaman Medical. • May 13th, The World Day of Nurses – Symposium organized by the Order of Nurses Midwives and Medical Assistants in Romania. Ioan Suru gives a short presentation of ADAM Slatina-Timis. • May 15th, the Commission of Assessment of Adults with Disabilities – ADAM Slatina-Timis succeeds to appoint its representative in this commission. Mr. Stefan Steiner (the President of the Association of those affected by neuro-locomotor disabilities in Caras Severin) is an observer on behalf the NGO.

2014 outcomes • Partnership with the County School Inspectorate – “Say NO to Violence in Schools” (January 30th). Partnership with the Police and Rangers Department: “Education based on Harmony, Solidarity and Respect” • ADAM Slatina-Timis initiated the establishment of an association in Resita that will be under the umbrella of APAH (Association of Persons with Handicap) and member of the “Coalition for Fight against Hepatitis” • Establishment of the “Healthcare for Almaj” Association. ADAM Slatina-Timis succeeded to open a multifunctional center – external section of the Resita Hospital. Thus, the population in Bozovici – and not only – benefit again from healthcare services, as the hospital was closed since 2012. Caransebes Town Hall and Otelu Rosu Town Hall take over the Social Fund idea from ADAM Slatina-Timis. • February 6th - ADAM Slatina-Timis initiates and takes part in the first meeting with the members of the Timisoara Medical Students League, where there were interesting discussions about future cooperation opportunities regarding the prevention models with concrete actions in the heart of the city and hypermarkets.

A.D.A.M. Moldovița Mutual Help Association Moldovita
Objectives The major objective of ADAM Association Moldovita is to improve the life quality of the local inhabitants by social, economic and cultural development. As soon as possible, we intend to commission the healthcare building, by hiring specialized medical staff. Thus we can help the inhabitants, both those insured and non-insured, by providing quality healthcare services at affordable prices. By the qualification courses that shall be organized at ADAM Moldovita between March and October 2015, we shall help certain disadvantaged people categories on the labor market.

During 2014, ADAM Moldovita developed and implemented multiple activities that contributed to the strategic development of the organization and to the obtaining some special results. Starting from April 2014 to October 2015, ADAM Moldovita together with other 5 locations in the country implements the SOP HRD project “Inclusive – Support centers network for the integration of vulnerable people on the labor market in 6 regions of Romania” SOP HRD /165/6.2/S/142913”. Within this project, the head office of ADAM Moldovita will host a Social Inclusion Center that will provide counseling and qualification services for 200 beneficiaries in the North East region, who belong to several disadvantaged groups. The qualification fields are: home care for elderly people, baby-sitting and floral decorator. 6 members of ADAM Moldovita has benefitted from training courses in this project, organized between July and August, 2014 in the country and in Belgium. During 2014, in cooperation with OLF and OLB, we could organize various activities on the occasion of traditional days celebrated in the ADAM Moldovita calendar: March 8th, June 1st, October 5th – the Elderly People Day. By the contribution of the OLF Moldovita members, it was possible to organize a donations campaign for the Hospice Care in Pojorata Commune. Within the “Game On” project, we were able to conclude partnerships and experience exchanges for young people with the ADL Cehu Silvaniei and the Pro Europa Project Association. At the end of May, 2014, ADAM Moldovita hosted the TON regional training. In July 2014, in partnership with Bouworde Organization from Belgium, ADAM Moldovita hosted 14 young volunteers who developed volunteering activities at the head office of ADAM Moldovita and organized activities for the young people in the community. In September 2014, ADAM Moldovita hosted the national assembly of FDAAM Foundation. With the help of our partners in Kruibeke, Belgium and SMHO, Meersen, Netherlands, we succeeded to partially upgrade the social activities areas within ADAM Moldovita and we contributed to the purchase of a heating plant for the Building C of the ”Vasie Cocea” Technical High School, Moldovita. Promotion Marathon Perioada: April 1st – August 31st, 2014 Envisaged problem: Raising the community interest for volunteer involvement in the association’s projects and programs Outcome: • The volunteer recruitment campaign “Involve yourself, too!” - 6 non-formal information and volunteer recruitment stands at Ciumarna Gorge (La Palma) and at the Ponoare Forest Halt, providing information about the programs and projects of Pro Europa Project Association. Following the campaign, 12 new volunteers joined us: 6 young people in GLT 4Kids, 2 members in OLB and 4 members in OLF. • The promotion fair of Pro Europa Project Association – outcomes and perspectives (June 1st, at the Ciumarna Polyvalent Hall, continued the Regional Training “Development through Projects” – North East Region – of the TON Open Network) and brought together in several debate workshops more than 280 members of the local community, representatives of partners NGOs, representatives of local and regional institutions, the media and other organizational stakeholders • Rolling exhibit “Projects and Programs for Sustainable Development” – photo exhibit in 4 different locations, presentations, debates and non-formal promotional stands: within the International Festival “Humor ... at Gura Humorului”, at the National Festival of Associations and Foundations (ONGFest), organized in Herastrau Park by the Civil Society Development Foundation, at the head office of Moldovita Mutual Help Association, within the TON regional training; at the “Sf. Learn About Nature! Time: April-July 2014 Envisaged problem: Education and awareness raising of students on the ecosystem problems Outcome: The only educational stand in Suceava schools was created within this project with the support of the volunteers from the Local Men Organization of APPE, with an investment of over RON 7,500 and over 300 volunteering hours for environment and sustainable development. 82 promoters of ecological education and social responsibility were trained among the college students, using diverse formal, informal and non-formal activities. On the Environment World Day, the young ecological education promoters and RS organized the photo-documentary exhibition of the project, fact that explicitly promoted the concept of social responsibility and volunteering for environment and had over 650 guests. “Together Everyone Achieves More” Association Objectives “Together Everyone Achieves More” Association is a youth organization who develops, promotes and organizes non-formal education projects in Romania and abroad, that aim at providing personal and professional training and lifelong development for young people. “Together Everyone Achieves More” Association promotes values such as the equal opportunity of community members and also fights against social exclusion. “Together Everyone Achieves More” Association supports the informal youth groups in the community, who develop social and cultural projects and actions and have pro-European values. • Short term (1 – 3 years): - to develop at least 70 youth structures in Romania, that are active; - to develop at least 10 strategic partnerships with institutions, to support the association’s projects and actions; - to develop at least 5 international projects (two projects are already planned for 2015 and are currently under the organization phase); - to have at least 1,500 active volunteers; - to organize at least 30 national training camps (14 camps are already planned for 2015, most of all free of charge); - to participate in national and international contests; - to hire a social worker; - to have at least 50 national trainers from the association; - to accredit trainers and at least two courses by the Ministry of Labor; - to promote and develop TON structures; - to support youth training in the field of project management

The Generation Bridge Time: July 15th, 2014 Envisaged problem: Preserving the memory of our ancestors, of the village habits and its specific traditions Outcome: Meeting between generations, between the permanent inhabitants of the village and the village sons, an action organized by OLF/OLB and the young generation. All the participants were active: the little ones recited poetry, several OLF members played old songs, specific to the area, others remembered memories from their youth, including in the discussion several guests, village sons, who left for over half of a century to other places. They appreciated the initiative of creating a museum room. They watched nostalgically the old artifacts, that reminded them their childhood and youth: the cradle for the newborns, the wooden bed with leafs, the weaver, the water trugs, the stick, the butter churn, and the folk costumes. Visiting the children assisted by the Down Syndrome Association

Time: 7 February 7th Envisaged problem: Social inclusion of children and young people suffering from Down syndrome Outcome: A group of volunteers of GLT- Cehu Silvaniei visited the disabled children at the Down Syndrome Association. Besides the gifts they brought, the volunteers took part to the masked ball organized at the association office. They admired and applauded the ingenious masks, they danced and taught the children various funny games.
Time: April 6th Envisaged problem: Promotion of non-formal education Outcome: The “Another Kind of School” week in Taut village proved to be rich in various activities dedicated to the love for reading, to raise the interest level in the wonderful world of books. Between April 7th and 11th, a group of Belgian friends, 4 adults and 5 young students, were involved in the activities dedicated to this week: equipping the Taut School Library with valuable books for children, renting from the Oradea State Theater 43 costumes for the students’ carnival, as well as cooperating with the CDL Taut Group in the preparation of the exhibit “Reading is the best fountain for mind and soul”.
The Spring Exhibit Perioada: April 12th Envisaged problem: Promotion and visibility of the organization at local and pan-regional level Outcome: ADL Cehu Silvaniei organized the Spring Exhibit as an opportunity to promote its own initiative and to exchange experience with other organizations. The exceptional guests from Moldovita (A.D.A.M. Moldovita) of this exhibit presented the technique of Easter eggs painting. Moreover, young people from Moldovita met other peers from Cehu Silvaniei, and the children from the Down Syndrome Association presented their works. Here was also launched the media project INFOCEHU, a winning project (funded by SAMDAM) by which ADL will help the organizations that do not have a webpage to create their own domain and be present online. Welfare Campaign “From Soul to Soul” Perioada: December 13th-14th Envisaged problem: Animating the local community life and strengthening the solidarity around winter holidays Outcome: The “Christmas Concert” took place on Saturday, December 13th, and its starts were the students of the G-P de Basesti High School (Romanian and Magyar sections), and the church choirs in the town: Orthodox, Reformed and Baptist. Sunday, December 14th, the 4th edition of the Carol Festival, where famous artists and bands from Maramures, Salaj and Bucharest performed. The tickets for both days were raffled (for a affordable price: RON 5), and the money collected was used to provide 29 food and sweets packs to poor families with children.

Anti-smoking campaign Perioadă: May 31st Envisaged problem: Promotion of a healthy lifestyle Outcome: The CDL volunteers distributed leaflets with the project topic, with mentions of the hazards to health, the consequences of smoking and recommendations for the personal health condition of the people around. They also prepared and distributed 50 copies of the Fagerstrom Test, filled in by the people in the audience – Batar commune market. They distributed to the people around 50 copies of the leaflets showing a “A smoker’s lung with lung emphysema”.
2 Day Pilgrimage Perioadă: April 6th Envisaged problem: Promotion of non-formal education Outcome: This activity was designed for the soul and to improve health, as it involved visiting accessible spectacular journeys in Alba and Hunedoara Counties: Aries Valley, Aiud Skete, with the famous cemetery of the anonymous martyrs killed in the Aiud prison during the Communist time, Oasa Monastery, cabin and lake, with its underground heating plant, as well as Prislop and Crisani Monasteries.

Women Local Organization Jitia
Brief Jitia – a locality with a rich arts potential, preserved the ancient traditions, the traditional clothing, dances and music. O.L.F. Jitia always organizes within the community interesting actions related to the preservation of the local cultural heritage. They are young women, who take further for generations the skills of loom weaving, of making folk costumes, or of the shuttle and needle. Ms. Tapor Florica transformed its old house into a folk museum with weaving looms, preserving thus the Jitia traditions, together with her mother and other young women.

Meeting with Belgian and Swiss ambassador in Romania
Joint events for ADR Vlaanderen and TON Integrated Community Health and Social Services Conference and Workshop 21-22 February 2014, Bucharest, Swiss-Romanian Cooperation Program During this conference held in Bucharest end of February, our pilot project ADAM Slatina-Timis was presented by Ioan Suru (local coordinator ADAMS and vice-president TON). More than 120 presented and discussed on good practices in first line health care in Romania as well as models from abroad. Also Jozef Goebels (president ADR and TON) as well as the Belgian ambassador Philippe Beke attended this meeting.
Meeting between Romanian ambassador Stefan Tinca, VVSG president Luc Martens, head of VVSG International Betty Dewachter and Jozef Goebels (president ADR/TON) Following the Forum on Decentralized Cooperation organized by ADR-Vlaanderen in October 2013 in Leuven, Mr. Tinca expressed his wish to meet with Mr. Martens in his capacity as president of the VVSG (Association of Flemish Cities and Municipalities) to exchange ideas and to look at potential activities to strengthen cooperation between Flanders and Romania. This in fact confirmed the longlasting nice cooperation also between VVSG and ADR-Vlaanderen in the past. As well the work of ADR-Vlaanderen as TON were presented and looked how cooperation with VVSG towards Romania and the different projects and conclusions of the forum could be setup. We hope also for the future to continue in that way since lot of concerns

as well on the Flemish side as the Romanian side are the same. In that perspective, rural development as such, including different side items, is an important issue. Our work since 25 years in Romanian is a model for cooperation between citizens in EU and an Europe for citizens.
Symposium Romanian Healthcare, 27 September 2014, Geel (Belgium) Around 25 experts, representatives of different institutions and organizations attended the symposium. Cristina Chert, executive director of The Open Network, was the moderator. Cristina Vladu, consultant for healthcare at TON, gave an overview of the history and actual situation of the healthcare in Romania. Ioan Suru, local coordinator of ADAMSlatina-Timis, presented results on health indicators after 15 year ADAMSlatina-Timis (community health center in Slatina-Timis). Lot of questions and proposals came from the audience. This gave us lot of information for our master plan as well. The days after the symposium, different institutions dealing with healthcare in Flanders were visited by the TON delegation: Thuiszorgwinkel (Home Care Shop), Turnhout; Gepro-service (Health Promotion and Movement) CM Mechelen-Turnhout; Guard service of family doctors region Turnhout; Community Health Center De Ridderbuurt, Leuven; Thomas More University College, school for nurses and midwifes, Turnhout; LOGO-Kempen (Institute working on health promotion), Turnhout; Wit-Gele Kruis (Home care) Region Geel; Flemish Diabetes League, Gent; OPZ Geel (Psychiatric center).
November 20, 2014, a meeting with the Belgian and Swiss ambassador was organized at the residence of the Belgian ambassador. Goals were to present ADR/TON and to see how cooperation in the field of healthcare and firefighting could be possible. Within the Swiss-Romanian cooperation program, significant resources are given to healthcare projects. In the same time, OVR-Switzerland has set up a project with support of the Swiss government on developing firefighting teams in Romania. Lot of materials were given in the past and a training manual published in Romanian. Since within TON we are also looking for setting up voluntary fire brigades locally and looking for a good cooperation between the volunteers and professional firefighters, a cooperation with the Swiss project would be interesting. This will be followed up and firefighting will be a workshop during the Forum on decentralized cooperation in Iasi, November 2015.
Meeting at the Norwegian embassy regarding healthcare projects Cristina Vladu organized a contact meeting at the Norwegian embassy November 21, 2014. Since Norwegian is supporting different project as well in the field of healthcare, we presented TON and our projects on healthcare. Cristina Vladu, Ioan Suru and Jozef Goebels got information on the different projects and project applications from the Norwegian embassy. We will apply in the future with our health projects and try to further stay in contact and cooperate.
Meeting with the National Center Studies for Family Medicine Romania Cristina Vladu organized a first contact meeting between TON and the National Center Studies for Family Medicine Romania on November 21, 2014. Cristina Vladu, Ioan Suru and Jozef Goebels presented TON and the healthcare department with different projects. We discussed about our master plan in health and how cooperation on training would be possible.

Who can become a member? Each individual and institution (public authority, association, enterprise), all who want to commit efforts, energy, time, for a better life in the community, through sustainable development.
How to become a member? 1. Send a message to info@theopennetwork.ro and ask for an “Official request for TON membership”; 2. Fill in the “Official request for TON membership” and sent it back to info@theopennetwork.ro.; 3. In maximum 2 weeks you will receive the answer to the “official request” submitted by the Administration Council to the TON Board; 4. If the “official request” received a positive answer, you may transfer the annual membership fee into the official account of TON; 5. You will receive the TON member card and you will be part of our TON Network.

Our Active members have access to our training system (according to the terms established in each invitation) and must have minimum 4 activities each year under the TON umbrella and using the TON LOGO; we promote their activities (using our communication channels) and support their development.

The regional trainers are key actors that preserve a functional communication and cooperation relation between The Open Network and the organization within the network, as well as between the local communities in Romania and their Belgian partners.
Ressources within the network
Each regional trainer monitors the development of GLTs, OLFs and OLBs, ADLs, CLSs and ADAMs existing in his/her region, and supports the establishment of structures of these types; identifies and promotes our best practices; they disseminate informational resources, provide assistance and train local volunteers by organizing regional workshops; they facilitate meetings between Romanian and Belgian partners; they update TON on the progress of the local projects. Community development does not just happen, but it occurs after collective and organized efforts. To have a sustainable community development, a certain framework and a proper structure is needed, to facilitate the people’s association for solving real problems. The Open Network Foundation can provide technical assistance in implementing such structures, that will operate with and for the people. We provide assistance by means of: • publications (services leaflet, leaflet with network internship opportunities for students, annual report), • information via our electronic newsletter (bi-monthly); • access to the Bank of Materials; • organization of contact days and/or of trainings; • community coaching through regional trainers.

Better health in TON communities
TON is putting together a master plan for the next 10 years
I like the saying... small stump fell great oaks... Translated in terms of organizing health services at community level, this could mean that a minimum offer of performant services can result in a maximum health for the population in a community. This is the accoplishment I want to contribute with in TON. In 2014 we began by defining the Master Plan in health at the community level. The Master Plan’s overall objective is to improve the health of the population in communities belonging to our network. In the coming years, this will involve writing projects, fundraising, implementing the Master Plan and monitoring its implementation. Civic groups existing at community level can only be catalysts of different approaches to get health activities. I wish that, through hard work, we could help the communities in which we implement projects to have a better health than the average. A network of great potential
During the TON board meeting of July 2014, we decided to make a master plan for the next 10 years. The advantage is to make plans where we will go and would be the coming 10 years with TON and the different departments. A first start is given in 2014 in making already a draft proposal for the departments of Health/Healthcare, civil society organizations, youth and to implement or TON social map. We hope to finalize the first part in 2015 and incorporate also the needed budgets to achieve the different goals. The idea is to work than together with a private consulting company in Belgium (HICT) in order to adapt our plans for a first fundraising.
I started working with The Open Network for Community Development Foundation because I think that the Open Network of groups and organizations members has a major potential in developing local, national and international sustainable projects. The Network structures are strong structures, with committed people, diverse activities, but also with a common goal of development and growth of human resources, of volunteers. I want to make a contribution to the community development initiatives that the volunteers undertake, supporting them in promoting activities in which they engage, promoting best practices and supporting the dialogue between the groups in Romania and Belgium.
