Alfalfa, Oregon, is located in the high desert of Central and Eastern Oregon, making the climate low in humidity and the vast majority of days being sunny. Current prices of small bale grass hay in Central Oregon are hovering around $400± per ton. Yields typical of the area are 3-4 tons per acre, depending on operating practices. Green Grass Farm has produced 140± tons for the year with fertilizer and a two-cut schedule and provide some fall grazing for rental income. A buyer should take into consideration farm inputs (electrical pump costs, irrigation fees, and harvesting costs) when considering income from the property.
Green Grass Farm has 36± acres of COID rights. The water rights came with a $1,128 assessment fee in 2020. Established in 1918, the COID is a Municipal Corporation of the State of Oregon. The system consists of two main canals: the Pilot Butte Canal, which runs north through Bend, Redmond, and Terrebonne, and the Central Oregon Canal, which runs east through Bend, Alfalfa, and Powell Butte. Both canals divert water from the Deschutes River.
Under Oregon law, all water is publicly owned. With some exceptions, cities, farmers, factory owners, and other users must obtain a permit or water right from the Water Resources Department to use water from any source, whether it is underground or from lakes or streams. Landowners with water flowing past, thru, or under their property do not automatically have the right to use that water without a permit from the department. The waters of Oregon are administered by the State of Oregon under a “priorappropriation” doctrine, “first in time, first in right.”
All mineral and timber rights appurtenant to the property and owned by the Seller will convey to the Buyer at closing. Mineral rights are not guaranteed. It is suggested that the Buyer conduct a mineral search with a title company.
