Experts expect rental rates to remain higher for a while, and purchasing real estate may prove to be a more affordable living arrangement. Rental rates continue to increase. According to a press release from Zillow, an online real estate company, 51% of polled experts do not believe the affordability of rental units will improve for two or more years. The rising costs associated with renting may persuade more individuals to consider owning a home as a more affordable option. Homeownership more affordable than renting. Historically low interest rates on U.S. home mortgages, low down-payment options and the Federal Housing Administration’s decision to lower mortgage insurance premiums may increase the attractiveness of buying real estate. The demand for rental properties is driving up rental prices, and changes to the cost of homeownership decreases those expenses. The historically low interest rates on U.S. home mortgages could provide individuals with a particularly appealing investment opportunity. Low interest rates encourage people to purchase homes. According to U.S. News & World Report, 2015 will be a good year to invest in real estate. However, before potential homeowners rush to purchase a house, they need to know how long they plan to keep the home and have a solid grasp of their current and anticipated financial situations, as well as the local housing market. Mortgage applications increased in January 2015. Lower rates and greater affordability may have increased the number of applications for mortgages. “Following several weeks of already elevated refinance activity due to falling interest rates, Federal Housing Administration refinance applications increased 76.5% in response to a reduction in annual mortgage insurance premiums, which took effect Jan. 26,” said Lynn Fisher, vice president of research and economics for MBA. “Conventional refinance volume was up only 0.5% for the week.” Fisher also noted that applications for FHA home loans increased 12.4% since the previous week. These include the following: • Unscheduled buildings other than a detached garage used with an insured dwelling • Personal property located outside of a building • Damage caused by moisture, mildew, or mold that could have been avoided by the property owner • Currency, precious metals, and valuable papers such as stock certificates • Property and belongings outside of an insured building such as trees, plants, wells, septic systems, walks, decks, patios, fences, seawalls, hot tubs, and swimming pools • Living expenses such as temporary housing

• Financial losses caused by business interruption or loss of use of insured property • Most self-propelled vehicles such as cars, including their parts (see Section IV.5 in your policy) • Most buildings located entirely over water (such as boat houses) • Structures other than buildings (fences, retaining walls, swimming pools) • Walkways, driveways and patios located outside a building • Decking in excess of 16 square feet at each entryway Specific limitations do apply to property located in basements, however, many structural and mechanical components of a basement (whether finished or not) are covered by a flood policy. In many situations involving ‘walk out’ basements (meaning those where the basement floor is at least partially at or above the natural exterior grade) all structural and mechanical items are covered.

Significant limitations do apply to personal property items kept in a basement. Once again, however, personal property items kept in many walk out basements are exempted from those limitations. You will generally receive a depreciated value for your damaged property. As a very simplified example, if you pay $500 for a television with an expected usage life of 10 years, and it is damaged by a flood 5 years later, the depreciated value at the time of loss would be $250 (or half of its original cost). Primarily occupied homes and mobile homes, and residential condominium buildings insured by a condominium association can qualify for a full replacement cost loss settlement if certain criteria are met. The National Flood Insurance Program policy forms also provide coverage for the cost of bringing your flood damaged property up to the current, local requirements for construction in the high hazard floodplain.

A new rule enabling the purchase of a home with a reverse mortgage is giving senior adults greater flexibility when it comes to where they live and the type of home they live in. A house purchased under this new program must be a primary residence and will require a large down payment. N

ow may be the best opportunity to sell a home or buy a home. Why is now the time to sell? Inventory for homes in the Greater Prescott area is very low as of mid-May 2015. There were only 1,158 total active single family homes, which is about 40% below average inventory. Home markets are often judged by how many months of inventory are in the market. This value is arrived at by taking the number of active homes on the market divided by the average number of sales per month. If there is less than 6 months of inventory in a market, prices will generally increase, 6-9 months inventory means a stable market and over 9 months inventory could mean a declining market. Our market has only 4.71 months’ supply of inventory which is a strong measure of price appreciation. Sellers take note; just because we have a strong market does not mean you can overprice your home and still sell it. Since most of the buyers are from out-of-area and not in any hurry to purchase, the Prescott market is unique and very price sensitive. Overpricing results in getting less because the home sits on the market a very long time and buyers wonder what is wrong with the home and will offer much less thinking the seller is desperate. Also with choosy nonmotivated buyers, it’s necessary to have your home showready by cleaning the home up, staging it, and making it convenient and easy for REALTOR®s to show. One good reason to list now is there are many new home subdivisions starting to spring up in the greater Prescott area, and as their inventory ramps up, the supply/demand ratio could turn, and buyers may choose a new home over a resale home. So avoid the competition which will be here

before you know it; sell now and don’t wait another year. For buyers, it’s a great time to buy because interest rates are near all-time lows and buying a home now instead of waiting could save you thousands of dollars. I know buyers who have sat on the fence for over 2 years and thought they would wait; however waiting has cost them over $50,000 to buy the same home they could have bought 2 years ago. What is the cost of waiting? Let’s say a buyer waits until next year to buy and let’s assume our market goes up only 5% in one year and interest rates go up by just 1%. If the home this year was $225,000; next year it would cost $236,250 or just over $11,000 more and interest would be even more over the life of the loan! Now is the time to buy! Buyers, did you know using a licensed professional REALTOR® costs you nothing?
