Ipil hosts150th RDC IX regular meeting ...peace and development highlighted.

R

egional Development Council (RDC) IX is for peace and it supports the peace process for Mindanao. This was the message of its recently concluded 150th Regular Meeting on March 5, 2015 at Janice Hall, Roderic’s Resort, Ipil, Zamboanga Sibugay. Mayor Eldwin M. Alibutdan of the Municipality of Ipil, Zamboanga Sibugay extended his generosity to RDC IX members and guests by hosting the said meeting. In his welcome message, he stressed three key points: good governance, peace and environmental protection. As regards good governance, he spoke on Ipil’s conscientious efforts in ensuring transparency in public transactions. He also shared his LGU’s popular initiatives on environmental protection. Ipil, the mayor disclosed, is the first municipality in the Philippines to implement the Fish Forever Program. Lastly, he called on everyone to unite, saying, “in union there is strength.”

The Council deliberations resulted to 9 resolutions including Resolution No. 010-15 entitled “A Resolution

Requesting Congress to Review and Amend Certain Provisions of HB 4994 or the Bangsamoro Basic Law.” Some of these provisions are: Article I (Name and Title), Sections 1 (Title) and 2 (Name), On the Definition of Bangsamoro; Article III (Territory), Sections 2-d (Core Territory) and 3 (Contiguous Territory); Article III, letter c, regarding inclusion of Isabela City in Core Territory of Bangsamoro although it voted “No” twice in the previous plebiscites; Article III, Section 4 (Inland Waters) and Section 5 (Bangsamoro Waters); Article IV (General Principles and Policies), Section 2 (Democratic Political System); Article V (Powers of the Government), Section 2 (Concurrent Powers), No. 12 (Funding for National Roads); Section 2.5 (Human Rights and Humanitarian Protection and Promotion), Section 2.7 (Auditing), Section 2.8 (Civil Service); Section 3 (Exclusive Powers); among others.

The comments and recommendations on the aforestated provisions in the proposed Bangsamoro Basic Law (BBL) were the consolidated output of RDC IX Sectoral Committees in a Joint Consultation on the Draft BBL held on 03 March 2015 in Pagadian City. The consultation was pursuant to a resolution of RDC IX Advisory Committee which was passed on February 18, 2015. Sixty-six members of the four RDC IX Sectoral Committees (Social Development Sector, Infrastructure Sector, Development Administration Sector, and Economic Development Sector) consisting of representatives of local government units, regional line agencies and the private sector participated in the said consultation. Among the other resolutions passed were the Council’s endorsements of the following: (a) Mindanao Spatial Strategy/Development Framework (MSSDF) to the NEDA Board-Regional Development Committee; (b) the Zamboanga City Special Economic Zone Authority and Freeport, as Halal Hub of the Philippines to the National Commission on Muslim Filipinos, Department of Science and Technology and Department of Trade and Industry; (c) conduct of International Investment Forum in October 2015 in ZamPen; and (d) creation/establishment of Mindanao Power Corporation to the House of Congress. DA introduces new technologies to corn farmers

F

rom now on, we will no longer use expensive fertilizers. Instead, we will make our own fertilizers using the things we have in our surroundings,

said Mr. Nilo Arena, during the graduation ceremony of the Farmers Field School (FFS) on Integrated Pest Management on Corn with Emphasis on Organic Farming. A total of 32 corn farmers have successfully finished the FFS and are now equipped with new technologies for corn production in Barangay Resthouse, Aurora, Zamboanga del Sur. During the program, Mr. Carlito Larubis, Agricultural Program Coordinating Officer of the Department of Agriculture, emphasized that organic farming should be practiced to have safe food to eat for everyone. He said, “we are very glad that you focused and supported organic farming. When we eat inorganically grown food, it means that we are poisoning ourselves. Today marks the beginning of our poison-free

life. Let’s work together. Let’s go organic.” According to Aurora Municipal Mayor Boen Dorotheo R. Cabahug, it has been the objective of the LGU to alleviate poverty and this FFS is one way to achieve it. “I am positive that together we can achieve that goal. Use what you have learned to improve and increase your income,” he said. OIC-Municipal Agriculturist, Paul M. Sanchez on the other hand, encouraged the graduates to be more environment conscious. The FFS started on September 30, 2014 and ended on January 14, 2015. The class met every Wednesday and was facilitated by Agricultural Technologist Evelyn P. Cimafranca. The class was divided into five groups with each group having a quarter of demonstration farm land. They planted OPV White Corn from the Seed Exchange Program with a distance of 75cm x 25cm. Each of the five groups was assigned a specific treatment to apply in its demo farm, i.e., Fermented Fruit Juice, Indigenous

Micro Organism, Indigenous Compost, Inorganic Fertilizers, and Farmers Practice. As a result each group was able to harvest 0.14, 0.14, 0.16, 0.16 and 0.19 mt/500 square meters, respectively. One of the graduates, 29 yearold Marites Ventic shared her experience in the field and said, “we had fun and at the same time we were learning. We observed that those treated with commercial fertilizers easily attract pests compared to those treated organically.” The FFS is a group-based learning process where farmers carried out experiential learning activities that helped them understand the ecology of their fields. These activities involve simple experiments, regular field observations and group analysis. The same activity was also conducted in Barangays San Jose and Tinindugan in Sergio Osmeña, Zamboanga del Norte with a total of 60 graduates. (Marnette M. Daguro, DA IX)

Tungawan and DOST inaugurate food processing facility T he 2013 survey conducted by the Department of Science and Technology-Food and Nutrition Research Institute (DOST-FNRI) revealed that Region IX has high prevalence of both underweight and stunted children aged 0-5 years. This age group is very crucial in the physical and mental development of a person. The lack of nutrition during this stage may result to severe health impacts which can continue later in life.

DOST-FNRI, in its response to address the persistent health issues among young children and to meet the country’s Millennium Development Goal (MDG), has initiated a science and technology (S&T) based interventions to fight malnutrition, dubbed as “DOST PINOY” (Package for the Improvement of

Nutrition Of Young Children). The interventions aim to reduce the prevalence of under nutrition among 6 to 35 months old children through production and technology transfer of complementary food blends and snack foods developed by FNRI. Thus, the project “Roll-Out of Complementary Food Production in the Regions” was implemented. Spearheaded by DOST-CAR, the production facility is also being put-up in regions IV-B, Caraga and XII for the first batch of project implementation. Dir. Nazareth-Manzano said that the project started when Mayor Climaco signified strong interest and commitment to adopt the commercialization of the technologybased enterprise. As project counterpart, the LGU provided the building that serves as the processing area to produce the DOST-FNRI developed complementary food products. The manpower for the operations of the project was also complemented by the municipal mayor. Meanwhile, DOST funded the acquisition of production / processing equipment such as octagon mixer, hot extrusion line, moisture meter, auto packaging machine, digital weighing scales, kitchen utensils, stainless steel working table and packaging materials. Proper trainings on the production of complementary foods and basic sanitation and hygiene were also provided to the production

Specifically, the complementary food products are rice-mongo curls made from a blend of rice flour and mongo flour. A 30-gram pack of rice-mongo curls contains 130 Kcal of energy and 4g protein, enough to meet 12.1% of recommended energy and 14.3% of recommended protein intake of 1-3 years old children. While a 30-gram pack of instant rice-mongo baby food blend contains 120 Kcal of energy and 4 grams protein, enough to meet 17% of recommended energy and 29% of recommended protein intake for 6-12 months old children.

Through the project, the LGU has initially received a purchase order from DSWD-IX for some 41,600 pieces of rice–mongo products amounting to P166,800. The purchase order was obtained right after the conduct of the DOST-FNRI technology training held last September 22-26, 2014. DSWD IX will use the food items in its supplementary feeding program in Zamboanga City. It is expected that more government and private organizations will make use of the locally-developed food products.

ith the recent institution of the NEDA Strategic Performance Management System (SPMS), the National Economic and Development Authority Regional Office (NRO) IX and Regional Development Council IX Secretariat conducted an Internal Planning Workshop on SPMS on January 27, 2015 at Chandler’s Suites, Pagadian City. Atty. Mario Jose T. Cunting, Director II of the Civil Service Commission (CSC)-Zamboanga del Sur and Sibugay and Mr. Byron Joseph A. Magday, Planning Officer of NEDAFinancial Planning and Management Staff, were the Resource Persons during the said workshop. All NRO IX staff, headed by Regional Director Teresita Socorro C. Ramos, participated in the activity.

Atty. Cunting introduced the basic guidelines and principles behind the SPMS explaining that it is a set of processes establishing a shared understanding of goals, strategies, people and processes. SPMS focuses on “Performance” since an organization succeeds/fails based on the attainment of its goals and the most important determinant of success lies in the performance of the personnel. Accordingly, when people do not perform, the organization fails. The immediate objectives of the SPMS are to (1) Concretize the linkage of organization performance with the Philippine Development Plan, Agency Strategic Plan and

the Organizational Performance Indicator Framework; (2) Ensure organizational effectiveness and improvement of individual employee efficiency; and (3) Cascade institutional accountabilities to the various levels of the organization, linking performance management with other Human Resource Systems and ensuring adherence to the principle of performance-based tenure and incentive system. CSC Resolution No. 120481 issued on 16 March 2012, governs the Establishment and Implementation of the SPMS. Mr. Magday, meanwhile, discussed the SPMS Cycle and its Timelines as applied in the NEDA organization. He shared the salient agreements/ instructions during the Internal Planning Conference held in Pampanga in early January 2015, and presented NEDA Director General Arsenio M. Balisacan’s Planning Tool (Strategies/Actions). RPMC IX visits

Ipil seaport and airport

The development of the Ipil Seaport project will address the demand for an efficient and effective seaport services in the province and will facilitate movement of passengers and cargoes from the municipalities of Zamboanga Sibugay and nearby provinces to other destinations.

T

he RPMC TWG visited the proposed development of Ipil Airport and Ipil Seaport projects in Zamboanga Sibugay on March 26, 2015. The activity was closely coordinated with the Office of Congresswoman Ann Hofer of the 1st Congressional District of Zamboanga Sibugay, as proponent of these projects. Pertinent data were gathered and specific project sites were geotagged. The two proposals were endorsed by RDC IX during its 149th Regular Meeting on December 12, 2014 through Resolution No. IX-086-15 entitled “A Resolution Approving the

Mobilization and Endorsing the Same to Concerned Implementing Agencies for Inclusion in their Priority Investment Programs.” The priority programs/ projects are considered critical in the attainment of the region’s development vision. DPWH IX proposed for the improvement of the airport which includes an additional 600-meter runway, a 75m x 150m airport parking area and a 350-meter extension of the airport access road. Estimated cost of works is P67M with a completion period of 165 calendar days. The improvement will be sufficient for the airport to cater to small passenger or cargo planes.

In preparation for a Regional Airport Summit, Congresswoman Hofer’s office committed to gather more data to enhance the project profile of the proposed development of Ipil Airport. Its potential and significant contribution to the boosting of the region’s economic growth shall be highlighted in the proposal. The proposed modernization of the Ipil Seaport will involve the conduct of a full-blown feasibility study. Arrangements are now being undertaken by the Office of Congresswoman Hofer regarding the possible relocation of about 200 informal settlers at the seaport to a relocation site in Barangay Magdaup. The identified site was already assessed by the Social Housing Finance Corporation (SHFC) and DILG representatives in 2014.(Michael

RPMC IX pursues to connect missing links in ZWCR R ecognizing the importance of linking the Triple SB (Sibuco, Sirawai, Siocon and Baliguian) area to the rest of the region, the Regional Project Monitoring Committee (RPMC) IX, as the monitoring arm of Regional Development Council (RDC) IX, spearheaded a Special RPMC IX Meeting on February 5, 2015 in Siocon, Zamboanga del Norte to discuss the status of the remaining 16 kilometer Sibuco-Sirawai-Siocon road section of the Zamboanga West Coast Road (ZWCR). The meeting was presided by RPMC IX Chairperson Teresita Socorro C. Ramos with the rest of the committee members and representatives of DPWH IX and concerned Municipal Government Units as participants. The meeting was co-hosted by Siocon Mayor Julius S. Lobrigas who warmly welcomed the committee and other Municipal Mayors and officials of the Triple SB area, namely: Mayor Norbideiri B. Edding of Sibuco, Vice Mayor Gani A. Esmali of Baliguian

and Municipal Planning Development Coordinator Mr. Valiente Felizantos of Sirawai. The meeting was triggered by the need to pursue the implementation and inclusion of the said remaining 16 kilometer stretch in the Roads Bridges Information Application (RBIA) Inventory conducted by the DPWH as pre-requisite to completing the missing road/bridge links along the ZWCR. On September 2014, the DPWH Central Office, together with the DPWH 2nd District Engineering Office of Zamboanga del Norte, conducted the RBIA in response to RDC IX Resolution No.IX-069-14, entitled,“A Resolution Requesting the Department of Public Works and Highways Central Office (DPWH-CO) to conduct Inventory of All Road Sections and Bridges along the ZWCR for Inclusion in the RBIA Inventory and Facilitate Appropriate Funding for the Required Bridges Thereat”. Mr. Adrian Michael C. Amatong, Chief of Staff of 3rd District Congressman Isagani Amatong and Col. Jesus Mananquil, representing the Armed Forces of the Philippines (AFP) 1st Infantry Tabak Division, who are both special members of RPMC IX, were also present in the meeting to discuss measures that will ensure safety of the RBIA team, among others. It was agreed that the RBIA Inventory will be continued and completed on February 23-24, 2015. The other agreements and recommendations of the RPMC IX during the meeting were the following: • Fast track the completion of the Malayal and Lintangan bridges located in Sibuco, Zamboanga del Norte, and road packages along ZWCR project with negative slippages. • Proposed concreting of the Siocon-RT Lim road will be presented for discussion by the Infrastructure Development Committee IX during its 1st Quarter CY 2015 Regular Meeting on February 20, 2015. • Proposed Memorandum of Agreement between the AFP and the Philippine National Police to secure peace and security for flagship programs and projects in the region to be presented to the Development Administration Committee IX during its regular meeting on February 16, 2015. Gearing up efforts in

flood management

The seasonal overflowing of the Sibuguey River normally results in recurrent flooding, damaging agicultural crops, livestock and to some extent physical infrastructures in the Sibuguey Valley area.

T

he Regional Project Monitoring Committee (RPMC) IX sent a composite monitoring team to gather data and geo-tag sites in the proposed flood control projects in Zamboanga Sibugay and Zamboanga City on March 26-28, 2015. This activity was the latest of several efforts by RPMC IX to build a clearer picture of flood management situation in Zamboanga Peninsula and identify the needed interventions in flood-prone areas.

The team visited the proposed Rehabilitation / Extension of Flood Control along Sibugay River Basin located at Brgy. Salinding Siay, Zamboanga Sibugay and the Improvement / Extension of Flood Control Mitigation Facilities Along Tumaga River Basin, located in Tugbungan, Zamboanga City. The proposals amount to approximately P50M each and to be implemented by the respective DPWH District Engineering Offices in the area.

The proposed improvement of the existing flood control in Brgy Salinding, Siay, would help address flooding in the area specially during rainy season.

The RPMC IX team also visited 15 existing flood control projects in the cities of Dipolog and Dapitan, and municipalities of Polanco, Manukan, Roxas and Sindangan, all in Zamboanga del Norte Province. These monitoring visits are on top of a series of Technical Working Group (TWG) meetings conducted in 2014 and early this year. The TWG is composed of technical staff from various government agencies and local government units. The TWG was tasked to prepare a report on the overall flood management situation assessment of Zamboanga Peninsula including ascertaining the sufficiency or inadequacy of flood management interventions in flood prone areas. All these ongoing efforts of the RPMC IX are aimed at generating support or actual resource commitments for major flood control/management projects in the region.
