RDC IX’s 154th Meeting highlights ZamPen’s 2017 budget of P89.9 billion R
egional Development Council IX conducted its 154th Regular Meeting on March 3, 2016 at Celebrity Hall, Grand Astoria Hotel, Zamboanga City. The Department of Agriculture Regional Field Office IX graciously sponsored the meeting. According to DA IX OIC-Regional Director Constancio G. Alama, DA IX was privileged and honored to host the meeting. He welcomed the members and guests of the Council. Dir. Alama gave the highlights of the agency’s programs, projects, and services, as well as its accomplishments for 2015. A video presentation on the Philippine Rural Development Project was also presented for the information of the Council. A major output of the meeting was the confirmation of RDC IX Executive Committee resolutions endorsing the FY 2017 Budget Proposals of 21 Regional Line Agencies (RLAs), six State Colleges and Universities (SUCs) and one special development authority in Zamboanga Peninsula, with an aggregate budget of P89.996 billion. The Council also endorsed the proposed establishment of a halal poultry dressing plant at the 2nd Industrial Park of the ZAMBOECOZONE to the National Meat Inspection Services. The Council further approved the creation of the following: (a) Interagency Task Force to monitor the implementation of the K-12 Senior High School Program starting School Year 2016-2017, and (b) Ad Hoc Committee to tackle the financial performances of the income generating projects of the SUCs in Zamboanga Peninsula. Likewise, the Council recommended to the Jose Rizal Memorial State University Board of Regents to abolish the collection from students of certain fees that did not undergo consultation prior to collection. Other agenda items discussed by the Council resulted to the passage of the following resolutions: (a) Endorsing and Supporting the Conduct of the Annual Cities and Municipalities Competitiveness Index Survey; (b) Supporting the Conduct of the 2017 National Schools Press Conference (NSPC) and National Festival of Talents (NFOT); (c) Commending the DepEd IX and winners in the 2016 NSPC and NFOT in Koronadal City; (d) Requesting DPWH to review and study the recommended options of Zamboanga City Water District on the road right-of-way issues related to road expansion or rehabilitation projects. Its own 2016 Work Program was also approved by the Council, to serve as its guide relative to the conduct of various activities in the exercise of its mandate in the areas of planning, investment programming, budget review, and monitoring and evaluation, among others. BSP Zamboanga to the Public: Surrender your NDS Banknotes A
n influx of individuals has been going to the Bangko Sentral ng Pilipinas (BSP) Zamboanga Branch since January 4, 2016. Their most common intent is to exchange their New Design Series (NDS) Banknotes to the New Generation Currency (NGC) Banknotes. The demonetization process of the NDS Banknotes started last year. On January 1, 2015, the Monetary Board approved the commencement of this process. The public is given one year to be informed, and another year to exchange NDS Banknotes at any authorized agent banks and at the BSP. By January 1, 2017, the NDS Banknotes can no longer be used as payment for goods and services. It will no longer be accepted at the banks for exchange. It will then be considered demonetized. Since April 2015, the Economic and Financial Learning Center (EFLC) of BSP Zamboanga Branch, with the assistance from other divisions and units, has been busy notifying the public regarding this matter. Due to the immense land area of Zamboanga Peninsula, covering most parts of Zamboanga del Sur and some parts of Zamboanga del Norte were shared with BSP Ozamis Branch. Similarly, areas under Basilan, Sulu, Tawi-Tawi or BaSulTa were also assigned to the branch. The Branch is proud to say that 100% of the assigned municipalities in Zamboanga del Norte have been covered. All the cities in Basilan were also visited. Out of the total number of municipalities in Zamboanga Sibugay, only three were not visited; similarly, two municipalities in Zamboanga del Sur were not covered last year due to conflict in schedule. A total of 313 public information campaigns were conducted and 101,905 participants were served in the year 2015. The Branch’s target for the year 2016 is to cover those municipalities that were not visited last year, and to revisit the municipalities and cities under its area of jurisdiction. This is to ensure that most, if not all, citizens in the region and the neighboring provinces are informed about the NDS Demonetization Process, especially those residing in remote areas. Last year’s effort of the Branch bore fruit with a large number of people exchanging their NDS Banknotes at the banks and the BSP. However, the branch can only accommodate clients until 2:00 PM. Many are not aware of the cut-off time and they usually arrive later than that. To further accommodate and serve the public, it is the

initiative of the Branch to assist the public in the exchanges from 2:00 PM onwards through the EFLC. The finances from the Tree Planting Activity and Scholarship Program will be used as revolving fund in the exchange of NDS banknotes. The Senior Research Specialist as well as the Research Specialist have enough training on Counterfeit Detection to determine if the banknotes are genuine or not. If doubtful, Currency Operations Division (COD) personnel could always be approached for verification. Through this initiative, two goals will be achieved: (1) Being a government agency, the services of the BSP to the public will be extended for three hours. It will also be advantageous for the people because they will no longer be returning the next working day. As observed, many of them came from far-flung areas. Some came from the marginalized sector. Hence, savings in transportation will mean food on their table; and (2) It will lessen the transactions in the COD particularly on the exchange of banknotes. All transactions from 2:00 PM onwards will be catered by the EFLC. Its personnel will then exchange the NDS banknotes at the COD the next working day making it as one transaction only. The BSP Zamboanga Branch will continue to further improve its services to the public. Through information dissemination; provision of services and assistance to bank clients, and to walk-in clients and researchers; the bank aims to be a worldclass monetary authority to the citizens of the country. Wong graduated from the Public Management Development Program (PMDP), the National Government’s Career Executive Service Development Program. He received the Diploma in Development Management from the Development Academy of the Philippines on January 29, 2016 in Tagayaty City. Attended and witnessed by PopCom Executive Director Dr. Juan Antonio A. Perez III, the 9th Graduation Ceremony was the culmination of the PMDP-Senior Executives Class scholarship program hurdled by Dir. Wong from June to October 2015. Dir. Wong’s capstone paper at DAP titled, “Policy Options for Teen Pregnancy Prevention in the

Philippines,” was also accepted for oral presentation at the 8th Asia Pacific Conference on Reproductive and Sexual Health and Rights (8th APCRSHR) held at the Myanmar International Convention Center from February 23-26, 2016 in Nay Pyi Taw, the capital city of the Union of Myanmar. As international paper presenter, Dir. Wong received full sponsorship package from the organizers of the conference covering his roundtrip airfare, hotel accommodation and meals, transport services, registration fee and stipend. With the theme ‘‘Ensuring Universal Access to Sexual and Reproductive Health and Rights for Sustainable Development in Asia and the Pacific,” Dir. Wong’s acceptance was relayed to him by Daw Thazin New,
President of the Myanmar Maternal and Child Welfare Association and Convener of the 8th APCRSHR. The conference which was hosted by Myanmar Maternal and Child Welfare Association reflects the region’s progress in advancing universal access to sexual and reproductive health services and improving the quality of care under the Millennium Development Goals, FP2020 and other global initiatives, and the challenges posed by the seventeen Sustainable Development Goals (SDG) and the new positioning of reproductive and sexual health and rights within the SDG. Participants to the 8th APCRSHR focused on reviewing the scientific and qualitative evidence, refining advocacy strategies, and generating concrete plans of action across and within countries in the region. mong the corn achievers in different regions nationwide, the Local Government Unit of San Miguel, Zamboanga del Sur was awarded Outstanding Municipality during the 3rd National Quality Corn Achievers Award in Pampanga. The awarding was conducted along with the celebration of the 11th Philippine National Corn Congress. Bearing the theme “Moving Forward, Enhancing Competitiveness: Philippine Corn towards ASEAN Integration,” the Philippine Maize Federation, Incorporated in collaboration with the Department of Agriculture gave recognition to the efforts and contributions of corn stakeholders on the increment of the corn industry in the country. San Miguel Municipal Mayor Angelito L. Martinez II received the prize of P1,000,000 worth of projects. Alicio B. Pabiran, San Miguel Municipal Agriculturist was automatically declared Outstanding Municipal Agriculturist and received P 30,000 pesos cash.

Alcala thanked the hard work and perseverance of all corn stakeholders because the country’s harvest last year reached 7.8 million metric tons, noted to be the highest volume ever attained by the corn industry. “I hope that this interaction among our corn stakeholders, most especially the LGUs, will lead to a dynamic convergence of good practices, technological innovations and strategies towards the holistic, sustainable and inclusive development of the Philippine corn industry. As long as we are guided by excellence and passion in our pursuits, we will prosper,” Sec. Alcala added. In his message, Philippine Maize Federation, Incorporated president Engr. Roger V. Navarro said “we must display bravery and rise up to the challenge, upholding our dignity as corn farmers who painstakingly partake in the noble task in securing food for our country.”
In addition, Agricultural Extension Workers (AEWs) were also given recognition. Nationwide, only 100 AEWs were declared outstanding and three of which were pride of the region namely, Dioscora V. Altobar from the municipality of San Miguel; Neri A. Frigillano and Remedios P. Gorez both from the municipality of Mahayag, Zamboanga del Sur. They were given plaque and P 20,000 pesos cash each. Furthermore, the prize of LGU San Miguel was used to purchase three hectares agricultural land for the development of the municipality’s agricultural sector. This will serve as site in conducting Farmers Field School in corn and vegetables and to enhance their knowledge to adopt low cost technology, among others. (Marnette Daguro, DA IX)

Dir. De Mesa pointed out that PRDP is a loan of the national government from the World Bank (WB) where it borrowed over US$500 million for rural development to achieve inclusive growth for both the agriculture and fishery sectors. This will be implemented throughout the country. In the case of Tampilisan, the P188 million shall be shared, of which 80 percent or more than P150 million would come from the WB loan proceeds, 10 percent equity from DA, while the provincial local government unit (PLGU) of Zamboanga del Norte has put up the other 10 percent counterpart. Based on the program of works, the 13.82 kilometer-FMR will be fully paved in 1,019 calendar days or nearly three years by the winning contractor CB Garay Philwide Builders and Long Island Builders and Construction.

Dir. De Mesa also said that in case of any problem during the implementation, any stakeholder or beneficiary, directly or indirectly benefiting from the road project can report to the PRDP coordination offices, citing the established Grievance Redress Mechanism (GRM) where complaints and problems can be reported through text or letter. “From the barangay to the municipality, if you observe there is a problem, you can report it to us. Kahit anonymous ang complaint aaksyunan namin and immediately, we will process it,” Dir. De Mesa said. GRM tarpaulin bearing contact numbers are placed conspicuously in the municipal hall of Tampilisan, and placed side-by-side the subproject billboard. PRDP Complaint Boxes are also installed in the six barangays covered by the Tampilisan FMR. Dir. De Mesa emphasized that it is only in President Benigno Aquino’s administration when it has been prescribed that all FMRs in the country must be concreted. He said that “with this, we expect that concrete pavements would last more than 20 years if properly maintained. Hence, we appeal to the beneficiaries to keep an eye on the regular and periodic maintenance of the road.” Dir. De Mesa came all the way from Manila to personally attend the ground breaking ceremony in Tampilisan because it was the first PLGU-led PRDP subproject in Zamboanga Peninsula and the biggest and longest FMR so far since PRDP had fullblast operation in 2015. He was joined by his counterparts, Ms. Consolacion Satorre from the Project Support Office based in Davao City and DA IX Regional Director Constancio G. Alama together with Dr. Dennis H. Palabrica of the Regional Project Coordination Office of DA IX. The ground breaking ceremony was led by Zamboanga del Norte Governor Roberto Y. Uy, Vice Governor Senen Angeles, 3rd District Representative Isagani Amatong and Tampilisan Mayor Angeles Carloto II. Dir. De Mesa ended his message by stating his intention to come back after one year. Special El Niño Task Force (SETF) on the implementation of the Roadmap to Address the Impact of El Niño (RAIN) in Zamboanga Peninsula had its organizational meeting on March 18, 2016 at Waling-Waling Hall, Garden Orchid Hotel, Zamboanga City. The meeting was coordinated by the RDC IX Secretariat and graciously hosted by Technical Education and Skills Development Authority (TESDA) IX. The Task Force is chaired by the National Economic and Development Authority with the following twelve agencies as members: (1) Department of Agriculture; (2) Bureau of Fisheries and Aquatic Resources; (3) National Irrigation Administration; (4) Department of Trade and Industry; (5) Philippine Atmospheric, Geophysical and Astronomical Services Administration; 6) Department of Health; 7) Department of Labor and Employment; (8) Department of Social Welfare and Development; (9) Department of Public Works and Highways; (10) Bureau of Fire Protection; 11) Technical Education and Skills Development Authority; and (12) Department of Science and Technology. Among the major agreements during the meeting were as follows: (1) the selection of TESDA IX as the Vice-Chair of the SEFT; (2) the inclusion of the Bureau of Soils Management as a member of the task force, considering that it is the official agency that is authorized to undertake cloud seeding; (3) the approval of the roles and responsibilities of member agencies; (4) the approval of the mechanics on reporting the implementation of RAIN; (5) the schedule for submission of the accomplishment reports using the monitoring matrix every 10th of the succeeding month of reporting; and (6) the conduct of the next meeting in the 2nd week of May 2016. RLUC IX conducts area consultations on RSDF A
rea Teams of Regional Land Use Committee (RLUC) IX Secretariat facilitated the conduct of provincial/city consultations to generate further comments and recommendations from the local government officials and other stakeholders for the enhancement of the Zamboanga Peninsula Regional Spatial Development Framework, 2016-2045. The consultations were held in the following areas: Zamboanga Sibugay on February 4, 2016; Zamboanga del Norte, Zamboanga del Sur, and Isabela City on February 10, 2016; and Zamboanga City on February 11, 2016.

The consultations were attended by 162 participants from the business, academe, civil society and non-government organizations, and local government units. They validated the data consistency, analyses, strategies and program and project recommendations;
the growth areas/centers identified; and the relevance of the spatial strategies identified in the development framework. The RSDF seeks to provide a long-term development direction for the region, consistent with the National Spatial Strategy (NSS) and the Mindanao Spatial Strategy/ Development Framework. It is anchored on the three NSS main strategies of concentration, connectivity and vulnerability reduction. RLUC IX, through its Technical Working Group, drafted the RSDF by conducting trainings and workshops among stakeholders including Regional Line Agencies and Local Government Units, to identify and formulate among others, the regional development challenges, goals, objectives, strategies, and programs and projects over the next 30 years. was presented to RLUC IX on December 7, 2015, for further discussion. It was enhanced by incorporating the agreed data and recommendations.

The refined RSDF document, based on the five provincial/city consultations, will be presented to the four RDC IX Sectoral Committees (Economic Development, Regional Social Development, Infrastructure Development, and Development Administration Committees), as well as, to RLUC IX for further review and enhancement before presenting to RDC IX for its approval and endorsement. RLUC IX convenes on Region IX Cadastral Land Survey Results T
he Regional Land Use Committee (RLUC) of Regional Development Council (RDC) IX, conducted a Special Meeting on January 13, 2016 at the Department of Environment and Natural Resources (DENR), Regional Office IX, Balintawak, Pagadian City.

The purpose of the meeting was to discuss the results of the Cadastral Land Survey conducted by DENR IX, as well as, to arrive at an agreement on the land area to be adopted relative to the formulation of the Regional Spatial Development Framework (RSDF), 2016-2045. The meeting was attended by representatives of twelve (12) regional line agencies (DILG, DA, DENR, DTI,

NEDA IX accepts nominations for 2016 exemplary volunteers I
n support of the Philippine National Volunteer Service Coordinating Agency’s (PNVSCA) nationwide Search for Outstanding Volunteers (SOV), National Economic and Development Authority IX is now accepting nominations for exemplary volunteers based in the region until July 30, 2016. The SOV puts faces and names to the unsung and ordinary Filipino citizens and organizations who have rendered priceless and noble acts of service towards nation-building and community development. Since 2001, 129 volunteers and volunteer organizations have been recognized by the national government, through the SOV. This yearly centerpiece event culminates with the awarding ceremony during the celebration of the National Volunteer Month (NVM) in December. “Through the Search, PNVSCA acknowledges the significant role of volunteers as indispensible partners of both the government and the private sector in their development efforts to uplift the lives of the people, especially the marginalized. It also serves as a platform to promote and share best practices in volunteerism,” PNVSCA Executive Director Joselito C. De Vera said. The Search is open to the following individuals and organizations currently providing volunteer assistance in the Philippines. Individuals of Filipino citizenship - Filipino or local chapters of foreign/international non-profit organizations; and Filipino or local chapters of foreign/international corporate organizations are entitled to join the SOV.
The Special Citation award is also conferred to outstanding volunteers who do not qualify under the regular SOV categories but which are deemed equally meritorious in accomplishment. NEDA IX Regional Director Teresita Socorro C. Ramos encourages everyone to participate in the Search. She said that volunteerism is the manifestation of an individual’s selfless motivation to help uplift the lives of the most helpless and wanting, without counting the cost. Region IX is proud of the achievement of Ms. Velia Santos Ebol of Malangas, Zamboanga Sibugay. The National Selection Committee (NSC) has chosen her as one of the three national awardees of the 2011 Search for Outstanding Volunteers – Individual Category. The award was conferred for her untiring and dedicated pursuit of public volunteer service especially for the benefit of the most vulnerable groups. The RSCs are in charge of the receipt, validation and documentation of the nominations in respective regions. The NSC selects the national and regional awardees.
