Marian College, a local school in Ipil, Zamboanga Sibugay was able to gather more than 200 sets of school supplies from its generous benefactors in Manila and brought it to the children in Siloh. The school team was composed of 16 student-volunteers and two personnel headed by Sr. Judith and Ms. Jonie Yap. n a special meeting of Infrastructure Development Committee IX held in Pagadian City on July 21, 2015, a team of Asian Development Bank (ADB) consultants presented the highlights of their Interim Report on the Technical Assistance (TA)-8574 PHI: Improving National Roads for Inclusive Growth in Mindanao Project. The team was led by Highway Engineer Kiyoshi Dachiku of PADECO Co., Ltd. and CTI Engineering Co., Ltd., and Dr. Hussein Lidasan of the Transport and Traffic Planners Incorporated. The Technical Assistance was carried out in coordination with the Department of Public Works and Highways (DPWH) which will be the implementing agency of the project. It has two components, namely: (1) Project Preparatory Technical Assistance (PPTA), which is a pre-feasibility study for road projects in Zamboanga Peninsula (ZamPen) that are suitable for ADB financing, and (2) Updating of the previous Strategic Road Transport Master Plan and providing DPWH with a post 2016 action plan. In the PPTA Report, the ongoing widening of Lanao-PagadianZamboanga City Road stretch was found to be relatively good, but faced with costly difficulties in road right of way acquisition and relocation, among others. Hence, the PPTA report recommends the exclusion of 90 km of road widening in urban and intercity

Ramos passed Resolution No. IX09-15 requesting DPWH Central Office to seek ADB funding for the parcellary survey of the RT Lim-Siocon Road stretch, which is one of the requirements for the said road to be converted from provincial to national road.

RGADC IX conducts Organizational and T Action Planning Meeting

The meeting convened by National Economic and Development Authority (NEDA) IX, led by Director Teresita Socorro C. Ramos, successfully saw the election of Dir. Brenda NazarethManzano of Department of Science and Technology IX, as RGADC IX Chairperson. Based on the recommendation of Regional Social Development Committee IX, which is one of the four sectoral committees of Regional Development Council (RDC) IX, the organization of RGADC IX was approved by the Council as its special committee through Resolution No. 36, series of 2015. NEDA IX serves as secretariat and vicechairperson of the committee. The private sector representatives (PSRs) of RDC IX to the RGADC are still to be selected from among themselves. Hence they were not yet invited during the meeting. In the next RGADC meeting tentatively scheduled in December 2015,

Following the RDC set up, the chairperson and co-chairperson shall be elected from among the members of RDC, provided that if the former is from the government sector, the latter should be from the private sector, and vice-versa. The secretariat clarified issues on sex and gender raised by the participants, and emphasized that sex is the state of being male or female, that cannot be changed; while gender is a set of roles passed by culture and society, that can change across time and culture. The secretariat recommended a separate venue where sex and gender-related concerns can be properly discussed for better understanding and appreciation. The varying levels of awareness on GAD, and GAD mainstreaming in the implementation of programs and projects were two of the key concerns raised in the RGADC Action Plan, 20152016. Department of Agriculture IX invited the Department of Trade and Industry (DTI) and the Department of Science and Technology (DOST) as resource speakers to present topics on Product Promotion, Entrepreneurship, and Marketing Strategies and Product Development and Packaging. DTI and DOST were also requested to present their programs and projects in support to entrepreneurship and agribusiness. The DA also discussed topics related to ASEAN Economic Community (AEC) and its potentials for micro, small and medium enterprises (MSMEs) and the provision of marketing support to groups and associations. The seminar was participated by representatives from LGUs and private sector, those already engaged in MSMEs, and operators of the existing barangay food terminal project. Marissa Mohammad represented the DA IX Director in addressing the group on the opening day, saying that the seminar would “empower associations, women groups, youth, and persons with disabilities to look into the potentials of agribusiness and developing their own micro or small and medium enterprise as sources of income. This kind of seminar is being conducted regularly to update the services of the DA agribusiness programs to include a short background of the AEC and also the GREAT Women project.” During the open forum and discussion, Zamboanga City participant Ronald Lilio said

“this seminar is very helpful to us small time entrepreneurs to know where to seek assistance for our product and product development. BSP honors its Region IX stakeholders In celebration of its 22nd anniversary, the Bangko Sentral ng Pilipinas (BSP) held its 2015 Awards Ceremony and Appreciation Lunch for BSP Stakeholders. In Region IX, it was held on September 8, 2015 at BSP Building in Zamboanga City. This year’s observance was highlighted by the theme, 12 Years and Beyond:

Celebrating Strong Partnerships and Successful Collaborations. In his welcome remarks, BSP Assistant Governor for Regional Monetary Affairs Sub-sector Gerardo S. Tison, expressed his deep appreciation for the partnership of BSP and stakeholders. He acknowledged the presence of all partner agencies and emphasized the significance of the Philippine eagle which is the logo of the BSP. Along with the evolution of the functions of the BSP, the design of the trophies for the stakeholders awards has also evolved. For this year’s celebration, a new trophy, with the metal image of the Philippine eagle was specifically chosen as it symbolizes strength, clear vision and freedom. Inside the half-circle support are three (3) stars representing the 3 pillars of central banking, such as price stability, financial stability, and efficient payments and settlement system. It also represents the 3 island groups of the Philippines – Luzon, Visayas, and Mindanao. Each island group is equally important in policy making and in the BSP’s pursuit of inclusive and sustainable growth. The welcome message was followed by the presentation of development indicators in Mindanao by BSP Deputy Director for the Department of Economic Statistics, Teresita B. Deveza. She presented the regional distribution of

banking offices that include universal, commercial, thrift, rural, and cooperative banks; business outlook for Mindanao; employment outlook and expansion plans; and expectations on economic indicators. Deputy Director Deveza reported that overall, Zamboanga Peninsula is increasing in financial resources, has low inflation, higher employment, and has positive business confidence that are supportive of strong regional economic growth in 2015. The celebration was led by BSP Monetary Board Member Valentin A. Araneta who also delivered the keynote address. He expressed his gratefulness over the celebration adding that it started in 2004 in the national capital region. It is now observed throughout the country as a testimony to a successful collaboration on information and advocacy pursuit of BSP. He also expressed his deep appreciation for the stakeholders’ support to the survey and information activities that have significantly assisted BSP’s financial programs.

This year’s stakeholders’ awards in Region IX marks the sixth time that the BSP awarded stakeholders in the region and is the eighth in a series of 12 regional events for the year. The yearly event is expected to heighten BSP’s partnership and collaboration with its stakeholders and partner agencies across the country to provide and sustain an enabling business environment that will continuously steer and advance the country’s economy.
