148th RDC Meeting RDC IX officials and members during the Council’s 148th Regular Meeting
RDC convenes 148th Regular Meeting On September 23, 2014, all roads brought the officials and members of Regional Development Council (RDC) IX to Zamboanga City Special Economic Zone Authority and Freeport (ZAMBOECOZONE) in San Ramon, Zamboanga City (ZC), for the Council’s 148th Regular Meeting. Michael Angelo M. Carbon, Deputy Administrator of ZAMBOECOZONE warmly welcomed the Council’s officials and members. He presented the thrusts and priorities of ZAMBOECOZONE as the prime investment destination in the ASEAN Region, and one of Zamboanga Peninsula’s growth areas. ZAMBOECOZONE is undertaking the development of its industry sites, infrastructure, enterprise, and human resources, among others as it prepares for ISO certification. ZAMBOECOZONE serves as gateway to BIMP-EAGA and is an emerging trading hub of Southeast Asia. He informed the body that during the 2014 China-ASEAN EXPO held in China, ZC was nominated as the next City of Charm to be featured among the ASEAN Ten Plus One City of Charm participating in the 12th China-ASEAN Expo in September 2015. He encouraged RDC IX to actively support the activity. Mayor Maria Isabelle Climaco also warmly acknowledged and welcomed the RDC IX members and local chief executives including Congressman Celso Lobregat of the 1st District of ZC and Governor Antonio Cerilles of Zamboanga del Sur. She gladly reported that after the Zamboanga Crisis last September
2013, DSWD Secretary Corazon Soliman had already removed the state of emergency status of ZC and replaced it with recovery status. She also invited everyone to the celebration of Hermosa Festival on October 12, 2014. Acting RDC IX Chairperson and NEDA IX Regional Director, Teresita Socorro C. Ramos expressed her gladness over the conduct of the meeting and warmly acknowledged the presence of everyone. RD Ramos said that the National Peace Consciousness Month, Development Planning Week, Civil Service Month, and Family Week are all commemorated in September. She added that the agenda items in this quarter’s meeting are reflective of this month’s celebrations as the discussions include peace - on the implications of the proposed Bangsamoro Governance; and family on the results of the 2013 young adult fertility and sexuality study, and health leadership and governance program. The Council deliberated on all the concerns raised by the Social, Economic, and Infrastructure Committees including the agreements during the National PSR Convention in Iloilo City. The meeting was also highlighted by the endorsement of the proposed institutionalization of Regional Development Budgeting Process, release of remaining funds for the coconut scale infestation, Mindanao Development Corridor Strategy, ZamPen flood management summit, and other equally important concerns. The Office of Civil Defense (OCD) emphasized that the organization and functionality of local disaster risk reduction management committees are a serious and urgent matter that should be realized by local government units (LGUs) in the region down to the barangay level if communities are to be resilient to these looming calamities.
Mr. Castillo said that LGUs have a local disaster risk reduction management fund, amounting to at least five percent of their annual budget. Seventy percent of this amount should be used for pre-disaster activities that would strengthen the communities’ resilience to disasters and calamities, which include the purchase of equipment, trainings, community organizing, and information-dissemination campaigns. The remaining thirty percent can only be used when an LGU declares a state of calamity.

RDC conducts
development forum Development Planning Week takes center stage every 4th week of September. To highlight its commemoration for 2014, the Regional Development Council (RDC) IX conducted the Regional Development Forum on September 24, 2014, at Grand Astoria Hotel, Zamboanga City. Teresita Socorro C. Ramos, Acting Chairperson of RDC IX and Regional Director of National Economic and Development Authority (NEDA) IX, graciously led the ribbon cutting for the photo exhibits. The activity was attended by RDC IX members, business groups, local government units, non-government organizations and state universities and colleges. In her message Dir. Ramos, highlighted the other significant events in September, such as the Family Week, and Civil Service Month. The month of September is likewise proclaimed as the National Peace Consciousness Month, per Presidential Proclamation No. 675. This year’s peace celebration is marked by a timely theme “Nagkakaisang Bayan Para sa Kapayapaan.” Dir. Ramos emphasized the importance of planning, advocacy and plan support to achieve the country’s vision of an inclusive growth. She encouraged everyone’s commitment and contribution for the achievement of peace and development. The Forum brought several resource persons who shared with the participants updates with regard to

NEDA IX joins coastal clean up With the aim of contributing to the cleanliness of the country’s coastal areas, National Economic Development Authority (NEDA) IX staff participated in the 28th International Coastal Clean-Up Day Celebration on September 20, 2014 in Barangay Kawit, Pagadian City. Spearheaded by the Department of Environment and Natural Resources (DENR), this year’s celebration was guided by the local theme, “Bayanihan Para sa Karagatan,” as well as, its international theme, “Clean up the World.” Through the united effort of volunteers from NEDA IX and DENR IX, a total of six garbage bags, with an estimated weight of 15 kilos each were collected. The community, spearheaded by the barangay officials of Kawit also actively joined the activity. The world-wide event, which was introduced by the Ocean Conservancy in 1986, was joined by the Philippines in 1994. Held every third Saturday of September, volunteers remove debris from waterways, beaches and other bodies of water. The trashes collected were weighed and recorded. In the wee hours of the morning of September 26, 2014, the National Economic and Development Authority (NEDA) IX staff together with other concerned stakeholders, packed up to climb the mountains of Binayan, Labangan, Zamboanga del Sur to mark the historic TreeVolution. Despite the challenging trails and terrain, the participants were able to reach the planting site before the actual simultaneous planting activity that started at 8:30 AM and lasted for an hour. The planting site in Labangan was only one among the participating areas in Region IX. The region targeted to plant 700,000 seedlings of various species in 1,000 hectares. The TreeVolution: Greening MindaNOW was jointly spearheaded by the Department of Environment and Natural Resources (DENR) and the Mindanao Development Authority (MinDA). It aimed to instill environmental awareness and promote proactive participation among all Mindawanons while pursuing to achieve the 2014 National Greening

RDC IX approves flood management summit Regional Development Council (RDC) IX approved the conduct of a Zamboanga Peninsula Flood Management Summit (ZPFMS), during its 148th Regular Meeting on September 23, 2014 held at Zamboanga City Special Economic Zone Authority and Freeport, Zamboanga City. The general objective of the Flood Management Summit is to present an overall assessment of Zamboanga Peninsula flood management readiness, with focus on ascertaining the sufficiency or inadequacy of flood management interventions in flood-prone areas and the gaps that would be the focus of interventions in the immediate and long terms. The Summit also aims to generate support or actual resource commitments for major flood control/ management projects in Region IX. The proposed ZPFMS is spearheaded by the Regional Project Monitoring Committee IX chaired by Dir. Teresita Socorro C. Ramos of the National Economic and Development Authority (NEDA) IX. This will be conducted in the first quarter of 2015 in Dipolog City. The Summit is expected to be graced by the Secretaries of the Department of Public Works and Highways (DPWH), Mindanao Development Authority and the Department of Science and Technology (DOST), and the Administrator of the National Irrigation Administration (NIA), among others.

A series of meetings were already conducted in 2014 and two more will be held in 2015 in preparation for the Summit to generate and integrate data on floods and flooding events brought about by typhoons and inter-tropical convergence zones causing damage to life, infrastructure, livelihood and agricultural production in several parts of the region. These data are expected to form part of the region’s flood situationer, which shall serve as the basis for identifying the region’s priority programs and projects on flood control/management.

ZamPen: 3rd quarter economic situationer The agriculture sector of Region IX recovered slightly when it registered an increase of .88 percent during the quarter in review compared to the same period last year. This is despite decreases in production in the region’s three major crops: palay, coconut and mango. Livestock and poultry kept up with the trend, registering an increase of .94 percent. However, fisheries production decreased by .20 percent during the quarter in review. This is due to the large drop in aquaculture (15.53%) and seaweeds (17.33) while bountiful catch was recorded in commercial fishing at 32.22%. The number of new business ventures in Region IX declined by 10.49%. In 2013, a total of 3,953 new business entrants registered in the region while only 3,538 were registered during the current year, indicating a decrease of 415 new start-ups in the region during the first 9 months of 2014. The decrease in new business registration was noticeably huge in Zamboanga City at 24.64% due to volatile peace and order situation and after effect of the Zamboanga City siege. DOLE IX report on permanent termination of workers due to economic reasons shows a total of six business establishments reporting permanent termination of workers due to economic reasons between January to September of 2014 e.g., closure, financial losses, lack of market/slump of demand, lack of raw materials and reorganization/ downsizing. This resulted to the permanent displacement of 233 workers.

More persons entered/re-entered the labor market in July 2014. The region’s labor force participation rate increased to 65.4% from 65.1% during the same period last year. However, the Philippine Statistics Authority data showed that the region’s employment rate went down by only .1 percentage point from the 96.9 % in the second quarter of 2013 to 96.8% during the quarter in review. Unemployment rate in Zamboanga Peninsula increased to 3.2 % from 3.1 % while, underemployment rate decreased to 17.3% , or lower by .9 percentage point from the 18.2 % during the same period last year. Consumer Price Index (CPI) rose to 151.3 from 143.5 during the same period in 2013 which pushed the inflation rate in the region by one percentage point. Region IX’s total crime volume increased during the reference period compared to the same period a year ago. Crime against persons declined by 9.16% at due to the decrease in murder, homicide and physical injury cases by 14.0%, 13.0% and 10.0%, respectively. But incidents of rape increased by 23 cases or 25.0%, from 91 rape incidents recorded during the 3rd quarter in 2013 to 114 in the same period in 2014. DOLE releases P6.3M livelihood assistance in ZamPen
Department of Labor and Employment (DOLE) Secretary Rosalinda Baldoz spearheaded the release of P6.3 million worth of livelihood assistance to the different groups here in the region. A total of 924 beneficiary-individuals have received the livelihood assistance provided through DOLE Integrated Livelihood and Emergency Employment Program and Bottomup Budgeting or the Grassroots Participatory Budgeting. The livelihood projects included the following: support to fisherfolks in Barangay Arena Blanco to operate Ring Net Fishing, P464,930; women’s crunchy banana chips production, P510,000; bottled sardines production, P370,500; capacity building and enhancement of rubber-based farming system and secondary crops cultivation of poor farmers, 361,675; capacity training on financial and inventory management, P86,800; motorized banca with pukot palundag, P460,500; seaweeds farming, P381,860; pangase wine

These are the questions that the Philippine Volunteer Service Coordinating Agency (PNVSCA) wants you to answer, as it launches the contest for a new logo and title for the annual Search for Outstanding Volunteers (SOV). The SOV Title and Logo Contest seeks to give the Search a distinct professional brand that will generate active public participation in the Search. Open to all Filipino citizens aged 15 years old and above, the contest will accept a maximum of two (2) original entries from participants. The Title should be in Filipino with English translation while the Logo should be in color. Each entry should be accompanied by a one-page essay explaining the message of both the title and logo. Criteria for judging are relevance (30%), creativity (30%), originality (20%) and over-all impact (20%). The winner will receive a plaque of recognition and P15, 000 pesos inclusive of tax as a cash prize.
