DTI IX hosts RDC IX year end meeting T
he Department of Trade and Industry (DTI) Regional Office IX headed by RD Sitti Amina M. Jain graciously hosted the year end and 156th Regular Meeting of Regional Development Council (RDC) IX on December 19, 2016. The new NEDA IX Office Building, which is also the home of RDC IX, located at the Regional Government Center in Balintawak, Pagadian City served as the venue of the meeting. DTI IX also hosted the year-end RDC IX Meeting on December 9, 2015 at Garden Orchid Hotel in Zamboanga City and has again signified to host the last quarter meeting of the Council in 2017. As host of the meeting, Assistant Regional Director Noel R. Bazan presented the accomplishments of DTI IX. For further appreciation and support of RDC IX, DTI IX likewise exhibited some of the products of its program beneficiaries. Among the highlights of the meeting were the following: (a) Confirmation of the Special Non-Voting Members (SNVMs) of RDC IX, 2016-2019; and (b) Oath-Taking Ceremony of Chairpersons and Co-Chairpersons of RDC IX Sectoral Committees, and SNVMs, for 2016-2019. The SNVMs were: ZamboEcozone, National Youth
Commission, Commission on Population, Philippine Information Agency (PIA) and 1st Infantry Tabak Division. Following the reorganization of the Sectoral Committees, Mayor Anamel C. Olegario of Ipil, Zamboanga Sibugay Province officiated the oathtaking of the newly elected Committee Chairpersons and Co-Chairpersons namely: Private Sector Representative (PSR) Nestor R. Carbonera/Dir. Lorenzo G. Macapili of TESDA (Chair and Co-Chair of the Regional Social Development Committee); Atty. Carl Andrew M. Rubio (Chairman of Infrastructure Development Committee); Fr. Enrico V. Montano (Chairman of Development Administration Committee); and Dir. Noemi B. Edaga of PIA (SNVM). Those who were not able to take their oaths were: Mr. Pedro Rufo N. Soliven/ Dir. Brenda Nazareth-Manzano of Department of Science and Technology IX (Chair and Co-Chair of Economic Development Committee); Dir. Jorge U. Sebastian, Jr. of Department of Public Works and Highways IX and Dir.Vicente Q. OWWA IX distributes livelihood starter kits in Ipil

A total of 23 resolutions were passed during the meeting, some of which were with corresponding issues that needed national intervention and support. Development updates included the increase of honoraria of the RDC IX PSRs starting 2017, and the efforts of NEDA Central Office in following-up with the Office of the President, the appointment of Chairperson and CoChairperson of some RDCs, including Region IX. Dir. Ramos took the opportunity to also express her deep gratitude to each member agency and PSR as well as the Chair and Co-Chair of the Sectoral Committees, for the support and cooperation provided to NEDA IX, as the RDC IX technical secretariat. Aside from the regular council and sectoral meetings, the secretariat appreciated the support and assistance during the different series of major activities conducted by NEDA IX in CY 2016. verseas Workers Welfare Administration Regional Welfare Office IX (OWWA RWO IX) awarded livelihood starter kits to 12 distressed Overseas Filipino Workers (OFWs) through the Balik Pinas, Balik Hanapbuhay Program on November 11, 2016 at Talisay Heights Grill & Resto, Ipil, Zamboanga Sibugay. OWWA RWO IX Regional Director Hassan Gabra T. Jumdain and Family Welfare Officer Khalil Isser S. Lorena led the activity. The OFWs received livelihood starter kits which include various cooking utensils and appliances for putting up their own kitchenette, burger stand, and bakery, among other livelihood endeavors. The Balik Pinas, Balik Hanapbuhay Program is a reintegration program of OWWA for displaced/distressed workers. Recipients of the program are given livelihood starter kits and techno-skills training worth P10,000.
OWWA RWO IX also conducted activities to cater to the needs of OFWs. One of the activities was the conduct of Capability Building Training/Convergence Meeting on December 02-03, 2016 at Lutong Pinoy Resort, Tugbungan, Zamboanga City. It was participated in by the One-Stop Service Center for OFWs, OFW leaders, government agencies, and institutional partners. The OFW Family Day was also celebrated as one of the highlights of DOLE Anniversary on December 8, 2016 at the Zamboanga City Coliseum, Tetuan, Zamboanga City. Around 1,400 OFWs and families attended the activity. Aside from fun games and exciting prizes, special awards were also be given to outstanding OFWs and their dependents. (Hannah Segovia, OWWA RO9)

NEDA conducts PDP Consultation in Zamboanga Peninsula T
he Zamboanga Peninsula Regional Consultation on the Philippine Development Plan (PDP), 20172022 was conducted on November 24, 2016 at Ariana Hotel, Dipolog City. The consultation provided an opportunity for the region to participate in the drafting of the PDP by way of providing comments and recommendations relative to the assessment, challenges and strategic framework of the PDP. It also provided a venue where regional concerns and priorities were forwarded for consideration and possible inclusion in the PDP. The consultation was attended by 70 participants from local government units, regional line agencies, private sector, and academe, among others. The activity was facilitated by National Economic and Development Authority (NEDA) IX staff with resource persons from NEDA Central Office (CO), DOST-CO, BSP and OPAPP, who are members of the PDP Planning Committees. By virtue of Memorandum Circular No. 12 issued by President Rodrigo R. Duterte on October 24, 2016, the NEDA was directed to coordinate the formulation of PDP and Philippine Development Investment Program [PDIP), 2017-2022. The President likewise issued Executive Order No. 5, series of 2016 on October 11, 2016, adopting the country’s Long Term Vision or the AmBisyon Natin 2040, in development planning. Hon. Darel Dexter T. Uy, Mayor of Dipolog City, gave the welcome remarks. He mentioned that he shared the commitment of the Council in pushing the strategic framework to uplift the entire region in terms of realistic and result-oriented plans which require knowledge of the people composing the Council. Dir. Bienvenido A. Ganapin, Assistant Director of the National Policy and Planning Staff of NEDA CO, presented the Ambisyon Natin 2040, 2030 Sustainable Development Goals and salient features of the draft PDP. During the workshop, the participants were divided into four (4) groups, namely: (a) economic development; (b) infrastructure

development; (c) social development; and (d) development administration. Each group reviewed and generated comments and recommendations on each of its assigned PDP chapters. DOLE awards 29M worth of livelihood grants D
epartment of Labor and Employment Regional Office IX (DOLE IX) successfully turned over a total of P29, 813,346 to 9,377 marginalized workers, informal sectors, and workers affected by El NiĂąo, and to the rebel returnees in the armed conflict areas in some municipalities of the region during the simultaneous launching of the Comprehensive Reform and Development Agenda (CRDA) for the Autonomous Region in Muslim Mindanao (ARMM) and the armed conflict areas in Regions IX, X, and XII, on October 29, 2016. The main launching ceremony was held in Cotabato City, with President Rodrigo Roa Duterte as the guest.
Under the Special Program for Employment of Students (SPES), a total amount of P15, 352, 216 was turned over to 649 SPES grantees all over the region. For the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP), a total amount of P14, 461,130 was distributed to 2,958 individual and group beneficiaries. DOLE IX will also be allocating a total amount of P8 M under the SPES Program, and P10 M for the implementation of DILEEP in the armed-stricken areas in the region for the year 2017.
Senior officials and staff of the said line agencies and representatives from the local government units were present during the said events. The CRDA is intended to reduce poverty and hunger in Mindanao regions. It also envisions to deliver other programs, projects, and services such as educational scholarships, water and sanitation projects, agricultural machineries, agricultural equipment and seedlings, livelihood interventions, employment opportunities, and assistance to social benefits. The convergence efforts are in compliance to Pres. Duterte’s directive to address the poverty issues in Mindanao. (Gay Iris T.S. Prior to the said launching, DOLE IX Regional Director Sisinio B. Cano called an emergency meeting on October 20, 2016 with DOLE IX management committee members to discuss the details of the aforementioned activity. As a result, DOLE IX committed two (2) poverty eradication programs as interventions to be included during the launching.

Usec. Edillon launches AmBisyon Natin 2040 in ZamPen NEDA Undersecretary Rosemarie G. Edillon launched the Ambisyon Natin 2040 Regional Summit in Zamboanga Peninsula on November 18, 2016 at Garden Orchid Hotel, Zamboanga City. In her keynote message, Usec. Edillon emphasized that AmBisyon Natin 2040 represents the collective long-term vision and aspirations of the Filipinos for themselves and for country in the next 25 years. It describes the kind of life that Filipinos want to live, and how the country will be by 2040. As such, it serves as anchor for development planning across at least four administrations.

AmBisyon Natin 2040 is a picture of the future, a set of goals for life and for the country. She explained that while it is not a plan which identifies the strategies to achieve the goals, AmBisyon Natin 2040 is like a destination that answers the question where do we want to be? She said that a plan shows the way to get to the destination while AmBisyon Natin 2040 is the vision that guides the future and is the anchor of the country’s plans.
Am BisyonNatin 2040 is the result of a visioning process that began in 2015 where about 10,000 Filipinos aged 15-50 answered the corresponding national survey. Technical studies were prepared to identify strategic options for realizing the vision articulated by the citizens. The exercise benefitted from the guidance of an Advisory Committee composed of government, private sector, academe, and civil society.
To realize the AmBisyon, all sectors of society are enjoined to direct their efforts towards creating opportunities for Filipinos to enjoy matatag, maginhawa at panatag na buhay. Government must use its fiscal, monetary and regulatory policies to steer the development path towards enabling Filipinos to attain their AmBisyon. This pertains to all dimensions of development covering economic, human and physical capital, institutional, social and cultural.
AmBisyon Natin 2040 describes the life of all Filipinos in 2040:
Matatag, maginhawa at panatag na buhay. In 2040, we will all enjoy a stable and comfortable lifestyle, secure in the knowledge that we have enough for our daily needs and unexpected expenses, that we can plan and prepare for our own and our children’s future. Our family lives together in a place of our own, and we have the freedom to go where we desire, protected and enabled by a clean, efficient, and fair government.
The launching was also graced by Zamboanga City Mayor Maria Isabelle G. Climaco who warmly welcomed Usec. Edillon and all the participants. She expressed her gladness over the launching activity and encouraged all sectors of society to participate in the realization of AmBisyon Natin 2040. The launching was attended by 203 participants from the public, private sector, academe, and civil society. The participants pledged to support the attainment of the aspirations for self and country as enunciated in AmBisyon Natin 2040 by affixing their signature on the Pledge Board. National Economic and Development Authority (NEDA) IX led by Regional Director Teresita Socorro C. Ramos who was represented by Assistant Regional Director Phlorita A. WMSU, DOST host 1st ZamPen Native Chicken Fiesta T
he first ZamPen Native Chicken Fiesta hosted by the Western Mindanao State University (WMSU) in partnership with the Department of Science and TechnologyPhilippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) was a great success. WMSU, through the Western Mindanao Agriculture, Aquatic and Natural Resources, Research and Development Consortium (WESMAARRDEC), was able to open new business opportunities and share knowledge to local farmers in the region.

The two-day event focused on Techno Business, Technology to People series of forums discussing essential topics for those who were interested and into breeding and production. Dr. Synan Baguio, Livestock Research Division-PCAARRD Director talked on S&T based Selection, Breeding and Free Range Production Management of ZamPen Chicken. Mr Alfred Parungao of DOST-PCAARRD with Dr. Rafael Baguio of WMSU discussed about the Range Manage Protocols and Feeding Strategies for a Sustainable Native Chicken Production.

Tips and important procedures on the Breeder Native Chicken and Hatchery Management were shared by one of WMSU’s native chicken expert, Dr. Teresita Saavedra. Strategies on the Pricing and Marketing ZamPen Native Chicken were given by the WESMAARRDEC Director, Dr. Teresita Narvaez. Mr Jambaro Naga of Zamboanga del Sur, Ms. Lilia Manuel of Goodyear Agrarian Reform Beneficiaries MultiPurpose Cooperative, and Wilfredo Castillo of the Bureau of Corrections-San Ramon Prison and Penal Farm, shared their experience on the propagation of native chicken. The fiesta did not only open doors to entrepreneurs but also to food enthusiasts who presented new native chicken recipes during the first day of the event. Simultaneous with the opening program, the final battle for the ZamPen Native Chicken Cooking Challenge was also conducted at WMSU College of Home Economics. The top four finalists prepared mouthwatering native chicken innovative dishes which made it hard for the judges
to choose whose cuisine tops the other. In the end, the most unique and complex dish won. A photo and poster-making contest was also conducted and participated in by the different schools in the city. Some participants came from neighboring provinces like Basilan and Zamboanga Sibugay. Awarding of winners from the various contests was held during the closing program. The prime mover of the event, Dr. Narvaez, thanked the participants for contributing to the success of the event. In mixed emotions, Dr. Narvaez said, “I cannot do this alone without the help of some of my friends,” as she expressed gratitude to the event partners that include WMSU President, Dr. Milabel Ho; the various committees composed of some offices of the WMSU; DOSTPCAARRD; partner schools and universities in the country; KCC Mall de Zamboanga; media, participating schools, walk-in participants; and the Local Government of Zamboanga City headed by Mayor, Ma. Isabelle ClimacoSalazar; who graced and supported the event. Dr. Narvaez concluded that this is only the first and “in a year or two, we will have another ZamPen Native Chicken Fiesta.” (PAO,WMSU)
ivestock farmers from remote areas of Zamboanga Peninsula (ZamPen) brought with them their cattle, carabaos and goats for a free animal treatment during the recent Livestock Outreach Programheld in Rebokon, Dumalinao, Zamboanga del Sur; Dumpilas, Siayan, Zamboanga del Norte and Kabasalan, Zamboanga Sibugay. The said activity was spearheaded by the Department of Agriculture through its Information Section, in coordination with the Provincial Veterinary Office. The identified municipalities have been reported to be depressed and severely affected by livestock internal parasites. Department of Agriculture (DA) IX Regional Director Constancio G. Alama, who was present in Kabasalan said “deworming will keep our animals healthy and productive resulting to higher income for the livestock raisers.” Regional Livestock Coordinator, Dr. Darwin Lloyd Sulay said, “we will continually reach out to farmers in need of our assistance in the livestock sector. Raising animals is like having a piggy bank in the family. That is why we are here to see to it that you manage your “bank” properly.” Before administering vitamins, deworming, and other animal health care activities, Dr. Sulay explained the procedure to the livestock owners. He also answered other related queries from the farmers. During the outreach activity, livestock information, education and communication materials were also distributed to farmers, led by the DA IX Regional Information Officer, Maria Melba B. Wee. A total of 146 cattle, 109 carabaos and 24 goats were dewormed and given vitamins, while 21 dogs were vaccinated with anti-rabies during the three-day outreach program. (Jean Rodriguez, DA IX)

DOLE celebrates 83rd anniversary in Isabela City W
ith a festive mood, the Department of Labor and Employment (DOLE) through its field office in Isabela City in collaboration with Isabela City Tripartite Industrial Peace Council (ICTIPC), commemorated its 83rd anniversary with the theme: “83 Taon ng Serbisyong Maaasahan para sa Masayang Mamamayan at Maunlad na Bayan,” on December 8, 2016 at Joveth’s Cusina, Sunrise, this city. The inspirational message of Isabela City Mayor Al-Qaid J. Akbar was shared by his representative, Mr. Jaime Rivera. In his message, he laudably enumerated the untiring support and commitment of the DOLE in uplifting the lives of Isabeleños who are in dire need of such. He challenged the beneficiaries to value and do their part to attain their dreams and aspirations with the help of the DOLE.

The activity unlocked an entrepreneurial opportunity to 65 informal sectors as the department turned over P370,761.95 worth of livelihood assistance in the form of tools, jigs and equipment. Fourteen (14) grantees of Special Program for the Employment of Students (SPES) grantees of United Workers Agrarian Reform Beneficiaries Multi-purpose Cooperative also received their early holiday season’s gift as the office turned over their SPES checks amounting to P30,352.
In pursuit of continuous engagement for better quality of life, all participants affixed their commitment, affirmation of partnerships and signatures on the anniversary tarpaulin.

Anchored on the anniversary theme, DOLE has been serving the Filipinos for over eight decades of continuous engagement with its beneficiaries and stakeholders with holistic programs and services geared towards creating a positive impact on the lives of the its clients, and achieving economic development on a macro level. DA-PRDP validates IP relocation site
T
he compliance of the preconditioned resettlement of project affected persons (PAPs) in Biswangan, Lakewood, Zamboanga del Sur was recently checked and validated by the Social and Environmental Safeguards (SES) and Monitoring and Evaluation (M&E) units. SES and M&E are two I-SUPPORT units of the Department of Agriculture’s Philippine Rural Development Project (DA-PRDP) that ensure conformity and observance of the project’s policy and procedure during the preparation and implementation of the project. During the inspection, Environmental Safeguard Specialist Meneo B. Folgo, recommended to Lakewood Municipal Planning and Development Coordinator Albert Cuajotor and Biswangan Punong Barangay (PB) Virgilio Barbon, Sr., to fast track the transfer of families to the relocation site because the Geomapping and Governance Unit of DENR has to re-geotag the area. The geotagged photos of the proposed subproject shall be posted at the official website of the Philippine Government Electronic Procurement Systems for
reference of interested bidders on the elevation profile and distance of the subproject. The proposed rehabilitation/ concreting of the 7.94 kilometer farmto-market road in Gasa-Biswangan was issued No Objection Letter 1 (NOL1) last year. Although NOL1 signaled Zamboanga del Sur Provincial Project Management and Implementation Unit (PPMIU) to start the procurement process, PRDP has required the PPMIU together with the Municipal Local Government of Lakewood to implement the Land Acquisition and Resettlement Plan for PAPs. PB Barbon, personally procured some 7,400 square meters of land and donated this as the resettlement site for at least 31 families who would be relocated prior to the start of the FMR rehabilitation and concreting. According to PB Barbon, the preparation of the relocation site commenced in October 2016 where the barangay local government unit provided fuel and lubricants for the heavy equipment from the municipal local government unit. Timuay Nacito Liganan claimed that 81 Subanen families will be directly affected by the 7.94 km FMR
project from Barangay Gasa down to Biswangan. Nevertheless, a total of 1,233 households will be benefiting from this project from four barangays of neighboring municipalities of Tigbao and Bayog. Once implemented, this PRDP concrete road shall facilitate transport of farm products such as coconut, cassava, rubber, banana, coffee, rice, corn and root crops. DA-PRDP is a commodity-based rural development project. Last year, Zamboanga del Sur updated its Provincial Commodity Investment Plan now with eight identified priority commodities to be developed such as: cassava, rubber, seaweeds, banana (cardava), coconut (fiber), mango and abaca. Mr. Folgo, led the 5-men team to an ocular inspection of the relocation site to ensure that the welfare concerns of the affected community will be addressed.
