egional Development Council IX successfully conducted its 151st Regular Meeting on June 30, 2015 at Centro Latino, Paseo del Mar, Zamboanga City. It was graciously hosted by the local government of Zamboanga City headed by Hon. Maria Isabelle G. Climaco. Among those present were heads/representatives of twenty (20) Regional Line Agencies (RLAs), four (4) Local Government Units, and nine (9) Private Sector Representatives and two (2) Special Non-Voting Members. Also present were representatives of the Mindanao Development Authority (MinDA). Several regional development issues and concerns were discussed, such as, the report on the FY 2016 Budget Review and Consultation and the 20112015 RDC-Endorsed Budget Proposals of Region IX’s nineteen (19) RLAs and six (6) State Universities and Colleges; the 2014 Regional Development Report; the Zamboanga Peninsula Priority Programs and Projects for Resource Mobilization – 2nd Batch, including the upgrading of Dipolog City Slaughterhouse to

Mr. Rafael Evangelista of MinDA updated the Council on Infrastructure Projects for Western Mindanao Corridor, which prompted the body to pass Resolution No. 35, series of 2015, endorsing to the National Economic and Development Authority and to the Mindanao Development Authority the inclusion of the cities of Zamboanga, Pagadian and Dipolog, and the Municipality of Ipil in the conduct of the Feasibility Study of the Mindanao

Railway Project. The Council passed a total of twenty four (24) resolutions, which include the following: 1. Resolution No. 36, series of 2015, Approving the Organization of Regional Gender and Development Committee IX as a Special Committee of RDC IX. LGUZamboanga City volunteered to host the meetings of the proposed RGADC when held in Zamboanga City; 2. Resolution No. 39, series of 2015, Requesting Secretary Ramon Jesus P. Paje of the
Department of Environment and Natural Resources to Require the Use of Certified Rubber Clones under the National Greening Program; 3. Resolution No. 40, series of 2015, Approving Cacao as an Emerging Product of Zamboanga Peninsula; 4. Resolution No. 41, series of 2015, Enjoining all LGUs to Formulate/Update Their Respective Comprehensive Land Use Plans and Enact their Respective Zoning Ordinances; and 5. Resolution No. 44, series of 2015, Supporting the Establishment of the Mindanao
Knowledge, Research and Policy Center. Meanwhile, as an expression of deep sympathy and support, Hon. Mayor Climaco personally handed Zamboanga City’s financial assistance to the victims of fire disaster that occured on June 1, 2015 in Pagadian City. On behalf of LGU-Pagadian City, the check amounting to P200,000 was received by Mr. Ardi Abril T. Layugue of the RDC IX Secretariat, one of the fire victims. (Divine Grace P. Dequito, NEDA IX)

hree municipalities in Zamboanga del Sur will be recipients of the government’s effort to make growth more inclusive throughout the country for the remaining term of President Aquino. Dubbed as Accelerated and Sustainable Anti-Poverty Program or ASAPP, this initiative by the Human Development and Poverty Reduction Cabinet Cluster aims to accelerate and sustain poverty reduction by creating and enhancing employment opportunities for the poor in Category 1 or C1 provinces. These are provinces which have high magnitude of poor households but with potentials for economic growth. Aside from Zamboanga del Sur, the provinces of Cebu, Pangasinan, Negros Occidental, Camarines Sur, Leyte, Iloilo, Sulu, Quezon, and Davao del Sur are also classified as C1 provinces. For Zamboanga del Sur, the towns of Aurora, Mahayag, and Kumalarang are identified as the pilot hubs under ASAPP. Development in the identified hubs is expected to also spur economic activity in the neighboring municipalities.
Undersecretary Patrocinio Jude Esguerra III of National AntiPoverty Commission, Assistant Secretary Michelle Angelica D. Go of Department of Environment and Natural Resources (DENR) and RD Adorable are the lead convenors of ASAPP activities in Zamboanga Peninsula. To kick off the implementation of ASAPP, regional line agencies, potential investors, civil society organizations and pilot local government units came together through Salubungan on May 26, 2015 in Pagadian City. The encounter actively engaged the business sector to link with the poor as a supplier for labor or raw materials in their business operations. Meanwhile, the government will provide an enabling environment for the business enterprises’ growth and expansion. Other government interventions such as skills improvement and providing access to credit and technologies should be able to provide the poor sustainable opportunity for them to engage in more productive economic activities. During the Salubungan, around P100 million per municipality was committed by regional line agencies through various programs and projects which are ready to be implemented in 2015. These programs include provision of post-harvest facilities, technologies, livelihood and skills training, provision of seedlings, among others. (Michel R. Tulog, NEDA IX)

RDC IX approves creation of RGADC R
egional Development Council (RDC) IX, the highest policymaking body in the region, has approved the organization of the Regional Gender and Development Committee (RGADC) as one of its special committees. To this effect, RDC IX Resolution No. 36, s. 2015 was passed on motion of Nestor Carbonera, Private Sector Representative-Ipil, Zamboanga Sibugay and seconded by Director Felix B. Aguhob of Department of Agrarian Reform IX during the Council’s 151st Regular Meeting on June 30, 2015 in Zamboanga City. Proponent for the organization of the RGADC in Region IX is Regional Social Development Committee IX which Mr. Carbonera chairs. Several agencies manifested their interest to become members of the said committee as the government is serious about the need to address gender and women concerns and their important role in regional and national development. Meanwhile, the Honorable Mayor of the city of Zamboanga, Maria Isabelle G. Climaco, who hosted the RDC IX meeting, was elated with this development considering that she was one of the sponsors of the passage of some laws related to women including the Magna Carta for Women when she was the congressional representative for the 1st District of Zamboanga City for two terms, from 2007-2013. RDC IX endorses ZamPen programs and projects for FY 2016 R egional Development Council (RDC) IX Expanded Executive Committee (ExCom) recently concluded the Fiscal Year (FY) 2016 Budget Review and Consultation.
In support of the attainment of Zamboanga Peninsula’s (ZamPen) vision as the “Southern AgriFisheries Corridor of the Philippines,” RDC IX ExCom endorsed a total proposed budget of P98.26 billion for FY 2016. About 48.7% of the budget is for social sector development initiatives, 39% for infrastructure sector, 11.9% for economic sector, and 0.4% for development administration sector (Figure 1). National Budget Memorandum 123 or the Budget Call for 2016 served as a guide in the ExCom’s deliberation which led to the endorsement of the FY 2016 budget proposals of 21 regional line agencies and 6 state universities and colleges in Region IX. Other sectoral concerns were also discussed and resolved, such as, the conduct of an assessment on the carrying capacity of Zamboanga City watersheds; the joint assessment by DENR IX and BFAR IX of abandoned fishponds in Zamboanga City for their reversion as mangrove reserves; and the investigation of MGB IX on the alleged black sand mining in Zamboanga del Norte, among others. The budget review was conducted in four separate sessions, to wit:

• 1st Session (16 March 2015): Fuentebella Hall, South Wing Annex, House of Representatives Complex, Quezon City; • 2nd Session (24-25 March 2015): Roof Deck, Lantaka Hotel, Zamboanga City; • 3rd Session (30 March 2015): Executive Function Room, City Hall, Pagadian City; and • 4th Session (20 April 2015): Hotel Guillermo, Pagadian City. Among those present during the review were RDC IX officers, members, and private sector representatives, as well as, ZamPen’s local chief executives and congressional representatives. Among the major programs and projects included in the FY 2016 RDC-endorsed budget proposals of regional line agencies (RLAs) are the following:
• DPWH IX’s over-all budget proposal of P38.34 billion for the infrastructure projects; • DSWD IX’s support to Pantawid Pamilyang Pilipino Program amounting to P6.6 billion; • DepEd IX’s proposal of P4 billion for the implementation of the K to 12 Senior High School Program; • DA IX’s proposal of P3 billion for the construction/rehabilitation of farm-to-market roads; • NIA IX’s over-all budget proposal of P2.31 billion for the irrigation projects; • ZAMBOECOZONE’s proposal for the construction of its International Cargo Terminal amounting to P1.6 billion; • DENR IX’s proposal of P299 million for the implementation of the National Greening Program; • BFAR IX’s support of P100 million for the implementation of closed season on the conservation of sardines; and • Construction of the RLAs’ office building in the Regional Government Center in Pagadian City amounting to P387 million. DA IX awards CY 2015 best research paper in agriculture D epartment of Agriculture (DA) IX awarded the research on Farm Trial and Farmer Participatory Evaluation on Site-Specific Nutrient Management (SSNM) for White Corn in Zamboanga Peninsula as the best research development and extension (RD&E) paper in agriculture, an in-house search on June 4-5, 2015 at Zamboanga Peninsula Integrated Agricultural Research Center (ZAMPIARC), Ipil, Zamboanga Sibugay. Said research was prepared by Resureccion T. Esturas, et al. of DA – ZAMPIARC. According to Esturas, the SSNM technology for corn in the Philippines is originally initiated by the International Plant Nutrition Institute – Southeast Asia Program to increase productivity and profitability by adopting specific conditions for crop yield, variety, planting density, crop residue management, past fertilizer use and input of organic materials. The study was aimed at quantifying
the yield potential of white corn and get farmer’s feedback and recommendations on the SSNM technology for future application. The members of the review panel were Dr. Chona Sarmiento and Dr. Jocelyn Pedroso of Western Mindanao State University (WMSU) – Zamboanga City, Dr. Moises Glenn Tangalin of WMSU – Dumingag, and Mr. Ricarte Castro of the Bureau of Agricultural Research. There were 13 research papers reviewed. Five of the papers were already completed to include that of Esturas, et al. and the other eight are still ongoing. The other four completed researches are the following: (1) Impact Assuagement on the Establishment and Utilization of Vermiculture Project in Zamboanga Peninsula by Dr. Josephine A. Subong, et al. of Jose Rizal Memorial State University; (2) Feeding Management Practices of Free Range Chicken under Local
Climatic Condition in Mahayag, Zamboanga del Sur by Felixia L. Bomes, et al. of DA – Mahayag Livestock Breeding Center; (3) Profiling of Major Rice Industry Stakeholders in Zamboanga Sibugay and Zamboanga del Sur by Charlyn Acosta of DA – ZAMPIARC; and, (4) Influence of Indigenous Herbal Supplements on the Occurrence of Diseases on Upgraded Chicken by Luzvilla B. Del Campo of DA – ZAMPIARC. Of the eight ongoing researches, two were awarded the Most Promising Papers, namely: Growth Performance of Swine Supplemented with Fish Amino Acid and Soybean Oil Meal by Dr. Cynthia G. Litigio of DA – Dumalinao Swine and Poultry Breeding Center; and Adaptation of Bhoochetana (Yamang Lupa Program) Principles and Approach in Boosting Agricultural Productivity in Region IX by Rictibert Pamunag of DA – ZAMPIARC. Each of the awardees received ₱P3,000 cash. The search for the best RD&E paper is in line with the thrust of DA of promoting agricultural development and growth through increased productivity. (DA9)

epartment of Labor and Employment (DOLE) Secretary Rosalinda Dimapilis-Baldoz personally unveiled the marker which proclaims Zamboanga City Special Economic Zone Authority (ZAMBOECOZONE) and Freeport as a Labor Laws Compliant and Child Labor Free zone. With the strong commitment of DOLE Regional Family of Agencies headed by DOLE 9 Regional Director Sisinio B. Cano, and the continuous coordination with the ZAMBOECOZONE and Freeport, six locators were awarded with certificates of compliance (COC) on General Labor Standards (GLS) and Occupational Safety and Health Standards (OSHS). These resulted to the unveiling of the Labor Laws Compliant Zone Marker on June 23, 2015, at
ZAMBOECOZONE and Freeport in San Ramon, Zamboanga City. Aimed to recognize compliant establishments and institutions to further enhance employeremployee relationships and productivity, the activity was attended by around 160 participants coming from the different parts of the region. Fourteen other establishments were awarded and recognized as compliant establishments. The six (6) locators of the zone (ArtnaturePhils. Inc., Mi Casita Company, Inc., AML Fastfood, CTK Asia Rubber Corp., and San Miguel Foods Corp.), received COC on GLS and OSHS which led to the awarding of Tripartite Certificate of Compliance with Labor Standards (TCCLS) and Child Labor-Free Establishment (CLFE). Two service providers,
(Helping Hands Development Coop. and Leadership Manpower Services) also received COC on GLS and OSHS. Five other establishments outside the zone (Prudential Customs Brokerage Services, Inc., St. Vincent’s College, Rural Bank of Rizal, Century Pacific, and Katipunan Bank) were also awarded COC on Labor Relations. Moreover, two canning companies (Big Fish Food Corp. and Gold Star Seafoods Corp.) and Montano Construction also received TCCLS and CLFE. ZAMBOECOZONE Chairman and Administrator Christopher Lawrence S. Arnuco expressed his gratitude to the honorable Secretary for the support and assistance given by DOLE 9 and its family of agencies in their journey on compliance with labor standards. He said that “the huge success of our May 1, 2015 Labor Day Celebration has impacted on the business activities in the zone and in the community, and that I am so much grateful for all your assistance.” Meanwhile, Sec. Baldoz thanked Sec. Baldoz holding the Labor Laws Compliant Zone Marker at ZAMBOECOZONE and Freeport at San Ramon, Zamboanga City.

She emphasized the strict compliance to Department Order 18-A, on Contracting and Sub-contracting and to refrain from engaging into labor only contracting which is a nonconformance under the Labor Code. WMSU adopts

ffective first semester of school year 2015-2016, the Western Mindanao State University (WMSU) shall officially implement Memorandum Order (MO) No. 000441, series of 2015, otherwise known as the “No Styrofoam, No Plastic, and No Carbonated Drinks” policy of the university. WMSU totally bans the selling of any soft drink and carbonated drink within the campus and prohibits the use of plastic and styrofoam in any form. This order does not only concern the store owners but also the students, faculty and parents.
Relatedly, House Bill 2676 seeks to promote a clean and green environment by prohibiting the use of ecologically harmful synthetic materials, components, ingredients or packaging of consumer products. Plastics and styrofoams are included in the topmost solid wastes that greatly contribute to climate change problem the world is facing today. Meanwhile, existing contracts on the sale of soft drinks in the University are no longer renewable upon expiration. (Ella Dee Cruz,PAO-WMSU)
The MO is in line with House Bill 4021 or the proposed “Health Beverage Options Act of 2014,” prohibiting the sale of carbonated drinks in schools, and House Bill 2676, “An Act Prohibiting the Use of Polycarbon Plastics, Styrofoam and Other Synthetic Materials Harmful to the Environment in All Food Service Establishments in All Educational Institutions and for Other Purposes.” The Healthy Beverage Options Act of 2014 does not only ban soft drinks but also sports drinks, punches, and iced teas; fruit-based drinks that contain less than fifty (50) percent real fruit juice or that contain additional sweeteners; and drinks containing caffeine, excluding low-fat or fat-free chocolate milk. It also requires the schools to include information drive against the harmful effects of consuming unhealthy food and drinks in the curriculum.

W
ith the aim of upgrading the rubber industry in the region, Department of Science and Technology (DOST) IX led the inauguration of the rubber processing facility of the Philippine Pioneer Rubber Products Corporation (PPRPC) on May 27, 2015 in Naga, Zamboanga Sibugay. The facility amounts to P8.28 Million. According to Regional Director Brenda L. Nazareth-Manzano of DOST IX, the project is funded under Small Enterprise Technology Upgrading Program (SETUP) for the acquisition of equipment, namely: slab cutter with accessories, turbo mill with accessories, and baling press machine with accessories. The cost of installation and renovation of the processing area was shouldered by PPRPC. SETUP also provided technical consultancy services on proper plant lay-outing, process flow, and manpower development assistance such as training on 5S, among others. Dir. Manzano explained that the project aims to increase productivity of rubber by 25% and employment of at least 20 new workers. She further expressed that increasing the productivity of PPRC would also improve farmers’ productivity.

Jambaro, PPRPC Chairperson, expressed gratitude to DOST IX and the Philippine Council for Industry, Energy and Emerging Technology Research and Development for the project. She said that with this upgrading, they will be able to cater to more rubber producers especially cooperatives and agrarian reform communities who manage rubber plantations not just in Zamboanga Sibugay but also in Zamboanga del Norte. She also revealed that they are targeting to achieve the minimum volume requirements demanded by big rubber companies such as Yokohama.
During the inauguration, Dir. Manzano announced that DOST IX will also be operating a rubber testing laboratory to cater to the needs of rubber processing firms such as PPRPC for the needed laboratory tests. To date, SETUP has assisted 206 projects in Region IX with total funding assistance for innovation system support amounting to P132 Million. In terms of value of assistance, PPRPC is the biggest in Region IX and the second biggest nationwide. (DOST IX)
